INTRODUCTION The potential health impact from uranium milling operations is mainly associated with long-term releases of radioactive contaminants from the mill tailings.(1,2) The major mechanisms for mitigating these potential releases focus on increasing the tailings containment with the addition of migration barriers such as thick earthen covers and clay liners. Some limited investigation has also focused on reducing the radionuclide source terms. This alternative approach has some desirable features, but stringent cost requirements are placed upon source removal methods in order for them to be economically favorable. A cost effectiveness evaluation is presented herein, in which costs for containment methods are used to establish maximum cost guidelines for the source removal methods. The 230U decay chain, shown in Figure 1 contains the radioisotopes of major concern, 230Th, 226Ra, 222Rn and its short-lived alpha-emitting daughters, When the uranium is removed in the milling process, these isotopes, which are normally not removed remain in the tailings solids. The general pathways to the environment from uranium mill tailings are depicted in Figure 2. The dominant pathways are radon to the atmosphere and radium and thorium to a groundwater aquifer. The magnitude of the contaminants released into these pathways can be characterized by the following parameters: 1. The 230Th and 226Ra content. 2. The emanating power for radon. The fraction of radon generated that is free to migrate. 3. The leach rates. Source reduction methods seek to reduce the magnitude of any or all of these parameters. In general the dose rates are proportional to the source terms. For radon production the source term is proportional to the product of the radium concentration, R, and the emanating power, E, so that the risk is reduced by the same factor that reduces RE. For example, if the radium content is reduced by 95 percent, but E is increased by a factor of two, then the dose rates are reduced by an order of magnitude. Coal mining historically has been a hazardous occupation but, in recent years, tremendous progress has been made in reducing accidental coal mine deaths and injuries. The purpose of this chapter is to discuss the basic principles of accident prevention as they are related to coal mining. Accident prevention fundamentals are no different for coal mining than for any other type of work. The fundamentals apply to all industries. Construction workers may be struck by falling tools and materials, and miners may be struck by falling slate and coal. Sailors may be trapped by shipboard fires, and miners may be trapped by mine fires. Railroad brakemen may lose hands and fingers positioning couplers, and miners may lose hands and fingers positioning couplers. Many other examples could be cited, but the point is that accidents that happen in coal mines are basically similar to accidents that happen in other industries. Thus, the basic principles for preventing accidents apply in coal mining as they do in any other type of work. COAL MINE ACCIDENT EXPERIENCE The US Mine Safety and Health Administration (MSHA) is the main source for accident experience data in coal mines. Coal mine operators are required, by law, to forward to MSHA monthly the number of fatal and disabling injuries, man-hours worked, and tons of coal mined. This information is compiled and published quarterly, with annual summaries, by MSHA. Trends in the number of fatalities and fatal injury rates are shown in Fig. 1. Major coal mine disasters, with number of miners killed, and dates of coal mine safety legislation are shown in Table 1. The fatal and disabling injury frequency rates for the coal industry are shown in Fig. 2.

Historically, mica usage has been low because of limited availability; as a by-product of many small processors, who have lacked motivation for extensive R & D. The discovery of a 30 million ton deposit of 85-90% pure phlogopite, when existing markets are only 300,000 tonnes annually, forced the search for large volume new markets. Increasing costs of energy, petrochemicals, plastics and glass fibers, and environmental constraints on asbestos usage, have led to new opportunities for mica as a reinforcing filler. Extensive research and developments; in beneficiating, processing and treating mica, has been necessary to satisfy these new markets.

Though Germany has a very old mining history, her experience in uranium mining only started in the late sixties. Today in the Federal Republic of Germany (FRG) there are only 5 small mines in the exploration stage, namely Menzenschwand and Müllenbach in the Black Forest and Mähring, Popenreuth and GroBschloppen in northern Bavaria. In all these exploration mines much development is required to define shape and size of ore bodies. Mining engineers, government authorities and environmentalists alike are very much concerned about environmental safeguards and protection of mine workers against radon and its daughter products. Miners are affected by internal and external radioactive exposure. In general the external [f3]- and [µ] -exposures can be considered as small in comparison to the internal exposure and are therefore not discussed in this paper. The internal exposure is caused by the inhalation of radon and its daughter products and is relevant to the lung as the critical organ. The nobelgas radon is inert and does not from compounds with other elements easily. Contrary to the physical half-life of 3,8 days the biological half-life of radon is only 10 to 20 minutes. During the rentention time in the body only approximately 1 % of the long-lived decay products are retained in the system (SCHOGER, 1976). In this connection is it important that the radon resorption as well as the radon secretion varies individually and depends to a large extent on the age of the person (SCHOGER, 1960). RENOUX et al. (1978) have determined that the greatest part of the a(-activity in the air is attached to aerosoles with a diameter of 0,4/14. The radiation exposure of the lung by radon is negligible if compared with the exposure by short-lived decay products. For this reason one has introduced the concept of the potential [o](-energy (P) of the short-lived radon decay products, which means the total [ct]-energy, which is produced when an atom decays in the decay-series down to the long-lived lead-210. [ ] The unity of the potential [o]-energy concentration in the SI-system is 1 j/m3 air. In radiation protection however a specific unit is used namely the working level (WL): [ ] The WL-unit, though internationally recognised has not been introduced officially in Germany. Because of the large amount of tunneling still to be done in the FRG, the various mines departments responsible for safety and health in mining ask searching questions such as: - What are the laws governing radon emanation in tunneling? - Can workers be adeguately protected against radiation hazards? - How should one drive through high grade uranium ore? - What happens if the ventilation system breaks down?

A consideration of mining ventures and the changes of an environmental nature that occur. The paper is introduced with a general statement claiming recognition that mining ventures are important to human well-being but that these need to be justified against the environmental changes that they bring about. The various factors that need to be considered are cited followed by an historical review of mining activities. The various environmental issues are discussed under three headings; socio-economic, physical and biological, prior to reviewing the world's demand for minerals including fossil fuels. In conclusion guidelines for appraising mining ventures relative to environmental changes that may occur, are given.

The Coal Preparation Division of the Pittsburgh Mining Technology Center conducted an investigation to assess and compare the pyritic sulfur reduction potential of coal-pyrite flotation and high-gradient magnetic separation (HGMS). Tests were run on three coals--an Upper Freeport bed coal, a Lower Kittanning bed coal, and a Pittsburgh bed coal--to establish grade- recovery relationships characteristic of both processes. Representative portions of each coal sample were crushed to two top sizes--nominal minus 35 mesh (0.5 mm) and nominal minus 100 mesh (0.149 mm)--and subjected to conventional froth flotation. The froth product was then beneficiated by coal-pyrite flotation or HCMS to provide a direct technical comparison of the two processes. At minus 35 mesh (0.5 mm), the size normally employed for coal flotation, both coal-pyrite flotation and HGMS effectively separated pyrite from coal, and the performance of the two processes was essentially the same. At a size of minus 100 mesh (0.149 mm) , however, the performance of HGMS exceeded that of coal- pyrite flotation. The separations effected by HGMS were more efficient at minus 100 mesh (0.149 mm) than at minus 35 mesh (0.5 mm). On the other hand, it was concluded that either the effectiveness of coal-pyrite flotation decreases with diminishing top size, or the process has not been optimized to treat material finer than 35 mesh (0.5 mm).

Numerous articles have been written about the coal miner ; he has been compared with brave men who have gone out to conquer some unknown hazard throughout the ages. Now, however, modern mining is no longer something to be avoided, but a vocation that anyone can be proud of, with remuneration equal to or above that of almost any industry. A concerted effort is being made each day by both the operators of most mines as well as the state and federal inspectors to see that coal mines are as safe or safer than work places in any other industry. How- ever, it is true that mine fires and explosions have occurred in the mining industry since its inception. One of the earliest accurate references to such an occurrence is found in the transactions of the Royal Society of London. In the Colliery Managers' Handbook, 1898, Caleb Pamely writes of an explosion that occurred ,at Fatfield, England in August 1708, resulting in the deaths of 69 persons. He states: "Three of them, viz, two men and a woman, were blown quite up from the bottom of the shaft, fifty-seven fathoms deep, into the air, to a considerable distance from the mouth of the pit." It is interesting to note that women were employed ,as miners in England during that period. In the United States, the first record of coal mined was in 1702 by the Jamestown colonists. In 1786, about 20 years after Pittsburgh, PA was first settled, a charter was granted by William Penn to mine coal on the banks of the Monongahela River. Then in 1803, the first important coal company, the Lehigh Coal Co., was established. From this beginning, the mining industry continued to grow in importance and the first state mining law was formulated in 1870. The Pennsylvania state mining law was followed in 1873 by Ohio's, and in 1876 by Maryland's. A mine explosion at Avondale, PA in 1869 stimulated state legislatures to formulate these early laws. Pulverized coal has been introduced at the anode where it is oxidized during the electrowinning of metals from their aqueous solutions This substitutes an electrochemical reaction between coal and water for the usual oxygen-evolving half-cell reaction at the anode, with the result that overall cell potential is significantly lowered and the consumption of electrical energy is correspondingly reduced. Experimental results are reported for electrowinning copper as an example of this novel modification of the electrowinning process in this example, the use of coal lowered the consumption of electricity by two-thirds of the requirement of the conventional process When the potential electrical energy of the coal consumed is considered the new, coal-assisted process consumes about 45% less energy, and the energy costs (combined costs of coal and electricity) are reduced by about 50%.

December 3, 1972, James Wm. White presented the results of an instrumentation and process control survey which was sponsored by the Anaconda Company at the annual Tucson Subsection AIME meeting.(1) Twenty-six responses were obtained from questionnaires sent to 48 operating plants throughout the world. The survey results were discouraging in that there were more failures and problems than examples of success. The following quotes are taken from the text of the paper. "We run our mill by the seat of our pants." 'If these blue sky Ph.D.'s (in the instruments and controls area within research) had some operating experience they wouldn't make a lot of the suggestions they do."

"The South Bay Division of Selco Mining is located fifty-four miles northeast of Ear Falls Ontario on Confederation Lake. The concentrator operates five days a week and processes six hundred tons per day of copper zinc silver sulphide ore. The concentrator is comprised of crushing, grinding, differential flotation, thickening and drying circuits. The major constituents of the concentrator feed are: chalcopyrite 7%, sphalerite 20%, pyrrhotite 3%, pyrite 25 - 30% and felsitic volcanics 40 - 50%. The mine went into production in March 1971 with an anticipated three year life and is now scheduled for closure in the summer of 1981. Recent mine production has been limited to three cut and fill stopes which have widely varying ore grades, therefore mill feeds vary from 0.25 to 4% copper, 3.5 to 27% zinc, 0 to 0.4% lead and 15 to 30% iron.In mid 1977 Selco negotiated a six month rental purchase agreement with Outokumpu Instruments Canada Limited for a five stream analyser system. The Minexan 202 probes were the first Outokumpu probe type analysers installed in Canada although Outokumpus' Courier systems are well known. Installation of the system took place in April 1978 and after numerous hardware faults the six month evaluation began in August. By December it was obvious that the Minexan 202 probes with proportional detectors did not have adequate resolution to determine low copper values in either of the tailings streams. Outokumpu offered to replace the tailings analysers with a new prototype solid state detector probe the following summer. The evaluation on the five Minexan 202 probes continued until August 1979 when the new solid probe was installed. The Minexan S (solid state) probe was evaluated with the three remaining Minexan 202 probes until December 1979 when Selco elected to purchase the system."

About 65% of the U.S. coal production (835 n tons was surface mined. A similar proportion of the Illinois basin's production (112 m tons) is also surface mined. The state of Illinois is the third largest producer of surface mined coal in the United States, after Wyoming and Kentucky. The Illinois coal basin encompasses Illinois, southwestern Indiana, and western Kentucky, as shown in Figure 1 (dotted lines). The estimated surface mineable coal resources in the basin amount to about 27 billion tons, and about 69 m. tons of coal is surface mined annually (Tab1e I).

In-situ mining of hard rock deposits will only become successful as we understand the engineering parameters involved and the design limitations they impose. As recognized by Wadsworth1 the most critical area is the enhancement of permeability in a hard rock mass. Along with creating permeability, the appropriate flow and fragment size conditions must be generated to insure economic rates of mineral recovery. In this article our interest is confined to true in-situ processes in which boreholes are drilled from the ground surface or a mine drift to deeper strata. We assume that fractures and permeability enhancement will be due to explosives detonated in boreholes. Other techniques such as hydraulic fracturing do not produce the necessary size distribution to promote economic extract ion rates unless the medium is already highly fractured and interconnected. Notable exceptions where hydraulic fracturing is applicable are many oil, gas and salt deposits. For many in-situ processes, an array of explosive charges offers the opportunity of creating a distribution of many fractures not achievable by other techniques. Such a situation would be suitable, for example, to in-situ mine hard rock gold, uranium, copper or oil shale deposits and may enhance oil and gas recovery in certain situations. The purpose of our article is to review and extend the explosive permeability theory of McKee and Hanson 3,4,5 and to apply its results to derive design parameters suitable for in-situ mining.

Under contractural arrangements with the Bureau of Mines, Mountain States Research and Development, Inc. (MSRD) completed a technological investigation to determine the feasibility of in situ mining of metal commodities other than copper and uranium, The study was based upon available literature and experience. The selection of potential candidates for in situ mining was influenced by economic importance, probable amenability to in situ methods, and environmental considerations. Four metals (or metal pairs) were chosen for feasibility studies: aluminum (with a copper byproduct), gold-silver, and manganese were recommended for further study and action; cobalt-nickel was also recommended contingent upon preliminary laboratory leaching and recovery investigations and field geohydrological work. Mining and recovery plans and an economic evaluation are included. Other metals with potential for in situ leaching are lead/ zinc, molybdenum, and vanadium.

INTRODUCTION The administrative processes of coal mines are becoming increasingly complex. As society evolves into a more complicated structure with greater emphasis on individuality, government regulations reach deeply into every activity in an effort to force individuals into a standardized mold. These contradictory pressures add an extra burden to the administration of a mining operation. Recent years have brought a substantial change in the skills needed by mine supervisors and managers. As a result, a better understanding of the administrative functions is necessary. The mine superintendent has the overall responsibility for the mine; for effective operation he must be sufficiently knowledgeable to oversee all the complex functions that make up the mine. This chapter does not cover all the administrative requirements because of the variation in mine operation and in company policies and organizational structure. It does attempt to identify the administrative functions that would be required at a large mine with a preparation plant. It is assumed that the mine operation is decentralized with very little duplication of functions at the organizational levels above the mine. Thus each function is assumed to be relatively complete at the mine and under the general supervision of the mine superintendent. EMPLOYMENT PROCEDURES Throughout the mining industry, in deep or surface mining, in union or nonunion companies, the success or failure of an organization is directly related to the caliber of employees who make up the organization. Public Law 75-87, the Surface :mining Control and Reclamation Act of 1977 (SMCRA), Section 516(b) requires the underground coal mining operator to "adopt measures consistent with known technology in order to prevent subsidence causing material carnage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable use of such surface lands, except inn those instances where the mining technology used requires planned subsidence in a predictable and controlled manner . . .?. The Congress also directed the Secretary of the Interior to promulgate regulations to implement the law. As a result, the control of subsidence from underground coal mining to minimize surface damage has become the mandate of a Federal law. This paper discusses the mechanics of subsidence and the effects of subsidence on ground features and also summarizes some of the measures which have been used to minimize the possibility of damage to surface structures as a result of subsidence due to underground coal mining.

When tunnel boring machines were first developed, the J. F. Shea Company elected not to use them until some of the bugs were worked out. When we did take the plunge, we learned a great many lessons in tunneling; amongst others, that tunneling with a TBM is more an art than a science. One of the most important factors that contributes to a successful TBM tunnel is the geology. A machine can be designed to handle almost any type of ground; however, if the ground is not uniform, compromises in design must be made to enable the machine to handle the various ground conditions. Even when the geologic formations are well defined, it is still impossible to predict how the formations will react when it is penetrated by a tunnel. This is where the design and performance of a tunnel boring machine runs into trouble. When the reactions are adverse, the contractor is left with three alternatives; park or pull the machine and drive conventional, fight through the formation with no changes, or modify the machine. We have made all three of these choices. The first, on the Tonner Tunnel in Southern California, we encountered an extremely tough sandstone where progress was measured in inches per day. Ultimately, we pulled the machine and drove conventional tunnel. The second, on the Vat Tunnel in Central Utah, another element was added to the geology - water, which we encountered in excess of 1,000 gpm at the heading. It was impossible to adapt the machine to handle this much water, so we have been carrying out a program of grouting ahead of the machine and then driving tunnel with the tunnel boring machine.

The first vertical shaft lime kiln operating according to the parallel-flow regenerative principle was developed and built in the nineteen-fifties by Schmid-Hofer in Austria. Upon proving this concept of calcining or "burning" limestone to be very energy efficient for the production of good quality lime, Maerz Ofenbau AG of Zurich, Switzerland was in 1965 licensed for the design detailing and construction of these kilns. The first regenerative shaft type lime kiln outside of Austria was built in 1966 and through close co-operation with customers and their operating personnel, the advanced technical developments of today's kiln designs were accomplished. At present approximately 190 kilns of this type in capacities ranging from 60 to 700 short tons per day have been built or are under construction throughout the world in highly industrialized as well as less developed countries.

Research shows that continuous mining sections can normally produce around 950 tons per shift in a seam 5 or 6 ft. thick. The shuttle cars as well as the continuous haulage systems are able to match with the continuous miners in capacity. However, in practice both of the two systems seem to be averaging at around 450 to 500 tons per shift in production. Continuous haulage systems are preferred in thin seams particularly where the floor is soft.

A hydrometallurgical process has been developed for the recovery of high-purity silver from sulfated residues. The process eliminates the high temperature operations ordinarily associated with silver recovery and refining. The crux of the process is a metathetical leach which maintains the sulfate ion concentration at a level which both allows silver nitrate to be freely soluble and simultaneously depresses the solubility of lead nitrate. The subsequent hydrolytic purification of the silver nitrate solution, the recovery of high-purity silver by electrowinning in a diaphragm cell, and the final product purity are discussed.

Although the 71 Minerals operation is now closed down and the operating data presented is almost five years old, it is well worth describing since it was the first heap leaching operation conducted on a primarily silver ore. Tombstone was discovered in 1877 by Ed Schieffelen; and it became one of the most famous mining towns in the West through the stories connected with Wyatt Earp, Doc Holliday, and the Clanton brothers. Like many silver deposits .in the western United States, the Tombstone ores were relatively shallow. Several million ounces of silver were recovered in the relatively few years the camp was active; but mining virtually ceased by the early 1900s and was only continued in a small way until the 19409, a history similar to that of Tuscarora. The 71 Minerals operation was started in May 1975 and continued until late 1978 within the city limits of Tombstone on waste dumps; one was the' Lucky Cuss, Schieffelen's discovery, which had accumulated from the old underground operations. This waste material was mostly less than 50 mm (2 in.) in size, although there was some larger lumps. The grade was about 34 g Ag and 0.5 g Au per mt (1.0 oz Ag and 0.015 oz Au per st). The Tombstone dumps contained approximately 1,000,000 tons. The dumps and patented claims were held by a single owner, Tombstone Development Company, thus sufficient leaching material could be acquired from one source rather than dealing with a number of individuals, as is usual in putting together leaching ventures in old mining camps. 71 Minerals Ltd. was formed and a lease of the properties obtained. A site was selected close to the major mine dumps not far from down- town Tombstone. Pads approximately 90 m (300 ft) wide and 180 m (600 ft) long with an 8-degree slope were prepared using compacted old mill tailings as a base sealant on the pads. Mining was done at a rate of about 2,000 tons per day with a dozer, two scrapers, a front-end loader, and 30 ton trucks. The ore was dumped by the scrapers as it came from the dumps with no screening or crushing in 460 mm (18 in. ) layers and trimmed with the loader. Based on bulk sampling and laboratory testing, the majority of thegold and silver values were recovered within 30 days of leaching.
