The object of this paper is to survey and analyze the bearing of economic nationalism, competitive sources of energy, and technologic developments on international trade in coal with especial reference to the competitive position of the leading coal-exporting countries in the Italian market, the largest in the Mediterranean region, and the Brazilian market, the second largest in Latin America. The political, economic, and financial disturbances caused mainly by the World War have resulted in an amazing situation. Especially since 1930 have conditions been complicated.

Much has been written of late regarding the flotation of coal as a means of reclaiming the valuable portion of the fines encountered in nearly all methods of coal preparation. Whether the process be wet or dry, whether the dust be sent through the entire process or removed prior to the cleaning by some such method as screening or aspiration, one of the final products consists of a considerable proportion of — 48-mesh material. The percentage of this —48-mesh material depends upon the mining method, transportation, storage, and method of preparation. The tonnage of this dust material ranges from 1 to 10 per cent of the total output of the cleaning plants. Four methods of disposal are available for this coal: 1. Disposal with the refuse from the plant. 2. Addition, after being reclaimed from the wash water, or dust collectors, without cleaning to the larger sizes. 3. Separate disposal as a pulverized fuel. 4. Cleaning so that addition to the larger sizes benefits the product as a whole. It is also true that flotation in one form or another is the only known way to effectively clean this material. While some processes do a reasonable cleaning job down to and including +l00 mesh, by far the greater majority stop at or short of the + 48-mesh size. Much of the literature on coal flotation passes by the fred pulp density and size by merely stating that the feed varies from 20 to 30 per cent solids and that the size range is from — 1/4 in. or — 1/8 in. to 0. Small wonder then that some operators with entirely different conditions, and not knowing the machine capacity, throw up their hands in despair when flotation is mentioned. Too much parallel is drawn between flotation methods as applied to ores and as applied to coal, to the detriment of the latter. In the flotation of metalliferous ores the feed pulp density ranges from 20 to 30 per cent solids, depending upon the amount of mineral to be floated and upon the size analysis. THE stabilization of a gravel road with soil is a method of treatment developed in recent years by the United States Bureau of Public Roads for the purpose of binding the constituents together better, and maintain-ing a more durable surface. The process consists in adding to the gravel or crushed stone and sand, a soil mortar, so-called, of fine sand, silt and clay, mixed in the proper proportions. The coarse gravel and sand supply structural strength and hardness; the fine sand adds embedment support to the coarse sand; the silt acts as a filler to prevent the granular particles from rocking; while the clay serves not only as a binder but also provides pores minute enough to cause connecting moisture films which are supposed to have high cohesive properties1. It will be recognized that the clay is an important ingredient both when wet and dry, and should not show excessive expansion when wet, nor correspondingly high shrinkage in drying, as otherwise there is danger of unseating the nonplastic particles. Such a stabilized road, although an improvement on one with a floating surface, will in course of time be subject to wear, and become dusty when the clay dries out and breaks up. It has been found that if some salts are added to the road mixture they tend to maintain the soil moisture and prevent dustiness of the road or raveling of the road surface. In addition to this, it is claimed that these dissolved salts cause a thinning of the moisture films on the particles, thus permitting greater compaction of the road mixture, and thereby increasing its density. This fact can be proved by noting the increased compaction which a road mixture shows when certain salts are added to the soil water. Since certain chemical substances such as sodium chloride are electro-lytes, the question arises whether they cannot have some effect on. the qualities of the clay in the soil mortar, and perhaps improve them. In view of the fact that certain salts seem to exert a favorable effect on the road mixture it is desirable that they be held in the road soil as long a time as possible.

The widespread use of toluene in industry and the importance of air analysis in industrial-hygiene surveys have created a need for a simple and accurate method for determining toluene vapor in air. Most of the methods used to determine small quantities of toluene in liquid or vapor form are based on the measurement of its physical properties. Methods based on fractional distillation, determination of specific gravity, use of the interferometer, use of the spectrograph, and sorption on solid sorbents with subsequent determination of gain in weight have been employed. Distillation and specific-gravity methods are not applicable to the small quantities of toluene found in the air, and use of the interferometer, spectrograph, and sorption methods either are not specific for toluene in the presence of other volatile substances or require expensive equipment.

IF the tonnage of merchantable iron ore remaining in the Lake Superior district is divided by the average of the annual shipments for the past 20 years, it will be found that this ore supply will be exhausted in approximately 35 years. This computed exhaustion period would be an indication of the future activities of the iron-mining industry if it were not for the fact that merchantable ore is being manufactured from low-grade ore, of which there is an almost inexhaustible supply in the Lake Superior district. It is true that at present only the simplest of these low-grade ores are being concentrated to any considerable extent, but progress is being made with the treatment of the more complex ores, and now, in addition to 20 washing plants on the Mesabi Range, three plants are equipped with jigs for the treatment of ore that cannot be concentrated simply by washing. The latest addition to the ore-treating plants of the Mesabi Range is a magnetic roasting and concentration plant at Cooley, Minn., in which ore that cannot be concentrated either by washing or by jigging is roasted to the magnetic state and concentrated on magnetic separators. This plant is beginning its third season of operation, and while it is too soon to make definite predictions, there are strong indica-tions that this new process may make commercially possible the manu-facture of high-grade, merchantable iron ore from large quantities of low-grade ore now considered worthless. After the iron oxide contained in an ore has been converted to mag-netite, almost any desired grade of concentrate can be produced, using magnetic-concentration equipment of the types now in general use for the concentration of the natural magnetites of New York, New Jersey and Pennsylvania. The conversion of hematite (Fe2O3) to magnetite (Fe3O4) is easily accomplished by heating the ore to a dull red tempera-ture in a reducing atmosphere. The reaction is slightly endothermic, and while it requires 200 B.t.u. to heat to 900° F. one pound of hematite ore containing 45 per cent Fe, it requires only 100 B.t.u. to convert the oxide into magnetite. IT has been stated and accepted for many years that the automotive industry was the instigator, the principal sponsor for and the largest user of alloy steel and nonferrous alloys. The only universally recognized standard specifications and heat-treatments for these materials are those adopted by the Society of Automotive Engineers. It is this same auto-motive industry that has been the chief inspiration for and consumer of modern production machine tools. The production curve of steel ingots is more sensitive to fluctuations in automotive production than any other influence or group of influences. In every other important steel-con-suming industry, automotive materials and automotive processes are the outstanding features of modern progress. In this connection I need only mention the prefabrication of buildings, following the automotive system of straight-line, interchangeable mass production; the motorization of ships and railroads, employing automotive types of prime movers; the production of pressed-steel stoves, plumbing and furniture by methods originated in the automobile-body industry and the extensive use of rubber for the cushioning of all manner of machinery as pioneered by the automotive and tire industries. Dr. Jeffries has brought out this point in his address (p. 21), assuring us that the transportation industry is the largest user of these materials. In the transportation industry, or as we might more accurately express it, the transportation group of industries, the. automotive industry pre-dominates as a user of light alloys. One out of every four tons of aluminum produced is consumed by the automotive industry. Similarly, the automotive industry ranks first in the consumption of the following metallurgical materials: steel, 24.04 per cent; malleable iron, .57; alloy steels, 72.2; nickel, 30; lead, 39 per cent.

THE greatest problem confronting business managers in modern times is not production, but distribution. It would be easy to expand productive output, but it is difficult to find markets for all that is produced. The fundamental source of economic difficulty, in the view of many observers, is a lack of proper balance between productive capacity and consumptive capacity. The studies conducted by the Brookings Institution on the general subject, "The Distribution of Income in Relation to Economic Progress", have led to conclusions of far-reaching significance, which may be summarized briefly as follows: (1) We have never lived beyond our economic means or capacity. (2) We have not been suffering from general overproduction. (3) We have not as yet reached a stage in our economic evolution at which it is possible to provide adequate standards of living for everybody. ( 4) It would require less than a 25 per cent increase in purchasing power among the masses to absorb our full productive capacity. (5) Production-curtailment programmes-whatever their merit in meeting temporary maladjustments-can only lead to national impoverishment. (6) Our inability to find markets adequate to absorb the full output of our productive establishments is explained by the unequal distribution of income and consequent restricted flow of purchasing power through consumptive channels. (7) The slow rate of growth of consumptive demand serves to retard the rate at which new capital is constructed, and hence the rate of economic progress. (8) The primary need is a rapidly expanding total income, and a broader diffusion of this income among the masses of the people. (9) A broader diffusion of income can best be achieved by reducing prices as rapidly as increasing efficiency will permit. That is to say, the benefits of technological progress, mass production, and low unit costs must be promptly passed on to consumers in the form of lower prices-giving more for each dollar.

THIS paper deals with the subject of inbye power as the mechanical . engineer sees it, and invites discussion, particularly from the electrical engineer. At the outset, it will be necessary to clear the ground a little by some definite statements. In this question of compressed air versus electricity for the transmission of power and driving of machinery in underground workings, we must see that there are definite fields that compressed air on the one hand, and electricity on the other, can fill to much greater advantage than the other, and in which there can be little or no direct competition, at least for the present. It is under conditions where these fields overlap, and as to where the line must be drawn between the two, that the respective merits of each must be considered. Steam was the first means used to transmit power from the surface of a mine to drive underground machinery, and so long as distances were short and means possible to ensure fairly efficient use of the steam, and where the fire hazard was not in evidence, it gave fairly efficient service. I have in mind an instance during my own connection with the mines-a duplex pump at the shaft bottom at Princess colliery, driven by steam, and which used the steam compound and condensing; and, but for the mechanical difficulties, it was a not inefficient proposition. The steam was taken direct from the surface boiler-plant through a line down the shaft, and used directly at the pump, being in effect a straight conversion from coal to steam to work done. It was the mechanical arrangement, and failure of the pump in that direction, that led to its removal and replacement by something better in the way of an electrically driven turbine pump. Given modern mechanical arrangements, such as a steam-turbine drive on a high-speed turbine pump, and all other parts made in accordance with best practice in the art of steam generation and use, a steam-driven unit fully as economical would have been obtained. But the central electric supply station, and all that that means or promises (not always the same), turned the scale against steam.

In the past few years a great deal of preeise information has been obtained about the relation of natural gas to oil production1. The improvement of our understanding has been of great value, both in prolonging the life of wells and in providing a much needed technical background for the legal problem of proration. But there are two principal aspects of the problem of production. It is necessary to consider not only the energy available, in the form of compressed and dissolved gas and in the pressure of driving water, but also the tenacity with which the sandstone holds the oil. The amount of oil that each sand condition will produce under given conditions of gas content should be determined. Hitherto the effect of the sand has been judged by a study of the flow of each well coupled with a procedure for extrapolating the production curve; hut, as is well known to evaluation engineers, such production curves are subject to changes that are not well understood, and often are affected by outside disturbances. On the whole, the concept of "potential production" is vague principally because the influence of the sand in production is not known beyond the simple ideas of porosity and permeability. The permeability is a quantity that has only inference value where mixtures of gas and oil or of gas, oil and water are present. Excellent studies of the production of oil from reservoirs packed with unconsolidatcd sand are available2, but these studies treat largely of small-scale analogzes to a producing field, and the conclusions to be derived from them arc necessarily of a qualitative character because it is not known in what way these miniature oil fields resemble large ones.

The need for a simple, very sensitive, and accurate method for the determination of benzene in blood and urine vas evident throughout a recent study of chronic benzene (C6H6) poisoning conducted cooperatively by the United States Bureau of Mines, The Barrett Company, and the producers of benzene. A combustion method which will be described in a later publication, and a previously described/ adaptation of Smyth's method were developed and used during that investigation. The adaptation of Smyth's method gave satisfactory results when dealing with exposure conditions that produced chronic poisoning in a comparatively few days, but it was time-consuming; and lacked the accuracy necessary for a study of the absorption, distribution, and fate of benzene in the body during exposure to threshold concentrations of benzene vapor in air. The combustion procedure was satisfactory from the standpoint of sensitivity but was cumbersome, intricate, time-consuming, and required the use of special and somewhat expensive Physical and chemical apparatus. Following the termination of this study of chronic poisoning, possibilities ides for developing better methods occurred, and these have been investigated by the Bureau of Mines with the aid of Relief Works Division personnel microcolorimetric method for the determination of benzene in air has been described recently.6/ The present report deals rich the adaptation of this new colorimetric method to the determination

Although during the past 10 years Alabama has attained an enviable position by its coal-mine accident experience and, like most of the other coal-mining States, has made progress in the safer operation of coal mines, there is still room for improvement, which can be realized only by still greater efforts on the part of employees and employers. From 1993, when accidents were first recorded by the Alabama State Mine Inspection Department, to 1934, inclusive, 3,451 men lost their lives in the production of 569,722,676 tons of coal. The primary purpose of this report is to bring to the attention of the mining industry in Alabama end elsewhere statistics of fatal accidents for 1931-34, with the hope that a study of the causes may lead to reduction of similar accidents in the future.

Io these days of specialization, papers of the kind being considered mostly gravitate to the American Society for Metals, the American Society for Testing Materials, the Institute of Metals, and the Iron and Steel Institute. In proof that there is a place for the newest and most specialized of these societies, the American Society for Metals, it may be said that in the Montreal Chapter there are 200 active members, and in the Ontario Chapter more than 200. Yet the overshadowing glamour of the mining industry proper, and the publicity it receives, result in an almost continuous dearth of students in metallurgical engineering at our universities. There are more jobs than graduates.

Development in the Jackson gas field, Hinds and Rankin counties, for 1935 continued at a slow pace, there being only nine wells drilled on the structure, of which five resulted in gas producers and four in dry holes. There were no wells drilled deep enough during 1935 to test any of the horizons below the producing Selma chalk. There are 113 producing gas wells in the Jackson gas field, with three wells on the southeast edge of the field making some oil with a large quantity of salt water; this oil comes from the same horizon as the gas. The combined open flow of the 113 gas wells is about 4,100,000,000 cu. ft. The proven area of the field is approximately 8000 acres. The production of 10,291,000,000 cu. ft. for 1935 represents the largest yearly pull from the field by almost a billion cubic feet. The total production from the field to date is 45,104,000,-000 cu. ft. It is interesting to note that the rock pressure has dropped from 1010 lb. per sq. in. initial to 943 Ib. at the end of 1935, a decline of only 67 lb. in 6 years. There is a difference of opinion as to the age of the deepest formation tested on the Jackson structure; some people holding that it is Tuscaloosa, others, Trinity, and still others that it is Paleozoic, probably Pottsville. The production of the Amory gas field, Monroe County, continued to decline and the capacity was far under the demand. Originally there were four producing wells in the field with a combined open-flow capacity of approximately 15,000,000 cu. ft. and a rock pressure of 680 lb. per sq. in. At the end of 1935 only two wells were producing with a combined open-flow of less than 1 million cu. ft. and the rock pressure down to 100 lb. or less. No attempt has been made to drill new wells in the immediate field but three wells are being drilled in the county in an effort to secure new supplies of gas. The wildcat operations for 1935, with only 11 wells drilled, were the lowest since 1932, just about one-half the number drilled during 1934. None of the wildcat wells drilled in 1935 resulted in producers and, so far as the writer is aware, did not uncover any large structures. COMMON salt is mentioned in the most ancient writings as an impor-tant article of diet. It is fairly certain that it was used by men and animals long before the dawn of civilization. Its presence in natural springs has often been the determining factor in colonization; wars have been fought for possession of salt deposits; trade routes have been estab-lished expressly for the purpose of traffic in salt. Naturally this led men into adventures and discoveries that altered history and advanced civilization. In the early days the uses for salt were few and the methods of manu-facture were crude and the purity low when compared to salt of the pres-ent day. Then the salt came largely from springs, shallow wells or the ocean, while today deep wells must be drilled to the natural brines or beds of rock -salt and spacious shafts sunk so that the ancient deposits may be made to yield their supply of stored mineral.

This conference was attended by representatives of Belgium, France, Germany, Great Britain, and the United States ands by invitation, Czechoslovakia, Poland, Spain, and Russia. The first international conference of representatives of mine-safety, research stations was held the United States Bureau of Mines Pittsburgh Experiment station in 1912 .4/
