To provide data as a basis for proposed acceptance standards and procedures covering permanent splices in trailing cables, the Bureau of Mines conducted testing programs on the flexure life in flat types W and G dc trailing cable splices and ground conductors. Primary reliance was placed on laboratory testing, although some cross comparisons were made at manufacturers' plants and mine operations Besides providing data for acceptance standards and procedures, results of the program should promote the general improvement of commercially available splice kits.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision; making while recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds

Surface mining of coal in the South developed into a major industry during the 1960's. The economic significance of the industry is much greater than is readily apparent when one considers only the value of the coal mined. The abun-dant supply of relatively inexpensive steam coal for electric power generation that has been derived from the surface mines has provided the foundation for the industrial expansion that has occurred throughout the South. The region, in gen-eral, has enjoyed the benefits of plentiful low cost electric power. However, re-cent political decisions, at all levels of government, threaten to destroy or severely curtail the surface mining of coal and eliminate the economic advantages once enjoyed by the region. These political decisions are rapidly changing the basic rules of operation and fundamental economics of surface coal mining. Recent changes, resulting from the enactment of environmental and health and safety laws and various bureaucratic rules and regulations, have had a three-fold effect: 1) Greatly increased operating cost, 2) increased lead times for mine development, 3) limited potential reserve base for future mining. Also current legislative proposals are casting a shadow of uncertainty over the future of all coal mining operations that has created serious delays and in-creased cost for the expansion of the coal industry necessary to meet our project independence goals. Technology Surface mining is the safest and most economical way to produce raw materials from the earth's crust. It also affords a more healthier working environment for the individual miner. The Greenwich Collieries Co. is a subsidiary of the Pennsylvania Mines Corporation, and a wholly owned subsidiary of the PP&L Co. which serves the northeastern portion of Pa. PP&L annually consumes about 11 million tons of coal per year and is the largest consumer of both bituminous and anthracite coal on the eastern seaboard. Development work for Greenwich started in 1969. The coarse coal plant was constructed in 1970, with the raw fines bypassed. This worked very well for our requirements at that time; however, the Greenwich mining plans were extensively changed, longwall mining units were installed and low coal was encountered, resulting in dirtier coal, a finer coal and an ever increasing ash in the shipped product. All this demanded a more efficient ash removal process for the fine coal fraction. In 1971, the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency were pushing for the now stringent sulphur emission limits at our power plants. The Greenwich Mine coal reserves contained large quantities of 3.5 to 4% sulphur along with some low sulphur reserves. It was, therefore, essential that any new plant have the capability of efficient sulphur removal to meet the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency required limits. To meet these limits our design would have to be capable of producing a product of 2.0% sulphur or less.

In Situ leaching for the recovery of uranium from low grade sandstone deposits is one of the newest technological advances in the mineral industry. It is rapidly developing into a commercially feasible mining system which has economic, environmental, and social advantages over conventional mining systems. Because of the current uranium shortage, development of In Situ leaching into a sophisticated system has gained new impetus. In Situ leaching will become an important mining technique in the future, which will greatly help to supply uranium for our nation's energy heeds. In this paper, I will be giving an overview of the merits of the system, as well as the technology, problems, and research in solution mining of uranium.

The known northern ore zones of the New Lead Belt of Southeast Missouri extend to the drainage divide between the Meramec River draining north and east and that of the Black River draining southward. Intensive geochemical studies related to the environmental impact of the new mining area have been carried out in the vicinity of some of the newly developed mines, mills and smelter complexes (Bolter,1970; Gale, et al, 1973; Wixson, et al, 1969, 1977). Other investigations have related to fringe studies of the Northern New Lead Belt and the possible additions of heavy metals to the surface waters, stream sediments and selected aquatic life (Proctor, et al, 1975, 1976). Similar studies have been completed in the Joplin area in the Tri-State district, and in the fringe area near Springfield, Missouri (Proctor, et al, 1974). A surface geochemical study is currently underway on the lead-zinc-copper-cobalt-nickel province near Fredericktown, Missouri (Proctor and Sinha, 1977). This report summarizes some of the distribution patterns of heavy metals in the waters, stream sediments and selected aquatic life in the Upper Meramec River drainage basin just north and west of the known northern portions of the New Lead Belt of Southeast Missouri. The region studied includes the site of the proposed and somewhat controversial Meramec Dam and the reservoir site behind it. Some 3905 km2 (1508 mi2) are included within the drainage basin of the Upper Meramec River. Six distinct drainage areas are included within the drainage basin; 1) a combined, lightly industrialized and farm area around Rolla and Salem, Missouri representing the Dry Fork drainage; 2) a primitive, mostly forested area with some farms and cattle rancheseast and north of Salem, Missouri comprising the Upper Meramec River

An economic simulation model was developed to predict the amount of copper recovered from copper oxide deposits and the cost of producing it as a function of the deposit parameters. The economic simulation model includes models of fragmentation design and cost, copper extraction, solution distribution and recovery, effluent solution cutoff grade, and financial analysis. Cost and price indices were also developed to evaluate the economic feasibility of in situ leaching operations as a function of their starting date. Application of the models to various properties having the same area and different ore thickness shows that the effluent solution cutoff grade does not vary with the ore thickness nor with its grade. The percent of copper recovery is, however, shown to increase with the increase in the ore thickness and is independent of the ore grade. it is also shown that while the profit per unit of extracted copper increases with the increase in ore grade or ore thickness, the rate of return on total investment does not show any correlation

INTRODUCTION The Washington Camp - Duquesne mining district is located on the east flank of the Patagonia Mountains, 98 kilometers south of Tucson and within 5 kilometers of the International border (Figure 1). Since the development of high-grade silver and copper ores by settlers in 1862, the Washington Camp - Duquesne district has yielded an estimated 450,000 metric tons of ore. The mined ores averaged 8% zinc, 2% copper, 3% lead and 124 grams of silver. REGIONAL GEOLOGY The Patagonia batholith, of Laramide age, crops out in the core of the Patagonia Mountains intruding Precambrian granite, Paleozoic sediments and Mesozoic igneous, volcanic and clastic rocks. This granodioritic batholith lies in a northwest-trending zone of Laramide plutonic rocks, which can be traced for a distance of 320 kilometers from the Nacozari district in Sonora, Mexico to the Silver Bell Mountains west of Tucson, Arizona. Several major porphyry copper systems occur within this plutonic belt including the Red Mountain deposit found at the northern end of the Patagonia Mountains. Data from more than 80 mineral deposits within the Patagonia Mountains show metal zoning symmetrical to the Patagonia granodiorite (Graybeal, 1975). Disseminated copper-molybdenum deposits occur within the batholith. Pyrometa-somatic, limestone replacement and vein deposits of copper, lead, zinc and silver occur in the wallrocks adjacent to the. granodiorite and epithermal manganese-silver deposits occur at the outer periphery of economic mineralization. GEOLOGY OF THE WASHINGTON CAMP - DUQUESNE DISTRICT Stratigraphy Nearly 900 meters of miogeosynclinal Permian and Pennsylvanian sediments are exposed in the district (Figure 2). In addition, 700 meters of older Paleozoic rocks crop out 6 kilometers north of the district. The Paleozoic rocks occur in fault contact with a sequence of Triassic-Jurassic pyroclastic and flow rocks, ranging in composition from latite to rhyolite.

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) held public hearings in early 1975 on proposed standards for exposure to inorganic arsenic. The findings obtained at the hearings will be considered to promulgate emission standards. Domestic Production.-Arsenic trioxide (As203) was produced domestically only at the Tacoma, Wash. copper smelter of ASARCO Incorporated. Production data cannot be published. Output rose 9% over that of 1974, shipments were less than half those of 1974, and stocks rose 31 %. Production of arsenic metal, begun by ASARCO in August 1974, continued in 1975.

Stringent environmental regulations, which have limited the use of sludge ponds, coupled with the economic incentive to clean more 'coal or to add fine coal cleaning additions to existing preparation plants have increased the use of static thickeners in preparation plants. The Lamella Gravity Settler, sometimes de signated Lamella Thickener, is a shallow depth sedimentation device which has been applied in a variety of industrial process and wastewater control projects in place of the conventional raked thickeners. This paper presents the theory and design of the La-mella Thickener, as well as describing the operating results from several full scale installations in a variety of Appalachian preparation plants.

Of many physical parameters critical to design of grinding processes, impact of grinding media is among the most difficult to measure or predict. Yet impact of falling grinding balls, pebbles, or rods accomplishes the fine grinding essential to metallurgical recovery of most important minerals. Unfortunately, the same impacts that break ore fragments deform or crack grinding mill liners. A project was undertaken at Climax Molybdenum Company to measure impact forces in operating ball mills so that they might be used to calculate stresses in liner materials and be correlated with service performance of mill liner alloys. Towards that end, a method of measuring impact forces on ball mill liners using an instrumented grinding ball has been developed. Preliminary tests show that impact forces and contact stresses imposed on bare mill liners are quite high but are greatly reduced by cushioning when coarse ore particles are crushed between balls and liners. Compressive and shear stresses induced in liners not protected by coarse ore are so severe that deformation or minute subsurface cracking are inevitable in all but the small production grinding mills, regardless of mill liner alloy strength or hardness.

The chemical composition of the Pennsylvanian Bethany Falls Limestone Member of the Swope Formation was investigated using optical emission spectroscopy and both flame and flameless atomic absorption spectroscopy. Elements determined were Ca, Mg, Fe, Mn, AI, Si, Na, K, P, Ti, Zn, Cd, Ni, Co, Cu, Pb, Cr, V, and Mo. Over 100 samples were collected from active quarries along a 320-km-long (200-mile) outcrop in northwestern Missouri. Intervals were sampled representing uniform lithology to determine vertical and lateral geochemical variation. The Bethany Falls Limestone is the most extensively quarried Pennsylvanian limestone in Missouri. In 1975, 42 active quarries produced almost 5.4 million tons (6 million st) of stone valued at over 15 million dollars.

Due to improvements in the safety of other aspects of mining (primarily in roof control), haulage related accidents, particularly rail haulage accidents, are about to become the most common category of hazards causing death and injuries to underground coal miners. The major causes of these accidents are collisions between vehicles, men caught between rib and trip or between cars, derailments, and runaway cars. Such hazards can be greatly reduced if the motorman has the capability to selectively couple and uncouple cars from the cab of the locomotive, to transmit braking intelligence to the coupled cars, to determine if the trip is intact, and if brakes are automatically applied in any uncoupled car. These capabilities can be provided through an improved coupler system, designed and built by Foster-Miller Associates under a Bureau of Mines contract. Early in the program, a survey of rail haulage patents and literature was conducted. Manufacturers of couplers, mine cars and braking systems were contacted and information relevant to the remote control mine haulage application was collected. From this information evolved a working specification and a design concept. The key elements of the specification, shown in Table I, are the result of a detailed tradeoff study and considerable thought given to the specific problems encountered in the mining environment. A brief explanation of each element is as follows: Automatic Coupling - The couplers operate similarly with most already in underground use - they latch together when a trip is backed into a car intended for coupling. Remote Uncoupling - From the locomotive, the motorman can decide how many cars are to be uncoupled, operate the appropriate controls, and the desired coupler is opened.

The Bituminous Coal Mining Industry of the Federal Republic of Germany produces nearly 100 million t/yr of clean coal. The largest coal mining area is the Ruhr District with dimensions of 100 x 40 km (65 x 25 miles). Figure 1: Here is the general administration of Ruhrkohle Akteingesellschaft RAG with its three divisions. Other coal mining areas in Germany are the Saar District and the Aachen District. Ruhrkohle produces 70 million t/yr of clean coal. The company operates 28 mines in the Ruhr District with an average raw coal production of 18000 t/day. Their average mining depth is 831 m (2740 ft.) and the average seam thickness is 177 cm (70 in.). Figure 2: Preparation plant reject is 44.6%. All following production figures will be with reference to raw coal because the raw coal production is the technically relevant number. Mining operations are mainly in non-dipping coal deposits whereby mechanized equipment for flat seams is also applied to deposits dipping up to 45? Coal extraction is done exclusively by the longwall method. Approximately 200 longwall installations are in production at any time. The average longwall length is 221 m (730 ft) ranging between 140 and 290 m (460 ft and 960 ft). The average longwall advance of all operations is 2.8 m/day (8.4 ft per day). Average production

There are three broad categories in which most solvent extraction technology can be distributed?: 1) reagents, 2) equipment, and 3) systems. Reagents which are now used in commercial solvent extraction plants are of many chemical types, and each possesses certain properties which make it more economically desirable than another alternative. The equipment which is' used in solvent extraction plants for contacting the organic and aqueous phases and separating the same is varied. Most common to the industry is the mixer-settler unit which in itself, can be of varied design; but many new innovations in contacting and separating equipment have been recently introduced or are :now being studied. Each specific solvent extraction application will often dictate the type of contacting and separating equipment used. Obviously, the trend is toward smaller less expensive equipment which reduces the often expensive organic inventories necessary for most solvent extraction plants. The current thrust of .investigations in ancillary equipment is usually aimed at recovering organic from solvent extraction sludges or from aqueous streams exiting the process.6 This type of equipment helps to reduce the total organic losses from solvent extraction plants and thus reduce the operating costs. The term "systems" in solvent extraction applies to the manner in which a solvent extraction process is carried out. This manner is usually dictated by the properties of the reagent which is used, and it involves a tailoring of the equipment or the process flowsheet. Some of the things which can be tailored are: 1) The aqueous media -whether acidic or basic and what type of acid or base 2) Counter-current or single stage (co-current) contacting 3) EMF or pH control 4) Organic "crowding" alternative 5) Heating or cooling process streams Regardless of the type or extent of tailoring, efforts to do this are usually a result of the low cost of solvent extraction as a unit process.

A model has been developed for the per iodical maintenance of bins used for hydraulic hoisting in mining of steeply inclining coal seams. This model gives a control plan for hoisting, bin switching and bin maintenance on a regular schedule.

The trace element geochemistry of the cherty, clay-rich carbonate residuum. Covering much of southern Missouri and adjacent parts of Arkansas was investigated during the early 1970's as part of a statewide geochemical survey of Missouri-1/2/3 The study was environmentally oriented and focused on the character of the "natural' geochemical environment of the state. A great deal of effort was made to collect samples that would represent the geochemical variability of the near-surface environment in an unbiased way. In general, this was accomplished by use of randomization procedures in both collection and analysis. Most of the sampling sites were selected randomly to prevent personal bias from entering into sample selection. In the laboratory, samples were analyzed in a randomized sequence to circumvent the effects of any systematic bias that may have entered into the laboratory procedures. Several residuum samples contained 1 000 parts per million (ppm) or more of Pb, Zn and Ba. All these samples were collected in Washington County in or near the barite district. The frequency distributions shown in figure 1 indicate just how unusual the residuum in Washington County is with regard to these three metals and copper. The shaded parts of the histograms represent the samples from Washington County. The histograms are based on analyses of 141 samples from 38 localities scattered over the subcrop of the Cambrian and Ordovician Formations of southern Missouri and northern Arkansas. Eight localities were selected randomly from over each of four bedrock units--Bonneterre Dolomite, Potosi and Eminence Dolomites, Roubidoux Formation, and the Jefferson City, Powell and Cotter Dolomites. Six localities were selected randomly from over the Gasconade Dolomite. The geochemical "background" for these elements in residuum is defined by samples from outside of Washington County (unshaded part of the histogram); lognormal distribution curves have been fitted to the corresponding parts of each histogram. An inventory of the mineral resources of a region is a most desirable basis for planning their systematic development. In the absence of appropriate samples upon which to base a reliable estimate of this inventory, investigators have resorted to a number of indirect approaches; the unit regional value concept forms the basis for one such approach. The produced resources of a region are a function of the inventory multiplied by the degree of intensity (some fraction between zero and one) of development of the resources. A convenient means of expressing this amount is to accumulate the weight and value of resource and to prorate the totals over the area represented by the unit sampled; i.e., weight and value per unit area or tonnes/km.2 and U.S. 1967 $/km.2. When this approach is used for the U.S.A., South Africa and Rhodesia the average value of (log.) U.S. 67$/km.2 for the states of the U.S.A. and South Africa are similar ($55,176 U.S.$67/km.2 and $52,538/km.2 respectively); whereas, Rhodesia is relatively underdeveloped (10,301 U.S.67$/km.2). On the other hand if the individual commodities are used as a basis for comparison, the U.S.A. shows the greatest diversity (67 commodities out of a possible total of 75) with South Africa next (50 commodities) and Rhodesia last with only 26 commodities. Since it is known that area and value are not simply related perhaps diversity is directly related to area. Again the kinds of commodities which have contributed the greatest value to the totals differs, with fuels (petroleum, coal and natural gas) predominating in the U.S.A. totals; whereas, South Africa and Rhodesia obtain their greatest contributions from gold, diamonds (S. Africa) coal and asbestos. In each case the greatest value of resources is produced from sedimentary rocks. As a somewhat different kind of example, consider a single resource (petroleum, the most valuable in the U.S.A.) over a large area (number of sampling units) the U.S.A. by state. Furthermore, assume that the model frequency distribution of the amount of petroleum (tonnes/km.2) is log normal. Then the present production fails to match the model first because 17 states (34% out of 50) have not produced petroleum. Of the remaining 33 states, Louisiana has produced the most (15,177 tonnes/km.2) and the frequency histogram is still skew. A spatial analysis of the distribution of the amount of petroleum by state shows that the samples (i.e., states) are not random; the non-producers and producers tend to cluster. It remains to be seen if this is indeed a true representation of the incidence of petroleum or is a function of the exploration philosophy currently in vogue.

A new Code of Practice for the brake performance of off -highway vehicles was established in Alberta in 1976. Vehicles loaded to gross vehicle weight must be capable of stopping with mechanical brakes five times in quick succession on a grade of 10 per cent from a speed of 28 miles per hour. Comparative trials of various brake systems have been carried out and some combinations capable of meeting the Code are identified. Some problem areas in truck braking are reviewed and potential developments indicated.

SYMONS) IN PRESENTING THE CERTIFICATE TO ROBERT COLVILLE BRADSHAW, O.B.E.Today it is my privilege and pleasure to introduce to you, Robert Colville Bradshaw. O.B.E., the third New Zealander to be honoured with Honorary Membership of The Institute. Sir William Hudson and Mr. C. H. Benney were the others.Mr. Bradshaw has been an Affiliate Member of The Institute since the formation of the New Zealand Branch in 1966. Like his friend Matt Benney. Bob Bradshaw is an accountant by training. Last June he retired as senior partner of the firm of chartered accountants, now known as Wilkinson Wilberfoss, with which he served from January 1929.Mr. Bradshaw grew up in New Zealand attending the Terrace School in Wellington, the New Plymouth Boys' High School where he was a boarder, and completing a Bachelor of Commerce at the university now known as the Victoria University of Wellington. He is an elected Fellow of the New Zealand Society of Accountants and an Associate of the United Kingdom Institute of Cost and Works Accountants.
