Publication of lists of the devices for giving respiratory protection which have been approved by the U. S. Bureau of Mines is made periodically for the purpose of aiding consumers in procuring equipment .374/ The last published list , approved to March 15 , 1935 , appeared as Information Circular 6845 with the same title as this article . The schedules of requirements and tests which the devices must meet in order to obtain approval are published 2/6/1/8/ by the Bureau of tests the devices must Mines and are available to the public . It is pertinent to mention that the preparation of a schedule of requirements for fresh-air supply devices of the types commonly known as positive -pressure respirators , airline respirators , sand- blast helmets , and hoods , has been practically completed and will soon be ready for release to the public .

"INTRODUCTION One of the various phases of the work by the U.S. Bureau of Mines, in its endeavors to minimize the hazards that attend coal mining, is the investigation of electrical motor-driven machinery. The object of this investigation is to foster the development of explosion-proof machines for use in gassy mines. This investigation is conducted under the provisions of Schedule 2C, which prescribes the inspection and tests made upon motors, controllers, and other electrical parts to determine their ability to withstand internal explosion without discharge of any flames. The method of conducting these inspections and tests is described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, published in 1929. Formal approval of a machine for use in gassy mines is not granted by the Bureau of Mines until the machine is found to comply with the requirements, including inspection and test. When it is approved it is entitled to classification as a ""permissible"" machine.The high regard in which machines approved by the U.S. Bureau of Mines are held by engineers of other countries is attested by the growing number of shipments of permissible equipment; to other nations, including Australia, Russia, Norway, Japan, and Manchuria."

"This paper presents the results of the eleventh yearly accident-prevention contest, the National Safety Competition of 1935, conducted by the United States Bureau of Mines. Participating in the competition were 336 mines and Quarries in 37 States. Five mining or quarrying companies, each the leader in its group for having established the best safety record during the year, were awarded the national safety trophies 'Sentinels of Safety.Since these annual contests were begun 11 years ago the scope of the competition has been broadened materially, both as to the number of plants participating and as to the number of man-hours of exposure to accident hazards. Moreover, marked progress in the pre¬vention of accidents has been achieved, as is indicated by an almost constant downward course in the accident-frequency rates for the contest group as a whole during the past 11 years. On the other hand, the accident-severity rates for the group showed an upward trend during the first part of the period and a downward trend during the latter part, except in 1930 and 1934, when two disastrous explosions occurred with heavy loss of life, and in 1935, when there was an increase in the number of fatalities although no major disasters occurred. The accident rate for 1935, both as to frequency and severity, was higher than for 1934.The National Safety Competition is conducted by the Bureau of Mines in the interest of safety in the mining and quarrying industries. This object is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive well-merited and national recognition for their achievement. Indirectly the purpose of the contest is accomplished through studies by the Bureau of Mines of the fasts contained in the accident reports which the competing companies furnish to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest.The statistics that constitute the basis for determining the winning companies and the relative standing of all companies are prepared uniformly without regard to the States in which the companies operate, or to differences in classes of accidents covered by State laws relating to compensation for injuries resulting from industrial accidents."

"Generally, the hazard of cool-dust explosions in tipples and cleaning plants is not given the consideration that is given it underground. This lack of consideration is probably due to failure to appreciate the potential hazard. An explosion in a tipple or cleaning plant is basically little or no different from an explosion underground. If bituminous-coal dust is raised into a cloud in the air and comes in contact with arcs from motor brushes, switches, or open flame, the dust is very likely to ignite, and flame will very probably propagate or extend through it if the quantity of dust per unit of air space is sufficient. The open space in a tipple or cleaning plant may reduce the violence of the explosion, but it is not likely to prevent ignition or propagation of flame.The movement of coal through a tipple or cleaning plant naturally puts into suspension a large amount of dust, which finally settles on exposed surfaces. Any disturbance that will put this dust into suspension in a sense enough cloud can result in the dust being ignited by an arc or open flame if one should be present. An explosion of bituminous-coal dust in a tipple or cleaning plant generally can be prevented either by keeping it thoroughly clean or by removing all sources of ignition, or both.The tests at the U.S. Bureau of Mines Experimental mine have shown that the explosibility of coal dust is proportional (other things being equal) to the ratio of the volatile matter to the volatile matter plus the fixed carbon, indicated thus:The volatile ratio for the Pittsburgh coal bed is calculated as follows:Therefore, as the volatile matter decreases the liklihood of ignition decreases; however, coal-dust explosibility depends on other factors also, such as fineness, dryness, and cloud density; and under some conditions other factors also intervene.Proof of the explosibility of coal dust in the absence of explosive gas has been shown in numerous cases in mines and mine plants and also by a series of tests. In these tests a dense cloud of dust is blown onto an open flame or an electric arc, almost invariably with resultant exploding of the dust. The Safety Division of the United States Bureau of Mines has made a number of demonstrations of the explosibility of Pittsburgh coal-bed dust, using a small gallery or box in which a cloud of coal dust is blown onto a lighted match; larger-scale tests have been made with an electric arc as the igniting agent. Bituminous-coal dust is readily ignited with a medium arc, but with low-volatile coals a larger arc is required. For test purposes, a 100-ampere arc has been used. Ignition has occurred readily under these conditions with Pocahontas No. 5 coal dust with ratios of volatile to total combustible of 0.232 to 0.253, and with Pocahontas No. 3 coal dust with a combustible ratio of 0.242. Lower Kittanning coal dust, with a ratio of 0.187, did not give definite ignitions, and Pocahontas No. 4 dust did not explode, although part of the coal-dust cloud ignited. It is probable that even the low-volatile coal dust will be found to be explosive with a higher-amperage electric arc as the initiating agent."

"Because of its interest in accident prevention, the U.S. Bureau of Mines cooperates with city officials and utilities in investigating the causes of explosions in sewers, manholes, and other underground openings and in developing means for preventing such explosions. For several years this Bureau has been cooperating with the Edison Electric Illuminating Co. of Boston and the Boston Consolidated Gas Co. in detecting and eliminating combustibles and physiologically harmful gases in manholes in the city of Boston and adjacent territory.These Bureau of Mines investigations° have shown that combustible gases from the usual sources — leakage from gas—distributing systems and from underground tanks and gasoline wastes — can be located and the dangerous conditions remedied by a well—planned, adequately supervised, systematic, and continuous manhole survey. However, other types of gas, which are termed here ""soil"" gases, also occur in manholes and are more difficult to eliminate because they have no fixed origin and because seasonal and barometric changes affect their production and passage into the manhole space. These gases appear to be produced by bacterial and fermentation or through reactions of entrapped air in the soil. Soil usually abnormally high in carbon dioxide and low in oxygen, and contain varying amounts of methane. They are especially clangorous to men entering manholes because they lack sufficient oxygen to support life. Owing to the difficulty of constructing gastight manholes the most feasible method for eliminating soil gases from manholes is by ventilation. Consequently the Bureau of Mines initiate 4 study of natural ventilation methods for the removal of these gases from manholes and also for taking care of unforeseen accumulations of combustible gases and vapors.The following factors were considered by the Bureau to be important to the natural ventilation of manholes: (1) Relation of area of ventilation opening* to the capacity of the manholes, (2) size and shape of the manhole, (3) design of the ventilation opening (4) and velocity, and (5) weather conditions."

"The last previous Bureau of Mines publication relative to details of permissible electric mine lamps is Bulletin 332, which describes 16 lamps approved prior to May 1930. Some of the lamps have become obsolete through the development of improved models which, with several new types, make it desirable to supplement the Bureau's published data relative to permissible electric mine lamps.In the following descriptions, lamps approved since May 1930 and prior to July 1, 1935, are placed in the three following groups: (1) Electric cap lamps, (2) electric hand lamps, and (3) lamps for miscellaneous applications,ELECTRIC CAP LAMPS APPROVED UNDER SCHEDULE 6B1. Edison model J lamp, approval no. 24. - The features that distinguish this lamp from earlier models of Edison electric cap lamps are:(a) The battery consists of two F-2 cells of square cross section and about 1-1/4 inches higher than M-14 cells in the model H lamp, making the battery narrower and higher than any of the earlier models of Edison cap lamps.(b) The cells are insulated from each other and the Monel-metal casing by enclosure in vulcanized-rubber baglike enclosures. Both cell terminals are insulated from the cell jar.(c) The battery is equipped with rubber-tube Bunsen-valve-type gas vents.(d) The battery casing is secured by a new-type magnetic lock.(e.) The battery and cover terminal clips have been redesigned to give a wiping contact."

Available statistics show that the demands of the American chemical industry for sodium sulphate have been increasing slightly in recent years. The supply from domestic sources, particularly in the form of byproduct salt cake from the acid manufacturers, has been tending to decrease this to the growing manufacture of synthetic acid. Both hydrochloric and nitric acids are being synthesized from their elements. The natural result has been that a smaller amount of salt cake is available. Simultaneously, the expansion of the kraft-paper industry, especially in the South, has brought about greater demand for sodium sulphate in that section. This demand is being met by domestic byproduct salt cake, by imported German sodium sulphate made from potash waste liquors, and by favorably situated domestic deposits of Glauber salts and the anhydrous salt, thenardite. No shortage of natural sodium sulphate exists in the United States, but usually such deposits occur in semiarid regions far removed from transportation facilities and from markets. Moreover, the major portion of the natural deposits is Glauber salt or mirabilite (Na2 504 • 10H20), which must be dried or dehydrated in order to meet consumer requirements. The water of hydration represents, roughly, 55 percent of the total weight of the crude salts and therefore has a very important influence on transportation costs, in many instances the cost of getting even the dehydrated product to market is the deciding economic factor. Therefore, the recovery of production of anhydrous sodium sulphate from plant-waste liquors or from natural brines of suitable composition might be economically feasible.

"The tests described in this paper were conducted under the sponsorship of Subcommittee VII on Pulverizing Characteristics of Coal, a subcommittee of Committee D-5 on Coal and Coke, American Society for Testing Materials, with a view to evaluating various laboratory procedures for testing grindability of coal in connection with commercial pulverization of coal for use as powdered fuel. The subcommittee, at a meeting in New York City on February 21, 1934, selected for test four methods that had been developed during the past few years for testing grindabilitay of coal and were being used by coal-testing laboratories in the United States and Canada. These methods are:Bureau of Mines method, Cross method, Fuel Research Laboratory method, and Hardgrove method. Subcommittee VII agreed that the grindability tests should be made on five coals selected to cover a wide range of hardness. The Pittsburgh Experiment Station, Bureau of Mines, was asked to direct the investigation and to prepare representative samples of the coals. Laboratories of the fol. lowing institutions and companies agreed to cooperate by making grindability tests: Babcock & Wilcox Co., Foster Wheeler Corporation, Fuel Engineering Co., of New York, Fuel Research Laboratory of the Canada Department of Mines, and Northwest Experiment Station of the Bureau of Mines.ACKNOWLEDGMENTSHelpful suggestions in planning the investigation were made by A. "INTRODUCTION The potash mineral receiving the most attention in the newly discovered. New Mexico-Texas potash district near Carlsbad, N. M. is sylvite (potassium chloride). Sylvite contains more potassium than any other mineral. Merchantable high-grade deposits have been found, and those of lower grade may be enriched to a high degree of purity by refining methods. Deposits containing sylvite were the first to be developed and axe the only ones being mined.However, many other minerals that contain potash occur in the salt beds of the Carlsbad District. Of these the more important are polyhalite, carnallite, langbeinite, leonite, and kainite. The nature of the deposits and their mineralogy have been described in detail by members of the United States Geological Survey. 4/Langbeinite, although not so abundant in these deposits as carnallite and has particular interest because the potash is in the form of the sulphate and as such commands a premium in terms of K20 unit. The practicability and dependability of two permissible methane-indicat- in detectors recently developed were proved conclusively by extensive tests in the return airways of all mines operating in the anthracite region in most of which samples and readings were taken with one or the other of the two in- dicating detectors. These detectors roved dependable and accurate within practical limits, and their general use should be encouraged as an aid to bet ter ventilation, more accurate control of air currents, and greater safety in mines.

THE mines of the Consolidated Copper and Sulphur Company, consisting of the Eust1s, the Albert, and the Capel mines, are situated w Ascot township, Quebec, about ten miles southeast of Sherbrooke, on the main line of the Quebec Central railway. Of these mines, only the Eustis is now producing, and it has been operated almost continuously for the past seventy years. Mining methods have been improved in recent years but are still old fashioned when compared with those employed in more modern and up-to-date mines. The ore is of milling grade and is mined for its copper and sulphur con-tent. Silver is present in small quantity, together with a trace of gold. The ore is mined by the shrinkage stope method. Pillars are frequently left as supports for the hanging-wall to prevent serious dilution of the ore and are sometimes recovered after the ore is drawn from the stope. Occasionally, small blacks of ore in close proximity to the shaft are mined by a cut-and-fill method. HISTORY ALBERT AND CAPEL MINES: The Albert and the Capel mines, originally known as the Capelton mine, were discovered in 1863 by George Capel (1). By the end of 1866 the Albert shaft had been sunk to a depth of 121 feet on an incline of about 30 degrees where a vein five feet thick was encountered. In 1879, these mines passed into the hands of G. H. Nichols and Company, by whom they were operated practically continuously until 1907. When mining operations ceased in that year, the shafts had reached depths on the incline of approximately 2,300 feet and 1,000 feet, respectively. These mines have been allowed to cave and fill with water and have been inaccessible for many years.

FIRES in heavily timbered mines are disastrous, involving danger to both life and property. Some mines have been completely ruined or so heavily damaged that reopening them would not pay. Though few mines are entirely free from danger of fire, the risk is minimized by proper care and good design of plant. The Tintic Standard mine is at Dividend, Utah, in the famous Tintic mining district, about 60 miles south of Salt Lake City. The development of the mine was begun in 1907 by the late Mr. E. J. Raddatz and his associates. From the beginning, the work was hampered by high rock temperatures and the presence of high concentrations of rock gases such as carbon dioxide and nitrogen. Development work was carried on with great perseverance for nine years, and resulted in the discovery of ore in 1916. The total production of the Tintic Standard mine to Jan. 1, 1936, amounted to 1,664,388 tons of ore, having a gross value of .$61,996,719.

Five-sixths of all the coal that is mined in the United States is burned, without previous treatment other than screening, for the production of heat and power, so that its value is fixed by its suitability for this purpose. Nevertheless, the characteristics of individual coals that determine their fitness for use in particular pieces of combustion equipment are not yet well known. This condition is due not only to the small extent of our knowledge concerning coal itself, but also to our comparative ignorance of the nature of the combustion process. The following paper is an analysis of the combustion process as it occurs in industrial furnaces, based largely on the results of laboratory research on combustion rates. From this analysis it is possible to determine the characteristics of the fuel that limit the capacity of a given piece of combustion equipment. Limitations imposed by other factors than the attainable speed of combustion will not be considered, since they are subject to a different type of analysis involving the balancing of maintenance costs against fixed charges. In order to observe the relations among the various factors that affect the speed of combustion, representative particles of fuel will be followed through two types of furnaces. A pulverized-coal furnace will be considered first, because the independence of the individual particles facilitates the analysis of the effect of furnace conditions. The second example will be a grate-fired furnace in which ignition of the fuel takes place on the underfeed principle. This includes both underfeed and chain grate stokers, (8)† but does not include hand-fired furnaces and some overfeed stokers. The furnace will be considered to be large enough, the temperature high enough, and enough air provided, to burn the fuel completely, without, for the moment, specifying these quantities more completely. This paper is a progress report on a study of the distribution of the banded ingredients (Figs. 1 and 2) in Illinois screenings and the method of determining their distribution. Proximate analyses and screen tests1 have been reported and a further report on the washability characteristics of the screenings is in preparation. The microscopic study of the screenings is not yet far enough advanced to permit a conclusive report on the effect of mining, screening and washing on the distribution of the banded ingredients in the coals of Illinois. However, considerable fundamental data have been collected as a background for the screenings investigation and for a proposed study of fuels composed of known quantities of vitrain, clarain and fusain, the three common banded ingredients of Illinois coals. These fundamental data and the preliminary information now available from the microscopic study of screenings are broadly indicative of the reaction of the coals to the physical processes affecting them in mining and preparation. Proximate analyses of samples of vitrain, clarain, and fusain from several Illinois mines have been published2, but those given in Table 1 serve to show the differences that are apparent in proximate analyses. The vitrain samples are consistently low in ash, and the unit-coal value is uniformly lower than in clarain. The average fuel ratio (F.C./V.M.) of the vitrain samples in the table is 1.57 whereas the clarain average is 1.42. The fusain analyses vary considerably in ash and moisture. In the two samples from this mine the moisture values range from 8.99 to 22.80 and the ash from 4.86 to 16.91 per cent. Fusain has higher fixed carbon than either vitrain or clarain but the percentage is erratic from sample to sample. The purpose of this paper is to present data obtained from an investigation conducted on the grindability of coal by the American Society for Testing Materials Tentative Standard ball-mill method. This investigation has been conducted over a period of a year, during which time several hundred tests were run on a wide selection of different coals coming from Pennsylvania, Ohio, West Virginia and Kentucky. The data herewith presented tend to show that the tentative standard ball-mill method might give results that are misleading and that a volume measure might be more indicative of the true grindability of materials of varying specific gravity. A means whereby the time element might be reduced has been studied and other phases of this work such as preparation of samples, mechanical screening, reporting results and duplicating tests have been investigated. It is hoped that all criticism offered in this paper will be taken as constructive, with the purpose ill mind of perfecting the method now tentative to show the true conditions 2nd of making optional the manner in which certain parts of the test might be conducted to meet diversified laboratory conditions. Weight and Volume The results of grindability on extraneous material from the coal scam obtained with the present tentative standard ball mill method indicate easier grinding of these materials as compared to most coals. Varying amounts of these impurities in the coal therefore may cause a raising of the grindability index and may lead to the erroneous conclusion that coals containing large amounts of these foreign materials are easier to grind. For a true comparison of grindability, it would seem necessary to grind to the same particle weight. If material were sized in a commercial mill by means of an air current set at a velocity to remove 1.60 sp. gr. float coal ground to 80 per cent minus 200 mesh, any 1.60 sink particles would be left behind, and in order to remove this 1.60 sink material by the same current it would be necessary to grind finer and produce a

At the annual meeting of this Institute held two years ago a new method1 of estimating the grindability of coal was described, based on experimental work carried on by the Bureau of Mines at its Northwest Experiment Station. Since that time, several organizations concerned with the testing or utilization of coal as pulverized fuel have adopted and used the method in determining the grindability of several hundred samples of coal. In addition, a series of comparative tests of this method and three others has been carried out in five laboratories under the auspices of Committee D-5 of the American Society for Testing Materials. As a result the Committee has recommended that the Bureau of Mines method, designated as the "ball-mill method," and the Hardgrove method2, previously advanced, be accepted as tentative standards3. Since the ball-mill method was originally developed and published, an opportunity has been presented to apply it to a larger number of coals and to study intensively some of the principles upon which the method is based. This paper presents a résumé of these further studies and includes a comparison with the Hardgrove-machine method. Trial runs were also made with another procedure recently proposed—the C.I.T. roll-test method4. One who has been trained in belief in the law of supply and demand and its effect upon prices finds it difficult to adjust himself to the minute regulations imposed by the New Deal, and also to the bewildering changes of government policy as expressed within a short period of time between the antitrust laws and the N.R.A., and later by the Bituminous Coal Conservation Act of 1935. A survey of the coal industry since the World War, both in this country and Great Britain, however, shows that regulation of some sort is needed if any stabilization is to be achieved and if the wage structure and economic welfare of the many communities dependent solely upon coal are to be maintained. Let us look at what has happened to the industry since 1920, which can be considered as the end of the period affected by the war influence. This discussion will be confined solely to bituminous coal, although many of the general conditions are equally applicable to anthracite, the position of which now is at least as bad as that of the softer variety. Since 1920—to the end of 1934—the production of coal has decreased from 568.7 million to 358.4 million tons, or 37 per cent; the number of mines from 14,766 to 6,258, or 58 per cent; the average annual production per mine has changed from 38,512 to 57,425 tons, or 50 per cent. The number of large mines has increased considerably, and the number of men employed has decreased from 639,547 to 458,011, a reduction of 28 per cent, while the average output per employee has changed from 4.0 to 4.4 tons, or an increase of 10 per cent. The average price per ton of coal at the mine has varied from $3.75 to $1.75. During that time wages decreased largely until 1933 and since that time have increased, until now the rates paid are considerably above those in other occupations, although the actual yearly earnings are low, because of part-time work. From 1920 to the signing of the Jacksonville wage agreement in 1924, about two-thirds of the men were union members and practically all of the nonunion mines were south of the Ohio River; with the fixing of the high wage scale of that agreement, which soon proved to be an uneconomic one, many of the mines found that they could not retain their business, so gradually changed to nonunion.
