The uncertain world conditions of the present time require that the United States be prepared to meet: a. all-out nuclear war with attack on the United States b. limited wars (anything smaller than (a.) c. political, economic, and/or psychological warfare. Our present position as a major world power derives in large measure from our free institutions and our great industrial productivity, and our productivity in turn depends on an ever-continuing flow of raw materials from the earth - metals, minerals, fuels, and agricultural products. The United States, with only about 6% of the world's population, uses from one-third to two-thirds of the world's annual supplies of 'most metals and minerals. The United States strategic materials stockpiling program is designed to enhance our national security posture: as stated in the preamble of the Stock Piling Act, to decrease and prevent wherever possible a dangerous and costly dependence of the United States upon foreign nations for supplies of strategic and critical materials in times of national emergency. In times past, the Good Lord himself has ordered some stockpiling. The Book of Genesis in the Bible tells how Pharaoh of Egypt was directed to set aside one-fifth of the produce of the land in each of the seven good years to meet the needs of the seven bad years that were to follow: this would be a stockpile of about two years? normal use. Our cultural heritage often reminds us of the wisdom of stockpiling, as in the case of the stories about the provident squirrels that gather their nuts in an orderly manner in the f all to prepare for the winter's cold. And the old proverb about a bird in the hand being worth two in the bush points out clearly the value of something that is directly at hand.

The Cebolla Creek titaniferous iron deposits near Powderhorn in southern Gunnison County, Colo., were examined by the Federal Bureau of Mines as part of an overall program to investigate the Nation's titanium and iron resources. The deposits occur around the periphery of the Iron Hill stock, which underlies an area of about 12 square miles. Concentrations of magnetite, ilmenite, and perovskite arc localized along fractures in the pyroxenite stock. Mineralogical studies of composite surface samples collected in 1956 showed that most of the iron is present in ilmenite-bearing magnetite. Perovskite is the chief titanium mineral in the magnetite-rich and augite-rich types, and sphene is the principal titanium mineral in the placer material. The mica-rich rock contains approximately equal amounts of perovskite, ilmenite, and sphene.

How is the Government's oil import control program doing? In July 1954 Mr, Eisenhower established the Cabinet Committee on Energy Supplies and Resources Policy. On July 29, 1957, the Administration imposed "voluntary" company oil import quotas on American oil importers to maintain "a healthy domestic (oil) production industry" and safeguard "national security." On March 10, 1959 the President by proclamation made the voluntary program mandatory. But study of the program in practice shows that it is not working out as expected and-that there is some doubt that its aims and other related Administration purposes are being achieved. Take the Administration's anti-inflation policy. To be sure, the President apparently recognized in his March 10th proclamation that in restricting cheap imported oil in favor of more expensive-domestic oil he was making the inflation fight that much harder, for he called for Government surveillance of domestic oil prices to prevent them from getting out of hard, And indeed while domestic crude oil prices have not risen appreciably during 1959 neither have they fallen appreciably (although there has been some price weakness in the past few weeks).

Diphenyl guanidine is used as an accelerator in vulcanizing rubber. Other rubber accelerators are also flotation collectors, e.g., dithiocarbamate, thiazole, and the xanthates. Urea and its derivatives are good flotation collectors,' and guanidine is the nitrogen analog of urea. These two characteristics suggested testing diphenyl guanidine as a flotation collector. Diphenyl guanidine has been tried in flotation work previously, but references give no details.'.' Bunker Hill Co. of Kellogg, Idaho, supplied the ore sample used in these tests. The sample was typical of the ore milled in 1949 and contained 4.52 pct Pb and 1.08 pct Zn. A flotation test made by the author with potassium ethyl xanthate as a collector, the same flotation reagents, and the same grind employed in regular Bunker Hill mill practice was the standard for comparing results with the compounds and derivatives of guanidine. The compounds and derivatives of guanidine are only fair collectors of galena. However, if potassium ethyl xanthate were used in the galena float, its presence later in the sphalerite float would make it impossible to introduce another type of collector and be certain which collector contributed the result, so the compound or derivative of guanidine under test was used in both the galena and sphalerite floats in Table I. On both the galena and the sphalerite in the Bunker Hill ore, the depressing action of sodium cyanide and zinc sulfate is much greater with collectors of the guanidine type than with the xanthates. If the depressing agents are left out when a guanidine type of collector is used, but a pH of 8.6 is maintained with either lime or sodium carbonate, the depressing action is approximately the same as in the standard xanthate test. Consequently the depressing agents, sodium cyanide and zinc, were not used in the galena floats of tests 1226, 1228, and 1286, Table I, so the galena floats would be on a comparable basis with the standard xanthate test. As shown by the tests in Table I, the loss in the tail when diphenyl guanidine is used is 8.3 to 9.3 pct, as compared to 17.6 pct with potassium ethyl xanthate, or a recovery of 2.3 to 2.0 lb more zinc. Concentrate grade is 13.7 pct with potassium ethyl xanthate and increases to 22.9 and 31.8 pct with diphenyl guanidine, showing a much higher selectivity. Unless the Barrett's No. 4 coal tar creosote is considered to be a collector, no collector other than diphenyl guanidine is present in the tests, Nos. 1226, 1228, and 1286. Tests 1218, 1253, and 1263 in Table I1 were run to check the effect of the depressing agents used in flotation of the galena (sodium cyanide and zinc sulfate) upon subsequent flotation of sphalerite by diphenyl guanidine. Urea was substituted for potassium ethyl xanthate in tests 1253 and 1263 because it is a good collector for galena and a poor one for sphalerite, and the effect of the depressing agents is more marked with urea than with potassium ethyl xanthate. Test 1205 checks the effect of urea alone without any depressing agents when used for the flotation of galena. Table I1 shows that diphenyl guanidine as a collector for sphalerite is compatible with other flotation reagents used in floating galena. When the depressing agents sodium cyanide and zinc sulfate are used in the galena flotation step, the amount of lime in the sphalerite flotation must be increased (compare 1253 and 1263). Table I11 gives some of the compounds of guanidine which were tested and compared. Those tested were fed dry. When an organic collector is promising, its compounds and derivatives should be tested and their comparative collecting power recorded. Eventually, in this way, it may be possible to discover some of the essential chemical characteristics of a good collector. For example, it is interesting to compare the diphenyl and dibutyl derivatives in Table IV with those of urea in Table 111, Example 3, U. S. Patent 2,664,198. All are good collectors. The Federal Bureau of Mines investigated combustion of lignite in domes-tic heating equipment to obtain information on equipment performance and to evaluate testing procedures. Three types of domestic heating equipment were tested, ranging from a hand-tilled, magazine-type space heater to a ram-type overfeed stoker. Lignite was readily burned in each of the three units under various test conditions. Burnoff rates determined by adding weighed charges to the magazine were found to be in error because of shrinkage of the lignite when only a portion of the magazine capacity was consumed during a test. More reliable burnoff rates could be determined by carbon-nitrogen balances. A hand-fired magazine-type space heater (Booker heater) was operated without the furnace attachment at efficiencies to 75 pct. One test series was run with minimum supervision under conditions encountered in actual household operation. No mechanical trouble was encountered.

"The mining industry is no exception to the general rule that continuing research is essential to good management; in fact, because of the imperfect state of knowledge in regard to many important factors associated with a mineral extraction, mining research assumes a position of unusual importance. On the basis of a recent visit to mining research centres in a number of European countries, the author describes their organization and their role in the mining industries of these countries. Some observations are made on Canadian mining research efforts, with a view to indicating a more systematic basis of procedure."

AN a previous paper' the phase diagram and vapor pressure of melts in the systems NaC1-ZrCl,, KC1-ZrCl,, and NaC1-KC1 (1:1 molar)-ZrC1, were reported. This note supplements the earlier paper with the results of electrical conductivity measurements on NaC1-ZrC1,and NaC1-KC1 (1:l molar)-ZrC1, melts. "THE Dominion Steel & Coal Corporation, through its subsidiaries, the Old Sydney Collieries and the Dominion Coal Company Limited, produces 4% million tons of coal annually from eight submarine collieries situated on the eastern coast of Cape Breton Island. The present workings have a frontage of 20 miles and extend 31/2 miles under the Atlantic ocean on gradients varying from 4 deg. to 24 deg. To date, some of the workings have reached .a depth of cover up to 2,800 feet.The pitching seams, the annual seaward advance, the resulting depth of cover and the rdatively soft roof and floor have necessitated the adoption of extensive longwall mining, with room-and-pillar mining con-fined to areas above the 1,000 foot cover line, where 60 per cent of the -coal is left standing in pillars to support the ocean floor. Longwall mining accounts for 87 per cent of the total production with the remaining outputs obtained from room-and-pillar work and the narrow work development. Seventy-four per cent of the longwall production and 41 per -cent of the room and development production is completely mechanized.Although 2 tons of water is pumped from the collieries for each ton of coal mined, the working sections are relatively dry as the heavy make of water is essentially surface drain-age from the land crop areas. The dry workings and the long haulage distances, which in many cases exceed 4 miles, have resulted in a continuing programme to combat the dust hazard, both at the working face and along the mine roadways."

More than 200 minerals are known that contain the rare-earths and thorium. Monazite and bastnaesite, however, are the principal commercial sources of the rare-earths, and monazite is the principal source of thorium. Monazite was in demand in earlier years mainly for its content of thorium, which was used in the manufacture of Welsbach gas mantles; but beginning in the latter part of the nineteenth century, the rare-earths became progressively more important than thorium. Recently, however, the tenor of thorium in monazite has again become a matter of commercial interest. Rare-Earths and Thorium The rare-earths proper are defined by spectroscopists as the oxides of 14 elements with atomic numbers ranging from 58 to 71; but more commonly lanthanum, with an atomic number of 57, is also included, in which case these 15 elements are often designated as the lanthanides. Chemists also include scandium and yttrium as elements of the rare-earths. A second group of elements, beginning with actinium and including thorium, protactinium, uranium, and all the transuranium elements so far produced, with atomic numbers ranging from 89 upward, are chemically and structurally related to the lanthanides, and are known as the higher rare-earths or actinides. Berzelius discovered that the lanthanides could be separated roughly into three groups, based upon the solubility of their double salts, R2(SO4)3-K2SO4-2H2O, in excess of K2SO4. This separation, with the substitution of sodium for potassium, is still used commercially. The double salts of the cerium earths were found to be almost insoluble; the terbium earths, partly soluble; and the yttrium earths, completely soluble. Based upon the degree of solubility, scandium belongs with the cerium earths; and yttrium belongs with, and gives its name to, the yttrium earths. These three groups with their atomic numbers are shown below. [ ] The prevailing state of oxidation for the rare-earths is R2O3, but cerium may readily be oxidized to the tetravalent state, in which condition it may be separated chemically from the other cerium earths. Praseodymium and terbium may also exist with the valence IV, and samarium, europium, and ytterbium may have the valence II. Most of the elements of the rare-earths, however, are very difficult to separate, and their initial isolation required the work of many chemists over a period of 150 years.20 Fractional crystallization, fractional precipitation, and ion exchange are the principal methods so far used, and fractional precipitation is now employed commercially on a large scale. A rotary kiln process was developed by the Federal Bureau of Mines to produce consistently an iron product containing 3 to 7 percent nickel. Cuban laterite and serpentine ores were smelted in a gas-fired batch-rotary kiln) 5 feet in diameter and 9 feet long. The metal contained 2 to 4 percent carbon, with little or no silicon, and could be produced on a large scale with modest capital investment. A total of 121 tests was run using this procedure. The tests were conducted with a maximum temperature of 2,625° F., using linings of firebrick containing 40 to 70 percent alumina. Slags in the kiln were acid to neutral. The material in each batch passed through three stages: (1) Sponge metal, (2) carburization, and (3) balling and meltdown. Half the tests were made while firing the kiln with atmospheric-temperature air; the remainder were fired with preheated air. Tests showed that preheated air decreased fuel requirements, dust losses, and reducing agent, and increased the capacity of the kiln.

Refractories are defined as "materials having the ability to retain their physical shapes and chemical identities when subjected to high temperatures," or as "nonmetallic materials suitable for the construction or lining of furnaces operated at high temperatures." While resistance to "high" temperatures is thus the primary requirement for refractory materials, it is by no means the sole requirement. They must be able to withstand thermal shock resulting from rapid heating or cooling; other stresses induced by temperature change; pressures from the weights of furnace parts or contents; mechanical wear (abrasion) resulting from movement of furnace contents; and chemical attack by heated solids, liquids, or gases. Refractories of many kinds are needed for the many and widely diversified industrial applications. Those in greatest demand are classified on the basis of composition or properties into a few main groups, known as alumina-silica, silica, basic and insulating refractories. In each of these groups there are several classes. In addition to those included in the main groups, there are various special refractories, including silicon carbide, carbon, zircon, zirconia, alumina, and several others. Alumina-silica refractories comprise two main divisions: fire clay and high-alumina. The alumina content of fire-clay refractories covers the range from about 45 pct to 18 pct, and the silica content from 50 pct to 80 pct. The alumina content of fired high-alumina refractories ranges from about 99 pct to 45 pct, and the silica content from about 0.5 pct to 50 pct. Silica refractories of the different classes contain 94 pct to 97 pct silica. Basic refractories include periclase (magnesite), chrome spinel, forsterite, and dolomite. Refractory materials, including insulating firebrick, are supplied mainly as preformed shapes. Other products include bonding mortars and high temperature cements, ramming mixtures, plastic firebrick, hydraulic setting castables, dead-burned grain magnesite, and dead-burned dolomite. Refractory brick are classified on the basis of their physical form as Standard Sizes and Special Shapes. The Standard Sizes are brick of certain definite sizes and relatively simple design which are used in sufficient amounts to permit quantity production. The brick most widely used are the standard 9 in. X 4 ½ in. X 2 ½in. and 9 in. X 4½in. X 3 in. straights and corresponding series of sizes. All brick of nonstandard dimensions are regarded as "special shapes." They include a wide variety of brick regularly used for specific services, such as baffle tile for boilers, checker brick for regenerators, and others; together with shapes of special design manufactured on particular orders from designs submitted by the user. Not included in the broad classifications of Standard Sizes and Special Shapes are several specific-service refractory products, usually made by companies which specialize in their manufacture, or in some cases by the consumers themselves. This publication describes an investigation conducted by the Federal Bureau of Mines regarding the cause of an explosion of a dephlegmator or fractionating column at the Cities Service Oil Company Refinery, Ponca City, Okla., January 22, 1959. The column was that used with the refinery's No.1 Dubbs Coker. The explosion caused the death of an employee of the refinery and resulted in extensive damage to the refinery and to nearby property. The Bureau's study of the explosion began January 26.

The transfer of material from the solid to the liquid states can be accomplished in several ways. It occurs by the application of heat in the more familiar metallurgical operations of melting but it can also be accomplished by solution in a liquid, as can occur in systems using liquid metals for heat-transfer media. The kinetics of this reaction were studied to learn more of the separate steps in the process. In the case of a pure material at its melting temperature, Te,A,, thermal energy must be supplied to the solid in an amount equal to the latent heat of fusion in order for the solid-to-liquid transfer to occur. The rate at which heat is supplied, and hence the rate of melting, is a function of the temperature gradients in the system. This phase transfer can also occur in the absence of temperature gradients in the system illustrated in Fig. 1, which is a partial phase diagram between the components A and B. The TTT curves of 0.1 pct C, 13 pct Cr steels containing up to 12 pct Co have been determined in order to establish whether the effect of cobalt is similar to that observed m plain carbon steels. It is shown that cobalt increases the incubation time and decreases the transformation rate, though not in an uniform way. The bainitic transfornation is displaced to lower temperature and overlaps partially the martensitic zone. ThE effect of cobalt on the transformation of a plain carbon austenite has been studied by many investi-gators.'-3 It was shown that cobalt displaces the TTT curves to shorter times and diminishes the harden-ability. The interpretations given for this effect of cobalt are conflicting. According to E. Houdremont,4 cobalt increases the transformation rate of austenite because it increases the diffusion of carbon as shown in the experiments of E. Houdremont and H.Schrader,' R.Smoluchowski,5 and M. Blanter.6 On the other hand, M. Hawites and R. Mehl3 deny on the basis of their own experiments any effect of cobalt on the diffusion of carbon and they assume that an explanation should be found in an eventual effect of cobalt on the mechanism of nucleation and growth of pearlite. W. C. Hagel, G. M. Pound, and R. F. Mehl7 have shown by calorimetric measurements that cobalt increases the free energy of the austenite-pearlite transformation in an eutectoid steel and this result explains qualitatively the observed effect of cobalt on the rate of nucleation and growth of pearlite. Small tonnage ore bodies can be developed at a profit on a short life basis. Such is the case of the Bardon Mine in. the Big Indian Mining District in San Juan County. Utah. Faced with a small initial tonnage of high grade uranium ore, the Shattuck Denn Mining Corporation Engineers developed some new ideas for sinking the shaft and planned extraction to warrant the capital risk to mine a limited reserve. The Bardon Mine is located fifty miles southeast of Moab, Utah in the south end of the Big Indian Mining -district. Shattuck Denn Company, a wholly owned subsidiary of the Shattuck Denn Mining Corporation, manages and operates the property under an operating agreement with Kerr-McGee Oil Industries, Inc. of. Oklahoma City. Oklahoma, and Anderson Development Corporation of Albuquerque, New Mexico. Based. on Kerr-McGee drilling., a tabular ore body about 350 feet long by 250 feet wide with an average thickness in excess of seven feet was indicated.- The ore body strikes easterly-westerly and dips from nine to twelve degrees to the south. Uraninite is the dominant uranium ore mineral associated with vanadium. The ore occurs in an arkosic conglomeratic sandstone with some interfingering of mudstone and shale in the Mossback member of the Chinle formation in contact with the underlying Cutler formation. The ore horizon is overlain with 40 to 60 feet of mudstone and shale. Fortunately, the back. immediately over the ore is a reasonable competent shaley sandstone which has made a fairly good. environment for roof bolting.

Although alternating-current (a.-c.) power systems and equipment have been used in coal mining for many years, most mines in the United States are powered mainly by direct current (d.-c.). There are several logical reasons for this, but the use of d.-c, equipment is, in most instances, a direct outgrowth of the original practice of using such power for haulage systems. For traction equipment such as the electric trolley locomotive the d.-c. motor has ideal operating characteristics, and thus it has been widely used for haulage locomotive service. The first efforts at electrification of coal mines started with the haulage system and from there branched out to include the many types of electrically powered mining machinery used in the industry today.

Laboratory and small-scale continuous pilot-plant investigations made at the Tucson Metallurgy Research Laboratory of the Bureau of Mines have demonstrated that the copper segregation process is applicable to the treatment of oxidized and mixed oxide-sulfide copper ores regardless of the gangue constituents. The process comprises heating the ore to a temperature of 750° C. with small quantities- of sodim chloride and coke to produce metallic copper, which then is recovered by flotation. Tests were made on' 23 copper ores of different types containing 0.8 to 5 percent Cu, .The copper recoveries ranged from 73 to 96 percent in concentrates assaying 10 to 62 percent Cu, depending on the grade and type of ore, The direct operating cost for a 1,000-ton-per-day furnace and flotation plant is estimated at about- $3 per ton of ore.

It has become apparent in recent years to everyone intimately concerned with the future of the American fuels industries that the growth in demand for energy has become a topic receiving considerable attention, and that investigators are leaning more and more toward a mathematical approach to deduce what pattern that growth will follow. Though coal has been included by necessity In all-studies of future energy markets, it has not been the subject of mathematical analysis or description as frequently as has been total energy or some of the other fuels, particularly petroleum, It is the intent in this particular paper, to subject bituminous coal consumption to a preliminary mathematical scrutiny which can lead to a more logical estimation of the general level of bituminous coal consumption for the next decade, as well as formulating an approach toward describing how coal consumption may vary as the result of the annual variations in activity in the United States, economy, The approach utilized is more sophisticated than the mere projection of the historical trend of bituminous coal consumption. Such a projection would lead to a continuation of the recent decline, indicating that coal consumption would reach zero some thirty years from now. On the other hand, the mathematical analysis described here is a relatively simple, straightforward approach and- is not intended to represent the-ultimate in mathematical economic analysis as now practiced, It is hoped that this will contribute to our knowledge of bituminous coal markets. Even more, it is hoped that it will help arouse a greater interestin utilizing mathematical and statistical analysis when studying the bituminous coal industry. - Since this is a preliminary study, comments and criticisms are anticipated.
