THE opening session was held on Tuesday evening, February 17th, in the house of the American Society of Civil Engineers. The President of the Institute, Mr. E. B. Coxe, after a few introductory remarks, congratulating the members on the general prosperity in all the branches of the professions and manufactures represented by the Institute, called on Mr. E. F. Loiseau, of Philadelphia, for the first paper, On the Successful Manufacture of Compressed Fuel at Port Richmond, Philadelphia. Professor Prime called attention to the fact that the work of the United States Testing Board had been left unfinished at a point when valuable results had just been reached, and offered the following resolutions: WHEREAS, The American Institute of Mining Engineers has seen with regret that the work of the United States Testing Board has been suspended through the lack of an appropriation by Congress, which appropriation dues not seem likely to be renewed, and WHEREAS, It seems most important to the vital interests of our iron and steel manufactures that the experiments commenced by the United States Testing Board should be carried to successful completion ; Resolved, That a committee of three be appointed, to act with a like, committee to he appointed by the American Society of Civil Engineers, to carry out to completion the work commenced by the United States Testing Board. Resolved, That the American Society of Civil Engineers be requested to cooperate with this society by the appointment of a like committee. Resolved, That the committee have authority to request, in the name of the American Institute of Mining Engineers, contributions to a fund to be devoted to the completion of the experiments aforesaid. Resolved, That the Council of this Institute be authorized, whenever requested by the committee so appointed, to petition Congress for the free use of the testing machine at the United States Arsenal at Watertown. Resolved, That a committee be appointed by the President, to select the afore-said committee of experts. Resolved, That the President of the Institute have authority to fill any vacancies which may occur in the committee. Rare Earths: Understanding The United States complete failure of status and relevance in Rare Earth Oxides, Elements and Alloys. Although rare earth oxides are strategic and critical in their own right, elements and alloys are even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any Heavy Rare Earth Elemental or Alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering The United States and the world in its quest to control the Rare Earth Oxides, Elements and Alloys, and the many industries dependent upon REO. What can be done?

Contrary to other sulfide minerals, where recovery is principally liberation controlled, the recovery of molybdenite is more complex. It is this complexity that initiated a geometallurgical investigation of molybdenites from Bingham Canyon. The aim of this investigation was to determine the effect mineralogy and/or mineralogical attributes have on recovery. All samples were analyzed using normal mineralogical techniques. The results reveal the presence of two distinctly different types of molybdenite. These have been identified as the two polytypes of molybdenite: i.e. hexagonal (2H); and rhombohedral (3R). The 2H-polytype occurs as textbook-shaped particles in quartz-molybdenite veins that are located in the current pit bottom. The 3R-polytype occurs as disseminated, “ball”-shaped particles with a dull or frosted appearance and are concentrated along the margins of the current pit. Concerning their metallurgical behavior, each type exhibits unique metallurgical properties that are consistent with those reported in the published literature. The 2H-polytype is easily ground and kinetically “faster” floating with surface attributes that are amenable to higher rates of recovery. This results in the production of a high quality concentrate under normal operating conditions. The 3R-polytype, by comparison, is difficult to grind and kinetically “slower” floating with surface attributes that are less amenable to recovery. Therefore, in deposits with higher concentrations of the 3R-polytype, modifications to the normal operating parameters may be necessary to improve recovery. This investigation highlights the necessity for understanding the mineralogical characteristics of any economic mineral(s), as these will have a direct impact on recovery.

"Pressure leaching of chalcopyrite and nickeliferrous pyrrotite at temperatures between 105 and 200 ºC has been proposed as a potentially viable route for the extraction of mineral elements from sulphide concentrates. In general, these concentrates contain iron, and the economic success of the processes is partially dependent on the choice of the environmentally acceptable iron-removal technique. One of the most widely used methods for the removal of iron from sulphate liquors is precipitation as hematite, goethite, or jarosite. The nature of the iron precipitate formed dictates downstream dewatering and residue treatment and disposal options. However, a better understanding of iron precipitation under the defined process conditions would consequently be of benefit in process design and optimisation.This study investigated the precipitation of iron in the autoclave at temperatures between 105 and 200 ºC. The effects of temperature, acid concentration, iron concentration, and the presence of other metal cations on the nature and composition of the precipitates were determined."

"The Garfield plant of the American Smelting & Refining Company is situated about seventeen miles west of Salt Lake City, on the Los Angeles & Salt Lake Railroad, and has freight service by the Denver & Rio Grande Western, Western Pacific and Bingham & Garfield Railways.The site lies between the picturesque Great Salt Lake, with its mountain islands, and the northern point of the Oquirrh Range, which forms the western boundary of the Salt Lake Valley.The location includes several hundred acres of land rising from the southern shore of the lake, selected on account of its adaptability to the economical handling of materials by gravity methods.The smelter is a custom smelter, treating copper ores and concentrates produced in Utah and adjoining states.The ores treated consist mainly of oxides from the Tintic and Park City Districts, sulphides from Bingham District, and concentrates from the mills of the Utah Copper Company, from mills in California, and copper precipitates from the Ohio Copper Company. "The major platinum producers in South Africa make use of electric furnaces for the melting of PGM bearing nickel - copper concentrates. To gain better understanding of the furnace operation, research was conducted at CSIRO Minerals in Melbourne, Australia. One aspect of the research project was the investigation of the factors affecting the electrical conductivity of melter type slags.Electrical conduction in slags can occur through two mechanisms: ionic and electronic. There is good understanding of the ionic mechanism. In slags containing high levels of iron, the dominant mechanism is electronic. There is limited understanding of the electronic mechanism and one of the aims of the research was to investigate this mechanism further.Experimental work was carried out on Al2O3.CaO.FeOx.MgO.SiO2 slags similar in composition to the melter slags. Conductivity increased significantly with iron oxide content. Above 20wt% FeOx, electronic conduction was significant and the conductivity varied with the oxidation state of the slag. As the iron oxide content was increased further, the electronic mechanism became more dominant. The conductivity reached a maximum at around pO2 = 10-7 to 10-4 atm., although this value was dependent on the total iron oxide content and basicity of the slag."

"Studies of the process of concentration of gold-containing sands and technogenic resources show that the main reason of gold losses is misbalance between size of gold particles and degree of roughness of mineral bed. This results in free circulation of small gold particles in pores with following washing off the particles from the bed by turbulent flows.We elaborated design of magnetic sluice, intended for improving efficiency of recovering fine gold by optimizing magnetic field of a magnetic system on the base of forming catching coat from magnetic mineralsThe magnetic sluice includes trough-shaped body from magnetic-conducting material. On the bottom of the trough, magnets are placed, and opposite poles of the magnets are oriented outwards. Thickness of the bottom is determined to be sufficient for locking magnetic lines of force of the magnets on each other. The magnets of rectangular plate shape are placed on the rough bottom, covering the whole surface or with spare areas; the magnets are placed across the trough with alteration of rows with the same pole orientation."

Though the first patent on a bucket wheel excavator (BWE) was granted in 1881 in the US, this technology was developed in Germany to the high standards of today. However, this development was only possible in parallel with development of shiftable belt conveyors and boom stackers. The combination of these three types of equipment in the open pits of the Federal Republic of Germany has made lignite the cheapest energy source for power generation, despite the low heating value of German lignite on the order of 8500 kJ/kg (3600 Btu/lb) only. Comparing the costs for fuels used in power generating on the basis of their heating value, the relation between lignite, high quality black coal, and imported crude oil is on the order of 1 to 1.5 to 2.5, hence highly in favour of lignite. These cost advantages for lignite in Germany are due mainly to the concentration of lignite mining in a few high-output mines. The largest one, Fortuna mine in the Cologne district, produced a total of 45 million tons of lignite in 1976. That equals the annual fuel need of a 5750 MW power plant running 7000 hours per year at full capacity. Altogether 95.2 million bank m3 equal to 200 million tons of overburden had to be removed to accomplish this lignite output. The largest BWE ever built is working in the Fortuna mine [(Fig. 1)]. At a digging height of 51 m above crawler level, the total vertical reach in relation to the face conveyor level is 98 m by means of its conveying bridge and loading unit. The hourly output is 10 400 bank m3. Its weight in operation is 13 000 tons and its wheel diameter 21.6 m, as high as a seven-story building. Major reasons for the development of BWE technology in Germany were: ? Lignite deposits with moderately consolidated, alluvial-type overburden (gravel, sand, loam, marl, clay, etc.) ? Great overall depth of the deposits, ranging far beyond 100 m, requiring a wide opening of the mine, hence not permitting direct overcasting of overburden. ? Multiple-seam deposits of poor-quality coal divided by reject partings, which demand a perfectly selective digging tool for clean separation. In general, these conditions are almost identical to those prevailing in the lignite deposits of Texas and neighbouring states: The type of overburden suitable for BWE digging, the overall deposit depth ranges down to around 100 m, and finally, the multi-seam occurrence with partings between seams, the latter ranging from just 1 m to a few meters in thickness. Technique As the Texas-type lignite deposits come into focus more and more as a possible fuel source in power plants to replace natural gas and crude oil, the following will deal with the BWE technology for mining a typical Texas lignite deposit under the aspect of producing enough fuel for a 500-MW power plant located at the mine mouth.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutions' funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industry's concept of the unwritten `social licence to operate' is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

"The pig iron from steel manufacturing plants contains a high concentration of vanadium-bearing materials smelted with iron ore. During the oxidation process of the molten pig iron with oxygen lances, vanadium transfers to the slag. In this research, recovery of vanadium from LD (Linz-Donawitz) converter slag of steelmaking plant was investigated. The leaching residue was characterized by XRD and XRF techniques. The maximum vanadium recovery was achieved at optimum leaching conditions of 70 °C, S/L: 1/15, sodium hydroxide concentration: 3 M and leaching time: 150 minutes. The dissolution rate increased with rising sodium hydroxide concentration and temperature and decreasing particle size. The experimental data are treated graphically to explain the kinetics of the vanadium recovery process using shrinking core model (SCM). As a result, the controlling regimes in the SCM were analyzed separately using liquid film diffusion control, solid product diffusion control, and reaction control mechanisms.IntroductionVanadium is commercially important as a constituent of several alloys and catalysts. Nowadays, vanadium is mostly recovered as a by-product from secondary sources or from industrial waste streams such as titaniferrous magnetite, fly ash, spent catalysts, and petroleum coke. Steelmaking operations are specifically concerned by this problem due to the production of a huge quantity of by-products [1]. These by-products, including LD converter slag, sludge, fly ash, spent catalyst, ash, and alloyed scrap, contain a notable amount of heavy metals which may cause environmental problems. Solvent extraction is one of the techniques being increasingly used for the recovery of vanadium [2]. Apart from vanadium ore, secondary resources such as titanmagnetite, ilmenite and slag from the ferrous industry are a major source of supply. The pig iron from steel manufacturing contains a majority of vanadium-bearing materials smelted with iron ore. In a heat resistant shaking ladle the molten pig iron is oxidized with oxygen lances, causing the vanadium to be transferred to the slag. Normally, the vanadium in LD converter steel slag (coming from Linz-Donawitz steelmaking process) is ca. 5% as vanadium pentoxide (V2O5). This slag is the world's principal raw material for vanadium production [3, 4]. Moskalyk and Alfantazi [4] reported that a roast-leach process is used in South Africa for the production of vanadium oxides from magnetite ores while some of the slag was converted to ferrovanadium. A portion of the slag was exported to Europe for the production of vanadium oxide. The researchers mentioned that alkaline roasting was the main process at that time employed to extract vanadium pentoxide from vanadium slags."

Misfires in underground and surface production blasts can be costly. Costs can arise from loss of resource, production interruptions, having to redrill or otherwise refire the blast (a hazardous process at best), due to added secondary blasting or breakage, and/or from increased LHD maintenance costs attributable to poor fragmentation.

Issues of deep-seabed mining are discussed since four decades and extensive efforts have been invested in oceanographic studies related to environmentally sound harvesting of polymetallic nodules. Because mining on the deep seafloor seems to range from large-scale, two-dimensional dredging or scooping up of the ore from the uppermost surface sediment layer to more localized drilling or deeper digging into a three-dimensional ore body, it appears to be justified to reconsider some concepts for environmental impact evaluation. Based on the experience gained during preceding years in environmental studies related to polymetallic nodule mining, some interrelated hypotheses and proposals will be presented. It is suggested that these proposals be considered in future plans for environmental impact evaluation and that observations on community re-establishment be conducted before massive sulphide mining or other ore extractions enter the commercial mining phase.

Ghana, a major West African gold-producing country, took a crucial step in 1986 to allow private participation in mining ventures that had hitherto been state controlled and starved of funds. This decision has led to a three-fold rise in gold production with substantial local and foreign capital once again flowing into exploration and mining projects. Though the rise in gold export is due primarily to increased production from large mines such as Ashanti Goldfields Corporation, Billiton Bogosu Gold, Tebrebie Goldfields and Ghana Australia Gold that work primary lode gold deposits on quartz veins and Banket conglomerates, a fair amount of gold comes from placer gold mining from which two new mines have been developed at Kwabeng and Bonte during the current gold boom. Also, placer gold mining is important locally because the lower capital outlay required for its development enables many entrepreneurs to operate small concessions and provide employment for a large pool of unskilled labor. Placer gold exploration and development in Ghana is labor-intensive. Pitting is the most used method although few employ the mechanized (“Banka”) drilling. The advantages and disadvantages of the two approaches in the local setting are discussed. The gravel is normally sluiced and the gold recovered by amalgamation. The drawbacks to successful placer gold exploration in Ghana have been attributed to lapses in execution of exploration programs (Dzigbodi-Adjimah and Arhin, 1993; Dzigbodi-Adjimah and Gawu, 1994). However, the failure to recognize and set time frameworks and financial limitations for the various stages of placer gold exploration have spelt the doom of some projects. It is critical that the characteristics of the placer gold deposit be determined by efficient and cost effective means. A planned exploration supported by adequate flow of funds saves costs and leads to success. This article discusses the current Ghanaian situation and presents proposals from case studies for planning and budgeting placer gold exploration pro-grams for use in similar settings.

Adsorption experiments were conducted at two different solids loadings, to investigate the mechanism of oleate adsorption on apatite. Adsorption density at pH 10 was found to be dependent on solids loading in an oleate concentration region where surface precipitation could occur. Analysis of adsorption isotherms indicated three distinct regions of adsorption. In the region I (below the region of calcium oleate precipitation), molecular adsorption was observed. Simultaneous molecular adsorption and surface precipitation occurred in region II, while surface precipitation was predominant in region III along with some bulk precipitation. Correlation between flotation of apatite with sodium oleate and the mode of oleate interaction with the surface is established.

Fuel-oil, natural gas and coke oven gas, producing the higher temperatures of open-hearth current practice, have been gradually displacing producer gas the lowest cost fuel for open hearth operations. The lower temperatures of combusts on products from producer gas is caused by nitrogen dilution. Practical Application of Combustion Thermochemistry One pound of carbon burned to CO produces 3,960 B.T.U. and one pound of carbon burned to C02 produces 14,140 B.T.U. The second unit of oxygen uniting with gasified carbon (CO) produces (14,140 - 3,960) 10,180 B.T.U. which is (10,180 - 3,960) 6,220 B.T.U. more heat than produced by the first unit of oxygen forming CO by uniting with solid carbon. A review of the relative combustion heating values of commercial gaseous fuels reveals CO requires a minimum of air for combustion and because of minimum nitrogen dilution and the high thermal release from CO higher temperature combustion products are produced from CO than from natural gas or from coke-oven gas under similar combustion conditions. Inert nitrogen diluent lowers the calorific value of fuel gas and its diluting effect is cumulative in lowering the temperature of the products of total combustion. It is not only logical but practical in partial combustion, converting bituminous coal to gas, to generate the gas with reduced nitrogen dilution.

Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes: examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements, assessing the accounting principles used and significant estimates made by management, and evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion. Audit opinion In our opinion, the financial statements fairly present, in all material respects, the financial position of the Institute at 30 June 2005 and the results of its operations and cash flows for the year then ended in accordance with South African Statements of Generally Accepted Accounting Practice.

Book review Doyle, William S. Strip Mining of Coal; Environmental solutions. Park Ridge (New Jersey), 1976. 352 pp. $32. Surface mining of coal is still in its infancy in South Africa. The environmental repercussions following large-scale disturbance of the land surface, and the secondary effects of the disposal of waste products and effluents from mining, have not yet become apparent.
