The Powder River Basin of northeastern Wyoming and southcentral Montana contains the largest strip minable reserve of compliance coal (0.27 kg or 0.6 or less Ibs of sulfur per million Btu) in the United States. In mining parlance, it is the mother lode. Wyoming's portion of the Basin is called the Southern Powder River Basin (SPRB). It has been the nation's top coal producer for the past nine years. And based on 1997 production statistics and estimated strippable compliance coal reserves, Wyoming should remain the nation's top producer for the next 51 plus years. In August 1994, ME featured 10 articles that covered all aspects of coal production in the SPRB. In this issue, five authors update the 1994 articles and provide a pre- diction of what the Basin will look like at the turn of the century. There is no doubt that the dominant future source of gold will be the so-called refractory ores, especially those with gold in a pyrite/arsenopyrite matrix. Minproc Engineers is taking an active role in establishing detailed design criteria for a number of apparently competing processes. This involves generating a detailed understanding of the metallurgy involved, systematic pilot plant testing, and the application of advanced engineering technologies. This presentation outlines the approach adopted by Minproc as well as the design criteria for several current projects.

The mining industry is guaranteed an important future because its products are indispensable. However, this can be anything from a brilliant, efficient, profitable future to one of being a heavy-handed, dull-witted claimant for public handouts, according to the caliber and training of the young men who enter the industry. Many views have been expressed about the type of education needed for today's mining industry. Criticisms have been aired to the point that further controversy amongst ourselves could be detrimental to both mining education and the mining industry. It is time we get together and start going somewhere. To canvass the various attitudes of mining educators, a questionnaire was sent to a group of these dedicated, intelligent men, whose primary interest is to help the industry and the profession. The following is a summary of their views.

There are 14 operations that supply 97% of the Market Economy Country (MEC) manganese and contain nearly all of its resources. Six mines account for about 70% of the production and 85% of the resources; there are no known resources that are economically close to those that are currently being mined. Costs (January 1989 dollars) of producing manganese concentrates from the operations evaluated are estimated to range from $ 0.96 to $ 1.86 per long ton unit (ltu or 22.4 lb) of contained manganese. Total MEC demonstrated resources evaluated amount to about 1.2 billion tons of in situ ore containing 474 million tons of manganese. Identified resources amount to about 1.8 billion tons of in situ material. Key results of the study indicate the following: 1. The MEC supply of manganese will be from the currently mined resources well into the next century. 2. Centrally Planned Economy Countries (CPEC's) will be increasingly dependent on MEC manganese ore and concentrate in the future. 3. At the 1976 to 1987 demand increase rate, total MEC resource needed through the year 2000 would be about 282 million tons of in situ material. 4. Transportation and infrastructure support will continue to be major elements of production costs.

AT a recent meeting of the AIME Board there was considerable discussion of a suggestion that companies should be more interested in promoting AIME membership among their employes. The advocate of this idea argued that companies benefit greatly if their employes are active AIME members, so even on purely a selfish basis they should use various means to encourage membership. Also he argued that companies in general make no contribution to the support of the AIMS although benefiting from its work, so should not object to making more of a contribution, financial or otherwise, than they do. One Director stated that an investigation had developed the fact that a large majority of members felt it unwise for employers to pay the initiation fees or dues of employes. They felt that AIMS membership should be on a purely personal basis; that the rewards of active membership were sufficient so that it is a good investment for a man in developing his own professional stature, presumably resulting in an increase in salary sooner, or in greater amount, than would otherwise be the case. If an employer paid a member's dues or initiation fee the member would take less interest in the Institute. But this Director felt that an employer should otherwise encourage his employes to join the Institute, attend its meetings, and write papers based on company work for presentation and publication. Another Director reported that his company pays the expenses of AIME members in its employ to meetings; the company also encourages nonmembers to attend AIME meetings but does not pay their expenses unless they present papers of interest to the company. Another Director, representing a supplier, stated that his company's policy was to send some of its staff to all AIME meetings at which papers of interest were to be presented or at which valuable contacts could be made.

IN an important paper on The Critical Ranges of Pure Iron1 presented at the May, 1913, meeting of the Iron and Steel Institute, Professor Carpenter reports and illustrates the results obtained by him in determining the critical points of some very pure electrolytic iron sheet about 0.01 in. thick. The iron strip was rolled into the form of a cylinder 1; in. long and fn in. wide, weighing 42 g., the thermo-couple being inserted in a small hole in the center. The points Ac3 and Ar3 were readily detected, as well as the point Art, but the point Act was absent from every heating curve. The author concluded from this occurrence that the conception of A2 as an independent allotropic change must be abandoned. At the October, 1913, meeting of the American Institute of Mining Engineers, Dr. G. K. Burgess and J. J. Crowe read a paper on The Critical Ranges A2 and A3 of Pure Iron2 in which they described some extremely important experiments conducted by them at the Bureau of Standards, Washington, D. C. They tested Professor Carpenter's electrolytic iron and detected a sharp and well-defined absorption of heat corresponding to the point Act. Professor Carpenter's failure to detect this point is explained by them on the ground that unless the iron be in a single piece entirely surrounding and in contact with the thermo-couple junction, the thermo-couple will integrate the irregular progress of the heat through the sample and the curves will lose their sharpness. In discussing Messrs. Burgess and Crowe's paper, Professor Carpenter accepted this explanation as probably accounting for the absence of Act in his heating curves.

In this report, the application of the PHU/MVS program is demonstrated through the use of a simple but realistic mine ventilation program. The report details, the problem description, the input data required and the various output features of the simulator. The PSU/MVS program is written in Fortran IV for use with IBM 370/168 computers. A version of the program that can be used in CDC computers is also available. A ventilation network consisting of 531 branches, 300 nodes and 5 fans took 48 seconds for solution on The Pennsylvania State University's IBM 370/168 computer. Appendix I of this report is the User?s Manual for the program. Appendices II and III contain the input data listing, and selected output listing for; the application. Appendix IV provides tables for leakage, friction factors and shape factors.

First, a definition of a small scale miner is in order. The US Bureau of Mines classifies him as one who produces 360 t/d (400 stpd) of ore or less. In Canada, he would be refered to as a "junior company." Mexico identifies the small scale miner as one whose gross income from operations is less than $880,000 per year. A small surface mine in India employs less than 400 people, and a small underground mine employs less than 150. Peru considers a small scale miner one who produces less than 54 000 t/y (60,000 stpy) of ore. Obviously, the term is relative. What may be a small mine in one country is a medium or large mine in another. This lack of agreement is understandable since small scale mining does not often cross national boundaries. Rather, its effects are felt at the regional and local levels within each nation. Its importance doesn't lie with any huge contribution to the GNP or balance of trade. Instead, its value is as a local employer and as a frontrunner in geologic exploration.

In answer to inquiries from members, Mr. Sheafer said that the culm-banks of which his paper gave the shipments were of about the average quality of the banks in the Mahanoy region of the Schuylkill field,.made prior to 1881 or 1882, when the practice of preparing buckwheat coal was introduced; but that in a very old hank, made about 1849, no coal above pea-size had been found. Apparently it was then the practice to ship everything. In reply to an inquiry concerning the utilization of the fine coaldust, Mr. Sheafer said that it was not utilized in connection with the washing described in his paper, but was carried away in the water as waste; that during Mr. Corbin's presidency the Reading Company built at Mahanoy City an extensive plant for making artificial fuel, but difficulty was encountered, due to the circumstance that the small coal from different collieries varied in its combustible quality and also in the amount of pitch required to be mixed with it, and he believed they concluded that from some varieties of the coal-dust a very good fuel could be made, but at a cost entirely too great for successful competition with cheap coal. Of course, the anthracite dust was not so well suited to this manufacture as bituminous slack. R. W. Raymond, New York City : I believe that was the practical outcome of the enterprise of a member of the Institute, Mr. E. F. Loiseau, now deceased. It was found, I think, as an additional drawback, that the manufacture of artificial compressed fuel from anthracite dust could not be successfully practiced with material so impure as that of the culm-banks. Consequently, the manufacture could be based on that source of supply only when accompanied with a preparatory washing. The most favorable location for it would be at large yards where the waste from the handling of coal, which is comparatively pure material, could be thus treated. I believe the manufacture of compressed fuel from bituminous coal was at one time a profitable business in Nova Scotia, but was destroyed by the indirect effect of the general introduction of watergas for illuminating purposes. Newmont has been on a focused path of improving operations for many years. After the merger of Newmont and Santa Fe Pacific Gold, Newmont created significant synergies of over $50 million per year in Nevada, primarily through optimal ore movements and consolidation of various functions. During the current period of low gold and copper prices, Newmont has refocused its efforts on efficient operations worldwide. This paper will describe the methods and programs that continue to be implemented at Newmont's many mine facilities in Nevada. Newmont has used a combination of computer technology, optimal use of infrastructures, procurement strategies, functional consolidation, enhanced mine planning and a variety of available metallurgical processing options to decrease the cost of operations and increase profitability.

THE safety of mine workers has received more attention from both State and Federal law-making bodies than any other industry, a fact that shows clearly the hazardous nature of the industry. The last, but by no means the least, of the measures adopted for the protection of mine workers, is workmen's compensation legislation. This is proving to be a powerful instrument for greater safety in the industries, from the fact that special stress is laid not on how the accident happened or who may have been responsible for it, but on how badly the employee is hurt by it. The injured person does not have to employ lawyers to prove his case, because the mere fact of his employment is proof of his right to compensation. The immediate effect of such legislation is the certainty confronting the mine operator that he must pay out large sums for every accident, regardless of its cause, thus adding materially to the cost of the production of his coal. This fact furnished to the operator the strongest incentive to reduce the causes of accidents; not that the operator has ever lacked reasonable consideration for the welfare of his employees and a proper humane interest in their safety, but his engrossment in earning his daily livelihood has been so great that he has not felt that he had the time to devote to the safety of the operation. This time he must now find because of the actual-cash value of the prevention of accidents in his mines. This agency alone proved inadequate to bring about a material improvement because operators have always been willing enough to improve safety conditions when possible to do so within reasonable limits of their financial ability. The requirement in the Workmen's Compensation Laws of several of the States, that the mine operator shall insure as a guarantee of his ability to meet his compensation obligations, has furnished the needed incentive, moral and financial, necessary to the prompt and effective dissemination of a more general knowledge of the causes and

Following closely Marcona Corp.'s announcement of its new Marconaflo process for transporting mineral slurries by ship (see pp. 96-97, Sept. 1969 [ ]), Midland-Ross Corp. (M-R) now heralds its metallized iron pellet process which supplements Oregon Steel Mills1 (Oregon Steel) new Portland, Ore., plant. Harry J. Bolwell, president of M-R describes the company's M-R Pellet as "the most exciting advance in steelmaking in a decade, one which will profoundly affect the industry." In fact, other knowledgeable industry spokesmen believe that with these developments the mini-steel plant era is now here and that this technical development along with the Marconaflo process will revolutionize iron ore shipments and steelmaking. The M-R president predicts that electric furnaces can account for 20% of the annual U.S. steel production by 1975, compared with 14% at the present time because of these developments.

Optimal drill and blast design is a process often neglected by many underground hard rock mines. This is even more important to the new mine where ring designs need to be implemented and refined in a short period of time. In today's environment where more and more mining is being carried out by contract specialists it is the co-operation between a principal and contractor, who are working towards a common goal, that achieves the highest quality end result. The development of drill and blast designs that cause minimal damage to the mine infrastructure is particularly important to Northparke's E26 Block Cave Mine, as it consists of a single extraction level which must survive intact for the life of the mine. The advanced undercut mining method implemented at Northparkes is fired in a sequence which protects the mine development from potentially damaging abutment stress. This paper details how blast designs will be optimised and sequenced to satisfy the conflicting objectives of maximum rock breakage inside the drill pattern and minimum rock damage outside the pattern.

Since 1992 the Grasberg Mine, located in the remote regions of Indonesia, has utilized the Modular Mining System. Over the last several years, major steps have been taken to maximize this productivity enhancement system. These steps include; the Automated Lineup, the Linear Program upgrade, tracking of Mean Time Between Failure, a MEDS system interface, a VMIS system interface, and implementation of the new Graphical Operator Interface Console with Global Positioning, This application of new technology and innovation has lead to improved performance, understanding and reporting, as well as the quality of the Indonesian Engineers. These efforts have contributed 10 Grasberg achieving one of the lowest mining costs in the copper industry.

Rockburst conditions were first encountered at Inco's Sudbury area operations in the mid 1930's when mining advanced to below the 610 m (2000 ft.) horizon. Now, mining is being carried out at depths down to 2130 m (7000 ft.) at Inco'a Creighton Mine. While rockburst potentials have increased with depth. improvements in mine planning, methods, support systems and developments in destressing have alleviated the condition to where it is less of a problem now than it was in the early years. Hang of the improvements were developed, of necessity. through observation and reasoning because these were the only tools available at the time. Now, we are making use of stress - measurements, numerical modelling and microseismic source location technology to - help further reduce rockburat hazards.

The Research Centres Program initiated by the Federal Government and supported by the mining industry has had a major impact on geoscience research and education during the past five years. Eight major university based-Geoscience Research Centres are currently supported by the Government, including four Key Centres of Teaching and Research and a further four Cooperative Research Centres (CRCs). The Research Centres Program has led to a concentration of high quality research and teaching in areas of demand and strategic importance creating strong university - industry linkages and a source of well trained and motivated graduates. Over the last decade Australia's reputation as a leader in mineral exploration and ore deposit research has grown substantially, in part because of the development of the Research Centres Program, and to increased collaboration and interaction between research groups and exploration geoscientists across the industry. During a period when ore deposit research activity has been decreasing in other countries (eg USA, Canada, Japan and most European countries), equivalent research activities in Australia have been increasing, within a well co-ordinated national framework. The future challenge for universities and the mining industry will be to maintain the momentum of the successful research centres in order for the centres to become self-funding over a six- to nine-year period.

As a leader in the development of metal extraction technology, Avecia continues to pioneer advancements for the processing of copper through leach, solvent extraction, and electrowinning of copper. From the initial patent of the second generation of oxime 5- nonylsalicylaldoxime in the 1970's; to the effective use of modifier technology; and development of computer assisted modeling programs, Avecia is driving SX technology to maximize extraction productivity. Keys to consider when advancing productivity are: 1) high quality, high performance products; 2) a responsive, partnering approach to technical service; and 3) tools to aid in the education of industry wide technical personnel with a view on continuous improvement. The focus of this paper is on the advancement of tools to aid in the education for optimization of processing copper through solvent extraction. One such tool is Avecia's own customized solvent extraction modeling program called MEUM. MEUM is currently used world wide to analyze plant operations, test ideas for improving operations, assist engineering companies in design, and to teach basic solvent extraction concepts. Recently MEUM has also been incorporated into a University setting. In the spring of 2000 Avecia worked with the University of Melbourne to integrate MEUM into their Mass Transport tutorial class. Students completed exercises to evaluate how operational changes affected a solvent extraction plant's performance. This paper introduces the basic functions of the program and discusses the successful implementation of MEUM into the University of Melbourne curriculum.

DURING the closing month of 1929, Walter Douglas found his health impaired by the strain of many difficult years of alternating prosperity and depression, and in April 1930 resigned the presidency of Phelps Dodge. Douglas was succeeded by Louis S. Cates. The choice broke a tradition that had been held inviolate for almost a hundred years. For the first time in its long history, the direction of the company's policies and operations was entrusted to a stranger without previous Phelps Dodge background, training, experience, or tradition. But the choice was wisely made. For a time at least, the path of Phelps Dodge was to run through rough and dubious ground, and no man in the United States was better qualified to blaze that trail than Louis Cates. After graduating from the Massachusetts Institute of Technology, Cates had served a rough and financially un- profitable apprenticeship at one of the century-old mining camps of Chihuahua, Mexico.
