In February 2010, Teck’s newest Concentrator at Mina Carmen de Andacollo (CDA), Andacollo, Chile was commissioned. The Concentrator is a single line configuration, comprising of one 36 ft diameter x 20 ft long SAG mill driven by an 18,000 hp gearless drive. The SAG mill feeds two ball mills each 25 ft in diameter x 40.5 ft long, each driven by a total of 19,000 hp through dual pinion drives. A series of four phases will be reviewed from operational readiness, mechanical completion, commissioning, and ramp-up. Also, now after 6 months of operation, this paper will review the significant steps taken during ramp-up enabling the announcement of commercial production, in October 2010.

A total of 26 full-scale production blasts at three sites were extensively monitored with sophisticated instrumentation systems to determine the benefits of more accurate detonators. The new and more accurate MS electric Masterdet detonator was tested against conventional detonators to determine any increase in productivity outputs. All blast design parameters between paired blasts were kept as constant as possible with the only difference being the inherent accuracy of both detonator systems.

This paper presents a laboratory simulation of regrinding and resulting dust generation. An Automated Rotary Coal Cutting Simulator (ARCCS) was modified to conduct regrinding experiment. In order to estimate the effects of coal properties and operating parameters on regrinding and dust generation, an orthogonal fractional factorial experimental design was implemented in regrinding experiment. Marple personal cascade impactors, Series 290, were used to measure dust concentration during experiment. Three types of coal seams, namely, Waynesburg, Pittsburgh, and Lower Kittanning, were used to represent different coal properties. Experimental results and complete parametric analysis were presented.

Request to Mine Beneath Bridge The Jabs Run Bridge is a reinforced portland concrete arch filled bridge located on WV Bouts 7 near Pentress, WV. The bridge has a span of 22.9 m (meters) and a height of 4 m above normal pool elevation to the underside of the center of the arch (See Pig 1). The bridge is a two lane structure with a width of 6.86 m. The structure is over 50 years old Wing been built in 1929 and is owned by the Department (WV Department of Highways).

The notion prevails that writing is a knack, that the skilful use of the pen is a gift of nature. This is an error. Dogberry may be responsible for it; he said: "To be a well-informed man is the gift of fortune, but to write and read comes by nature". Because Dogberry said it, we may be sure that Shakespeare thought otherwise. Ability of any sort may be partly innate, but my own observation and experience lead me to conclude that most of the easy writers have become so by constant practice. As I recall the names of men successful with the pen, I remember that most of them have written a great deal and have taken particular pains to improve their style. The suggestion that proficiency in the difficult art is a happy accident provokes a sardonic smile. The larger part of the great writing in our literature is the result of persistent effort. An easy fluency has been the undoing of many; their flamboyant and fantastic scribbling has proved as perishable as froth. This criticism applies to technical writing also; in order that a technical description or discussion may hold the interest of the reader, at least long enough to cause him to read it to the end, the writing must be done carefully and systematically; otherwise it will fail in its purpose of conveying information. Clearness is absolutely essential. "It is not enough to use language that may be understood; it is necessary to use language that must be understood."* The purpose of writing, at least of that which is meant to be read by others, is not only to express ideas but to communicate them. The Melbourne City Link Project has two tunnels, the Domain and Burnley Tunnels, which have been constructed by Transfield Obayashi Joint Venture (TOJV) under a design and construct contract. The two tunnels are located essentially under the Kings Domain, the Yarra River and, in the case of the longer Burnley Tunnel, under the inner suburb of Richmond. The Burnley Tunnel is 3.5 km long and reaches a depth of 65 m at the central Swan Street Shaft, the invert being at RL -60 m. The Domain Tunnel is 1.6 km long, with the invert reaching RL -20. The tunnels were driven, for the most part, in the siltstone and sandstone of the Silurian Age Melbourne Formation. Construction aspects of the driven tunnels as related to the engineering geology have been described by Hutchison et al (1998). The Silurian bedrock is a fractured rock aquifer that is connected to overlying alluvial aquifers. Excavation of the tunnels allowed temporary groundwater inflows which substantially de-pressurised portions of the various aquifers. This de-pressurisation provided the potential to accelerate on-going secondary consolidation rates of the Holocene Aged Coode Island Silt (CIS) and the older Quaternary Fishermens Bend Silt (FBS) deposits, in areas where these materials directly overly the aquifers. As a large portion of the urban area of South Melbourne and the old river course of the Yarra River contain extensive CIS deposits, and were within the drawdown influence of the tunnels, the management of the hydrogeological regime was very important. The permanent design of the tunnels comprised drained and undrained sections (a partially tanked design) which, along with some permanent recharge, provide long-term protection against the possibility of accelerated settlement rates. During construction TOJV implemented a comprehensive groundwater management plan to deal with issues related to the temporary drawdown of the aquifers and the temporary acceleration of settlement. This paper describes the hydrogeological regime, the effects of the tunnelling, the monitoring programs, the extensive temporary recharge system, and the consultation program that TOJV utilised to manage the hydrogeological issues.

This paper presents an assessment of modeling techniques in predicting subsidence over longwall areas. Extensive instrumentation, both at the surface and subsurface of three longwall mines in northern West Virginia have been made. Ground movements were monitored during" a three year-period until subsidence ceased in these areas. A comparative analysis of empirical subsidence prediction techniques including, graphical {NCB}, profile function, influence functions (USBM, BAL'S, KNOTHE'S, and zone area) will be presented. A brief geologic and topographic description of each site along with the instrumentation and monitoring program will also be presented.

"Despite the lip service that has been paid to pro-active plant maintenance processes over recent years, a significant portion of maintenance in industry is still reactive. The business driving force to prevent expensive production opportunity costs arising from “break-down maintenance” is obvious. Various benefits can be derived from successfully deploying remote equipment diagnosis technology and associated business processes.From an end-client’s viewpoint these include the ability to predict and take actions to prevent equipment breakdowns, increasing the lifetime of equipment by responding to appropriate operating instructions and therefore improving the return on capital expenditure. Better planning and scheduling of maintenance priorities and resources with performance measures like an Equipment Health Index are also possible. The knowledge that a qualified supplier engineer is constantly in touch with the operating conditions of their equipment, albeit remotely, is more than a comfort, and can be translated into quantifiable cost savings and improved supplier service levels."

Fully-grouted roof bolts comprise more than 80% of the primary roof supports used in U.S. coal mines. However, nearly 1,500 MSHA reportable, non-injury roof falls occur each year, and most of these are attributable to failure of the roof bolt system. Anchorage failure is one failure mechanism for fully-grouted bolts. As roof deformation works its way upward, the bolts can become heavily loaded near their upper ends, If the applied load exceeds the anchorage, the bolts will simply pull out. Research dating back 30 yrs indicates that this type of anchorage failure is most likely when the roof rock is weak, just where roof support is most critical. In soft shale or coal roof, the small amount of data available in the literature indicates that 20-30 in of resin anchorage may be required to achieve the full capacity of the bolt. In other words, the "full resistance zone" of a 60 in bolt may actually be just 30-40 in. Despite its potential importance, there is no widely accepted anchorage test for fully grouted bolts. Standard pull tests have sometimes been employed, but they provide no information on the anchorage near the top of the bolt. An alternative, first described more than 25 yrs ago in the U.S., is the short-encapsulation pull test (SEPT). With this test, the bolt is installed with only a short (1 ft or less) tube of resin. In recent years variations of this test have become international standards. This paper describes recent studies using short encapsulation pull tests in the U.S. Tests were conducted in the National Institute for Occupational Safety and Health (NIOSH) Safety Research Coal Mine at Bruceton and at underground mines in Pennsylvania and West Virginia. The study found that the SEPT can be used to make a simple evaluation of resin bolt anchorage. Suggested procedures for conducting SEPT are included. The study also confirmed that poor anchorage can be an issue, particularly where the roof rock is very weak. Some simple techniques for improving anchorage, and thereby the effectiveness of fully grouted bolts, are discussed.

With the opening of the Tilden mine near Ishpeming, MI, a new era in iron ore beneficiation was begun. A description of a U. S. Bureau of Mines investigation is summarized to illustrate the selective flocculation-deslime-flotation process developed by the Bureau and used at the Tilden concentrator, which is also briefly described. The operating parameters for the selective flocculation-cationic flotation of an oxidized taconite from the Mesabi range are discussed. A water reclamation system using lime and a cationic flocculant was applied to reclaim the effluents from a 900-pound-per-hour flotation pilot plant. About 80 percent of water requirements were recovered, and the calcium content of the reclaimed water was found to be more important than clarity in influencing the selective flocculation and flotation processes. Although reclaimed waters with about 10 ppm calcium registered turbidities of approximately 5,000 ppm SiO2 equivalents, the concentrates produced using these waters contained 64 percent Fe and =5.0 percent SiO2 and had accompanying iron recoveries of 75 percent. Lower grade concentrates resulted from using reclaimed water with higher calcium contents and lower turbidities.

ACCIDENT-PREVENTION work in years gone by has been carried on by many mine managers as a philanthropic movement, but in recent years they have come to realise that Safety is good business and pays tangible dividends. Let us begin with the word itself. We are told that an accident is "any-thing occurring unexpectedly, undesignedly, or without known or assign-able cause'. It is further explained that it is any 'unpleasant or unfortunate occurrence involving injury, loss, suffering, or death", and, finally, "any unintentional or non-essential circumstance". We admit that accidents are unfortunate, unpleasant, unintentional, and they generally happen undesignedly and to a great degree unexpectedly, but to say that they happen "without known or assignable cause" leads us to believe that the word 'accident' is often misused. Would it not be more correct to say that a man suffered a "personal injury"? The word 'accident' in its proper sense implies something over which no one has any control, but when the majority of all so-called accidents are analysed we arrive at the incontestible fact that some act or action, previous or present, was the underlying cause. As long ago as the year 1556 this fact was mentioned by Georgius Agricola, who, in writing a paper on metallurgy, aptly stated, "It remains for me to speak on the ailments and accidents of mines, and of the methods by which they can guard against these, for we should always devote more care to maintaining our health, that we may freely perform the functions of our body, than to making profits". Farther on, Agricola relates in more detail, "Sometimes workmen slipping from ladders into the shafts break their arms, legs, or necks, or fall into the sumps and are drowned; often, indeed, the negligence of the foreman is to blame, for it is his special work both to fix the ladder so firmly to the timbers that they cannot break away, and to cover so securely with planks the sumps at the bottom of the shafts, that the planks cannot be moved nor the men fall into the water; wherefore the foreman must carefully execute his own work. Moreover, he must not set the entrance of the shaft-house toward the north wind, lest in winter the ladders freeze with cold, for when this happens the man's hands become stiff and slipping with cold, and cannot perform their office of holding. The men, too, must be careful that, even if none of these things happen, they do not fall from their own carelessness'.

Backfill in the form of mine waste tailings has inherent problems associated with attaining adequate strengths upon placement. Fines are usually removed to ensure adequate drainage, which lowers the cohesive strength of the fill, leaving the fines to he placed in a tailings darn. Electro-drainage and electro-chemical grouting is examined to investigate its effects on densification and shear strength within a silty clay tailing having low permeability and shear strength. Two separate grouting mechanisms are observed for the iron and silica grouts used. Electro- osmosis is associated with iron grout that deposits within the tailing matrix under a converging pH gradient, and increases the permeability of the tailing. This process initiates cation exchange and causes cementing of the granular contact points between the clays. Electro-phoresis causes sodium silicate solution to deposit silica grout in the voids of the tailings. The resultant effect of these mechanisms results in an increase in cohesion, leaving the void ratio of the iron grouted tailings as it was but significantly reducing the void ratio of the silica grouted tailings.
