Thunder strikes terror in the hearts of man and has since the advent of time. We all fear the unknown; even the Greeks created a god, THOR, to be responsible for the thunder and rain. Thunder, by itself, can't hurt anyone; it is simply hot air moving very fast. Thunder, however, is caused by lightning and lightning is what we need to fear and rightfully so. Annually, lightning kills hundreds of Americans, injures another 2,000, damages or destroys approximately 30,000 structures, 1 starts thousands of forest fires and strikes mine properties over 100,000 times.

Considering the capital outlay, running costs and inherent difficulties of backfilling operations at depth the benefits need to be clearly established, quantified and then exploited. Expansion of Vaal Reefs Exploration and Mining Company towards even deeper, highly faulted ground, and the process of establishing codes of practice for the management of rockfalls and rockbursts, required that a sound support strategy be formulated. This paper describes the derivation of an overall backfilling strategy on Vaal Reefs. Use was made of experience gained over some 12 years with backfilling. Numerical modelling was used to estimate potential benefits of backfilling the deepest mining areas still to be extracted. In exploiting a probably unique opportunity, two contiguous mining areas bounded by the same major geological structures, were compared. One was extensively backfilled and the other not at all. Shaft sinking through a backfilled stope added another dimension to the database. Backfilling was introduced in 1985 and several potential spin-offs were expected. These included improved local strata control for fall of ground and rockburst conditions, regional benefits in rock mass stability and mine ventilation optimisation.

Platinum-group minerals (PGM) are recorded from a number of localities along the Waiau River, western Southland, and the south coast of the South Island, New Zealand. At each locality, small amounts of PGMs were recovered as by-products of historical gold mining operations. During the period 1890-1950 an estimated 1000-2000 oz. of "platinum" were recovered from the region, the only area within New Zealand where PGM have been commercially exploited. The PGM suite of southern New Zealand consists of Pt-Fe alloys, IPGE (iridium subgroup, platinum-group elements) alloys, sperrylite (PtAs2), cooperite (PtS)and braggite ((Pt,Pd)S). The composition of Pt-Fe alloy exhibits considerable variation and two compositional populations are recognised. Some Pt-Fe alloy grains are chemically zoned. Iridium is the most abundant IPGE alloy phase and often contains considerable Pt, in contrast to osmium and ruthenium alloys. Cooperite and braggite grains are characterised by extremely low concentrations of Ni. R^~

Rheology is the science which deals with the deformation and flow of matter. Thus nccology is concerned with the flow of any material. The mining industry is concerned with digging things out of the ground, extracting the good stuff and throwing away the had stuff. In the upgrading processes associated with mining, is mineral processing, wet techniques are used where the primary material being handled is a particulate fluid, ie a suspension. After the processing operation, with the concentrates extracted, what is left behind generally is a wet material in suspension form, which may or may not contain reagents harmful to the environment. The amount of waste generated in any of the mining processes is large, in fact, the mining industry is the largest generator of solid waste in Australia. In order to minimise the waste generated within the industry it has become of interest to handle the particulate fluid wastes, or suspensions, at high concentrations, thus removing water and some of the reagents which may be harmful to the environment. The resultant highly concentrated suspension is a non-Newtonian hold Rheology deals with the flow of non-Newtonian fluids; therefore i combination of rheological understanding of high density suspensions. ill conjunction with an understanding of the environmental problems hero' faced by the mining industry, can and has led to improved methods of waste disposal in the industry, ie waste minimisation. "A need for increased copper concentrate production and for less nickel contamination in that concentrate at Falconbridge's Strathcona Concentrator during 1993 required the installation of a third flotation column and improvements in the operation of the existing circuit. Innovations in wash water distributor and launder design were fundamental in achieving objectives on a new 3 meter diameter column. Minnovex plug-type spargers were tested on a 2.1 meter diameter column in order to reduce maintenance requirements. The paper details the measures taken to enhance column flotation circuit performance and the results obtained.IntroductionFalconbridge's Strathcona Mill receives 10% of the ore feed from a rich copper zone in the Strathcona mine. This ore typically grades 7% copper and 1 % nickel and, because of its high copper content, it is processed in a separate circuit ('C' circuit) which consists of conventional grinding, rougher flotation with the concentrate being treated with lime to pH 12.3 and cyanide followed by column flotation. The columns are operated with mechanical flotation scavengers and the scavenger concentrate is returned to the column feed. Testwork conducted in 1991 showed that the original flotation column (Column 2) could only produce 5.5 mtph of concentrate with less than 0.5% nickel (Figure 1).Between 1991 and spring of 1993, production was increased at times by open circuiting the scavengers. Metallurgical improvements were obtained by improving the wash water distributor of Column 2 and by wash water sprays in conventional cells (1 ). However, the scavenger concentrate assayed 0. 7 -0.8% nickel and was not acceptable for long term operation. When Copper ore production targets were significantly increased for 1993, it became clear that an additional flotation column was required. The new flowsheet employs mechanical scavenger cells on the column tails as in Column 2 circuit (Figure 2). A -parallel configuration was chosen as pulp solids fraction has been shown to be a critical variable and the second column in series would receive a lower density feed."

John Birkinbine, Philadelphia, Pa.: Mr. Sperry's paper is certainly a valuable addition to the literature upon alloys with iron, supplementing the data already published concerning the influence of manganese, chromium, tungsten, titanium, aluminium, etc.; and it is to be hoped that the presentation of information upon the influences of nickel may bring out comparisons with other alloys. Taking into consideration the properties of nickel, and its use as an alloy in heavy forgings, as set forth in the paper, there would appear to be no serious difficulties in utilizing this alloy by extending its application to pieces of more moderate size. The melting-temperature of nickel, as stated by Mr. Sperry, is considerably lower than those given by various authorities. Its point of fusion being so near that of iron, and its density but little greater, the difficulty of alloying it in the foundry should not be serious, particularly if it is applied as a ferro-nickel. The addition of nickel monoxide (NiO) to molten steel would appear to be less desirable than the application of metallic, nickel or of ferro-nickel, if such is produced on a commercial scale and at a satisfactory price.

National Minerals Advisory Council A meeting of the National Minerals Advisory Council on August 3rd in Washington, D. C., indicated the vitally important part that the mining industry is to play in the mobilization program. Director James Boyd of the Bureau of Mines told the Council that the Department of the Interior would review the recommendations of all the Council's commodity committees with regard for mobilization planning in the light of the changed international picture. The Council was requested to reactivate its commodity committees and have them gather all available data on supplies, their sources and availability and present and potential production of the minerals and metals represented on each committee. Data on labor, machinery, transportation, automotive and stationary equipment, power, fuel, lumber, water supply are a few of the important items called for in the reports, which are to be presented at a meeting of the Council on September 1 at Salt Lake City. The material in the reports will become the basis for discussing metal and mineral requirements at that time. Discussion at the meeting bared several $64 questions, probably the most important of which are the following: 1. Which of the war-essential metals and minerals and in what quantities can we reasonably expect to get them from abroad under threat of submarines? 2. How are we going to meet the manpower problem posed by (a) migration of labor from mining to manufacturing since the end of World War II and (b) the draft and the calling up of reservists? Opinion was expressed by industry spokesman at the meeting that the function of complying with mobilization requirements be left to those in the industry itself; that is, those having the "know how." This view contended that any administrating governmental agency should be kept as small and streamlined as possible. There was general sentiment against the reactivation of the wartime Premium Price Plan or other bonus plans as a stimulus to production. The thought was emphasized that what was needed was a change in the basic conditions which have fostered the decline in domestic mining activity in the postwar years. One such condition, long overdue for correction, is the tax structure as it applies to mining enterprises. Many quarters both in industry and in government favor tax relief along the lines suggested in the six tax recommendations by the Council to the Secretary of the Interior last December. The Council adopted a resolution expressing a feeling that the following tax recommendations are still feasible and desirable and will accomplish as much toward increasing exploration for new deposits (thereby subsequently increasing production) as will government loans for exploration: (1) Losses from unprofitable ventures should be allowed corporations, partnerships, or individuals as ordinary deduction against current income. (2) Development costs after discovery should be recognized as operating expenses. (3) Allowance for depletion should be made to the stockholder as well as to the corporation. (4) Income should not be taxed without full allowance for losses of loss years. (5) Adequate allowances for percentage depletion should be made. A discussion of the manpower problem led to the Council's acceptance of a resolution advising that "military authorities should proceed with caution in depriving the mining and metallurgical industry of its manpower." The resolution strongly urged that no personnel "directly engaged in exploration, development, production or supervision (of strategic and critical materials) should be drafted for the armed forces, at least until the anticipated demands upon these producers are clarified." Stockpiles The Munitions Board's "Stockpile Report to the Congress" of July 23, 1950 revealed: (1) The total estimated value of the stockpile objective is $4,051,714,510 at the close of fiscal year 1950. (2) The total value of the stockpile on hand, at the close of fiscal 1950 was $1,556,154,352 or 38.4 pct of the total stockpile objective. An additional $494,948,060 was on order, making a total of 50.6 pct on hand plus the amount on order. (3) Materials obtained for the stockpile by the ECA from January to June 1950 amounted to $13,112,085, while development projects by ECA during this period involved the expenditure of $9,322,000, mainly with counterpart funds. Shortly after the start of the Korean conflict it was felt that Congress ould appropriate greatly increased sums for the purchase of materials for the stockpile. This stimulus to the program may increase the dollar earnings of those European nations that are present or potential contractors in our stockpiling program. Such a development would mean that these nations could add to their gold reserves, thereby stabilizing their respective economies and hastening recovery. This seems to be the picture for the next six months anyway. The "bug" appears when it is realized that the increased threat of total world war actually may retard recovery in Europe as nations on the continent may feel inclined to devote more of their resources to defense programs. Industries Essential to Defense The Department of Commerce in response to a request by the Department of Defense issued on August 3, 1950 a "Tentative List of Essential Activities" as a "guide for calling up for active duty members of the civilian components of the Armed Forces." The list includes the following: Primary Metal Industries. Included herein are establishments engaged in the smelting and refining of ferrous and nonferrous metals from ore, pig, or scrap. Metal Mining. This category includes establishments primarily engaged in mining, developing mines or exploring for metallic minerals (ores). This group includes all ore dressing and beneficiating operations. Anthracite Mining, Bituminous Coal and Lignite Mining, Crude Petroleum and Natural Gas Extraction, Mining and Quarrying of Nonmetallic Minerals, Except Fuels. Challenge to the Mining Industry The source of our country's great strength lies in its capacity to produce. In times of stress such things as national morale and manpower are all-important but without a capable industrial machine we would be helpless. That machine must be fed with minerals and metals in order to generate and maintain momentum sufficient to insure success. Consequences of the lack of adequate supplies of essential metals and minerals to increase and sustain our industrial power are not pleasant to contemplate. It is absolutely imperative that we put forth Herculean effort to guarantee ample supplies of such essential materials as copper, lead, zinc, manganese, antimony, mercury, tungsten, tin, chromite, nickel, cobalt, iron ore and rubber. The mining industry faces a challenge more serious than ever existed before in the history of our country. The industry must be equal to the task.

This is the more appropriate, since Mr. Morse has mentioned me by name, and has cited my "Review of the Russell Process,"* so that silence on my part might be taken as indicating an assent which I cannot give. On the first page of his paper Mr. Morse says that the " goingback " of chlorination was " the only difficulty encountered at Aspen," and adds that he has " never seen any explanation " of the cause. "This paper describes the automation of Kiena's grinding circuit which comprises an open SAG mill circuit and a closed ball mill circuit with two stages of hydrocyclones. The circuit has been instrumented according to a two level control strategy.The regulatory control strategy is implemented in an industrial controller. This controller does data filtering and calculation (flowrate and solid content) and regulates the pump box levels (2), the water additions: or the pulp percent solids (4) and the fresh ore feed rate.The supervisory control calculates for the industrial controller, the fresh ore feed rate setpoint and the pulp percent solids setpoints in order to optimize the grinding circuit operation. It is made of two modules, one for data filtering and one for control optimization. The filtering program uses modern tools to adjust the measured value and estimate missing data (dynamic material balance, on line estimation of model parameter, etc.). The control program acts as an expert system which combines the benefits of model-based control and rule-based control. A multivariable predictive controller (DMC) is used to maintain the circulating load and the hydrocyclones feed percent solids (which is correlated to particle size) while the rule-based control validates the previous output, detects and avoids the SAG overloads and sump pumps overflows.The system has been operating since MAY 1992 and the benefits obtained are discussed.INTRODUCTIONIn 1990, Les Mines d'Or Kiena decided to go ahead with a project for automating its grinding circuit as proposed by the Centre de recherché minerals (CRM). Its objectives in doing so were to marginally increase production capacity (1 % ) and to create a new challenge for plant staff. The main stages of the project, which involved CRM, Kiena Mines and a consultant, are shown in Table 1. The project was completed in May 1992 with the implementation of a supervisory control system. This text describes the main features of the system with a special focus on its most innovative aspects."

William B. Phillips, Birmingham, Ala.: The analysis of Pratt coal made by myself, and given by Mr. Ormsbee in his paper (p. 113), is likely to mislead the reader as to the real nature of this coal. It represents the very purest coal that I have been able to get, and does not represent the average composition of the lump-coal as prepared for market. E. C. Pechin, Buchanan, Va.: I am sorry to see the table appended to Mr. Chase's excellent paper. In the discussion at the same meeting, on "Notes on a Southern Coal-Washing Plant," Prof. Phillips very properly says: " There is no use in giving an analysis as representing a coal when it does not do so. It gives a wrong impression of the conditions under which business is conducted." The same may be said about ores. I have no personal knowledge of the ores in many of the localities given in Mr. Chase's table; but if these are to be judged by what is positively known of the Cranberry ores, the analyses are grossly misleading. The furnace-shipments from Cranberry have rarely reached 44 per cent. of iron, and any such percentage as 58 or 66 or 68 can only have come from hand-picked specimens. Indeed, with any such percentages, Mr. Chase's paper would have been superfluous, because concentration would be unnecessary. Besides, the paper itself (page 553) gives the fact that the Cranberry average is 42 to 43 per cent. Why should a table be appended, contradicting this statement of the text ? Let us always have the exact conditions under which business may be conducted. "Boom" and business analyses are widely different.

Fuel is a major .cost for power generating utilities. Virginia Power is completing one of the nation's largest coal reconversion programs. As a result, 10 million tons of coal will now be used at six generating stations. Four of these stations are located on naviagable waterways. They consume over half of Virginia Power's coal. Historically, railroads have exclusively served these plants. In an effort to substantially reduce fuel cost, Virginia Power has reexamined transportation logistics and is proceeding with barge delivery. A phased approach was used by Virginia Power for the transportation program. Plant requirements were first identified. Coal sourcing issues were then examined. The concept of intermodal transportation was investigated. The bottom line cost savings was used as the criteria for continuing the project. The results thus far have been gratifying. Virginia Power has begun to implement barge transportation.

Good Morning. Thank you for your kind welcome, Lyle and thank you for having me here today. I spoke at the fall meeting of the Utah state RMCMI in Price and it's nice to be invited back. I can see by the program that you have two great days of interesting and informative meetings, including the mine rescue team exhibition and the safety recognition award presentations. As you all know, I am here standing in for Dave Lauriski, who is in China with Secretary of Labor Chao. As you also know, Utah is near and dear to his heart - and so is the Rocky Mountain Coal Mining Institute. I want to assure you Dave would be here if it were at all possible. But it is my good fortune that I could come in his place. We have made great progress as an Agency thanks to the hard work and dedication of MSHA's employees. But we are always looking for new ways to solve problems and continue to send more miners home safe and healthy every day. And we have been working on some great ways to do that, including thinking strategically. During my presentation today I'm going to talk about where the Agency is in terms of our transformation to the MSHA of the 21st century, a little bit about how we got to be where we are, and then describe our roadmap to the future state. And I'm going to focus on the significance of our plan and the planning process to demonstrate the implication for the mining industry. Former President Dwight Eisenhower once said, "In preparing for battle I have always found that plans are useless, but planning is indispensable." Now I do like Ike, but I would have to take exception to the first part of the sentence. I have found plans and the planning process to be indispensable - the plan to give me a roadmap to my goal, and the process to focus me on the steps I must take to get there. We all know that having a strategic plan makes the difference between success and failure. We've seen it time and time again, in business, in our lives - and in government: Having a strategic plan is crucial to success. And the process of making the strategic plan is crucial to its success. Putting together a workable strategic plan - a good roadmap - that will successfully lead you to your goals requires a thorough, careful process that takes into account each factor that you may encounter along your way to success, as well as those with whom you will travel. In order to talk about our current plan I want to take you back to three years ago, when Dave Lauriski went to Washington to lead MSHA. He knew that change was in the air. The Dominion Observatory was founded in 1905 and, from the beginning, it work included research in both astronomical and geophysical science. During its first years, up to 1916, the Observatory also included geodetic surveying as part of it scientific program. Although, at the beginning of the century, geophysics did not have the close connection with mineral exploration that it now holds , the founders of the Observatory were men of vision, and they laid a solid foundation for the application of the techniques of geomagnetism, gravity and seismology to an understanding of the Canadian terrain of plain , mountains, seacoasts and shield area . The particular sphere which the Observatory occupies in the field of geophysics has been evolving over a period of many years and it has now a rather definite relation to the work of other government bodies, university science departments and industrial organizations. We have, for example, an over-all responsibility for the regional magnetic mapping of Canada and, as the magnetic field is subject to slow but steady changes, we produce new magnetic maps of the country every five years. These maps indicate the strength and direction of the magnetic field, the variation of the compass and the rate of change of the magnetic elements.

Industry on a whole has not been very receptive to government prodding to implement waste minimization programs. Waste minimization has the appearance of substantial benefits, however, there are underlying difficulties and suspicions that need to be addressed before industry will support pollution prevention initiatives. They can be summarized as follows: - Human behavior resists change, uncertainty, and unknowns. - New waste minimization techniques are difficult to find and research. - Calculating the true cost of present waste practices as well as new techniques being considered is difficult and time consuming. - Getting a consensus opinion of all the individuals affected on the course or technique to be employed in a pollution prevention program. New software products have addressed many of the problems associated with implementing pollution prevention programs: They contain research on a large number of pollution prevention techniques and case studies; they generally are accessed by EPA ID number, chemical name, or synonym; and some programs have the option to print a comprehensive written user-specific pollution prevention program.

Fullers' earth is a clay-like substance, which has the property of decolorizing or clarifying oils. An ultimate chemical analysis shows it to differ from most ordinary clays in having usually a high percentage of combined water and a low amount of alumina. There is probably a large amount of hydrous silica present. Fullers' earth possesses little or no plasticity, and in order to work properly has to be ground very fine. A chemical analysis is of little value at present in determining its quality; only a practical test suffices. Up to about two years ago all of the fullers' earth used in this country was imported from England; but about that time deposits were discovered in Florida, "† and since then rumors of its occurrence have been coming from all parts of the country. Next to the Florida deposits of fullers' earth, those of South Dakota are the most extensive thus far discovered in this country. The earth was first discovered near Fairburn, Custer county, and other deposits have since been prospected at Argyle, Minnekahta and other localities. Fairburn.—One of the first deposits located and opened up is five miles southeast of Fairburn, Custer county. The mine is a mile from the Fremont, Elkhorn and Missouri Valley Railroad, and the section exposed shows, beginning at the top: Feet. The paper discusses the background and theories of the conditions that led to the settlement of a Lovat TBM mining in an earth pressure balance mode on a recent project in Milwaukee, Wisconsin. The settlement occurred independent of human error and caused the cost of the project to increase 50 percent. The project was mined in the highly congested downtown area in alluvial and estuarine deposits, 7.6 m below the water table with a prescribed contract requirement that precluded dewatering in deference to concern for foundations of adjacent existing buildings.
