OCTOBER will be western month for the Institute. With meetings at Spokane, Tulsa, Los Angeles, and San Francisco, and with a large number of American Institute of Mining Engineers members and their families in the party sailing out through the Golden Gate to Japan on the afternoon of the tenth, the major activities of the Institute will, for this month at least, be west of the Mississippi. Despite cancellations due to necessity, most of the officers of the Institute will be present and taking part in some one or more of the Western meetings. Prof. Robert S. Richards, our senior past-president, will attend both the Spokane and San Francisco meetings and then go to Japan. President Bradley will preside at the San Francisco meeting and then head the party going to Tokyo. At Tulsa and Los Angeles, the principal officers of the Petroleum Division will be present and active and at all the meetings, directors, ex-directors and -present and past officers will be on the job and keeping things moving.

MANY nonferrous smelting plants have recently adopted natural gas as fuel with resultant economies, both in cost and efficiency of utilization. Not only has this fuel been used for roasting, reduction, sintering, drossing, and smelting, but also for power. All of the three big smelters near Salt Lake City, Utah, have been changed over from coal and oil firing to gas. Among these is the plant of the International Smelting Co., Tooele, an Anaconda subsidiary, smelters of both copper and lead ores. In the roasting division at Tooele are 32 MacDougall six-hearth roasters, each 16 ft. in diameter and 19 ft. high. Two gas burners are installed on each furnace. These burners are of the single-valve, automatic gas-air proportioning type using high-pressure gas at 10 lb.

WHY should I, a geologist, be coming before you to talk about finding ore? Certainly, the great discoveries of the past have not been made by geologists, but by men of very different tastes and training. If, in the year 1800, the course of ore discovery could have been foreseen, there would have been no reason to put it into the hands of geologists or other men of technical preparation. It was not geologists but explorers, Indian fighters, prospectors, manual laborers, and hardy financiers, who initiated the American mining industry. Then why this association of geological technique with ore finding? Why this feeling that the way to find ore is to apply to the problem what we call geo- logical principles? Well, to put it broadly, the old method has run out on us. It no longer works. Or, to put it another way, the cost of finding ore by the old method has mounted so high that one old district after another has become, practically speaking, dead, and various other old districts that are still going apparently at full strength are actually beginning to limp, and, with the cost of discovery mounting yearly, to fear, more than they will acknowledge, that the end is approaching.

THE 139th meeting of the Institute will be held Feb. 17-20, in the Engineering Societies Building, New York. The annual business meeting will be held on Feb. 18 at 10 a. m., and no technical sessions will be scheduled at that time, so that all members may participate in the election of officers, hear the presentation of the annual reports of officers and committees and discuss any matter which they may care to bring up at that time. The annual dinner will be held at the Conlmodore Hotel on the evening of Feb. 20, and the usual good time is promised. Arrangements for this and other social features of the meeting are, as usual, in hands of the New York Sec- tion, of which the chairman this year, Ralph M. Roosevelt, has a well-established reputation earned as president of the Zinc Institute, as host.

INCREASING domestic demand for products, a sharp reduction in exports to Europe, and a rise in imports from South America were the chief features of the economic side of the industry in 1940. As the war progressed it became evident that exports to former European customers were being cut off or drastically reduced, leaving heavy inventories of products in the hands of many American refiners who had anticipated larger demands from the belligerents. Stocks of motor fuel reached burden-some proportions early in the year for the added reason that refining operations were stimulated by heavy demand for heating oils. Excessive tanker rates for Gulf to Eastern Seaboard movements during the first part of 1940 contributed to the accumulation of products on the Gulf Coast, where refinery gasoline prices were forced to extremely low levels by midyear. Tanker rates receded to normal during the summer but have since risen again to the approximate equivalent of pipe-line tariffs from the Mid-Continent.

THE Petroleum Division will hold its first fall meeting in Tulsa, Okla., Thursday and Friday,' Oct. 2 and 3, preceding the. International Petroleum Exposition that opens there on Oct. 4. Headquarters will be at the Hotel Mayo, and members planning to attend should make reservations promptly because of the large attendance expected at the Exposition. The program for Thursday will feature production engineering problems and that for Friday the unit operation of oil pools. The principal papers planned for the various sessions are as follows:

IT is highly significant that engineers should seriously consider the interrelations of technology, economics, and government. It is indicative of the emergence of maladjustments and problems that perplex our thinking and frustrate our activities. Instead of a world in which scientific discoveries and their applications through engineering to the processes of wealth production are regarded as the royal road to progress, we now find science and engineering being made responsible, in no small degree, for our economic and social troubles; and the powers of government are even being invoked to stem the tidal wave of technology. Indeed, there is a deep-seated fear, manifested in the writings of some of our greatest scientists as well as in popular discussions, that science may destroy our civilization.

FEW men are as well known to metallurgists or steel men everywhere as this year's Chairman of the Iron and Steel Division. This is evident from the writer's experience some years ago while visiting Krupp's new open-hearth plant near Essen and the Skoda Works at Pilsen. The first question asked there was: "You know Dr. Herty?" Knowing Charlie Herty has advantages, not the least of which is (or was in 1933) a fine lunch with a plethora of good Rhine \vine at Essen and a super- plethora of Pilsener beer at Slioda.

AT THE TURN of the century the nonferrous alloy industry was awakening to the value of scientific metallurgy, and brass foundries and rolling mills began to establish their own research laboratories for scientific research and control. As the industry grew and its scope broadened it became apparent that an organization was needed that would stand in the same relation to the nonferrous industry as the American Foundrymen's Association did to the iron foundry business. The brass founders' group of the foundrymen's association discussed the matter and it was finally decided to appoint a com- mittee to draw up a constitution for a new organization to be known as the American Brass Founders' Association. Charles J. Caley was chairman and Dr. Richard Moldenke secretary of this committee. The object of the organization as defined by the constitution was the study of the technological development of alloying and founding non- ferrous metals, and furthering the advance of nonferrous metallurgy and the standardization of materials and operations in cooperation with the Bureau of Standards and engineering societies.

THE public generally has-become aware that there is something wrong with the coal industry and a clamor has arisen for an explanation if not a remedy for this disorder. It is only reasonable that this Institute be looked to for a diagnosis to show the way for some other .agency to prepare the patient for prescription or operation. The subject is extensive, widely diversified, and beyond the efforts of an individual to cover completely; one of the objects of this paper is the initiating of a symposium on the non- technical factors essential to an understanding of the bituminous coal industry. The present condition of the coal industry cannot be described in a few words but, in effect, it resolves itself into a simple statement: The average coal operator is losing money notwithstanding a firm conviction on the part of the consumer that he pays too much for his coal. Without enumerating the many and varied. factors which contribute to this condition, this paper will be devoted to the interrelation of taxation and ownership of coal and its effect on finance

AN insistent and steadily growing demand is evident for the broadening of undergraduate curricula in engineering. Among suggested additions are training in public speaking, report writing, business law and contracts, accounting, finance, money and banking, scientific management, economics, social and labor problems, psychology, and ethics. The demand for these subjects comes from the older engineers and from the industries that employ our graduates. Of course, many of the men who suggest such changes are influenced largely by their personal needs and contacts, but the demand is sufficiently widespread to merit serious study by educators. In fact, many educators themselves concur in the proposals for broader training. These matters were examined intensively a few years ago in an exhaustive study of engineering education. Opinion at that time was rather strongly against any profound change. Since then, however, the whole economic system has undergone violent disruption. Even if recommendations made a few years ago were appropriate to the conditions then- obtaining, the enormously changed conditions of the present make advisable a further careful study of this problem. In recent years, mergers, to reduce costs, have sharply limited the number of engineers employed and have thereby intensified the struggle to secure positions. In this stiffer competition, engineers with the most adequate training undoubtedly fare the best.

IN DECEMBER, 1934, the joint Committee on Fuel Values, of the American Institute of Minim and Metallurgical Engineers and the American Society of Mechanical Engineers, submitted a preliminary report, which briefly stated its conclusion that it was not possible to devise any formula for the valuation of coal, based upon the various physical and chemical properties, that would be generally applicable. That report also listed those chemical and physical properties of coal that are generally recognized to have some effect on its use in steam plants, and those physical characteristics of steam plants which affect, in one way or another the relative importance of the properties of coal used in them. Since then, the Committee has considered and discussed in greater detail the interrelationship of the properties of coal and plant characteristics. The conclusions of the Committee are summarized below, with certain recommendations regarding engineering procedure, which will promote the collection of more easily correlated observations with respect to this subject, and thus advance more rapidly the accumulation of data capable of general application.

ON April 7 the twentieth national Open-hearth Conference of the A.I.M.E. will be held in Birming¬ham, Ala., in conjunction with a meeting of the Committee on Blast Furnaces and Raw Materials. At least 300 engineers and operators are expected to attend. Birmingham, the industrial city and iron, and steel center of the South, has been called the "Magic City." Men actively engaged in business in Birmingham today have seen practically every building in the business district erected, have witnessed the establishment of every existing industry, and have hunted birds cm the site now one of the busiest corners of the business district. SINCE the Saar started. the real progress in scrap-metal recover is in the change of point of view regarding secondary metals. The tendency had been to regard scrap as the normal outgrowth of obsolescence, fluctuating somewhat from periods of depression to periods of prosperity. but nevertheless an unwieldy economic factor more to be contended with than embraced. Now, metals above the ground are being looked upon as semi-permanent reserves or stock piles in various stages of repeated use or revolving life cycles. The change in point of view is due to the forced realization that domestic supplies of new metals are limited and many foreign sources are at least temporarily closed. The stock piles must be cultivated. The reserves must be made more nearly permanent. Steps are being taken : (1) develop methods for recovery of scrap metals heretofore not recovered, and (2) restrict strategic metals to uses ensuring a large percentage of re-use, which in turn means substitute materials in the dissipative uses.

NOT long ago an engineering study was made to determine if the time had arrived to lower the head of standing water in abandoned Rock Springs mines Nos. I and 3 of The Union Pacific Coal Co. so that this water would not become a menace to the future operations of adjacent mines or mines developed on seams lower in the coal measures. This survey resulted - in a decision to unwater the No. 1 mine workings and, incidentally, the old No. 3 mine workings by drilling a large-diameter hole from the surface to an opening in No. 1 mine at the sump below 21 entry, provided it was found practical to operate a large-capacity, vertical, deep-well pump under the existing conditions. EVEN in the choice of his birthplace and parents, Donald B. Gillies indicated clearly the trend of his professional career. He was born on Nov. 4, 1872, at Bruce Mines, in Ontario. His father and mother came from the Isle of Skye, Scotland, to Nova Scotia, moved from there to Canada, and finally settled in the copper country in the northern peninsula of Michigan, where the senior Mr. Gillies followed mining as an occupation. Donald's early education was in the public schools and he graduated from Linden Lake (Mich.) high school in 1890. Following the family interest in mining he entered the Michigan Mining School, now Michigan College of Mining and Technology. There he was the rare student who excelled both in athletics and scholastic work. On the athletic field he was a crack football player and track roan. HEALTH and safety in the mining and allied industries of the United States have unquestionably been progressing, particularly during the past three or four years, even though the progress has been anything but great in some branches of these industries. Statistical data to support this statement are readily available as to safety, but similar health data are unfortunately not available. In coal mining the rate of occurrence of fatal accidents per million tons of coal produced for the ten-year period 1911.20 inclusive was 4.27; this rate was 3.84 in 1930, .3.31 in 1931, 3.36 in 1932, and 2.69 (tentative) in 1933. In metal mining, the-rate of occurrence of fatal and- non-fatal injuries per .thousand 300-day workers (calculated) was 224.36 for- the same ten-year period. This fell slowly until after 1929 when it was 203.14, dropping to 170.78 in 1930, to 142.09 in 1931, to 138.46 in 1932, and to 155.13 in 1933. Here, again,-the real progress began in 1931 though the rate in 1930 was not particularly bad. IN his recent paper, "The Controversial Art of Flotation," (Mining Technology, March, 1944) E. H. Rose states that "flotation is a science in so many variables that only art can blend them." This statement is apt. It contains meat. In other words, a valid scientific reason is behind every flotative effect. Some of these reasons we understand, but much the greater number of them still escape us. This does not prevent us from "going places," as familiarity and experience with the problems result in an increasingly intelligent and artful handling of these effects. Hypotheses are built up by the individuals concerned to explain certain happenings. Many of these hypotheses have to be abandoned when placed under the glaring scrutiny of actual trial. A few survive the severest of tests, come through unscathed, and are elevated to the rank of theories, something susceptible of certain chemical and physical explanation, under the conditions of the particular plant concerned. If these theories continue to hold water under all the variations existing in most milling plants, they gradually become accepted as facts in the minds of the plant operators. But-and here is a big BUT-these so-called facts may fall down completely in another plant working under an entirely different set of conditions. In other words, each plant tends gradually to build up its own facts, which may or may not be facts at another operation.

WHEN the drilling of an oil well is completed a permanent opening from the reservoir to the surface must be provided. This is done by lining the hole with pipe, commonly known as casing. In the past, all but a small amount of casing has been run in the hole and joined by threads and couplings. Recently, however, in California, Texas, and Oklahoma, there has been a definite tendency 'to adopt -the welded joint for the following reasons: (1) Plain end casing for welding may be bought for 15 per cent less than thread-and-coupled casing; some of this is offset by the cost of welding the pipe in the hole but a respectable net profit remains.
