To maximize productivity and improve minerals processing technology, the U. S. Department of the Interior, Bureau of Mines, is investigating a particle agglomeration technique as a means of increasing the percolation rate of leaching solutions through heaps of clayey or finely crushed, low- grade, gold-silver ores. Bench-scale and pilot-scale experiments conducted on different ores indicated that the percolation rate of cyanide leaching solution was enhanced markedly by mixing the ore with a binder, such as lime or portland cement, moistening the mixture, then mechanically agglomerating and aging the feed prior to heap building and leaching. In addition, the rate of silver and gold extraction markedly increased without sacrificing total recovery of values. The use of concentrated cyanide solution instead of water during the agglomeration procedure substantially decreased the leaching time required to obtain maximum recovery. Results from bench-scale and pilot-scale experiments using the particle agglomeration technique are discussed.

INTRODUCTION There are now over twenty years since the radiological characteristics of the brazilian regions of Araxá, Tapira and Barreiros, three locations adjacent to each other, in the state of Minas Gerais, Brazil, started being surveyed by investigators from the Instituto de Biofísica da Universidade Federal do Rio de Janeiro (IB/UFRJ), Pontifícia Universidade Católica do Rio de Janeiro (PUC/RJ), and New York University (NYU) (Roser and Cullen, 1958; Cullen et al, 1980). The importance of the Araxá apatite – Ca5,(P04)3(OH, F, Cl) - and pyrochlore - NaCaNB206F - for the production of large quantities of fertilizers and niobium was early recognized (Roser and Cullen, 1958). Interesting data have been gathered and published throughout the years on the contents of naturally occurring radionuclides in geologic materials, soils, grass, foods and waters of the Araxá region (Eisenbud, et al., 1964; Penna Franca, et al., 1965a, b; Roser et al., 1966; Penna Franca et al., 1970; Cullen, 1977; Penna Franca, 1977; Cullen and Paschoa, 1978; and Cullen et al., 1980). The radioactivity of the Araxá region is associated with mineral deposits of niobium rich pyrochlore and phosphate rich apatite. There are in this region mineral ores with 3 to 5% pyrochlore with 2 to 2.5% Th as Th02 and 50 to 150 ppm U308 in the matrix, while the apatite deposits contain up to 150 ppm U308 and a thorium concentration similar to that of the pyrochlore deposits (Paschoa and Palacios, 1981). As an indication of the high thorium content of the Araxá soils the 228Ra and 224Ra activity concentrations were reported to range from 10.6±0.2 to 62.4±0.7 pCi228Ra/g soil in 7 samples and 2.1±0.1 to 104±1 pCi224Ra/g soil in 19 samples (Cullen, et al., 1966). The uptake of radium isotopes by edible roots vegatables and fruits growing in the soils of the Araxá region can be illustrated by the data listed in Table I. The biological availability of natural radium isotopes in some segments of the Araxá soil allows a large variation in the 228Ra, 224Ra and 226Ra concentrations in vegetables and edible roots, as can be seen in Table I. This fact makes quite difficult a quantitative local assessment of the radiological implications of mining the Araxá mineral deposits of pyrochlore and apatite for production of niobium and phosphate fertilizers, respectively; since one cannot easily separate the naturally occurring from the technogically enhanced radionuclide contents of foods. The position of the city of Araxá inside the contour of the state of Minas Gerais appears in the upper part of Figure 1, which shows the outlined map of Brazil with the positions of the cities Brasilia and Rio de Janeiro also indicated. The lower part of Figure 1 is a representation of the Araxá region in an expanded scale, which indicates the locations of the pyrochlore and apatite deposits in relation to the city of Araxá, as well as the nearby hydrographic basins. The distance between the city of Araxá and the pyrochlore deposit is about 8 km, and between the pyrochlore and apatite deposits is 4 km. This paper deals tentatively with the radiological implications of the industrial operations taking place in the Araxá region for the exploration of the pyrochlore and apatite deposits. However, one must bear in mind, firstly, that the radiological implications of these industrial activities are by far too complex to be covered adequately by the limited amount of data to be presented in this paper, and secondly, that such implications cannot be considered of local character only. INDUSTRIAL OPERATIONS The commercial exploration of the Araxá deposits of pyrochlore and apatite started only few years ago, motivated by the increasing demand of niobium and phosphate fertilizers in Brazil and the world. As a consequence of the industrial operations in Araxá, a redistribution of the uranium, thorium, and radium originally present in the local deposits of pyrochlore and apatite started occurring in the seventies, with possible radiological implications for the Araxá region and its immediate surroundings, not to mention the destinations of the end products of such industrial operations. A literature review on the radioactivity associated with the extration industries of selected minerals was made by the USEPA (Bliss, 1978). The low level radioactive wastes of the industries for copper ore mining and rare metals processing have been object of particular attention (Fitzgerald, Jr., 1976; Eng, et al., 1979), but the short and long term implications of the radioactivity associated with the niobium industry were also subjects of concern (Knight and Makepeace, 1978). Recently, high 232Th and 226Ra concentrations in samples from the tin mining industry in West Malaysia were reported (Hu et al., 1981). The Bureau of Mines has conducted a laboratory and field corrosion test¬ing program to determine materials of construction for the leaching and gas-sparging crystallization environments of the clay-HC1 process in order to more fully utilize the alumina from domestically available kaolinitic clays. Laboratory tests were used to determine the corrosion rates of 22 metals and alloys by weight-loss measurements in these two environments of the process. The results of this laboratory study were used both to suggest metals and alloys for field testing and to determine the effect of the individual solution components on the corrosion behavior of the metals and alloys. Results from the field tests were used to recommend Ta, Ta-2.5W, and Ta-10W for con¬struction of the agitators for the leaching process. The metals and alloys recommended for construction of the gas-sparging crystallizer heat exchangers were Ta, Ta-2.5W, Ta-10W, Nb, Nb-1Zr, Nb-3Zr, Nb-28Ta-10W-1Zr, Nb-10Hf-1Ti, and Zr for the first stage and Ta, Ta-2.5W, Ta-10W, Nb-28Ta-10W-1Zr, Nb, Nb-10Hf-1Ti, and Zr for the second stage.

The results of laboratory abrasive and abrasive-corrosive tests carried out on a range of carbon, Iowalloy, and stainless steels are compared with underground tests conducted on similar materials on prototype shaker conveyors carrying gold-bearing quartzitic rock. The dry-abrasion resistance of all the steels was found to be better than that of mild steel. When the added effect of corrosion was tested, the stainless steels proved to be much superior to proprietary abrasion-resistant alloys both in the laboratory and underground. The ferritic stainless grades were shown to be superior on the basis of cost per unit of volume lost. This investigation has shown that laboratory tests on materials can provide valuable information on their possible performance in situ, and can thus be used to replace lengthy experiments on site.

"A simplistic algorithm jar simulating the rod or ball mill Bond grindability test applied to ores and minerals is presented. A performance comparison between the present algorithm and a previously published algorithm by Kapurot, modified in this work jar a fair evaluation, is also given. A worked example is furnished jar leading the reader through the various calculations.IntroductionThe Bond grindability test is widely used for the prediction of the power requirement of an industrial grinding mill. The procedures for conducting this test in either a ball or a rod mill are available(1). In the case of a ball mill, batch grind abilities have been correlated to Bond grindabilities to help monitor day-today variations in ore grindability for the purpose of plant control( 2,3). Of special interest is the algorithm presented by Kapur(3) for the simulation of the Bond test. In practice, the test lasts from 6 to 14 cycles (4 to 10 hours). With this algorithm, one can predict the Bond grind ability using information available from only the first two cycles.Sometimes the prepared feed for the grindability test contains too much fines compared to the total product desired at the mesh of grind under consideration. In such a case, the operator separates the fines from the test feed and adds to the remaining coarse fraction an equal amount of fresh feed. This combined feed then forms the feed to the first cycle of the test. In the present work, Kapur's algorithm is modified to include this special case. A new and relatively simpler algorithm is also presented. Statistical equations relating work index to pertinent variables are also given."

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Seals for man-made penetrations into or nearby nuclear waste repositories require several unique capabilities not common to seals for conventional underground activities. Design criteria include long functional use, extremely low permeabilities of the seal zone (including adjacent disturbed rock), and the potential for retarding radionuclide travel. This paper summarizes comprehensive seal programs being conducted by D'Appolonia for the Office of Nuclear Waste Isolation (ONWI) at Battelle, Columbus. The program schedule requires the first detailed conceptual design for a bedded salt site to be completed in 1982. Conceptual designs for other host media will follow as site exploration data becomes available. The design program is supported by a variety of office, laboratory, and field activities being conducted by ONWI subcontractors. An example is provided to illustrate the variety of efforts directed toward determining the extent of disturbance adjacent to penetrations as a result of in-situ and excavation methods. Also, the current "working design" for the shaft and tunnel seal system at the candidate Los Medanos thick salt site in southeastern New Mexico is presented.

The Goat Rocks RARE II further planning areas contain no known mineral resources and have very low mineral potentials. County mining records show only one mining claim area; however, no mineralized material was found at the described location. Andesite suitable for building stone may be present, but similar material can be quarried more economically elsewhere. Several anthracite coal prospects are near the area, but the likelihood of finding an economic deposit of coal or other fuel is very low.

"Most unconformity-type uranium deposits in Saskatchewan occur within a few tens of metres above and/or below the basal unconformity of the 1,45-b.y. Athabasca Sandstone. Graphitic basement rocks coincident with post-Athabasca faulting or brecciation at or near the unconformity are important in localizing uranium deposits which form as tabular, ribbon-like bodies with grades averaging over 2 per cent uranium and containing up to 50,000 tonnes UJOs. Some of these deposits have similar contents of nickel and arsenic.In the genetic model proposed to explain these deposits, traces of uranium were leached from the sandstone and weathered basement rocks by oxidized formation waters sweeping through the sandstone and along brecciated faults. Over basement meta-petites, a thick clay regolith adsorbed uranium from the solution. Thus fixed, the uranium was reduced through an indirect reaction with graphite, possibly involving methane. The clay mineral surfaces were thus continuously cleared to allow further adsorption. Basement faults localized along weak graphitic units were re-activated, offsetting the sandstone formation, probably at the time of an early uranium deposition about 1.2 b.y. ago, and served as vents for spent ore solutions. Fluid convection was induced by topographic relief and/or crustal heating from radioactive decay in basement plutons or mantled Archean domes with uranium and/or thorium contents a few ppm above those of adjacent rocks. Heat from radioactive decay within the incipient uranium deposit would develop in about a million years. The self-generating convection cell would continue uranium deposition until all permeability was plugged by minerals. In some instances, convection was re-initiated after subsequent faulting and brecciation. While some deposits were further enriched, heavy flows of oxidized fluids re-dissolved and partially depleted other uranium deposits.The East Alligator Rivers uranium deposits in Northern Territory, Australia, occur within Middle Proterozoic quartzchlorite and quartz-muscovite schists overlain by sandstone. Highest grades occur in silicified breccias where carbonate beds were leached out. Mineralization ages are both pre- and post-Kombolgie Sandstone, but, to date, no significant uranium mineralization has been encountered in the sandstone. There are many general similarities with Saskatchewan deposits, but important differences in detail."

Apart from a usable product and good 'mining conditions, the greatest asset for a profitable coal mining organization is an effective mine maintenance program. The first step in achieving this is to have good mechanics-or men who want to be mechanics and are interested in knowing more about the design and control of the machines in their charge. A good mechanic's knowledge and ability result from ambition, curiosity, and determination. Starting with these qualities, the aspiring mechanic can launch his career by learning all he can about mechanics, electricity, and hydraulics. Though the path is rough, the end result is rewarding. Mining machinery probably receives as much, if not more, abuse as any other heavy equipment in use today. Considering the conditions under which much of the repair work must be done, it is essential that the mine operator has the best men and tools to perform the work. Mining machines, from their inception, have utilized the electric motor; and down through the years of mechanization, this power source has undergone many changes to better adapt it to the job. The first motors used were direct-current (d-c) motors since d-c power was the most economical power source for mining at the time of early mechanization. These motors were large open-type machines which are seldom used in modern mining. Because of the mine environment, the d-c motor has been reduced in size to better suit the application in mining machines and is now manufactured with dust-tight or explosion-proof enclosures. The d-c motor is constructed with either (or both) series and shunt fields located on the stationary part of the motor (stator) and- an armature coil wound on the rotating part of the motor (rotor). Power is supplied to the armature by brushes which are held stationary and make sliding contact with the armature. The brushes requires regular and careful maintenance because worn or defective brushes will cause heat or arcing which can destroy the motor. D-c motors can be used as d-c generators when mechanical power is supplied to them by the rotating shaft. In the case of a locomotive, this principle is used in dynamic braking. The momentum of the locomotive drives the motor and generates d-c power. The power is regulated with resistors and provides opposition to the motion of the locomotive.

INTRODUCTION The United States Uranium Registry (USUR) tissue program was funded in 1978 by the United States Department of Energy (DOE) through its Human Health and Assessments Division, and registrant enrollment began in 1980. It is operated by Hanford Environmental Health Foundation (HERF), Richland, Washington, with support provided by Pacific Northwest Laboratory (PNL).** The USUR tissue program is the first systematic effort to contact and gain assistance of workers occupationally exposed to uranium and to seek and study uranium deposition in human tissue. This paper describes the program objectives, populations selected for study, procedures for enrolling workers in the program, types of tissue to be studied, and analytical procedures to be used. PROGRAM OBJECTIVES The objectives of the USUR tissue program are to: 1) Determine the distribution and concentration of uranium, if any, in the tissues of occupationally exposed workers. 2) Compare bioassay measurements of exposed individuals with the results of analyses of tissues obtained at autopsy. 3) Seek evidence of histopathologic changes related to any uranium deposition that may be present. 4) Conduct analyses of whole bodies, when available, to obtain more precise data on the uranium burdens, if any, in the body and organs, and especially the distribution in parts of the body, such as the skeleton, that are not usually accessible for sampling. 5) Develop data that will assist in evaluating a) the accuracy of current in-vivo measurement techniques, b) the propriety of existing regulations, and c) the adequacy of current protection programs. SELECTION OF POPULATIONS FOR STUDY Selection of the populations for the USUR tissue program was based on studies of the United States Uranium Registry described elsewhere (0c81). Potential populations for study were quite varied because of occupational exposure to different chemical forms of uranium, different levels and eras of exposure, varying ability to identify populations exposed in the past, and the general interest and cooperativeness of the populations. Nevertheless, certain identifiable populations emerged that were both willing to participate in the study and likely to provide useful information. Among the targeted populations are individuals who were exposed to uranium prior to the existence of modern exposure standards. These individuals are presently being enrolled by the USUR. The reliability of concentration and distribution data and the demonstration of effects are more likely in such individuals than in those who have received less exposure. However, the targeted groups also include individuals who Have been exposed to permissible levels of uranium, and reference employees in uranium plants who have not worked with uranium. The lesser exposures are of immediate interest because of the rarity of heavy exposures under current standards. The sampling of potentially exposed individuals with negative in-vivo measurement results may serve to check the adequacy of in-vivo measurements in the detection of deposition. [ENROLLMENT PROCEDURE] The enrollment of participants follows three patterns. 1) Presently employed workers are enrolled by the cooperative efforts of USUR staff with the medical, industrial relations, and/or health physics personnel of the uranium facility. Volunteers may be enrolled by medical personnel at the time of their physical examination or by health physics personnel at the time of a bioassay or lung counting procedure. Follow-up after initial contacts with currently employed uranium workers is carried out by on-site personnel, but subsequent follow-up is the responsibility of the Registry. 2) Retired workers are contacted by mail, with a covering letter from their former employer supporting the principles of the study but leaving participation in the program on an entirely voluntary basis. 3) An alternate method of enrollment is to obtain a USUR autopsy consent after death from the next of kin. As part of enrollment in the program, permission is requested for access to the individual's medical and exposure data, and a short occupational history is filled out. The autopsy permission agreement signed by the individual is for an initial period of 5 years; the USUR ordinarily seeks renewal of the agreement upon its expiration. While this agreement provides

This paper discusses the social and economic impact of mining, and in particular goldmining, on New Zealand. The range of topics covered and their complexity has confined us in this paper to highlighting the main points of concern û a detailed report is under preparation. A major problem in undertaking this study was the lack of hard data on important environmental, economic and social issues and if there is to be effective planning in the area of natural resource use this situation must be rectified. The following conclusions were drawn: Goldmining was very important in shaping New Zealand's early social and economic development, providing wealth, employment and impetus for social change.Foreign investment and technology has been an essential element in New ZealandÆs economic development.Mining is a small industry at present by this must not be allowed to obscure its potential to broaden New Zealand's economic base and provide foreign exchange.With modern methods, development of mineral resources and environmental protection are not incompatible but certain unique and irreplaceable areas must be preserved.There are problems in evaluating mining and other projects because different groups hold different values, and arguments often hinge on the valuation of costs and benefits rather than the technical aspects of the analysis.Mineral exploration is a high risk business and the potential returns must be sufficient to attract capital if New Zealand's mineral resources are to be developed.A resurgence of goldmining will clearly have obvious benefits for Waihi but the local community must plan carefully for their future. New Zealand will also gain valuable foreign exchange required for higher levels of economic activity.

HYL has developed a sticking tendency test which accurately predicts behavior of iron oxide feedstocks in the HYL III process. Test results together with pilot plant experimentation and commercial scale demonstrations permit the conclusion that lump ores will not agglomerate at 960°C (1233 K) in an HYL III Plant. Pellets may also be processed without agglomeration at 960°C (1233K) with the addition of no more than 5 percent lump ore. Using the HYL III process, the ironmaker can exploit feedstock market conditions without sacrificing plant productivity or energy efficiency.

"The gravimetric dust sampler is one of the tools now available to the industrial hygienists for determining the worker 's exposure to the numerous types of particulate matter that may be present in the workplace. The paper ' reviews the different sampling trains that can be used for the two major criteria for respirable dust and some of the sources of error in this dust assessment technique.IntroductionIt may be stated simply that the measurement of airborne dust in the working environment is done for one or two reasons: namely, for engineering control purposes and! or to evaluate the potential for toxicological insult arising from the inhalation of dust particles.This paper reviews the progress made in the development of dust-assessing instruments, particularly the gravimetric types designed to meet British and U.S. dust criteria , and discusses the limitations in their use for this purpose."

"Plastic yielding and flow in metals is dependent on the microscopic process of simple shear along crystallographic planes and directions known as slip. Thus, by altering the crystallographic direction of the stress axis or placing constraints in the direction of plastic flow, anisotropy of yield strength for the same material is observed. This phenomenon is called texture strengthening. The application of this concept to highly anisotropic crystal structures such as the hexagonal group of titanium and zirconium alloys, the former in missile casing and the latter in nuclear reactor fuel tubing, seems obvious. The outstanding example in cubic structures is the case of deep-drawing steel. The R value, the width strain over the thickness strain during a tensile test, is taken as a measure of texture strengthening. In face-centred cubic structures, texture strengthening has been completely ignored on the basis that materials with R less than one are not amenable to this beneficiation. This study will review two aspects of texture which will lead to strengthening, first the thermal stability of the deformed microstructure, which is dependent on the stress axis, and second, the texture strengthening aspect of fcc metals.A review of recovery and recrystallization in textured aluminum wires, copper and cupro-nickel sheet will be presented with the view of extending these concepts to the manufacture of heat-exchanger tubing. The superior creep properties of specially processed commercial products such as TD-Ni, TD-NiCr and MAR-M200 will be shown to be a manifestation of the same physical phenomena."

Professor D. G. Krige, of the Department of Mining Engineering of the University of the Witwatersrand, received the degree of Doctor of Engineering (honoris causa) from the University of Pretoria at the Autumn Graduation Ceremony in April 1981. He was honoured an outstanding engineer for his world-renowned pioneering work in the field of statistical methods of ore valuation, or geostatistics as it has become known. Metalliferous Ore Deposits A short course on the 'Evolution of Metalliferous Ore Deposits' will be held at Rhodes University, Grahamstown, from 8th to 13th February, 1982.

In gold exploration and metallurgical testing, the role of the mineralogist is to assist in solving problems with regard to (a) sampling, (b) gold occurrences, and (c) petrologic classifications of host rocks. The presence of "coarse" gold as a sampling problem can be overcome by various methods, including "screen fire assays," screened analyses and special gravity techniques which may be used to determine distributions of "coarse" versus fine gold. Determinations of mineralogic associations of gold usually require special separation techniques, accompanied by fire-AA-mineralogic assays of the products. After accurate mineralogic analyses are obtained for various products, quantitative distributions of refractory gold associations can be calculated by the use of simultaneous equations. Petrologic classifications are required by the geologist for mapping and interpretation of the various rocks. After the petrology and mineralogic differences of the rock units are determined, x-ray diffraction analyses of analytical pulps can be used for lithologic logging of drill cores. XRD logging is an efficient method for correlating lithologic units and alteration trends throughout a gold prospect.
