The Biosolids Digester Facilities Project (BDFP) is located in southeast San Francisco. The jobsite is bounded by active Caltrain and Union Pacific Railroad tracks on the west side and the existing Southeast Treatment Plant (SEP) on the north, south and east sides. The existing SEP was constructed in the 1950s and portions of the facility have reached their operational life. The $2 billion BDFP will replace and relocate the outdated existing solids treatment facilities with more reliable, efficient and modern technologies and facilities. In addition, the nearby Bayview and Hunters Point neighborhoods will benefit from the improved odor control. MWH/Webcor, a joint venture, as the construction manager general con- tractor (CMGC) for the project. As part of an alternate delivery method set forth in the prime contract, the CMGC was permitted to propose the use of a core trade subcontractor partner for the SFPUC's approval to provide precon- struction services. The United States Army Corps of Engineers (USACE) Sacramento District awarded a $64 million construction contract in February 2020 to the Maloney Odin Joint Venture for 3 mi (4.8 km) of levee improvements along the Sacramento River East Levee (SREL). This project kicked off approximately $1.5 billion of work to upgrade levees along the American and Sacramento Rivers and widen the Sacramento Weir and Bypass. The project received the 2021 ASCE Region 9 Project of the Year Award. Contract 1 improved levees along five segments of the river, the longest segment being a 2 mi (3.2 km) reach from Garcia Bend Park to the Freeport Intake Facility in the Pocket neighborhood of Sacramento.

Most traditional foundation designs are based on soil investigations using Standard Penetration Testing (SPT), sometimes combined with static load testing on sacrificial trial piles. However, this design approach has two major shortcomings. First, SPT data do not provide direct and continuous informa- tion about soil resistance as a function of depth. Second and more important, because of the relatively wide spacing between borehole locations, SPT soil investigations do not provide adequate information about variability of soil profile and/or soil resistance over the project area. There are many factors that can result in a site characterization being limited. For example, a client may undervalue the importance of a good geotechnical report, or an owner may feel that it would take too much time to perform an appropriate investigation among other reasons. For this project, neither was the case. The challenge was that the construction sequence of work required wick drains to accelerate the settlement of soil that had yet to be placed, resulting in the need to create a wick drain bid package based on unknown settlement parameters. This wick drain project took place in Long Beach, California, at the Long Beach Middle Harbor Re- development. For much of the past decade, the Port of Long Beach undertook a $1.5 billion redevelopment of two outdated terminals to create the Long Beach Container Terminal (LBCT). To achieve this goal, the existing terminals were demolished and the slip that serviced one of the older terminals was designed to be infilled to create the new area that would allow for the LBCT to manage 3.3 million TEUS (a commonly used freight term meaning twenty-foot equivalent unit) of cargo each year. Ultimately, the construction of the LBCT would be performed under multiple contracts to allow the new terminal to begin operation in a phased approach. Menard performed the wick drain installation under two out of three contracts, and this case history focuses on the challenges anticipated and faced under the second of these awarded contracts.

The East St. Louis Deep Cutoff Wall project is located in the area of East St. Louis, Illinois, across the Mississippi River from the city of St. Louis, Missouri, along the left descending bank of the river. The project is a fundamental part of the U.S. Army Corps of Engineers' (USACE) effort to rehabilitate and secure the aging East St. Louis levee system that provides flood protection to approxi- mately 250,000 residents and more than $4.5 billion in economic value. The project was devised and de- signed by USACE as a cutoff wall to be installed in the Metro East Sanitary District levee segment, one of the levee segments that form the East St. Louis system. The contract for the construc- tion of the cutoff wall was awarded in November 2019 to Bauer Foundation, the American subsidiary of the Bauer Group.

In 2018 the Caisse de Dépôt et Placement du Québec (CDPQ) awarded a $6.3 billion (U.S. dollars) design-build contract to the Joint Venture (JV) team NouvLR for the design and construction of one of the largest automated transportation systems in the world, called the Réseau express métropolitain (REM). The REM project is a 67 km (41.6 mi) light rail system with 26 stations linking downtown, the airport and the greater Montreal area in Canada. Out of the 67 km (41.6 mi) network, over 25 km (15.5 mi) is being constructed on a 650- span elevated structure founded on single drilled shafts socketed into rock. Optimizing the design of the drilled shafts was one of the main objectives of the geotechnical team, as it would likely result in shorter shafts that help significantly reduce the project costs. As part of the optimization process, three static axial load tests and two fully instrumented lateral load tests were performed, during the preliminary design phase, on sacrificial shafts to simulate the ultimate load level and validate construction procedures.

Have you heard a geotechnical engineer rail against using the word "dirt"? The typical maxim is: "It's not dirt, it's soil!" This axiom is so prevalent that it is joked about on the construction site. How did we get to the point in our profession that soil is too technical to understand, while dirt is not viewed as important? Take a moment and think about the images that come to mind by the word soil. Responses range from the sand at a playground to the mud that sticks to the bottom of your shoe, the dark loam found in gardens to the firm earth under your feet. But do you know where the term soil originated? Or how it was intended to be used? This article looks at how word choice can lead to very different motivations for owners, designers and constructors.

Experimental data are the cornerstone of scientific research, providing empirical evidence to validate hypotheses, test theories, inform decision-making and help develop innovative design and analysis methods. However, beyond traditional empirical validations, experimental data have also become the most crucial component of AI algorithms, measuring the algorithms' effectiveness, and allowing engineers to ensure their reliability and applicability. The DFI "Rock Socket Project," awarded in the spring of 2018 allowed for the indispensable, experimental data-based validation of structural shear magnitudes, which have been hypothesized and discussed for years within the deep foundations community and cautiously approached by many design engineers. The fundamental project idea, i.e., the investi- gation of pile shear magnitudes through experimental research, was sparked during a heated discussion in the October 2016 Drilled Shaft Committee meeting in New York. Should we design for amplified shear at the rock socket of a drilled shaft or is this merely an artifact of the p-y design approach? Data were needed to provide consensus.

The Port of Palm Beach is a full-service landlord port in Riviera Beach, Florida. The port and its tenants process more than $14 billion in commodities. About 80% of these are exports, which makes the Port of Palm Beach one of only 16 "Export Ports" in the U.S. More than 2.5 million tons of cargo move through the port every year. Ozinga, a fourth-generation family- owned construction materials company, has supplied ready-mix concrete for commercial, residential, public works, landscaping and excavation projects from several of its Florida locations. It planned to build a one-of-a-kind cement storage facility to receive and store international ship- ments of cement for transport to other facilities for the production of ready- mix concrete. Dome Technology, of Idaho Falls, Idaho, designed and constructed the 125 ft (38 m) diameter storage facility. The design and working volume of cement for the facility was just under 27,000 cu ft (765 m3). The design loads required to be supported by the foundation system are shown in this table:

Cedarvale Station is one of 25 new Eglinton Crosstown light rail transit (ECLRT) stations along Eglinton Avenue in Toronto. It is an interchange station with the existing Toronto Transit Com- mission (TTC) University subway line and is located at the intersection of two major thoroughfares. The new LRT tunnels run below the existing Yonge Spadina subway line and required total excavation depths of 20 m (65 ft) to facili- tate construction of the new station.

Urban redevelopment projects are occurring more frequently than ever before as urban greenfield sites become limited and city planners and devel- opers attempt to revitalize existing underdeveloped neighborhoods. How- ever, because of the past usage of many urban sites (some dating back 100 years or more), designers and construction teams have to not only engineer founda- tions to accommodate the subsurface soil and ground water conditions, but also to work around the relic founda- tions or structures that have been left behind from previous developments. In these cases, a one-size-fits-all approach to foundations may not yield the most cost- and schedule-effective approach, and hybrid foundation systems have to be evaluated.

When a major storm system stalled over Western Europe last summer, it pro- duced the deadliest flood on European territory in the last two decades. Beyond record-setting rainfall over countries such as Luxembourg, Switzerland, France and the Netherlands from the storm's "Bernd" low pressure system, more than 230 people were killed in Germany and Belgium. The storm system also caused over an estimated $20 billion (€17.7 billion) of damage. A team from the Geotechnical Extreme Events Reconnaissance (GEER) Association, supported by the National Science Foundation, was mobilized to investigate the potential impacts of the widespread flooding in Germany, Belgium and the Netherlands. Members of the DFI Europe regional chapter closely collaborated with the U.S.-based GEER team and many other engineers and scientists in Europe to collect perishable data and study flooding effects and the event's resulting impacts on geostructures, such as bridges, retaining walls, dikes and embankments. This article features some of the vast information collected by the team, which has recently been published in a comprehensive reconnaissance report and made available for free at geerassociation.org. All data will also be accessible at the NEHRI DesignSafe Cl data repository.

Morris-Shea, an Alabama-based deep foundation contractor, is installing foundation piles at the sites of North America's two largest liquefied natural gas (LNG) terminals currently under construction. The contractor has crews working at Venture Global's LNG lique- faction plant in Plaquemines Parish, Louisiana, as well as constructing foundations for the Cheniere Energy Stage 3 Liquefaction Project in Corpus Christi, Texas. This work includes installing ap- proximately 27,000 DeWaal drilled, full displacement, cast-in-place concrete piles to support seven new midscale LNG trains at Cheniere's Texas ter- minal. Deep foundation installation began at Venture Global's Plaquemines facility, located approximately 30 mi (50 km) south of New Orleans, with an initial phase of 24,000 piles. Plans for the Plaquemines LNG terminal include three loading berths on the Mississippi River and four LNG containment tanks. The facility will utilize new pretreatment com- pressors, liquefaction trains and on- site gas turbine power plants to maintain an annual LNG export capacity of nearly 20 million tons (18 million tonnes) per annum. The site's LNG trains are configured in 18 blocks. The contractor is installing piles through an initial 6-20 ft (1.8-6 m) of cement mixed improved soils, which provide a safe work plat- form for equipment to operate on the extremely weak native soils. Drilling continues through soft clay in the subsurface and tips into a stiff clay or dense sand layer. Production piles are drilled to depths up to 124 ft (38 m) below ground surface. The firm is working with engi- neering, procurement and construction contractor KZJV, a Kellogg Brown & Root and Zachry joint venture, at the Louisi- ana location. The foundation team mobilized at the Plaquemines site in May 2022, to install 16, 18 and 24 in (400, 450 and 600 mm) diameter test piles to depths of 90 and 120 ft (27 and 36 m). The piling contractor returned in September 2022, to start Phase 1 of the deep foundation project, beginning installation of production piles.

Retaining wall systems of soldier pile ground anchors (SPGAs) have been used for many decades to stabilize landslide activity. Due to successful use of these walls to address slope instability on the California state highway system, their use has expanded to include larger, more complex landslide mitigations. The increase in size and scope of SPGA wall applications, combined with more stringent seismic design standards, have created new and unique challenges for design and construction. Constructability issues are revealing themselves in real time in Northern California, where the California Department of Transportation (Caltrans) recently completed two large SPGA wall projects on state highways: the Peregrine Slide Project in inland Mendocino County, and the Westport Slide Complex located along coastal Highway 1. Each presented unique construction challenges that needed to be overcome quickly to make the projects successful. This article highlights some construction difficulties encountered on these projects, in greater depth, than what I covered last summer at DFI's S3: Slopes, Slides and Stabiliza- tion conference in San Francisco. Also covered are what steps were taken to overcome these difficulties, and mitigation advice for future wall designs. Specifically, ground anchor installation interference, ground anchor elongation variance, and difficulties with large diameter ground anchor drilled holes will be discussed.

The Regional Connector Transit Corridor (RCC) is the Los Angeles Metro area's ambitious light rail project, running under the city's main thoroughfares, Flower and 2nd streets. When com- pleted, it will alleviate traffic and parking congestion downtown, while connecting thousands of residents living in the bedroom communities of Inland Empire and Long Beach to their jobs there. The rail line of 1.9 mi (3 km), which involves a $1.756 billion (€1.545 billion) budget to construct the under- ground rail line, including three new stations. They are the Grand Av Arts/Bunker Hill station at 2nd and Hope streets, Historic Broadway Station at 2nd Street and Broadway, and Little Tokyo/Arts District Station at 1st Street and Central Avenue, which will offer riders their first "one seat/one fare" ride option from Azuza to Long Beach. Regional Connector Constructors JV is led by Skanska USA Civil West California District Inc. (Skanska), in partnership with Traylor Bros., Inc. (Traylor), to deliver RCC to the Los Angeles County Metropolitan Trans- portation Authority (Metro). PB&A was the structural engineer of record (SEOR) responsible to design the shoring systems for the Grand Av Arts/Bunker Hill Station at 2nd and Hope streets, and Historic Broadway Station at 2nd Street and Broadway. The temporary shoring design for Historic Broadway Station is the focus of this article, and why the project received special recognition as a runner up for DFI's 2021 Outstanding Project Award. Two main challenges are discussed in particular: design of the shoring system considering all construction stages, and design of an underpinning system where the Los Angeles Times Building (Times Building) protruded into the station footprint.

Rigid inclusions are widely used in the U.S. as a ground improvement tech- nique, particularly for industrial, low- rise and highway applications with poor subsurface conditions, where control of settlement is necessary. Rigid inclu- sions consist of grouted or concrete elements typically 12-24 in (305-610 mm) in diameter that may or may not be reinforced with a center bar. Typical soil conditions where rigid inclusions are feasible might consist of a surface layer of fill and natural, granular soil, followed by a stratum of soft silt or clay overlying a dense or stiff formation. Rigid inclusions are installed from the existing ground surface or suitable work platform, through the surface soils and through the soft, compressible layer, and into the deeper layer, which is less susceptible to compression- induced settlement. Typically, when used to support an extended area surcharge, the inclusions are installed in a rectangular or triangular pattern at regular spacings ranging from 5-12 ft (1.54 m), depending on a variety of factors. The rigid inclusion system is often capped with a load transfer platform (LTP), whose function is to direct a significant portion of the applied load toward the rigid inclu- sions. Additional load is transferred to the rigid inclusions through the upper fill soils above the compressible layer. The rigid inclusions transfer the applied load axially to their tips and into the deeper layer. In the U.S., rigid inclusions are mostly installed using displacement auger systems. The use of a dis- placement auger has significant advantages. It produces zero to near- zero spoils, which is an important environmental consideration. The

As available space in urban centers becomes more scarce, builders and developers are increasingly turning to vacant, existing structures to meet cities' growing needs. The developers of City Ridge Roadside Development and North America Sekisui House (NASH) - - found a suitable site for their "urban village" at the former Fannie Mae headquarters complex on Wisconsin Ave. NW in Washington, D.C., which had been vacated in early 2018. The urban village will consist of eight new structures centered around the building that currently sits on the site. All told, the project will include 687 residential units, a 150-room hotel, over 150,000 sq ft (13,935 sq m) of retail space, and 62,000 sq ft (5,760 sq m) of office space. A below-grade parking structure will extend across most of the footprint. The Fannie Mae building, which was designed in the Colonial Revival style to mimic the Governor's Palace in Williamsburg, Virginia, was named a historical landmark following a request from the development team. The central portion of its existing masonry structure was built in 1956 on pile caps with small-diameter cast-in-place piles. Two wings, which were added in 1962, were built on belled caissons. There are three levels above grade and one below.

With the advancement of offshore wind farm projects towards deeper waters and larger wind turbine generators, founda- tion solutions other than the monopile have received increasing attention over the past 5 years. Monopiles are the most commonly used foundation solution for offshore wind turbines, with 82% in European waters founded on monopile foundations (EWEA, 2019). However, 2018 saw a record number of suction bucket jacket (SBJ) structures, which consist of a three-legged jacket sup- ported by a suction bucket at each leg (Figure 1), installed for offshore wind. applications. SBJs have now been installed successfully at the Borkum Riffgrund 1, Borkum Riffgrund 2 and Aberdeen Bay offshore windfarms. Suction-installed foundations, referred to in this paper as suction buckets, suction caissons, suction piles or suction anchors, have been widely used in the offshore industry since the early 1980s for a range of offshore applications predominantly as anchors for floating offshore structures - where they are "the most widely used anchor types for deep-water mooring applications" (McCarron, 2011). Suction buckets, installed using pumps that generate suction forces by creating a pressure difference between the inside and outside of the bucket, allow for the installation to be undertaken with minimal noise and without the use of mechanical force. Therefore, a key difference between suction-installed foundations and other foundation types is that the installation design, which must consider the soil type, soil strength and installation specific risks (for example, soil stratification with significant differences in permeability) may have a direct influence on the dimensions of the foundation. Mosul Dam is an earth fill dam located on the Tigris River, approximately 40 km (25 mi) northwest of Mosul, Iraq. The construction of the dam was completed in 1984. It is one of the largest multipurpose dams in the Middle East, and the largest dam in Iraq. The dam provides flood control, irrigation, power generation and water supply. At 113 m (371 ft) high and 3.65 km (2.3 mi) long, the reservoir has a storage capacity of 11.1 billion m3 (392 billion ft3) of water. The main hydroelectric power station has four turbines for an installed capacity of 750 MW. The discharge system includes two bottom-outlet tunnels of 10 m (33 ft) diameter, a five-gate service spillway and an emergency fuse plug spillway.
