Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible lighting while persons are working in such places. Section 317(e) further provides that such working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 91, 1970, a notice of proposed rulemaking which prescribed the illumination to be provided in the working places of underground coal mines. In light of written comments, suggestions, and objections to this proposed rulemaking, the proposedstandards were withdrawn and reproposed in the Federal Register for Wednesday, October 27,-19h. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974, and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting standards took place on October 1, 1976, which means that the underground coal mining industry must comply with face illumination requirements by April 1, 1978. As mentioned previously, the first proposed rulemaking for illumination of underground coal mines was published in the Federal Register on October 27. 1971. In early 1972, Consolidation Coal Company (Consol) and the United States Bureau of Mines agreed to a cooperative study of underground face illumination: Consol felt that expertise is this field would become increasingly important. Consol's initial efforts in illumination were aimed at investigating practical lighting systems for underground face equipment. We were concerned with installing unobtrusive lights which provided sufficient face illumination for safety, but at the same time were readily maintainable, electrically reliable, and physically sheltered from damage. We believe that our initial lighting systems did provide sufficient face lighting for safety, but because only prototype components were available for field testing, the resultant poor system reliability and maintainability necessitated drastic improvement before face lighting could become practical. Final Lighting Standards Deem Early Lighting Installations Out Of Compliance On April 1, 1976, the Federal Register contained the final version of the illumination standards (as they were later promulgated in October). When these illumination regulations and measurement techniques were defined and measuring instruments were available, Consol checked their lighting systems underground and determined that the systems were not in compliance with these final illumination standards. More Lighting Hardware Added In An Attempt To Achieve Compliance. After determining that all of our face lighting systems were not in compliance, we began adding additional lighting hardware in order to meet compliance with published regulations. Unfortunately, to date, we have not been able to meet compliance with practical lighting systems. We have determined from our field installations that the required additional lighting hardware, (to meet compliance) with its increased vulnerability and decreased reliability, renders the lighting systems impractical, if not impossible, to reasonably maintain. Our attempts to provide 0.06 footlamberts have also produced adverse operator reaction to the glare and to illumination systems in general. BCOA Members Ask MESA To Demonstrate Practicability Of Compliance With Regulations Industry concern about meeting the impending lighting regulations was mounting, and in May of 1976 a meeting between MESA and BCOA members was held to discuss lighting compliance problems. At this meeting, BCOA offered to work cooperatively with MESA in testing the practicability of various lighting systems mounted on underground mining equipment. Field tests were to be conducted by United States Steel Corporation, American Electric Power Service Corporation, and Consolidation Coal Company. The purpose of this underground field testing was to develop capability to provide adequate face illumination in a safe, workable manner which would not detract from efficiency of operation. BCOA members involved in this cooperative study were to submit necessary machine drawings, sketches, etc. to MESA in order that MESA could perform a "black-box" study and specify the type and location of luminaires to be installed on the test machines. MESA was confident that they could specify lighting systems that would be in compliance and would be practical so as not to detract from efficiency of operation. Consol was first to install lighting hardware under the BCOA/MESA cooperative agreement. As per MESA specifications, Control Products HgV luminaires were installed on a Joy 2BT-2H boring machine at the Williams Mine of Northern West Virginia Region. As of mid-October, 1976, Consol had approximately eight weeks operating experience with the lighting system on this boring machine underground and had drawn the following conclusions: The lighting system installed at Williams Mine (1) does not meet compliance with lighting standards as originally proposed by MESA, (2) does not provide illumination in a safe workable manner, and (3) will detract from efficiency of the mining operation due to operational delays. Although Consol has rearranged lights on this boring machine in an attempt to reduce operator objections, a practical lighting system which is "in compliance" has not been arrived at as of this writing.

INTRODUCTION The City of Oslo together with the neighbor municipalities, Baerum and Asker, are presently building a jointly owned sewage treatment plant located on the west side of the inner Oslofjord. The project is scheduled for completion late 1981. Because the location of the treatment plant is at a distance of about 20 miles (30 km) from the city center, a discharge of more than 13 yds 3/sec (10 m3/sec.) of sewage and storm water will have to be transported over considerable distances. The topography of the area and the geological conditions early indicated that the only realistic transport method had to be through tunnels. As planning proceeded, full face tunnel boring emerged more and more as a favorable alternative to conventional drill and blast medhods. Today the scheme comprises nearly 25 miles (40 km) of tunnels being excavated by full face tunnel borers. In addition a number of access tunnels and cross cuts are to be excavated by conventional methods.

Computer applications in mine 'production' planning and control are concerned with the here and now. In production planning and control we are dealing with tactics as opposed to strategy. Our objective is to make the best of the situation in the short term, i.e., in a relatively fixed environment with relatively fixed plant, equipment, and labor. Environmental factors include not only the geology of the deposit but also market factors (such as price) and governmental constraints and regulations. Mine production planning systems are applied at the interface between concept and execution. Mine production control systems are applied at the interface between execution and revised operating practices or a revised concept. Fig. 1 shows the information flow that takes place regardless of whether the planning and control systems are manual or automatic. The feedback that results depends on the feedback mechanism that has been established, and this feedback can be enhanced by careful systems analysis and design. Chronologically, production planning and control activities support the last in the series of line functions that are ordinarily performed by mining companies. The first of these is exploration, the second is evaluation and development, and the third and final function is production.

Conceptually coal reserve assessment is simple but in practice it presents many problems. These arise from the origin and geological history of coal seams and from the diverse nature of the coal itself. The suitability of a coal for a particular use depends upon its type and so sheer quantity of reserves does not guarantee the adequacy of coal reserves for all requirements. Codes have been formulated to counteract the effects of subjectivity in reserve assessment. The code for calculating and reporting coal reserves published by the Standing Committee on Coalfield Geology of New South Wales has wide acceptance but the Committee itself recognises that it has shortcomings. Currently the Committee is engaged on the commendable but difficult endeavour of formulating a code that will meet the needs of scientific rigour and professional and commercial ethics and that will allow the specification of an assessment method without constraining it. It is generally agreed in the coal industry that the assessment of coal reserves can not conveniently be incorporated into codes formulated for other resources.

Starting in 1967 two major hydroelectric power projects have been implemented in East Africa viz. Kafue Gorge in Zambia and Great Ruaha in Tanzania. The two projects have similar characteristics and each consists of an underground power plant, a dam in connection with the power plant and a reservoir dam. The power plants are both designed and constructed according to principles applied in Scandinavia for a long time. Each consists of a headrace of a horizontal unlined rock tunnel with a length of about 10 km, vertical penstock shafts, machinery and transformer halls in large rock caverns and a tailrace of an unlined rock tunnel with a length of about 1 km. The head of the power plant of Kafue Gorge is 400 m, Great Ruaha 175 m, the capacity is 900 MW and 200 MW respectively. Both plants were executed in one stage, but building and erection works were made in two stages. However, the power plants show some interesting differences in design. The power plants are briefly described in the following, special regard being paid to the excavation works. Tunnel Boring Machine Instrumentation A 9.17 m. diameter tunnel boring machine presently in operation in Chicago, Illinois, has been instrumented to continuously monitor and record machine thrust, torque and penetration rate during boring. A micro-processor-based data logger capable of monitoring up to 60 channels of data digitizes and converts into appropriate engineering units the signals from various transducers mounted on the machine. The output from the data logger is sent to a teleprinter, providing a permanent record of measured data. The program control enables the data logger to scan all data channels at desired time intervals. Data obtained to date have been analyzed to determine the interrelationships of the parameters measured. Penetration rate was found to increase linearly with machine thrust with a unit increase in thrust causing more than a unit increase in penetration rate. For low thrust levels corresponding to the initial stages of a boring cycle, the penetration rate was observed to behave erratically until the thrust pressure was sufficiently high for the cutters to establish full contact with the tunnel face. Torque showed a curvilinear increase with machine thrust, reaching the design rating at about 70% of maximum available thrust. No-load torque was approximately 20% of the machine's rated torque capacity. Overall, the trends observed in measured machine parameters correlated closely with those predicted from experimental and theoretical boreability studies. In summary, the instrumentation system has mett two basic goals. First, it provided extensive and accurate boring data and secondly, it has proven that an automatic data acquisition system can be installed on a TBM and can function under adverse environment.

The microseismic method of detecting instability and high-stress zones in underground mines was first developed in this country by the US Bureau of Mines in the early 1940's (Obert and Duvall, 1957). Early laboratory experiments showed that when competent rocks are stressed in a testing machine, the rock noise rate (number of rock noises per unit time) increases with increasing applied stress. This increase is more pronounced as the ultimate strength of the rock is approached. Subsequent testing of rock noises in underground mines confirmed this laboratory experience and much effort has been directed in recent years to make use of this property to develop a practical method of predicting rock failure. Investigations conducted in the Coeur d'Alene district mines have pointed out a definite relationship between the stress buildup in a rock mass caused by mining activity and the emission of audible and subaudible seismic activity (microseisms). In 1968, a concentrated joint effort by USBM Denver Mining Research Center and American Smelting and Refining Co. at Asarco's Galena mine was undertaken to verify several theories regarding the generation of microseisms (Blake, 1971; Blake, Leighton, and Duvall, 1974; and Kovacs, 1973). Findings indicate that (1) rocks under stress emit detectable seismic energy; (2) the energy source can be located using a triangulation method involving travel time differences to various receiving stations; (3) the rate of release of seismic energy increases with increasing stress; and (4) this increase in noise generally precedes a major rock failure (rock burst).

As part of an ongoing program to develop high-quality materials with improved performance and service lives, and to conserve critical minerals, Bureau of Mines, U.S. Department of the Interior, researchers studied the process of hot-rolling metals, alloys, and composites in vacuum. First, a comprehensive review of the literature is presented, including the advantages and disadvantages of using vacuum. Next, details of hot-rolling titanium, chromium, and molybdenum-iron bimetal are given. Finally, the design of new equipment is described. At this time, it is uncertain whether hot-rolling metals in vacuum will gain commercial acceptance in the future.

Cyprus Pima is a medium-sized open-pit copper mine located 35 km (22 miles) south of Tucson, AZ. The ore body was discovered using geophysical prospecting methods in 1953 and was originally worked as a small underground mine followed by small open-pit operations. As mining equipment grew larger and the economic ore grade dropped, the operation grew in size, through four expansions, to the present 50 500 tpd (56 500 stpd) milling rate. The remaining stripping ratio is about 2.5 to 1. Mining equipment includes 11 electric shovels ranging in size from 6 to 15 m3 (8 to 20 cu yd) and 42 diesel-electric haulage trucks ranging in size from 89 to 223 t (100 to 250 st). Mine planning is performed at Cyprus Pima to serve several functions. The most important is to plan ahead, one year at a time, to predict the ore grade and stripping requirements on a month-by-month schedule. This yearly plan is necessary for budget preparation and is revised once each quarter to incorporate variations in actual production experienced during the preceding quarter.

The Bureau of Mines, in support of its overall goal of helping to meet future U.S. demand for minerals, undertook this study to aid the quarry entrepreneur and/or operator in developing quarries near urban areas. In response to increased environmental concerns, the quarry operator often must take steps beyond those required in the last decade toward gaining permits for quarrying near metropolitan areas. Following the steps suggested in this report should increase the chances to obtain the permits to open and develop a quarry. Each task and question in the general plan flow diagrams are described in detail, with the flow diagrams aimed at the goal of acquiring the necessary permits. The appendixes include (1) types of projects for which Environmental Impact Statements (EIS's) may be prepared and Federal agencies responsible for preparing them, (2) State contacts for information regarding environmental impact assessment requirements and mining and mineral land reclamation laws, (3) a checklist of environmental inventory factors, (4) a tabulation of different regulations that affect mining in Michigan and the number of townships and counties that have each of the listed regulations, and (5) environmental logic associated with site selection. A central recommendation is that the quarry entrepreneur and/or operator coordinate plans at the beginning with local government officials (such as township supervisors and/or city and county planning board members), State and Federal officials, and public groups that will be affected.

An experimental study of the settling characteristics of a washery effluent originating as tailings from a froth flotation circuit was undertaken by using a systematic approach to select the most appropriate flocculant(s) under predetermined conditions. Selection and evaluation procedures which greatly reduce the effort required to select flocculants are described. The results show that, although different flocculants display superiority at different ranges of dosage. Separan MG 700 (Dow) is the most suitable on absolute economic grounds. Flocculant evaluation is based on a Cost Performance Index (CPI) which expresses the cost of flocculant (¢/ton) required to produce a unit settling rate (in./hr). From experiments carried out with a number of flocculant aid and flocculant combinations, it was concluded that the use of flocculant aids can be economically justified only if the settling rates required are higher than those obtainable at the optimum flocculant dosage. Otherwise, the value of the flocculant aid appears to be limited largely to the reduction of supernatant turbidity.

"8.1. IntroductionThe stoichiometry of most named platinum-group minerals (POM) is known (cf. Cabri, 1981b, in Chapter 7), but, because these minerals are subject to a wide range of element substitutions, representative analyses require treatment in a separate chapter (section 8.2). The analyses, in all cases done by electron microprobe, are grouped in sections according to the principal platinum-group element (POE) for each POM, and then follow sequentially with increasing amounts of the principal POE starting with the ideal composition, when known. In order to facilitate reference to specific POM by name, an alphabetical listing is also given (Table 8.1). A range of compositions, in addition to one or several ""representative"" analyses, is given for some POM when more than one analysis has been reported for a particular locality. The tables of POM analyses (Tables 8.2 to 8. 76) include at least one analysis for every locality for which data have been published, to the best of the authors' knowledge. All analyses are referenced for locality and publication source, and include several unpublished analyses (all but one done at CANMET). Most analyses have been rounded off to one decimal place for amounts more than one per cent and their formulae calculated on the basis of an even number of total atoms. In all tables, ''n.d.'' stands for elements sought for but not detected and a dash signifies elements not sought, or when these haven't been specificed in the publication source.Section 8.3 contains tabulated analyses and, in some cases, also includes a critical assessment of POE-bearing minerals in which the POE occur in trace or minor quantities. The organization of the data in this section is by mineral groups; e.g., sulphides, sulpharsenides, silicates, etc. Some of these data are also discussed in Chapter 4 by Crocket (1981) and are discussed briefly in Chapter 6 by Crocket and Cabri (1981)."

Availability of large-scale high field/high gradient magnetic separators during the past five years allows applications of magnetic separation to feebly paramagnetic materials which have been considered nonmagnetic in the past. Technology is now available for magnetically attracting not only feebly magnetic compounds of iron such as hematite and pyrite, but also hundreds of compounds of nonferromagnetic elements such as copper, tin, uranium, vanadium. Besides enabling novel separation of industrial minerals, metallic ores, and coal, the new technology also can be used in effluent treatment, catalyst cleanup, and purification of chemicals.

In order to continue improving the quality of telecommunication services to meet the expectations of the people and to increase reliability in the case of emergency such as disasters, Nippon Telegraph and Telephone Public Corporation (NTT) is now constructing cable tunnels which connect main urban telephone offices. However, almost all the large cities in Japan are built in river deltas, so that their chief underground features are low strength fluvial deposit and a high ground water level. In this saturated soft ground, the ground surface at an installation site has occasionally subsided through deep excavations for cable tunneling construction. As these settlements have sometimes caused accidents, especially in densely populated large cities, NTT has made much effort to avoid such accidents. These accidents have occured mainly in flexible sheeting due to its inward movement. Therefore, after the investigation into forecast method of sheeting deflection with accuracy, NTT has reserched a system which forecasts ground surface settlements. This paper describes an outline of the ground settlement forecast system and practical example on the site.

In December 1975, a report entitled "An Evaluation of the Accuracy of the Coal Mine Dust Sampling Program Administered by the Department of Interior" [1] was prepared by the Analytical Chemistry Division of the National Bureau of Standards (NBS), in response to a request by Senator Harrison A. Williams. Chairman, Committee on Labor and Public Welfare. The report attempted to evaluate the adequacy of (1) the personal sampler unit used to measure the coal dust concentration in the mines, (2) the procedures used by the Department of Interior (DOI) to analyze the dust samples obtained from mine operators, and (3) any recent studies made by the Department or private industry concerning the coal dust sampling equipment. Recommendations in the report of NBS included continued research efforts by the appropriate organization to correct the personal sampler deficiencies and to consider the use of area or stationary samplers as a supplement to the personal samplers. Concurrent with the NBS report cited above, the General Accounting Office (GAO) also issued a report in December, 1975 [2], suggesting that improvements are still needed in coal mine dust sampling programs and procedures relating to penalty assessments and collections. In a continuing effort to upgrade tunnel design and construction practice, the New York City Transit Authority sponsored a geotechnical monitoring program on a recently completed section of the E. 63rd Street line in mid-town Manhattan. The purpose of the program was to document rock behavior as well as temporary and final rock support systems to provide a possible basis for either confirmation or modificification to design methods and construction specifications. This paper describes those portions of the study associated with rock behavior and temporary support systems. The entire study included monitoring of rock movements above the tunnel as well as adjacent to a 36.6m (120 ft) shaft, monitoring of stresses in steel ribs, monitoring of loads in rock bolts in two test sections and monitoring of stresses in the final concrete lining. PROJECT DESCRIPTION Route 131-A, Section 4 is located in mid-town Manhattan extending from under the Central-Park Zoo on Fifth Avenue eastward under 63rd Street to the end of contract between Madison and Park Avenue. Figure 1 is a Project Locus Map. The contract included approximately 355m (1165 l.f.) of 4 track tunnel(13.4m (44 ft) wide by 13.7m (45 ft) high excavated dimensions) plus a 22.9m (75 ft) by 19.8m (65 ft) by 36.6m (120 ft) deep ventilation shaft. The entire tunnel and most of the excavation shaft was excavated in metamorphic rock, known locally as the Manhattan Schist. The depth to tunnel invert varied from approximately 27.4m (90 ft) at the west end of the contract to 35.Om (115 ft) at the east end. Rock cover above the excavated crown varied from approximately 6.7m (22 ft) at the approximate mid-point of the contract to 18.9m (62 ft) at the western end. P. T. Pacific Nikkel Indonesia (PTPNI) was incorporated in Jakarta, Indonesia in February, 1969 by a group of Dutch and North American companies. At the same time, a Contract of Work with the Government of the Republic of Indonesia was signed, granting Pacific Nikkel all the necessary licenses and permits to explore and develop all nonradioactive minerals in two separate areas in Irian Jaya, eastern Indonesia. Nickel mineralization occurrences were confirmed by Dutch geologists in the two areas in 1952 and 1955, however, detailed exploration began in June 1969 after the Contract of Work was signed. Since that time, numerous studies and investigations have been conducted to determine the feasibility of producing metallic nickel in Irian Jaya. Four engineering studies, two bulk sample tests, an oceanographic survey, and a preliminary site investigation indicated that construction and operation of a nominal 100 million pounds per year metallic nickel plant on Gag Island were technically feasible. The fourfold increase in the price of oil in late 1973 without a corresponding adjustment in the price of nickel necessitated a reevaluation of the project, the results of which showed that the project required other conditions to be viable. Subsequently, analysis of: the future projected nickel supply-demand and cost-price relationships, the economics of treating a higher grade feed, and participation by the Government of Indonesia, indicate that the project will be viable. Therefore, planning of the Gag Island Nickel Laterite Project is continuing with the objective of commencing production to supply the market in the 1983-1984 time period.

To maximize productivity through improved minerals processing technology, the U.S. Department of the Interior, Bureau of Mines, is investigating particle agglomeration techniques as a means of increasing the percolation rates of leach solutions in heap leaching of clayey gold-silver ores. Simulated heap leach experiments were conducted on 50-pound charges of ore that were contained in 5.5-inch-diameter columns, 5 feet in height. Results indicated that the percolation rate of cyanide leach solution could be enhanced markedly by mixing the ore with controlled amounts of lime, flocculants, and water, and then aging the mixture prior to the column leach step. Experimental results obtained on 20-mesh silver tailings and gold ore crushed to 3/8 inch and to 1 inch showed that it was possible to increase percolation rates as much as 100-fold without sacrificing silver-gold extraction. Larger scale tests conducted in 24-inch-diameter, 16-foot-high columns closely paralleled bench-scale results. By improving percolation leaching, these techniques have the potential of helping to solve environmental problems associated with tailings disposal as well as making an important economic impact on gold-silver recovery operations. Investigations are continuing to develop binders superior to lime for particle agglomeration pretreatment.
