It is no longer possible to establish a quarry on the most convenient hill then abandon the site, leaving a scar if the stone or sand in the deposit is found to be unsatisfactory. Before approval is given to operate a new quarry, the relevant authorities require a detailed plan of operations from commencement to final rehabilitation. To prepare this plan, a thorough know- ledge of the quality and size of the deposit is required. To obtain this information, the industry must use the most modern techniques available. Many examples can be given showing problems which have affected the smooth operation of a quarry for many years because the initial exploration was poorly carried out. The factors which must-be considered when exploring a deposit are detailed in this Paper.

The Surface Mining Control & Reclamation Act is a complex piece of legislation signed into law on August 3, 1977. It is the culmination of more than six years of debate by the Congress over the need for a national regulation of surface mining as opposed to the prior concept of regulation by each concerned state. It departs from the more normal type of law in that it includes very specific requirements, limitations and performance standards. In its procedural aspects, it is somewhat similar to the Clean Air Act and the Water Pollution Control Act in that it places primary responsibility at the state level, provided the state meets minimum national requirements. At the time of writing this paper, in late December 1978, the Interim Regulatory Program has been in effect for seven months. The proposed regulations for the Permanent Program, the draft Environmental Impact Statement, and the draft Regulatory (Economic) Analysis ware available for eight weeks before the close of the comment period on November 27. We are now awaiting issuance of the final versions of these documents. The states in which coal is mined, for the most part, have made sere revision to their state laws and are in the process of revising their regulations, or have just completed the revision, to comply with the Initial Regulatory Procedures. They are now faced with another new major effort to analyze and plan for compliance with the Permanent Regulatory Program, which is expected to be promulgated by the Office of Surface Mining of the Department of Interior by the time this paper is presented.

Once a mineralized body has been delineated, drilled and estimated from surface samples, it often happens that before the final go-no-go decision is taken, an underground sampling program is decided, very often via a ramp which hopefully will be later used to extract the ore. The cost of such a program can be close to a million dollars. On other occasions, when a property changes hands and is reexamined maybe 20 years after the original drilling program, a "check sampling" program is carefully, designed to make "sure" that the old assays are "correct". One may fear poor sampling practice in old days, or deliberate highgrading by promoters. Again one may be talking of resampling cost which may be in the six-figures range. Other similar situations include the drilling of a few large diameter holes to ascertain the validity of a majority of small diameter drill holes, or auger drilling, or back-rimming. In uranium checking radiometric information is also a problem related to the above ones.

INTRODUCTION Washability characteristics derived from float-and-sink analysis in Chapter 4 demonstrate that coal is intrinsically heterogeneous, and this heterogeneity is also evident in the proximate, ultimate, and size analyses. A range of particles from high to low specific gravity is usually seen in the run-of-mine coal. One objective of coal preparation is to recover the high quality float material (the particles of lower specific gravity) such that the recovered product meets certain quality specifications, as well as to reject or recycle low quality particles of higher specific gravity. The maximum recovery of cleaned coal at the required quality is of major concern to plant operators. However, the quantity and quality of products of coal cleaning, determined in the operation of actual commercial cleaning plants and by theoretical calculation based on run-of-mine washability studies, are known to be different with each coal. Therefore, during the last half century, coal preparation engineers have repeatedly sought methods to predict the technical and economical efficiency of separation of cleaning equipment and systems. Many formulas have been proposed by international investigators to evaluate the efficiency of various coal cleaning operations, primarily based on the yield and/or ash of the various products of coal cleaning. Performance criteria in use today are capable of defining all of the important aspects of a given concentrating operation; however each criterion has certain restrictions or limitations. It is important, therefore, to understand how such formulas can be used and the problems involved in their construction. On November 9, the Reynolds Metals Company cut production by 12 at its primary aluminum smelters at Troutdale, Oreg., and Longview, Wash., as a result of an earlier 25% power cutback by the Bonneville Power Administration due to lower than normal stream flow in September, the Aluminum Company of America had closed one potline at its Vancouver smelter because of the power cutback. Nearly 700 union workers at Anaconda Aluminum Company's primary aluminum smelter at Sebree, Ky., walked off the job when their contract expired or, November 15, after rejecting a proposed 3-year contract. The smelter has an annual capacity of 180,000 tons mid accounts for 50% of Anaconda's aluminum production. No talks are scheduled.

During the last decade, there haven't been any great innovations in the design features of a copper concentrator. What has worked well in the past continues to work well, so that major breakthroughs have been minimal. Conservatism in the ranks also plays an important part. As a copper concentrator is not designed and built everyday, Davy was elated to have an important part in this project. This is the story of the design of the oracle Ridge Project located north of Tucson on the back of Mt. Lemmon at an elevation of 5,900 feet on the N.E. slope of the Catalinas. The Oracle Ridge property, formerly known as the Control Mine, is owned by Oracle Ridge Mining Partners, a joint venture between Continental Materials Corp. of Chicago and Union Miniere of Brussels, Belgium; both or¬ganizations specializing in the non-ferrous metal industry.

This report presents a deep ocean mining operational simulation which is capable of describing the response of the bottom collection unit to specified mining ship maneuvers and the corresponding operation of the mining ship maneuvering system. Bathymetry, obstacles, collector and pipe dynamics and ship maneuvering capabilities are included in the simulation. The simulation is capable of evaluating the technical requirements and operating costs for specified mine plans, Results are useful in assessing mine size requirements and provide operating 'cost 'estimates useful as inputs to deep ocean mining economic feasibility assessments, The simulation is used to determine the consequences of obstacles to mining system operations in terms of impact on mine size requirements and reduced production arising from obstacle avoidance maneuvers of a towed (unsteered) collector.

1. INTRODUCTION Empirical methods have always been important in tunneling in contrast to many other branches of engineering. Beginning in the late 19th century, when engineering entered the phase of formal modeling, this dichotomy could be seen to emerge even in the work of individuals. Culmann (1), Ritter (2) Kommerell (3) and others simultaneously were developing analytical approaches to bridge and building design and empirical approaches to tunnel design. The dichotomy remains. Empirical or simple analytical methods are used at most in the preliminary design of bridges and buildings, while they are used in all phases of tunnel design and construction. In fact, the past decade has seen a resurgence of interest in empirical methods, and with it discussion and controversy. This discussion has centered on the suitability of various methods. In some applications identical results are obtained with differing methods and in some cases radically different ones. On certain occasions the discussion has focused more on the methodological rather than empirical by taking issue with the appropriateness of particular parameters or the structure of some methods. This paper attempts to establish a basis for judging the suitability of empirical methods in tunnel design, and their applicability to particular cases. The paper makes no claim of exhaustiveness, and instead emphasizes basic requirements for application. Various methods are reviewed against this background. A detailed comparison of empirical methods and a description of their concept and background is now being prepared (4). Specifically the paper first defines empirical methods, and their purpose (Section 2), describes their structure (Section 3), and focuses on the basic requirements each must satisfy (Section 4). In 1972 a major renovation of the flotation and regrinding circuits was completed at Kennecott Copper Corporation's Chino Mines Division concentrator at Hurley, New Mexico. At that time a new lime distribution and control system was placed in operation. Lime is used to depress pyrite, and flotation at a high pH or alkalinity is required for optimum recovery of principal copper minerals, chalcopyrite and chalcocite with good rejection of the pyrite. Regrinding is also required to liberate chalcocite, much of which occurs as intimately associated chalcocite-pyrite middling grains. Accurate control of the lime addition is necessary to obtain both optimum metallurgy and minimum lime usage. At low pH levels, flotation cell control is difficult due to excess froth, but excessively high pH levels can go unnoticed because froth characteristics do not change from those experienced at the desired pH. With manual control of the lime addition, the desired pH can be exceeded for periods of up to two hours. Test Work Plant test work on a lime control system using conventional pH probes gave disappointing results with high electrode maintenance and poor control characteristics. For example, the rougher flotation cells are operated at a pH between 11.4 and 11.6 and the probes required cleaning at least once a day, and occasionally every shift. These high maintenance requirements were considered unreasonable for a plant-wide system using six or more control loops.

In situ mining offers a new and proven method of exploiting sedimentary uranium deposits. The feasibility and economic evaluation of exploiting a uranium reserve by either open pit or underground mining should also include a similar study for in situ mining. This report compares the economics of mining several hypothetical uranium deposits at various depths, grades and reserve sizes by open pit and in situ mining. The evaluation process evolved establishing, where possible, common geological and logistical parameters to both methods of mining. The various assumptions that are unique to either open pit or in situ mining were also drafted, where possible, as equal and common functions to be used in each economic evaluation of the reserve models. After the various parameters were defined, they were programmed to an economic analysis of the various hypothetical uranium deposits by the selected mining method. From the vast array of cost evaluations, total capital and operating cost per pound U308 produced, DCF-ROI, and total net profits before State and Federal taxes were selected as the most meaningful results to compare. From the various geologic parameters used, it was determined that the economic viability of a mining venture is most sensitive to a depth-grade thickness ratio. The three selected evaluation products were plotted against the various depth-grade thickness ratios of the hypothetical uranium deposits. The results of the economic cost analyses show in situ mining generally to be a better method to maximize total net profits and to maximize return on investment.

Increasing capacity of bulk material handling systems creates difficult problems for accurate in-line material weight measurements. At the same time increasing system complexity and growing user demands call for more measurements. Precision in-line weight measurements for bulk materials are usually accomplished by application of conveyor belt scales. Belt scale accuracies listed by scale vendors are applicable for ideal situations with suitable conveyor design, belt scale location and calibration means. This paper attempts to provide designers and users with simple means to evaluate belt scale accuracy for practical scale installations. Based on known mathematical models simplified formulas for measurement errors are derived and discussed. These formulas allow for simple determination of achievable accuracy for alternative scale installations on the conveyor, conveyor designs, etc.

The non-renewable energy resources of Queensland comprise coal, petroleum (oil and gas), oil shale and uranium. Coal is widely distributed., and has been developed extensively both for export and for use within the State. Proven reserves total 5 390 million tonnes recoverable of coking coal and 5 580 million tonnes recoverable of non-coking; very large resources particularly of non-coking coal are still to be quantified by further drilling. Annual production is of the order of 20 million tonnes of coking coal, principally for export, and 6 million tonnes of non-coking, mainly for power generation within the State. Petroleum resources are meagre in com- parison with those of coal. Initial recover- able reserves of liquids (mainly in the now substantially depleted Moonie Oil Field) totalled only 4.2 million m3. Initial recover- able reserves of gas (mainly in the western Surat and Bowen Basins) totalled 7 800 million m3. Annual production is of the order of 64 thousand m3 of liquids for refining in Bris- bane, and 268 million m3 of gas mainly for production of fertiliser and for industrial and domestic heating, in Brisbane. Processes for hydrometallurgical treatment of crude nickel hydroxy carbonate and impure high grade ferronickel to produce cathode nickel and cobalt hydroxide are described. Outokumpu nickel refining process originally developed for nickel matte has been adapted to the mentioned new raw materials. Both new process routes contain the Outokumpu cobalt removal and nickel electrowinning stages but leaching and solution purification stages differ from the industrial process in operation in Harjavalta.

The federal government kicked off the new budget season in November 1978, when Finance Minister Chretien announced a handful of proposed amendments to provisions of the federal Income Tax Act and Regulations affecting mining. (See Tax Notes in the January 1979 issue of the CIM Bulletin.) Declaring in his budget speech that these changes were in response to the report of the joint federal/provincial task force on resource taxation, Mr. Chretien tossed the ball to the provinces-" I want to take the lead here... I feel confident that the provinces will do their part". Quebec and Ontario, picking up the ball in their spring budgets, have announced favourable modifications to the provincial taxes on mining, with these moves being paralleled in the recent Manitoba budget, which proposes a flatrate mining tax to replace the previous controversial two-tier royalty. In the meantime, the federal government passed a host of amendments to the federal earned depletion regulations. The result is yet another batch of complex tax changes for the industry to note and digest, but this time with the hopeful factor that most of the changes are favourable to the industry. This article reviews the current status of the federal budget changes, comments on the Ontario, Quebec and Manitoba proposals, and reports on the changes to the earned depletion regulations that were passed by Order-in Council in March 1979.

GENERAL In mid-1974, a representative of ARCO Petroleum Company walked into our Austin offices and asked for a permit for ARCO's first Clay West Mine site. This was the first in situ uranium mining permit issued in the United States. That initial permit, issued in January 1975, was for three acres. The four years since have been characterized by growth and change. Today there are 16 permits approved for approximately 1,540 production acres issued to five companies at eight sites in four counties. There are approximately seven additional permit applications being processed or on the verge of being submitted for an estimated 2,000 additional acres of production. As a rough gauge of the financial scope of this activity, at the typical 40 production wells per acre and an estimated $2,000/well, operators hale installed or committed $122 million for production wells. This does not account for the exploration and development wells installed to delineate the ore or the cost of processing facilities for extracting the uranium. HISTORY OF URANIUM MINING IN TEXAS Information I have concerning early in situ uranium mining activities is "sketchy" but the apparent first on-site test of in situ uranium mining was conducted between 1967 and 1971 at the Dueterstat site, north of Yorktown in Gonzales County, by City Service. Others ran tests at the Bruni site in Webb County and the Burns and Clay West sites in Live Oak County in the mid-70's. During this period, Texas Water Quality Board personnel in the central and district offices maintained a general surveillance of these various test activities. Regulation of in situ uranium mining was formalized with the issuance of a permit in January 1975 with the advent of ARCO's initial production scale (3 acre) effort in the Clay West area at the Moser mine site. Since 1975, the accelerating rate of mining and exploration activity is noticeable. There were 16 exploratory rigs operating early in 1977. This year, the rig count is averaging 46--a 287% increase. HISTORY OF LEGISLATION Paralleling this mining activity was state and federal legislation which subjected in situ mining to environmental regulation. The following is a brief chronology of the legislation that is directly or indirectly related to uranium mining. As most of you know, disposal wells are an integral part of most in situ uranium mines operating in Texas. They are used both during production and during aquifer restoration following production. The wells are regulated by the Texas Injection Well Act, enacted in 1961 by the Texas Legislature. In 1967, the Water Quality Act established the Texas Water Quality Board, and provided for the regulation of water quality by the so-called permit system. In 1969, the Solid Waste Act was enacted by the Texas Legislature. The legislation provides for control of wastes from manufacturing, mining, and agriculture. This Act regulated uranium surface mining activities until 1975 when the Texas Surface and Mining Reclamation Act placed responsibility with the Railroad Commission for uranium open-pit mining and surface mining of coal and lignite. In 1972, the Federal Water Pollution Control Act (Public Law 92-500) was passed. This legislation forms the legal base for the NPDES (National Pollutant Discharge Elimination System) and the subsequent point source effluent guidelines and standards. The November 6, 1975 issue of the Federal Register published interim final rules for Best Practical Treatment levels for effluent discharges from ore mining and dressing operations. Litigation was immediately initiated by eleven companies against these proposed rules, and they are currently being reconsidered for reissuance in 1979. In 1974, the Federal Safe Drinking Water Act (Public Law 93-523) was enacted. A part of this legislation is the Underground Injection Congrol Program. The regulations implementing this program have undergone various public hearings and it is expected that they will be published in the Federal Register before the end of 1978. In 1975, the Texas Surface Mining and Reclamation Act (Senate Bill 55), providing for the Railroad Commission's authority to require reclamation of surface mines, was passed.
