THE cause of silicosis and its prevention have held the attention of medical men and mine operators for many years and at the present rime the study of this disease is more than ever to the fore, even though a considerable abatement in the incidence of silicosis has been noted of late. This abatement is due to individual and collective efforts. The Industry is keenly alive to the situation and much research is being carried on. Silica dust is assumed to be a contributing factor in the cause of silicosis. How it acts progressively in the early silicoric is nor fully understood. As the study advances, more effective measures of control may be evolved. At present the Industry has three known methods of reducing the incidence: 1. By thorough X-ray examination of all applicants, with special reference to chest conditions. Those who are considered to be susceptible to the disease are prevented from entering the industry. 2. Thorough ventilation of the mine. 3. Control of tuberculosis in mining centres and removal of miners when first symptoms of tuberculosis become apparent. In 1934, the Ontario Mining Association formed a Committee, known as the Technical Silicosis Research Committee, to study and supervise work on problems related to silicosis. This Committee obtained the full-rime services of a mining engineer to carry our research work at the mines in the Province of Ontario. The Ontario Mining Association has also provided funds for the purpose of carrying on research work along pathological and biological lines. This work is being done in the Department of Medical Research of the University of Toronto, in the Banting Institute, under the supervision of Sir Frederick Banting. The Silicosis Committee work in full cooperation with the doctors in the Banting Institute and provide material from the mines for the it use.

Different reefs being extracted from a mine will, in all likelihood, have significantly different semi-variogram models - and these will probably vary from geozone to geozone. As errors of estimation are dependent on the semi- variogram parameters, it follows, if a mine samples all reefs in all sections using the same sampling grid pattern, that estimation errors (or limits of confidence) will not be the same throughout the mine. This may be an undesirable situation! A geostatistical study of the relative merits of alternative sampling arrangements has been carried out by considering different reefs in different sections of a South African gold mine.

The dust exposure of the longwall shearer operator is usually determined by his position relative to the cutting drums. The dust generated during cutting may travel up-wind, against the primary airflow, and be carried out into the walkway where it can contaminate the intake air for as much as 10 feet outby the shearer operator's controls. Thus, both head and tail drum operators are exposed to un-acceptably high levels of air-borne respirable dust. One Solution The latest generation of long-wall shearers has features that make the use of radio remote or umbilical (hard wire) remote control relatively easy to implement. Remote control can enable shearer operators to control machines from positions that are less dusty than normal control stations. With either type, the head-drum operator can now control the shearer from a position up to 20 feet on the intake-air side of the shearer, while the tail-drum operator's station is now located across from the head drum.

The subject of this session is "Equipment Installa­tion, Recent Developments". This is a subject which is not usually addressed at conferences of Foundation Engineering. It is rare to find sessions dealing with the technological side of deep foundations, a subject which only recently seems to have aroused sufficient interest at national and international conferences. It is therefore natural for the subject of "Equipment", or the tools used to implement the various "technologies", to be over­looked or mentioned only occasionally during the discussion of other issues. At conferences, most of the attention is attached to research and to the theoretical interpretation of the performance and behaviour of deep foundations, as well as to establishing the most suitable calculation algorithms and approaches for the study, design and control of foundation structures. It is almost as if the subject of equipment is felt to be less important or, perhaps, that it is considered to belong more strictly to mechanical engineering than to civil engineering.

(communication to the Secretary†):—The very interesting results obtained by Prof. Hofman and his assistants came to my attention when I had temporarily assumed charge of the metallurgical department of the Missouri School of Mines, and had found it, pending the completion of a new building, lacking a furnace in which to roast ore preparatory to the customary lead blast-furnace run. An attempt at lime-roasting had been already determined upon, but the use of a charge which would make a slag of definite composition was a new idea. The results following were obtained by Messrs. Aubrey Fellows, J. C. Long, E. R. Wash, and Dr. T. C. Tseung, under my supervision. The European industrial minerals industry and its markets are largely self-sufficient. The companies who are members of the Industrial Minerals Association (IMA-Europe) number around 150 contributing 5 billion Euros to the EU?s GDP and range in size from global publicly quoted corporations to small family owned private companies. Their means and capability to implement sustainable development vary considerably. However the leading companies provide an excellent set of best practices, which IMA as a trade association with recognised core competencies in the field of sustainable development is ideally placed to promulgate throughout its membership. As an active participant in the EU Voluntary Scheme for SDI reporting IMA is not only working to increase the level of response to the SDI questionnaire but is also developing with its members a new sustainable development charter which its members will voluntarily adopt as a guiding principle for their implementation of sustainable development This work will be a consultative process involving all IMA?s section members as well as other trade associations, NGOs and MEPs. Public awareness of the benefits of minerals and their contribution to sustainable development has been raised by IMA?s awareness campaign now being followed by a more targeted programme aimed at MEPs. Further work in the future will consider product stewardship and life-cycle analysis. IMA is already positioning itself with the help of its members to assimilate the minerals industry of the accession territories in the sustainable development process.

DURING the early years of Homestake operations, shaft signaling from the cage tenders to the hoisting engineers was done by mechanical means. Small steel cables or jointed steel rods were suspended in the shaft compartments and counterbalanced with weights or springs. These cables or rod strings were connected to the mechanically operated gongs at the engineers' stations by means of bell cranks and steel wires. The system was simple and economical and served the purpose well until the mine reached a depth of 1000 ft., then the system became slow and cumbersome and required a considerable amount of muscular effort to operate it with much speed, because of the inertia of the heavy moving parts. The mechanical signaling was superseded by a simple electrical system consisting of a single pair of wires in steel conduit for each shaft compartment. In the shaft at each station a pull switch was connected to the wires. The switches were operated by means of bell cords, which extended from station to station. This electrical system was a great improvement over the mechanical one, but it had one serious drawback, which also applied to the older system; namely, the engineer did not know where a signal originated. Later on this signaling was improved to overcome this drawback, and to give the engineer a positive indication of a signal's origin. In this system a separate return wire from each pull switch is carried to an annunciator at the engineer's station, where it indicates the signal's origin. While the annunciator system used by Homestake is very safe and reliable, it has the inherent drawback of all wire-connected systems in that it is impossible to send a signal from a moving cage. A number of years ago Homestake became interested in the possibility of using some sort of radio transmission for shaft signaling. The company did much experimental work with purely radio signal transmission, but no practical way was discovered to use radio transmission in a mine shaft for signaling to or from a cage. Therefore, all efforts were directed to devising a practical way of using the hoisting rope as part of the circuit. It was realized that the return circuit from the rope would need to be through electrostatic coupling between the cage and the earth or ground sides of the shaft, because the guides would not always be wet enough to make possible good electrical contact between the cage and earth, therefore relatively high-frequency alternating current was chosen as the medium of transmission. Soon a practical system was developed for transmitting an electric current from a moving cage over an electric circuit of which the hoisting rope was a part. INTRODUCTION Kerckhoff-2 is a 140 MW underground hydro-electric project designed and owned by Pacific Gas and Electric Company and constructed between May, 1980 and May, 1983 by Auburn Constructors. The project is located in the western foothills of the Central Sierra Nevada Mountains, about 30 miles northeast of Fresno, California, and develops the power potential of the lower San Joaquin River and its tributaries between the existing Kerckhoff and Millerton Lakes. The Kerckhoff-2 Project consists of project roads, adits, and access tunnels, service tunnels, power tunnels, powerhouse, tailrace tunnel surge shaft, buss shaft, intake structure, discharge structure, and switchyard. In the 1920s, the Kerckhoff 1 project, consisting of a dam, reservior, tunnel, and 34 MW powerhouse, was built in the same general area as Kerckhoff-2. The tunnel was constructed by conventional methods, and was left unlined. In time, other projects were built upstream, allowing the flow of the San Joaquin River to be regulated. The Kerckhoff 2 project is designed to harness that regulated flow, providing an additional 140,000 ON of power. Kerckhoff 2 will be the primary power plant; Kerckhoff I will produce power whenever the flow rate exceeds 4,800 cubic feet. The new power tunnel is built along the east side of the San Joaquin River between Kerckhoff and Millerton Lakes, parallel to the existing tunnel but extending approximately one mile further downstream.

During the past eight years there has been a dramatic change in the iron ore industry of Minnesota, in that its status has changed from that of a seller's market to a higly competitive buyer's market. Minnesota's natural ores must now be beneficiated and up-graded considerably to be marketed in order to compete with the higher grade foreign ores as well as with the locally produced and highly desirable taconite pellets. With the passage of the "Taconite Amendment' in the November, 1964 election, the taconite industry commenced to expand in Minnesota, which, although initiated in that state, was benefiting many other states and some foreign countries to a much greater extent than Minnesota. These other areas were actually appropriating markets that had been established and retained by Minnesota for many years. Since the approval by the state voters of this amendment, there has been a great increase in the development of taconite properties on the Mesabi Range.

A common assumption in determining the shear strength of a rock joint using a direct shear test is that the surfaces undergoing relative shear are in complete contact. Furthermore, the limiting displacement associated with the residual strength values is obtained based on engineering judgement through visual inspection of shear force versus displacement curves. This study proposes a systematic way of determining the residual shear strength of rock joints by evaluating the limiting displacement leading to a minimum cohesive strength value and taking the true area of contact into account. The results of the study indicate that there is a limiting displacement associated with the residual shear strength, and some rocks may have an inherent interface residual cohesive strength different from zero. When the cohesion is different from zero, the residual shear strength is likely to be underestimated if the true area of contact is not considered. In the case where zero calculated cohesion is obtained, the area of contact has no bearing on the shear strength equation because the frictional force depends only on the normal load.

The Bismark Mine is located in northern Chihuahua, 150 km southwest of Ciudad Juarez. The ore deposit was discovered in 1979, and was placed in production in 1992. The production rate is about 2400 tpd from an ore reserve of 8.5M tonnes. Grades average about 8 % Zn, 0.5 % Pb, 0.2 % Cu and 50 g Ag per tonne. Substantial inflows of water into the under-ground mine complicate the operation. Complex metallurgy poses another challenge for the operators. Bismark was operated through a joint venture, Minera Bismark, S.A. de C.V., with U.S. and Mexican partners, but since early 1993, it is wholly Mexican-owned and operated.

Sixty years after its inception, after an alternation of periods of admiration and rejection by the industry, Sampling Theory can now be seen as going through its golden age. A brief history of its successive transformations and progresses achieved by its author, Pierre Gy, and his followers, reveals the theoretical as well as practical difficulties that had to be vanquished to reach this point. Its current level of acceptance and corresponding trends are discussed and illustrated, with an insight on its increasing real role in the industry and future prospects for its further development.

As the radical element has secured control of the various local printers' unions of New- York City, 250 magazines have temporarily suspended publication rather than grant their demands. The actions of. these local unions have been repudiated by the officers of the different inter-national unions, who are seeking in every way to carry out their agree-ments with the publishers. The charters of the local pressmen's and feeders' unions have been revoked by the international officers and new local unions are being formed. Members of the typographical union are not, as yet, directly affected by the strike, but many of them are taking "vacations," which accomplishes the same purpose as the strike but without the odium. The Engineering and Mining Journal, with true engineering spirit refusing to admit insuperable obstacles, is sending out a two-page printed market bulletin, together with two typewritten pages, making an an-nouncement of its predicament and giving brief items of mining news. Thus s brought home to the members of the mining profession in a very direct way the pernicious results of unrestrained control of labor organi-zations-by foreign and un-American elements. No sermon on this sub-ject is required, as the facts themselves are sufficiently eloquent.

Recovery of iron and copper from acid mine drainage was studied in pilot scale at a continuous treatment plant at the mine site of the King's mine in Roeros, Norway. The average load on the plant was 1 m3/h. The process tested in this project is a three-step process consisting of: 1) Fe(OH)3 precipitation at pH 3.5, dewatering of iron sludge and transport to ferric chloride plant; 2) after filtration precipitation of residual metals at pH 9, concentration of metal sludge by flotation; 3) extraction of metals from the sludge with sulphuric acid followed by recovery of copper by electrolysis. The copper could be used for local production of different crafts, but this condition needs a further evaluation. The process economy at a full scale plant is evaluated.

ALTHOUGH the original thought of investigating waste in industry came from a mining engineer, Herbert Hoover, and although the chairman of that committee was a mining engineer (although the real work was done by the vice-chairman, L. W. Wallace), it is an interesting commentary that when the report first saw light, at St. Louis, on the first of June, 1921, some people most violently went up in the air when it was submitted by the representatives of the mining engineers. At the time they resented most markedly the report of the committee that 50 per cent. of the waste in industry, or as Mr. Ingalls in his paper has properly said, inefficiency in industry, was to be laid upon management. The reason for that seems to have been that, as a whole, the mining industry is pretty well organized and is superior to a large number of manufacturing industries including those studied by the Report. However, this very meeting shows that even the min-ing engineers have finally realized that there is waste or inefficiency in mining and that a large proportion of it can, with propriety, be assessed against management.

EDITORIAL comments on the anthracite report of the Federal Fact-finding Coal Commission, which became public on July 5, together with an analysis of its more important conclusions, will be found on another page of this issue. In this place, only a few extracts from the report, bearing more directly on technical matters, can be quoted, for lack of space. COST OF MINING Mining cost, as it stands on the books of each mining company, represents the average cost of the total output, all sizes, of anthracite. Egg coal has at least five times the market value of barley, but these' sizes are mined together and their costs can not be separated. Mine costs directly reflect the conditions under which these deposits of coal are recovered. Even within the few counties in which anthracite is found there is a conspicuous range of natural conditions. The distinc-tion between the Northern, Middle, and Southern field, or, as they are also termed, the Wyoming, Lehigh, and Schuykill regions, is primarily geologic and topo-graphic, but the effects of the natural conditions largely control costs. The contrast is great between Some of the level-lying beds of moderate but fairly constant thickness under the broad Wyoming Valley, where mining and underground haulage present relatively simple problems to the engineer, and the steeply pitching or overturned and faulted beds of variable thickness in the Schuykill field, where crushed coal' and treacherous roof multiply the difficulties of mining; and increase the unavoidable waste. Even more direct is the connection between geologic processes and the, differences in the character of the coal as mined, the varying proportions of large and small sizes demanding differences in preparation and resulting in different average prices realized for the product of the mines.

Parkes' process crusts were vacuum distilled using a shortened Pidgeon retort. Zinc was effectively removed below 800°C and recovered as a zinc sheet easily stripped from the furnace liner. Lead dasdistillationazinc required about 950°C and the resulting lead condensate tillationtended to stick to the thin metal liner. Final purity of residue is limited only by nonvolatile metals such as copper. THE successful commercial application of vacuum distillation for the removal of zinc from lead, as described by W. T. Isbell,' raises the question of whether or not a similar method can be used for other metal separations. Preliminary laboratory experiments on the vacuum distillation of Parkes' crusts by one of the authors' gave such encouraging results that it was decided to make a series of tests with large scale equipment to determine the results that might be expected in plant operation. The pilot-plant test results are reported in this paper. The great advantages of vacuum dezincing are its simplicity, the relatively low temperature of operation, and the fact that the zinc is recovered in the metallic state ready for use again in the desilveriza-tion of lead bullion. These same advantages and others would be realized from the vacuum distillation of the zinc-lead-silver crusts made in the Parkes' process. Zinc readily will distill over at temperatures of 800" to 900 °C as contrasted with the 1200°C or more used in the Faber du Faur furnace. Furthermore, the recovery of zinc as metal is practically perfect since there is no loss by oxidation or fuming. If the vacuum distillation is continued and hastened by raising the temperature to around 1000°C, the lead will distill over at an appreciable rate and deposit in a warmer zone of the condenser. This lead will contain a small amount of silver, but it can be returned to the desilverizing kettles and there is not the chance of loss that there is in disposing of the rich litharge from cupelling. The lower temperatures required will mean a saving of fuel and less wear on the equipment. One further point is that the vacuum distillation could be run on a small scale practically continuously, so as to avoid the accumulation of large amounts of silver-rich material and the need of assembling a large crew for special cupellation runs. It should be pointed out here that the final purity of the silver residue will depend on the copper or iron content of the crusts, as these and other metals with low vapor pressure will not be eliminated. The idea of treating the silver-zinc-lead crusts from the desilverization of lead bullion by vacuum distillation is not a new one, but such experiments have not been reported, as far as can be determined. In 1912, T. Turner presented a paper3 before the Institute of Metals on the vacuum distillation of brass, and a member of the audience suggested that he try his method on Parkes' crusts. In 1935, W. J. Kroll, noted for his discovery of debismuthiz-ing lead by calcium additions, published a paper' on vacuum distillation of metals and pointed out possible applications in the lead industry. Principles of Separation The successful separation of two or more metals by distillation depends upon an appreciable difference in the effective vapor pressures of the metals in the alloy to be treated. The vapor pressures of the common metals have been determined with considerable accuracy; for example, at 800°C the vapor pressures of the individual metals which are of particular interest in this paper are about .as follows: Zn, 241 mm; Pb, 0.0553 mm; and Ag, 0.0000276 mm. Unfortunately,, data are not available on the activities of the components in the ternary system Zn-Pb-Ag, but it can be estimated that on the basis of the vapor pressures of the individual metals a good separation can be made by distillation. The preliminary laboratory tests previously mentioned' supported this assumption. The pilot-plant size vacuum distilling furnace is shown in Fig. 1.
