The history of this refinery has been one of expansion. It now has the capacity to produce 240,000 tons of cathodes annually. A general flowsheet and descriptions of the plant layout, operations involved, and equipment used at one of the world's largest and most modern electrolytic copper refineries are presented. THE El Paso copper refinery of Phelps Dodge Refining Corp. was originally constructed by the Nichols Copper Co., in association with Phelps Dodge Corp. and the Calumet & Arizona Mining Co., in order to refine anode copper produced at the smelters of the two latter companies. Initial production was obtained from the plant in January 1930 and its annual refining capacity was 100,000 tons of anodes. In order to keep pace with Phelps Dodge Corp.'s increasing copper production in the Southwest, it became necessary in 1937 to increase the El Paso plant's refining capacity to 160,000 tons of cathodes annually. This was accomplished by adding two sections to the electrolytic tank house, increasing the number of anodes placed in each commercial electrolytic tank from 33 to 37, and making changes in the dc circuits which made it possible to put three generators on each of the two circuits instead of two, thus increasing the amperage on each circuit from 10,000 to 14,800 amp. The capacity of the two furnaces from which refined shapes were cast was increased by raising the sidedoor bays on the furnaces 6 in. An increase of 70 pct in the productive capacity of Phelps Dodge Corp.s Morenci Branch in 1942 again made it necessary to expand refining capacity. In order to accomplish this, Defense Plant Corp. set up a project to increase the capacity of the El Paso plant to 240,000 tons of cathodes annually. This project consisted of enlarging the tank house approximately 50 pct, the construction of another wire- bar furnace, and corresponding increases in other departments where necessary. The engineering work on this expansion was begun in March 1942. Actual construction was under way by August 1942, and the work was completed by March 1944. These additional facilities were purchased from Defense Plant Corp. by Phelps Dodge Refining Corp. in August 1949. The plant is in El Paso about eight miies east of the center of the city and near Highway 80 and the main lines of the Southern Pacific and Texas & New Orleans railroads. The plant site covers approximately 494 acres of company-owned land that is ideally adapted for its use, being well-drained sandy soil and having enough slope so that a minimum amount of excavation was required when the plant was constructed. There is still ample room on the plant site for any future plant expansion. The plant is constructed on four different ground levels and so arranged that the unrefined copper is unloaded on the highest level at the north side of the plant and the refined copper is shipped out from the lowest level on the south side of the plant. The receiving or unloading platform, weighing and sampling rooms, main floor of the tank house, acid and condensate storage tanks, and the slimes and copper sulphate plants are on the first or highest level. The tank house basement, yard scales, charging and furnace bays, balloon flue and stack, brick-storage building, substation and power house, boiler feedwater treating plant and pump house, water storage tanks, and change houses are on the second level. This second level also contains ample yard area for setting-up furnace charges, and for storage of custom scrap, cathodes, scrap anodes, blister, coke, and poles. IN several recent investigations1 ' considerable evidence was accumulated to show the predominance in various face-centered cubic metals of a certain relative orientation, corresponding to a rotation of 30" to, 40" around a [111] axis, between a matrix with a strong single orientation texture and grains growing in this matrix." This relative orientation was found to occur both in recrystallization and in coarsening, "secondary recrystallization", so that one is inclined to look for an explanation applicable in both cases. The abundance of growing grains in the described orientations proves that suitable "nuclei" are present in the matrix material and that they have the capacity to grow. The scarcity of growing grains in other orientations may be explained in one 'of two ways. Either the number of nuclei or the rate of growth must decrease strongly for orientations deviating from that predominating among the growing grains, Fig. 1. Both the "oriented nucleation" and the "oriented growth" theory found support in the literature. Because the frequency of nuclei as a function of orientation is in most instances not amenable to direct experimental investigation, a definitive decision is difficult to achieve. However, it is now known with great certainty that the rate of boundary migration is strongly dependent on the relative orientation of the two grains meeting at the boundary and that the orientation favored by high boundary mobility closely corresponds to that predominating in most cases of recrystallization and coarsening. Thus, it was found that, in general, the mobility is very low for boundaries between grains of nearly identical orientation, or for coherent twin boundaries. On the other hand, the boundaries between two grains of a relative orientation correspending to a [1111 rotation of 30" to 40" have the highest mobility in face-centered cubic metals. If a large variety of nucleus orientations are produced grow- by means of a highly inhomogeneous local deformation, nuclei close to the above orientation are found to grow fastest.z4 In view of this evidence and of the fact that the preferred orientation relationship is the same in recrystallization and in coarsening, the oriented growth theory appears by far the more promising one. Since the origin of nuclei in primary recrystallization is certainly different from that in coarsening, the occurrence of the same orientation relationship in the two processes would be difficult to explain on the basis of oriented nucleation. other advantages of the oriented growth theory are its capability of accounting for the often observed sharpening of the texture in coarsening, and its suitability for explaining the role in the formation of the ''cube texture,, of the most important variables, such as the degree of rolling, the penultimate grain size, and the time and temperature of the last anneal: No similarly consistent explanation of all these effects has ever been offered in terms of oriented nucleation. I HIT the ceiling when I opened my November MINING ENGINEERING and after waiting a week to cool off I' still find it necessary to express my resentment of the gross libel embodied in the editorial introduction to Norman Stines' legitimate criticism of my paper on "Russia's Mineral Potential" (p. 949). The underlying thesis of my article, and a point that I tried to make even more clearly in my oral presentation at the St. Louis meeting last February, is that we should not over estimate the present and near-future mineral production of the USSR. The words that I resent in your boxed introduction are: "Opinions range from those presented by Paul Tyler ... to those of Norman C. Stines . . ." This is not merely an understatement that can be defended by admitting that the range goes much farther to the left, beyond me. It represents the appraisal that 90 pct of your members will carry away, namely that I am not only an incompetent observer-which may be true-but always that my bias is to applaud the efficiency of the beasts in the Kremlin-which is not true. Notwithstanding my efforts to clarify the record I now find myself branded as being at the opposite pole from 'Mr. Stines among the red-eyed worshipers of Communism or at least among the timid souls that shake in their boots in the belief that the Soviet system has created an invincible as well as an evil menace to the decent peoples of the world. My ideas are somewhere in the middle ground between Mr. Stines' complaisance or contempt and the exaggerated fears of several other observers whose views have received wide acceptance. PAUL M. We happen to know that, Mr. Tyler was reluctant to prepare the article for the Mineral Economics Division sessions at the 1951 Annual Meeting and did so only because of his loyalty to AIME. It was thought that this article would be a basis for discussion of this important subject at the Annual Meeting. DISCUSSION L. E. Djingheuzian (Canadian Dept. of Mines and Technical Surveys, Ottawa)—In their Summary the authors say: "Reconciling the grinding efficiency with good metallurgy is still a problem." In the discussion of the first paper8 in his reply to W. I. Garms, Mr. Myers states: "Our grinding process with smooth I-in. balls has reduced by nearly one half the metallic losses in the fine micron sizes of the tailing. This is simply because less of the fine micron sizes are produced. Since the + 65 mesh size is the same as formerly, a higher percentage of the intermediate sizes are developed. These sizes have the highest floatability, require the least reagents, and use less floating time. "These factors contribute so heavily to the overall economies that dropping our power grinding gain from 28 pct back to 19 pct is a small detail. However, we feel that this is only a momentary situation and that eventually the best features of the grinding and flotation processes can be brought together, which is as it should be." Italics are mine. The above statements, to me, appear to be the answer to the opening statement in the Summary. Denoting the costs at different power grinding gains as: Power Grinding Power Grinding Gain, 28 Pct Gala, 19 Pct Cost of grinding G G1 Cost of flotation F F1 Value of metallic losses T T1 where G1 > G2 F3 < F, and T1 < T, we have: G1+Fl+T1<G +F+T. Since the authors accept the idea that "grinding in flotation plants becomes part of the &apos;conditioning&apos; of the feed to flotation",4 i.e., that in flotation the ball mill is primarily a conditioning machine, it can be postulated that Tennessee Copper grinding at cost G1 is more efficient than grinding at lower cost G. This can be directly inferred from the Conclusion of the paper. Mr. Myers also emphasizes this at the end of his reply to Mr. Garms: "that grinding is for the purpose of preparing flotation feed and not grinding per se." This, to me, in the final analysis means that when the efficiency of grinding is weighted against the conditioning factor, the former becomes a function of efficient conditioning, hence, within the system in which proper conditioning is the dominant factor, the best grinding efficiency is provided by grinding which will contribute towards the optimum conditioning. This brings us again to the statement: "that if every grinding unit were considered as a conditioner for each following step, efficient grinding plants would become much easier to design."&apos; In other words, grinding equipment should be balanced against the flotation equipment and against chemical reactions taking place in the system. F. C. Bond (Allis-Chalmers Mfg. Co., Milwaukee)— The authors&apos; discussion of the probable ball motion in a slow speed high dilution mill is very interesting. When the 1-in. balls have worn down to about one fourth of their original weight they apparently first develop a flat surface; as wear progresses this flat face becomes concave, and other concave faces appear. It seems more probable that the first flat face may form at the softest part of the ball surface, and that each succeeding contact tends to force this flat face into sliding contact with a larger round ball; than that the flat faced ball tends to pair off with a particular round ball and to travel with it continuously. When the small worn ball has a flat face and is in sliding contact with a large round ball, the surrounding large balls will assume a more or less definite pattern, and slide against the worn ball, thus producing secondary concave faces. The primary concave face seems to be larger and better developed than the secondary faces. The ball charge can be divided into "concaves" which show at least one concave surface, "intermediates" which have developed flats or incipient concaves, and "rounds." Ball slippage is always present in a tumbling mill, and the mutual ball movement is necessarily a combination of rolling and sliding. The sliding motion is apparently concentrated upon the smaller worn balls which nest between the surrounding larger round balls. When each worn ball starts its upward path in the mill its primary flat or concave surface fits against a larger round ball, and the round ball slides upon it. The action may be something like that of the ball separator in a ball bearing, except that the worn sliding balls are always under considerable pressure. The material is ground under the combined influence of breakage 1—by impacts between falling balls and between falling and supported balls, 2—by being nipped between rolling balls, and 3—by being rubbed between the sliding balls. The rubbing action will be increased in the presence of worn balls with concave surfaces. The rubbing action probably produces a considerable portion of the finely ground slimes in the product. The worn balls commonly approach tetrahedrons in shape, and are very different from concavex, each of which has two equal opposed concave surfaces. Concavex were designed only to grind upon themselves, and not for use in combination with grinding balls. Their action in a grinding charge is very different from

“IT is decreed by Divine Providence that those who know what they ought to do and then take care to do it properly, for the most part meet &apos; with good fortune in all. they, undertake; on the other hand, misfortune overtakes the indolent and those who are careless in their work." These are the words of Georgius Agricola. to. those who are engaged in mining, taken from De Re Metallica, Book II, second paragraph. Safety in mining is just that simple, when considered on the basis of the individual. The words imply a .knowledge of what is to be done and how to do it. Armed with this knowledge it is only necessary to proceed with diligence and care to achieve the desired end without personal or financial mishap. Obviously the complication arises in the large company operating numerous mines and the consequent ramifications of company structure embodying management, supervision, engineering, and labor. Agricola stresses later on the importance of supervision and direction by the owners of the mine. We know that this principle is recognized today by the frequency with which the statement is repeated "a safety program must stem from management." People charged with responsibility for safety and management also stress the importance of securing the cooperation of the employees in formulating and carrying . out safe working practices. Safety committees consisting of employees, supervisors, and. representatives of management are recognized as the most practical method of achieving safety consciousness in all levels of mining company organization.

EXAMINATION by the differential thermal analysis technique of a large number of samples of soil and other clays from various parts of the world has demonstrated that the occurrence of cold-precipitated hydrated ferric oxide (the identification of which in soil clays has previously been reported5) is not confined to any limited locality; e.g., it has been found in varying amounts in clays from Britain, France, South Africa, and Mexico. The conditions necessary for its formation have not yet been elucidated in spite of the number of samples examined, and, since this mineral is so easily prepared in the laboratory, it has been considered that a study of its constitu¬tion and of the conditions under which it could be prepared might. lead to a better understanding of the factors involved. These experiments form the subject of this short paper, and while they do not supply a definite answer to the mode of formation of this mineral in nature, they may, it is hoped, add something to our knowledge in this direction. EXPERIMENTAL WORK Materials Employed The a-Fe2O3.H2O (goethite) and B-Fe2O3.H2O (Weiser and Milligan") were obtained from the Department of Geology, University of Aberdeen, and Rothamsted Experimental Station, respectively. The beta material had been prepared by the method described by Fernelius.1 y-Fe2O3.H2O (lepidocrocite) was prepared at the Macaulay Institute for Soil Research by the method of van Schuylenborgh.6 The method employed for preparation of the cold-precipitated hydrated ferric oxide* was as follows: 1: 1 NH4OH was added (moderately fast with rapid stirring) to a solution of 5 grams FeC13.6H2O in 250 ml distilled water at room temperature (ca. 15°C) until red litmus turned blue, and then 2 to 3 drops in excess. The resultant precipitate was filtered off on a Buchner funnel and washed free from Cl- with distilled water. Previous experiments having shown that drying over P2O5 at room temperature or drying at 105°C in the oven did not significantly affect the thermogram,5 samples were nor-

A preliminary study of silver ion adsorption by sphalerite in ion exchange column with influent electrolyte marked with radiosilver is described. Rapid ion exchange occurs at first followed by slow reaction controlled perhaps by solid state diffusion. One experiment with radiocopper instead of radiosilver is reported briefly. IT has been known for many years that sphalerite is floated after it has been activated by a metallic cation, particularly copper.&apos; The activation of sphalerite by copper is known to be an exchange of an atom of copper for an atom of zinc at the surface of the sphalerite.2,3 It has been estimated from various guesses of the available mineral surface that the depth of the copper-bearing coating is of the order of thickness of one atom. However, the exact mechanism of the activation process is unknown. A number of metals other than copper act in the same general manner."&apos; " In particular, it has been known that silver replaces zinc at the surface of sphalerite. As copper is usually divalent, whereas silver is monovalent, it may well be assumed that there are differences, perhaps major differences, in the detailed scheme of activation by these two cations. Furthermore, since silver has unusual photoelectric properties and may be a contributor to the fluorescence of sphalerite, a study of its activating mechanism might open up some interesting avenues for exploring these other phenomena. The choice of silver as an activator of sphalerite was suggested also by the fact that its radioactive tracer, silver 110, is particularly convenient in that it has a long half-life and is energetic enough to permit counting through a counter window. The experimental technique selected, therefore, included the preparation of solutions of silver nitrate con- taining a proportion of active silver nitrate sufficient to give convenient counting data. In further considering the method to be used, a desirable choice seemed the use of batch experimentation in which a given solution was allowed to act on a certain lot of mineral for a given length of time at a given temperature, this period of mutual reaction being followed by analyses of the separated solid and solution. But an alternative method seemed more attractive. This is the method now so familiar to the users of ion-exchange resins, which was first made famous by the Russian chromatographer, Tswett.6-8 It consists in forming the mineral into a porous column through which the solution is allowed to flow at a constant rate. The usual method of allowing a batch of solid to react with solution is the equivalent of a single plate distillation operation while the chromatographic or ion-exchange column is a multiple-plate method—the multiplicity of the plates being represented by the reciprocal of the rate of flow of solution through the column. THE distinguishing principle of the Tromp process is the use of a medium in the bath which is not stable, i.e., the solids will settle and the density of the medium increases with depth. A medium of uniform density can most easily be effected by agitation or by means which increase the viscosity of the medium. Either of these works against the sharpness of separation of coal from its impurities. The Tromp process grinds the medium solids to relative coarseness, allows them to settle downward in the bath without hindrance, and introduces horizontal currents of medium at intermediate levels between top and bottom of the bath. This prevents any accumulation of particles denser than the upper layer of the medium from which the clean coal is conveyed away or an accumulation of particles lighter than the bottom layer or medium whence the refuse is removed. In a relatively shallow bath making a two-product separation, the intermediate horizontal currents sweep these intermediate gravity materials away to be discharged with the refuse removed by the conveyor. Such a system provides a number of advantages. The gravity of separation can be changed simply by changing the density of the medium without changing particle size of medium solids or other conditions, as would be necessary with a system requiring uniform or stable density throughout the bath. Some installations in Europe separate at 1.40 sp gr on one shift, producing a superclean coal, and on the next shift reclean refuse from dry cleaning units and effect a separation at 1.80 sp gr. Medium solids may be much coarser in size consist, which reduces the viscosity of the medium and promotes its fluidity and in turn the sharpness of separation. Coarser medium solids with a more rapid settling rate are much more easily recoverable from the dilute medium rinsed from the products. "IntroductionALTHOUGH most uranium deposits of the Canadian Shield lie along its western and southern margins, those of the Lake Athabasca region extend easterly along the north shore of the lake and beyond to Charlebois lake. The western end of this belt of deposits, in the vicinity of Goldfields, is 80 miles from the Palaeozoic contact, and its eastern end, at Charlebois lake, is 240 miles from the nearest Palaeozoic rocks.Deposits in this belt may be grouped in four districts, which are, from west to east:(1) The Goldfields district, an area approximately 20 miles square, centred on Beaverlodge lake and extending eastward from St. Joseph's point to Moose channel.(2) A small area in the vicinity of Sucker bay, which is about l0 miles east of Fond du Lac.(3) An area including Middle lake to the northwest shore of Black lake at the Nisto mine.(4) A fairly large area extending northward from the eastern end of Black lake, through Charlebois lake to Spreckley lake.HistoryThe region has stimulated interest in mining circles since the reconnaissance survey of J. B. Tyrrell of the Geological Survey of Canada in l893, who reported concentrations of iron along the north shore of lake Athabasca. The deposits were staked and re-staked up to the early 'twenties' but are too lean to form ore."

The Bureau of Mines investigated the Gypsum-Camel deposit on Iyoukeen Cove Chichagof Island, Southeastern Alaska, from April 21 to August 26, 1948, as A part of the United States Department of the Interior program for developing an Alaskan construction industry. As gypsum is one of the components necessary for the manufacture of cement and one of the raw materials for plaster and plaster-board products, it is desirable to locate and develop a readily accessible deposit of gypsum in Alaska. In 1928, B. D. Stewart of the Territorial Department of Mines surveyed the gypsum deposits at Iyoukeen Cove, and during the summer of 1946 George M. Flint, Jr., and Edward H. Cobb of the Federal Geological Survey examined and mapped the old workings at Gypsum Creek and the prospect at Iyoukeen Cove. Both the Territorial Department of Mines and the Federal Geological Survey recommended the Gypsum-Camel prospect as warranting a diamond-drilling program by the Bureau of Mines. The Bureau of Mines project consisted of cleaning out and sampling, the old underground workings and diamond drilling from the surface to ascertain the lateral extensions of the deposit.

H. J. Kamack (E. I. du Pont de Nemours & Co., Inc., Wilmington, Del.)—Rittinger&apos;s law usually is stated to the following effect: "The work (or energy) consumed in particle size reduction is proportional to the new surface area produced." The law has been stated substantially in this way by Taggart20 Berry21 Dalla Valle22 Coghill and DeVaney,23 Richards and Locke," Gross,25 and many others, and, according to Gaudin,26 was originally expressed by Rittinger in the same form. Consequently there can be little doubt that this is the understanding of the law among most workers in the field of particle size reduction. Bond and Wang, however, express the law in the form "the useful work accomplished . . . ." (italics theirs). The distinction is critical, for in the form used by Bond and Wang the law becomes, as they themselves remark "merely a more or less arbitrary definition of useful work," while in its usual sense the law expresses a physical hypothesis which has been verified experimentally within certain limitations. Considering the way the law has been used, it might be stated more explicitly as follows: "In a given machine operating under a given set of constant operating conditions, the work consumed in the particle size reduction of a given material is proportional to the new surface area produced." Or, as Coghill and deVaney have said,27 "the (Rittinger) law holds only when the tests being compared are made under analogous conditions." There are occasions when the law transcends these limitations; for example, the surface area produced per unit energy consumption for a given material in a ball mill does not vary much over a fairly wide range of operating conditions. But by and large, the surface area production per unit energy consumption will vary with the operating conditions, the type of machine, and the material. The essence of Rittinger&apos;s law is that the surface area production per unit energy consumption is independent of the particle size, and this has been verified experimentally by numerous workers for numerous materials, within certain limits. An important limitation is that when one grinds to very small particle sizes, agglomerative forces may tend to interfere with size reduction so that the surface area increases less rapidly than Rittinger&apos;s law would predict. Within such limitations, Rittinger&apos;s law can be regarded as empirically established. The law has, however, certain theoretical implications, and it seems to be chiefly against these that Bond and Wang direct their criticism. Solids are believed to possess surface energy which is proportional to surface area. Thus, Rittinger&apos;s law implies a proportionality between surface energy produced and mechanical energy expended (for a particular material in a particular machine). It does not imply that all or most of the mechanical energy is transformed into surface energy; in fact it is known that most of the mechanical energy is transformed into heat. Bond and Wang assert that most of this heat arises from the damping of elastic vibrations of stressed particles. This may possibly be true for crushing (with which they are chiefly concerned), although in grinding it is probable that much of the heat arises from friction between particles. However, the fact that the surface energy is small compared to the heat energy does not invalidate Rittinger&apos;s law, which implies merely that they are proportional. The authors also criticize Rittinger&apos;s law on the grounds that "this theory cannot be justified mathematically, since work is the product of force times distance, and the distance factor is ignored," and "energy input must be the product of force times distance, and the Rittinger theory completely ignores large variations in the distance (strain dimension or deformation) throughout which a force must act to produce breakage of different materials." However, the quantities force and distance as such are irrelevant to Rittinger&apos;s law, which considers energy input as an integral quantity. The fact that different materials require different forces and strains (hence, different amounts of energy) to break them is incontrovertible but again is irrelevant to Rittinger&apos;s law, which, as mentioned before, applies -only to a single material. Even in theory, it would not be expected that the surface area produced per unit energy consumption would be the same for different materials, because the surface energy per unit area is presumably specific to each material. INTRODUCTION of bottom dump hauling units into the Ray, Ariz., stripping operation of the Isbell Construction Co., was motivated by several reasons, with what appears to be debatable results. The accepted theory of truck design for use in open-pit holds that end dump vehicles are the most adaptable for the work. But, because operations of the bottom dump, under certain construction and haulage conditions, proved economically feasible, the unit was put to work in the Ray copper pit. The decision to try bottom dump was reached after considerable observation of the unit in action on construction of earth filled dams, levees, airport construction and several other similar tasks. Basic tire design also motivated the choice. All things being equal, a vehicle running on low pressure single tires will outperform another operating on dual high pressure tires, providing load carrying capacities are the same. The investment required to equip a vehicle with four single tires to handle the same load as one with dual tires mounted on two axles and single front axles is about 60 pct greater. Thus, in order to reach the break even point on tire costs, single tires must operate 60 pct longer. Comparison is made with a truck outfitted with 10 16:00x25 tires. Two other factors were considered in selecting bottom dump trucks. It was felt the bottom dump principle would work well in dumping ore into a hopper where gate design fits this particular method. Also, with the absence of hydraulic dumping, ore pollution with oil is reduced. The mechanical simplicity of the unit also lent weight to its choice. Ordinary reasoning indicated maintenance costs would be low compared with other units carrying similar loads. The bottom dumping principle is not new. It dates back to the days when horses were used to haul the same kind of rig. The unit employed at Ray holds 25 cu yd struck measure, or approximately 42 short tons. Dumping is accomplished by releasing an air cylinder opening a dog holding the doors. Doors are closed by a cable system operating off a wheel wind deriving power by friction with the trailer tire. The unit is mounted on four 27.00x33 and two 14.00x24 tires on the front axle. The power unit is a 300 hp Cummins engine. Hydraulic power boosts the steering. A straight mechanical drive and friction clutch with 10 speeds is used. Conditions Not Ideal Top performance of the truck can be expected only under the conditions for which it was designed, in particular grades under 5 pct, handling fine material, and dumping where one thin layer can be placed on top of another. The machine will handle 42 tons per haul, operating at high speed, with only seconds used for dumping. On a 2 or 3 pct grade over a one mile haul,

"ALTHOUGH coal is generally the cheapest fuel on the basis of heating value it has been at a disadvantage in competition with other fuels because means have not been available for efficient •Conversion of its thermal energy to mechanical work. Taking the •railway application •as an example, the cost of Diesel oil is about three times that of its thermal equivalent in coal, but the overall efficiency of a Diesel locomotive is about five times that of a coal-fired steam locomotive. Accordingly, the Canadian railways are replacing all coal-fired steam Locomotives, as they are retired from service, with Diesel units. This conversion in itself represents a major loss to the coal industry because the value of railway fuel is approximately 130 million dollars per year, and there are other applications in the medium power range where oil is displacing coal. There is, therefore, a strong incentive to attempt development of an efficient coal-burning engine.Coal has never been a promising fuel for reciprocating internal combustion engines because of the time required for its combustion in pulverized form . This is not less than one-tenth of a second so that the speed of such an engine would have to be very slow. There are also serious difficulties of a mechanical nature arising from the necessity for intermittent combustion and the use of close-fitting pistons."

Factorial design is a mathematical method of drawing valid conclusions from a series of tests made in a predetermined pattern. It is applied to flotation ore testing using, in this case, five variables, each varied twice, requiring a total of 32 tests. Representative conclusions are checked by repeat testing. THE factorial design method of testing is particu-J- larly applicable to mill-scale plant tests because 1—the conclusions take into consideration all variabilities of the plant, 2—there are no subjective guesses as to the conclusions, 3—the number of tests necessary to check large numbers of variables are at a minimum, and 4—interactions between variables can be discerned. It is equally applicable to laboratory testing because once the variables to be investigated have been decided upon, as well as the number of levels for each variable, a well-trained assistant can run the tests, since the test work follows a predetermined mathematical pattern, leaving the conclusions to be found by the person in charge. The conclusion takes into consideration all errors of the tests. To illustrate the use of factorial design, a sample of copper porphyry ore was tested, the copper content of the batches not being uniform. Five variables were investigated, each at two levels, requiring only 32 tests. After suitable arithmetical analysis, conclusions for copper recovery and concentrate grade are arrived at. Four cases of these conclusions are checked by repeat testing. Testing Methods Reproducibility of flotation tests varies widely, depending on the experimenter, the process, the equipment, and probably a host of unknown and perhaps interacting variables. If the reproducibility of tests is good, let us say to 0.2 pct recovery of a certain metal, and the minimum difference between tests upon the variation of the interested variables is, say 1 pct, then simple averaging and inspection is ample in interpreting results. However, often such a happy situation is not the case. This is particularly true in mill-scale operations where the ores are variable, and a host of minor operating fluctuations common to most milling, and familiar to all mill operators, is the normal state of affairs. Yet, mill scale tests are run, the results averaged, and conclusions drawn therefrom. The trustworthiness of such results should be measured by comparison to the experimental error—the measure of the degree of reproducibility of the results. This comparison is a test of significance. Thus, if daily results of recoveries average 80.0 pct, and a spread of 78.0 pct to 82.0 pct, is recorded, then, clearly, on changing mill operations, an 81 pct recovery cannot be construed as significant by using averages, since it is well within the previous test limits. By using rigorous statistical tests of significance, conclusions arrived at by inspection or simple averaging may be shown to be based on inadequate evidence or even wrong. To investigate the effects of flow geometry on laminar flames, studies are in progress in this laboratory employing Bunsen-type burners with rectangular cross section. Interpretation of these studies requires a determination of the flow velocity at all points of the rectangular cross section for one dimensional steady laminar flow. In addition, values of the velocity gradient at the boundary for such flows are needed in the interpretation of blow-off and flash-back studies with burners of rectangular cross section. The hydrodynamical problem of steady laminar flow of a viscous fluid in channels of rectangular cross section was solved by Stokes. His results have been quoted by Love21 and by Dryden, Murnaghan, and Bateman,§/ and they have been discussed by Boussines and by Paschoud. It may be noted that the steady laminar flow of a viscous fluid in channels of rectangular cross section constitutes a hydrodynamical analogue for the problem of the torsion of an isotropic prism of rectangular cross section.

This report is concerned with the many sidelines that were investigated incidental to developing a process to produce ductile Zirconium by members of the staff of the Bureau of Mines laboratory, Albany, Oreg. The results of the main investigation, concerning the production of malleable zirconium by reduction of chloride with fused magnesium under helium, have been described in previous publications. These should be taken as a background to facilitate understanding of this work. Literature on the metallurgy of zirconium has been summarized in a separate publication (2), and references are given in this report only when new publications have to be considered or old ones stressed. Most of the observations described in this report can be applied to the problems involved in making titanium with virtually no change. In general, titanium is easier to reduce than zirconium, since its affinities are lower. Also, its chloride is easier to handle and keep clean because it is a liquid at room temperature.

DEPENDENCY on foreign sources for many mineral raw materials is a characteristic of our economy which is becoming painfully evident. Although investment in foreign mining projects has increased, it has not kept up with the growing demand for foreign minerals. The sphere of American investment capital in mining ventures abroad has been severely limited by the rise of nationalism in many underdeveloped countries. Consequently, we can look back over half a century in which mining investment, exclusive of petroleum, has increased by 50 pct whereas other American investments abroad have multiplied by better than 300 pct. Investment in foreign mining or petroleum encounters different problems than capital investment for other industries. It is rarely invested in industrialized nations. Most of it goes to countries with expanding frontiers, like Canada, or to underdeveloped nations like Liberia. It must be used for building communities, recruiting and training labor, and establishing lines of communication and transportation. These complications are an accepted part of the mining game. However, the most complex problem is in those countries which consider mineral exploitation a usurpation of the people&apos;s natural heritage. This is a characteristic of the young government existing by a tenuous balance of power in an underdeveloped nation. American mining capital understandably has shunned these nations as being poor investment risks. However, they possess minerals which are needed by industry. Our government has attempted to stimulate mineral supplies beyond those provided from abroad by private capital. ECA, now under DMPA, makes loans to foreign mining companies. Since the ECA program cannot be expected to continue indefinitely, Point IV seems to be the logical next step to encourage foreign countries to fill our shortages. However, only 1 pct of the $35 million budget provided in the first year for Point IV was alloted for mining programs. Considering the need for minerals and the difficulties of procuring them by private investment, a larger share is needed and justifiable. Those who have been engaged in foreign mining can vouch for the fact that it takes many decades to teach the complex technology and economics of mining to the natives of under-developed countries. For this reason Point IV must be considered a long range program. Mineral requirements for the present must be met by more direct measures. Encouragement of private investment in foreign mining by such incentives as tax relief on profits from foreign sources, international bank-borrowing facilities for private capital, and diplomatic assistance in encouraging foreign countries to cooperate are imperative for our future mineral security.
