Mr Williamson The author is indebted to Mr Williamson for historical background to early experiments with captive bubbles and it is conceded that the original paper described another avenue to an old flotation goal. The field of application is restricted and we would not work with all the material illustrated by Klassen and Mokrousov.1 The particles in Figure 74(a) are far too large and irregular; material in Figures (b) through (d) could be employed for semi-quantitative work in spite of obvious disadvantages; Figure 74(f) represents ideal conditions. We have studied this mineral-collector association in the size range given and results were satisfactory. For larger pick-up values than that illustrated an induction period of more than 0.01 second was required (actually 90 seconds for a maximum bubble load at pH 7.2 with 25 g/t oleic acid!). Mr Slander and Mr Kooij Researchworkers in a practical mineral development laboratory may well ask what contribution yet another micro-technique can make to the problems of large scale ore flotation. The obvious answer is that there can be little or no direct translation of results obtained with a static system comprising air bubble and pure mineral concentrate to a dynamic multicomponent operation. However, for the rapid study of one mineral or variable some small scale apparatus must be employed. In the Anglo American Research Laboratory, the described semi-quantitative pick-up technique has filled a niche and requirement. For ourselves, the system represents a definite advance over the contact angle approach in that samples of minerals conventionally prepared in laboratory or plant may be used, which is a desired step nearer flotation. We bracket this pick-up apparatus with the Hallimond tube1,2 and evidence is now to hand that pick-up curves may often be related to flotation recoveries obtained from this tube with pure mineral samples and from the Fuerstenau glass cell3 with the total ore at low pulp densities. We would not wish to push the comparison of pick-up results past this stage for there is much published development work relating the Hallimond and Fuerstenau equipment to flotation on a larger scale. At the Anglo American Research Laboratory for example, a test in a Fuerstenau cell is often the final integrated step in laboratory investigations into the TORCO process. As these contributors rightly point out, pick-up tests can offer nothing towards the determination of optimum reagent dosage for large scale flotation. This is the function of bench-type flotation cells with up to 2 kg batches of ore. At this level, collector performance and consumption and physical properties of the froth are more comparable with large scale operation. The pick-up cell, Hallimond tube and Fuerstenau cell are essentially equipment from which the effect of control parameters can be derived. For the assessment of collector behaviour, the pick-up approach is rapid and economic and we offer here a pick-up contribution towards the flotation of Witwatersrand uraninite with anionic sulphonate collectors (Fig. 1). A large crystal of the local mineral was not available for contact angle measurements and owing to its low concentration in Witwatersrand gold-bearing reef, a small sample was laboriously obtained by tabling, superpanning and heavy medium separation. The pick-up values of a sized portion were determined by the described procedure in the presence of nine petroleum sulphonate collectors. Responses fell into two categories; "normal" curves (dotted lines) and a group of collectors which were very active at low concentration but showed depression of pick-up at the higher levels. The similarity in form of curves for collectors 1 and 3 was apparent and reagent 3 was found to be simply a diluent of 1. Otherwise, collector performance could not be related to either sulphonate content or molecular weight of the active constituent. However, reagent 2 gave the best performance in a bench flotation cell with regard to overall uranium distribution but, as predicted, reagent 1 yielded the best grades. Later pick-up tests with a similar class of collector have suggested that depression at high reagent concentrations may be due to "bubble armouring" whereby an hydrophilic air-liquid interface is produced which rejects mineral attachment. Prolonged investigations with the same mineral sample have not been required except for the study of uraninite which lasted for more than a year. Variation in pick-up response could not be detected over this period during which the mineral was stored under distilled water. The only visible change was a small efflorescence of lead sulphate, readily removed and decanted off after stirring with a glass rod in the sample tube. In its main role as a "trouble-shooter", the pick-up method is applied to fresh mineral samples taken from a flotation plant and soon discarded or from a current run in the ore-dressing laboratory. After production of a concentrate, a solvent cycle, as described in the original paper, may be required to remove heavy organics or other contaminants as when a sample has been taken from circuits containing detergents, grease or return flotation solutions. This solvent cycle will not remove chemisorbed collectors and we prefer not to work with minerals from flotation tailings or with pick-up cell discards. It has been thought preferable to answer the contributors' other apprehensions with regard to sample preparation, activators, depressants and the physical properties of reagents in another paper on offer to this Journal. It covers pick-up investigations relating to the flotation of nickeliferous pyrrhotite at two Anglo American Corporation Mines, which approach seemed the correct orientation for a reply to another contributor to this paper.

Discussions of the paper of Mr. Gayley read by title at the Lake Superior hieeting, but first presented at the New York meeting of the Iron and Steel Institute, October, 1904 (see p. 746). With the exception of Mr. Pourcel's discussion (p. 1038), these papers are here published under a mutual agreement between the Councils of the two Institutes, and will also be found, with others, in the Journal of the Iron and Steel In-slitute for the pear 1904, Mr. E. Windsor Richards, Past-President,' said that in 1799 Mr. Dawson, of Low Moor, read a paper before a scientific society in York pointing out the great diff'erence in the moisture of the air going into the blast-furnace in the hot months of the year and in the winter months. A cold blast-furnace was a very sensitive instrument, and showed this very clearly, for in June, July and August the furnace did not drive so well; it did not make the quality of iron and required more fuel; so that Mr. Gayley was on the right road to effect an enormous improvement in this direction. He considered that Mr. Gayley was on the way to great success, and hoped that the apparatus would not be a very expensive one. This paper outlines the process the pipeline operator goes through to determine the appropriate response when their pipeline is being undermined. Typical mitigation procedures are reviewed. Finally, the paper looks at current design practices for new pipelines that are expected to be undermined during their lifetime.

(communication to the Secretary*): The recent papers in the Transactions by Vogt,' Lindgren2 and Weed: on ore-deposits that have formed as a direct result of igneous intrusions, show that deposits of this class are widely distributed over the world, and are occasionally of commercial value. This is especially true if we consider under this head all deposits in the zone of contactrnletamorphism, the origin of which may be ascribed to the gases and vapors generated by the heat of the intrusive rock. Mr. Smith's description of the Chillagoe garnet-formations containing copper, leads one to regard these depoaits as of contactrmetamorphic origin, although he gives certain reaeons for supposing them to be of igneous origin.

When a dry ball-mill grinding circuit was in- stalled at the pellet plant of Hamersley Iron Pty. Ltd., it was something of a pioneering venture, since this was one of the first instances where such a circuit had been applied to iron ore on a major scale. The Hamersley pellet plant is located in Dampier on the coast of Western Australia. The feed for it consists of -8mm fines produced as a screened product at the Mt. Tom Price mine 186 miles inland from Dampier. It was these fines that encouraged the choice of a dry grinding facility for the plant. At the outset, tests had shown that the fines could not be filtered satisfactorily with a wet grinding system. At the pelletizing plant, the fines are stockpiled, reclaimed, dry ground in ball mills, formed into pellets on balling discs, hardened on an indurating line, and stockpiled for shipment overseas. These operations are shown in Fig. 1.

Alaska's expansive continental shelf represents future opportunities for marine mineral development. Although today's metal prices and subsidized foreign mineral production continue to discourage industry investment in marine exploration worldwide, the longer term outlook is one of increasing costs on-shore with a dwindling land-base available on which to search for and extract minerals. Likely, the generations of the 21st century will increasingly recover their minerals from the sea-floor. Though largely unexplored, Alaska potentially represents a major port ion of the U.S. marine resources. Several factors demonstrate this. First, the Alaskan OCS is huge; 74% of the entire United States' continental shelf lies off of Alaska, and 54% of the U.S. coastline is Alaskan. Combined with the jurisdiction waters of the Soviet Far East, the Bering-Chukchi shelf is one of the world's largest tracts of shallow water. Second, Alaska is situated at the northwestern terminus of the mineral-rich American cordillera. From Chile to Alaska, major on-shore deposits of precious and base metals, ferroalloys, and industrial minerals are found in the tectonically disturbed belts of the cordillera. In 1988, the western U.S. cordilleran states produced 70% of this country's mineral output (excluding construction materials). Throughout the cordillera's entire 10,000 mile length, the rock units strike largely parallel to the coastline, but in Alaska they extend directly offshore and onto the continental shelf. Worldwide, promulgation and enforcement of health and safety laws and regulations have been the primary means of ensuring minimum and uniform standards of health and safety in the mining industry. In U.S. coal mines, a new era was ushered-in in 1969 for the control of health hazards from respirable coal mine dust. Since then significant progress has been made on all aspects of the respirable dust problem-its definition, monitoring, reduction, and control. In the intervening years, our ability to monitor, analyze, and characterize the mine atmospheric environment and the health of miners has increased many fold. Also, advancements in production technology have far outdistanced enhancements in environmental control technology. Therefore, questions are continuing to be raised on the adequacy of the characterization and control measures with regard to both the airborne respirable dust in mines and the health effects of respirable dust. Late in 1995, the Secretary of Labor appointed an Advisory Committee on the Elimination of Pneumoconiosis Amona Coal " Mine Workers (Dust Advisory Committee) to review the progress towards elimination of coal worker's pneumoconiosis (CWP) and silicosis, and in the program to control respirable coal mine dust in underground and surface mines, and make recommendations including improved standards and other appropriate measures for the control of exposure to airborne coal mine dust. The Committee's report was released in October, 1996. In this paper, a summary of the recommendations of the Committee is presented. A brief discussion of the background, and the issues and findings leading to the recommendations is also presented. The Committee concluded that the progress made towards making mines safer from the health hazards of respirable coal mine dust is substantial but that it is not sufficient to achieve the intent of the 1969 Coal Act. The Committee's recommendations encompass a wide range of issues addressing permissible exposure limits (PELS), sampling, dust control plans, hazard and medical surveillances, role of miners, training, and research and development.

A development at 83 Queens Road in Melbourne, Australia required construction of a three level basement. The normal geotechnical constraints of excavating adjacent to an existing relatively new building were challenging enough for the complicated soils profile occurring at the site. An additional significant challenge faced by the designers, was the requirement to excavate underneath the entire footprint of an existing heritage listed building, known locally as the Mansion, in the centre of the site. Maintaining the structural integrity of that building was afforded the highest priority during the 10m excavation. This paper describes geotechnical aspects of the analysis, design and construction of the secant retention system adjacent the new building and support of the Mansion enabling the 10m excavation to proceed without causing damage to the structure. The secant wall comprised hard-soft interlocking piles constructed using CFA methods. CFA piles along the length of the Mansion provided short term support, with the building load being transferred to the piles by large steel beams jacked under the building. Survey results confirmed that movements of the retaining wall and also the load bearing piles were minimal and well within design expectations.

The State Mining Bureau of California under the direction of Fletcher Hamilton, State Mineralogist, is starting a field campaign to report on the economic minerals of California, which have an important industrial and military bearing on the present war situation. Particular interest and value attaches at the present moment to our available supplies of chrome, coal, iron, magnesite, manganese, molybdenum, quicksilver and tungsten. Trained geologists and engineers of the Bureau's staff are being sent, out to obtain information with relation to the latest developments. Advance notices will be sent to the local newspapers, from time to time, of the arrival of the engineers in the various districts. All persons interested in the minerals mentioned are earnestly urged to cooperate with the State Mining Bureau by meeting the field men while in their districts or by communicating direct with the State Mineralogist at his office in the Ferry Building, San Francisco. The State Mining Bureau has just issued Bulletin No. 72 on The Geologic Formations of California. It was written by Prof. James Perrin Smith of Stanford University, and contains a complete bibliography and resume of all of our present knowledge relative to the geological formations occurring in California. It also contains much previously unpublished data, and six tables showing geologic columns. It covers 41 pages.

The Pueblo Viejo gold/silver mine, located in the Dominican Republic, started production in early 1974 processing ores averaging 4 g/tonne gold and 20 g/tonne silver at a rate of 7,250 tonnes/day. The ore milled is a silicified siltstone with average work index of about 8 that occurs as an extensive oxide capping of a primary sulfide orebody. The sulfide ores are refractory to conventional treatment process and extensive research work is now in progress to develop a treatment process for them. The ore deposit has a long history having been mined by the indigenous Arawak Indians (for some time in the early sixteenth century) prior to the arrival of the Spanish and then by the Spaniards. In the early 1950?s, Italian engineers attempted to process the sulfide ores. Mining by the Indians and Spanish was abandoned because of low grade and little coarse gold in the oxide ores and by the Italians because of the refractory nature of the sulfide ore. In 1969, Rosario Resources geologists discovered that there existed sufficient reserves of oxide ore for a viable mining operation and accordingly, the plant was designed, built and brought into production.

Coal is the principal energy source for the American Electric Power System (AEP System), which generates and delivers more electric energy to its customers within a seven-state area than any other investor- owned electric public utility. The company expected to burn 21.5 million tons of coal in 1968 at its coal-fired, steam-electric generating stations. About 4.3 million tons, representing 20% of the firm's total annual requirement, was the expected yield of its captive coal mines; the other 17.2 million tons were to be purchased from commercial mines in Ohio, West Virginia, Virginia, Kentucky, Indiana, and Illinois. American Electric's largest captive coal mining operation is conducted by Central Ohio Coal Co., a subsidiary of Ohio Power Co., at the Muskingum mine in the Meigs Creek No. 9 coal field of southeastern Ohio. The mine was started in 1953 to produce the coal requirements of the Philo and Muskingum River generating plants of Ohio Power Co., and it has been supplying their annual requirements in the range of 2.5 to 3.5 million tons since that time. The Muskingum River plant is one of the major steam-electric generating stations on the AEP System. This plant began operation in 1953 with a 215-megawatt unit and now has five generating units with a total plant capacity of 1,495 megawatts. The addition of the 615-megawatt Unit 5 in the summer of 1968 increased the total annual coal requirement of the plant from 2.6 to 4.4 million tons. In order to produce the additional 1.8 million tons of coal for the Unit 5 addition and to exploit the remaining coal reserves at the Muskingum mine most economically, Central Ohio Coal Co. has undertaken a $41 million expansion and modernization program, involving the world's largest dragline and an electric railroad.

AMAX's Sleeper Mine uses conventional cyanidation milling and heap leaching techniques to produce gold. Since milling operations commenced in March 1986, average ore processing rates have improved from the design rate of 455 tonnes per day to more than 720 tonnes per day. Heap leaching was added to the process facilities in September 1986 at a design rate of 1,500 tonnes per day, and current heap leaching rates exceed 2,680 tonnes per day. Presented are descriptions of the Sleeper processing facilities with emphasis on the crushing and grinding circuits, a review of the selection of crushing and grinding equipment, and a summary of operating performance during the first 16 months of operations.

The Grootegeluk coal beneficiation plant is situated near Ellisras in the Waterberg coal= field in the Transvaal, RSA. At this plant 15 million tons of coal bearing material per annum are beneficiated by means of two-stage heavy medium bath and cyclone plants. Because of the very low yield of 12 % coking coal product, run= ping costs are of the - utmost importance. For this reason extensive tests were carried out to establish the most effective crushing and bene= ficiation methods and suitable aquipment. At the second heavy medium separation stage, the near-gravity material (+ 0,1. g/cc) amounts to 45 % and daily plant performance ana=lysis is required to ensure acceptable plant efficiency. Beneficiation processes for the -0,5 mm coal originally considered were froth flotation, shaking tables, heavy medium cyclones and water- only cyclones. When the froth flotation route was decided upon, further test work was done to enable selection of the equipment most suitable for the particular requirements.

Power is furnished to the Climax Molybdenum Co. by the Public Service Co. of Colorado over two 100,000-volt lines to a bank of three 3333-kva. transformers 100/13.8 kv. These transformers are so designed that with the addition of forced cooling their capacity may be increased 33? per cent at 12,000-ft. altitude. Under present conditions, these transformers are operated at 140 Per cent of their rating with forced air cooling. On the secondary side of this bank there is a 15-kv., 1200-amp. Westinghouse oil circuit breaker provided with automatic reclosing relays allowing three successive short circuits before lockout. From this breaker 13.8-kv. power is transmitted to a central switching station (Fig. I) where all circuits radiate to the different operations of the property. Each circuit is protected by a 23-kv., 600-amp. oil circuit breaker with by-pass and isolating disconnecting switches. Mine Power at 13.8 kv. enters the mine through a ventilation raise over a three-conductor, size 1-0 varnished cambric insulated, leaded, steel-wire armored cable, insulated from 17 kv. This power is received and distributed through one switching station and four underground substations, shown in Fig. 2. No. 370 substation (Fig. 3) contains three a 13,800/440-volt, single- phase Pyranol transformers protected on the high-voltage side by a 600-amp. manually operated oil circuit breaker. This station serves 20 slusher-hoist motors, a 45-kw., three-phase, 220-volt electric furnace, a Massco hot miller for tempering and milling Timken detachable bits and a hoist with 175-hp motor on the No, 3 development shaft. Also at this shaft are three pumps. One two-stage pump, 1200 gal, per min., 500-ft. head, 3600 r.p.m., driven by a 150-hp. motor, is at the bottom of the shaft, Two deep-well pumps, 500 gal. per min., 500-ft. head, are at the collar of the shaft. under normal operation the one pumping 1200 gal. per min, is controlled by a float switch to take care of the water. If this pump fails, or if its capacity is insufficient, the first 500-gal. pump is automatically started1 and if still more capacity is needed the second 500-gal. pump automatically starts. Time delay relays are provided on the deep-well pumps, so that if power fails the column will have time to drain before the Pumps restart. On failure of any Of these, an alarm is sounded in the train dispatcher's office, so that mechanics can be sent to ascertain the cause of failure and make repairs. The cable from No. 37' substation is run to the switching station, in which are four 15-kv., 600-amp. direct-current sole-noid-operated oil circuit breakers. The current for Operating and tripping is furnished by a 125-volt storage battery. All breakers are operated from the switchboard in the compressor room. R. V. NorHis, Wilkes-Barre, Pa. (communication to the Secretary*) : The electric-haulage plant of the Short Mountain Colliery of the Lykens Valley Coal Co., mentioned by Messrs. Stoek and Harris as the earliest underground electric plant in the United States (and, I believe, the second in the world), was started July 23, 1887. The plant, designed by W. M. Schlessinger, consists of two motor-cars, each weighing about 5 tons and equipped with a 32-h.p. Union Electric Go. motor. The original general construction of the motor-cars is shown by Mr. Stoek; but they were rebuilt, the same year, with some important improvements in design; and, except for strengthening the frames and replacing the original pig-iron weights by a casting, they have not been greatly changed since that time. The generating-plant consists of two Union Electric Co. dynamos of 65-h.p. each, driven by an old 18- by 48-in. plain slide-valve engine; the ordinary voltage is 450 and the amperage varies from 40 to 200; the average indicated h.p. of the engine is about 75, with a steam-consumption of about 75 lb. per i.h.p. per hour; and as the cost of steam at this colliery is 8.11 cents per 1,000 lb.,the steam-cost per day is about $4.56.
