The Bureau of Mines, U.S. Department of the Interior, has developed a flue gas desulfurization process as part of its goal of minimizing the undesirable environmental impacts associated with energy and mineral-processing plants. This process, known as the citrate process, involves absorption of sulfur dioxide (SO2) in a buffered solution of citric acid. The S02-loaded solution is regenerated by reaction of the S02 with hydrogen sulfide (H2S) to form elemental sulfur. As an adjunct to the citrate process, bench-scale research has shown that S02-loaded citrate or glycolate solutions can be regenerated by countercurrent contact with steam (stripping) in packed towers. Concentrated S02 is produced by condensing the steam from the stripper product. Thus, steam stripping provides strong S02 gas for liquefaction, sulfuric acid production, or reduction to elemental sulfur. Stripping steam requirements were determined for treatment of 0.25-, 0.50-3 1.0-, and 2.0-pct-S02 waste gases. Steam requirements decreased with increasing S02 concentration n the simulated waste gases. For example, 5 grams of steam per gram o S02 was required to remove 90 pct of the S02 from a simulated copper smelter gas (2.0 pct S02), while 30 grams of steam per gram of S02 was needed for 90 pct S02 removal from a simulated coal-fired powerplant gas (0.25 pct S02).

The Bureau of Mines measured the geochemical changes as H2S04 was used for in situ uranium leaching by Rocky Mountain Energy Company near Casper, Wyoming. Cores and ground water were analyzed before leaching. Water samples were taken from observation wells located between injection and production wells as the leach solution was brought up to full strength in several steps. Measurements were made of pH, Eh, temperature, conductivity, total dissolved solids, dissolved oxygen, HC03, U, V, Na, K, Ca, Mg, SO4, C1, Mo, Mn, Fe, Al, Si, F, P, As, and Se. The data were gathered to assist in geochemical modeling of leaching and to study the potential environmental effects of acid leaching. Environmental considerations appear favorable. For example, the concentration of Se, a toxic element often found in uranium deposits, stayed below the EPA standard for drinking water.

The U.S. Department of the Interior, Bureau of Mines, is conducting laboratory-scale research to determine the leaching conditions required with sulfuric acid for extracting base metal from a matte with a copper-to-nicke1 ratio of 6 to 1. The matte (61.2 pct Cu, 9.7 pct Ni, 3.3 pct Fe, 21 pct S, and about 5 oz of precious metals per ton) was prepared from Duluth Complex (Minnesota) ore by smelting a bulk sulfide flotation concentrate. The matte was pre leached at atmospheric pressure to selectively extract 20 pct of the nickel, and the undissolved solids were referred to as the matte residue. Autoclave leaching of the matte residue extracted over 95 pct of the nickel, copper, and iron. The remaining leach residue in the autoclave contained over 100 oz of precious metals per ton. The leaching conditions required were matte grind of greater than 98 pct minus 325 mesh, pulp concentration of 50 g/1, total pressure of 100 psig with oxygen at 150° C or 400 psig with air at 180° C, 50 g/1 H2S04, 700 rpm agitator speed, and 6 hours of leaching time. The leaching time was decreased to 2 hours by increasing the agitator speed to 1,300 rpm. Sulfuric acid concentration greater than 50 g/1 did not appreciably enhance the base metal extraction, but with less acid, residues with higher iron concentrations were obtained. Supersaturation of the liquor was prevented at 150° C by using a 1ixiviant that contained 30 g/l Ni and 20 g/1 Cu.

In the hierarchy of performing mine planning tasks, production scheduling is naturally at the bottom. Yet good production scheduling is probably the most demanding and difficult task to achieve for various reasons. Being the last task in the mine planning hierarchy, a proper production schedule must not only conform to both the long-range and the short- range mine plans but also satisfy many practical details that are unique to day-to-day operations. For example, the averages which were good enough for both long-range and short- range mine planning are no longer good enough for production scheduling. Instead, the variations become the overriding concern. The answer must also be obtained quickly and on time, thus adding another dimension to the overall problem. Because of these considerations, many production scheduling problems have been begging for solution during the past decade. Many attempts were made to solve the production scheduling problems in the past using computers and the available operations research (OR) techniques, particularly among academic groups. However, it is probably true that, compared with the current full-time computer usage in long-range and short-range mine planning, very little computer usage is being made in production scheduling to date.

INTRODUCTION Union Carbide is currently operating an in-situ leach project on the Palangana Dome area in Duval county. This deposit meets all the requirements for in-situ leach in that the ore (1) is below the water table, (2) is in a permeable horizon, (3) is amenable to chemical leaching, and (4) is confined by impervious layers. This project has been under commercial production since 1976, and its capacity has been expanded on three occasions since going on-stream. Recently, additional uranium reserves were discovered on the Rogers-Cardenas (R-C) property about 32 km north of the Palangana operation. The ore is located within the Oakville sands and its characteristics are quite similar to those of the ore at Palangana. Both are an unconsolidated Arkosic sand high in clay and calcium carbonate. The R-C ore, however, is somewhat coarser with a mean particle size of 0.15 mm as compared to a mean particle size of 0.07 mm for the Palangana ore. In all respects it would appear that this ore would be a candidate for in-situ leach as a satellite operation to Palangana. Unfortunately, R-C ore is above the water table and, therefore, not amenable to the Palangana practice. Because of the limited known reserves in this deposit, it is readily apparent that conventional mining and milling are out of the question. However, because of its proximity to our Palangana operation, it seemed worthwhile to consider other options. The most viable route based on our past experience was to heap leach the ore. Our recent success at our Gas Hills facility and our Maybell operation, in employing a heap leach practice to our marginal reserves seemed to be a logical approach for processing this ore. Our experiences at both locations are described in "Heap Leaching - A Case History" by R. G. Woolery et al., Mining Engineering, March 1978. In both instances the process is an acid leach circuit and acid consumption averages 20 kg/t H2SO4. A preliminary feasibility study showed that because of the high strip ratio required for the R-C project to be successful, additional ore reserves must be located and that a method of heap leaching with an alkaline circuit would have to be developed. As a result of this paper study, the decision was made to proceed with a program of additional exploration drilling to determine the total ore reserves that could be mined economically. The Mining Department will evaluate each ore zone for cutoff grade, strip ratio, and expected mining cost. At the same time, a laboratory program to evaluate the available core samples for amenability to heap leaching with respect to an estimate of uranium recovery and processing costs was developed. This program is currently in progress, and at this time, we are just completing our process amenability study. BENCH-SCALE EVALUATION OF THE R-C ORE The initial bench-scale slurry leach tests on the R-C ore showed an acid consumption in excess of 200 kg/t H2SO4. These data, of course, discouraged us from considering this process route. Not only would the acid cost be prohibitive, but the gypsum generated by the reaction of the sulfuric acid with the calcium carbonate of the ore would severely effect the percolation of the lixivant. For this reason, the laboratory program was directed toward an alkaline circuit compatible with heap leaching. Because of the proximity of the R-C property to our Palangana operation, it seemed advisable to integrate the processing of this ore into the production at Palangana. Doing so would enable us to bring the R-C property into production by merely enlarging our present facilities at Palangana; otherwise, construction of a grass roots plant would be necessary. Ideally, the simplest method would be to construct the heaps at Palangana and employ an ammonium carbonate/bicarbonate leachant compatible with the in-situ production liquor. The product liquors could then be co-mingled or processed separately as desired. To determine if this goal was practical, samples of the R-C ore were obtained, and a laboratory program initiated. Heap leach amenability testing consisted of preliminary bench-scale evaluation to determine optimum solution strength and ultimate uranium recovery, followed by small column tests to confirm the bench-scale metallurgy and to determine percolation characteristics. These bench-scale tests are being followed by pilot-scale testing approximating field conditions. As expected, the bench-scale tests showed that the dissolution rate is considerably slower for alkaline leach than has been our experience in acid leaching. Because of the slower reaction rates, product liquor grades will be lower than for acid, as greater volumes of solution are required for satisfactory uranium extractions. The greatest influence on reaction times found in the laboratory was the carbonate/bicarbonate strength and oxidant addition. However, the higher salt concentration reduced the efficiency of the IX resin circuit and about 25g/L salt proved to an upper limit compatible with subsequent IX treatment. The oxidant contributed significantly to the early extraction rate but seemed to have only minimal effect on the total practical U308 extracted or the time required to achieve it. This variable will require larger scale testing to determine if the added cost of the oxidant is actually justifiable. Thus, the small-scale laboratory slurry tests, based on the 0.088% U308 sample available, indicate that leaching at 25g/L ammonium carbonate/bicarbonate, with or without oxidant, we might expect an 80-85% U308 extraction on this ore.

INTRODUCTION * The United States is fortunate in having abundant reserves of metallurgical-grade coals. Although these coals are better in quality and more accessible than most metallurgical-grade coals found throughout the rest of the world, the best grades of these coals are being depleted. Consequently, more efficient exploration tools and techniques, such as advanced methods of core drilling and logging, correlation by petrography, paleontology, palynology, † physical stratigraphy, and geophysical methods are being used to help assess the extent and quality of the remaining coal reserves. Exploration and assessment of new and existing coal properties become of utmost importance in determining ( 1 ) the economic justification for mining the coal, (2) the optimum design of the preparation plant, and (3) the most effective use of the coal. The use of the Scanning Electron Microscope to characterize Coal Mine Dust has been possible because of two circumstances. First, the imaging process of the SEM allows multiple signals (secondary electrons, back scattered electrons, x-ray emission, etc.) to be viewed. Second, the use of a computer to analyze the signals and perform statistical tests on the results. The parameters described are size, shape, chemical composition, mass distributions, and particle thickness. Although the system is intended for particular systems, those of agglomerates (whether tile same or not) are handled by special aspects of the computer programs. The work on fibers is not completed at the time of this report. This work discusses the hardware (developed especially for this process) and software (both on an IBM 360/370 and a PDP 11/20). The latter system allows direct interaction between the operator of the SEM and computer for maximum information at the least time.

There are many types of filters designed to separate a solid from a liquid, including plate and frame presses, pressure leaf filters, gravity filters and vacuum filters. This discussion will be limited to continuous vacuum filtration and, specifically, to continuous rotary vacuum disc filters, drum filters and horizontal belt filters. The use of vacuum filtration can be advantageous in that: 1. The feed slurry can be delivered to the filter either by gravity or by a simple, inexpensive low pressure pump that only has to overcome the resistance of the feed piping system. 2. The filter equipment does not have to withstand high pressures. Consequently, a wide range of materials of construction, including plastic and fiberglas reinforced polyester (FRP), can be used in the fabrication. 3. After the form time, the filter cake is exposed to the atmosphere and the cake is accessible for further operations such as mechanical or physical dewatering, washing, and sampling on a continuous basis. 4. The discharge of the dewatered solids is continuous for directly feeding to the next operation; for example, a dryer. 5. Various methods of discharge can be fitted to the filter to effect optimum discharge of the dewatered cake solids. The principal of operation of a vacuum filter, regardless of type, is basically the same. The filter incorporates a filter medium supported on a drainage system and arranged so that the mixture to be separated (feed slurry) can be introduced to one side of the filter medium on which the solids are trapped and through which the liquid (filtrate) flows due to the applied vacuum.

Union Carbide began looking seriously at heap leaching in 1971. At that time some 1.6 million tons of mineral averaging 0.40 kg U3O8 /t) (0.80 lb U3O8) were stockpiled at various sites around the Gas Hills, Wyoming, uranium facility. Several alternatives for economically exploiting these reserves were considered and heap leaching seemed the most attractive. At the time, Western Nuclear Inc. was operating a heap leaching project nearby in which the low-grade ore was leached with sulfuric acid, the product liquor treated in an on site solvent extraction circuit, and the stripped product liquor re-acidified and recycled. The operators were most generous in allowing us to visit their site and in answering our questions. They were also helpful in discussing the problems associated with heap leaching. Their experience confirmed our belief that it was possible to operate a heap leach profitably on material too low grade for conventional milling. Based largely on what we had learned from Western Nuclear's experience, we undertook a program involving a laboratory study to determine the characteristics of the mineral stockpiles, as related to heap leaching, and to conduct a pilot heap leach adjoining our Gas Hill mill. Basically the pilot heap construction and leach procedure were similar to those described in the literature l, 2 with certain modifications to permit detailed monitoring of the operation. In May 1972, the decision was made to construct a test heap. The UCC plant at Gas Hills, Wyoming was selected as the most appropriate site for the following reasons: (1) The necessary equipment for heap construction was readily available. (2) Stockpiles of mineral from the various mining sites were on hand: (3) Construction of the heap could be made on an abandoned tailings pile minimizing problems associated with environmental approval. (4) Proximity of the mill would allow product streams to be absorbed into existing circuits. (5) Necessary utilities were available. (6) Tailings water from the existing circuit could be used for leaching. A program for the pilot heap leach was developed with the following primary objectives. (1) To confirm the data obtained in bench-scale tests particularly on uranium recovery, acid usage, and ore permeability. (2) To evaluate plastic liners used for base preparation. (3) To investigate heap configuration variables. (4) To determine heap leach amenability of the different mineral sources. (5) To establish the economics of heap leaching low-grade ores.

INTRODUCTION Run-of-mine (ROM) coal generally falls into two major groups, that from underground mining (continuous mining machines) and that from strip mining. Continuous miners produce a finer product and strip mining a coarser product that is crushed to produce the desired size. Further size reduction depends on the proposed use or uses for the coal. For example, for pulverized coal power plants as a rough general rule, the coal is ground or pulverized to 80% less than 200 mesh (0.075 mrn) before it is blown into the boiler furnace as a coal-air suspension. For solvent-refined coal processes, the desired size is about <30 mesh ( <0.60 mm) ; in fluidized bed uses, the coal is typically < in. ( < 1.6 mm); for Lurgi pressure gasifiers, the desired size is 1-2 1/2 in. (25-63 mm). Coal preparation plants typically work with a coarse size fraction of 6x1 1/4 in. (15Ox32mm). It seems probable that the next decades will see much wider application of coal cleaning before use and that the stages of crushing and pulverization from ROM coal to end use will be integrated with coal cleaning processes. Results of in situ investigations are discussed providing comparisons of rock mass deformability measurements by three methods: &apos;petite sismique&apos; technique, the Goodman borehole jack and flat jacks. The tests were performed in exploratory tunnels constructed for site characterization purposes of an underground hydro-electric scheme. Due to the large number of data (41 petite sismique measurements, 45 Goodman jack tests and 19 flat jack measurements), it was possible to evaluate thoroughly the testing techniques employed. The purpose of this paper is to indicate the problems encountered in the interpretation of the results and to offer suggestions for selecting in situ tests. INTRODUCTION In situ tests are expensive and time consuming but they are an important aid in tunneling applications since they can provide deformability data of rock masses in contrast to rock material characteristics obtainable from small laboratory specimens. Some in situ tests are relatively easy to perform but their reliability may be in question unless a comparison of the data obtained by several different test methods is possible. Although many in situ techniques are available for determination of rock mass deformability (1), those more convenient to use are the Goodman jack, flat jacks and &apos;petite sismique. These methods are considered convenient because the Goodman jack is a borehole device; flat jacks can provide not only deformability data but also information about the stress field around excavations; while &apos;petite sismique&apos; is based on seismic refraction surveys. Accordingly, these three methods have been selected for comparison.

When exploration shows a mineral deposit to be of importance, the subsequent work of defining the limits or boundaries of the ore body and preparing it for the extraction of the mineral is termed development (Young, 1946). In underground mining, development also connotes the work that is involved in opening up a deposit preparatory to stoping or productive operations. In this section, mine development is defined to include all studies and operations that will enable a sound evaluation of an explored ore body from the technical and financial standpoints. Though the ultimate objective of all mine development activities is the same, the scope and detail of these activities vary depending on the type of ore body (e.g., flat bodies, lenses and sheets, massive deposits, narrow veins, and bedded deposits), and the method of working the deposit (e.g., under- ground or surface methods or a combination of both of the methods). Therefore, the various contributions in section 3 address such topics as long-range planning, feasibility studies, and valuation for many types of ore bodies and different mining methods. This introductory review is divided into three major parts. In the first part, long-range planning aspects are briefly discussed with .an emphasis on current trends that affect mine planning. In the second part, an overview is provided of the contents in the mine development and valuation section. In the last part, remarks are made on the status, scope, and future of quantitative and computer methods in mine planning and development.

This paper presents the development of and results from a computer model of in situ uranium leaching. This model uses a streamline-concentration balance approach and is useful with a wide range of reservoirs. It can be used with any type of well system, in a reservoir with or without boundaries, and with any form of descriptive kinetics. The model also includes the effects of dispersion and consumption of oxidant by minerals other than uranium. The effects of areal sweep, variable uranium concentrations, variable permeability, and the presence of oxidant consumers on uranium production are shown and discussed.

1. Introduction This is a report on applications of the earth pressure type balanced shield tunneling projects executed under narrow streets on soft alluvial layers in Japan. Japan is a long island country surrounded by the sea. Steep mountain ranges run along the archipelago and numerous rivers originate from the mountains, leaving only limited areas of flat land along the upper and middle reaches of the streams. The majority of cities in Japan are on soft alluvial layers. Alluvium represents an extremely complex soil formation, sections bordering diluvium being characterized by sharp undulations. Various difficulties are therefore encountered in shield tunneling work undertaken in such ground conditions. Particularly, at work sites lying in an unstable, waterbearing layer with high permeability, shield excavation becomes utterly impossible, hampered by large amounts of underground water as well as land collapsing caused by the water. Even when work can somehow be accomplished by using chemical grouting or by lowering ground water level, which require extra expenses and time, undesirable effects such as ground surface settlement are unavoidable in projects undertaken in the past. The newly developed method allows safe and accurate tunnel excavation at normal speed and without giving any adverse effects on buildings above, even under such unstable ground conditions. An outline of this new method was announced at the "International Tunnel Symposium &apos;78" held in Tokyo, and the method has since been employed in a number of tunneling projects in this country. The mixer that is commonly encountered in hydro metallurgical operations consists of a single turbine and tank combination. However, it would be advantageous to examine some common solvent extraction mixing systems in the light of the fundamentals of chemical reactor design. The basic concepts of reactor design are commonly used in the chemical industry, and it should not be too difficult to apply them to solvent extraction. The factors that affect the engineering design of a reactor are: the reacting system; the type of reaction; and the configuration of the reactor. The reaction system in solvent extraction consists of a heterogeneous liquid phase, involving two immiscible liquids. It is essential f or the process that the reactor product can be separated efficiently in the subsequent settler. The type of reaction in solvent extraction system may be quite complex, and the picture is complicated by the presence of competing and side reactions. The reactors themselves have been generally continuous stirred tanks, and the nature of the mixer-settler makes it unlikely that the pumping mixer can be dispensed with. However, it appears that there should be some definite advantages to a system of stirred reactors in series. The kinetic experiments which are carried out should have the definition of optimum reaction conditions as one of their goals. The data obtained from these experiments must also be applicable to the design of reaction equipment. Reactor selection and design is often a unique problem for each chemical process, and does not lend itself to a systematic general approach. However, the application of chemical and physical principles to mixer design in solvent extraction should result in practical, more efficient plants.
