WIMPFEN The measure of the success of any mining operation is the size of the difference between sales realization and cost of product, including operating, sales, administra¬tive, capital and others. Evaluation of a mining project necessitates projecting costs and sales realization as accurately as possible. Possible variations in specific cost elements and sales prices must be considered. To accomplish this, project studies should include giving effect to possible fluctuations to determine the break¬even points with varying costs and prices. Development of cost data is never an easy task. Mining is characterized by a great variety of conditions which result in still more variables. Achieving realistic figures as of any specific time involves consideration of changes, which may be frequent, in labor-contract terms and equipment used, variations in working condi¬tions and mining practices, and changes in mineralization and metallurgy. The purchasing power of the dollar, which has been declining persistently, also affects the situation at any given time. The only thing that can be said of costs, with certainty, is that they will change. With this in mind, the "guideline" data in this section are offered for the use of the mining engineer. It was provided for the most part by representative companies, whose contributions are gratefully acknowledged. In reviewing the tabu¬lations and other material it is of course necessary to remember that the data presented are valid only for the time periods specified, and will change with changing economic conditions in any other. 31.1-CAPITAL COST OF PLANTS Plant capital costs are set forth in Tables 31-6 and 31-7 by year of construction. To estimate capital cost of plants built in future years, various cost bases and indexes are utilized. Design should provide for the addition of milling units when these may become justified in relation to investment markets and life of the deposit.

A group of mining men attending a recent workshop on "Analysis and Control in the Canadian Minerals Industry" issued, among others, the following statement: "Slurry flow measurement is considered to be one of the most inaccurate in the industry. A special program should be launched to encourage development." In response, this paper starts off the program with an investigation of the principles and the conventional practice of slurry flow measurement and identifies weaknesses which cause inaccuracies. Then it follows with descriptions of nonconventional systems in use at various locations and comments on their degree of success. The paper concludes that relatively simple methods, which it describes, can be applied to obtain an accurate slurry flow measurement.

A sequence of ultramafic units, very well exposed in Munro township in the Abitibi areal, of the Cahadian Shield, exhibit features which indicate that they are sub-aqueous extrusions. They occur within a sequence of tholeiitic pillow lavas, thin graphitic sediments. and large differentiated sills. The units range from a few metres to more than 250 m in length and less than 1 m to over 30 m in thickness. Over 60 individual units, occurring as flat pancakes on top of one another, make up a total exposed thickness of 150 m. The units have formed from a magma composed of a very olivine-rich picritic liquid carrying up,to 40 per cent olivine phenocrysts in suspension. Different units display a variety,of cross-sectional profiles. As an example of the most extreme type of profile, a typical unit 2 m thick consists of a cap of highly jointed fine-grained quenched rock, 10-30 cm thick, which becomes coarser downwards, grading into a zone composed of radiating and criss- crossing skeletal olivine crystals forming the well-known spinifex texture. This becomes even coarser-grained downwards, with "books" of parallel platey olivine crystals developing sub-perpendicular to the plane of the units. The Bureau of Mines used a windowed cell to measure the phase-boundary pressures of two related series of gas-condensate fluid mixtures. Normal butane was added to the mixtures incrementally to determine its effectiveness for lowering phase-boundary pressure. All the experimental data were correlated, so that the pressure required to maintain light oils mixed with natural gas in the single phase may be computed for secondary recovery applications. The heavy hydrocarbon parts of the mixtures were distillation fractions of a Gulf Coast condensate. Intermediate normal hydrocarbons in the butane-heptane range and natural gas were added to the fractions in selected proportions, so that phase-diagram pressures of 26 fluids were actually studied. The experimental range of temperatures was 50° to 280° F. Two correlations were developed to represent phase-boundary pressures by means of a polynomial. Independent variables represent natural gas content, disparity of properties of components comprising the mixtures, and temperature. A fourth variable, for one correlation only, was the quantity of normal butane added to the original mixtures. The latter correlation with four independent variables contains 15 coefficients and is estimated to be accurate to 135 psi.

Fluid inclusions have been studied since the mid-1800s. In 1858, the famous English geologist H. C. Sorby, stated that ". . . there is no necessary connection between the size of an object and the value of a fact, and that, though the objects [inclusions] ... are minute, the conclusions to be derived from the facts are great."' This statement philosophically emphasizes why fluid inclusions should be studied. Fluid inclusions supply the economic geologist with "hard" data on the chemical environment and mechanisms of transport for ore fluids. Such studies enable geologists to understand more about their complex nature. The information that can be obtained from fluid inclusions is as follows: 1) Fluid inclusion "filling temperatures" measured with the microscope heating stage, reflect the hotness of an ore fluid at the time of its entrapment and are one of the most accurate methods of geologic thermometry. 2) Ore fluid densities indicate the extent to which ground water becomes mixed with ore fluids. This paper is concerned with the theoretical study of UHF radio communication in coal mines, with particular reference to the rate of loss of signal strength along a tunnel, and from one tunnel to another around a comer. Of prime interest are the nature of the propagation mechanism and the prediction of the radio frequency that propagates with the smallest loss. Our theoretical results are compared with measurements made by Collins Radio Co. This work was conducted as part of the Pittsburgh Mining and Safety Research Center's investigation of new ways to reach and extend two-way communications to the key individuals that are highly mobile within the sections and haulage ways of coal mines.

Laboratory batch flotation rests are used for comparison of the floatability of ores and for comparison of the effect of various treatments on ore floatability. Although it is difficult to predict exact recoveries for continuous flotation on the basis of batch tests, considerable quantitative information can be obtained through their use. A simple method is presented which provides a convenient means of quantitatively evaluating results from laboratory batch tests. The information obtained is in the form of a discrete flotation rate distribution, which, if desired, can be used directly in a simulation of continuous flotation. Equation of Batch Flotation The validity for batch flotation of the first-order kinetic equation is accepted: [ ] where k is flotation rate of a class of articles and W (t) is weight of particles of the class in cell at time t. 16.1.1-VENTILATION'S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. In spite of rising costs, it is unlikely that further progress in mine ventila¬tion and air conditioning must await technological breakthroughs. 16.1.2-NATURE OF THE MINE ATMOSPHERE Air Mixtures-Air is a gaseous mixture comprising the natural atmosphere at the surface of the earth. A system for measuring amplitude probability distributions (APD’s) of electromagnetic noise in coal mines is described and typical APD’s from an underground coal mine are presented. The APD is a basic statistic required for the design and analysis of communication systems, especially those intended for use in noisy environments, and where neither overdesign nor underdesign is acceptable. The rms and average field strengths are obtained by integration of the APD, and examples are shown at several frequencies. All field strength levels are given in absolute units. Selected frequencies cover the range from 10 kHz to 32 MHz.

As part of a respirable mine-dust research program at the U.S. Bureau of Mines, spark-source mass spectrometry has been used for the semiquantitative determination of trace elements (200 ppm weight or less) in raw coals. In addition, several minor and major elements have been determined using this technique. Sixty-four elements ranging in concentration from 0.01 to 41,000 ppm weight were determined in one anthracite, two mvb, four lvb, and six hvab raw coal samples. The samples represented 10 coal seams located in Pennsylvania, West Virginia, Virginia, Utah, and Colorado.

Experimentation with seismic velocity measurements at Kennecott Copper Corp.'s Bingham mine disclosed that some recognized slide areas are characterized by low velocity profiles. A new traverse technique employed during the investigation allows rapid and precise measurements of a quantity referred to as "apparent velocity." This value is a weighted average of the actual velocity in the overbreak zone near the surface and in the intact rock at depth. The low points on the velocity profile are apparently the result of lower actual velocities and deeper overbreak in less competent material within the slide zones. Experience verifies the usefulness and practicality of the technique in delineating adverse areas prior to detectable failure. The technique may be employed as a rapid and economic means of slope stability surveillance in large open pit mines.

Sedimentation behaviour of siliceous mill tailings derived from a magnetite-chalcopyrite ore in fresh water, fresh water - sea water mixtures and full-salinity sea waters are compared. Results of batch settling tests are presented in the form of settling curves and solids flux curves. The addition of a few per cent of sea water markedly enhanced the zone sedimentation rate due to particle agglomeration caused by a reduction in zeta potential of the suspended solids. The presence of a small amount of residual, previously magnetized magnetite in the tailings also enhanced agglomeration and sedimentation. The significance of these results to submarine disposal of mill tailings is discussed.

Rio Algom Mines Ltd. owns eight uranium mines and mills in the Elliot Lake district of Ontario, seven of which were producing before 1960. At present only one mine is operating meeting current contract requirements. Under present economic conditions, it is not feasible to mine ore of less than 2.0 lbs./ton U308, although there are very large reserves below this grade. We are interested in preconcentration for three possible applications: to extend ore reserves by permitting use of lower grade ore, to reduce costs on processing of present grade ore, and to reduce capital investment in expanding production to meet future production goals.

Many processing techniques have existed for thousands of years. For example, Georgius Agricola, in De Re Metallica (1556), described equipment and techniques, such as picking tables, smelting furnaces and cupolas of various types, sieves, launders. various types of crushers and grinders and other equipment, all still in use in one form or another. In translating Agricola's work into English, the late Herbert C. and Lou Hoover provided the following summary indicating the early history of particular mineral- processing operations :

The volumetric flow rate and the initial concentration of the copper sulfate solution influence the rate of reaction and, hence, the precipitation efficiency in a continuous launder cementation system. Using a model of such a system it was found that the precipitation efficiency is related to the two process parameters by the approximate expression [ log [1-n] = -[0.072 co 2.91 e – 0.511c o Q 1.15 ] N Q] where c is the initial concentration, Q, is the volumetric flow rate and N is the number of launders in the system. This expression agrees with an equation developed for the rate of the cementation process if it is assumed that the exponential factor represents the change in the surface area with concentration and the exponents 2.91-and 1.15 relate the hydrodynamic conditions and the surface concentration to co and Q. The experimental results are used to determine the values of a Precipitation Coefficient for any volumentric flow rate and initial concentration of solution. Knowing the Precipitation Coefficient, the total volume of launders that will result in a given precipitation efficiency can be calculated. It is established that maximum precipitation efficiencies are obtained for initial concentrations between 6.0 and 7.0 gpl and volumetric flow rates of approximately 350 m3 /hr Good agreement between calculated and actual launder volumes is obtained for a number of industrial operations for which a comparison is made.

Selection of a plant site is becoming increasingly more difficult and important, mainly due to advances in technology, antipollution laws and changing economic, social and community conditions. Discussion falls naturally under three headings: economic considerations, terrain considerations and environmental considerations. Aside from acquisition of surface rights, problems having to do with terrain, or topography, usually can be dealt with by management alone. Economic considerations largely involve decision-making by management plus negotiations with government regulatory agencies acting under set rules. Environmental considerations, such as air and water pollution, townsites, housing, schools, noise abatement, appearance, surface rehabilitation and the like usually are under the control of federal, state or municipal bodies with a large degree of decision-making. Successful solution of environmental problems often requires lengthy negotiations, during which public relations by the mining company play an important part. Existing union regulations or customs may confine decision- making and the establishment of wage rates, working conditions and regulations. These usually require considerable planning and negotiation. Initial production often is delayed by formal negotiations involving environmental considerations. Surface facilities usually can be divided into two broad categories: those for concentrating ores--such as gold, silver, base metals, low-grade iron ore and potash-which should be close to the mine to reduce ore-transportation costs to a minimum, and those where the ore is shipped elsewhere for treatment, such as direct-shipping iron ores, complex high-value ores requiring specialized treatment and ores from which special products are derived for local markets. The long-term aspects of plant-site selection too often are given no or insufficient consideration because of immediate financial limitations. As a result, additional capital expenditures may be required later for relocation of townsites, roads, railroads and plants to provide additional room for extension of open-pit operations, tailings disposal, storage, or danger to foundations through underground subsidence or open-pit mining. In the past, hillside sites for concentrating plants were preferred to take advantage of gravity-feed methods The modern trend, however, is to place as much equipment as possible on approximately the same level. Some costs relating to plant sites are included in this section. They are ranges as of the year 1970, and are offered only as general guides. Such costs will vary widely with geographical location and, of course, are subject to escalation due to increases in wage rates and cost of materials. Items in the bibliography contain more detailed and comprehensive data on specific subjects. Most contain bibliographies of their own.

"Good morning gentlemen. I am very pleased to have this opportunity to tell you a few of the things that happen within a completely unrelated activity, the electroplating industry, except that it does consume metals and has some slight similarity of problems so far as cyanide is concerned.First, just a few general terms about the industry. It is a relatively unsophisticated industry technically, and in many instances there are serious problems in obtaining staff that can operate the various systems that are currently available for destroying cyanide or precipitating metals.I would suggest to you that if you are investigating any system that you consider very seriously the personnel that are actually going to run it. The installation people; probably have some idea what it is all about but the operators must be chosen for their ability and not because they just happen to be available.We perhaps have another area in common. There is very little money for capital expenditures that produce no immediate return or even eventual return on the investment.The industry is largely made up of ""Jobbers"" who are strictly electroplating. There is another group in which the electroplating is captive as in large companions where it is a convenience operation. Also there are specialists, who do other things besides plating but it is a very major part of their operation. This applies to the automotive parts industry.Cyanide applications in the plating industry will be for copper, zinc, cadmium, silver, brass, and gold. Cyanide waste solutions come from those solutions adhering to the plated parts, and from the occasional discharge of the plating bath solutions. Also, in a related industry, the heat treating people with cyanide case hardening have some high concentrations of cyanide to dispose of. Concentrations of cyanide that we treat are 2500 parts per million or higher especially in wastes from heat treating. Solution volumes might be as low as 100 gallons per hour in a well run, carefully operated rinsing system. It may be as high as 3000 gallons per hour where dilution occurs."

What is the most practical method for storing a huge quantity of crude oil for a long period of time to assure availability if conditions curtail the source of supply? Underground storage is a logical answer. But can abandoned mines be used for this purpose? That is the proposal Fenix & Scisson International, Inc. submitted to the S.F.F. Association (acting in behalf of the Department of Industries of the Republic of South Africa), Johannesburg, South Africa, in October 1966. This engineering and contracting firm with headquarters in Tulsa, Oklahoma, specializes in underground storage; and based upon previous experiences their engineers were reasonably certain that a mine could be used for storing crude oil. The answer subsequently proved to be "yes." The result was con- version of a coal mine to provide storage for a quantity of crude oil which is the equivalent of a sizeable oil field. The total cost of purchasing, testing, and converting the mine was less than 15 percent of the cost of conventional steel tanks. Operating and maintenance costs are proving to be about 2 percent of those experienced at two large tank farms owned and operated by the Association.

At present, a need exists for more effective noise control in the coal-mining industry. In particular, new muffler designs with the required acoustic performance are needed for percussive pneumatic drills. Accordingly, the U. S. Bureau of Mines issued a contract to USS Engineers and Consultants to design a muffler capable of attenuating the noise from the air exhaust of a pneumatic drill. The specific objective of the contract was to design and deliver a prototype muffler that would attenuate the air-exhaust noise to 90 decibels on the A scale (90 dbA). The test drill used in this investigation was one used for roof-bolting purposes in coal mines. Using the combined approach of analysis by digital-computer program and experiment by simulated-noise tests, three prototype mufflers were designed and constructed at U. S. Steel Research. The mufflers consisted of a variety of resonator chambers and expansion-contraction chambers, and were of the following sizes: A muffler with a 3- by 5-inch elliptical cross section and about 8 inches in length. A muffler 5 inches in diameter and about 5-1/2 inches in length. A muffler 5 inches in diameter and about 10-1/2 inches in length. These mufflers were subjected to laboratory tests to determine their effectiveness in attenuating exhaust noise, mechanical noise, total drill noise, and simulated noise. All mufflers reduced the exhaust-noise level by about 25 dbA - from about 115 dbA without a muffler to below 90 dbA with a muffler - and thus were successful in meeting the contract objective. Field tests were conducted with the three prototype mufflers at U. S. Steel's Robena No. 4 Mine, and no icing problem was encountered. A fourth prototype muffler was designed to fit around the leg of the pneumatic drill. Tests showed that this kidney-shaped muffler also reduced the air-exhaust noise to below 90 dbA.
