This report is the 26th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations and the 8th of these reports to be issued on a calendar-year basis.1 It reviews briefly work in progress during 1961, and it provides references to publications by Bureau personnel during 1961 and also to a few older papers that were not cited in prior reports of this series. Details about some of the researches mentioned may be obtained by referring to the publications cited in the footnotes or in the further list in the Bibliography; other phases of work are reported here for the first time and will be covered in more detail by later publications. The coal program of the Bureau of Mines extends over the wide range of applied and theoretical studies indicated by the table of contents of this report. Applied studies are conducted in connection with the development and evaluation of new mining techniques, and the effective processing and utilization of coal and coal products. Analyses of coal, technical advice, and other assistance to Federal agencies in connection with fuel and boiler-water problems, and health and safety activities are among the practical services handled by the Bureau, Fundamental research such as that on coal structure and on the properties of coal is conducted because it will, over a period of the, furnish an increasing general knowledge about coal; scientists and engineers may use this knowledge in solving problems in mining and utilization of

This publication, for the calendar year 1959, contains statistical data on injuries and employment pertinent to metal mines, ore-dressing plants, and primary nonferrous smelters, refineries, and reduction plants. The Bureau of ,Mines is authorized to request data on injuries and employment in the metal-mining industry, and the information, voluntarily submitted by the operators, contributes immeasurably to the promotion of safety in the metal- mining industry. Every effort has been made to make the annual canvass as complete as possible. The data presented are classified according to the hind of ore mined and includes information on copper, iron, lead-zinc, gold-silver lode, placer, uranium- vanadium, and miscellaneous metals. A breakdown of miscellaneous metals by commodity is shown in tables 17 and 18.

A levitation zone melter is described which has the necessary characteristics for processing metals of controlled purity. No crucible is required; control of the solidification variables is stable; the environment of the charge is chenzically controlled. Rotation of the solidifying interface and mixing in the liquid by the magnetohydrodynamic stirring produce an eight-fold increase in freezing velocity over former melting units with better resulting solute redistributions. The smooth appearance of processed specimens, resistivity ratios as a hnction of position, as well as a segregation curve, are presented as evidence of smooth continuous solute fransport over distances in excess of ten zone lengths. THE difficulties of the floating zone-purification of higher density metals in large quantities under conditions of lowered surface tension are well known and have hindered fundamental research programs for some time. The inordinate amount of time required to obtain a small reproducible yield of high-quality metal has excluded the use of such material for many important material research programs. However, with the use of controllable induction levitation forces' to accomplish stable liquid zones with nearly flat solidifying interfaces, and with good physical and chemical control of the processes involved, these difficulties can be overcome. A zone melter that is to be used for both high-purity and controlled composition work in metal systems must have the following three characteristics: 1) The process must avoid the use of containers. 2) Physical control of the solid-liquid interface and of the mixing within the liquid phase must be stable. 3) The chemical environment of the melt chamber must be controllable. A description of an apparatus that accomplishes these objectives follows.* APPARATUS One of the basic features that is necessary for good process control of large sections is that the charge, the coil, and the motion mechanisms be within the same chamber. This arrangement permits a close coupling between the work coil and the load, which then provides a good flexibility for adjustments of coil dimensions, for controlling the amount of levitation needed for stable operation at a given power level. An overall view of the melter is shown, with the melt-chamber door open, in Fig. 1. The radiation shields surrounding the single-turn induction coil are of water-cooled copper. The chamber is stainless steel, as are most of the components within the chamber. The control panel for the scanner is located at the immediate lower right of the melt chamber. This panel controls the operation of the scanner. The operations controlled are the interface rotation rate, the stretch-squeeze or diameter control, the up and down scanning speeds, and the induction power. All of the drive motors are constant-torque variable-speed motors. The scanning speeds are set with precision helipots and continuously observed with the voltmeter on the control panel and checked with a mechanical indicator within the melt chamber. The rotation rate is also set with a precision helipot. The up-scanning speeds are 2 to 300 in. per hr.

A new lead refinery with a capacity of 230,000 tons per year commenced operation at Port Pirie in October, 1959. This plant superseded the refinery which had operated from 1933 with the advent of the continuous lead refining process. The incorporation of new equipment following local metallurgical developments, together with the overseas demand for lead of extremely low antimony content createddifficulties in operating the original plant. The new refinery project was undertaken to cover this disability and to gain the full advantage of the new processes.Desilverising and softening are carried out in units identical in size to those used previously. Metallic zinc is recovered from the entire output of desilverised bullion by vacuum distillation. Final refining is carried out by batch treatment with caustic soda yielding lead of purity previously unattainable at Port Pirie.These two processes replace continuous dezincing by oxidation, a high temperature process which caused large quantities of lead and antimony to be recirculated. The final stage is a batch process; therefore the product composition can be checked before casting. Individual batches can be adjusted to produce special alloys to consumer's specification.Improved casting equipment allows the quantity production of pigs of good physical characteristics either as 56 lb bars or 2000 lb pigs.This, together with the high purity of the lead, assures the Broken Hill Associated Smelters Pty. Ltd. (RH.A.S.) position in world markets.Automatic control systems are extensively employed, particularly on the vacuum dezincing unit.The anticipated financial benefits have been achieved mainly by a reduction in the tonnage of recirculated materials, a smaller labour force, and reduced maintenance requirements.INTRODUCTIONIn December 1956 a decision was made to build at Port Pirie a lead refinery on a completely new site, and in October 1959 the new refinery was brought into operation. Brief details of some of this work were given to the 6th International Mineral Processing Congress at Cannes.' STATISTICAL data on injuries and employment pertinent to metal mines and to their mills, and/or processing plants are presented in this Information Circular for the calendar year 1960. The information pertains to metal mines, as well as ore-dressing plants and primary nonferrous smelters, refineries and reduction plants, and their auxiliary works. These data are voluntarily submitted annually to the Bureau of Mines by the operators, and contribute greatly toward the promotion of safety in the mineral industries. The data presented are classified according to the principal mineral produced and include information on copper, iron, lead-zinc, gold-silver lode, gold placer, uranium-vanadium and miscellaneous metals. A breakdown of miscellaneous metals by commodities is shown in table 19, page 41. The data also relate to workers engaged in production, exploration, development, construction, and maintenance and repair work, as well as supervisory personnel and office-workers at the mine or plant site. Extra-low carbon iron sheet, when deformed and annealed, undergoes exaggerated or abnormal grain growth in the critically deformed regions of the sheet. This exaggerated pmth occurs, for low strains (3 to 6 pct), only in sheet which has a fine dispersion of precipitates in the subsurface region of the sheet and fewer and coarser precipitates in the sheet interior. These particles have been identified as manganese sulfides. Wing the anneal, grains near the surface are gvowth-inhibited by the fine particles but the grains in the interior are free to grow normally. With the additional driving force provided by the strain energy, the interior grains first grow into the small subsurface pains. Eventually, these growing grains grow completely through the sheet. Calculations of limiting grain sizes at various values of strain indicate that a volume fraction of precipitates in excess of 10-' would be required to eliminate exaggerated growth in material strained to 10 pct. OPEN-COIL annealing has made decarburization of sheet steel both efficient and economically practical. Use of such material for porcelain-enameling stock is one of many possible applications of low-carbon iron since carbon in steel is deleterious to porcelain-enameling properties.' However, the extra-low carbon iron presently available presents another problem, that of exaggerated grain growth in regions where the sheet has been deformed as by bending or stretching. In exaggerated grain growth a few grains start to absorb their neighbors and these may become very much larger than the average grains of the sheet. Other names for exaggerated grain growth are coarsening, critical grain growth, secondary recrystallization, abnormal grain growth, or discontinuous grain growth. While this grain growth does not affect the enameling qualities of the low-carbon iron sheet, their presence results in a marked reduction of tensile-yield strength in the region of the sheet containing the large grains. The loss of tensile yield strength may render the material unsuitable for many applications . This report describes the results of a study undertaken to determine the cause of the exaggerated grab growth in extra-1ow carbon iron and, if possi- ble, to prescribe practical procedures for its prevention. GENERAL THEORY The driving force for exaggerated grain growth is the grain boundary free energy. This driving force is proportional to (l/rl + l/r2) where rl and r2 are the mutually perpendicular radii of curvature of the boundary between the growing grain and the grain being consumed. Thus, the greater the difference in size between the growing grain and the matrix grains, the higher the driving force for grain growth. If, however, the matrix grains are free to grow simultaneously, the driving force for exaggerated growth will be diminished. Stability toward growth of the matrix grains may be caused by a) a strong single orientation texture (texture inhibition),' b) a dispersed second phase,3"5 c) the thickness effect,' or d) intergranular segregation.7"9 As exaggerated growth occurs when growth of the matrix grains has been slowed by the stabilizing processes mentioned above, there must be an additional factor acting to promote growth of a few of the grains to the point where they are enough larger than the matrix grains that boundary energy driving forces are sufficient to cause continued growth. For instance, at the annealing temperature, growth-inhibiting inclusions may slowly dissolve and coalesce. Eventually, a grain boundary becomes unlocked and migration occurs at the expense of neighboring grains. Or, an additional driving force may be supplied to some of the grains if the material is strained. Then, since some grains will be strained less than others, the difference in strain energy between adjacent grains may be sufficient to overcome boundary locking and allow growth of the grains with lower strain energies. In the present study, therefore, such factors as the presence or absence of dispersed phases, the nature of the exaggerated growth, and the effect of strain have been considered. The author presents a history of the development of the Port of Long Beach from its beginning in 1905 to the present construction of a new bulk loading facility. In describing this new facility, emphasis is placed on such aspects as rail car and truck handling, gravity yard, rotary car dumping, bottom dumping, car dumping equipment, feeding and conveying, ship-loader-stockpiler, stockpiling and reclaim, dust control, and construction problems. Development of the Port of Long Beach, Calif. (see Fig. I), began in 1905. In that year private Long Beach interests acquired 800 acres of marshland in the Inner Harbor area and initiated a program of channel dredging and land reclamation. Efforts to establish a municipal port began a short time later and culminated in the opening of Pier 1 in 1911. An event of even greater significance to the port future also occurred in 1911. This was the tideland grant enactment by the state legislature that conveyed to the city of Long Beach all of the state's rights in the tidelands located within the city boundaries. The grant stipulated that all revenue produced from the tidelands be used for the development of navigation, commerce, and fisheries. During the next 15 years up to 1926, the port's commercial growth was steady, although relatively slow. During this period, several fundamental steps in the development of a major harbor were accomplished. These included the creation of the Board of Harbor Commissioners in 1917, the dredging of the Inner Harbor and entrance channel to accommodate deep draft vessels, and the correction of a serious silting problem through construction of the Los Angeles River Flood Control Channel. These efforts bore fruit during the ensuing 10 years in the establishment of more than $30,000,000 worth of industrial plants and private marine terminals in the Inner Harbor. Commerce over municipal wharves also increased more rapidly, and it became necessary to start the development of the harbor in a seaward direction. In 1936, oil was discovered in the harbor area, and the first Harbor Dept. well was brought in 2 years later. It soon became evident that the city of Long Beach would receive substantial revenue that, under the terms of the state grant of 1911, must be used in the development of the port. It was further realized that to properly guide and coordinate such development, a long range comprehensive plan was essential. The Board of Harbor Commissions contracted with G. F. Nicholson and J. F. Collins, consulting engineers, for the preparation of such a report that was completed in 1940. The Nicholson-Collins report proposed the development of an East Basin, between the entrance channel and the Los Angeles River, and a West Basin in the area now occupied by the Long Beach Naval Shipyard. Twenty full-size berths were to be provided in the East Basin and more than fifty berths in the West Basin. The report recommended extensive modern terminal facilities for handling waterborne cargo. Attention was given to improvement of the street and highway system to give better vehicular access and to avoid congestion within the port. To a large extent the recommendations of the Nicholson-Collins report were followed in the subsequent development of the East Basin. This development was greatly accelerated by World War 11, with its need for increased oil production and additional shipping facilities. The wartime and immediate postwar construction was largely concentrated on Pier A, with the development of Piers B, C and D following in more recent years. An important factor in the planning of these piers was their dual function as oil drilling sites and cargo piers. The Navy's acquisition of the West Basin area made it necessary to depart from the Nicholson-Collins plan and find other areas for future expansion. At the present time only one Inner Harbor Port-owned area having protected deep water frontage remains undeveloped. This is the property fronting on Channel 2 in the Inner Harbor acquired in December 1957, from Pacific Dock and Terminal Co. The growth of the port has been in a southerly direction since the construction of the Long Beach Naval Shipyard in the West Basin area. Recent extension of Piers F, G and J into the ocean follows typical port construction methods developed during the expansion of the Middle Harbor during the last 20 years.

The Division is concerned with physical methods as applied to geo-logical research and mapping. An at-tempt is made to describe long-term goals, illustrated by examples of projects in the fields of aeromagnetic interpretation, palaeomagnetic re-search, Pleistocene and groundwater geophysics, seismic surveying, electromagnetic research and instrument development. Cooperative projects in surveys and research, with universities, private companies and provincial organizations, are frequently undertaken. An outstanding example of this is the recently approved Federal-Provincial Aeromagnetic Survey Plan, the purpose of which is discussed both from an economic and a scientific point of view. Iran's petroleum industry is nearly 50 years old and the oldest in the Near East. According to published figures, Iran ranks third in production and reserves in the Near East. These reserves (including probable reserves) are estimated at 35 billion barrels and constitute about 11 percent of the world's total. Iran is the sixth largest producer of crude petroleum in the world. The 1961 output of more than 430 million barrels was 5 percent of total world out-put for the year. In the same year, Iran ranked fourth among world petroleum exporters, providing 8.4 percent of total world exports.

THIS PUBLICATION presents injury experience and employment data for the nonmetal mining industry in the United States for 1960. Data for the mines and mills are presented separately, as shown in the list of tables. The Bureau of Mines is authorized to send questionnaires to the nonmetal mining industry for their voluntary submission of injury and employment data. As the information submitted contributes largely to the promotion of safety in the industry, special effort has been made to ma e these questionnaires as complete as possible.

This report, 27th in a continuing series1, describes Bureau of Mines research and technologic work on coal and related investigations during 1962. While the brief discussion in each section of the report presents only the highlights of Bureau work during the year, details of many investigations can be found in publications cited in this text. Other work, reported here for the first time, will be covered in greater detail in later publications. Recent trends in coal research and technology both at home and abroad were reviewed in several publications2. Bureau research, as in the past3, continued to stress improved methods of mining, preparing, processing, and using coal. The program included a wide variety of applied and basic studies for developing information useful to the coal mining industry and the coal consumer while promoting wise conservation and utilization of our coal resources.

After World War II the Bureau of Mines studied methods of producing synthesis gas including a plan to gasify coal in place. Consequently, under a cooperative agreement with the Alabama Power Co., Bureau engineers directed a series of experiments that were carried out on the property of the Alabama Power Co. at Gorgas, Ala. The purpose of underground gasification of coal, regardless of method used, is to obtain the energy contained in the fuel for use on the surface, without mining in the usual sense of the term. Underground gasification can be described as (1) a process where coal, in place, is consumed by partial combustion with air, oxygen, steam, or any combination of these to produce a low calorific value gas (80 to 300 Btu per cu ft) or (2) a complete combustion process in which air is used to produce a gas containing carbon dioxide, nitrogen, and considerable thermal energy.

Supercompressibility factors, Fpv, were derived from experimental compressibility data for five helium-nitrogen mixtures containing from 50 to 100 pct helium. These Fpv values are required as volumetric correction factors for or if ice meter measurement of "crude helium" (helium-nitrogen) purchased by the Government in a program of helium conservation. Although compressibility measurements were made by the Burnett method (2)3 - for pressures from 100 to 3,400 psia and temperatures from 40° to 100° F, Fpv values were needed only for pressures from 400 to 2,000 psia. Consequently, values at increments of 2° F, 2 pct helium, and 10 psia were tabulated only for the required pressure range. Values for pressures outside this range can be calculated from information shown in the tables. Values for the second, third, and fourth coefficients in the equation Z = 1 + BP + CP2 + DP3 are also included.

Factors of geological structure and occurrence of coalbeds, plus the resulting mining conditions, have required more care in preparing coals in Alabama than in most other districts almost since mining Alabama coals began. For this reason, literature on these coals may be interesting to those in areas where prime coals have been mined out, and thinner and less regular beds must now be exploited. This literature review has been arranged in order of subject matter. Some references have been listed more than once, but each separate review is limited to the material pertaining to the subject matter being discussed. For those seeking specific information, the authors have indicated which items repeat material and which items are most complete or specific. Geology, preparation, and carbonization of coal have been reviewed the most frequently.

This report describes the effects of water shortage on Arizona's mineral industries. The information presented was obtained in interviews with company representatives. Operations covered included all State metal mines using substantial quantities of water and all concentrators and smelters. Also included in the survey were 8 operations in the nonmetallic group; 22 in the plating, metal-fabricating, and metal-forming categories; 1 public-utility power company; and 6 water companies. The extent of the water shortage in Arizona is reflected in mineral- industry water-use practices, in the high cost and low quality of water used at many operations, and in the stringency of State control of well drilling and pumping. Many mineral-industry operations are among those users most seriously affected by the uneven water supply.

The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse-economic mineralization in the light of discoveries to date. Most of the development of the Malagasy economy before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.
