FOR many years the Witwatersrand has been the leading gold mining r camp in the world and, to a Canadian mining student, could not fail to be of overwhelming interest. The vast scale upon which the operations are conducted, the enormous production accomplished, and the perfection of the operative technique, have all so forcibly impressed themselves on his memory that it is difficult to select any one feature as more outstanding than another. For the purposes of this paper, however, the author has selected the very first feature of mine operation with which he came in contact, namely, shaft sinking, as it reflects, quite as well as any other, the spirit of mining in South Africa. Early mining in Johannesburg was by open cuts or trenches, dug along the outcrops of the reefs. The ore was thrown from bench to bench to the surface. As the depth increased, rock was hoisted by bullocks. In 1887, the first shafts were sunk and true underground work began. At the same time, boreholes were put down to test the continuity of the reefs at depth. The first was at the Village Main reef. It cut the South reef at 517 feet and the Main reef leader at 581 feet. The Main reef leader assayed eleven penny-weights. Subsequent boreholes proved the reefs down to thousands of feet. Many companies secured deep-level claims as a direct result of the information obtained from the early holes. These companies then held land on which there was no readily available ore. In order to get to their pay rock, vertical shafts through the upper strata were necessary. Shareholders were impatient, and shafts had to be sunk as speedily as possible. The old methods of shaft sinking were investigated, new methods developed, and soon all records were being broken. In the last thirty-five years, the record has been slowly advanced, and last summer it was again broken to stand at 430 feet in a 31-day month. During the period from 1915 to 1935 inclusive, in the Witwatersrand district, 96 miles of shafts were sunk. Today, with the advance in the price of gold and the increase in the mining area, there are over twenty-five major shaft-sinking operations being carried on.

THE extent to which hot metal from the blast furnace affects open-hearth practice and the quality of steel produced has been discussed widely. Open-hearth operators have attributed difficulties experienced in making satisfactory steel to characteristics of the pig iron not disclosed by ordinary analysis. The commonest criticism of the iron has been that it is "physically cold" or "dirty." Often when the blast furnaces are working irregularly the quality of the iron is questioned. A cold hearth, slipping and hanging, the use in the past of unsintered flue dust, and the use of ores difficult to smelt have been associated with the production of iron of poor quality. The difficulty of the situation is that we have no proven yardstick for quality aside from ordinary analysis. Uniformity in analysis is recognized as being important, but the difficulty of changing the open-hearth practice when the iron analysis varies widely may not always be fully appreciated. Although the problem of correlating the characteris-tics of steel with those of pig iron is admittedly obscure, the effort of producers of quality steel to investigate all factors that may have a bear-ing on the final product is justified. This report contains data on the oxides in several hundred casts of basic iron produced in a furnace during the course of normal operation on Lake ores. Incidental to the study of the oxides in the iron, it was desir-able to follow closely the temperature of the iron. The effect of tempera-ture of the iron upon the silicon and sulphur present is discussed. A general relation between the basicity of the slag and the sulphur in the metal was developed. The amount and composition of oxides in the hot metal and in the steel bath during various intervals between melt-down and tap are discussed. THE Huitzuco mines lie in north central Guerrero, Mexico; production has been about 90,000 flasks of quicksilver since 1873. Near-surface ores fill extinct mud geysers and the deep deposits are chambered veins, stock-works in brecciated blocks, and replacements in limestone. The epigenetic minerals livingstonite, stibnite and sulphur occur in limestone, gypsum and dolomite through a developed vertical range of 260 meters. The deepest workings expose an increased amount of stibnite, which probably indicates that the lower limit of mercury mineralization is being approached. A resur-gence of heat and water formed geysers over an extended area after the period of mercury mineralization. Mud geysers, which are situated, in the outcrops, contain the secondary mercury minerals, cinnabar and barcenite in the gravel and mud filling the vents. A 150-ton flotation plant is in operation concentrating stope fills that assay 3.0 kg. of mercury per ton. In one open stope, which is more than one hectare in area and 60 m. high, 150,000 tons are available.

Notwithstanding full concurrence with the dictum of a famous scientist that "definitions are the most accursed of all things on the face of the earth," in view of the considerable confusion which exists in jigging nomenclature, it is considered advisable to commence this paper with the following explanations of the terms which will be used throughout the text.Jig Bed. The whole layer of material lying on top of the jig screen.Ragging. The layer of denser material lying immediately above the jig screen, which is too coarse to pass through this screen and is confined horizontally by the cells of the top grid.Ore Column. The layer of ore pulp between the ragging and the top-water.Top Water. The water, carrying fine material in suspension, which flOiWS over the surface of the jig bed.Hutch Water. The water added to the jig below the screen. (Except for the water discharged with the hutch concentrate, the "hutch-water" eventually becomes "top-water.")Feed Water. The water in the ore pulp fed to the jig.(This water becomes part of the "top-water.")Pulsion. As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. I refer to the late Mr. Delprat, who, as General Manager of The Broken Hill Proprietary Company Limited, had under his control for many years the smeltery in this centre. This Department handles all ores prior to blast-furnacing, the object of the operations being to mix the lead-bearing material with fiuxes, eliminate sulphur from the mixture, and produce a homogeneous sintered product which is chemically and physically suitable for treatment in the blast furnaces.During the financial year ended the 30th June, 1937, the tonnage of charge treated was 458,960 tons, containing some 183,470 tons of lead and 8,504,000 oz. of silver.The quantities of the principal components of the charge treated were as follow:-

Three hundred and twenty-eight mines and quarries, representing 36 States, took part in the twelfth yearly accident-prevention contest conducted by the United States Bureau of Mines and known as the National Safety Competition. Four underground mines and one open-cut mine (which represents the quarry and open-cut mine group), each the leader in its group, were awarded the ?Sentinels of Safety? trophy. Relative standing in the contest" was determined by the number of days lost from accidents in proportion to the total number of man-hours worked. Since 1925, when the National Safety Competition was inaugurated, an increasing interest has been taken in it by mining and quarrying companies as a means of stimulating mine and quarry safety by competition among similar plants. Each participating plant can, on a basis of its standing and record in the contest, determine to what extent its safety program is succeeding or to what extent it needs strengthening. With this information, each company that has a low standing in the contest can intensify its safety-promotion efforts the following year to obtain a? lower rate and possibly win the trophy or achieve honorable mention in the competition. Except for 1929, the National Safety Competition of 1936 represented more man-hours of employment than any other year since the yearly contests began.

As far as technology is concerned there has been no development in Bolivia during the year 1936, because the country, just emerging from the war with Paraguay, is only beginning to rebuild its economic foundations. Great steps, however, are being taken in order to secure a rapid and sound development of its oil resources, as follows: 1. The new Petroleum Law, which contemplates the problem of proration and conservation of natural resources, prohibiting the wasteful use of gas, and regulating the number of wells, their spacing and the permissible output per well, for each particular pool according to the conditions prevailing therein. 2. The creation of an official entity with the object of developing and exploiting a large petroliferous area. This entity has been called Yacimientos Petroliferos Fiscales Bolivianos (Y.P.F.B.), and the region assigned to it is all the sub-andean zone, which is approximately one hundred miles wide and borders the eastern part of the Oriental Andean range, from Argentine to Peru. It is said that drilling will be started immediately in various localities. At the present time a wide geological survey of part of the area is being made in order to find out which regions offer the best possibilities of commercial development. Y.P.F.B. has been authorized by the Government to draw up contracts with private companies for the exploitation of limited zones. Production The only company that has been producing in the country in 1936 is the Standard Oil Company of Bolivia, and only from two of its fields: Camiri and Sanandita. New wells were not drilled. During the first nine months of the year 12,762,958 liters (80,275 bbl.) was produced, 34,985 bbl. from the Camiri field and 45,290 bbl. from the Sanandita field. Reports for October, November and December are not yet available. The total for the year 1935 was 25,978,737 liters (163,388 bbl.).

This paper sketches the mining at Noranda as it would be sketched to a visiting engineer. It does not follow quite the usual form, but is presented somewhat along the lines of a conversation. TO give the mining at Noranda its proper perspective, it is necessary to sketch the whole picture and outline: 1. History 2. Metallurgical Problems 3. Exploration 4. Mining Methods 5. Mining Details 6. Filling 7. Pillar Extraction 8. Costs HISTORY Noranda is a relatively young enterprise, with much of the personal character of its founders woven into it. The name Noranda is an abbreviation of Northern Canada and the name has been a happy one for an enterprise based on northern resources, tenacity and courage. The discovery credit goes to Ed. H. Horne. This intrepid prospector returned again and again to his sulphide discoveries on the shores of Osisko lake and, in 1922, after ten years of prospecting, succeeded in interesting S. C. Thomson and H. W. Chadbourne in his discoveries. The early exploration by L. K. Fletcher, from 1922 to 1925, for Thomson and Chadbourne, indicated promising, but somewhat perplexing, ore conditions. Mr. E. Hibbert and Mr. H. L. Roscoe rook on the task of preparing the mine for production and building a smelter in 1926, and this difficult task in this isolated area made steady progress and the smelter was blown-in in December, 1927.

The importance of "good voltage," especially for direct-current systems in coal mines, is not always fully appreciated. From the practical aspect there are three viewpoints from which low voltage may be considered, namely: (a) its effect upon operation of electrical equipment, (b) its effect upon cost of maintenance and power, and (c) its effect upon safety in the mine. The design of electrical motor-driven equipment usually is based upon a given or assumed constant value for the voltage of the system; consequently, when there is an appreciable drop below this value, unsatisfactory operation is likely to follow. In the case of shaker conveyors, for example, one manufacturer has pointed out that these conveyors must be operated at a certain definite speed if maximum output is to be secured. As shunt motors are used in the conveyor drives, either a rise or fall in voltage will produce corresponding changes in speed and thus seriously affect the efficiency of the conveyor. The introduction of automatic control for mine equipment has been greatly retarded because the relays, contactors, and other special devices required have failed to function properly when attempt was made to operate them on systems subject to variable and low-voltage conditions.

The work of the copper metallurgy section during the year was devoted to laboratory studies of sulphur recovery from smelter smoke and combination smelting of copper and manganese. Both of these subjects were new this year. Combination Smelting of Copper and Manganese According to published work, the affinity of manganese for sulphur is greater than that of iron for sulphur, so that if a suitable mixture of com-pounds of iron, copper, and manganese be smelted to form a matte and slag, manganese should concentrate in the matte, together with copper.

THE plains of southern Alberta constitute one of the classic areas of geological investigation in Canada, for it was here in 1874, and in 1881 to 1883, that George Mercer Dawson (1, 2, 3) made the pioneer observations that are basic to all subsequent work on the interior plains of Canada. Dawson's work was extended eastward by R. G. McConnell ( 4) and northward by J. B. Tyrrell( 5) , but it remained. for D. B. Dowling to re-examine Dawson's Bow and Belly River Area and to make certain necessary revisions in the stratigraphical system of his predecessor. In 1917, Dowling published his memoir, The Southern Plains of Alberta( 6) , which remained for over ten years the last word on the stratigraphy and structure of the area described. It is generally conceded that Dowling's work made known the existence of a great artesian basin beneath the semi-arid plains of southeastern Alberta. In addition, his structural studies greatly stimulated the search for natural gas and petroleum. The most recent general publications on this area by the Geological Survey are based on the field work of M. Y. Williams, E. J. Whittaker, W. S. Dyer, and P. S. Warren, between the years 1923 and 1926. Their results were embodied in the Calgary Sheet (7) and the memoir, Geology of Southern Alberta and Southwestern Saskatchewan (8). By this time, the number of geologists working in Alberta in the development of the petroleum and natural gas industries had become large, and in 1931 the Alberta Association of Petroleum Geologist~ offered the Donaldson Bogart Dowling Memorial Symposium on Stratigraphy of Southern Alberta( 9) , a most valuable series of papers descriptive both of the ,surface stratigraphy and that observed in the well records.

Raw bituminous coal has been in general use as a blast-furnace fuel in Scotland for the last century, and although its use has now been largely abandoned and it has been replaced by coke in the majority of the few furnaces which are at present in blast in this country, coal-smelted pig iron is not yet a thing of the past; it is still being produced and marketed in competition with the more cheaply smelted product of the coke-fired furnace. Various factors have influenced this change in practice; the once plentiful deposits of coal of a suitable nature for the blast furnace are now not so easily obtainable; native blackband and clayband ironstones which are easily smelted in the coal-fired blast furnace, although still far from being exhausted, are not available except at a cost that is somewhat higher than that of imported ores, making them unattractive to the ironmaster that is compelled by circumstances to smelt his iron at the lowest possible cost. Within the last 15 years overproduction of synthetic nitrogen has led to progressive reductions in the price of sulphate of ammonia, the recovery of which together with the other by-products before that time materially assisted in reducing the working costs of the coal-fired furnace. Now the sale of the by-products recovered yields a diminished profit. When the cost of the product is the only consideration the small, s1ow-smelting, coal-fired blast furnace cannot compare with its large, modern, coke-fired competitor. Other considerations do not by any means all support the same side of the argument. In the smelting of pig iron to be used in the manufacture of steel where the quality of the final product depends so largely upon the control of the conversion process and so much less upon the physical quality of the pig iron used, the physical properties of the pig iron do not exert any appreciable influence upon the quality of the steel produced, therefore the methods employed in the smelting of the pig iron matter but little so long as the requisite chemical composition is reached. THE profitable disposal and utilization of much of our slack coal, lignite, and other low-grade fuels is one of the major problems facing the coal mining industry of Canada today. It is my belief that the pulverization process applied to these fuels opens the door to greater efficiency and greater prosperity, and I wish to discuss briefly with you some features of its development and advantages to date. Indeed, the art of burning pulverized coal under stationary boilers is one of the romances of modern engineering. As a Nova Scotian, I feel some pride in the fact that at Chignecto Mines, N.S., was built in 1906 the first pit-mouth power plant on the North American continent. This was built to make effective for the first time Edison's dream of carrying coal for power by wire rather than by rail. This plant, built by the Maritime Coal, Railway and Power Company, Limited, success-fully utilized underfeed stokers for twenty years but in 1927 was replaced by a more modern plant equipped with machinery for burning pulverized coal, which is now operating very successfully. A further source of pride is the fact that the first boilers on this continent to be operated by pulverized coal were installed by the Dominion Coal Company at New Waterford, N.S., in 1912 and were satisfactorily operated during the lifetime of the plant. It is an acknowledged fact that average living conditions on a large part of the North American continent are far superior to those of any other people on earth. The reason is that we use so much more machinery per capita, and cheap power supply has been a large factor in bringing that about. Statistics show that where one horse-power was used one hundred years ago to assist man in his work, five hundred horse-power is used today. Truly a remarkable development and the key to our present high standard of living. Lack of coal in the chief industrial centres of Canada has forced the extra-ordinary development of the water powers which Providence has placed in those centres. How many of us realize that Canada stands second in the world in the per capita development of hydro power, Switzerland being first and the United States sixth? From this condition, we are reminded of the fact that the per capita foreign trade of Canada far exceeds that of our great neighbour to the South-but another illustration of the benefits accruing from our great power development.

Future of State and Federal Oil Regulation. BY NORTHCUTT ELY (Trans , vol 118 2400 words) The Interstate Oil Compact, ratified by six states and Congress in 1935, replaced the petroleum code, invalidated with other codes by the Schechter decision This compact endeavors, first, to conserve reservoir energy of oil pools through substantially uniform conservation measures by the states, second, it recognizes the state rather than the Federal Government as possessing the necessary police power for that purpose, third, it establishes an interstate advisory commission, so that orderly production in one state is not penalized by uncontrolled production in another, fourth, Federal interests are recognized in the control of hot oil, regulation of imports and fact-finding forecasts of supply and demand by the Bureau of Mmes It is not as complete an instrument as proposed by the Federal Oil Conservation Board in 1932, but is workable, and will be effective in proportion to the support given it by the industry Three results may follow First, now that fear of Federal control has subsided, the industry may lose interest in the compact and let it fall to pieces, second, if vigorously supported by the industry, the compact can accomplish most of the conservation objectives sought by the Federal control measures now believed unconstitutional, third, if the Compact fails, Federal regulation is almost certain to be revived, and can probably be sustained in connection with neutrality legislation, regulation of interstate pipe lines, and coordination of Federal and state gasoline taxes Nearly every step toward governmental regulation has originated within the industry state proration, the Federal petroleum code, Federal control of imports, Federal control of hot oil are examples The Compact shows a trend toward coordination between the powers of the industry, the state government, and the Federal Government If this arrangement fails through lack of interest by the oil industry, the next step is likely to be absorption by the Federal Government of the other two factors involved in the situation
