13.9-1. Introduction. Any mining venture or project is undertaken with a view of gaining some benefits, which, with the modern limited corporation, means earning a return to the stockholders for the use of their funds. Thus, any manager, when confronted by an opportunity of expending funds, must realize that the funds should generate a satisfactory return. The problem then becomes one of how the manager should best expend, if he should expend, funds for opportunities that become available to him. In the evaluation of a mineral property, or of a project within an operating mineral property, there must be cognizance of the fact that the final return is dependent on many factors that are not present in other industries. The primary factor in mining operations is the orebody, which has a diminishing life. This diminishing life gives the decision maker a range of choices; for by expending more capital for a larger plant, he can work the deposit out in a shorter period (16). This may, in fact, maximize the return on the investment. Alternatively, he may wish to maximize the total profits, a course which usually requires a lower capital investment and allows a longer working life for the deposit before final depletion. Other factors that have great importance in the evaluation of mining projects are the taxation treatment of mining profits from the viewpoint of depletion, depreciation, and investment credit. Investment opportunities involve expending funds at the present time in return for future benefits. These future benefits have a degree of risk in that the annual amounts of benefits and their duration cannot be fore- cast accurately. The treatment of risk in economic analysis involves the quantification of the degree of variability of the expected future benefits and also of the initial capital expenditure. I was confronted with a profound dilemma as an undergraduate engineering student at the University of New South Wales in Australia in 1992. I had been taught that our planetary life-support systems were in a state of alarming decline by an institution that operated as if what the faculty was teaching was irrelevant. Lights were left on in empty overcooled classrooms, recycling bins were nonexistent, lawns were maintained using pesticides and herbicides, diesel trucks spewed fumes as they passed on their way to drop off chlorine-bleached virgin paper. This disconnect was very alarming to me. While it was obvious that universities should play a leading role in teaching and researching sustainability issues, I wondered how it could be possible to make widespread institutional changes to meet the demands of environmental sustainability when it was not even being done in the very university sector where these ideas were being promulgated. If universities would not change, then who can and who will, I wondered? To a growing number of people, the idea of teaching sustainability without demonstrating it is highly problematic. It is also widely believed that the ability of the higher education sector to reform its own practices is an important indicator of humankind?s ability to address the global environmental imperative across all sectors of society. These sentiments have helped fuel what is now referred to as the campus sustainability movement, a movement dedicated to transforming our campuses into living laboratories for the demonstration and practice of environmental sustainability.

High-angle in-pit conveying is an idea that is being seriously studied by a number of important mining companies in North America. Its application in coal, iron ore, and copper mining is expected to reduce mine operating costs considerably compared with the conventional discontinuous methods, such as truck haulage, which are fuel, labor, and maintenance intensive. Therefore, a mine introducing high-angle in-pit conveyors will gain a competitive advantage over mines which continue to use conventional haulage. While the capital outlay for in-pit conveyor systems obviously varies depending on pit depth, the angle of incline, and the capacity required, it generally will not exceed that of truck haulage when all Factors are taken into consideration. These factors include the cost of excavation, as measured in relation to the volume of minerals mined, the cost of building truck ramps and roads, and the capital outlay for the trucks and maintenance facilities. In many cases, in Fact, the capital outlay will be less than for truck haulage. This cost advantage will best be realized by new mines, whereas in existing producing mines the switch from truck haulage may involve the abandonment of a substantial capital asset.

A case-study is presented of the tailings dam of Nairne Pyrites Pty. Ltd., at Brukunga, South Australia. The methods of-construction and operation of the dam are outlined over the whole working life of the mine. Procedures of soil mechanics used to estimate the stability 'of the face of the dam are described, and seepage problems are dis- cussed. It is concluded that the dam is basically stable, and enabled Nairne Pyrites Pty. Ltd. to dispose of tailings economically, although more attention to seepage control may have been ad- vantageous. Suggestions are made on the construction and operation of tailings dams elsewhere.

High speed diamond cutting has extensive applications in civil and mining engineering. A project involving the diamond sawing of black granite is investigating the nature of the diamond cutting process. A sawing machine was devised to adjust the cutting load and measure cutting speed. Cuttings were collected for size distribution analysis. The surface produced by interaction between diamond. grits and the rock was subjected to microscopic investigation. Increasing load prompts the proportional increase in the cutting rate. But the mean size of cuttings shows little change. The photomicrographs of the cutting tracks indicate neither patterns of crack formation nor signs of the ductile behaviour of the rock. A diamond cutting model for hard rock is formulated on these observations. Diamond cutting is a process of surface failure, which advances in four stages. The polycrystalline characteristics of a hard rock and the action of high-speed diamond grits guarantee the creation of crack nuclei which develop into cracks in various directions. This network crisscrossing cracks enable the stripping of this surface layer from the rock.

Electricity, as normally thought of by a layman's definition, is a manmade force that has no color, no odor, is not visible, cannot be heard, yet man can control it and make it perform his work for him. A person dare not cheat on it, for it then will master him. It has laws, rules, and regulations that must be strictly adhered to if it is to perform in the safest, most reliable, and economical manner. In the early days of coal mining the power source was man himself. Later man employed steam and compressed air to reduce his muscle power requirements needed in the extraction of coal. By the turn of the 20th century, electricity had become the most common source of power for the coal industry. Steam and compressed air are still found in use in isolated cases today for specific applications; however, they are rapidly being replaced by electricity. Electrical laws and regulations are quite extensive and somewhat complex for the proper generation and use of electricity. Man-made laws, rules, and regulations for the care and handling of electricity, designed for man's safety, are rigidly enforced by the U.S. Bureau of Mines, as well as the various state departments of mines. BACKGROUND Until recent years most underground coal mines used direct current exclusively for all movable and for some stationary equipment. Exceptions were for permanent pumps, tipple, fan, and outside buildings where alternating current was normally employed. However, over 60 years ago there were mines with dual systems. Alternating current was used for cutting machines, drills, and pumps, direct current for locomotives. There were no other machines as these were hand-loading mines. The following is a brief account of the methods of measuring intelligence especially prepared for use in the U. S. Army, of typical results, and of some of their immediately practical applications. It has been prepared for the assistance of army examiners and for the information of all who are interested in the relations of scientific placement to military efficiency. Purpose of the Intelligence Tests Under the direction of the Division of Psychology, Medical Department, and in accordance with provisions of War Department General Order No. 74, mental tests are given recruits during the 2-wk. detention period. These tests provide an immediate and reasonably dependable classification of the men according to general intelligence. Their specific purposes are to aid: 1. In the discovery of men whose superior intelligence suggests their consideration for advancement; 2. In the prompt selection and assignment to development battalions of men who are so inferior mentally that they are suited only for selected assignments; 3. In forming organizations of uniform mental strength where such uniformity is desired; 4. In forming organizations of superior mental strength where such superiority is demanded by the nature of the work to be performed; 5. In selecting suitable men for various army duties or for special training in colleges or technical schools; 6. In the early formation of training groups within regiment' or battery in order that each man may receive instruction and drill according to his ability to profit thereby; 7. In the early recognition of the mentally slow as contrasted with the stubborn or disobedient; 8. In the discovery of men whose low-grade intelligence renders them either a burden or a menace to the service.

There was a tendency several years ago for the average coal producer to more or less sit back satisfied with the big utility and metallurgical mar¬kets with long term contracts, not realizing, or possibly not evaluating correctly the importance of the growing industrial market Even the companies which were producing coal for the industrial market were primarily interested in the larger industrial customer, not fully realizing that a large percent of the industrial coal sold was to plants using less than 15,000 tons per year. As a result, possibly, the greatest inroad made by competitive fuel was made in this group. The situation mentioned previously cannot be blamed entirely on the fact that the coal markets were not evaluated in their proper perspective. Some of the responsibility would have to be due to the situation that existed during the last war' and the period immediately following, when most of the coal was put to markets of higher realization, leaving the relatively small -industrial user-to get his fuel wherever he could. This usually would mean coal from some 'gopher hole" with fluxuating quality and supply. Therefore, it was not uncommon for some industrial customers to go to competitive fuels as soon as equipment and fuel were available. Fortunately, before this situation got completely out of control, the coal producers, realizing the seriousness of the problem, made available, usually through their sales department, combustion engineers and other specialists, to help the industrial user with his problems; The engineers usually found several problems, old equipment, use of incorrect size con¬sist, ash and fusion coals, lack of automation, fly ash and dust problems which increased cost and jeopardized the customer's relations with his employees and the public.

IN earlier work the effect of manganese on the general behavior of nitrogen in iron was the subject of a careful examination by Fast.' Part of the investigation was made, in collaboration with one of the present authors (L.J.D.), by using the internal friction method. This technique, which has been described elsewhere,' showed some significant changes in the properties of Fe-N alloys by the addition of a small amount of manganese namely: 1—Under standard conditions the maximum of the nitrogen peak in pure iron appears around 20 °C and the half width is about 27 °C. By addition of 0.5 atomic pct Mn a general broadening of the internal friction peak occurs. The half width is increased by about 9°C. Moreover, a shift of the maximum of about 5°C toward a higher temperature takes place, Fig. 2. 2—The precipitation of nitrogen from the supersaturated solution, measured, e.g., at 200 °C, was inhibited by the addition of the amount of manganese given in effect 1. The broadening of the nitrogen peak was confirmed in more recent work3 on samples which were prepared from Westinghouse Puron iron. The effect of manganese on the rate of precipitation, however, was much less striking than in the earlier work' based on Philips high purity iron. Theory To explain the first change in properties just referred to, effect 1, the following two assumptions were made:' First, every manganese atom in sub-stitutional solid solution creates around it six interstices located between an iron and a manganese atom, as is evident from Fig. 1. These interstices, conveniently called Fe-Mn interstices, have for nitrogen a free energy level which is AG* lower than the normal Fe-Fe interstices between two iron atoms. For such low concentrations of manganese as 0.5 atomic pct, the possibility that two manganese atoms will be nearest neighbors can be disregarded. Second, it is assumed that in addition to the normal relaxation time TFe at least one new relaxation time, Mn, Fe, enters in the phenomena which is associated with the elementary diffusion jumps between a Fe-Mn interstice and an adjacent Fe-Fe interstice. Fig. 1 gives schematically the free energy for a nitrogen atom as a function of its position along the line ABC. A tentative analysis of the nitrogen peak in a 0.5 pct Fe-Mn alloy based on these assumptions has been made in Fig. 2. The dotted curve with a maximum at 22°C is caused by jumps between Fe-Fe interstices, the dotted curve with maximum at 32°C by jumps between an Fe-Mn and an Fe-Fe interstice. In extracting base metals from orebodies, sulphide as well as oxide, the main environmental concern is sulphur, whether in the form of sulphurous gases or sulphate in liquid form. Generally sulphur is in over supply in developed countries mainly because of strict legislation to capture it. In developing countries, on the other hand there is usually a shortage of sulphur because of less strict environ-mental legislation. Africa falls in this second category and the African continent imports substantial amounts of sulphur, despite the fact that large quantities of sulphur are emitted by smelters, thermal power stations, coalmines, fertilizer manufacturers and others. Other than making acid from gaseous emissions, existing methods to capture sulphur from gaseous and liquid effluents are uneconomical and it ends up in the environment either as ammonium sulphate (from gaseous effluents) or as gypsum (from liquid effluents). The CSIR?s Environmentek and Key Structure Holdings have developed a process whereby gaseous sulphur emissions and sulphates in liquid effluents can be economically captured and converted into elemental sulphur and metal carbonates. The elemental sulphur is of high purity as it is precipitated from a gas stream and is readily marketable. The metal carbonates (barium or calcium) can be recycled back to the process or marketed. The only harmful by-product of the process is carbon dioxide. Should natural gas or methane be available, the carbon dioxide could be reduced by about one third. Should solar, wind or hydro energy be available to generate hydrogen, the carbon dioxide emissions would be zero. Employing this technology could make Africa independent of sulphur imports and furthermore reduce the impact of acid rain and seepage of sulphate from gypsum and other waste dumps into the environment.

Mining education in Australia has undergone another cyclical downturn over the past five years and several departments have been discontinued while others are still teetering on the brink of destruction. During this downturn Curtin UniversityÆs WA School of Mines (WASM) has managed to stay alive and well, but this has not been by accident. This paper outlines some of the strategies and experiences that have kept WASM in a strong position and offers hope to other departments and schools elsewhere that are still experiencing difficulty. This paper is also directed at all mining departments and schools that are certainly going to see it all happen again after the next mining boom turns to bust.

INTRODUCTION THE high temperatures encountered in the operation of jet engines have imposed most drastic requirements upon the materials used in their construction. There are two different approaches to the materials problem connected with the design of parts in contact with high temperature gases. The first approach is to use a material which will perform satisfactorily at a temperature comparable to that of the gas. The second approach is to use a cooling system so that the material is maintained at a temperature appreciably lower than that of the gas. Besides the conventional method .of cooling by means of a liquid in contact with the material exposed to a high rate of heat transfer, a less orthodox method consists of making the part to be cooled of a porous material, so that the cooling fluid can be forced through the pores. In this scheme, the temperature of the coolant moving in a direction opposite to that of the heat flow increases gradually while passing through the porous material, and the coolant forms a protective layer on the surface exposed to heat. This method, referred to as "sweat cooling," was proposed at the jet Propulsion Laboratory in September 1944, and the experimental work on the preparation of porous metals was started early in 1945. The sweat cooling method opens new lines of research in powder metallurgy by extending the field of application of porous metals. The porous metals available at the present time are used mostly as bearings or filters, and a rather limited number of alloys are made for these applications. In addition, the fabrication of bearings or filters does not require a very dose control of the permeability, while in the case of sweat cooling such a control is of primary importance. In designing a sweat cooled part it is imperative to assure a given rate of flow of coolant under certain conditions of pressure drop. Generally, the proper pressure drop and the rate of flow of coolant are deduced from heat transfer and design considerations, and consequently the permeability of the porous metal to be used is also determined. It is therefore necessary for the designer to have available a continuous series of porous metals covering a range of permeability as wide as possible. Contrary to the requirements established in the fabrication of filters, the actual pore size of a porous metal intended for sweat cooling is of little consequence, except for its effect on permeability. The tensile strength is likely to be of great importance for some applications. Since the tensile strength of a porous alloy decreases with increasing porosity, an important problem is to develop porous alloys having the maximum permeability with minimum porosity.

The pellet plant, built by Dravo Corp, in Groveland, Mich., for the Hanna Mining Co., is now in full operation. Although using jasper, a type of iron ore with low iron content (approximately 28% Fe), the plant has a rated capacity of 1,250,000 tans of pellets per year. In its four years of existence, the nearby concentrating plant has seen its capacity increase from 700,000 tons to 1,500,000 tons a year as part of a major expansion program at Groveland. Utilizing the Dravo-Lurgi continuous grate process, the pellet plant produces %a-in. pellets of more than 60% iron content. The fully-hooded pelletizing grate, largest in the U.S., is 9 ft. 10% in. wide and 223 ft. 1% in. tong over 34 windboxes, with an effective hearth area of 2195 sq. ft. Drying, firing, and cooling functions are all carried out on this single piece of equipment.

The U.S. Bureau of Mines investigated the recovery of tin and silver from the Coal Creek deposit in the Talkeetna Mountains, AK. Approximately 5 million st of reserves grading 0.2 pct Sn with silver credits of 0.2 tr oz/st have been delineated by drilling. A 10-to 25-pct Sn gravity concentrate was produced by treating the minus 20-mesh ore with a spiral, then regrinding to minus 65 mesh and tabling. Sulfide contamination in the gravity concentrate was as high as 60 pet. Sulfide flotation of this concentrate produced tailings containing 40 to 50 pet Sn. Overall recovery was 76 pct for tin but only 5 to 10 pct for silver because of losses during sulfide flotation. Other methods tested to clean the concentrate included cassiterite flotation, gangue flotation, nitric acid leaching, and wet and dry magnetic separation. Tin beneficiation tests on the minus 325-mesh fraction included cassiterite flotation, vanning, sulfide flotation, and fuming. The bench-scale and locked-cycle tests were used to estimate the mass flows for a 1,000-st/d plant.

Exposure?response relationships between the relative risk of lung cancer and quantitative measures of exposure to asbestos are available from a number of epidemiological studies. Meta-analyses of these relationships have been published by Lash et al. (1997) [Lash, T.L., Crouch, E.A.C., Green, L.C., 1997. A meta-analysis of the relation between cumulative exposure to asbestos and relative risk of lung cancer. Occup. Environ. Med. 54, 254?263] and Hodgson and Darnton (2000) [Hodgson, J.T., Darnton, A., 2000. The quantitative risks of mesothelioma and lung cancer in relation to asbestos exposure. Ann. Occup. Hyg. 44, 565?601]. In this paper, the risks derived in these meta-analyses have been compared. Lash et al., concentrated on process and found that the risk of lung cancer increased as the asbestos is refined by processing. Hodgson and Darnton concentrated on fibre type and found that the risk was highest for exposure to amphibole asbestos (crocidolite and amosite), lowest for chrysotile and intermediate for mixed exposure. Some of the differences between the conclusions from the two meta-analyses are a consequence of the choice of studies included. The range of asbestos types included in the studies in the analysis of Hodgson and Darnton was wider than that in Lash et al., enabling differences between fibre types to be analyzed more readily. There are situations where occupational exposure to chrysotile asbestos has shown no detectable increase in risk of lung cancer. "Layered aluminum structures assembled with rivets are often found in aircraft fuselage. These structures are exposed to various mechanical loads and a range of environmental conditions that contribute to their ""aging"". The rivet holes are the source of stress concentrations and the location of crack nucleation and growth. Detection and sizing of second and third layer cracks under fasteners represent a major challenge for non-destructive evaluation (NDE) technicians. Electromagnetic methods are currently the most feasible NDE techniques that are capable of successfully inspecting such structures. However, different probe lift-offs, due to protruding rivets and paint coatings, or interlayer separations, due to sealant or air gaps, pose difficulties in detecting and sizing cracks. In addition, the use of conventional eddy current technique is limited due to the inverse relationship between the probe spatial resolution and its field penetrability. In this paper, we present an alternative approach that overcomes the previously mentioned shortcomings by using pulsed eddy current excitation and magnetoresistive sensor pick-up. Various signal manipulations are employed for defect detection and quantification."
