The rich Tiller seam in southwest Virginia averages 10 to 15 ft in thickness. But because it is separated into two benches, mining engineers for years considered it neither physically nor economically feasible to mine. Profitable recovery of this coal has been made possible only by: full-seam mining with automatic machines; and the largest and most highly automated coal preparation plant of its kind-a plant ten stories high which washes, screens, and dries at the rate of 1500 tph, and produces both metallurgical and steam coal products. The Moss No. 3 preparation plant of Clinchfield Coal Co. Div. of Pittston Co. is located at Clinch- field, Va., only a short distance from the 450-tph Moss No. 2 plant, and was designed, built and erected by Link-Belt Co.

Future haulage cost projections led Foster Yeoman Limited into developing a fully mobile crushing and conveying system at its Torr Works quarry in Somerset, England. The purpose-built system has an effective throughput of 2,500 tonnes/hour and features an Orenstein and Koppel (O & K) manufactured walking frame, a Fuller-Traylor type 54 X 74 TC gyratory crusher, and unique mobile conveyor modules designed and manufactured by Foster Yeoman. Used in a single-bench operation in this 6 million-tonne per annum limestone aggregate quarry, the system is fed at the production face by 2 Caterpillar 992C loading shovels. The entire system is moved on a daily basis following production face locations.

The "Pile Prediction Event" at the ASCE GeoInstitute's Deep Foundation Conference in February 2002 involved prediction of drivability and capacity of three 14m long, 324mm diameter, closed-toe pipe piles driven into loose to compact fine sand to slightly silty sand. Predictors were provided the results of two soil borings and three cone penetrometer tests, as well as type and model of hammer to be used for the pile driving. A total of 33 persons submitted predictions. As to penetration resistance distribution, many predictions were far below actually observed values. As to capacity in compression, the predicted values ranged from 270KN through 2,340KN with a mean of 1,070KN. As to capacity in tension, the predicted values ranged from 100KN through 1,650KN. The maximum load applied to the compression pile in the static loading test was 1,25OKN, at which no more reaction load was available. The reaction system for the tension test failed early in the test. CAPWAP analysis on End-of-Driving blows showed capacities at the end of the driving for the push and pull piles of 670KN, and 710KN, respectively. No restrike tests were made. Additional CPT soundings indicate that the pile driving had densified the soil. Static analysis and calculations from the CPT indicated that capacities ranged from 1,000KN through 2,000KN. The paper presents the data and discusses the various methods of determining pile capacity and addresses influence of set-up Lessons useful for future similar events are indicated.

The Beverley uranium mine û now in production in the remote north of South Australia at1000 tonnes per annum û was established to meet a projected, but little-recognised shortfallin primary supply of uranium for the nuclear industry in the early part of the 21 st century. Inthe context of AustraliaÆs lack of bi-partisan support for uranium mining and the nuclearindustry, a four to five year window of opportunity existed from 1996 to establish the mine.During this period, Beverley achieved a number of firsts including: the first ISL mine inAustralia; the largest ISL mine in the world and the first to produce more than 500 tonnes ofuranium in its first year; the first to be established under a new Native Title regime in SouthAustralia; and the first to be established under a revised South Australian Mining Act.Beverley was brought into production against the background of: hostile opposition fromanti-nuclear activists; a suspicious and at-times hostile media; a regulatory and politicalcommunity that was unfamiliar with ISL mining; commercially unsophisticated Aboriginalgroups; an inexperienced engineering industry; and the vagaries of development in a remote,semi-arid location with neither population nor infrastructure. The lessons that can be learnedfrom Beverley showed that û like much in life û flexibility and timing are crucial.

ONE of the most interesting features of the world's platinum situation has been the steady increase of Russian production, which had dropped to 11,000 oz. in 1920, but increased to 92,000 oz. in 1926, and to probably over 100,000 oz. for 1927. It is ex-pected that Russian production of platinum will, be-fore long, closely equal its pre-war production, or approximately 200,000 oz. annually. The world production before the war was around 250,000 oz.; that for 1925 has been estimated at 160,000 oz., and for 1926 probably 170,000 oz. The consump-tion of platinum has, however, decreased. The esti-mate of the International Selling Agency was a de-mand of 130,000 oz. new platinum against a normal pre-war demand of over 200,000 oz. The high price of platinum during the war gave an added impetus to the search for substitutes for the metal, and sev-eral were developed that are now used extensively in place of platinum. The demand for platinum for high-class jewelry, however, was not greatly affected by the high prices, but "white" gold did replace platinum in the cheaper jewelry. Colombia is the most important producer of plati-num, next to Russia, and the production has increased from around 10,000 oz. pre-war production to 55,000 oz. or more in 1927. In 1924 important discoveries of platinum were made in South Africa. Prior to these discoveries practically all platinum was recovered from alluvial deposits, and the South African opera-tions are first to work an ore profitably for the pri-mary recovery of platinum. A number of companies were formed to develop these deposits, but only a few made any real progress. Total production for 1926 was about 5000 oz. The United States production is unimportant; that in Canada has increased to around 9000 oz., principally as a by-product in nickel-copper ores.

"He?s an SOB, but he's my SOB." Many of us have heard this line in reference to attorneys, and can appreciate the humor. However, the thought reflects a deeper attitude that lawyers should be used for attack purposes in the legal system or the regulatory process. Often, more permitting progress can be made with tact and flexibility than with inflexible, overly aggressive strategies. Usually, administrative hearings or other litigation work to the disadvantage of the applicant. Thus, I have concerns about approaching any permitting system with a hard-line attitude. On the other hand, the project team must always be prepared to defend permit applications and present a legally adequate case at public meetings, administrative hearings, or judicial proceedings. This paper discusses a number of strategies intended to increase the probabilities for successful permitting, whether opposition is informal or highly organized.

Computer-assisted control of a mining machine can place the operator in a safe, remote location. A guidance system aids remote positioning of a mining machine by determining its position and heading. The mechanical position and heading system (MPHS) is one of several guidance systems being developed at the U.S. Bureau of Mines. The MPHS uses linear position transducers (LPT's) to provide navigation information during face maneuvers. This report presents an overview of the MPHS theory and implementation, including recent design modifications made for more successful underground testing. This report also presents the experimental setup and procedure for the underground test. The test showed that the MPHS provides reliable and accurate results and can, therefore, provide useful guidance information for face navigation.

The production of paste backfill has typically been accomplished through the adaptation of existing technology. Thickeners and disc filters have several drawbacks when applied to production of tailings paste backfill. Personnel at CANMETÆs backfill research laboratory in Sudbury, Ontario, Canada have been carrying out research into and development of methods to produce paste backfill using total mill tailings since 1991. Using a silo for production of paste is not a new concept but has been refined to a marketable level. This technology is based on a fluidization principle that assists in settling the tailings to an homogenous state in a silo. Other developments include patented de-watering technology for use in the silo to speed the settling of the solids to a suitable solids content, optimisation of silo geometry, and instrumentation related to paste backfill production and transportation. The advantages to fluidisation technology are in reduced capital cost, reduced operating costs and in the environmental benefits of using full plant tailings over classified tailings or alluvial aggregates. Another major advantage is in the ability of this technology to be retrofitted to existing hydraulic backfill plants to further reduce capital cost. This paper details the development of the new technology as well as the associated cost savings over other technologies. It will also look at the research and development of unique components that make this technology work.

Borates have been mined in the desert areas of California and Nevada for more than 100 years. To about 1890, playa surface mining provided the chief sources of boron minerals. Underground mining of colemanite and later of borax and kernite was predominate until about twenty years ago. Open pit mining of the large deposits of borax and kernite near Boron, California has been most significant for the past twenty years. Mining of colemanite in the Ryan, California area, near Death Valley, began in 1907. Following the discovery of the large deposits in the Boron area (about 1957), mining in the Death Valley area became nearly nonexistent. Only small tonnages were mined for special uses. Little mining was done in the Boraxo area near Ryan. The first claim was made in about 1915. In 1960 the area became the property of the Kern County Land Company, which was acquired by Tenneco Oil Company in 1967. In 1976 the various boiate properties and claims in this region were acquired by American Borate Corporation. The open pit mine is now approximately 122 m (400 ft) deep, 910 m (3000 ft) long and 305 m (1000 ft wide). The borates in the Boraxo pit consist primarily of three minerals. These are about 50% colemanite (CB6011 5H20), about 40% probertite (NaCaB50g 5H20), and 10% ulexite (NaCaBgOg 5H20). The colemanite, along with boric acid and high-grade colemanite ore from Turkey provide the only sodium-free borates for production of textile grade fiberglas. When heated to its decomposition temperature, colemanite decrepitates to a fine powder, which is the basis for the concentration process. The gangue minerals in this deposit are primarily calcite and clays, including bentonite. The ore body has a very low arsenic content, which is a desirable feature. Test work had been done with samples prior to the results discussed herein. This paper will discuss results of test work which were the basis for erection of a plant, and the subsequent plant operations. Laboratory Calcination and Air Tabling Tests Laboratory calcination tests showed that substantial upgrading of the borate could be accomplished by calcining followed by screening of the calcined material. Removal of the + 28 mesh calcine resulted in borate losses of less than 10% with a rejection of 40 weight % or more of the calcine. The minus 65 mesh calcine generally met the requirement of containing 48%, or more, B203. The minus 28 plus 65 mesh material contained an intermediate quantity of borate and would require additional treatment. Testing demonstrated that ore would not have to be reduced to a size finer than 19 mm (3/4 in.) prior to calcination. A temperature range from 400 to 455OC (750 to 850°F) was apparently satisfactory. Calcination at a temperature of 48Z°C (900°F), or higher, was unsatisfactory due to fusion. All laboratory calcination tests were static tests conducted by placing small covered charges in a laboratory furnace for 40 min. In all tests vapor issues from the furnace for 5 to 7 min. Following this period the ore could be heard "popping," due to decrepitation of the colemanite. The reaction generally continued for approximately one-half hour. Various size fractions of the calcination products from laboratory tests were subjected to laboratory air tabling tests, usually after removing the plus 28 mesh material. Laboratory air tabling tests were conducted employing a Whippet V-80 model air table manufactured by Sutton, Steele and Steele Co. now known as Tripple S Dynamics. Variables include both end and side-tilt, speed of vibration, and quantity of air rising through the deck. In addition to the variables in the machine itself, the feed rate is also a rather critical variable. Testing demonstrated that all - 28 mesh size fractions of the calcine could be successfully concentrated to 48% F2O3 or greater. For the finer material recoveries into the concentrate were between 85 and 90% of the borate. With the coarser material a substantial amount of middling was produced which required cleaner tabling. Laboratory calcination and air tabling tests indicated a process whereby the borate could be concentrated to about 50% B203 with borate recoveries approaching 90%. Moreover, the iron content of the concentrate was well below the required specification of 0.3% Fe2O3. Pilot Plant Calcination Following the laboratory test work described above, pilot plant testing was conducted to prove the process, provide data for engineering studies, and provide product for a prospective purchaser. The kiln used was 0.9 m-diam (3 ft) by 9.0 m (30 ft) long and had a belly section 1.2 m-diam (4 ft) by 2.74 m (9 ft) long near the discharge end. The kiln was operated at a speed of 0.7 rpm. Gas was fired into the kiln at an average rate of 27.1 m3/hr (958.4 cu ft per hr). The air to gas ratio used was 10:1. The ore was fed to the kiln countercurrent to the flame and discharged through a hopper into a screw conveyor which discharged to a 1.2 m (48 in.) Sweco separator. The separator had 28, 65, and 150 mesh screen cloths, with the plus 28 mesh fraction being discarded. The minus 28 mesh fractions were later subjected to air tabling. The exit gases, containing some calcine dust, were swept through two cyclones to recover the dust. The gases then were scrubbed in a Ducon scrubber; very little dust reported past the first cyclone. The Richmond San Rafael Bridge (Figure 1) is a 4.3 mile long major toll bridge span across northern San Francisco Bay. Tutor-Saliba/Koch/Tidewater (TSKT) conducted a comprehensive seismic retrofit, which was at the time Caltrans? largest-ever construction contract at $484 million. The robust foundation retrofit design of 11 bridge piers included the installation of 26 new, large diameter (126 to 162 inch OD, wall thickness 1.5 to 2.25 inches) CIDH and CISS piles, with steel pipe piles installed to tip elevations of Elev. ?140 to -220 ft, in water depths up to 70 feet. The open-ended steel pipe piles had initial sections ranging from 71 to 172 feet long, with full lengths that extended to the bay bottom and then through 100 to 130 feet of marine sediments to top of bedrock. The marine soils of most interest consisted mainly of soft to firm Young Bay Mud (YBM), a silty, moderately-sensitive clay common to SF Bay. A key constructability issue was the prediction of pipe piles ?running? under self weight (198 to 625 kips in air) and pile driving hammer weight (IHC S-500 with total assembly weight of 322 kips). The term "pile running" is used to describe the penetration of the pile into the soil due to the self-weight of the pile only. This issue was critical because 1) there was limited head room under the bridge deck, and 2) if piles run too deep, the pile splicing on several piles would be problematic (the lowest desirable pile top elevation after running was +10 ft). While running measurements are sometimes made during marine/nearshore construction, there is little published data on predicted vs. actual running. This paper discusses the running prediction under self weight for 26 piles, and the methodology used in developing the predictions, which ranged from 15 to 94 ft of penetration below mudline. Pile running was recorded and compared with predicted values. The prediction methodology was quite good, and no significant constructability problems were encountered. The authors ?tweaked? the model to provide a slightly improved prediction method. The paper presents the model, predictions, observations, and discusses important lessons learned.

In the construction of "Hamacho" subway station (Tokyo Metropolitan Rapid Transit), in order to minimize ground surface settlement, the pipe-roof method was employed as an auxiliary measure when removing the portion between two parallel shield tunnels to form one large tunnel for the station. 14 steel pipes (dia.1,219.2mm, length 75m) were driven in horizontally so as to cover tunnels and support heavy and extremely soft covering soil and surface structures. Procedures of temporary supporting, excavation under compressed air, reinforcing, concreting, etc., and some comparisons with conventional methods are described.

The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Our universities and other training institutions are doing just fine meeting the traditional skill needs required by the industry. But are the skill needs going to be the same in the near future? The answer may be NO!! Mining is changing: increased liabilities and costs of environmental and safety issues; lower grades of minerals in traditional mining activities; the advent of new bio-chemical processes and robotic equipment as more productive and economic alternatives; and, larger more sophisticated and automatic equipment. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs, and productivity. And we will be engaging in more undersea mining, possibly space bases processing, less human interaction, and more remote control of events than was ever thought possible in the past. This paper presents several of the systemic changes that are presently and will continue to change the face of mining. It will identify area where education and management will have to address these changes.

Russia hangs, as usual, like a cloud, dark and silent, upon the horizon. It is a solemn moment. Of our troubles, no man can see the end." By now you, no doubt, are asking, 'Where did Murray get this bit of philosophy?' Well, I obtained it from an editorial entitled. "The Worst of Times", which was published in the Harper's Magazine in 1847. That's right, 1847! The parallelism between the situation in our country at this time and in 1847 is un- canny. But wait, there is one major exception the size of government. To my knowledge, the citizens of 1847 were not stifled by the extreme governmental excesses that we are experiencing today.

This report describes the design, and development work performed to reduce the volume and weight of the miners caplamp battery, as well as a headpiece with a swivel mechanism containing a halogen bulb with two filaments. Work was also conducted in the development of a maintenance free battery. The design concept is based on non-sintered Ni-Cd technology, with an energy density of 22 Wh/lb. The cap lamp system developed has been approved by the Mine Safety and Health Administration (MSHA) and can be manufactured for mine use.

This abstract discusses selected recent technology developments at the Deep Submergence Lab at the Woods Hole Oceanographic Institution aimed at fundamentally changing the nature and scope of AUV operations in the deep ocean. The Autonomous Underwater Vehicle (AUV) Sentry is described in its current configuration with discussion of emerging capabilities. Telepresence enhanced AUV operations are discussed including moving both operations and data processing personnel off the vessel. Autonomous Surface Vessel (ASV) aided AUV operations are discussed including recent experiments where an ASV provided both navigational aiding and a satellite based relay for acoustic communication of telemetery and mission redirection. New flexible communications strategies to perform intervention and manipulation tasks from an untethered vehicle are discussed. The abstract concludes with a brief discussion of industrial collaborations, including the newly launched Center for Marine Robotics.

In an increasingly environmentally conscious world, mining's importance to society has often been misunderstood and even maligned by the public. Extreme and impractical ideas have often been presented to children because of the lack of accurate, timely resource materials available to educators. In the late 1960s. two mining engineers, S.P. "Pi" Warren and C.L. "Lindy" Barker, became aware of this situation. They proposed to develop a summer field course to provide a factual overview of the minerals industry for teachers. The pair believed that teachers could become better informed to educate students, and future generations, about mining. These two Colorado Mining Association (CMA) members felt that such a course could reduce much of the misunderstanding about this vital industry. This could be done by providing a balanced perspective of mining, not only for kindergarten-through-grade-12 teachers, but also for the students they would be teaching during their careers. Students who better understood the minerals industry could better formulate an unbiased view of it. The course would seek recognized authorities from industry, academia and government who would lecture in their respective fields of expertise. The course would provide a total concept of the coal, aggregate, metals and industrial minerals industries. It would include geology, geophysics, exploration, mining, processing, marketing, product applications, economic, mining history, careers, and environmental responsiblity. When possible, site visits would permit educators to view operations and to meet the men and women who are industry leaders. Teachers would pay a small tuition fee. The balance of the program expenses for each teacher would be paid through scholarships provided by industry and individuals. The "total concept" idea obtained the support of the minerals industry. The support of CMA's Education Committee and the Colorado School of Mines (CSM) was obtained in 1968. Colorado's Commission on Higher Education approved teacher recertification credits through CSM's Office of Special Progams and Continuing Education for those successfully completing the program. The first six-week series of classes presenting the total concept of the indus¬try was held at CSM in 1969. In 1977, the CMA Education Foundation Inc. (CMAEF) was established as a Colorado nonprofit corporation. The "Total Concept of the Mining Industry" (Total Concept) course was placed under its sponsorship. CMAEF is dedicated toward this continuing education program (Table 1). In 1994, the course was streamlined to four-weeks for six hours recertification credit.

Inspiration Consolidated Copper Company is currently mining in four pit areas; Live Oak, Red Hill, Thornton and Joe Bush Extension, near Globe, Arizona. Small satellite orebodies lying outside the main pits have been mined out in a series of small open pits. Major slope instability has affected production in every pit. Some consequences of the instability have been; (1) Serious interruption of mining plans, which resulted in deferred ore production, lost ore, reduced mining rates and increased stripping requirements. (2) Forced replacement of crushing facilities. (3) Serious effects on other production facilities. The introduction of a slope stability monitoring and control function as an integral part of mine planning has been successful in reducing the impact of these failures and will eventually result in economic pit design based on probabilistic slope analysis. This case history presents a brief review of the problems associated with slope instability at Inspiration's mines followed by a more detailed report on one specific failure area in the Thornton pit where the use of horizontal drain holes for slope stabilization appears to be successful. Relationships between slope movement rate, rainfall, and mining activity are shown.

Teck Cominco Metals Ltd. operates an integrated zinc-lead smelter at Trail, British Columbia, Canada. The zinc circuit comprises three parallel operations: conventional fluid-bed roasting, direct zinc pressure leaching of concentrates and atmospheric leaching of zinc oxide fume recycled from the lead smelter. The products from these three areas are combined in the main leaching plant where they undergo iron purification. Unlike most leaching circuits, the leach process in Trail begins with an acid leach and is followed by a neutral leach. An evaluation was undertaken to determine if the process at Trail could be improved by converting to the conventional neutral leaching process with a subsequent acid leach of the residues. This paper explores the results of these tests and the implications for Trail Operations.

Doyashiki Concentrator in Hanaoka mine of Dowa Mining Co., Ltd. started the operation in 1943, treating the ore mainly from Doyashiki ore deposits. After the cessation of mining of Doyashiki ore body in 1973, Doyashiki concentrator began to treat the ore from Fukazawa mine instead in the same year, and furthermore the ore from Ezuri mine In 1979. Currently Doyashiki concentrator treats 30,000 tons of ore per month from both mines. The ore treated is complex sulfide ore, called "Kuroko" (black ore), and the principal minerals contained in the ore are chalcopyrite, galena, sphalerite, pyrite, and barite, accompanied by bornite, tetrahedrite, tennantite, covellite, stromeyerite, argentite, polybasite, pearcite, and electrum. The Principal gangue minerals are quartz, gypsum and clay. The grade of the feed to the concentrator averages 0.9 p/t Au, 110 g/t Ag, 1.1 %Cu, 2.8 %Pb, 9.2 %Zn, 5.0 % Pyrite-S and 13% BaS04. The feed is, after washing and two-stage crushing, ground to 88% minus 200 mesh in a rod mill and ball mills with cyclone classifiers, and five concentrates are recovered by flotation. Primarily copper-lead bulk concentrate is recovered by sulfurous acid-lime flotation method, and then from the bulk concentrate copper concentrate is floated by hot pulp flotation method, sinks being lead concentrate. Zinc concentrate is recovered from the tailing of copper-lead bulk flotation, pyrite concentrate from zinc flotation tailing and barite concentrate from pyrite flotation tailing. The final tailing is sent to the dam.
