In 1937 the employees of the Hollinger Consolidated Gold Mines Ltd.. at Timmins. Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only—the provision of medical services, including the accessory services such as hospitaliza-tion, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee—mother, father, or other relative—who are declared by the employee to be wholly dependent upon him must be examined. During 1973, a 20,000 net ton (18 100 metric ton) formcoke test was carried out at Inland's 26.5-foot (8.08-meter) hearth diameter on NO. 5 Blast Furnace. The formcoke briquettes were produced from Elko1 coal by FMC at their pilot plant in Kemmerer, Wyoming. The briquettes were shipped to Inland in open railroad cars and most of them were placed in an outside storage field until a sufficient amount was available for the actual blast furnace test. The test consisted of three phases: an initial four-week base period; the actual 33-day formcoke test period; and a final three-week post-test base period. During the formcoke test period, the regular coke skip loads were gradually replaced with skips of formcoke until, after a three-week period, the replacement ratio reached 80%. The furnace operated smoothly and quality hot metal was produced. The burden remained permeable and it was possible to maintain wind rates 9 of over 100,000 scfm (47 Nm3/s) without significant blast pressure increases. Dusting from the formcoke was not a problem either in the stockhouse or in the top gas. The formcoke briquettes maintained their original shape and density as they descended through the furnace. When the 80 percent replacement level had been reached, the inwall temperatures became higher than normal (about 2000 ºF (1090 ºC)) and followed an unusual steady pattern. In addition, the top gas temperature became higher than normal, and the hot metal analyses and temperatures began to fluctuate unacceptably. In general, it is felt that the high inwall temperatures were a result of channeling of the hot furnace gases along the stack walls. This channeling appears to have been promoted by a change in distribution of the burden in the top of the furnace which, undoubtedly, was caused by the increased increments of formcoke. Since it was felt to be unsafe to operate the furnace for an extended period of time with the inwall temperatures at the high level, a decision was made to remove the formcoke from the furnace. When this was done, the inwall temperatures returned to normal. Once the inwall temperatures had returned to normal, the remaining 3,800 net tons (3450 metric tons) of formcoke were used in the furnace at a nominal 40% replacement level for five continuous days. The furnace operated smoothly during this period, and the results were representative of satisfactory furnace operation with partial replacement of regular coke with formcoke. The test was successful in proving that formcoke can replace up to about 50% of the regular coke in a large furnace operating at high wind rates. However, additional work will be required to develop acceptable charging practices for using higher levels of formcoke replacement.

William Kent, New York, N. Y.:—The Institute may congratulate itself on the opportunity of reading the splendid address of President Brunton. It is an admirable summary of the progress that has been made in the mining and metallurgical arts in recent years. The paper rightly gives the chief credit for this progress to the aid which has been rendered to these arts by the advances in mechanics, chemistry, and electricity. It is notable that most of the headings in Mr. Brunton's address refer to the work of the mechanical engineer, the electrical engineer, and the chemist, rather than to that of the specialist in mining-operations. It seems that the most successful mining engineer of the present day is the one who makes the most intelligent application of the inventions and designs of engineers and others who are not directly engaged in mining. A tabulation of the headings of the address, grouped as below, shows this most clearly. Work of the Mechanical Engineer—Rock-drills, hoisting-machinery, tramming, pumping, ventilation, dredging, Sampling, concentration, briquetting, fume-recovery. Work of the Electrical Engineer—Electric machinery for hoisting, pumping, tramming, lighting and signaling, electric transmission, electric smelting. Work of the Chemist and Metallurgist—Explosives, chlorina-tion, cyanidation, roasting, lead-smelting, and copper-smelting. Work of the Geologist—Economic geology. Work of the Mining Engineer—Mine-mapping, surface-mining, timbering, tunneling; and planning and supervision of the work in general. Hibbard, New York City (communication to the Secretary): The title of Mr. Sargent's paper is somewhat misleading, since the paper itself relates chiefly to various kinds of annealing and their effects, and in very small part only to heat-treatment proper. This term has a well-defined meaning in steel metallurgf, and always includes a rate of cooling faster than the material treated would have in the open air. In bringing about this accelerated rate of cooling, some medium other than air at rest is brought into contact with the heated steel. Usually a liquid (almost always either oil or water) is employed ; but for certain steels a blast of air, and for others an easily fusible or soft metal, such as led (either solid or melted), may be used. Heat-treatment usually includes also subsequent moderate heating, followed, it may be, with another accelerated cooling.

The combination of high moisture and low heating value has restricted most low-rank coal (LRC) usage worldwide to mine-mouth power generation. The objective of this study was to subject two Alaska low-rank coals to hydrothermal drying to enhance their marketability in the Pacific Rim markets and to evaluate the chemical and physical properties of the dried products as a function of process conditions. Coals from Usibelli Coal Mine and the Beluga coalfield have a heating value of approximately 18.5 MJ/kg and contain about 28% moisture. Hydrothermal treatment (at 275° to 325° C) of lump coal, from the Usibelli Coal Mine and the Beluga coalfield, enhanced the heating value of the material, on an equilibrium moisture basis, from 18.5 MJ/kg to nearly 27.8 MJ/kg. The product coal, with a high heating value and only 0.2% S, is an environmentally-acceptable premium fuel; additionally, with the Hardgrove grindability index of the coal greatly improved, its value is even further enhanced. An increase in hydrothermal drying temperature promotes vesiculation of resinite. Also, ulminite reflectance increased to 0.92%, and ulminite was subjected to widespread vesiculation; this resulted in a coke-like structure indicative that the material went through the fluid stage.

Evans Industries, Inc., a management coal consultant and company was assigned to evaluate National Steel Company's coal properties in Knott and Floyd Counties, Kentucky. The results of evaluation showed large reserves of good quality, high volatile metallurgical coal contained in the Elkhorn coal beds and resulted in the formation of Beaver Creek Consolidated Coal Company. Based on results of the exploration and feasibility work, the decision was to install a coal nine, preparation plant and related facilities having a production capacity of one' and three quarter million tons per year with Evans Industries acting as Beaver Creek's management company. The recoverable tonnage assigned to the Stinson Mine is approximately forty-five million tons. This paper discusses the general arrangement of storage, conveying, loading, refuse disposal facilities and the flow sheet of the preparation plant developed by engineers of Heyl & Patterson, Inc., and Evans Industries, Inc., with emphasis on practical flexibility, sulfur reduction in all circuits, and high product yield with the minimum amount of selective mining, Three and one-half miles of railroad have been built by the Chesepeake & Ohio Railroad to service this mine.

Earle Faig Along with other transportation modes, the barge industry will be greatly affected by trends in domestic coal production. Traditionally, coal has been one of the major commodities moved by barge. Now, because of events in the international energy market, coal is finally getting the recognition it deserves as a major component of the country's energy program. Perhaps even more significantly, a series of events has caused other countries to turn to the United States as a source of coal. Although the outlook for coal demand is optimistic, it will be greatly influenced by the ability of the transportation sector to handle the additional traffic. Because of its long experience in moving large quantities of coal, the barging industry is in an excellent position to capitalize on coal's increased popularity. A brief description of the barging industry should facilitate the discussion of coal as it relates to that industry. Barge companies operate on a river system that is over 40 Mm (25,000 miles) long. It includes the East and West Coasts and the Mississippi River System comprised by the Allegheny, Monongahela, Kanawha, Ohio, Illinois, Missouri, Tennessee, Cumberland, Arkansas, Warrior-Tombigbee, and Mobile Rivers, and some smaller tributaries. The Gulf Intracoastal Waterway stretching along the Gulf Coast from Brownsville, TX, to Apalachicola, FL, also is considered part of the inland waterway system. Approximately 1,800 companies operate on the inland river system and have a combined fleet of about 4,400 towboats and 28,000 barges. The fleet of towboats represents 4.8 GW (6.4 million hp) of power. The towboats comprising this fleet vary in size from a small harbor boat to a large line haul boat with 7.5 MW (10,000 hp) of power. The choice of size and power of the boat depends on a number of factors, including the size of the river and operational constraints, such as lock size, river-current rate, and water level. The choice also depends on the tow size. A single tow on a river capable of locking through 15 barges at a time handles up to almost 20 kt (22,000 st), whereas a tow on the lower Mississippi, which has no locks, can accommodate up to 41 kt (45,000 st) of cargo. Because the quality of coal is not typically damaged by exposure to the elements, it is usually moved in open hopper barges, although covered barges are used occasionally. The most frequently used size is the jumbo barge that measures 59 m (195 ft) long by 11 m (35 ft) wide by 4 m (12 ft) deep and can handle up to 1.4 kt (1,500 st) of coal. Advantages of Barge Transportation Barging offers several inherent advantages in transportation of bulk commodities like coal. First, barges can carry large quantities of product. A single jumbo hopper barge can handle 1.4 kt (1,500 st) of cargo while it takes 15 91-t (100-st) capacity rail cars or 57 trucks hauling 24 t (26 st) each to move an equivalent amount of cargo. Thus, barges can move more tonnage with less equipment than competing forms of transportation. Second, barging offers the most fuel efficient means of transportation. Less energy is required to push a load over water than to pull a similar load over land. The amount of pollution attributable to barge traffic is minimal because barges consume less fuel. Third, barging is an inexpensive form of transportation. The inland waterway industry transports about 12% of the nation's freight for about 2% of the total freight bill. This can be attributed to competition between the large number of companies on the river system and competition with other transportation modes. Fourth, barging is an environmentally safe method of transportation. Inland river routes expose fewer urban areas to hazardous substances than rail or truck. And barge spills occur less frequently than rail or truck spills. The industry does pose some disadvantages. The waterway system is constrained by the natural river network, so barges cannot travel on the most direct straight-line route. This means that barging is usually an incomplete form of transportation requiring interface with truck or rail. The industry's market is limited to those geographical areas that are located on or near the rivers. In addition, it is a time-consuming transportation mode, making it impractical for many types of commodities.

IN reheating quenched steel to remove part of the hardness, the softening effect has generally been considered to be a function of temperature and time. The temperature effect is well known, and long before pyrometers were heard of the blacksmith was able to do a good job of tempering, by rule-of-thumb methods and experience in judging temperatures. Modern conditions, which demand steel that will withstand the severest tests, require that the heat treatment he carried out with every possible precaution to secure the best results obtainable. Pyrometers and heat-treatment furnaces of many types are on the market and improvements are continually being made so that it is now possible to regulate the temperature in heat treatment very accurately. There is -still a question regarding the time that the steel should be subjected to treatment. It is customary with all operators to insure the desired tem-pressure throughout the specimen and it is generally supposed that a longer treatment of a hardened steel produces a further softening but there are few published figures showing the exact effect of time of treat-ment at constant temperature. A search of the literature disclosed several brief statements that the tempering effect was a function of both time and temperature, but in no case were any figures given. The opinion is very generally held that the well-known tempering colors are accurate indicators of the degree of tempering. This is disputed by Brearley (The Heat Treatment of Tool Steel, page 102) who states: It has been said that the result would be the same in respect to both hardness and other properties whether the colors were obtained by a shorter heating at a higher temperature or a longer heating at a lower one. This, to say the least, is a very doubtful conclusion, and is certainly not borne out by mechanical tests on oil-hardened and tempered motor car steels, which, after tempering for periods varying from 15 min to 2 hr., show no very great differences. The present investigation had for its object the obtaining of some definite data regarding the effect of time, which might serve as a guide to those engaged in the heat treatment of steel. "Crucial to the implementation of new computer-based information systems at Sudbury Operations of Falconbridge Limited was a data communications network that would take computing power to the various mine and plant sites. Falconbridge required a capability to provide on-line data entry, inquiry, and reporting capabilities in three geographical areas, six mines, two mills, a smelter, approximately fifty shops, seven warehouses and numerous administrative offices throughout the Sudbury basin.Conventional cabling methods were rejected based on the projected cost of installation of necessary cables; lack of flexibility to meet the changing requirements of the mine environment; and the risk of losing service to an entire area depending on solitary communication lines.Instead, Falconbridge selected and installed a Data Carrier System (DCS) and Packet Switching Communication System from Teltone Limited, Markham, Ontario. This combined system ""piggy-backs"" computer data over voice-grade twisted pair wire, bringing data to the associated PBX equipment. From there data packets are assembled and routed to the central computer site where they are disassembled for entry into the host machine.Falconbridge has been successful in using existing technology to solve communications problems in a difficult environment. Plans for the future of this network will increase its utilization for technical and real time data communications in addition to the business systems workload it now handles. The Computer Services group in Sudbury is confident that the data highway will handle communications traffic well into the future.IntroductionIn late 1984, the Sudbury Operations of Falconbridge Limited undertook a review of their existing business computer systems. The results of this review indicated that there was an opportunity to improve the timeliness and quality of information coming from the existing computer-based systems while achieving an investment payback by undertaking the project. The greatest benefits from this project would be achieved if the computing tools could be delivered to the employees that were the day-to-day users of the data. Falconbridge's existing business systems were oriented to the batch mode of processing. An alternative solution to using the existing programs had to be found."

(communication to the Secretary*):—On close examination I think it will be found that the evidence by which Mr. Corson claims to have shown the inaccuracy of a statement I made a few years ago, is far from convincing. This statement is: "Hot work as such has no influence upon the structure of the metal. Indirectly, however, by retarding crystallization until a lower temperature is reached, it may influence its structure most decidedly ; but the same results could be accomplished by heat treatment alone, i.e., by re-heating the unworked metal to the temperature from which the worked piece was allowed to cool undisturbedly." The Melallographist, vol. ii., p. 267 (under the head of "Changes of Structure Brought About by Work"). Of the two pieces of steel tested by Mr. Corson, one was worked and finished at a a cherry-red" and the other reheated to a cherry-red, and the assumption was made that in both cases the temperature was about 715' C., although no pyrometric device was used to record it. Emphasis on publications related to coal mining subsidence and damages is appropriate at present in view of the energy crisis and increased coal production and public alertness. I have worked in Harrisburg with the state government Public Utilities Commission on energy-fuel matters and issues (Parate, 1978-80). I have participated in the communication on subsidence/ damage reviews and status with the Bureau of Mines Liasion Office (Kebblish, 1978-79). I have done research (Parate, 1965) and published papers (Parate, 1972; Parate, 1967) in Britain on coal mining subsidence and damages around Sheffield-Nottinghamshire coal fields. I have a few comments on the recent paper titled, "Pennsylvania Subsidence Control Guidelines," by C.J. Bise. 1) What is the basis of the empirical formula or guideline, LD _ (0.27 x D) ± 4.6, defining the support area? 2) The particular structure may not be damaged due to vertical uniform displacement caused by mining beneath unless the displacement is differential (King, 1964). 3) The author mentions the limited subsidence research in the US, and quite rightly so. But he fails to quote any work reference by continental investigators except the British or review work by the US. What are the reasons? 4) The author has not mentioned the importance and role of angle of draw for Pennsylvania, Kentucky, or Illinois coal fields. Is there any current research investigation on the relationship between subsidence research investigation, damage, and transference of strains to structures? There have been a number of newspaper reports on subsidence damage in Wilkesbarre and other areas in Pennsylvania. Is the author aware of such instances and traditional attitudes to such issues? Many times government agencies--due to lack of funds, technical expertise, and public policies--are unable or do not find it interesting to keep updates on these issues, as per the author's knowledge and experience with state governments. 5) What is the net effect and role of the D.E.R. Insurance Office on the monitoring, reducing, or controlling subsidence damage, particularly in Pennsylvania?

Adolph Greiner, Seraing, Belgium:—I have nothing special to add to Professor Hubert's paper except to say that there are some little things that it would be well to have corrected when the paper comes to be published. In dealing with the thermal efficiency of the engine, you will find that the 29.84 per cent. was a very high one. Professor Hubert has forgotten those engines built under the Cockerill type, but he has referred to them in Appendix 11. At our works at Cockerill we have built 63 engines, giving 63,000 h.p., and the other companies who have received licenses have built 113 engines, making 103,000 h.p., and aggregating 176 engines and 166,000 h.p. Eight years ago I had the pleasure of giving to the Institute the results obtained up to that time. Since then a good many engines have been constructed. In 1898 I thought a blast-furnace producing 100 tons of pig iron would allow 3,000 h.p. Professor Witz and Professor Hubert show that with the same production of pig the new engines take 3,800 h.p. out of the gas. At present at Cockerill we make 700 to 800 tons of pig iron per day, and we hope to have 26,000 h.p. in a few years. At present we have only half of that in gas-engines, but we hope to have in five or six years all the gas out of these furnaces to the number of 25,000 or 26,000 h.p. UehlinG, New York City (communication to the Secretary*):—Mr. Baker's paper is one that brings up a subject of great importance, and if full statistics could be collectecl of the number of furnace-linings ruined by reason of bad distribution by skip-hoists, it would be found an astonishing array. Unfortunately a universal remedy has not yet been found. The fact that Mr. Baker has apparently succeeded in overcoming the trouble at Sydney, is no guarantee that the same remedy applied at another plant, where very different or even slightly different conditions prevail, mould cure the trouble. That it requires but a slight continuous difference of penetrability in the column of the descending stock of one section, over another, to produce channeling, is clearly demonstrated by Mr. Baker's experiments, by which he reversed the channeling from front to rear instead of remedying the trouble. Every change in the physical make-up of the charge necessarily requires a specific adjustment; even supposing this feasible, the regular working of the furnace is by no means assured, because with the high pressures now customary, the tendency of the ascending gases to plow their way through in a direct course, prevails, and having once opened up a passage, they will persist and cause trouble. Kaolin is mined from extensive sedimentary formations in the eastern Amazon River Basin of Brazil. Production began about 25 years ago from 30 meter thick beds of ultra-fine particle clay of superior viscosity along the Jari River north of the Amazon. Operated by CADAM S.A., capacity now exceeds 750,000 tonnes per year ot high glossing paper coating kaolin product. South of the Amazon on the Capim River are two new operations: Para Pigmentos S.A. and Rio Capim Caulim S.A. The purity , and large coarse plate-shaped particles of these Capim kaolins support production of superior brightness and whiteness paper coating and filling grades. Annual capacities are reported to be 150,000 to 300,000 tonnes each, with expansions planned. Most of Amazon area kaolin production is shipped to western European, Asian, and North American markets.

Problem: The National Institute for Occupational Safety and Health's [NIOSH] National Occupational Research Agenda (DHHS Publication No. 96 115) reports that approximately 50% of miners will experience hearing loss by age 50, compared to only 9% of the general population. The present investigation examines three antecedents believed to be associated with miner's use of hearing protection. Method: A posttest delayed posttest control group field research design was employed to assess antecedents toward wearing hearing protection. Results: Following the initial posttest, miners' attitudes and subjective norms were antecedents to intentions to wear hearing protection devices. Also, intentions toward wearing hearing protection predicted hearing protection behaviors. Approximately six weeks later, miners' attitudes and perceived behavioral control were each significant predictors of intentions to wear hearing protection and again, intentions were positively associated with hearing protection behaviors. Impact on Industry: Our results indicate that appeals to normative influences may be the most effective antecedent to employ when persuading coal miners to wear hearing protection. However, messages designed to impact attitudes and perceived behavioral control were also effective.

For the mining industry in general and gold mining in particular the past few years have been difficult. Economic conditions coupled with growing regulatory restrictions have led to increasingly important reasons for managing assets wisely. From a public company perspective this makes sense because it ultimately provides for an increase in shareholder wealth and that's what we're in business to do. Regardless of whether a company is public or not, assets must be managed effectively to remain a player in today's competitive environment. So, as the CEO of a gold mining company, how do we manage our assets to ensure that we are satisfying our obligations to our customer --the Amax: Gold shareholder? Let me tell you. As I said earlier, the gold industry has been under siege. We have just completed our third year of average prices below $400 per ounce. When you add finding and/ or acquisition costs and development costs to operating costs, there isn't much of a profit margin left. What this environment provides, however, is opportunities for growth. In the gold business, you either grow or you die. Today, most North American gold producers have at most a 10 year mine life. We are all scrambling to add reserves so we don't become extinct. As prices remain low, opportunities for increasing diminishing reserves abound. This is the time for the opportunistic company to take advantages of market conditions and that's precisely what we, at Amax: Gold, have done!
