The Bailey mining complex is located in Greene County, PA in the valley of Talley Run, a small stream tributary to the Enlow Fork of Wheeling Creek as shown on the location map insert found on Figure 1. The Bailey complex includes two Pittsburgh No. 8 Seam deep mines (Bailey and Bailey #2), a coal preparation plant, and two refuse areas (for disposal of coarse and fine processing waste). Clean coal is shipped from the complex via a 24.15 km (15 mile) rail spur, which connects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Company (Consol) began a permitting effort aimed at beginning construction of Bailey, the largest underground coal mining complex to be built to date in the United States. Construction of the Bailey Mine began in December, 1981, less than six (6) months following the first application submittal. Clean coal was produced by the Bailey Preparation Plant in September, 1984. Effective project planning, including early formulation of a project planning team, identification of "red flag" issues, innovative responses to environmental questions and development of environmentally sound project designs, all contributed to the relatively quick permitting at Bailey.

"Uranium is a unique commodity. It is both a metal and a fuel, It has both commercial and military uses. It yields ""clean energy "" but presents environmental concerns. All of these factors have an impact on the commerce of uranium.Being a metal, uranium is extracted from ore like many other metallic minerals. As a fuel, it is subject to the vagaries of energy commodity market forces. The history of uranium in the first nuclear weapons has led to nation al governments carefully controlling production and sale of uranium. The spectre of radioactive contamination of the environment adds further to the public concern over the disposal of low-level radioactive wastes from uranium processing and use.There have been a number of excellent reviews on the commercial aspects of the uranium industry. In this discussion, these aspects will be briefly summarized to provide a general picture of the strengths of the Canadian uranium industry and the pressures to which it is being subjected currently. The principal thrust of this paper will be to outline Canada's resource strength and to identify some factors which will affect Canada's ability to continue holding a sizeable share of the world uranium market."

The reduction roast-ammonium carbonate leach-hydrogen reduction process for laterites has been under development by Sherritt Gordon for the past 20 years. The process can treat high iron or low iron laterites, with some process modification, and gives extractions of 88-93% Ni or 82-88% Ni, respectively. Five campaigns on a 1 tonne per day Pilot Plant and four campaigns on a 35 t/d Demonstration Plant have been carried out on laterite from three different deposits, and many other laterites have been investigated in the laboratory. The Marinduque Surigao Nickel Refinery in the Philippines was designed on the basis of this work. The process comprises roasting to selectively reduce the nickel and cobalt in the laterite, leaching the calcine in ammonium carbonate to dissolve the metals, recovery of cobalt by precipitation of a mixed metal sulphide, concentration of nickel from the carbonate solution by basic nickel carbonate precipitation and recovery of high purity nickel by hydrogen reduction of nickel from ammonium sulphate solution. Ion exchange has been developed as an alternative to BNC and for recovery of trace nickel from BNC barren liquor. Details of the development of some of the process steps through the laboratory to commercial plant are discussed. The process metallurgy has been confirmed in the commercial plant.

Bentonites and fuller's earths from seven localities in N.S.W. have been analysed with respect to occurrence, mineralogy and physical properties and areas for future prospecting have been indicated.INTRODUCTIONThe rapid expansion of Australian industry in the postwar years has been accompanied by an ever increasing demand for fuller's earth and bentonite, but in New South Wales at least the demand has been met principally by imports. However, some local and generally inferior active earths have been won to blend with imported materials to reduce costs. The important discovery of the widespread distribution of bentonite clays in the Northern Coal Measures, made recently by Grim (Booker, 1956), has givenimpetus to the further search for material comparable in quality to the imported active earths.Bentonite may be defined as a highly plastic clay, generally possessing swelling properties, composed essentially of montmorillonite and derived from the alteration of volcanic ash. Fuller's earth refers to any clay which, with or without chemical treatment, is capable of decolourizing mineral or vegetable oils and is, therefore of economic value. PRESIDENT PRYDE: Any discussion on Mr. Poster's paper? MR. J. BEVAN: I would like to ask the gentleman how fine the dust has to be to cause an explosion? MR. T. FOSTER: According to the Bureau of Mines, it is claimed coal passing through a 100 mesh screen would be considered fine enough. That is all I can learn from the different bulletins. MR. BEVAN: Will the coal dust be that fine; going back in the empty cars on the tipple in the mine? MR. FOSTER: Possibly a great deal of it would be. MR. BEVAN: Will the coal dust be that fine, going back, in the empty the coal dust going back in the cars on the tipple, and into the mine? MR. FOSTER: In some places, they are wetting the cars at the tipple, -in the Rock Springs District, we have as the trip goes out, they have a big pipe, and they souse the car, and wet the load, and in some places, near the timbers; that helps to a certain extent. That does not absolutely eliminate it all, but it helps considerable. MR. WM. LITTLEJOHN (Utah Fuel Company) : I think we have all listened very attentively to the paper that Mr. Foster has just read. He has brought up a subject rather close to my heart, for a long time. He mentions particularly, the Scofield disaster, which happened the first of May, 1900; two hundred men lost their lives in the explosion; and I think it is generally conceded that is about the first time it had ever been brought to the attention of coal miners or operators that such a thing was possible, namely, a purely coal dust explosion. The term "Scofield disaster" is rather a mistake, in a way; while the mine that exploded at the time is in the Scofield District all right, it is now known, and probably was known at that time, as the Winter Quarters Mine, one of the mines which belongs to the Utah Fuel Company at the present time, and did at that time. Over the last 10 years, Computer Aided Design, Finite Elements Analysis and field testing of prototypes have enabled the cycling industry to grow and to significantly improve its products. However, today's cyclists have become more and more demanding, making these classical design approaches almost obsolete. Devinci understood that problem four years ago and fully revisited its design approach; to offer bicycle frames better suited to real life riding, one must fully know those real life conditions. In partnership with the University de Sherbrooke, Quebec, Canada, Devinci then developed a bicycle enabling them to measure the actual load applied on a bicycle frame in real-time for real riding conditions: the instrumented bike. Today, Devinci uses its instrumented road and mountain bikes, combined with virtual prototyping and laboratory testing capabilities to develop better bicycles, faster.

The development in the perfection of mine-surveying instruments has been by no means rapid, as it has depended somewhat on the details of construction borrowed from astronomical and geodetic theodolites, largely on the restrictions laid down by mining companies and the prejudices of mine managers themselves, but more than all on the methods used in conducting surveys and the importance attached thereto. Mine-surveying, in some form or other, has been practiced from the very earliest times; but it has never kept pace with the other branches of surveying, or even with the art of mining itself, and cannot be recognized as an exact science until shortly before the beginning of this century. The works of Hero of Alexandria, who lived in the second century B.C., are still extant, and contain descriptions of a rectangular sighting-instrument, which he invented and called a diopter. His improvement upon this simple construction, which possibly he devised for use in the Greek mines for rough leveling-purposes and for laying out any angle, must be considered, says Hübner," as the origin of the highly perfected theodolite of to-day. Whether this instrument came into general use during the first centuries of the Christian era, is not recorded; in fact, no writer undertakes to tell how mine-surveying was conducted until 1556, in which year Agricola expounds the principles of mining and metallurgy in his De Re Metallica, devoting the entire fifth chapter to the practice of mine-surveying (see Fig. 1). In mediæval times those who possessed any knowledge of engineering skill made strenuous effort to keep their art a secret, partly on account of the miners' proverbial conservatism and partly for their own personal aggrandizement, and were, in

Prof. J. C. BRanner, Stanford University, Cal. (communication to the Secretary): On p. 398, Mr. Hedburg mentions Marionite and Brannerite as ores of zinc. Neither of these has been authoritatively recognized as a distinct mineral species. Marionite, originally described by Elderhorst, was subsequently determined to be nothing else than hydrozincite. Analyses of the so-called Brannerite were sent by me to Prof. Penfield, who says it is a mixture of Smithsonite with some other mineral. On p. 398, Mr. Hedburg says the zinc-bearing formation of North Arkansas " is recognized as the Upper Silurian." So far as my observation goes, the ores occur both in Lower Carboniferous and in Ordovician or Lower Silurian rocks, but nowhere in rocks known to be of Upper Silurian age. If Mr. Hedburg has any paleontological evidence of the Upper Silurian age of these rocks, or of any of them, he will confer a favor upon geologists by making it known. On the same page is another statement in which I cannot concur. He says that in this region, " it can easily be seen that the largest fissure-deposits have been eroded and washed away, leaving here and there a few patches adhering to the hillsides." I am compelled to say that in many years' study of the geology of the region in question, I have never been able to recognize such a state of affairs as Mr. Hedburg here describes. The patches which he regards as remnants of fissure-veins, " adhering to the hillsides," I have found to be either the edges of bedded deposits, or portions of the zinc-bearing breccias, formed along old drainage-lines, and laid bare by the ordinary processes of erosion. That fissure-deposits have been partly removed by the same agency, goes without saying; but it is, in ,my judgment, no more true of North Arkansas than of any other mining-region that erosion has selected and washed away " the largest " deposits. This paper describes a detailed geostatistical study of producing copper orebodies at Mount Isa Mines Limited in Queensland, Australia. As a result of this work, kriging has been adopted for grade estimation for final stope design at Isa Mine. Extensive variogram and back analysis studies indicate that one relative variogram model can be used to give optimal kriged grade estimates from production sampling throughout the 100 million tonne copper orebody complex. The kriging method replaces a computer technique used at [sa Mine based on inverse distance weighting using parameters chosen from experience.Comparative stope designs based on 10 million tonnes of ore indicate a 16% increase in minable ore tonnage at a grade well above the cut-off, as a result of the geostatistical work.Although this paper is written as a practical description with simple explanations of geostatistical concepts, the theory and use of relative variograms has been expanded. A possible link is suggested between relative variograms and first order kinetics of natural mineral concentration processes.

This paper describes Cananea's successful implementation of the world's first mobile high angle conveyor (MHAC™) to achieve multiple-lift stacking of their primary crushed (2,500 mtph) low-grade ore. The mobile high angle conveyor answered Cananea's needs to stack a second lift, 30-meter high, on their Quebalix I pad. The mobile high angle conveyor is a custom unit that was designed by Terra Nova Technologies (TNT) in conjunction with Continental Conveyor and Equipment Company (CCE's 100th HAC). The stacking system expansion project also includes a rail mounted tripper on the existing overland conveyor and a custom designed "corridor conveyor" to build the corridor for the upper mobile HAC tracks and tail of the existing mobile stacking conveyor. Mexicana de Cananea, part of Grupo Mexico, is a large copper producer in Sonora Mexico and has been in operation continuously for over 100 years.

Thunder Basin Coal Company received the 1987 Wyoming Excellence in Surface Mining Award for construction of the State's first major sediment control reservoir to be designed using the new settleable sol ids standard. Use of this standard resulted in construction cost savings of more than $250,000; reduced water quality monitoring; enhanced downstream channel stability because of more natural sediment loading; allowed simultaneous establishment of permanent waterfowl and fisheries habitat; and provided a quality recreational site. This article will address factors associated with the design and construction of that sediment reservoir and the benefits that were realized. Newmont acquired the Phoenix Project through the acquisition of Battle Mountain Gold in 2000. Shortly after the acquisition, Newmont Metallurgical Services (NMS) and Nevada Operations began development work on a process to Pressure Oxidize (PDX) precious metal rich copper concentrates from Phoenix using the Lone Tree PDX facilities at Valmy, Nevada. The high precious metals content of the Phoenix concentrate - Au up to -300 g/t and especially Ag, up to -1700 g/t - led Newmont to the development of a High Temperature PDX process that achieves high cyanide leach recovery of Au and Ag, from the PDX solids, without the requirement for a messy and expensive "lime boil" or sulphate destruction process. Base metals content in Phoenix concentrates range from: 15-25 % for Cu, 1-10 % for Zn and 0-2 % for Pb. Excellent solution extraction of Cu and Zn is achieved while Pb is precipitated in the PDX residue. In addition to achieving high Au and Ag recovery this process produces very clean PDX discharge liquors that require minimum effort to remove contaminant metals and PDX solids that have superior settling and filtration characteristics. All of these factors contribute to lower capital and operating costs for the overall process. This paper describes the laboratory and PDX pilot plant developments for this process.

Caro's (peroxymonosulfuric) acid has been reported to destroy WAD (weakly acid dissociable) CN-but, until recently, the technology has not been demonstrated in other than a laboratory setting. During the last two years, Caro's acid has been shown to successfully detoxify WAD CN-in tailings at two large North American gold mines. Using on-site FMC generators, Caro's acid reduced the WAD CN-from 40-55 ppm to below 20-35 ppm WAD CN-, the target range for the two mines. The detoxification costs using Caro's acid were less than 50% of the treatment cost of using hydrogen peroxide, the previous oxidant of choice. In addition to the considerable savings in CN-detoxification costs, lower WAD CN-values were achieved and the detoxification time with Caro's acid was greatly reduced compared to hydrogen peroxide.

Kalgoorlie Consolidated Gold Mines Pty Ltd is currently developing the 'Super Pit' gold mine in the mining area known as the Golden Mile adjacent to the city of KalgoorlieBoulder, Western Australia. The presence of numerous abandoned mine workings and complex structural geology has required considerable geotechnical input into the determination of the optimum pit slope geometries for both interim and ultimate pit slopes. Slope design is based on detailed site investigation and stability analysis which is balanced with historical operational experience. This paper discusses the process of determining the optimum pit slope angles for each of the stages of the west wall of the 'Super Pit'. The risks associated with slope instability are discussed for each stage.

THERE have been two important accomplishments of the Truman administration; the Hoover Commission report on inefficiency and waste in government and the report of the Paley Commission on the natural resources of the United States. Both reports are in the interest of the American people and should transcend the boundaries of political parties. Both reports are starting points for the formulation of policies which must be continuously revised to meet changing conditions. Regardless of the outcome of the election the principles embodied in these two great documents must be kept alive. The Paley report is right in our own bailiwick of mineral raw materials and it behooves us to study it carefully as our responsibility to posterity. To those in the mining industry who have limited their field of observation to moving rock or to metal prices it may come as a surprise that our production of such staples as copper, lead, and zinc has fallen behind increased requirements to the point that substantial tonnages must be imported. Iron ore is next on the list and everybody knows that such metals as tin, tungsten, chromium, manganese, nickel, and cobalt are imported almost exclusively. The crisis in raw materials pointed up by the Paley report has been reported annually by Elmer Pehrson and others to small gatherings at the Mineral Economics Division sessions at the Annual Meeting for as long as we can remember. In September 1949, the United Nations Economic and Social Council held an international resource conference at Lake Success which disclosed these same grave conclusions: - Consumption of raw materials is multiplying at an alarming rate, faster than discoveries or replacements are being made. - Production has been wasteful and utilization lavishly beyond enginee¬ing and practical requirements. - Industrialized nations are depleted and many raw materials consumed by industry are not found in the industrialized countries. - Nations formerly exporters of raw materials are increasingly building their own consuming industries. - Political forces in the world are limiting access to raw materials. The Paley Commission selecting the quarter century, 1950 to 1975, to project raw material requirements for the United States, pointed out obstacles to meeting these requirements, and made recommendations for procurement. It is not important that we disagree that cobalt consumption will reach 344 pct of present, or fluorspar 187 pct when iron and ferroalloys are only expected to increase 75 pct. What is important it that the fabulous appetite of the United States for mineral raw materials has consumed more since World War I than was consumed by the entire world in all recorded history prior to 1914. And, unless the people of the United States are satisfied to remain at their present standard of living (which is unthinkable) this consumption is correctly plotted by the Paley Commission as continuing to expand. If the U. S. is to continue on a course of progress, it must procure raw materials wherever it can at the lowest possible cost. Natural resources are clearly an area in which the broadest cooperation between industry and government must exist to achieve efficient exploitation, economic consumption, and expansion of sources of supply. The message of the Paley report requires action comparable to that of the North Atlantic Pact. Its implication is as significant as military preparedness. It is a world problem. It is a mining engineering problem. Don't let it die!

FMC Gold's Paradise Peak Mine, located 13 km (8 miles) south of Gabbs, Nevada, became operational in April of 1986. Shortly thereafter heap leach testwork began on sub mill grade ore. Presently, testwork continues in combination with production size heaps that account for approximately 6% of total gold production at Paradise Peak.

As one example of diversity the American Science Magazine (April, 1994) contained a light-hearted interview with Dr Noitall who was pushing his case for diversity.

Bentonites and active earths from N.S.W., previously analysed with respect to occurrence, mineralogy and physical properties have been evaluated for use as bonding agents in quartzose moulding sands in terms of green properties and behaviour both with and without coal dust for iron castings poured at 1400°C.INTRODUCTIONIn the paper by Loughnan .and See (Part I) the occurrence, mineralogy and physical properties of the fuller's earth and bentonites of New South Wales were discussed and it was shown that some of the materials approached the quality of Wyoming bentonite. In the present paper the same samples from Marulan (Bl), Boggabri (B2), Wingen (B3), Muswellbrook (B6), Swansea (B8), Dubbo (89) and Trida (Bll) have been investigated with respect to their potential value as bonding agents in compounded moulding sands. Inaddition, the -20 micron fractions of the Boggabri (B2t) and Swansea (B8t,> were recovered and the former converted to a sodium clay, in order to assesE; the beneficiation possibilities. This paper discusses the actual recovery and installation of a longwall in a bituminous coal mine in western Pennsylvania. The coal bed mined is in the Lower Freeport seam, which averaged 1.07 m (42 in.) in height locally. Drainage from the mine is about 13.25 ML/day (3.5 million gal per day) of water. This water deteriorates the mine's predominately fire clay bottom making it extremely difficult to move equipment. Support removal is accomplilshed by pulling the 5.44 t (6 st) shields out under their own hydraulic power and transporting them by track 8.05 km (5 miles) to the next longwall panel. This paper also discusses the changes that will be made to aid in the succeeding longwall recoveries and installations.
