THE only investigations on record of the reactions occurring during the Bessemer blow are of charges containing a large percentage of manganese, with the exception of two partial analyses by Snelus and Barker of the. English method, where a low percentage of manganese was used. They do not give the analysis of the spiegel, nor do they report any graphitic carbon after the first stage of the process. Both report only traces of manganese after the first stage until the addition of spiegel. The slags corresponding to the samples of metal were not analyzed.

An integral part of the Brisbane Suburban Railway Electrification involved the relining, refurbishment and track lowering in the Roma Street, Brunswick Street and Gloucester Street double track tunnels. The design and the construction procedures had to satisfy the Queensland Railways electrification clearance and track standards and the requirements of maintaining track services through the tunnels during work. Refurbishing of the tunnel linings was carried out to extend the life of the tunnels.

THE manufacture of wheels of metal for locomotives and cars constitutes an important branch of the iron industry, and one closely related, moreover, to many of the conditions of railway practice, such as speed, safety of passengers, and economy of working. It has been, also, since the introduction of iron roads, a subject of constant study on the part both of engineers of construction and iron manufacturers. The car-wheels at first used in Europe had spokes of wrought iron and a hub of cast iron. Subsequently endeavors were made to make the wheels entirely of wrought iron, by forging successively the different parts which constituted the hub, spokes, and rim. By this treatment the expansion of the heated portions at the last forgings gave rise to interior ruptures in the already cold and finished parts. The metal was thus strained before use, and the wheels broke frequently in service. It was in consequence of these failures, doubtless, that the engineers of this country were led to employ exclusively wheels of cast iron. The railway companies are nevertheless greatly interested in the reduction of the weight of rolling stock, while preserving abundant strength, and by the employment of wrought-iron wheels one may attain this double end if the defects of manufacture which we have just mentioned are avoided. This may be accomplished by making the wheels in such a manner that the different parts are welded at the same time, whereby the interior strains which so frequently give rise to ruptures in wheels successively forged are avoided. This result has been attained by what is known in France as the Arbel process, of which I will give you a short description if you will kindly give me a few minutes' attention. The Jerritt Canyon Joint Venture project is located about 80 km (50 miles) north of Elko, NV. It produces approximately 9.3 t/a (300,000 oz/year) of gold. The joint venture is 70% owned by Independence Mining and 30% by Meridian Gold. Independence Mining is the operator. The Jerritt Canyon Joint Venture started operations in 1980 by mining a series of open-pit mines. The discovery of deeper ores during early 1990s made it neccessary for the operation to mine a large portion of its annual production by underground mining methods. Underground production started in 1993 at the West Generator Mine. This was followed by the Murray Mine in late 1994. Two additional underground projects are being developed. Underground mining at Jerritt Canyon is scheduled to produce about 3.9 t (128,000 oz) in 1997.

INTRODUCTION The finding or acquisition of ore bodies containing 200,000 opt gold and greater is becoming more difficult. There are more investors and small heap leach operators who have or can raise the capital to make the investments in the large ore bodies. Echo Bay Mines' approach has been to regionally develop small ore bodies, two or three in the same geographic location, which when considered together contain over 200,000 opt gold. CONCEPT The "world class" ore body syndrome, which many large gold producing companies maintain, can restrict company growth if the finding or acquisition of these large ore bodies is not forthcoming. Another approach has been taken by Echo Bay Mines. The concept is to regionally develop two or three small ore bodies suitable for processing with portable equipment. The systematic scheduling of mining, processing with a single flexible processing plant using the same management/ operator team can reduce your overall investment. The initial selection of mining and crushing equipment suitable for sun11 open pit operations is essential. A very viable option in the mining sequence is to use contract mining/crushing/screening/agglomerating and stacking. This option also lowers your initial capital investment and increases the flexibility in mining as you move from one mining operation to another. LOCATION AND SEQUENCING One single small ore body of itself is not attractive enough for the large producer. The recovery of the initial capital investment, although very rapid, does not make a viable project. The only alternative is to find two or more small ore bodies close enough geographically to each other so that the same management/operator team can be used to run the operations as each is put into operation. Echo Bay Mines has regionally located several ore bodies ranging in recoverable ounces up to 100,000 oz. These small separate ore bodies, located within a 30-mile radius of each other, for planning purposes have been considered as one single ore body. The first small ore body has the initial burden to recover the capital invested in the office, laboratory, power plant and processing plant. Other capital investments such as water supply, access and haul road, fencing, septic system, pads and ponds are reoccurring at each mine site. The first small ore body must recover the initial capital investment in the movable structures as well as the reoccurring capital investment in the fixed structures very rapidly. A total capital recovery time of 6 to 9 months should be used as an economic decision point for both choosing which small ore body should be processed first, and what the plant design capability should be. The sequencing of the small mines is very critical. All the fixed structures mentioned above must be installed at the second mine site before the first mine has been mined out. The ideal sequencing will allow for only one month between shutdown of the first small mine and production from the second. SPECIFIC OPERATION Echo Bay Mines has completed the construction of the Illipah Mine located in White Pine County, Nevada, with this small mine sequence approach. The Illipah Mine is a 40,000 ounce recoverable gold ore body. This ore body met all the necessary requirements. The region we call the West Coast is acknowledged as one of the richest and most diverse mineral provinces in the world. It's the most rugged part of Tasmania and our island is one of the most rugged parts of Australia, so that speaks for itself. A hostile land of razorback mountains, deep ravines, dangerous rivers, almost impenetrable rainforests and a climate that can change from mild to freezing in a matter of hours.

The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.

Stillwater Mining Company operates an electric furnace at its smelter in Columbus, Montana to treat a Ni-Cu-platinum group metal concentrate along with secondary PGM bearing materials. Hatch Associates has designed several improvements to this furnace, which was originally built by others. Implementation of these relatively low cost improvements has resulted in substantial increases in furnace availability and capacity, along with reduced unit costs. ? The improvements included: ? Installation of water-cooled copper cooling elements to stabilize refractory wear and increase furnace life.- ? Improved furnace 'bindings, to enhance the furnace's structural integrity by improving the contact between the refractory and cooling elements, and by promoting tight brick joints resistant to matte or slag leaks. ? Adjustment of the electrode regulator to allow higher furnace power levels. ? Installation of an automated air-slide (aeration conveyor) feed system to evenly distribute the furnace feed in an insulating layer on the bath surface. This "black-top" practice reduces unit energy costs and makes available additional smelting capacity.- ? Electrode seals to reduce ingress of air that absorbs heat before exiting the furnace in the off-gas stream. The saved energy can be used to smelt additional concentrate. This paper describes the above furnace modifications, and the benefits derived from their implementation.

In September 1996, Dofasco commissioned a 165 Mt twin shell EAF furnace and an associated ladle fleet. During and after this startup, refractory performance in the ladles was optimized on a holistic approach through several initiatives that increased ladle refractory retention times from 7000 to over 16000 mins (160 heats). This dropped the overall refractory costs by 40% while ensuring a consistent and predictable ladle performance. One initiative that drove enhancements was the proper brick selection for each particular refractory area and it's process conditions. The work concentrated on the selection of a resin bonded alumina magnesia carbon (AMC) brick in the barrel area of the ladle, upgrades to the 2 piece monolithic alumina cast ladle bottom and increasing the slagline refractory brick quality with the appropriate zoning/paneling. The adoption of a magnesia alumina carbon (MAC) brick in the transition area of the barrel/slagline has also improved performance and predictability. The design developments have lowered the overall wear rates and balanced the service life of the entire ladle. Safety was improved and breakout potential reduced by changing the safety lining from a high alumina brick to a state of art technology - monolithic shotcrete lining. This initiative decreased the overall manpower required to brick a ladle and increased shop ladle availability. The ladle bricking area environment was also improved by adopting a post combustion device to burn phenol fumes from ladle preheating practices. This has improved the overall health & safety of the reline teams. The consistent and predictable performance of the ladle on a whole has allowed the shop to decrease the number of working ladles in operation from 5 to 4. This further decreased wear rates from over-oxidation and excessive thermal cycling, saving approximately $500,000 in natural gas from pre-heater operations.

The present-day metallurgical community is quite familiar with the use of jarosites [MFe3(S04)2(0H)6 where M = K, Na, NH4, Ag, 1/2Pb, etc.] as a means of controlling iron, alkalis and sulphate in hydrometallurgical circuits. This modern precipitation technology has found an increasingly widespread application in the zinc industry111 and is gradually also being extended into the hydrometallurgical processing of copper and cobalt121 . The chief advantage of jarosite precipitation is that the iron precipitate settles and filters well, and gives low losses of divalent metals in the washed residue. Although this jarosite precipitation technology was developed only within the past twenty years, man's involvement with jarosites extends back to antiquity, and jarosites have played an important role as a source of silver in several ancient metallurgical centres. In the early days of this century, argentojarosite was an important local source of silver at the Tintic Standard mine, Dividend, Utah, where over 200 000 oz of silver were recovered from highgrade natural jarosite over a three-month period 131 . At the Matagente mine in Peru, pockets of argentiferous plumbojarosite up to 40 m thick were mined and processed by the Indians prior to the arrival of the Spaniards14-51 . In Cyprus there are vast jarosite deposits associated with the ancient mining sitesl51 , but exploitation of these jarosites has been insignificant because of their low silver values. The most extensive mining of silver-bearing jarosite, and certainly the oldest documented instance of such jarosite exploitation, was in the vast pre-Roman workings at Rio Tinto, Spain. This mine, the greatest single miningmetallurgical site currently known from the ancient world and also the oldest site of more or less continuous metal production, has witnessed many metallurgical firsts. Aside from the initial processing of jarositic ores for their silver values, the development of large-scale hydrometallurgy also seems to have occurred at Rio Tinto. As early as 1737, copper was recovered by cementation on scrap iron from the mine waters at Rio Tintol51 . Large-scale heap leaching of calcined ore commenced with the British operations in 1876 and, by 1900, raw pyrite was heap leached to recover associated copper values161 .

Meramec Mining Company, owned 50% by St. Joseph Lead Company and 50% by Bethlehem Steel Corporation,- is engaged in the mining, concentrating and pelletizing of iron ore from the Pea Ridge Mine which is located in the rugged, wooded Missouri Ozarks about 15 miles from the town of Sullivan or 75 miles southwest of St. Louis. The orebody was delineated in the middle 1950's by the St. Joseph Lead Company during the Company's intensive exploration program to discover new lead orebodies to replace the declining reserves of the famous Southeast Missouri Lead Belt. An airborne magnetometer survey was run by the U.S. Geological Survey, the Missouri Survey and several mining companies, (of which St. Joseph Lead Company was the principal supporter). The survey was published in 1950 and disclosed an anomaly in the vicinity of Pea Ridge. In 1950 test drill holes disclosed that under some 1300 feet of sediments there did exist an iron deposit of probable commercial significance. No further action was taken until 1956 when additional drill holes confirmed beyond reasonable-doubt-that this was a major iron ore discovery.

Aggregate producers nationwide well recognize the numerous problems often faced in securing local approval to open and operate new gravel pits and rock quarries. Similar problems are faced in Colorado, but this region also presents certain political, social, and geological complexities that have become particularly troublesome in the last 10 years. The gravity of the local permitting dilemma can be related directly to the worsening supply-demand imbalance for aggregates in the state's most populated area, the Front Range urban corridor, particularly the Denver metropolitan area. The drive to develop crushed-rock reserves to supplement dwindling alluvial supplies and to meet increasing regional growth demands was somewhat predictable but perhaps more a "last resort" alternative forced onto producers by a hesitant and often apathetic government.

There is a critical need for effective instructional materials at the university level and for an upgrading of mine safety and health in the mining engineering curriculum. A fundamental approach to mine safety and health is recast into the familiar 3 E's: engineering, education, and enforcement, in that order. Each is briefly reviewed and their interdependence emphasized. A unique philosophy for successfully integrating safety and health principles into the mining engineering curriculum is offered. The concept of textbook ?tailoring? is discussed and defended, permitting rapid assemblage and synthesis of existing educational materials. Final recommendations are made for a u, comprehensive approach to mine safety and health education in the undergraduate curriculum.

Discussion of the paper of Mr. Granger, presented at the New Haven meeting, February, 1909, and published in Bulletin No. 25, January, 1909, pp. 1 to 37. LEWIS M. HAUPT, Philadelphia, Pa. (communication to the 'Secretary*) :-This subject is of great interest to me, and I am noting progress and conditions as a test of my own judgment in advocating what I believed to be the nearer, cheaper and better route at Nicaraugua. I have as yet learned nothing to change my views, or modify the convictions which led me to retire from the Commission; but that is not the issue to-day. Our government is committed to the Panama route, and is bound to " make good." There are many points presented by Mr. Granger which seem to me worthy of very serious consideration. But when all is said there remains the risk of seismic convulsions, to which either form of canal is subject; and I fail to see that the risk would be reduced by making the cut deeper, with greater surcharge of lateral pressure upon the side walls. A severe earthquake in the rainy season would doubtless close either type of canal. One of the arguments in favor of the Panama route most insisted on, was that Nature had provided good natural harbors at its termini. Recalling this, it has interested me to note that the cost of creating the necessary harbors is estimated at $27,000,000. Mr. Granger refers to this, and quotes the Board's report to the effect that, on the Atlantic side, it will require 5 miles of jetties to " make an excellent harbor out of a wretched one." The vulnerable part of Mr. Granger's paper seems to me to lie in the admission that the plant required is still in the embryonic stage, and that at least one machine should be built and tested " to demonstrate that the theoretical strains and forces work out in practice exactly as expected." (Chattanooga Meeting, October, 1908.) THE immense commercial value of the Gayley dry-blast process has been established beyond controversy. The testimony of practical blast-furnace managers, on both sides of the Atlantic, agrees that it reduces the cost of pig-iron about $1 per ton; but from the same testimony it appears that this direct economy does not by any means cover its commercial advantages-in fact, that under conditions frequently encountered in practice, it presents other benefits of even greater immediate financial importance. To this point I shall recur in a later part of the present paper. The history of the reception given to this invention, especially on the other side of the Atlantic, has repeated an experience familiar to American engineers. First, the reports of our practice were rejected as theoretically impossible, according to generally accepted notions and formulas; then the figures were reluctantly accepted ; and finally the attempt has been made to explain how they could have been obtained. As to the Gayley dry blast, we Americans have been for several years in the last stage of the discussion, and the rest of the professional world is rapidly coming to it. Meanwhile, the remark has been repeatedly made that, whatever Mr. Gayley's process may turn out to be worth, it was not an invention on his part, but simply the energetic and persevering execution of a procedure already proposed by others. This question I wish to discuss first in the present paper. I. WHAT DID MR. STRETCHING from New York southwestwardly to Georgia is a great range of hills and mountains consisting of pre-Palaeozic schists, slates, and gneissic and granitoid rocks, known locally by many different names; in Pennsylvaniaa as the South mountains, the Berkshire or Durham and Reading hills, and in Virginia and farther south as the Blue ridge. To the northwest of this range lies the " Great Valley," underlain by Lower Silurian limestones, and known as the Lehigh valley, Cumberland valley, Shenandoah valley, valley of Eastern Tennessee and Georgia and by other local names, but all these are parts of one valley, geologically and geographically continuous from New Jersey to Georgia. Lying upon and along the northern flank of this range of mountains, and dipping northwestwardly under the limestone of the valley, is the Potsdam formation (Primal or No. 1 of the Pennsylvania Geological Survey), which consists of sandstone or conglomerate overlain by slates. The latter are sometimes arenaceous and occasionally are replaced in part by sandstone. This formation varies from a few feet to several hundred feet in thickness. At the outcrop the slates are completely decomposed, oxidized or disintegrated, forming a belt of clay several hundred feet wide occupying the interval between the outcroppings of the sandstone and limestone. This clay-belt includes a more or less continuous series of iron-ore (brown hematite) deposits, which have been, and still are, extensively worked. The belt is more or less continuously mineralized with iron throughout its length, and hundreds of large deposits of ore have been developed and worked, producing many millions of tons of ore.

THE ENGINEERS have placed this great country of ours in a preeminent position with everything pertaining to manufacture, metallurgy, and the kindred arts. We are second to none in the world. We have a country which, another speaker has said, God has endowed with such riches in coal and natural resources as no other country in the world. But rich as these are, there is one thing greater; the sturdy character, energy, and integrity of its people, which will make these great resources an influence in the world's developments. Great as are these resources and the energy and integrity of our people, there is one problem of our .engineering, which I term human engineering, that is of far more importance than the creation of machines and methods, with which you have been so successful in the past. Of what value is the skillfully devised machinery, the complex process, unless manned and operated by people whose heart and soul are in sympathy with the work they are doing and who have before them the giving of a complete day's work for a day's pay?
