Mechanical moles have developed through a tedious process of evolution. At times it has seemed that tunnel borers have been subject to the same Darwinian rules of evolution as their zoological namesakes who, despite their efficiency, are highly specialized and still restricted to soft soil conditions near the surface of the ground. HISTORICAL HIGHLIGHTS The Robbins Co. began its work in this field in 1947 with the development of a twin-bore continuous coal miner. Although these machines were used primarily in coal, two of the early prototypes were used to bore tunnels through shale. Disk cutters were first used on these machines and showed promising results as core breakers between drag-bit kerfs. In 1953, James S. Robbins and Assocs. undertook the development of a 25-ft 9-in.-diam circular tunnel borer for Mittry Construction Co. to be used at Oahe Dam in South Dakota (Fig. 1). This is believed to be the first rock tunnel-boring machine built since the end of the 19th century when short sections of the Channel tunnel were successfully bored in chalk from both the English and French shores. Another Oahe Dam machine was built in 1955, and then a series of three small-diameter machines for the company's first real experience with medium-hard and hard rock (Fig. 2) None of these three could be considered a success, although they laid the groundwork for the success that followed. Interbedded shale and limestone in Pittsburgh and hard limestone in Chicago quickly pointed up the weaknesses in these machines which were used by Perini, Dravo, and Healey. Among the problems were the high breakage rate of tungsten-carbide drag bits, too much flexibility in the drive shafts, failure of high-pressure hydraulic systems, chain-conveyor failure, and general lack of rigidity and strength. In 1956 another attempt at medium-hard and hard rock-boring proved this time to be a success and a significant turning point in the development

When the first batch of refined copper ingots was cast at Mantos Blancos in January 1961, eight years of exploration, development and metallurgical pioneering by Mauricio Hochschild & Co. had come to a successful conclusion. This Chilean copper deposit, located in the Atacama Desert 30 miles from Antofagasta, is now producing approximately 20,000 tons of copper per year. The Mantos Blancos deposit has been known since 1912 and various attempts had been made to work the high-grade zones before the present operation was started. The major drawback of the ore to any previous development was its chloride content which varies between 0.4% and 1.5% C1. Although the chloride ruled out the conventional leaching-electrolysis scheme, it did lend itself to the process of precipitating the copper as cuprous chloride.

It becomes my pleasant duty to call the meeting to order. This is our fiftieth regular meeting. And the session we are opening today, I am sure: will be as interesting and informative as those in the past. These gatherings present a fruitful opportunity for an exchange of experiences and ideas that will aid all of us in our work in the various segments within the coal industry. Walter Johnson and his Program Committee have arranged a wonderful program for us; Walter, due to his standing in the industry and his large acquaintanceship with the leaders of the industry, has really gone to town in bringing outstanding speakers and personalities to deliberate with us in our proceedings. A lot of things have happened since we last met; in the operating end, and in safety we have made marvellous headway, but we have slipped badly in the marketing end. However, I am sure the messages and discussion you will hear will point out ways and means of overcoming at least some of our difficulties. Before we get on with the program, I want to thank our hard working Secretary, Fred Whiteside, who, by the way, is a charter member of the Institute and has attended every one of the fifty meetings we have held; and the various committees who have been meeting for the past several months and who have arranged this fine program you are to hear. I hope all of you enjoy the convention; the business as well as the social sessions.

"Syncrude Canada Ltd. operates one of the largest surface mines in the world. The mining operation has two distinct phases: (1) the removal of the overburden, utilizing trucks and shovels; and (2) the mining of oilsand with drag lines and bucketwheels. Both phases combined move approximately 330 000 BCM per day.In support of current production demands and to provide a contingent oi/sand source, Syncrude has developed an Auxiliary Production System (APS) supported by the truck and shovel operation. This system utilizes oilsand sources within the existing mine area on an as-needed basis.The recent increased capabilities of the processing plant to handle a larger volume of oilsand has increased the reliance of the APS system. To facilitate the increased capacity, an auxiliary mine was developed external to the Base Mine operation with a production capacity of4.7 MBCM of oilsand per year.Development of the Northwest Auxiliary Pit began in January 1990, with the first cubic metre of oilsand taken to the plant in June, 1990. The Auxiliary Pit, as designed, has a total ore reserve of 68 MBCM of oi/sand."

MANY excellent descriptions of the mills of the, Porcupine district have been written, but no discussion exclusively devoted to the metallurgical technology has been given. These notes are intended to cover this feature briefly. They are based upon 2 ½ years' mill operation in the district-i.e., practically since the beginning of metallurgical operations. Character of the Porcupine Ore.-There is no oxidized ore in the district, the surface having been deeply planed by glacial action in recent geologic time. The precious-metal content is about in the proportion of 85 of gold to 15? of silver by weight; hence, the silver is practically negligible. There are two classes of Porcupine ore, having very different characteristics; these will be referred to throughout this paper as Class A and Class B. Class A ore is a pure quartz with inclusions of schist. Generally it is heavily fractured .and breaks down readily to sharp, hard grains, about minus 10 plus 20 mesh, requiring further comminution to release the gold. It carries very little pyrite; the gold is entirely free and apt to be coarse, but often spongy, going into solution readily on that account. This gold is 60 per cent. to 85 per cent. free milling, depending on the grade of ore. Class B ore is an iron silicate schist, strongly laminated, carrying 4 to 5 per cent. pyrite; its specific gravity is 2.8 to 3.0, depending upon the amount of mineralization. In breaking the ore in the mine, generally over 25 per cent. of material through a ½ -in. ring is made; the ore readily breaks down in milling and makes a comparatively large amount of non-crystalline slime; owing to its high specific gravity, however, it is quick settling.' In my opinion, the gold in this ore is free, but so finely divided that it will neither pan nor amalgamate; it appears to be disseminated through the rock and not chiefly associated with the pyrite. Veins of Class A ore occur with or without side walls of Class B, and veins of Class B occur unassociated with Class A; more often the veins are closely banded, Class A and Class B alternating, generally with Class B in excess. Both classes of ore are more-or less blocky at times, and with ref¬erence to Class B this is indicative or low gold content.

Survival of the mining industry as a viable economic entity in the United States is being seriously threatened by declining grades of ore reserves, rising operational and capital costs, and increased governmental taxes, restrictions, and subsidizing of third world competition. Discovery of major high-grade deposits is becoming increasingly unlikely. International competitiveness of the U.S. deposits will depend upon 'Yankee Ingenuity, ' innovations in mining methods, metallurgical treatment, and financial arrangements, and a viable national strategy. This will require not only effective management for control of operations, but management that encourages breakthroughs in technology, financing, labor relations, and in public and governmental understanding. The mine geologist and the exploration geologist both have important roles to play in all aspects of this fight for survival of the industry.

On the preceding pages, operations of the four major producers of nickel today have been described. There are, however, other operations in the world that, while not as large, are still of importance to the over-all picture of the industry. Among these are the Finnish producer, Outokumpu Oy, a state-controlled company that operates the Kotlahti mine 200 miles northeast of Helsinki. The ore from this operation, which began production in 1959, is pentlandite, chalcopyrite and pyrrhotite, occurring as disseminations in the host rock and in breccias. The flowsheet of the 1500-tpd mill at Kotlahti follows standard practices of crushing, grinding, and flotation to produce a pentlandite-pyrrhotite concentrate and a copper concentrate, both of which are shipped to the smelter at Harjavalta.

The Escalante Silver Mine in Southwest Utah produces an average of 71.000 kg (2.3 million troy ounces) of silver dore annually. Precipitates from a cyanide leach circuit are treated by either acid leaching prior to fusion or a direct fusion with nitre. Process development, plant experience, and a comparison of both methods will be discussed. Plant experience from the custom treatment of a gold/silver precipitate containing matte producing elements will also be covered.

The Port of Seattle, one of the largest on the west coast of North America, made a strong statement regarding their support for reusing existing structures when a decision was made to rehabilitate Pier 69, on Seattle's downtown waterfront, for their new headquarters. Because of its age and location, the pier provided an unusual challenge to the Port and its consultants. The Port hired Peratrovich, Nottingham, and Drage Inc. to design the seismic strengthening of the pier itself. To remedy the lack of seismic resistance in the 70-year-old pier, PN&D designed a new steel-pipe-pile supported concrete apron next to it. The structure relied on a development by PN&D, the "spin-fin pile", to achieve the tension capacities required of the batter piles. The construction of this apron was completed in October of 1991. Another team of consultants performed the superstructure renovation design, which is now under construction.

The Atlantic City iron mine is located in Fremont County in central Wyoming, near the historic gold mining camps of Atlantic City and South Pass City. The mine lies on the southeast flank of the Wind River Mountains at an elevation of about 2,470 m (8,100 ft) above sea level (Fig. 1). An 81-h M2 (200-acre) tailings impoundment at the Atlantic City taconite operation has been a source of blowing dust. The site qualified for reclamation under Wyoming&apos;s Abandoned Mine Land (AML) reclamation program. The ultimate reclamation construction incorporated commercially available organic amendments and fertilizers into a 300-mm- (12-in.-) thick cap of a sterile clay loam cover material. The water level was lowered in an adjacent flooded mine pit that was feeding uncontrolled seeps into the tailings basin. A wide tailings pond spillway was built that allows flood control while minimizing seasonal water-level fluctuations in the pond. Rock berms and rock snow fences were built for wind-erosion control and soil-moisture preservation. Future work includes tree planting in the protective wind/ snow shadows of rock berms and rock snow fences and plugging a decant pipe. US Steel opened the Atlantic City iron mine in August 1962. It closed in 1983. Taconite iron ore was mined by surface methods. The ore was magnetically separated from the waste. The magnetic concentrate was mixed with bentonite, formed into pellets and roasted to produce a blast furnace feed stock for US Steel&apos;s blast furnaces in Geneva, UT. The pellets were hauled by rail to the Geneva Iron Works. The Atlantic City Mine produced three types of wastes. These included waste rock overburden from mining, a coarse-grained (sand to small-gravel sized), nonmagnetic reject rock termed "cobbs" and fine-grained tailings ranging from 600 to 75 µm (28 to <200 mesh). BHP Hartley Platinum operates an electric smelting furnace to treat Cu-Ni-PGM concentrate at its plant in Selous, Zimbabwe. The furnace, originally built by others, has experienced problems including severe refractory erosion of the sidewall. Hatch Associates has designed several important improvements to the furnace, including: ? water-cooled copper cooling elements in the slag zone ?air-cooled copper cooling fins at the metal level ?water-cooled copper tapholes ?binding system providing vertical refractory compression ?electrode seals ?new feed pipes Novel construction techniques employed on this project to reduce shutdown duration are discussed.

The E1 Indio Mine is located in the Andes mountains about 180 kilometers East of La Serena, capital of the Fourth Region of Chile. It is reached by an international highway running up the Elqui Valley as far as Juntas from where the last 42 kilometers is on a road constructed by the Company. The plant is located at 3.900 meters above sea level among extremely rugged terrain with nearby mountains rising about 5.500 meters. Climatic conditions at these altitudes are severe with winter temperatures down to -20°C. Snow storms lasting several days and leaving up to two meters of snow have been experienced, while fierce winds are corm=.

The title of my presentation is `Nursing One&apos;s Resources&apos;, words that fit a young organisation like Ross Mining and words we had to apply to reach our current level as a company. To get to where we are, we had to nurse, foster and treat carefully all our available resources in the widest sense of the word, namely: ò a stock or supply that can be drawn upon (funds, mineral resources, human resources); ò the means available to achieve an end; ò skills in devising expedients; and ò practical ingenuity. I do not claim that Ross Mining is now the perfect mining company. However, we have become a profitable, dividend- paying, gold mining and exploration company which is to our knowledge, currently the cheapest gold producer on the Australian continent. Nursing our resources got us where we are and will guide us in our future development. The words `nursing one&apos;s resources&apos; are I feel particularly applicable to mining-as I like to argue that the extractive mining industry has a social responsibility to optimise the metal output and value from each orebody which is being exploited, and preferably leave no metal behind. Likewise, a modem company cannot survive into the future without maximising and optimising its human resource potential. In this presentation I would like to present a number of actual examples of nursing one&apos;s physical and human resources. Before I do that, I will give a brief background to Ross Mining. Ross Mining NL is a young Queensland-based company that gained its stock exchange listing in September 1987 and that poured its first gold in 1989 from its own developed Belyando Mine, located in Central Queensland. We have now reached the stage of a medium-size gold producer, producing approximately 70 000 ounces of gold per year, mainly from the Yandan Gold Mine, also in Central Queensland. Our production is set to increase to over 100 000 ounces in the near future. Recent increases in our resource base have secured us a future of ten to 15 years. As a young, newly listed company, we faced all the dangers that most new small floats do as a new entrant into an established industry. However, one advantage of being young and perhaps naive, is summed up by the following Zen Buddist saying: In the beginner&apos;s mind there are many possibilities, in the expert&apos;s mind there are few. A mining company&apos;s main assets are the sum of its resource base and the skills and talents of its people. Attempting to optimise both the physical and human resources within the company has been to-date the key to our success. The first example I would like to present is linked to the exploitation of the Belyando Gold Mine in Central Queensland.

"Abstract - Bedding-parallel thrust-hosted gold veins are developed in the Sabie-Pilgrim&apos;s Rest goldfield, eastern Transvaal, South Africa. The reefs display a complex history characterized by temporally and spatially overlapping events of similar mineralization and deformation. Recognition of the episodic reactivation of these low angle (5° to 10°) thrust faults implicates high fluid pressures (equalling or exceeding lithostatic pressures). Geochemical constraints limit the amount of fluid-rock interaction and the occurrence of transgressive mineralization within the Archaean granitoid basement suggests that the high pressure fluids originated at depth beneath the Transvaal Basin.Similarities exist between gold deposits of Sabie-Pilgrim&apos;s Rest and Telfer, Western Australia as well as Passagem de Mariana, Minas Gerais, Brazil. All deposits are sub-parallel to the enclosing bedding which is shallowly inclined. Furthermore, they are also hosted by contractional deformational structures and are clearly epigenetic in origin."

This paper presents talc milling guided by a theme of "So You Want to Be In The Talc Business". Such a theme strikes a cautionary note to warn the uninitiated of potential pitfalls, and this paper will cover briefly some of the technical traps as well as one of the larger talc milling operations. It is important to our purpose to pre- sent some of the market and mineral complications that make the business of producing and selling industrial talcs much more intricate than an outsider would perceive. Metal markets by comparison are great worldwide pools into which production streams of generally identical metals can flow over a weir of market prices. Industrial talc markets are not as well defined and often must be developed by the producer working closely with a specific customer or groups of customers to prove out the attributes of the specific product from a new property. All the negatives of a new market seem to work against the introductory talc in the forms of industry or customer reluctance to change, sales prices, cost of delivery, mode of transportation, health considerations of the minerals and many more. Just locating the potential customers for a new industrial talc may be a substantial undertaking. Thus, an analogy of the worldwide metal market might compare starting a new talc operation to trying to gather up enough fallen rain drops to be able to start a production stream of a worthwhile size.

INTRODUCTION CRA Limited is the largest mining group in Australia by value of sales and the second largest company in Australia in terms of share market capitalisation. In the past 25 years, CRA, its predecessors and affiliates have been involved in a number of mining and further processing developments in Australia and elsewhere. Many of these have been financed using project financing techniques. These include Comalco&apos;s development of the Weipa bauxite deposits in Northern Queensland in the late 1950&apos;s, the Hamersley iron ore developments in the Pilbara region of Western Australia in the mid 1960&apos;s, the Queensland Alumina Limited alumina refinery in Gladstone, Queensland, at about the same time, and the Bougainville copper project in 1969/70. In the past three years CRA has again utilised project financing techniques to fund its Tarong steaming coal project in Queensland, the Blair Athol steaming coal project also in that State and CRA&apos;s interest in the Argyle diamond project in the Kimberley region of Western Austrlia. PROJECT FINANCE DEFINED Nevitt Definition Nevitt&apos;s is the most frequently quoted definition - "A financing of a particular economic unit in which a lender is satisfied to look initially to the cash flows and earnings of the economic unit as the source of funds from which a loan will be repaid and to the assets of the economic unit as collateral for the loan." Risk and Balance Sheet Treatment It is important to focus in more detail on two aspects of project financing, risk and balance sheet treatment. The assessment of the various elements of risk in a project and the sharing of that risk between sponsors and lenders is the most critical feature. At one end of the spectrum is full absorption of risk by the sponsor(s). This can be described as "on risk" or "on credit" or "full recourse" to the sponsor(s) and is effectively a corporate financing. At the other end of the spectrum the lenders absorb the whole risk in a non-recourse financing which is "off risk" or "off credit" for the sponsor. The other aspect is the sponsor&apos;s balance sheet treatment. If the balance sheet of the economic unit undertaking the project and the financing need not be consolidated into the balance sheet of the sponsor (because ownership does not exceed 50%) then the financing may be described as off-¬balance sheet. If consolidation is required then the financing is described as on-balance sheet. Most project financings involve some recourse to the sponsor, i.e. they are limited recourse. Very few are non-recourse or off credit to the sponsor. Limited recourse financings may be on-balance sheet although many may also be off-balance sheet insofar as consolidation is concerned. However, sponsor support may very well be a contingent liability to the sponsor and require disclosure by way of note to the balance sheet should consolidation not be required. CORPORATE FINANCE CONTRASTED A financing which is on credit or full recourse to the sponsor, whether it is directly borrowed or guaranteed by that sponsor, is a corporate financing. Lenders will tend to base their credit assessment on a historical assessment of the sponsor&apos;s activities and its financial results rather than an assessment of the project or a detailed assessment of the future activities and prospects of the sponsor. PROJECT FINANCE - A BORROWER&apos;S PERCEPTION Although CRA could choose to arrange all finance on a corporate basis (except perhaps for the very largest projects or acquisitions), project financing techniques provide a number of specific advantages which CRA has noted and which should be carefully considered by a project sponsor. The Combined Metals Reduction Co.&apos;s plant is at Bauer, Utah. It was built primarily to treat ore from the Combined Metals mine at Pioche, Nevada. Shortly after its completion, the company acquired the old Honerine mine, and ores from this mine, as well as custom ores from widely scattered districts, are now being treated at the Bauer plant. Pioche Ore The Pioche ore, which comprises about 50 per cent. of the mill feed, occurs as a replacement of an impure thin-bedded limestone. The lime beddings are separated by thin layers of micaceous shale containing appreciable quantities of sericitc and graphite. The ore is an exeeptionally fine-grained, dense mixture of minerals and gangue, assaying approximately 0.03 oz. gold, 7.2 oz. silver, 7 per cent. lead, 15 per cent. zinc, 16 per cent. iron, 29 per cent. insoluble and 1.5 per cent,. lime. Of the total lead 7 per cent. is in the form of sulfate and carbonate. Approximately 10 per cent,. of the ore consists of chert nodules impregnated with barren pyrite; the nodules average 0.8 mm. in size, and ire extrcmely hard, compared with the other constituents of the ore. Microscopic examination of Pioche ore ground to 80 per cent . minus 150 nicsh shows pyrite, sphalerite and galena still attached. Early Attempts at Ore Dressing Metallurgists, both professional and those working for private companies, have been more or less familiar with the Pioche ore sinee. 1913; in fact, a total of 35 commercial and plant laboratories expenmented with the ore between 1913 and 1921. The work during this period was decidedly negative, it being seemingly impossible to effeet a satisfactory separation of the valuable minerals into marketable products. In 1913, it was recognized that fine grinding-—that is, about minus. : 200 mesh—-was required to liberate the minerals from one another, and from the gangue, but such fine grinding was not considertd practicable at this time.

The Bureau of Mines has completed an investigation of the effectiveness of methane drainage in the Lower Sunnyside Coalbed at Kaiser Steel Corp.&apos;s Sunnyside No. 1 Mine in Utah. Most of the previous at- tempts to drain methane gas using long horizontal holes were conducted in the Eastern Coal Province. From the high degree of success realized in these efforts and the large body of knowledge gained from associated research, it seemed natural to extend the technology to western coalfields. Previous work had indicated that properties affecting gas drainage were variable in the Sunnyside Coalbed. In an attempt to characterize these properties, four degasification holes were drilled from the out- side entries of an advancing section. The holes were drilled to lengths of 780, 1,680, 1,315, and 1,047 ft and produced initial flow rates of 50,000, 180,000, 340,000, and 240,000 f t3/d, respectively. A total of over 300 million f t3 of commercial-quality gas has been removed from the Sunnyside Coalbed. The four holes have reduced face emissions by 78 pct.

The unit-train concept of moving raw materials .is considered by many railroad men as the most signifigant contribution to reducing rail freight costs since the introduction of the diesel locomotive. The idea, which involves assigning railroad equipment to only one haul and keeping the equipment rolling results in the maximum utilization of equipment. For example before the unit train was plaged in servige on coal hauled to one of Mid. Continent&apos;s customers, about 900 cars and 9 locomotives were needed to move the coal requirements for this plant, compared with. 250 cars and 6 locomotives used by the present scheduling of unit trains. If the economics of unit-train movements are to be achieved, coal companies no longer can use railroad cars as small storage bins on wheels to accumulate their coal in trainload shipments, but, rather, must build large bins which incorporate facilities for the rapid loading of railroad cars in a minimum length of time. In this manner railroad equipment is operated at a high degree of efficiency &apos;with consequent dollar savings. After negotiations between Mid-Continent, the customers and the Railroad, it was decided a unit train loadout and storage facility at Carbondale was required in order to reduce the delivered price of coal to the customers and thereby contribute to the reduction in the cost of manufacturing steel. Carbondale was selected as the bin site location, because the cost of constructing a railroad to Redstone could not be justified for the tonnages anticipated.
