THERE are a lot of good things about this great industry of ours. Let us stop commiserating and consider some of the things that are right in this business. Coal is number one in the basic material industries. Our civilization owes more to it than to any other basic commodity. We are literally immersed in the benefactions of coal. In cur man-made world it is indispensable and we are constantly surrounded by objects, materials, and services which owe their existence to coal. Practically all the important materials, such as iron, steel, brick, cement, lime, rubber, glass, cotton, and wood have felt its magic touch.

ITALY is by- far the poorest in mineral resources of the so-called great pou7ers of Europe. Before the World War this shortage was not so serious as the essential minerals that could not be mined domestically at a profit were bought in the world markets. In those days tourist trade and remittances from Italians abroad helped to provide Italy with foreign exchange. During the World War, when certain mineral products were scarce and when prices rose in some instances to several times normal, the Italian Government began to regulate consumption and imports. It was not until later, when the Fascist regime established the corporate state, that Italy seriously considered adopting a of self-sufficiency. Private industry was grouped under separate corporations, for the principal industries; including mining and metallurgy and the heads of the large producing companies, became members of these corporations. Industrialists were thus able to regulate their own affairs and to advise the Government as to the measures necessary to meet domestic or foreign trade demands upon their industry. Labor was or-

The major purpose of this bulletin, as indicated in the preface by Dr. John W. Finch, Director of the Bureau of Mines, is to give a critical review of the coal-mining methods used in the principal producing countries of Europe, to describe the reasons underlying the adoption of these methods, and to contrast them with coal-mining methods employed in the United States. The report includes discussions of various subjects intimately related to coal mining, such as geology of the principal coal fields; production and resources of the several countries; mine safety and health research; Government mining regulations; mine inspection and rescue procedure; safety lamps; fixed lighting methods under-ground; testing electric motors, mining machines, and mining explosives for permissibility; and special mining hazards, such as explosions of gas and coal dust, mine fires, instantaneous gas outbursts, ground movement and surface subsidence, and bumps. Commercial, economic, and labor problems of European coal mining, including miners' output, wages, and social-insurance schemes, as well as cost of mining, prices of coal, etc., are briefly described. It will be noted that data on most subjects are not given for Russia, which has become an important coal-producing country, owing to the lack of reliable published information concerning Russian coal mining.

During the initial development of Mount Isa Mines power was supplied from a temporary power plant situated near the Man & Supply Shaft. The main power plant was placed in service early in 1931 and then comprised two Babcock and Willcox boilers, fired by pulverised fuel, and two British General Electric Company's turbo-alternators of 5,000 kW. each. Both plants have been described by A. F. McAskill in the Journal of the Institution of Engineers, Australia.From 1931 power demand progressively increased due to greater production, further mine development in the harder sulphides increased pumping for mine drainage and additions to mill and smelter until, by 1935, the plant was inadequate for further output commensurate with a reasonable safety margin.Coincident with the added power demand, operating conditions involved a fuel problem which could not have been anticipated. The ash content of the fuel supplied gradually increased from 13% to 16-5%, while the melting point of the ash decreased with higher pyrite content.Temperature conditions in the furnace required careful control to cope with ash formation and slag accretions.Consequently brickwork, excessively stressed on water walls, was constantly under repair, and required suspension periods of 50% of operating time for cleaning and overhaul.Load conditions varied continually, therefore the high heat liberations in the furnace, necessary to accommodate peaks in fluctuating output, resulted in ash fusion.

UNLIKE most previous Howe lecturers, I had not the good fortune to be associated with Henry Marion Howe, nor to be directly one of his students. Yet, through his writings, he has been my teacher, as he has of all American metallurgists. Instructive as his writings are-I use the present tense because Howe thought so keenly and reasoned so surely, seeing clearly, as if by intuition, what was hazy to lesser minds, that his writings are still vital-it is not, those books and papers, nor even the minds he trained in his classes, that were his most outstanding service. It was the spirit of Howe in his: approach to the problems of metallurgy, his broad-mindedness and fair-ness, his recognition of the need for theories and hypotheses to explain metallurgical phenomena, his willingness to use them as servants, as well as his questioning attitude-his refusal to accept them as masters-that comprise his greatest service. This most thoroughly warrants the honor the Institute pays each year to his memory. These traits I so respect and honor in any man that I glory in this opportunity to do reverence to him in whom they were so notably united.

IN five years mineral wool has grown to a thirty-million-dollar industry from one whose output was valued, in 1933, at $1,700,000. Ten years ago, in 1928, there were only seven producing companies, with an annual output of but 50,000 tons. By 1936 fifty or more companies were producing half a million tons. The industry is still growing vigorously and will profit from the expected activity in building in 1339, for two-thirds of this material is used for building insulation and to assist in fire-retarding, in both new and old homes. It is as useful in the South, to protect against heat, as in the North, to keep out the cold, if one may speak nontechnically. It is a concomitant of air conditioning, that new addition to the American standard of living that began in theatres, department stores, and railroad dining cars, and is rapidly progressing down to small homes. Here, then, is an industry that is only beginning to have a present, and one with an almost certain important future; one that depends upon mining and the by-products of mining for all of its raw materials; one that every progressive mining man should know something about.

THE technical sessions at the Regional Meeting of the A.I.M.E. in San Francisco are to be de- voted LO changes, current or predictable, which may be expected to alter today's practices in mining and metallurgical engineering. Our present condition may be summarized as follows: Capacity to produce is excessive for domestic needs in molybdenum, copper, iron, and oil; sufficient in lead, zinc, and potash; deficient in aluminum, manganese, tungsten, chromium, and tin. Gold and silver are complicated by their use as money. Or, to look at it in another way, the "growth curles" of production, as C. K. Leith emphasizes, characteristically rise slowly at the beginning, show a second stage of rapid growth, and a third stage of leveling off. The third stage is already reached here in coal. copper, iron, lead, and zinc. But still in the second slage are oil, molybdenum, potash, and others.

PETROLEUM has come to be one of the most important and essential of the mineral re- sources of the nation. It is the most advantageous source of mineral fuels and of lubricants, and as such it has provided in large measure for the phenomenal development in our modern means of travel and in the facilities for transportation by land, sea, and air. Without it the remark- ably rapid industrial and social progress in our country during the past thirty years could not have occurred. In view of its important place and the fact that petroleum is irreplaceable and existent in limited quantities in nature, its conservation is essential.

AMONG the European nations Germany is the center of interest economically as well as politically, and of prime importance for Europe as a whole is Germany's capacity to produce mineral products for armament and for export in exchange for the import of the essential supplies to maintain its industries. So far as minerals are concerned, Germany is worse off than any other great power except Italy, and deficiencies are being met by attempts to increase output from local deposits and by greater use of substitutes derived from domestic raw materials to replace imported metals, petroleum products, and other minerals.

Howe's Discussion of a Creep Problem I have often wished that Howe were still with us to turn his keen insight upon the problems of the use of metals at high temperatures, a field much studied but still very hazy. Indeed, 53 years ago, in a paper1 before this Institute, Howe stated a problem closely allied to some that still perplex metallurgists and engineers dealing with the high-temperature field. Howe was intrigued by a report2 from another old master, Robert Henry Thurston, on the behavior of annealed vs. cold-drawn iron wire, and in order to broaden the foundation for metallurgical generalization, Howe made experiments of his own on copper and silver. "The agglomerating index of coal is an index based upon the nature of the coke residue left when the standard volatile-matter determination of the well-known proximate analysis is made. In this determination a small amount of coal is heated in a container to about 950° C. (1,742° F.), at which temperature the volatile matter is driven off, leaving a coke formation. The coke residues for various coals are quite different in physical structure: and, for some time past, work has been done on studies of the nature of these residues in connection with the coking of coal. In 1934 Gilmore, Connell, and Nicolls proposed use of the agglomerating index for indicating the dividing line between noncaking coals and those having weakly caking properties. 4/ Its use was adopted in the standard classification of coals by rank as a requisite physical property index to differentiate semianthracite from low-volatile bituminous coal and also high-volatile ""C"" bituminous from subbituminous ""A"" coal, as shown in table 1, the standard coal classification adopted by the American Society for Testing Materials and the American Standards Association. 5./In studying the agglomerating properties of coals based on the coke residue the Bureau of Mines has adopted the notation given in table 2. Coals that in the volatile-matter determination give a coke residue either in the form of an agglomerate button that will support a 500-gram weight without pulverizing or a button that shows swelling or cell structure are considered to be agglomerating."

"Previous investigation 4/ has demonstrated that some of the aliphatic amines are suitable absorbents for 302, This paper reports the results of physical studies of a number of such amines with the object of determining which is most favorable as an absorbent.Monoethanol amine, diethylene triamine, and triethylene tetramine appear to be the most promising of all the amines studied, and most of this report has been devoted to studies of the physical properties of their aqueous solutions, which contain varying amounts of SO2.PURITY OF MATERIALSAll of the amines used were of commercial grade, because the primary object of this research was the investigation of a proposed works process rather than the accumulation of scientific data.The aminoethyl derivitives of ethylene diamine, namely, diethylene triamine, triethylene tetramine, and tetraethylene pentamine, only recently have been produced commercially. The chemistry of aliphatic amines is complex, and these newer derivitives have not been investigated, completely. Chemically pure material is not on the market, and since definite physical standards have not been published, one could not be assured of a pure product even if the commercial material was refined.The compilation of physical constants for the pure amines would involve much time—consuming effort without materially enhancing the value of this paper, as this work was not devoted to the development of fundamental standards."

"INTRODUCTION Early in 1936 the Interstate Oil Compact Commission and other groups interested in forecasts of demand for petroleum requested the Bureau of Mines to make a physical inventory of crude-oil stocks in the United States, Accordingly, the 74th Congress appropriated funds for conducting such a survey during the fiscal year ended June 30, 1937. In the discussions and hearing 2/ relative to the need for the survey, the opinion was expressed that crude oil held in storage for long periods had lost so much of its gasoline content that the economic significance of total stocks should be discounted materially. Therefore, a primary objective of the survey was to make a physical inventory of the crude oil held in storage above ground and to determine the quantities and characteristics of the light fractions contained in the various stocks."

"The thirteenth annual accident-prevention competition conducted by the Bureau of Mines during the calendar year 1937 was completed with 318 mines and quarries participating. This contest, known as the National Safety Competition, is open to all minas and, quarries employing 25 or more men underground or in the quarry or open pit. The entries are divided into five groups to obtain as nearly as possible uniformity of operating conditions and hazards. The five divisions are: (1) Underground anthracite mines, (2) underground bituminous-coal mines, (3) underground metal mines, (4) underground nonmetal mines, (5) quarries and open-pit mines. A bronze trophy, known as Sentinels of Safety, provided by the Explosives Engineer magazine, is awarded to the winner of each group. The trophy is kept by the winning company 1 year and then transferred to the winner of the succeeding year's contest. Certificates of Honorable Mention are given to plants ranking second, third, fourth, and fifth in each group and to all plants operating without a lost-time accident provided the period of exposure to hazard was not less than 30,000 man-hours. Relative standing in the contest is determined by the contestant's accident-severity rate, which represents the total number of days of employee disability from accidents per thousand man-hours worked by all employees.The 1937 contest was outstanding in that the accident-frequency rate for the contest group as a, whole was the lowest on record. Moreover, with one exception 1934, the accident-severity rate was the lowest ever attained: For frequency, 3S.0 accidents per million man-hours worked; and for severity, 8.2 days lost from accidents per thousand man-hours worked. The rates represent a decline of 62 percent in accident frequency since 1925, the first year of the contest, a remarkable accomplishment both for the contest group and for the purpose of the contest because a majority of the contestants have not only participated during the past year but have been enrolled several years, some enrollments even dating back to 1925."

"INTRODUCTION In previous reports 5,6./ results were given showing the amount of natural ventilation that takes place in manholes (capacities, 74.1 to 308 cubic feet) when the number of ventilation openings in the manhole cover ranged from no openings to a maximum of 4g.The tests warranted the general conclusion that the ventilation or air changes taking place in, a manhole increase as the area of openings in the cover of the manhole is increased, and are proportional (with the exception of a few erratic tests) to the area of the openings in the cover. The area of the openings was the chief factor that affected ventilation.The results did not show any marked change in rate of ventilation due to increased capacity or shape of manhole, when the results were expressed in terms of air changes per day versus area of ventilation openings in square inches per 100 cubic feet of manhole space.It was observed during these investigations that in certain tests that showed erratic results (that is, did not agree with the general average for a given set of test conditions) the wind velocity during the test period was also abnormal. In view of these findings it was decided to conduct a series of tests in which the wind velocity across the openings in the manhole cover could be controlled accurately to determine the effect of wind velocity on ventilation rate."

The number of completed petroleum refineries in the United States continued to decline in 1937 , but the total capacity to process crude oil continued to increase . These facts were ascertained in the Bureau's annual canvass of refinery capacity as of January 1 , 1938 . Several important changes were made in the census questionnaire for January 1 , 1938 . First , the basis of reckoning cracking capacity was changed from cracking stock charged to cracked gasoline produced . Although this is a definite improvement , in that it is no longer necessary to consider the yield , it is unfortunate that the data for January 1 , 1938 cannot be compared with cracking - capacity statistics since 1925. Other changes or additions included separating capacity at operating plants into that actually operating and that closed down ; collecting data on capacity added or retired during the previous year ; breaking down idle capacity according to physical status ; and separating new capacity into that built for replacement and that built to augment existing capacity . Prior to January 1 , 1938 , the total capacity of an operating plant was listed as " operating " even though some stills might have been closed down ; furthermore , the only capacity reported as being under construction was that of new plants that were being built on January 1. To make the statistics clear , the totals for the United States as of January 1 , 1938 , are given on both the old and the new bases . On January 1 , 1938 , there were 551 completed plants compared with 572 the previous year . Ten new plants were under construction on that date compared with 11 the year before . The greatest number of completed plants recorded was 632 on January 1 , 1936 ; since then , competitive conditions , particularly in the East Texas field , have been instrumental in reducing the number of small independent plants . The total crude- oil capacity of the completed refineries on January 1 , 1938 , was 4,351,151 barrels , of which 3,970 , 196 barrels ( 91 percent ) represented the capacity in actual operation and 380,955 barrels ( 9 percent ) was shut down . The " shut -down " capacity ( 199,875 barrels on the old basis ) was the lowest since pre- depression days , chiefly because numerous idle East Texas plants were removed from the list . The new method of compiling the statistics sheds considerable light on excess crudeoil capacity , which has been the subject of considerable speculation in recent years . The highest daily average crude runs to stills reached in this country was about 3,460,000 barrels in September 1937. At that time , the total crude - oil capacity was about 3,925,000 barrels . In March 1937 the entire country was shocked by news of an explosion of gas in a New London (Tex.) schoolhouse, which resulted in the death of 280 pupils and 14 t eachers. The Government investigators of this disaster believed that the cause was the ignition and explosion of a large volume of explosive natural gas-air mixture that had accumulated in a poorly ventilated space beneath the first floor of the main school building and that this accumulation was due to leakage from gas lin suspended underneath the floor to carry the gas supply to the school.!i/ For some years there has been a potential explosion hazard in school houses and other buildings that are supplied with water from deep wells in certain parts of Illinois. Notwi thstand.ing the disaster at New London, Tex., and the fact that there had been gas ignitions at four water wells in different parts of the State, the explosion hazard in schools and other buildings was not fully recognized until a few months after the disaster in Texas, when an explosion occurred in the settling basin of the municipal water works of Clinton, Ill., and another in a pump house of the municipal water works in Normal, Ill, The explosion in the settling tank of the municipal water works in Clinton, Ill., occurred on August 12, 1937, and a.id considerable damage to the settling tank, but fortunately no one was injured. At the time of this explosion rapairs'and aJ.terations to the water plant were in progress, and 10 men were employed in the immediate vicinity of the settling tank. Two of these men were enlarging a hole in the concrete side with an air hammer for the installation of a larger discharge line.

"INTRODUCTION The increased use of coal as pulverized fuel has focused attention on the grindability of coal and on the necessity of evaluating this property by a method suitable for use in the usual coal-testing laboratory. Without some knowledge of how various coals behave in the grinding operation, that is, how their use affects mill capacity and power requirements, the selection of coals for pulverized-fuel plants cannot be made on the same critical basis used in selecting coals for other types of burning equipment. The grindability of a coal, serves principally as an indication of the mill capacity attainable in grinding it - not as a direct index of the total cost of grinding. Although the grindability of coal may play a minor role at some plants, it is a decidedly important factor where pulverizer capacity limits the ability to carry high loads.Purpose Standardized tests for determining the grindability of coal are relatively new, so that the information now available on the grindability of various coals is limited in comparison, for example, with that available on proximate analyses. Published information is restricted to determinations on many important Eastern coals by the Fuel Engineering Co. of New York, 4/ a bulletin giving the results of numerous tests by the Babcock and Wilcox Co. 5/, and a comprehensive report on. Alabama coals by the Bureau of Mines. 6/This report presents the results of grindability tests of 34 samples of coals from Illinois, Kentucky, Pennsylvania, Utah, Virginia, Washington, West Virginia, and British Columbia at the Northwest Experiment Station of the Bureau of Mines, Seattle, Wash., in cooperation with the College of Mines of the University of Washington. In the future, as the laboratories of the Bureau make grindalility tests of other coals, additional reports will be issued."

"INTRODUCTION In the course of the investigation the Bureau of Mines is carrying on to determine the causes, behavior, a. control of mine fires, the detection of incipient heating underground in the mines and above ground in refuse banks has received consideration.Many of the anthracite fires have been active for years and have progressed considerable distances free their original source.Some of the fires are in inaccessible territory, and it is often impossible to determine with any degree of accuracy their exact location or even the veins of coal that are afire, especially when the fire is in the upper strata and when it is impossible to go underground because of flooded conditions or the presence of an irrespirable atmosphere.In such cases, the only means by which the trend of a fire may be ascertained (as a result of any fire-fighting methods that may have been employed) are the sampling, exanination, and interpretation of the gaseous products coming from the fire area. The most important information desired is to know whether the temperature in the heated area is increasing or decreasing and to determine whether a fire that has been sealed is cooling down to normal mine temperatures or is maintaining its heat or is increasing in intensity due to infiltration of outside air.Interpretation of the analyses of gaseous products from refuse banks on the surface also should be of value in combating such fires. Refuse bank fires, with the additional danger of starting an underground fire through ignition of the outcrop, are by no means unknown in the anthracite coal region, and the causes of such fires are not always apparent. In a few cases the causes have been strongly suggestive of spontaneous origin."
