In the United States the state mining laws enacted in the late 1800s were the first laws to recognize that an employer had a responsibility to provide the employee a place to work that met at least some minimum safety standards. The coal mining industry was also the first major industry in the United States to be regulated in 1952 by federal safety laws, although federal inspectors had the right-of-entry as early as 1941. Within recent years, however, the Congress has enacted a number of federal safety regulations for a variety of industries, such as the Aviation Act (1958), National Traffic and Motor Vehicle Act (1966), National Gas Pipeline Act (1968), and Radiation Control for Health and Safety Act (1968). The fatality and injury experiences of the mining industry in the United States, while at a significantly higher rate than for industry as a whole, showed a continuous improvement until the last decade or two-at which time the rate leveled off. Although fatality and injury rates in foreign countries have been generally lower than in the United States, further improvement in those countries also has been difficult to achieve in recent years. It appears, therefore, that some major change in mining laws, combined with a radical improvement in mining technology and a more effective labor-management safety program, will be needed if further reductions are to be achieved in fatality and injury rates. At the same time, there is a growing awareness by society that an employee's place of work, where he spends nearly half of his waking hours, should be made as safe as possible. As increased consideration is given to means for achieving greater safety in all industrial situations, it is becoming apparent that more is required than merely providing physical safeguards on tools and machines. Rigorous, strictly enforced safety standards are useful, but more important is the desire of labor and management to make certain that industrial accidents are prevented. The pressure to achieve increased productivity, and thus receive higher wages, can be a significant deterrent to safe working practices. The temptation can be great to "take a chance" or "cut a corner" in order to speed up production. Public concern over all types of industrial safety in the United States was reflected by the introduction of a number of general occupational health and safety bills in Congress for the first time in 1968. While no legislation resulted, the hearings revealed that, although there were differences in how standards should be set and who should administer them, there was agreement on the need for adequate laws. Since the mining industry has been subject to safety standards longer than other industries, it is not surprising that advanced safety concepts for mining are being explored by the industry and the enforcing agencies. The tunnel alignments investigated for the Gosford Regional Sewerage Scheme are located in the Terrigal Formation and are covered for most of their length by a thick blanket of soil and weathered rock. The following techniques were found to be most effective in geotechnical investigations for tunnelling in this area: air-photo interpretation, seismic surveys to pinpoint drilling targets, in-situ measurements of strength,deformation modulus and permeability in cored holes, and the construction of rock- mass models. Cross-hole seismic modulus measurements, surface resistivity soundings and electric well-logging techniques were found to have limited applicability due to adverse local conditions.

To reduce the corrosion of a stainless steel crystallizer, caused by accumulation of chloride impurity in the liquor during the crystallization of ammonium sulphate, a strongly basic anion exchange resin in the sulphate form may be used to remove the chloride from the liquor. The spent resin may be regenerated with dilute ammonium sulphate.The ions involved are sorbed by the resin in the order Equation 1. The sorption of chloride from the liquor and the regeneration of the resin depend upon the effect of concentration on the formation of the the ion pair NH6SO4. The sulphate ion dominates sorption from dilute solution of ammonium sulphate containing minor amounts of choride; choride ion dominates sorption from concentrated solution.

Electrowinning metals from solutions leached from low-grade ores is becoming an increasingly important extraction method as the metal industry turns to pollution-free recovery processes. Lead-alloy anodes are used industrially in the electrolytic recovery of zinc and copper. However, associated with the use of these anodes are the inherent problems of stability and lead contamination of the cathode. In an effort to eliminate these problems, the Bureau of Mines has developed a relatively inexpensive lead dioxide anode for electrowinning metals from strong acid solutions. The anode was prepared by depositing Pb02 directly on a titanium blank in a strong HN03-Pb(N03)2 solution at 2.15 to 6.45 A/dm2 and 60° C. This anode was tested in zinc and copper electrowinning cells containing 200 gpl H2S04 and 35 to 100 gpl metal ions at the current density of 3.23 to 6.45 A/dm2. Contamination of the cathode by lead was =0.005 pet. A 30-day test at 6.45 to 12.90 A/dm2 in an electrolyte containing 200 gpl H2S04 and no metal ions resulted in a slight change in surface morphology of the Pb02 anode but no measurable change in anode weight or dimensions.

Mt. Whaleback is in the Pilbara region of Western Australia approximately 1200 kilometers north of Perth, the State capital. In this deposit the Mt. Newman Joint Venturers are mining ore reserves totalling 1500 million tonnes of high grade hematite averaging 64.0% Fe. In addition to Mt. Whaleback, 38 ore bodies have so far been identified outside Mt. Whaleback on the Company's remaining 75,000 hectares of lease area. These ore bodies contain major tonnages of iron ore. Extraction at present is planned at a rate of 37 million tonnes per annum at an ore-to-waste ratio of approximately 1 to 1.4. The ore is railed north to Port Hedland on the Indian Ocean where the different products are screened, crushed and blended prior to shipping. The purpose of this paper is to acquaint the reader with the facilities installed in the Mt. Newman operation to form a background to the sampling techniques employed, describe the precisions which were achieved in experiments conducted February through June, 1976 and also to assess the degree of blending which takes place during the various processes and to put a quantitative measure to the degree of blending. In an exchange of views with the Program Chairman for the Technical Session on Industrial Minerals and Investment in Foreign Countries, it was agreed that it would be more interesting to approach the problem of mineral investment in foreign countries in a more general framework and not confine it to industrial minerals. Therefore, this Bureau of Mines report is proposed to examine current attitudes toward investments in foreign mineral resources and restraints that they impose on investments necessary to assure supply for future global mineral needs.

The growing national concern over energy has aroused a great deal of interest in the most efficient and least costly way to use our remaining fossil fuel reserves. A number of studies have been published which compare the overall thermal efficiency and cost of gas and electric energy. These studies have been carried out by a wide variety of organizations including Oak Ridge National Laboratory, The Rand Corporation, The Stanford Research Institute, and The Institute of Gas Technology. This paper is an attempt, by PGandE, a large combined gas and electric utility serving most of the northern and parts of central California, to compare the cost and efficiency of gas and electric energy for certain residential appliances using actual operating data and financial statistics for the year 1974, and thereby develop some guidelines for future energy developments utilizing these limited fossil resources. The appliances chosen for the study were kitchen ranges, clothes dryers, hot water and space heaters. These appliances were selected because they can be served with either gas or electricity and they account for approximately one-third of PGandE's total residential electric sales and nearly all of PGandE's residential gas sales.

In the exploration of an area proposed for the establishment of an underground colliery, consideration of all land and mining titles and consents has early priority. Environmental aspects have become more meaningful. Preliminary assessments of previous geological knowledge, together with new geological and geophysical data from surface investigations, condition the decision to proceed with costly diamond drilling programmes. Methods other than fully cored diamond drilling have a useful application in appropriate circumstances. Drilling exploration is conducted in stages of increasing density of-hole spacing to the point where, with holes at 1 km centres, reserves are categorized as measured. The programme is subject to constant review in the light of market changes.

Crone Geophysics Limited in co-operation with Newmont Exploration Limited has developed a ground Pulse electromagnetic method. This is the first unit in a planned integrated system of surface and borehole Pulse EM equipment. Newmont had previously developed an operational Pulse EM unit for use in areas of very high surface conductivity. The Newmont equipment was large, heavy apparatus that required motorized transport. It operated in the equivalent frequency spectrum of 10Hz to 2.5Hz. The basic aim of Crone Geophysics was to design a Pulse EM system more portable than Newmont's. We wanted to operate in all types of field conditions including heavily wooded and mountainous terrain areas. We also wanted to record the higher frequency information that is contained in the Pulse EM waveform. There are three reasons why we thought this high frequency information was important in survey applications: (1) Field tests conducted over massive sulphide bodies in the Arizona desert showed that the desert weathering process tended to break down the electrical contact between sulphide crystals. The net effect is to reduce the conductivity of a massive sulphide body, particularly narrow bodies or highly fractured sulphide zones. In order to detect such occurances the higher frequency information is essential. (2) We wanted to be able to detect occurances with sulphide content as low as 5% sulphides that are usually poor to moderate conductors. (3) We also wanted to be able to determine the presence and extent of surficial conductive formations and clay deposits since many airborne EM anomalies are caused by such bodies. If we have the capability of detecting and recognizing these formations we would be able to explain the airborne anomaly.

"The asbestos orebody is contained within ultrabasic rocks of Precambrian age, being located in the continuous permafrost zone of the Quebec Ungava Peninsula, some 300 miles north of the tree line at approximate latitude 61'49' and longitude 73°58'.The asbestos deposit is at the western tip of a folded ultrabasic sill complex which trends northeast and covers an elliptical area 4.5 miles wide by 15 miles long. Locally. the asbestos occurs in. a completely serpentinized dunite rock. The principal rock types in the vicinity of the ore-body originally consisted of dunite, peridotite and pyroxenite, all of which have experienced at least two periods of alteration, so that no fresh rock now remains.The main ore zone in the open pit is approximately one quarter mile in length, 150 to 200 feet in width, and plunges at 25 to 30 degrees in a northeast direction below surface, to a vertical depth of at least 1,200 feet, Consider¬able tectonic activity resulted in favourable structural conditions which culminated in the formation of the ore zone in its present form.The deposit consists principally of cross-fibre ""gash type"" veins which vary in length from several inches to several feet. The principal fibre vein direction is parallel to the dip of the enclosing serpentinized dunite and sill complex.Some of the problems encountered during diamond drill¬ing in permafrost are briefly discussed."

It was attempted to revitalize an old sulfide leach dump by increasing the oxygen content within the dump. Compressed air was introduced into the old dump. This was accomplished by drilling 300 foot angle holes into the dump surface with an Aardvark drill which holes are then cased with 1-1/2 inch perforated PVC pipe. Compressed air is injected through these cased holes during a 10 day rest cycle. The second case consists of bedding perforated polyethylene pipe at the interface between the old dump surface and the next Lift of a new dump. Compressed air is then blown through the bedded perforated pipe on a continuous basis while leach solution is applied.

Energy requirements for various pelletizing systems are considered from a fuel and power aspect, with the presentation of typical energy heat balance flow sheets. A partial calculation for the firing zone of a straight grate system is shown and a comparison of an actual measured and a theoretical-calculated heat balance for a grate-kiln is presented. The power used for each pelletizing system and future possible energy savings a1•e also reviewed.

Fundamental investigations were made on the treatment of slime and the chrysocolla flotation, both of which are urgent problems to be solved in copper oxide mineral flotation. Unfavourable effects of slime on flotation are caused by the slime adsorption at the air/liquid Interface as well as the slime coating on the mineral surface. The adsorption of slime at the air/liquid interface was measured by using various kinds of slime particles. As a consequence, goethite, bentonite and talc tended to adsorb markedly at the interface. As a desliming method, slime flotation with a polymer flocculant such as polyethylene-oxide prior to the ordinary copper oxide flotation was found to be effective. The use of both a copper-avid organic reagent and an alkyl xanthate was examined for a selective collection of chrysocolla through xanthate adsorption tests, chrysocolla float- abllity tests and flotation tests for synthetic and natural ore. The copper-avid reagents used were salicylaldoxime, 8- hydroxyquinollne and benzoin-a-oxime. As a result, the ad- sorption of higher xanthate such as amyl xanthate on chrysocolla as well as the chrysocolla-to-air bubble attachment was increased by the presence of a copper-avid reagent under suitable reagent addition and pH of pulp. Flotation tests for synthetic and natural ores confirmed that chrysocolla could be floated sufficiently and selectively with a copper- avid reagent like 8-hydroxyquinoline or salicylaldoxime with its subsequent collection by amyl xanthate.

Introduction The Utah Copper Division of Kennecott Copper Corporation will present its contribution to the A. M. Gaudin Flotation Symposium in four parts. The first two segments will discuss briefly the historical development of the Utah Copper Division and describe the ore body. The third segment will review the facilities and operating procedures for the Utah Copper division's newest plant, the Bonneville Concentrator. The fourth segment describes flotation process circuitry, including molybdenite recovery procedures, at the Arthur and Magna concentrators. (The Bonneville concentrator is a crushing and grinding unit and does not have its own flotation plant). I. Historical Development Progress through change has been the key to the successful operation of the Utah Copper Division for more than 70 years. As the original low-grade copper operation, the pressures to remain competitive and profitable have dictated the timing and extent of each change. Much of the change has occurred through technological and economic advancements in the area of ore concentration. The Utah Copper Division of Kennecott Copper Corporation had its origin June 4, 1903, when the Utah Copper Company was organized. The initial mill of 300 tpd (tons per day) capacity was built at Copperton a few miles below the present Bingham Canyon mine site. From 1904 to 1910, the Copperton mill was expanded to a capacity of 1,000 tpd, and all of the known apparatus for gravity concentration were evaluated.

The role of the precious metals is changing rapidly. They are becoming primarily materials of modern industry, and their decorative and monetary functions are diminishing in relative importance. Certainly gold is still the premier metal for jewelry, as silver is for silverware. But these uses are not growing nearly so fast as are the uses of these metals in a variety of industries. This is even more true of the platinum metals. Moreover, this is true despite the fact that the precious metals are highly expensive and liable to substitution by the base metals in cases where this is feasible. For the fact is that the physical and chemical properties of the precious metals make them relatively invulnerable to substitution; where they can be replaced by the base metals, they have been, and the opportunity for further substitution is, therefore, limited. SILVER In November 1969 the United States Treasury stopped minting the only remaining coin with any silver content. That was the silver-clad Kennedy half dollar, which had a silver content of approximately 40%. The step was taken out of necessity, because of the rising shortfall between world mine production and consumption. It was important to divert the 35 to 40 million oz of silver per year used for the minting of this coin into the open market, where it would be available for industrial consumption. This decision was important, not only for its practical effect but also for what it symbolized. Only four years earlier, in 1965, the Treasury had used 320 million oz of silver" for the full range of coinage. Now not an ounce of silver goes into the United States coinage. The reason is simple and yet complicated. For many years the U.S. Treasury had purchased silver at prices which provided a subsidy to domestic producers. As a result, silver producers were eager to sell to the Treasury, and that agency built up a huge supply of the metal -almost 2 billion oz by- 1961. But, as the free-market price neared $1.29, the basic melt value of the coinage, the Treasury became a seller of silver, not a buyer, and its stock was depleted rapidly. The Treasury lost more :than a billion ounces of silver in the years 1962 through 1965, and it continued to lose silver, both through coinage and through sales to consumers, through 1969. The Government continued to sell silver to consumers at the rate of 1.5 million oz a week, even after terminating the 40% silver Kennedy half dollar. The hydraulic movement of coal is here defined as the movement of all sizes of coal in pipes and open flumes, by gravity and against gravity. It is not restricted to coal which is in slurry form. In other words, it is not crushed to a size in the 8 to 20 mesh size range. The top size could be as high as 12 inches. The dewatering of coal which is transported hydraulically is carried out to restore the coal to a suitable form for further cleaning, or for transportation by other methods. The process involves complete separation of all the coal, wood and rock from the water so that the water can be recycled without undue damage to pumps, pipes and monitors.

Without insulation we could not survive on this planet. This may sound like a self-serving statement but it is a fact. The blanket of air which surrounds us is a very effective insulating blanket, allowing some shortwave solar radiation to warm us during the day while retaining the longer infrared radiation at night. Our life on earth is very much dependent on materials performing an insulating function without being thought of as insulation, clothing, fur, window glass, the ice of an igloo etc. The mechanisms of heat transfer involved in these materials are analogous to those involved in engineered insulations - Engineered insulations are designed for maximum effectiveness for given conditions within the applicable retraints. Engineered insulations are very effective! As an illustration let us consider this graph (Figure 1). It represents: 1. The radiative heat transfer between two 1 foot2 (0.0932) radiantly black surfaces, one at 100F (38C) and the other at the temperature indicated on the bottom scale. This does not include the convective and conductive heat flow of the air, both of which are significant but small in comparison. 2. The heat transfer resulting from the placement of 1 inch (25.4 mm) of insulation [10 pcf (160 kg/m3) ceramic fiber] between these two plates.

Calorimetric determinations of low-temperature heat capacities and the standard enthalpy of formation were made by the Bureau of Mines for aluminum sulfide, A12S3. The standard entropy (S°), enthalpy of formation (?Hf°), and calculated Gibbs energy of formation (?Gf°) at 298.15 K are 27.93±0.05 call deg-mole, -155.6±0.9 kcal/mole, and -153.0±1.0 kcal/mole, respectively.
