For a long period of time, the Chinese Government has been attaching great importance to and supporting the rapid development of the coal industry. Particularly since more than 30 years ago, when China introduced the Reform and Opening-up policy, the reform and development of the Chinese coal industry has witnessed world-recognized achievements. National coal production increased from 618 million tonnes in 1978 to 3.52 billion tonnes in 2011. While China?s coal production accounts for 49.5% of the world?s total, its annual production growth contributes to over 80% of global production growth. China is a country utilizing coal as its main source of energy. As the Chinese Government gives support to the rapid development of new and renewable energy sources, as well as to increased coal utilization efficiency, the ratio of coal in the primary energy consumption mix will gradually decline. However, for a long period of time to come, the total volume of coal demand will keep rising modestly. The Chinese Government has been highly committed to and actively promoting the overall, coordinated and sustainable development model, which puts people first. It has put forward a strategic task to build an ecological civilization, and highlighted its resolve to uphold the basic national policy of resource conservation and environmental protection, with a view to the pursuit of sustainable development. China will incorporate its response to climate change into the national economic and social development program, and take effective measures to lower CO2 emissions 40?45% per unit of GDP in 2020 compared to 2005. At the same time, China will increase the ratio of non-fossil fuels to 15% in the primary energy consumption mix. All of the above factors have raised requirements for the Chinese coal industry, with implications for clear directions, plans and goals for the development of the coal industry.

The Rio Blanco Oil Shale Company completed a modified in situ oil shale retorting demonstration at its Tract C-a Lease in the Piceance Creek Basin of northwestern Colorado during the spring of 1982. This demonstration was the first MIS project with shafts rather than adits for access to the mining operation, and it involved several potential hazards which required that particular attention be paid to mine ventilation. Methane was first encountered during shaft sinking and ultimately resulted in the mine being classified gassy by MSHA. Secondly, we encountered hydrogen sulfide in association with the ground water, and this proved to be a more persistent problem than did the methane. Thirdly, in order to burn the underground retorts, it was necessary to provide for potential leakage of retort gases and to obtain a modification to the MSHA standard which forbids fires under- ground. This modification had a significant effect on the ultimate ventilation procedures at Tract C-a. An extensive under- ground air monitoring program was included in the ventilation system.

A major process control system is in some ways like a complex organism. The extremities, (that is, field instruments) are exposed to many hazards and suffer malfunctions of relatively minor and repetitive nature. Here I equate a stuck valve or dead transmitter with a skin abrasion or cut. The maintenance and repair of the extremities can be done by technicians with basic but thorough knowledge of relatively few problems and their solutions. Here I equate with administering Band-Aids and aspirin. On the other extreme, when the master control device (such as a computer) fails, one does not attempt home remedies. A "brain" specialist is called in. It is, however, crucial that the patient be able to clearly describe his symptoms. Getting down to the case at hand, a complex system consisting of field instruments, instrument racks, interface equipment, and perhaps a computer, may require maintenance at all levels. At the field equipment end where physical damage, corrosive atmospheres, reconfiguration, and routine calibration checks are common, the customer has the opportunity to develop a competent staff of maintenance people. The relatively high maintenance activity assures competence through repetition.

Ce Centre de recherches met également à la disposition de l'industrie une usine-pilote permettant de reproduire les résultats du laboratoire au moyen d'un appareillage de type industriel, d'obtenir des échantillons en quantité suffisante pour une exploration du marché et de familiariser du personnel avec les opérations normales de l'industrie. We Americans pride ourselves that ours is the greatest, most advanced and most civilized nation in the world, yet statistics indicate that apparently we have little appreciation for the lives and limbs of the people whose efforts give us whatever greatness we possess. The latest available statistics indicate that the annual accident death rate per 100,000 of population is nearly 80 or far higher than that of any other country in the world except Chile; is more than double the rate in Hungary, Netherlands, Ireland, Belgium, Denmark, Italy, Germany, Norway, Sweden, and Finland; is nearly double that of England, Wales, the Union of South Africa, New Zealand, Japan, Australia, and Scotland; and is 25 to 40 percent greater than Switzerland, France and Canada. To make matters worse, from the viewpoint of mining; the latest available statistics give mining by all adds the worst accident rate of the major industrial occupations in the United States, the accident severity rate for mining in 1935 being listed by the National Safety Council as 10.14, the next highest rate being 4.52 for construction, and the average rate for 30 main industries being 1.58. IMPROVEMENT IN SAFETY RECORDS Offsetting to a slight extent this rather dark picture is the fact that starting about 1930 the mine-accident rate in both coal and metal mining began to fall, reaching an all-time "low" in metal mining in 1932 and in coal mining in 1933. It now appears probable that the year 1936 has again lowered the accident rate in coal mining and this, together with the fact that the years 1933, 1934, 193 5, and 1936 all set much lover accident rates in coal mining than ware achieved for any similar previous period, gives hope that the trend is definitely in the right direction, though from the above figures mine-accident severity has a long, tedious road to travel before it becomes as low as the severity rate of all other major industries in the United States.

While this conference is dedicated to the examination of "Challenges in Mineral Processing," the broader aspect of the pursuit of this subject is Research and Development in the Mining Industry. When I was asked to speak at this symposium, I hesitated to accept. While my early schooling, training and professional occupation were in the field of this symposium, it was so long ago that I no longer feel competent to contribute anything of interest to you except perhaps for a limited historical perspective, which most of you probably already know. However, it might be worthwhile to explore the more general aspect of research and development from the viewpoint of management, as this is the stance from which I dealt with the subject for the last 30 years or so. While most managements generally have a positive view of research and development, few of the leaders in the mineral industry have actually had the personal experience of doing research for a long enough time to have obtained a full understanding and the feel for its place in the long-term technological innovation that our industry must foster. I graduated from the University of California in Berkeley with a Bachelor of Science degree and a major in metallurgy. It was during the great depression of the thirties, and it was difficult to obtain a practical job in the industry. I got a scholarship at the Montana School of Mines and received a Master of Science degree in ore dressing under Professor A. M. Gaudin, followed by another year with him pursuing research. Anyone who studied under him, or knew him well, would assert that this was a unique experience. Gaudin had a brilliant mind and a profound respect for science and the scientific method. The paper addresses the design of the Zhong Tiao Shan Company (ZTS) Houma Ausmelt Technology copper smelter in People's Republic of China. The smelter represents the third copper smelter development using Ausmelt Technology, the first large scale (35,000 tpy blister copper) and the first smelter to use the Ausmelt Technology smelting and converting process steps in separate TSL vessels in a continuously operated process. The project will be realised through the combined efforts of ZTS, Ausmelt and ENFI, the Beijing Non-Ferrous Engineering Institute who provided partial detail engineering services in China. Ausmelt will provide the technology licence, basic and detailed furnace engineering packages and additional technical services including cold commissioning support and hot commissioning supervision.

The U.S. Bureau of Mines conducted experiments for predicting materials' ease of combustion (smoldering onset, smoldering, flaming, and decomposition rates) by means of submicrometer smoke particle characteristics for the development of a simple test method. The experiments were carried out in an approximately 20-L furnace, with a 10-L/min airflow through the furnace for a 14-min duration, at set furnace temperatures of 150°, 250°, and 1,000° C. The variables studied as a function of time were the onset time of smoke particles, time and duration of maximum smoke particle generation, average concentration of smoke particles, and particles' average diameter, mass weight loss, and furnace temperatures. Results show that the onset time of smoke particles is predictive of materials' ease of smoldering, and the time of maximum smoke particle generation and its duration, coupled with mass weight loss, are predictive of materials' ease of smoldering and flaming (depending on the experimental temperatures), and decomposition rates.

This paper compares the ash slagging potential of Illinois No. 6 Seam coal: as raw coal; as commercially cleaned coal processed in a baum-jig plant; and as coal cleaned to a reduced ash specification at the Electric Power Research Institute's Coal Cleaning Test Facility. The comparison is based on: ? ASTM ash fusibility data ? A slagging index ? Gravity fractionation analyses of critical mineral matter compounds ? Comparative pilot combustion tests. The first three grounds of comparison are laboratory data; and the final comparison involves burning approximately 15 tons of each coal at CONOCO's 1.5 MBtu/hr (440 KW) test combustor. The evidence of these .four comparisons indicates that lowering the ash specification of coal before combustion can significantly improve the ash slagging characteristics of Illinois 90. 6 Seam coal.

This report documents a systematic approach towards implementing an improved ensemble for the mine rescue team system that will protect against the hazards of mine rescue and recovery and will also afford improved performance through increased comfort and maneuverability, lighter burdens, and improved human engineering designs. In the first part (Task 1) the mine rescue team's protective needs were defined along with the test methods required to evaluate whether a particular piece of gear met these needs. Task 2 assessed existing gear against performance criteria and standards developed in Task 1. Task 3 consisted of the conceptual design and construction phases of the MRPE program. Special consideration was given to advanced concepts, materials, and equipment.

This system represents the latest thinking in slurry pipeline design and is one of the main contributors to the viability of the SAMARCO Project. The reserves of lead and zinc ores in the metalliferous district of Iglesias in south-western Sardinia are today estimated at about 30 million tons, grading from 4 to 10% Pb + Zn. Of these reserves, about 40% are in the mines owned by AMMI Sarda S.p.A. The working of these resources goes back to ancient times. Not infrequently, traces of old Roman workings and remains of ancient implements are come upon in the higher parts of some of the ore bodies. Exploitation of these mines on larger scale, however, dates from the middle of the 18th century. Initially, the more accessible zones of the ore bodies and the richer ores were worked - the galena and the rich oxidized ores (calamine* with 25-35% Zn), which were often found in large masses, the enormous empty cavities of which still remain. INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

This volume documents the use of the probabilistic slope stability program PROBISH. The probabilistic slope stability program is an interactive program and is essentially self-tutorial. It prompts the user for the required input data as it is needed, and allows the user to correct mistyped data before analysis is initiated. The program computes safety factor probable Width of failing and probability of failure for a given circular failure surface. Four example problems are included to illustrate its use.

The Ernest Henry copper-gold project is located in North West Queensland, Australia and commenced production in late August 1997. Utilizing a philosophy of selecting the biggest proven equipment available Ernest Henry at full production ¥ill treat 9 Mtpa through a single grinding line over a 15 year mine life. 350.000 tonnes of concentrate a year will be produced, containing 95,000 tonnes of copper and 120,000 ounces of gold. The two mills recently commissioned at the Ernest Henry Copper/Gold Mine are a 10.4m x 5.1m (34 ft x 16.75 ft) SAG Mill and a 6.1m x 8.4m (20 ft x 27.5 ft) ball mill. The mills have a power draw of 11 MW (14745 hp) and 5.5 MW (7373 hp) respectively. While the SAG Mill is not the largest SAG Mill in the world, it is the largest shell-supported SAG Mill in the world. The Ernest Henry mills epitomize the new standard design of large grinding mills. The design was introduced more than 20 years ago and has been further developed from extensive experience with grinding mills, and the need to produce a design, which overcomes the recognized problems of large mills. The result is a design with the potential to be used for mills up to the largest for which machine tools can be found to fabricate and machine them, currently approximately 15m (48') overall diameter.

The following thesis is an outcome of an investigation undertaken by the writer, at the suggestion of Professor Skeats, of the dykes and associated auriferous reefs of the Walhalla-Wood's Point belt, with the view of determining what relation, if any, existed between the petrological nature and the extent of llietasomatic alteration undergone by the dykes, and the genesis and localization of the gold.Although the greater part of the writer's time in the field and laboratory was occupied in studying the dykes and auriferous occurrences, a study was also made of the general geology as a basis for the special investigation. In addition, it soon became evident in the field that secondary enrichment had played a marked part in re-concentrating the gold and some interesting data in this connection have been collected. For example, indubitable evidence has been found of nuggets of gold having been formed by secondary processes.

P.T. Inco has constructed a smelter to produce 45 000 tonnes (49 500 tons) of nickel per year as a nickel matte from the lateritic ores of Sulawesi, Indonesia. The facilities include mines, five screening stations, two dryers, three novel reduction kilns, three electric furnaces, three top blown rotary converters, and associated infrastructure of port, towns and a hydroelectric generating station. The screening stations and converters are unique in the industry. The problems encountered in the construction and operation of this complex facility in remote Indonesia are described.

Rio Tinto Coal Australia (RTCA) developed Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 25-year life based on station owner Tarong Energy Corporation?s (TEC?s) estimated life for TPS. That 25-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed yet again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves rather than extend RTCA?s contract. TEC then selected Thiess Pty Ltd (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed.
