A seismic system which utilizes in-mine geophones to detect trapped miners has been developed. Tests at the Bureau of Mines Safety Research Mine at Bruceton, Pa., and at two operating mines indicate such a system has a maximum detection range in excess of 1,000 feet. The system is field worthy and portable and requires less than 30 minutes to set up and check. Real-time detection is possible.

This report describes the engineering feasibility and economic advantages of using a mobile bridge-type cross-pit belt conveyor system in conjunction with a large dragline to excavate and transport spoils in a typical Western surface coal mine. The studies show that such a system could be built to survive operational and climatic mining conditions, and that its implementation would offer a reduction in both acquisition and operating costs versus conventional mining units of comparable capacity. Reclamation costs can also be significantly reduced, and the total reclamation process accelerated, making the cross-pit conveyor system attractive to mine owners and environmentalists alike.

The present and future activity of western coking coals is discussed. A general description of location, quantity, and quality is used as a basis for discussing development, mining, and marketing problems facing these reserves. As the need for coke from the West increases, solutions to the present mining and transportation problems will be forthcoming. Improved mining and blending technology, coupled with a more economical transportation solution, must precede a rapid development of the West's coke reserves. Ever increasing demands on coke production enhance the prospects of an accelerated development of these reserves.

"Campbell mines has been in operation since 1948. Part of the process consists of roasting of a flotation concentrate which contains arsenopyrite.At present operation level the milling rate averages about 850 t.p.d. and about 48 t.p.d. of concentrate is roasted. The gas emissions at present contain between 3 and 3.5 t.p.d. of arsenic trioxide, about2 - 2.5 t.p.d. of particulate matter and between 19 - 25 t.p.d. of sulphur dioxide. The particulate is extremely fine calcine dust and it assays about 4 oz. Of gold per ton.Until 1974 the gas was discharged untreated through a 125' stack.UntreatedThe decision was made in 1972 to erect a gas treatment plant, construction ran through 1973 and operation began in 1974. The cost of the installation was about 1.3 million dollars.On investigation the process technology, it was apparent that the plant operated by giant Yellowknife for the same purpose was the model we should study. I would like to acknowledge the fine cooperation we had from giant, the plant that emerged is very similar to theirs and incorporates some improvements suggested by them and based on their operating experience.The plant is designed to remove arsenic and solid dust and it has no provisions to remove sulphur dioxide.We depend upon the 125' stack to assure adequate dilution. Because of the nearby airport the stack cannot exceed 125'. A stack burner is provided that can ""y used to heat the stack gas and carry it higher into the atmosphere when there is an inversion condition.The removal of arsenic from hot gas is fairly simple. The sublimation point is about 425°f, a few degrees above this point the arsenic is a gas and a few degrees below it condenses into a solid form. The arsenic could have been removed by simply dropping the temperature below the condensation point and collecting all the solids in a baghouse. This would have removed the possibility of recovering the gold in the calcine dust and would have produced an impure and more bulky arsenic material to be placed in safe storage. The decision was made to collect the solid dust in a hot electrostatic precipitator operating above the sublimation point and subsequently lower the temperature below the condensation point and collect the arsenic in a baghouse."

In the long range production planning at the Matsumine mine, a management target is to maintain a desired production rate and to keep fluctuations in copper and zinc grades within given allowable limits. A simulation model was developed to find, on a trial and error basis, how feasible and practical the target may be under certain constraints on the underground mining sequence. A number of simulation runs have been made to obtain the most suitable production rate for the long term. In this paper, an outline of the simulation model is described.

At first glance the staid Joralemon background does not seem to equate with the life of adventure that irresistibly called me for over 70 years. But my ancestors had their adventures too. My father's family were Dutch Reformed Protestants who had energy or daring enough to come to America to escape the Catholic persecution that followed the Massacre of St. Bartholemew. The first Joralemon came from Friesland to New Amsterdam m 1636, just after Peter Stuyvesant. My father's mother's family, the Berdans, were French Huguenots who came to northern New Jersey only a little later to escape the Catholic domination in France. Some say that the first Berdan to come to America was given all the land between the Passaic and the Hacken-sack Rivers by King James. Whatever, the Berdan family settled there and was able to make a scanty living by farming and selling their produce in Manhattan. The spirit of adventure in my mother's family was just as tenuous. Gamaliel Beaman was pastor of a shipload of Puritans who came to Massachusetts in 1636. Gamaliel's descendents were peaceful farmers and some ministers in New England and later New York State. They had got all of the adventure out of their systems in the long and dangerous voyage across the Atlantic to escape religious persecution. The Joralemons and the Berdans married into families that had been in America almost as long as they had. On my father's side the Berdans, Doremus, DeGreys, Vanderbeeks, and Varicks showed by their names their Dutch or French Huguenot stock. The only one who achieved any fame was Peter Varick, who was George Washington's military secretary during the American Revolution. After this he was nine times mayor of New York and was one of the founders of Kings College, later Columbia University. He was responsible for one of my few ancestral claims to distinction. The interfaces between the Broken Hill ore lenses and the enclosing wallrocks are, on a broad scale, parallel to metamorphic layering in the wallrock gneisses and quartzites. In detail, however, the concordant contacts are interrupted by piercement structures, formed by plastic injection of ore into the wallrocks during metamorphism.These discordant bodies vary from minor projections measuring less than I m long, to major ore shoots ("droppers") as much as 60 m long. The intrusive bodies consist of fragmented ore and wallrock in amatrix of recrystallised sulphides. Wallrock fragments have been altered to manganese-rich and calcium-rich mineral assemblages. The injected ore is enriched in sulphides compared with the parent ore, and there has been enrichment in a number of minor elements.Piercement structures formed during the waning phase of high grade metamorphism, when incompetent ore was injected plastically under pressure into the wallrocks, particularly at fold crests. Adjacent to the "droppers", retrograde schists developed as a result of shearing along the ore-wallrock interface.

8. Refuge Chambers 8.1 Refuge Chambers - Technical Discussion 8.1.1 Introduction As a part of the overall escape system, refuge chambers can provide a last resort when existing escapeways are blocked. These chambers are intended to provide both protection from toxic gases and a life supporting environment for a period of time before external rescue or further escape efforts can be carried out Escapeways may be blocked physically (due to cave-ins, etc), by fire, or by the presence of a toxic or oxygen deficient atmosphere. In the first two cases, the trapped miners would most likely await external rescue efforts, and hence the design of the chamber will have to consider the time durations that such efforts may take, It is also possible, in the second case, for fire fighting and fire protective equipment to be stored in the chamber so that miners may attempt their own escape. In the third case, it should be recognized that a compact, beltmounted 1-hour self-contained breathing apparatus has been developed(9), and that other, less compact equipment is available for up to 4 hours of self-contained breathing supply. If such equipment were stored in the chambers, then miners could escape by travelling from chamber to chamber, taking temporary refuge in each before proceeding to the next. 8.1.2 Background The concept of "barricading" has long been recommended for those emergencies where miners are trapped inby a fire. Barricading, which is the construction of a makeshift shelter in a crosscut or deadend, protects the entrapped miners from toxic gases and enables them to conserve a supply of air. In this manner, they can survive two or three days--hopefully enough time for them to be reached by rescue teams. In the past, many lives have been saved with this technique.

This Bureau of Mines study estimates typical capital investments, operating costs, and selling prices for two bituminous coal strip mines in the Eastern and Interior provinces and a subbituminous coal operation in the Northern Great Plains province. The annual productions were based on tonnage required to fuel a 250-million-standard-cubic-foot-per-day, high-Btu gas plant. The annual tonnage for the Eastern province mine is 4.8 million tons; for the Interior province mine, 6.72 million tons; and for the Northern Great Plains province mine, 9.2 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the terms of the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment varies: $65,137,900 for the 4.8-million-ton-per-year (MM tpy) mine in the Eastern province, $78,514,600 for the 6.72-MM-tpy mine in the Interior province, and $42,050,100 for the 9.2-MM-tpy mine in the Northern Great Plains province. Total capital investments for the Eastern province mine, the Interior province mine, and the Northern Great Plains province mine are $86,969,900, $109,378,500, and $78,543,500, respectively. Corresponding selling prices for the coal, per ton, are $6.94, $6.03, and $3.39, assuming a 15-percent discounted cash flow rate of return after Federal income taxes. These studies are considered typical for the areas involved. Costs will vary depending on specific locations in these areas.

INTRODUCTION Resources are not; they become (Zimmermann 100) . The companion concepts of reserves and resources appear, one way or another, in almost all considerations of mineral supply. Yet, no other concepts in the economics of the mineral industries have occasioned so much confusion. Whereas everyone agrees that in general the terms refer to the amounts of material that-depending upon technology, market conditions, and institutions-will become available for production in the near or more distant future, the apparent agreement disappears when we come to more specific definitions or to application of the definitions. Some definitions emphasize the physical aspects of reserves and resources, while others emphasize the economic. Some treat reserves and resources as fixed quantities, while others regard them as continually varying. Some consider that reserve and resource estimates have validity only for individual deposits, while others insist that they can be measured with sufficient accuracy for regional or national planning. This confusion in concepts that lies at the very heart of mineral economics is both strange and not so strange. It is common in the social sciences to find concepts that have been adopted into scientific jargon from popular usage and given rather special meanings -at the same time that they continue to be widely used without such qualifications. Psychologists have the same trouble with personality and sociologists, with community. Nevertheless, an attempt must be made to straighten out the various meanings of reserves and resources, or at least to clarify the conditions under which different meanings are applicable, before much progress in analysis of mineral problems can be expected. That is the objective of this chapter. Throughout the chapter, an attempt has been made to provide enough references to guide the interested reader to the most pertinent works on the concepts under study. However, even in a review article, it is no longer feasible to provide a comprehensive set of citations; there are simply too many. In many instances the works cited will themselves include the bibliographies needed to complete a literature search; those that are particularly useful in this respect are so noted. Research personnel from the Bureau of Mines, representatives of the Mining Enforcement and Safety Administration (MESA), and members of the mining industry met with other Government and Industry representatives at three seminars held in Pittsburgh, Pa., November 4, 1975; St. Louis, Mo., November 6, 1975; and Denver, Colo., November L1, 1975, to discuss the results of Bureau-sponsored research on coal mine illumination. The program, aimed at developing suitable illumination systems fur the working; places of underground coal mines, covered hardware development and field evaluation and the status of proposed MESA standards and proposed MESA enforcement procedures. "An attempt to review the recent literature on comminution reveals at once that the subject has many ramifications and that the applications are so diverse that there are very few general statements which can be made.It. seems reasonable to start classification on the basis of size of material as Input to the comminution process. However, we find that this can only be done in a very imprecise manner.The initial step of breaking rock from its natural state of very large pieces in geological formations into sizes suitable for processing is accomplished by blasting. This step in the process has not been ex-amined in this project except to note that great changes have been made during the last decade or so in the explosives used, and in the method of handling them. We should determine what effect changes in mining methods can have on the need for crushing.The second step in the process is usually primary crushing, performed by gyratory or jaw crushers. The largest chunk which can be fed to a jaw crusher depends on the size of the machine, and should be larger than the largest fragment produced in the miring process. It is obvious that the larger the crusher, the less care required in mining to en¬sure the absence of rocks too large to be crushed. The optimum size of crusher to minimize overall cost of mining and reduction is not at all obvious, and no information on this point has come to light in this investigation.It is rather generally accepted that size reduction is most efficiently done in small stages, and that different machines have different opti¬mum size ranges of feed. For example, crushers are preferred for sizes above about 1"", rod mills for the range between 1"" and 0.1"", ball mills are preferred from 0.1""down to perhaps 10 microns, and vibratory mills, or jet mills, below 10 microns."

Mount Isa Mines has been mining base metals since 1924. Annual production is currently 185 000 tonnes of crude lead, 207 000 tonnes of anode copper and 361 000 tonnes of zinc concentrate. This is achieved by underground mining of 11.7 million tonnes of ore followed by traditional flotation concentration and smelting operations.

The role of geology in coal exploration, mine planning and mine development has, in the past, been relatively small. The primary reason for this lies in. the simplicity of geologic concepts that were necessary to bring these operations about. These concepts can be briefly stated as follows: 1) coal occurs in the beds or layers and is overlain and underlain by shales, sandstone or limestone in varying porportions, 2) each coal bed has been given a name and certain quality characteristics can often be associated with a named bed and 3) coal beds (and their adjoining rocks) are often folded into broad anticlines or synclines and, in some places, displaced or faulted. In actual practice, however, these simple principles have been found wanting. Thickening, thinning, pinch outs or changes in coal quality occurred but the occurrence was apparently unpredictable and the only real solution to such problems seemed to be practice and experience. This combined with ingeneous engineering solutions have provided answers to most questions. Perhaps a more fundamental reason that geology could offer so little input to coal mining is that the thickest, most persistant and best quality coal seams followed the above stated rules fairly well. In many areas, however, such seams are now nearing exhaustion and the increased demand for clean, non-polluting, safe energy is quickly bringing a need for techniques of exploration and mining procedures that will make development of formerly unminable seams a profitable venture. For the past 20 years some considerable body of knowledge has been added to the framework of the geology of sedimentary rocks and it is the purpose of this paper to present some of these newer ideas that will be useful in solving some of the present problems of coal exploration and development.

This paper is a summary of the general theory of sampling published by the author in 1975. Sampling is a random process and its the- ory is a study of the, numerous errors liable to take place in the course of its realization. A complete sampling scheme is a sequence of sampling (proper) and preparation stages . At each sampling stage, the (total) sampling error EE is the sum of seven inde- pendent errors : - Weighting error ED resulting from the non-uniformity of the density or rate-of-flow of the sampled material. - Integration error EI1 resulting from the long-range distribution heterogeneity of the sampled material. - Periodicity error EI3 resulting even- tually from periodic quality variations of the sampled material.

A novel process is described for the selective flotation of scheelite from low-grade (- 0.5% W03) tungsten ores having appreciable quantities of calcareous and siliceous gangue minerals. Specifically developed for the Tempiute, Nevada facility of Union Carbide, the process yields tungsten concentrates exceeding 15 percent W03 with at least 85 percent recovery. This condition was not achieved through conventional processes. This process consists of conditioning the ore pulp with judicious amounts of lime, followed by soda ash and sodium silicate as modifiers. The scheelite is then floated using a mixture of oleic and naphthenic acids as collector. Contrary to the common observation as to the deleterious effects of calcium in fatty acid flotation systems, lime addition is found to be beneficial in achieving satisfactory results. The process has also shown excellent results on a Brazilian scheelite ore.

This Bureau of Mines publication reviews current recycling trends in the United States. Although near-term prospects are poor for recycling most present wastes, urban refuse is an important exception. Such wastes comprise a mine above ground, and much less processing energy is normally required to recycle the constituents of urban ore than to obtain them in equal amounts from natural raw materials.

The coal industry in the United States has undergone significant economic changes during the past six years. The price of coal remained relatively constant from 1950 to 1969 (See Figures 1 and 2). Steam coal prices tripled and metallurgical coal prices doubled from 1969 to 1974. This price structure has created a new economic environment for coal preparation. Contributing factors to these price trends include: ? Coal Mine Health and Safety Act of 1969 ? Mid-East oil embargo of 1973 ? United Mine Workers of America contract agreements ? Productivity decrease (tons per man-day basis) ? Environmental Protection Agency regulations The increased value of coal justifies additional capital investment in cleaning facilities to optimize yield. Current trends include recovery of existing slurry ponds and recleaning of refuse. Coal preparation plant product yield and quality must be evaluated in terms of the amount of capital expended and cost of operation. Therefore, it is advantageous to optimize the plant product based on clean coal selling price and rate of return on investment.
