INTRODUCTION Pyrite responds to the flotation reagents normally used in sulfide flotation systems. For example, it is well known that xanthates are good collectors for pyrite, and cyanide, sulfide and hydroxides are depressants. The particular response of pyrite to these and other reagents is used to advantage in several areas. By careful control of depressant and collector additions, pyrite can be separated from other sulfides by flotation. This is of obvious importance in base metal sulfide flotation where pyrite depression is often required to produce a marketable grade concentrate. Flotation of pyrite has long been employed in gold ore processing, and it appears that pyrite flotation from coal may become important in the future (1). It is probably a direct consequence of this relative ease of separation, plus the low economic value of pyrite, that detailed investigations on the chemistry of its flotation and depression are relatively limited. Gaudin (2, 3, 4) and others, in the mid-1950's published data on the flotation of pyrite, but detailed or consistent mechanisms were lacking. In 1955, Sutherland and Wark's book (5) was published, in which a large , amount of empirical information, especially earlier work of Wark and Cox, was presented. More recently, in 1968, significant contributions have been made by Fuerstenau et al. (6, 7) and Majima and Takeda (8). These papers introduced electrochemical explanations of the effects observed with xanthate and cyanide ions.

Mineral policy in Canada has been in a state of transition and change over the past several years. 1976 has witnessed some settling of troubled waters and the pattern of the currents of change is becoming more clear. The provinces play a key role in this process and have provided much of the thrust for new initiatives. On the other hand, the federal government in Canada in recent years has taken a much more active interest in mineral affairs than previously and has asserted its powers on a number of key policy questions. Some of the initiatives from the two levels of government in Canada have come into conflict with each other and, thus, contributed materially to a state of affairs that includes change, uncertainty and conflict.

Current mineral industry trends toward handling the high tonnages of lower grade ore and tailings retreat lead to a continuing need for large volume flotation cells. The benefits which accompany the larger cell flotation circuit include reduced capital cost, less mill floor space, reduced operational complexity, and less maintenance, provided the metallurgical performance and solids suspension capability of the cell are not compromised. This study reviews development considerations pertinent to large mechanical air induction type flotation cells from the standpoint of cell internal hydrodynamic characteristics and metallurgical performance. While the importance of process related factors such as chemical usage, pH control, solids size and loading, and circuit arrangement cannot be denied, this study will emphasize the relationship of cell size (volume), mechanism geometry (impeller diameter), and mechanism operating conditions (rotor speed and submergence), to air transfer, liquid circulation, liquid "rise velocity" and mechanism power draw. Specific hydraulic performance maps for large capacity 300 and 500 cu ft flotation cells will be reviewed in terms of the relationship between the operational variables and the air and liquid flow conditions within the cell. Metallurgical results, obtained under plant operating conditions for 300 and 500 cu ft cells, are included to illustrate the metallurgical performance similarity of flotation cells which follow hydrodynamic scale-up criteria set forth in this investigation.

The effect of a surfactant, designated Syntex, on the wetting and spreading of hydrocarbon oil on molybdenite surfaces (faces) has been investigated experimentally through measurements of zeta potentials and factorially designed flotation tests. These studies indicate that Syntex has a positive effect in increasing molybdenite recovery in the rougher flotation circuit at the Climax mill. The analysis of experimental data using DLVO theory shows that the controlling factor in determining the magnitude of the repulsive energy barrier preventing oil from wetting and spreading on the molybdenite faces is the MoS2 zeta potential and the vapor oil droplet size. The role of Syntex in this case seems to be related to the decrease and stabilization of MoS2 zeta potential by Syntex adsorption and also to the emulsifying action of Syntex on vapor oil to provide a more favorable oil particle size.

"In the 1960’s, when large flotation machines appeared on the market, this was a part of a world-wide trend towards the use of ever larger machine units.One factor that has played a decisive part in this development is the increased of the amounts of ore that have to be handled as the exploitation of successively poorer ores becomes necessary. The advancing application of instrumentation and automation has worked in the same direction.In 1970, a working group was set up within Outokumpu Oy, for the purpose of flotation machine development. The principal task of this group was to be the design and development of- a new type of rotor of increased efficiency, especially for the dispersion of large amounts of air- a mechanical-pneumatic flotation machine of substantially larger size that existing plant.This development project required an extensive program of theoretical investigation and experimental studies at several concentration plants of the company.The commonest flotation machine presently used in the concentration plants of Outokumpu Oy is the VK-3. It is of the mechanical-pneumatic type, and the volume of its cell tanks is 2.5 m3 per shaft. This machine was developed within the company, and its first development phase i s represented by the OKKO 3, built for the Kotalahti concentrator in 1959. It was, in its time, comparable in volume to the largest machines that were then in use anywhere in the world."

Pneumatic stowing is commonly employed in European coal mines, but is not used in the United States. This paper reports a study conducted to analyze the conditions under which pneumatic stowing might be advantageously used and the techniques and costs involved in order to effect this. Although stowing may reduce the subsidence in a mining area, this does not entirely eliminate the surface damage. Besides, the cost of stowing will run about $1.50 to $3 per ton of coal mined not including the cost of fill material, if it has to be bought and transported to the mine. Stowing my, however, be economically viable under special circumstances such as in thick, steep, or contiguous seams.

Up to the middle of 19 14, when I had reached what seemed like the advanced age of 30, I had enjoyed far more than my share of success and a lot of minor adventure. But the exciting experiences in distant lands that Soldiers of Fortune had made me long for had not yet materialized. And I had not accomplished the two goals that Mrs. Hughes' geography class at Belmont had set up for me. They were to see In its tropical home the enormous yellow bill of the toucan bird and to ride on a straw "bolsa" on Lake Titicaca. These aims were gratified In the next five years that were the epitome of "romance" in its German connotation of facts seen through the rosy glasses of imagination. Dr. Louis Ricketts was to a large extent responsible for my opportunity. I had been lucky enough to do a lot of work for and with the Doctor, as he was affectionately called by the mining men of the southwest. My association was in connection with his work with John Greenway on the complex metallurgical problems at Ajo. Soon after the Ajo investigation Ricketts had been made chief consultant for the Anaconda Copper Co. When Anaconda decided to undertake a cam- paign of exploration of the west coast of South America Dr. Ricketts thought of me and arranged with Greenway to give me a leave of absence from my Calumet and Arizona job. It took three days in New York in June 1914 to arrange the expedition. Ben Thayer, executive vice president of Anaconda, did most of the planning and I was to report to him. T.H. France, a 45-year-old mining engineer who had been driven out of Mexico by the Madera Revolution, was to accompany and help me. He spoke excellent Spanish and his years of Mexican experience had taught him how to get along with Latin Americans. He went ahead to Bolivia, our first target, to get an idea of the country and the problems. This was lucky as I hardly knew where Bolivia was.

Subsequent to extensive laboratory testing, a pilot plant was constructed to further evaluate the process for high temperature copper cementation on iron in continuous operation. The plant was designed to produce 1 to 10 tons of copper a day depending on the copper concentration of the pregnant solution. The energy required to operate the plant was very low as virtually all the solution heating requirements were supplied by the exothermic cementation reaction. The results demonstrated that this, process has potential for commercial application with respect to operating considerations, and yields a copper product in excess of 95% copper at high reaction rates, low iron consumption, and at least 98% copper recovery from solution.

The implementation of the Mining Further Amendment) Act, 1970, and later the Coal Mining Act, 1973, placed a requirement on the Department of Mines to accept an initiative in relation to coal exploration and coal mine development which does not apply in the case of other minerals. It is necessary to consider the exploration of the total coal resources of the State when considering exploration rather than one individual basin or deposit. If the level of knowledge of the coal resources in these basins is considered in relation to their potential for development it is possible to allocate broad scale priorities to their assessment. Due to the enormity of the task which involves a conservative estimate of in excess of 400 000 m of drilling to reach a broad reconnaissance level of understanding the involvement of industry with the Department in the exploration programme is necessary. At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.

The Bureau of Mines conducted a field study to investigate thin suppression of respirable dust by water sprays on a continuous-mining machine. Determining the importance of the top and bottom sprays for two types of spray nozzles was emphasized. Results showed, at a 90-pct confidence level, that (1) at least 70 pct of the dust was generated during the sump cut, even though nearly half of the coal was mined during the downshear operation, (2) the water sprays on the top of the boom had little effect in suppressing respirable dust, and (3) B.D. 5 spray nozzles mounted beneath the boom reduced dust at least 33 pet more than B.D. 5 sprays mounted on top of the boom. A single-cut technique was developed that gave good reproducibility for replicate cuts (coefficient of variation of 20 pct).

A method was developed to quantify the three mineral species, sphalerite, galena, and pyrite in seven concentrator products. Intermineral effects were studied and a statistical analysis was undertaken to assess the accuracy and reproducibility of the method. The method is both rapid and suitable for plant control purposes. Furthermore, it requires only semiskilled laboratory personnel to carry out all the analyses.

Coal produced from surface mines in the Western United States is becoming a more important part of this nation's economy as other types of fuels become scarce. This paper reports the investigation of alternative methods of handling the parting between two coal seams. The results of this investigation are presented as the engineering-economic aspects of alternative parting handling methods involving stowing or back filling techniques. The coal and parting characteristics were selected as being representative of those under consideration or actively mined in the West. The basic philosophy of evaluation is to establish a mine-within-a-mine where equipment selected for minimal capital investment can remove the parting and second seam nearly independent of the ongoing, present production. With proper consideration of design, this parting-coal removal is evaluated as a second operation within the first and has its own profitability measure. The Fort Union Area of Montana, Wyoming, and the Dakotas contains large reserves of low sulfur sub-bituminous coal. In many locations, several coal seams are close to the surface and are separated by relatively thin layers of parting. The removal of overburden and the mining of the upper seam is accomplished effectively with conventional mining methods and equipment. Mining a second seam of coal and handling the parting in accord with economic and environmental controls presents a number of problems. Typically, mining companies have adapted the conventional strip mining techniques used in the East. However, the extreme thickness of the western coal seams offers alternative mining method possibilities for parting and second seam removal.

In 1974, Brunswick Mining and Smelting Corporation Limited started a 48 million dollar expansion programme at their property in Bathurst, New Brunswick. A portion of the expansion plans includes a 26 foot diameter 4,525 foot deep shaft, underground crusher and conveyor excavations and lower level access development. J. S. Redpath Limited was awarded the contract for the new shaft and associated rock work in May 1974. Brunswick Mining and Smelting Corporation Limited, a member of the Noranda Group, operate this 10,000 ton per day lead, zinc, copper plant with proven reserves in excess of 90 million tons. While most of the ore is provided by the underground operation at the Number 12 ore body, some tonnage is produced from the open pit at the Number 6 ore body. Long range plans indicate a phasing out of the open pit and an increase in production from the underground operation. Existing facilities at the underground mine could not provide additional tonnage, thus the requirement for a new shaft. (Figure 1) The new shaft will also provide access to ore below the 2,800 level which is currently the bottom level of the existing facility. The contract called for sinking a 26 foot inside diameter, nine compartment concrete shaft 4,525 feet deep (Figure 2). Station access and ramp development from existing workings would be required to the bottom of the new shaft. In addition, development work for new crushing and conveying facilities was needed simultaneous with the shaft sinking.

RENEWABLE VS. NONRENEWABLE NATURAL RESOURCES Nonrenewable resources, such as minerals, are the inevitable center of attention in discussions of depletion and exhaustion. Nevertheless, it may well be proper to regard some nonrenewable resources as not subject to exhaustion, and renewable resources may sometimes be treated as if they were finite stocks. Thus, the availability of nonrenewable resources is not and probably never will be known completely Chap. 2.5A, and therefore is not subject to firm predictions concerning exhaustibility. Moreover, because exploration and discovery are more or less continuous processes it is often appropriate to regard mineral supplies as flows, and to treat the estimated reserves as working capital, an inventory, continually depleted by use and augmented by discoveries.23 The aggregate economically exploitable stocks of a given mineral are seldom estimated (or estimatable) with precision, as Chap. 2.5A shows, and even when they are, forecasts concerning years of remaining life can be and often are falsified by changes in one or more of the multidimensional conditions of supply and demand; or the productive services formerly derived from an exhausted stock may continue to provided without material impairment by one or more substitutes b Conversely, the renewable resources are all subject to depletion when the rate of use exceeds the natural or induced rate of replenishment, and cases of exhaustion or near exhaustion, as through soil erosion, overcuttmg of forest lands, and overfishing, are rather common c Where exhaustion is a clear possibility the resource may either be exploited on a consciously adopted "sustainable yield" basis or be treated as an exhausting asset." Chemical and physical properties of thiol collectors are reexamined to compare the prospects of heavy metal-thiolate or disulphide surface reaction products acting as actual collector species. Recent evidences for the existence and importance of each of these types of adsorbed species on sulphide minerals are also discussed. A conclusion is reached that partial coverage by chemisorbed heavy metal thiolate is often sufficient to confer practical levels of hydrophobicity and floatability. Only on a few highly conducting and "noble" sulphides does adsorbed disulphide-type collector oxidation product appear to be significant.

Phosphorus is essential to all life processes and therefore to the existence of man. In this role, there are no substitutes for phosphorus. In a commercial sense, phosphorus and its compounds are important to our entire economy, both in agricultural and in nonagricultural applications. The world's phosphate requirements are met by mining phosphate rock. Two general types of phosphate ore deposits are commercially important-igneous and sedimentary. Igneous deposits generally are more difficult and more expensive to mine than sedimentary deposits and are of importance mainly in the USSR, North Vietnam, and South Africa. Approximately 15% of current world production comes from these deposits. Over 80% of world production is from the pellet sedimentary deposits of Florida, North Africa, and elsewhere. Guano, the second type of sedimentary deposit, is produced in South America but is declining in world importance. Production Production of phosphate rock was reported in 31 countries during 1972. However, about 80% of world output is produced in three countries: the United States, the USSR, and Morocco (Table 15.2A.1). Throughout the past 20 years, between 75% and 80% of world output has been produced by these three leading countries. Between 1948 and 1972 world production increased at an average rate of 10% per year, from 21.5 to 103.9 million tons. Growth was quite steady at 6% per year through 1963, but in the 5 years from 1963 to 1968 production increased 11 1/2% per year. Since 1968 production has increased about 91/2 % annually. Since 1948 several new phosphate mining ventures have been developed in Senegal, Togo, Israel, and North Vietnam. In the same period, only one important phosphate deposit, on Makatea Island, has been mined out and closed. A number of other phosphate mining ventures are in various stages of planning and development. The most important new venture in phosphate mining is in the Spanish Sahara. New mining capacity is expected also in Syria, and serious investigation is in progress in Peru, India, Turkey, and Australia. Major expansion of existing operations is expected in Morocco, Russia, Tunisia, Israel, and Jordan. Consumption Historical data on world consumption of phosphate rock are not available in detail, but world consumption of phosphate has closely paralleled world production in the past two decades. The United States is the world's largest user of phosphate rock, accounting for 30%

The Bureau of Mines conducted research in an attempt to provide a more sound basis for recommending improved artificial support during deepening of the main shaft of the Lucky Friday mine in the Coeur d'Alene mining district of northern Idaho. Field measurements of closure across the short axis of the 13-by 26-foot shaft were as high as 16 inches. Elastic/plastic finite-element (F/E) analyses were made, reducing the values of large-scale in situ rock mass properties until field closure measurements generally corresponded to displacements in the F/E analyses. Resulting plots of rock mass displacements, stresses, and areas of plastic failure display the results of creating openings (shaft, in this case) in deep mines in difficult ground conditions requiring artificial support.
