INTRODUCTION An efficient refuse-disposal system is a necessary part of the modem cleaning plant. The large-scale refuse system and disposal area, engineered for the lifetime of the plant, has become more important due to the greater tonnages of refuse produced from increased quantities of mechanically mined and prepared coal. Laws and increased government regulations have affected the design and operation of disposal systems. THE EFFECT OF MINE AND PLANT OPERATION Refuse disposal starts at the mining face. The mining system, the type of roof support, the machinery used, and the degree of discipline at the face contribute to the amount and type of refuse that must be removed through the disposal system. Economies gained through modification of the mining system or mining machinery may be partially offset by increased dilution of the mined coal with impurities from associated rock formations. In some cases the change in the mining system and equipment has reduced the dilution. The mercury, gold, silver, copper, lead and zinc values of soils over altered and mineralised rock were determined to establish the potential use of mercury as an indicator element in geochemical prospecting. The results are presented to show that mercury can be used successfully in prospecting for precious metal mineralization in the Thames-Waihi area.

HOARDS was written to fill the needs of an active minerals explorer. It permits retrievals using a number of spatial functions as well as direct relational logic, and enables statistical analysis within the system. Specified for use by non-EDP oriented staff, HOARDS also offers functions to subset, transform points to polygons of influence, and to calculate polygon overlap, enabling ready and efficient conversion of databases containing point oriented sample data to area/volume mine planning format. Both the design and implementation to date, and proposed enhancements are discussed.

The paper outlines the need for high-volume ventilation in a uranium mining operation based on the design to meet environmental requirements for dust, radiation and diesel equipment. Mining methods in a highly mechanized operation, a key factor in design, are discussed. The construction and installation of major intake and exhaust fans are described briefly, together with the development of the mine airways and distribution system. Controls in the form of doors and bulkheads are important considerations in planning. Finally, the need to lower ventilation requirements in response to increasing power costs will result in future improvements.

This paper reviews the historical background leading to the development of the project. It gives a description of the exploration program and resulting geological and ore reserve information together with plans for mining. A discussion is included of the three processes investigated for the project: 1. Rotary Hearth and Magnetic Concentration 2. Shaft Furnace and Electric Furnace 3. Rotary Kiln and Electric Furnace Results of pilot plant campaigns conducted at Fiskaa, Norway, and Riddle, Oregon, on the process chosen for the production of ferronickel are presented. The paper continues with a review of the considerations involved in selection of commercial plant equipment and concludes with comments on the current status of the project.

The paper compares operational parameters for the electric reduction smelting of pig iron and ferroalloys in pilot and industrial furnaces. Data from two pilot furnaces of approximately 200 and 500 kW operating-load capacity, as well as from several production furnaces, are included. Examples are given for the smelting of pig iron, ferronickel, ferromanganese, ferrochromium, and ferrosilicon. In most instances, the results from the pilot furnaces, such as the values for consumption and product analyses, corresponded fairly well with comparable data from the industrial furnaces. For ferrosilicon, the power consumption in the pilot furnace was higher than that in the industrial furnace.

INTRODUCTION Underground siting of nuclear power stations is drawing increasing attention in various parts of the world. Scandinavian countries took the early lead in this field because of their experience in the design and construction of underground hydroelectric stations and industrial plants, and because they have near-surface rock formations which are ideally suited for hosting large underground caverns. The world's first underground nuclear facilities were built in Norway (Halden) and Sweden (Agesta) and were commissioned in 1959 and 1963 respectively. Figure 1 summarizes the main features of these and two other small-scale European facilities. (1-4) American utilities and regulators are also for a variety of reasons assessing the benefits and penalties of underground siting. A recent study by Sandia Laboratories (contracted by the Nuclear Regulatory Commission (NRC) focussed on identifying potential safety benefits of underground siting. (5) Although the study concluded that underground plants would have improved containment for some accidents, as well as better external protection, NRC, in assessing the overall benefits and penalties, decided not to impose mandatory underground siting for nuclear stations. The importance of optimizing equipment replacement decisions becomes more critical each year due to the rising costs of buying new equipment versus maintaining old equipment. Replacing equipment when it is physically worn out, or replacing it too soon or too late relative to its Economic Life (when it is economically worn out), is very costly. After extensive literature review and research, Kennecott has developed its Equipment Replacement Guide (ERG) system which identifies, evaluates, and justifies the replacement of uneconomical equipment. The system considers such critical factors as inflation, decreasing work capability, increasing maintenance/repair and operating costs, taxes, time value of money, return on investment, salvage value, and investment tax credit. These factors are used in a system of equations which balance the costs of new equipment against the total operating costs of old equipment. The solution of the equations determines the Economic Life of equipment. Replacement of equipment at the determined Economic Life will earn the specified, required return on investment that is used in the calculation of the Economic Life.

The Similkameen Division of Newmont Mines Limited operates a low-grade open-pit copper mine in southern British Columbia. The copper mineralization is extremely erratic.As a result, over seven years of operation, ore control methods have evolved from standard flagging based on blast-hole assays, through an in-pit grab sampling system, to the present method of mining to computer-determined ore-waste boundaries based on geostatistics. These improved ore control methods have resulted in a gain of at least 25% on ore tonnage miffed, at the same grade as obtained using earlier techniques. At the same time, geostatistical ore reserve estimates are now within 7% of milled ore tonnage and grade on a yearly basis, whereas the original polygon ore reserves under-estimated mineable ore tonnage by 15% to 45% and over-estimated grade by about 20%. The author discusses why traditional ore estimation methods give poor results in erratically mineralized orebodies and describes the geostatistical approach to the problem.

The complex responsible for the poisoning of anion-exchange resins is identified as the anionic cobaltic penta¬cyanide mono aquo species. It is shown that, at high concentration, this species polymerizes in solutions of pH less than 9. A mechanism for poisoning is presented that involves adsorption of anionic cobalt cyanide by a normal ion-exchange process, followed by polymerization within the resin matrix to form complexes that are too large to diffuse readily through the resin pores. The effects of resin structure and functionality on the extent of cobalt poisoning are examined, and the effect of cobalt poisoning on the kinetics and equilibrium loading of uranium is discussed.

Through the use of good preventive maintenance procedures in which the work of both production and maintenance personnel is well-coordinated, production downtime can be drastically minimized, and costly repairs and interruptions in planned maintenance and production schedules can be eliminated. There had been some conflict in the past between production and maintenance people over the proper method of achieving maximum machine performance. The usual practice was to operate production equipment at maximum capacity for the longest possible time until breakdown occurred, and then make hurried repairs to get back into production. In most cases, these repairs involved unscheduled work and were thus performed inefficiently. Both production and maintenance have the same objective: to produce a quality product at maximum efficiency and at minimum cost. Preventive maintenance is a common tool available for both production and maintenance personnel to achieve this objective. Actually, one of the main objectives of preventive maintenance is to find any abnormal machine condition that may cause machine failure before a breakdown occurs. This makes it possible to plan and schedule maintenance work with the least amount of interruption and plan production volume with a higher rate of accuracy. Maintenance people prefer to perform this work on a scheduled basis and get away from the "crash" situation that accompanies breakdowns. They thereby increase the utilization of available manpower and machine time, prolong equipment life, and improve maintenance costs.

This paper describes the U. S. Energy Research and Development Administration's (ERDA) program to develop in situ coal conversion processes, especially gasification. The potential of this technology, the technical directions being explored, and the program strategy to carry the process concepts toward commercialization are emphasized. The geographic location of the U. S. coal resources and a market analysis are described. Commercially successful in situ coal processes could add over a trillion tons of coal to the U. S. coal reserves. The economics of these processes is compared with surface gasification. Independent studies show this process to be 25% cheaper than surface gasification for Western coals. The major projects are briefly described. The Linked Vertical Well process is in the most advanced stage and shows great promise. The last test produced a low-Btu gas averaging 171 Btu per standard cubic foot for average production rates of 8.5 million standard cubic feet per day. The other projects are Packed Bed, Longwall Generator, and Steeply Dipping Beds. Unique factors of the process development are discussed which may lead to commercial processes in the near term. A development strategy is proposed by which this technology could be commercialized before 1983 with potentially lower gas prices and lower environmental impacts, relative to mining plus surface gasification.

During recent years fuel consuming industries of the United States have been caught between environmental restrictions and the uncertainty of obtaining an inexpensive fuel. With the advent of the National Energy Act of 1978 there has been added impetus to switch from gas and oil to coal. For industrial furnaces and boilers that were designed to bum coal, returning to an available compliance coal might be feasible. However, furnaces and boilers designed for gas or oil cannot reasonably be converted to coal unless the coal is initially gasified. All cases, nevertheless, depend upon the availability of an adequate structured coal of a compliance composition, a challenge to the coal mining industry. The foregoing problems have contributed to the current energy-coal crisis of today's economies. It therefore would be worthwhile to capitalize on previous experiences of the mineral processing industry.

Pipe-stick support in deep-level gold mines is first described and illustrated, a pipe-stick being a mine pole trimmed to the required size and sleeved by a pipe. An account is then given of an investigation into this form of support that involved load-compression tests in a 1000-ton press, tests in a rapid loading machine simulating rock-burst conditions, a study of the load-compression behaviour of pipesticks installed underground, and a cost evaluation. Pipe-stick support was found to be very effective on the face and to cost less than conventional matpacks.

The trend in the coal industry for many years has been to make everything "bigger and faster" This also held true for loading and storage facilities. Where once a million ton per year mine was rare, three to five million ton per year mines are not uncommon today in the bituminous industry. This greatly increased production, made possible through mechanization, required greatly improved loading facilities just to get the coal away from the mine. Also, there is a trend toward combining production from more than one mine and cleaning it in a single preparation plant. In addition to increased loading capacity, this frequently necessitates raw coal storage and blending facilities. The development of the unit train, more than any other factor, has contributed to the widespread construction of storage and high-speed loading facilities for clean coal. In the export market, the construction of ever larger coal bulk carriers has contributed to a need for faster and larger loading facilities at ports. The present engineering and construction cost of these larger facilities make it essential that the flow and handling properties of the particular coals are fully known. These properties can be measured well in advance and the proper design criteria established. This eliminates costly surprises later on during start-up and operations. This paper will review coal and coal refuse properties, such as shear strength, cohesion, friability, and the flowability of coal and how they affect the design criteria of storage silos.

The medical evaluation of the health effects of dust exposure in the mining industry should be based on the premise that the results of the medical examinations will be considered in relation to the previous history of exposure to dust.(l) To this end the Mines Regulation Act and the Regulations under that Act in West- ern Australia provide for: the prime responsibility for dust sampling to rest with the mining companies; the appointment of a Ventilation officer by each mine and the sampling and record- ing by him of dust and toxic gases in work places at three monthly intervals, or more frequently as required; the appointment of a Mines Medical Officer who shall make provision for the medical examination of persons and the prevention of occupational diseases; the appointment of a Ventilation Board, consisting of the State Mining Engineer, the Senior Inspector of Mines for the State, an Inspector of Mines having specialised training in ventilation tech- nology, a medical practitioner having specialised experience in occupational health problems relevant to the mining industry, and a Scientific Officer having duties under the provisions of the Clean Air Act, 1964;

U. S. Steel's coal mining research activities are directed toward providing new or improved hardware and techniques to increase productivity or reduce cost. Because more than 80 percent of U. S. Steel's coal production is obtained from continuous miner sections, most of our research efforts are focused upon that mining system. Current and historical time study data show that our continuous miners only operate about 30 percent of the available face time. This limited equipment utilization is the result of the delays or interferences imposed by the non-coal-cutting phases of the continuous mining cycle. The most time consuming of these delays are: waiting-on-roof-support, tramming between alternate work locations, waiting-on-haulage-capacity, and in some mines waiting for excessive methane concentrations to clear. Because waiting on roof support is our most time consuming delay, several programs are underway simultaneously to address this problem. In one of these we are developing a patented microprocessor-based control method and apparatus to improve roof drilling performance. This increase is attained by using the microprocessor to adjust electrohydraulic valves which control drill thrust and rotation speed. The microprocessor is designed to continuously search for an optimum combination of thrust and drill rpm to maximize penetration rate at all times.
