IN these days the headlines and spotlight have been focused largely upon the new processes developed and new plants erected to meet the multiplied demands for mineral products required for prosecution of the war. By comparison, the less spectacular achievements of the miner, who is meeting the demand for raw material without which these processes and plants would be useless, have received little attention. Attendance at the mining meetings here reported was small, averaging about 35 to 40, but interest was as keen as ever, and evidenced to your reporter that the miner is no less on the job than is the metallurgist. It is evident that the mine operators are not neglecting any improved methods and practices in their struggle to produce more in the face of diminishing labor supply.

LET'S imagine we are at the Grand L Coulee Dam, where daily 15,000 barrels of low-heat Portland cement and 27,000 tons of processed aggregate in various sizes are mixed to produce 30,000 tons of concrete. Inspect the autographic records which show for each 4-cu-yd. mixer batch of concrete the weights of its constituent materials including its several sizes of aggregate, cement, and water, and which also show the period of mixing and the consistency of the mix. Watch the inspectors sample and test the aggregate for gradation and moisture content of sand, and sample the concrete for homogeneity. Watch the huge buckets deposit the concrete in the forms. It looks too dry to handle, but the concrete vibrators make it melt away. Just enough vibration fully to com- pact the mass, but not enough to produce segregation of the materials; the inspector says when. See the sprinkler system covering all hardening concrete with a spray so that it may not thirst for water. Watch the cleaning of the top of an old lift preparatory to placing a new lift; the sand blasting; the blow-down; the mop-up; the minute inspection.

TWO papers on health and safety were given Thursday afternoon when a joint session of the Health and Safety Committee and the Mining Methods Committee was held. T. T. Read presided and the first paper, on ventilation at Climax, was presented by the author, L. H. Glanville. In the subsequent discussion by Cloyd M. Smith, P. B. Bucky, B. F. Tillson, D. F. Haley, J. L. G. Weysser, and others a number of interesting points not covered by the paper, which appears in full in the January Mining Technology, were brought out. Ventilation troubles in mines so often hinge on the air being too hot and damp that it was interesting to hear of one where it is frequently too cold and too dry.

PRODUCERS of building stone have had to seek new and attractive uses for their output to supplement the diminished orders for standard products. Lunar is the direct result of the need of new outlets for marble and is. probably the most ingenious and attractive type to reach the market in a quarter of a century. It is a highly translucent stone which retains the same glistening sparkle in transmitted light that marble exhibits by incident rays. This sparkle sets it apart entirely from translucencies made of glass or even onyx, alabaster, and the distinctive exceedingly fine textured calcite marbles produced in Alabama and quarried formerly in northern Vermont and Quebec.

MEXICO embraces one of the great metal and petroleum producing provinces of the world. In this respect its history dates back to the overthrow of the Aztec empire by a Spanish force under Hernando Cortes between 1519 and 1.521. Even before then, its richness in silver and other minerals was not unknown. But it was a treasure house for the Spanish conquerors until the country became independent in 1821. It has been computed that in the 400 years following 1521, Mexico yielded 1.55,000 metric tons of silver, worth $3,000,000,000, two-thirds of the entire world production. In 1935 the country accounted for 36 per cent of the world's silver output, 14 per cent of its antimony (in 1934), 13 per cent of its lead, 3 per cent of its zinc and copper, and 21/2 per cent of its petroleum. Contrary to the impression of some, its gold output is now comparatively small, though important in the past. Its oil, as well, formerly hulked much larger than now, in 1921 being one-fourth of the world output.

WHATEVER the outcome of the Industrial Recovery Act, it has currently injected the first hope and optimism into the coal industry for more than a decade. Compared with the recent drab years the results are impressive: Bituminous production for the first ten weeks, 78,000,000 tons, may be compared with 63,000,000 last year; anthracite, 14,600,000 tons and 9,600,000 tons for the same periods, respectively, bringing the heaviest payrolls in ten years with individual checks reminiscent of former boom times. Hurried calls for long deferred new equipment and replacements have stimulated foundry and machine works and the -invigorating effect on the railroads is indicated by the first actual car shortage in a decade. And even in the welter of confusion over code prices, this heavy tonnage has moved at the most profitable figure the coal man has realized for many years, though with the large volume on old contracts, profits were not as large as many think.\

MINING geologists and mining engineer, rarely give due thought to the geography of mining deposits. They realize, it is true that what may be ore in one place would be only worthless rock in another because f the in accessibility of a smelter r a market; and they may consider the lack of a supply of labor, or water, or power to carry on operations. But they do not think (of these things in terms of geography. Geography may be defined as the science of relationships between earth and man, so geographers are vitally interested in the how and why of mining as it is carried on at different place, having entirely different environment-. Such environments are geographic complexes or composites of natural and cultural elements, which are listed and briefly discussed in the following paragraphs.

THERE is probably no other mineral industry of which the public has as much information and misinformation as it has of the coal industry. Unfortunately, however, the general public's knowledge of the coal industry, outside of the particular kind of coal it is accustomed to, by reason of use, is largely made up of information received from newspaper and popular magazine articles, in which the mine workers are depicted as overworked and mistreated men, and the coal operators as "coal barons." Those who have any specific knowledge of exact conditions in the coal industry know how unjust and un- fair such an opinion of the coal industry is, not only to the miner but to the operator as well. Many reporters and writers of magazine articles are misled by statements regarding the condition of the miners that are exaggerated and not founded on facts and, if an investigation of the conditions of the miner's work, his habitation and surroundings were fairly made, it would at least compel more truthful statements by those who write for public reading. That such an investigation would not reveal anything that was wrong, or anything to be censured or cured, no one, I think, would maintain, but I do think that any fair investigation of the facts would show that conditions in and around the newer and later-developed coal mines and communities would compare favorably with those of manufacturing districts, and that where the mines and com- munities are old and not very attractive places to work, or live in, they carry with them other considerations, compensating for these conditions, and cannot be remedied by reason of a lack of sufficient coal to warrant economically any costly changes.

THAT neither the Reconstruction Finance Corp. nor its subsidiary, the Metals Reserve Corp., are in competition with private enterprise was stressed by Charles B. Henderson in an informal talk before the N. Y. Section, A.I.M.E., on Sept. 23. Among other things, the speaker stated that the R.F.C., since its establishment, had authorized loans of $12,000,000, of which over $8,775,000 has actually been distributed. Of this amount, over $6,600,000 has been repaid. None of this money was appropriated by Congress, the sole assistance from that body being the initial authorization of $500,000,000 capital stock.

ALASKA'S coal consumption is now about 130,000 tons annually. About one-quarter of this amount is used in the southeastern part of the territory and in settlements on the western coast and comes from Seattle and from British Columbia mines. About 60,000 tons is sub-bituminous coal from the Healy River mine in central Alaska, and is used mainly at Fairbanks, sixty miles to the north, for heating and the development of electric energy, for the city and the gold-dredging operations of the Fairbanks Exploration Co. The remaining 40,000 or 50,000 tons is bituminous coal from Matanuska Valley, in the south-central part of the territory. These coal deposits extend intermittently for about forty miles along the valley, which trends eastward from the upper end of Cook Inlet.

THE zinc deposits under development by the Universal Exploration Co., a subsidiary of the United States Steel Corporation, are close to Jefferson City, Tenn., a small town about 30 miles northeast of Knoxville, Tenn., and are served by the Southern Railway. The first zinc mining in this district was in the old Mossy Creek mine at the north edge of the town, opened for oxidized ores in 1871 and later worked for sulfide ores. An oxidized zinc ore deposit (carbonates and silicates) was opened near New Market in 1900 and worked through the war period by the G1'8sselli Chemical Co., producing around 25,000 tons of oxidized ore. In recent years a sulfide deposit has been found and developed but is not producing. About 1% miles south of this a small body of sulfide ore was developed by open cut, but the operation was unsuccessful. The Universal Exploration Co. entered the district in 1926 and, after extensive exploration, has been operating an oxidized ore-body since Janual:y, 1928, and has been developing a sulfide ore body since July, 1928.

WE face the postwar problem of the use of minerals as sanctions to control the armament and the re-armament of the Axis powers at the source, minerals being the raw material of armaments. That is the subject of today's discussion. It is one thing to talk about controlling minerals in the interest of rearmament, and it is another thing to put any such ideas into effect. A provision for min- eral sanctions-not by that name but under broader terms-was contained in Article 16 of the League of Nations, and an attempt was made to apply min- eral sanctions when Italy cut loose in Africa. That was a failure because the plan was badly thought out. They did not have the right minerals included in the list. Also, they did not have the machinery set up at all. Somebody said to the League of Nations: Let's apply the sanction, and it was assumed that that was all that was necessary. It turned out to be a rather sad perfor- mance. However, that certainly cannot be taken as an example of what will happen if a properly thought-out pro- gram is adopted.

THE purpose of these conferences has been to find some basic principles to guide us in the chaos which confronts us, to arrive at elements of a national policy. None such exists, nor, as a matter of fact, have there been any concerted efforts by the public or the mineral industry to evolve one. In the absence of such a policy the administrative agencies of the government can hardly be expected to be consistent or really effective in their handling of mineral problems, domestic or foreign. Basic Facts MINERAL reserves are unequally distributed among the nations. The principal world supplies are grouped around the north Atlantic, and nearly three-fourths of the world's total is controlled politically and commercially by English-speaking people. No one nation has a complete supply of the minerals necessary for modern industry; specialization, reciprocity, and large-scale movements between the nations are inherent in nature's unequal distribution of them. The principal sources of supply are relatively few compared with the nations to be served-a fact which determines broadly certain natural outlines of the world flow. National isolation with regard to minerals can be accomplished only through backward steps in industry and lower standards of living even in the nations possessing the most of the mineral supplies. A certain measure of unified commercial control, international in scope, is a natural consequence of the limited number of the large sources of supply. Mineral supplies for the world as a whole are so large that there is little need for concern about early exhaustion, but every nation has important problems of early exhaustion of particular minerals, which must affect their policies.

(San Francisco Meeting, October, 1911.) THE first successful bucket-elevator dredge to operate in California was put in commission at Oroville in March, 1898. There had been numerous previous attempts at dredging, but none of the earlier boats proved a success. The gold-miners in California early conceived the idea of a machine to dig gravel from the beds and bars of auriferous streams that were inaccessible by the methods then employed, and it was only a few months after the discovery of gold in California that such a machine was. shipped around Cape Horn from New York to San Francisco. This was, however, but the forerunner of many failures in gold-dredging, and was soon at the bottom of the Sacramento river. During succeeding years many other unsuccessful attempts were made, and it was not until 1897 that a dredge of the single-lift bucket-elevator type was floated on the Yuba river. This dredge was built by the Risdon Iron Works for R. H. Postlethwaite, and would probably have been a success if it had been operated on some of the rich Oroville ground instead of in a turbulent stream, where the dredge was wrecked during a flood, and was not repaired. Fig. 1 is a sketch-map of California, showing gold-dredging areas. It is not my intention to narrate in detail the history of the early failures in gold-dredging, and the various steps in the development of the modern boat, but merely to touch upon this in a general way, and to call attention to the wide difference in capacity and operating-cost between the first successful dredge, with an actual capacity of 600 cu. yd. per day-though its rated capacity was in excess of this-and the present modern dredge with 15-cu. ft. buckets, and an average capacity of 250,000 cu. .yd. per month. THIS paper briefly describes the general outline of cyaniding silver-ores in Mexico, with special reference to personal experiments made in the Temascaltepec district. The most important papers on the subject deal with cyaniding gold-silver-ores, the gold predominating in value, so that the treatment is nearly the same as for gold-ores, the losses of silver being considered of little importance. I describe here the treatment of silver-gold-ores containing very little gold, which is more general in Mexico than elsewhere. The cyanide treatment, which was so successfully applied to gold-ores, did not succeed immediately with silver-ores on account of their varying composition. Gold occurs in nature usually in the native state, while silver occurs generally in combination with sulphur (argentite), and various combinations of sulphur, antimony, and arsenic. In former times there was a complete difference in the treatment of gold-ores and silver-ores. Amalgamation, which was successful with gold-ores, was generally inadequate with silver-ores. The usual treatment in Mexico for silver was the patio process, the theory of which was satisfactorily explained only quite recently by Mr. Ortega and others. GENERAL OUTLINE OP THE CYANIDE TREATMENT. The general tendency of the present practice is to slime the silver-ore as much as possible, and in order to obtain a higher efficiency, with less loss of cyanide, and greater speed, the following lines are observed 1. Crushing by stamps with 30- or 40-mesh screens, then crushing by Huntington or Chilean mills, through 60- or 80-mesh screens. 2. Concentration upon vanners.
