The rising costs for and the possibility for limited availability of electrical energy are emphasizing the continual conflict faced in the selection of comminution circuits used in preparing ores for concentration, namely; capital cost vs. operating cost. Frequently, the circuit with the lowest capital cost is not the most efficient in the use of electrical power and wear resistant materials. The simplest circuit in terms of flow, pieces of equipment and capital cost is the single stage autogenous or partial autogenous circuit used to grinding primary crusher discharge or run of mine ore to the desired product size. (Fig. 1) From this circuit, complexity increases to multi-stage crushing circuits preparing feed for multi-stage grinding circuits. Fig. 2 showing a three stage rod mill ball mill arrangement is an example of a complex grinding circuit. Stage concentration further complicates the flow. Multi-stage circuits being the most expensive to install, often give the greatest operating flexibility and offer the best possibilities for the most efficient use of available power and wear resistant materials. The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine or the expansion of an existing mine can range from nine to 24 months, or even longer. The time frame will vary depending on whether an environmental assessment (EA) or an environmental impact statement (EIS) will be completed Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. In this paper, a two-year natural resource baseline study by Homestake Mining for the Ruby Hill Mine, Eureka County, NV, is used as a case study to describe how a properly designed and executed natural resource baseline study streamlined the NEPA process.

Y.:—I think Mr. Bache has put his finger on the chief source of the danger of dust-, or gas-and-dust, explosions in collieries. 1 mean the persistent determination of the miners' unions to increase their weekly wages by the excessive use of explosives. This would not be feasible if coal-miners were paid by the day; but this form of payment is, for many reasons, not economically practicable; and the universal practice is to pay for the winning of coal according to the quantity produced. If the miner, by using a large amount of powder, can throw down a large amount of coal without corresponding labor on his own part in undercutting and drilling, he will receive more money for less work, provided he is paid for everything—merchantable coal, worth-less dust, slate, and " bone "—resulting from such a method. My attention was called to this matter many years ago by an admirable report of Prof. W. B. Potter, a past- President of the Institute, on the conditions obtaining in this respect in the Illinois coal-field. It was made very clear in that report that considerations of danger to workmen or loyalty to employers could not be relied upon to prevent miners from employing this perilous and wasteful method of increasing their own immediate receipts. So far as I know, only three remedies have been attempted, namely: the enforcement of discipline as to the methods of mining; the refusal to pay for dust, etc., produced by the miners'methods; and restriction upon the use of explosives, effected by requiring the miner to purchase them from the employer, at a price so high as to make it unprofitable for him to use them in excess. All of these attempted remedies have encountered the bitter opposition of the miners' unions. The enforcement of discipline has become almost impossible, if discipline be (as it should be) understood to involve punishment for the violation of rules when no disaster has followed. I

EXPLORATION for deep-seated orebodies in the Silver Belt area of the Coeur d'Alene mining district is complicated by meager surface expressions of diagnostic criteria, lack of knowledge of the significance of specific alteration phenomena, and the great expense involved in the exploration for ore shoots, the tops of which often occur near sea level elevation or below and as much as 4000 ft or more below the surface. Except for the early studies of Ransome and Calkins in 1903 and 1904,' little geological work was done in the Coeur d'Alene district for many years, and it is only during the last 15 to 20 years that complete and careful geological mapping has been applied to most of the mines in the area. Much early information, which now would prove invaluable, is lost in hundreds of miles of caved and inaccessible mine openings not mapped by mining geologists. In more recent years mining geology has become a tool of greater use in the district, and some measurable progress is being made in the accumulation of observations that are adding gradually to the knowledge of ore deposits in the district. The recognition of alteration phenomena and related features by Hoyt S. Gale3 in 1935, followed by the work of Shenon and McConnel in 1936-37,4 changed many of the concepts formerly held and opened the way for more critical study and mapping of alteration effects. Mapping of these effects has been in progress for several years but no well-organized, careful, and complete laboratory study of the alteration has been made by mining companies or by government agencies. Recently, Thomas Mitcham of Columbia University has been occupied in the collection and study of specimens carefully selected from several producing mines in the Silver Belt as well as from several prospects exhibiting alteration effects. Mr. Mitcham and the writer have discussed some of the preliminary results of his investigations, which indicate that definite and interesting material is forthcoming from his studies. Work of this kind, aided by careful observation by district geologists, should advance the knowledge of the environment of Silver Belt ore shoots and establish additional criteria for recognizing meager shallow expressions of deep-lying orebodies. Structural details in the Silver Belt area are extremely difficult to decipher on the surface because the area is almost completely covered by a deep mantle of surface debris and soil. A dense growth of small trees and buck brush adds to a geologist's difficulties. Often large areas reveal only scattered small outcrops with great intervening areas where the underlying formations must be deduced from small altered rock fragments. Some considerable success in obtaining surface information has come from bulldozer roads and cuts in selected areas. As this type of work receives more attention, knowledge of the surface expressions of formations, alterations, faulting, and veining is expanding and giving more reliable information to guide deeper development. Lack of diagnostic marker beds in the district contributes to a geologist's difficulties in determining fault displacements. In the Silver Belt, known commercally important sulphide orebodies commonly are associated with siderite and quartz gangue. Some of the veins at shallow horizons above productive ore shoots are composed of quartz with light-colored carbonate minerals such as calcite, ferrocalcite, ferrodolomite, ankerite, and carbonates with variable amounts of manganese. The relation of these carbonates to commercial orebodies is a problem offering possibilities for research. Shallow exposures of veins composed of quartz and the light-colored carbonates, often with some associated barite, grade into quartz and siderite veins at deeper horizons. The vertical range of these carbonates has been partially established for some veins, but no reliable method has been devised for predicting where the change in a vein may take place. Careful observation and analysis of carbonates may make it possible to predict more closely where the change to siderite may be expected. In 1926 Shannon5 pointed out some of the characteristics of the carbonate veins of the district and included a few chemical analyses. Some of the Silver Belt ore shoots have small commercial outcrops, and very shallow development of some properties has led to the opening of small ore shoots." Several small ore shoots developed at shallow depths have not been explored at deep horizons, and some important ore shoots with no commercially significant exposures at shallow horizons have been developed. The greatest problem of the mining geologist working in the Silver Belt area is to find the all-important link between the very meager shallow expressions of mineralization and the rich ore shoots that may be found below. To develop criteria for use in the recognition of the weak upper expression of ore shoots, the experience of past development programs must be relied upon heavily. The investment of more than a million dollars in the exploration for such ore shoots requires some reliable criteria if these ore shoots are to be found. Management needs some assurance that the risk involved is justified by well-developed and acceptable geological inference. The richness of some of the ore shoots found thus far has contributed greatly to the justification for a bold approach, but many negative results of blind exploration programs would lead eventually to extreme caution on the part of management. Fortunately, recent experiences of development programs have been quite successful. It is hoped that added knowledge. of the environment of Silver Belt ore shoots will contribute greatly to the sureness of approach toward their development. BHP Iron Ore initiated research programs in January 1995 to develop long-term plans for decommissioning waste rock material at its Mt. Whaleback operation. More than 2 Gt (2.2 billion st) of waste rock were deposited during the past 30 years. Ultimately, a total of 4 Gt (4.4 billion st) will be deposited in waste rock dumps constructed near the open pit. The Mt. Whaleback operation is located in a semiarid climate adjacent to Newman, Western Australia. The primary research program includes the development of technology for the long-term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion and water infiltration. This paper focuses on the design and implementation of a cover system to prevent water infiltration to the underlying waste rock. Data obtained from a laboratory program and from soil-atmosphere modeling was used to design horizontal field test plots. The construction of the horizontal surface field test plots is discussed together with the field instruments installed to monitor performance. The cover system is designed to maximize infiltration during wet periods for subsequent evapotranspiration while minimizing surface runoff. The result is a near-zero net infiltration to the underlying waste material. An important feature of the design is the use of run-of-mine waste material as the cover material. Monitoring is in progress and will continue for at least two annual wet/dry cycles. The optimum cover system should minimize the net infiltration of water to the underlying waste rock while maintaining physical and ecological integrity for long-term performance.

Lafarge Corporation's Texas Quarry, in Baltimore MD, achieved a substantial expansion of pit reserves by removing an inactive underground mine. The day lighting program, designed, and completed in 1997, open pit mined more than 400 meters of room and pillar workings which were originally developed to recover high brightness Calcium Carbonate. The project proved to be a challenge throughout its course as the pit plan was modified and successful daylighting techniques were developed to remove the mine without adversely affecting the safety of the operation, quality of the stone recovered, or negatively impacting the surrounding community. The design parameters and techniques developed and implemented at Texas may prove of interest to other operators as they are faced with daylighting opportunities. This article will detail the challenges we faced and the solutions which made the project a success.

Two hours driving time west of Denver, CO and 21 km (13 miles) north of Leadville, Bartlett Mountain rises 4,065 m (13,337 ft) high in central Colorado's Tenmile Range. Bartlett Mountain is one of Colorado's most recognizable peaks, especially when the late afternoon sun casts a surreal, reddish light across its most prominent feature - the Glory Hole. This is a gaping, half-mile-wide, 245-m- (800-ft-) deep crater. Created by subsidence from 60 years of massive underground mining, the Glory Hole is a monument to the Climax Mine, one of the great achievements in American mining and metallurgy. For most of this century, the name Climax has been synonymous with brilliant mining engineering, innovative metallurgical research and entrepreneurial promotion of a once-obscure metal - molybdenum. Climax overcame an array of economic, technological and social problems to become a model for underground development of massive deposits of low-grade ores. It is one of the few mines in the world where cumulative production is measured in the billions of dollars. The Climax mineralization was emplaced 30 million years ago. Magmatic intrusions formed a large, mineralized stockwork within the granite country rock of Bartlett Mountain. Associated hydrothermal events forced superheated metal- and quartz-rich solutions through fracture zones, silicifying the country rock and depositing huge amounts of molybdenite, or molybdenum disulfide. The mineralized rock, a light gray, finely crystalline, silicified granite, is laced throughout with blue-gray quartz veinlets containing molybdenite. Although the richest ores graded only about 1% molybdenite, the Bartlett Mountain deposit contained more than 2.7 Mt (3 million st) of elemental mo- lybdenum.

Y.:—Mr. Hewett's paper is one of exceptional interest, because it not only adds an important contribution regarding one of the rarer, valuable elements, but also because it introduces compounds hitherto unknown and in associations no less novel. While we have occasionally discovered and recorded asphaltite in metalliferous deposits, for example in the Joplin and Granby districts, we have not seen a metallic ore in a deposit eesentially asphaltite. The source and method of introduction afford a subject well worth serious reflection.

WHEN I was an undergraduate at the Columbia School of Mines, the mining curriculum was subdivided into two major branches's known respectively as the Metallurgical and the Geological Options, which diverged rather widely as the course progressed. When I duly elected the Geological Option, I believed, I am sure, that this divergence would continue throughout the years. The facts have proved otherwise. The mining industry is a closely knit entity in which the search for its raw materials, called mining geology, cannot be separated from the conversion of these raw materials into marketable form, called metallurgy. The mining geologist searches for materials which the metallurgist can utilize, and only such; and whenever an advance in metallurgy opens the gates for new materials, the geologist's problem is correspondingly modified. No better instance of this relationship can be given than that seen in the Salt Lake region in recent years. Our mineral industry here is of long standing. The three principal tributary districts, Bingham, Park City and Tintic, were discovered in the 1860's and have been vigorously and intelligently developed for many decades. Their production has made the Salt Lake valley one of the world's great smelting centers. The maintenance of this industry has for years depended upon the continual development of new orebodies to take the place of those being extracted. Intensive exploration in the old districts has been supplemented by prospecting in outlying districts of lesser prominence. . Many new orebodies have been discovered, such as those of the Daly West, Silver King, and Judge mines in Park City, the Utah Apex in Bingham, and the Sioux, Colorado Chief Consolidated and Tintic Standard in Tintic. New mines in other districts have been discovered also, but without affecting the dominance of the three major districts. In all cases discoveries, to be of value, had to be of ore amenable to treatment in the available metallurgical plants. This meant that, for the most part, zincy ores, both oxide and sulfide, must remain untouched, and also that ores high in iron and ores high in silica had a fictitious value, either high or low, set by the balance of these

D. HARRINGTON: Owing to lack of funds, the United States Bureau of Mines have made no experiments in the Bruceton mines in the use of mudite. MR. McAULIFFE: I doubt that mudite cam be delivered at fifty cents a ton and that a mile of heading can be treated with mudite for ten dollars. You could not dig a ton of sand out of a sand hank for that money. L. C. CLARE: The tram road leading to Wattis mine crosses a shale bed and it is easy to screen the shale through a %-inch sieve and load it into a mine car. W. J. REID: A slow trip passing through a mudited entry will dislodge practically no dust, a rapid trip will make air disturbance enough to coat the cars with fine dust. MR. PRYDE: We have used mudite on stoppings around a fire in Reliance and for two months thought they were getting good results, but the fire was found to be drawing air and to be spreading. This mudite was smeared over the stoppings with a trowel. After this apparently failed we used dry adobe.

The concept of hypochlorite treatment prior to cyanidation in the heap leaching of low grade carbonaceous gold ores is discussed. Laboratory column leach tests using a low grade carbonaceous ore were performed to investigate the effects of pH, concentration, hypochlorite consumption, and bed height on the total gold extraction. At high pH, the hypochlorite stability increases and thus, hypochlorite consumption is decreased. At room temperature, the total gold extraction is proportional to the hypochlorite consumption. However, at some point additional hypochlorite consumption does not increase gold extraction. Gold recoveries of 10 and 80 percent are obtained for 12 and 167 lbs/ton hypochlorite consumption, respectively. Increasing hypochlorite concentration increases the rate of extraction. For a given hypochlorite consumption gold extraction was increased by shortening the ore column height. Finally, calcium hypochlorite is more effective than sodium hypochlorite.

Introduction From the days of the Spanish in the eighteenth century, Colorado's San Juan mining district has attracted miners and public interest. The Spanish left behind names - San Juans, La Plata, Animas, legends of lost mines, and the remains of a few scattered mining operations. They came, but did not stay. Again in 1860-61, as a spinoff of the Pike's Peak gold rush, prospectors climbed the mountains and descended into the canyons searching for gold. They found some, not enough to convince them to remain and confront the isolation, often hostile environment and the Utes, who rightfully felt this to be their home. Not until the 1870s did miners come to stay. In their wake little camps grew in the high valleys and squeezed into narrow canyons. Nowhere else in Colorado were there more rugged mountains, a higher average elevation, nor a climate that one old Swede said was "three months of mighty late fall and nine months of winter." The San Juans proved eventually to be a mineral treasure chest. At the moment, however, the prospectors sought gold. Then they discovered silver deposits and the first rush was on. It got started just in time to be completely overcome by the Leadville excitement. At Leadville, investors almost fell over themselves to buy claims and stock in the hopes of becoming another millionaire like Leadville's own Horace Tabor. The San Juaners could only look from the sidelines and speculate how it might have been had fate been kinder. Fate was seldom kind, as these pioneers quickly discovered. From the mid-1870s on, the San Juaners wrestled with some major problems. And the fate of their district rode in the balance. The problems they faced were similar to those of other Colorado districts, compounded by their geographic isolation. Every mining district needed the best transportation system available, experienced investors combined with sound investment, and mineral reserves to develop. The San Juans offered the last in abundance. It was hoped the first two would appear. Railroads - much needed transportation link Nothing was more desired than railroad connections, the penultimate nineteenth century form of transportation. Colorado's own, the Denver & Rio Grande, resolved the issue with its mountain-hugging narrow gauge. As early as the mid-1870s, the D&RG dreamed of tapping this potentially lucrative market in southwestern Colorado. A national economic depression and then the Leadville silver excitement prevented immediate construction. Not until 1879-80 did survey crews start work.

Reduce dust exposure of longwall shearer operators by keeping them upwind of the primary cutting drum. Approach Use a different coal cutting sequence by cutting from headgate-to-tailgate, making the cleanup pass from tail-gate-to-headgate. How It Works The cutting action of the shearer drum is usually the primary source of respirable dust at longwall shearer faces. Dust exposure of the shearer operator is deter-mined by his position relative to the lead drum, which is normally in the raised position taking a full sump. On long-wall faces where the cut pass is taken from tail-to-head, against the primary airflow, the shearer operators must remain at their controls, on the return-air-side of the primary dust source, to maintain proper control. A simple method to lower shearer operators' dust exposures is to extract the primary coal from head-to-tail, thus positioning the operators up-wind of the lead cutting drum. The bottom coal is then cut, and the floor cleaned by the trailing drum during the tail-to-head cleanup pass. This sequence places the primary dust source, the cutting action of the shearer drums, on the return-air side of both shearer operators, except when cutting out at the longwall headgate.

The Ivanhoe district, Elko Co., Nevada, is located in the northern part of the Carlin trend of epithermal gold-deposits, but it differs from most mines in the belt in that Ivanhoe epithermal gold ores are found in 14 m.y. old Tertiary volcanic rocks as well as in the better known Paleozoic sediments. Within the Ivanhoe district U.S. Steel (USX Corp.) discovered and partly developed an epithermal gold deposit largely hosted by Tertiary rocks that, with a 167-hole program, was found to contain an open ended probable reserve of 4.0 million tons of heap leachable open pit oxide ore averaging .042 opt Au. An additional 4.0 m.t. of open pit sulfide ore averaging .048 opt Au were also developed. The U.S. Steel orebody was a blind discovery in that it just barely outcropped, and it was found by drilling through a premineral but barren cover of altered Tertiary volcanic rocks.

Since the 1981 record of 54 mm tons of US fertilizer consumption, grain surpluses in the US have brought about massive acreage reduction programs, decreased fertilizer consumption, and resulting price pressures caused by excess capacity. The strong US dollar that reduced export sales of both grain and fertilizer, and new offshore manufacturing capacity using US engineering/contracting know-how have combined to put US producers of phosphate fertilizers in uncompetitive postures. While recent events suggest the industry may be growing out of this capacity problem, the cost of US phosphates will continue to be disadvantaged by such external factors as taxes, environ- mental regulations, and high power costs. There is no reason to expect help from the government in the form of reduced environmental regulation and taxation. In order to survive, phosphate fertilizer producers will have to develop technologies and adopt strategies that result in world competitive production costs. Current responses to the need to reduce costs include reduced energy costs through cogeneration, innovative reclamation techniques that create valuable land, and in- creased raw material recovery achieved by operator proficiency. While new technology offers long-term benefits for the producer, present efforts are concentrated on more mundane management efforts to reduce costs. Major attention is being given to the problems of labor utilization and productivity. Raw materials suppliers are being asked to renegotiate contracts which more appropriately reflect conditions in an industry operating at about 50% of capacity. Achievements in these and other areas will allow the producers to continue operating until longer term benefits materialize. `

During recent years, the integrity testing of piles has made considerable progress. With the availability of portable and powerful computers, practically all integrity testing equipment is now digital. Using sophisticated software for data acquisition and analysis, today's testing systems can provide owners with important information regarding both the length and integrity of piles and drilled shafts. This sophistication carries a price: Very few clients, including experienced engineers, do understand the strange-looking graphs adorning the reports they get. In fact, most of them will never ask, some because they are too busy to care and others because they are ashamed to show their ignorance. This situation is well exploited by a few shrewd operators of test equipment. Facing strong competition and falling revenues, they simplify their task and cut their expenses by the following means: 1. Using old equipment until it falls apart, and then some, 2. Hiring under-qualified personnel, 3. Staying on site as little as possible, 4. Eliminating the analysis and evaluation stage altogether, 5. Confirming as-made lengths and reporting no defects.
