(Communication to the Secretary) : The investigation so fully described by Mr. Laudig was undertaken with the idea of determining if it is possible to learn by expesiment, without an actual trial in the furnace, what economical results can be expected from the use of a given ore-mixture. The research was necessarily preliminary, and the results obtained are only to be depended upon so far as they relate to the samples treated. With the exception of the ores obtained from the stock-piles of the Buffalo Furnace Company, and several samples taken at a neighboring furnace, there is no certainty that the ores represented the average shipments of any mine. For this reason the publication of the names of the ores might do producers a great injustice. The names of the ores arc therefore withheld, and their identity is further .veiled by leaving out of the analyses the phosphorus-contents. The investigation was begun with the preconceived idea that the rate of reduction would be found to be dependent upon the accessibility of the particles of the ore to the action of the reducing-gas. In other words, a spongy, brown hematite or a very fine Mesabi would be the easiest reduced. I had formed a scale with No. 21 first, No. 30 second, No. 1 third, Nos. 5, 24, 25 and the remaining Mesabis fourth, etc , which is sufficient to show how much actual results differ from a judgment based on physical characteristics. The South-Central Osa Peninsula produced around 30,000 kg (100,000 troy oz) of gold since prehistoric times. Gold freed by erosion from quartz lodes in the Mesozoic Nicoya ophiolite complex was reconcentrated through three generations of Quaternary sedimentary deposits. Resultant gold placers grade upward from 1 g/m3 (0.03 troy oz/m3) and are of moderate size.

Edgar Hall, Silverspur, Queensland, Australia (communication to the Secretary*):—Dr. Douglas has written on this subject before, and his influence has had a powerful effect on the eide of freedom among the' younger generation of engineers. Moreover, it is not the first time that he has attributed the decline of the copper-smelting industry in Swansea to the secrecy maintained by the firms there engaged in smelting-operations. In this latter statement I think his conclusions are open to criticism. Whether the firms mentioned have suffered by their secrecy is their own business—I hold no brief for them ; but that the decline of the copper-industry at Swansea was inevitable seems to me to he proved conclusively by Dr. Douglas's own writings. In his paper on The Copper Situation,' Dr. Douglas says : "In comparing iron and copper mining,...it must be remembered that 2 tons of average iron ore from the most prolific source now available ... will make 1 ton of metal; whereas from 33 to 75 tons (say an average of 50 tons) of copper ore must be mined to produce 1 ton of copper." And further: "Last year's production of iron was made from approximately 50,000,000 tons of ore. Our copper mines, to yield a production of 900,000,000 pounds, must have handled approximately 22,000,000 tons of ore, or nearly half the quantity raised from our iron mines." Is not this the key to the whole situation ? In transporting the 50,000,000 tons of iron-ore, 25,000,000 tons of the metal iron were carried so much nearer to the market, but the transportation of 22,000,000 tons of copper-orc would have carried only 450,000 tons of the metal copper nearer to its ultimate destination. This paper analyses the scope and instruments employed by the Basel Convention for regulating the transboundary movement of hazardous wastes, the present and projected hazardous waste regulations of Chile, reviews the Chilean import/export trade of wastes of the period 1985-1995, and discusses, the influence that the Basel Convention has had on mining trade, its perceived benefits and costs, and possible effects on Chile's trade of the application of the Convention's Decision III/l. There is no quantitative estimation as to the effect of the Convention on the general volume of imported or exported materials destined for recovery, recycling, reclamation, or reuse. All recycling imports, with the possible exception of residues of petroleum oil, which occurred during the decade 1985-1995, can be classified tentatively as non hazardous. The entry into force of the Convention has had several effects on Chile's trade. It has brought home the need to have a comprehensive hazardous waste legislation, it has been a base for applying import restrictions, which in all likelihood, would .have otherwise not been applied, The benefits and costs of this import restriction, as well as those of the multilateral export ban are analyzed.

A strong step towards acknowledgement of mining as a skilled trade has been taken by the Tintic Division of Kennecott Copper Corp. In May 2 ceremonies, a pilot program was signed into force which, possibly for the first time in US history, recognizes mining as an apprentice trade and grants journeyman status to those who complete the prescribed training sequence. The apprenticeship standards, hammered out after months of consultation between management, labor, and government, are presently limited only to underground hard-rock mining and only within Kennecott's Tintic Division, but the architects of the program are confident that the concept will spread-first to other underground operations where miners desire documented evidence of their special skills, then to open-pit and soft-rock operations.

The development of models of INCO's Copper Cliff operations using a computer spreadsheet program is discussed. Empirically developed metallurgical relationships were utilised. The paper concentrates on models of the pyrometallurgical processes but discusses applications such as optimisation of operating parameters, evaluation of feed changes and custom or recycle materials processing. The models were initially developed using a spreadsheet program on a personal computer. The requirements of plant engineers and process operators for significant increases in operating speed led to the transformation of some of the modules. The paper is presented in two parts: 1. The development of the modules using a spreadsheet. 2. The transformation of a module into a high speed tool for process control. The application of the technique to other pyrometallurgical processes is discussed.

(communication to the Secretary*) :—The characteristics of Professor Home's metallurgical papers are, that he is able, from the mass of confusing evidence on the subject, to make an analysis and present hypothetical and essential principles in concrete form for consideration and discussion. I can appreciate, from the practical side of the subject, the labor of collecting and investigating the data which was essential to prepare the paper. Much of it necessarily came from material of preceding years of manufacture in which time was allowed for chemical reactions of the re-carburizer, and for the elimination of the oxidation-products before teeming the ingots. This practice gave a favorable time-element to free the metal from slag and other impurities— a requisite condition for the production of sound steel in the ingots. But, in allowing them to become cold before they were charged into the furnace, a subsequent time-element entered as a detrimental factor in the development of the pipe or shrinkage-cavities, which gave an ingot-structure deficient in soundness, at least in the upper portion. (The term slag is used in a general rather than in a strictly technical sense.) Traces of manganese sulphide are often associated with manganese silicates in the same thread or seam, and at other places they are separate and distinct. Interpretations from material thus manufactured must be made with due allowances for the methods of fabrication and the requirements of service. The only way we now have to estimate what the degree of soundness of the ingot-structure was, in the early foreign and American manufacture of steel rails, is by examination of the worn and failed material after years of service. We must remember also that the poorest material was long since consigned to the scrap-heap without any full record of its history. The rails from a given ingot cannot now be identified ; and in many

Although Disputes Review Boards have been used for some time, they had not received wide publicity at the time Monroe County first used one. Public owners frequently resist adopting new contracting practices. This paper discusses an owner's experience with Dispute Review Boards, from learning about them to their use on two (2) projects. The experiences of potential and actual contractor claims are compared to a claim on an earlier contract and the ensuing litigation. Suggestions for possible use for Owner-Engineer disputes and recommendations for use are provided.

Industrial mineral by-products occur as a result of mining and processing a primary mineral product. By-products result from concentration and separation of accessory minerals during processing or from the primary mineral during processing, for example dusts. Many companies have found it rewarding to evaluate mineral by-products from their operations and determine potential products and applications. By-products need to be evaluated for physical and chemical properties to determine possible applications and markets. Market studies are needed to determine application specifications, price structure of the market, competitive products, and to determine marketing regions. The by-products need to be evaluated for beneficiation and processing to meet these market requirements.

Introduction and Early History The British Canadian Mine is one of four operating properties of Asbestos Corporation, Limited, and is located in the town of Black Lake, Que., five miles southwest of Thetford Mines. In the early days of as1bestos mining, this .property was owned by a few small companies who later became part of the Asbestos Corporation. First .to commence mining operations on the property was the Coleraine Mining Company who, in 1885, began selling part of their large holdings in the area to various asbestos mining interests. Of these, the earliest active companies were Manhattan United Asbestos, the Glasgow and Montreal Asbestos Company, and the Anglo-Canadian, the last named later becoming the Standard and Dominion Asbestos Companies. Extraction of fibre was limited to what is now known as crude asbestos and the methods were primitive. Drilling was done .by hand and the ore was lifted by derricks operated by band winches. These were later replaced by horse power, but it was not until 1887 that the first steam-operated boom derricks were introduced, at the Anglo-Canadian mine. The ore was hand cobbled and the asbestos roughly classified and bagged. The waste rock, which by today's standards contained a considerable percentage of marketable fibre, was dumped near the pit. The first attempt to separate the asbestos from the host rock by mechanical means was made in 1888 by the G1asgow and Montreal Asbestos Company, then known as the Scottish-Canadian Asbestos Company, whose mill, erected in that year, was the world's first asbestos mill. Though the equipment was crude, the principles employed were the same as those used today with much larger units. The next steps were the use of rock drills, the adoption of steam rail transportation for moving mill rock, and conversion to the more flexible cable-derrick hoisting.

The Arbre viaduct, 200 metres long, is the most important structure on the Belgian portion of the High Speed Train line between Paris and Brussels. The particular geotechnical conditions of the soil with carboniferous limestone affected by karstic phenomena, has prompted the designer to found the viaduct on systems of high capacity vertical and batter micropiles. The design of the working micropiles was validated by full scale tests performed on instrumented micropiles. The size of the structure and the deformation criteria to be met when HS trains are crossing the viaduct, together with the lack of references for such innovative structure, called for monitoring the movements of the piers as soon as the link was open to traffic. The authors report on the results of loading tests on micropiles and the results of settlement structure monitoring for a period of 4 years. Settlement of the foundation is estimated taking into account the group effect.

CHINA can he roughly divided into three metallogenetic province: North China, the Yangtze Valley, and South China. In North China the old Pre-Cambrian schists and gneisses are represented by the abundance of quartz mines in which sporadic occurrences of copper, lead, zinc, gold, and silver are sometimes found in subordinate quantities. Along the Yangtze Valley and in Central China, extending eastward as far as Shantung, are found here and there intrusions of dioritic rocks, in which occur the famous contact deposits of iron ore, besides which minor quantities of copper. lead, and zinc are also found. In South China the igneous intrunsions are of granitoid type in which, or in the vicinity of which, occur in certain regions immense deposits of antimony, tungsten, tin, and mercury. Broadly speaking. most of the famous coal mines are now situated in regions north of the Yangtze River, in which occur also the sedimentary deposits of iron in contradistinction to the contact deposits of iron along the Yangtze Valley.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. During its 28-year life the MHD ISP smelter has gone through two phases, each of about a dozen years. The first phase was a learning one; in the second phase the lessons were applied and throughput and production rose strongly. Early experience revealed the robustness and the flexibility of the Imperial Smelting Process. The experience was demonstrated by strong increases in the throughput of mixed lead-zinc concentrates and of secondary (oxide) zinc materials. Purchased material quantities rose from 175 000 tonnes/year to 200 000. The required capacity increase of the IS furnace to smelt the higher throughput was achieved by relatively minor modifications; for instance a change to the internal furnace profile gained an extra two square metres in cross sectional area. The furnace hearth area has remained practically unchanged over its entire history. The paper concludes that there is still more potential to be drawn from the process and MHD intends to sustain raw material input at a new level of 240 000 tonnes/year. However, this rate will have to be achieved under the imposition of more stringent environmental and product quality standards than ever before.

Recent completion of Cyprus Bagdad's $240-million modernization and expansion program has registered a 700% increase in ore production with only a 50% increase in labor. Elements of this remarkable achievement include the application of large-scale mining equipment as well as the selection of the latest in processing hardware. Most important, however, was the early recognition that Bagdad's labor personnel is its most important asset.
