I. INTRODUCTION. FOR a period of several years, and in a large number of cases, the Metallurgical Laboratories of the New Mexico School of Mines were employed in umpire work. During this time many important local problems were solved. Against the results of careful chemical analyses of ores, assay-returns were often checked. In many cases the assay-methods of mine and custom-smelter were compared, and both often found faulty for the ore concerned. A wide range of ores was covered. Many of the chemical analyses and assays were made by Dr. F. C. Lincoln, Professor of Metallurgy, now of the Montana State School of Mines. A varied series of instructive assays was prepared by Prof. R. B. Brinsmade, now of the West Virginia State University. Single assays and given series of tests were undertaken by H. T. Goodjohn, now chief chemist to the Cia. Metalurgica de Torreon, Coahuila, Mexico; by H. J. Hubbard, now superintendent of the Butters Divisadero Mines, Jocoro,. San Salvador, C. A.; by E. D. Morton, now superintendent of the Arizona & Nevada Copper Mining Co., at Lunning, Nev. ; and by A. W. Edelen, now superintendent of the Angangueo Unit of the American Smelting & Refining Co., in Michoacan, Mexico. A critical comparison of assay-methods that were found to be followed in the case of certain gouge-ores mined in the Mimbres range in New Mexico, and about which there had been much controversy, was made by D. F. Riddell, then Acting Professor of Assaying, and now superintendent of the Providentia Mines Co. of Parral, in Chihuahua, Mexico. To him is due the credit of much that is contained in the following notes, which be has generously permitted -to be used in advance of the publication of the complete results.

THE 123d meeting of the Institute was held in New York Feb. 14 to 17, 1921. The total registration was 1199, as compared with 1138 at the New York meeting in 1920. The weather was a strange and welcome contrast to that of last year, when New York was buried under six feet of snow as the result of the fiercest blizzard in its history. This year there was no snow, and the weather was said to be much more like an Arizona winter than New York. A complete program of the Technical Sessions is on p. 9. The discussions of the papers presented will be published in pamphlet form as soon as possible and will be noted in MINING AND METALLURGY in the usual way.

THE North Texas district presented in this paper includes the counties of Archer, Baylor, Clay, Cooke, Foard, Hardeman, Jack, Knox, Montague, Wichita, Wilbarger and Young. It corresponds with the Texas Railroad Commission's district No. 9. Table I conforms with the nomenclature of pools as designated by the Commission. Most of the oil and gas produced in this region, generally referred to as the Red River uplift, comes from the Pennsylvanian strata. In recent years, however, increasing amounts are being developed in both the Mississippian and Ordovician.

Discussion of the paper of John B. Dilworth, presented at the Pittsburg meeting, March, 1910, and printed in Bulletin No. 35, November, 1909, pp. 1041 to 1043. FRANK FIRMSTONE, Easton, Pa. (communication to the Secretary*) :-Mr. Dilworth's formulas and tables are of course correct, and the extinction will occur as calculated, provided the money periodically set aside for sinking-fund be really invested. and the interest compounded as assumed in the calculation. Actually, in almost all cases, such funds are used "in the business," in which case, in addition to the periodical charges for principal of the fund, additional charges must be made at the end of each period to cover the interest and compound interest on previous charges. The periodical charge for sinking-fund thus becomes a varying and continually increasing one until the date of extinction. On many accounts it seems more natural and convenient to make the extinction by a fixed periodical charge under the legal rule for partial payments, namely, that each payment should apply first to the interest due at the date of payment;: and any remainder, after this is satisfied, be deducted from the principal before the interest for the next period is calculated. IN all special branches of the chemical and metallurgical industries, in which large electric furnaces became necessary for carrying out new processes or for the improvement of old ones, the development of the electric furnaces took place on much the same lines. The endeavors to make a success of a new idea brought forth many ingenious designs, which, however, almost without exception, furnished the proof that the safest and shortest way to practical success is the utmost simplicity of construction of the necessary apparatus. Our knowledge of the qualities of materials for building electric furnaces and of the constituents of the furnace-charges, especially their electric conductivity and their chemical affinity . towards one another at high temperatures, is still far from being complete, and from this fact we must conclude that the smaller the number of elements in the construction of a furnace, the fewer the number of unreliable factors both in the construction and in the operation of the electric furnace. This conclusion deserves special attention when an electric furnace for making steel has to be chosen from the constantly growing number of inventions, inasmuch as the chief con¬stituent of steel, the element iron, is a substance which in its liquid phase has so great an affinity fir those elements which are to be removed from the charge, that it is very difficult to comply with the following conditions: 1, to beat the refining-slag to the highest point of its chemical activity ; to prevent the iron from entering the slaw, or, where this cannot be done, to make it enter so that it finally appears in the end-product

(Cleveland Meeting, October, 1912.) I AM indebted to L. E. Bryant, of Danville, Ky., President of the Virginia Mining Co., operating coal-mines in Scott county, Tenn., for the following information relating to the existence of the Clinton iron-ore under the NW. slope of the Cumberland Plateau in Kentucky and Tennessee. During the past 15 years quite an important oil-field has been developed in a region having Wayne county, Ky., as its center, and a large number of wells have been drilled in that and adjacent territory in the search for oil. Many of' these wells have been carried to considerable depths below the recognized oil-bearing horizon, and one of them was drilled by Mr. Bryant at Pine Knot, a station on the Cincinnati, New Orleans & Texas Pacific railroad, a few miles north of the point where that road crosses the Kentucky-Tennessee State-line. The elevation of the surface at the crossing is about 1,400 ft. above sea-level. The railroad is located on the dividing ridge between the Cumberland river and Big South Fork. At a depth of 1,720 ft. below the surface the drill reached and passed through a formation which the drillers called " red rock," but which Mr. Bryant classified as Clinton iron-ore, as its geological position corresponded to that formation. The ore at this point was 6 ft. thick and appeared to be of uniform quality throughout. An analysis of the drillings gave : Fe, 33; Mn, 0.25; Si02? 3 ; Al203, 2 ; CaO, 13; MgO, 7 ; P,05, 0.333 per cent. ; S, trace. This analysis seems to confirm the belief that the ore is Clinton, and that it is of a quality equal to the average of the deep or unbleached Clinton ores in Tennessee and Alabama. This discovery led Mr. Bryant to make further examinations and inquiries, and he found that the stratum called " red rock " by the drillers had been passed through and noted in the great majority of the wells carried down to the same geological hori-

I (New York Meeting, February, 1912.) FLUE-DUST, to most blast-furnace operators, means a troublesome by-product, the formation of which should be curtailed, if not prevented entirely. However, with the increasing use of fine ores, larger furnaces, and high-pressure blast, the production of flue-dust is constantly increasing, and amounts annually in the United States to from 3,000,000 to 3,500,000 tons, An exceedingly high tonnage, of which a large part has been discarded as valueless. As a result of greater economy in the iron industry, the attention of our furnace-men has been directed towards the utilization of this enormous amount of waste material, a problem which had also been given due consideration by metallurgists abroad. Flue-dust is generally a fine material containing considerable coke and iron-ore, with a small admixture of lime and silica, depending upon the burden. The iron-ore is partly reduced, which shows that the dust originates largely in the reducing-zone of the blast-furnace. In the United States this dust usually contains 20 per cent. of coke and more than 40 per cent. of iron. Estimating coke to be worth $3.25 per ton, and iron-ore 7 cents per unit, a ton of flue-dust, unless made available, represents a loss to the furnace-man of $3.50. This accounts for the first efforts to recharge the flue-dust into the furnace, either by moistening it clown with an excess of water, or mixing it with clay to form balls of pulp, or treating it with lime-water. These methods, however, have been practically discarded, as they failed to produce the desired economies. To recover, in the blast-furnace, all the values represented by the material contained in the flue-dust, the following con¬ditions should be complied with

Further details of the 97th meeting of the Institute, at Spokane, have been sent to members in the Special Circular of May 8, 1909, and for convenience a summary of the additional information is given later in this announcement. In spite of the present small number who have joined the party, final arrangements have been made to complete the itinerary given in the circular. It is greatly to be desired, both in behalf of the Institute and in recognition of the special courtesies to be extended on the trip, that the party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. . For those who cannot take the entire trip, it may be possible to provide special Pullman accommodations after leaving the Yellowstone Park. In order to make the necessary arrangements, however, the names of members and guests contemplating this partial trip should be sent at once to Mr. Theodore Dwight, .39 West 39th St., New York, N. Y. A special train of Pullman cars will leave Chicago September 16. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals (luring the entire trip, except while taking the tour through the Yellowstone Park. The general cost of the trip per member will be $300, which includes transportation, berth, and meals for the entire trip from Chicago back to Chicago, almost 6,000 miles, and the tour through Yellowstone Park, occupying in all about 30 days. 1. INTRODUCTION. THE general impression regarding the preparation of merchantable anthracite is that it is confined to a colossal, grimy structure, called a "coal-breaker." This name is misnomer; for the desired result is not to break the coal, but to prevent its being broken. Preparation may be said to begin at the face of the chamber, with the mining and loading of the coal. Local conditions vary, not only in the same field or basin, but also in the same mine, so that there is no fixed empirical rule governing the method of blasting or cutting coal. Tests should be made, when possible, to determine the explosive, or the mechanical coal-cutter, which will produce the largest percentage of what are locally known as " lump " and " prepared sizes " of anthracite. The prepared sizes are those mostly consumed for domestic purposes. All other sizes might be called by-products of the anthracite industry; for they are not especially desirable, being the degradation resulting from the mining and handling of a brittle or laminated material. Being low in volatile combustible matter, anthracite burns most successfully when nearly of a uniform size, permitting the easy passage of air through the voids. This accounts for the large number of sizes into which the coal is separated. Table I. gives the various sizes, the diameter of ring over and through which each size is made, and the usual purpose for which it is employed.

Discussion of the paper of Lewis T. Wright, presented at the New Haven meeting, February, 1909 (Trans., xl., 492 to 495). J. PARKE CHANNING, New York, N. Y. (communication to the Secretary*):-Mr. Wright, in his introductory paragraph, says: " It is commonly believed by metallurgists that in copper-smelting, the copper in the slags, which is irreducible by continued smelting, is retained in the form of 'prills' of matte." On a recent visit to Greenwood, B. C., I was discussing with J. E. McAllister, the general manager of the British Columbia Copper Co., and the former metallurgist of the Tennessee Copper Co., this very question; and he held strongly to the idea that the copper in slag was in two forms-one portion contained in occluded matte and the other as an oxide. He believed that this same rule would apply to the silver in the slag. From my experience I am strongly inclined to agree with Mr. McAllister; and it appears quite reasonable that in furnaces treating oxidized copper-ores, and to a less degree in furnaces treating sulphide ores, there is always bound to be present a certain amount of copper oxide and silver oxide, which will behave like any base and get into the slag as such. We all know that in Arizona, in the early days, when it was customary to produce black copper, because the ores were nearly all oxidized or carbonates, and sulphur was scarce, the slags as a rule carried 2.5 per cent. of copper and seldom ran less than 1.5 per cent. of copper. The economic point was determined by the extra coke necessary to produce the reducing action. In connection with the extra saving in copper, Arthur L. Walker, now professor of metallurgy at Columbia University, and formerly general manager of the Old Dominion Copper Mining Co., at Globe, told me that with coke at $60 per ton it never paid him to make slags containing less than 2.5 per cent. of copper. *Received Oct. 8, 1909.

THE convention which met in Washington at the call of the Joint Conference Committee was called to order at ten o'clock on Thursday morning; June 3, by Richard L. Humphrey, temporary chairman, member of the American Society of Civil Engineers, who made a brief statement of the reason for the meeting. Lieut. Col. Charles W. Kutz, Corps of Engineers, U. S. A., and Engineer Commissioner of the District of Columbia, then welcomed .the engineers composing the convention on behalf of the District of Columbia and, the Washington engineers. Although an elaborate program had been prepared on which were many well-known speakers on interesting and important topics, , it was voted to intersperse this to fill in the usual and unavoidable hiatuses in the business program of such a convention[ Calvert Townley, president of the American Institute of Electrical Engineers, was elected permanent chairman, and J. C. Hoyt, of Washington, was elected secretary of the convention. The following committees were appointed: Consti¬tution and by-laws, Richard L. Humphrey, chairman; resolutions, Philip N. Moore, chairman; and program, F. H. Newell, chairman. Then, Gardner S. Williams, member of the, A. S. C. E. and the Grand Rapids Engineering Society of. Grand Rapids, Mich., and one-time member of the American Association of Engineers, offered the following resolutions:

THERE is a constant reiteration in some quarters that technical societies are autocratic and that democracy is utterly lacking and that members would welcome democratic societies in which they had full, control of affairs. While we may not speak for other societies, than our own, in so far as th's Institute is concerned such charges- can only come from people uninformed as to the circumstances. It. is no curtailment of the democratic privileges of the members that a -slate is prepared by the Nominating Committee to be voted on at the annual meeting. The Constitution of the, institute stipulates how the nominating committee shall; be chosen and who shall compose it, which prevents anything like- a- clique controlling- the situation. The Constitution further provides how the nominees shall be distributed geographically and the by-laws specify geographical boundaries: for-these nomination districts. Further more, any man or complete ticket can be placed in nomination by means of a petition signed-by only; twenty-five members,- and three or four times such an independent slate has been so nominated and elected.

THIS paper is intended, in the light of recent investigations, to call attention to some of the essential features of good practice in sampling and mine-valuation. Mine-sampling may be divided broadly into two classes : (1) development-sampling and computation of ore-reserves; and, (2) stope-sampling and estimation of stope-values. DEVELOPMENT-SAMPLING. It is with development-sampling only that this paper deals-the term development being taken to mean the opening-up of a mine by cross-cuts, drives, connections, etc., preparatory to actual extraction of the ore for milling. In development-sampling the work of the sampler and the consequent estimation of the probable value of the mine or portions of the mine, as the case may be, cannot be verified until a later period, when the ground thus sampled has been exploited; hence, extreme care and accuracy are essential. Moreover, the development-sampler has to foresee and allow for contingencies which may arise when stoping is started. It follows that the sampling, in development-work, demands familiarity with the conditions likely to be encountered later in actual mining. In stopes, on the other hand, sampling is clone under actual working-conditions, and the sampler's valuations are immediately checked by the gold-output, or in some cases by a second sampling of the broken ore. A stope-sampler therefore need not be an experienced miner, though he should possess sound technical training and work accurately. Should he be somewhat inexperienced, be soon has his errors discovered for him, and learns to avoid them. ALL of the matters so far taken up by the Institute Committee on Stabilization of the Coal Industry will be of help, but it seems to be that under present conditions not very much can be expected until the railroad situation has been improved. As an instance of this, I would cite the fact of our experience at our mines in West Virginia and Kentucky. During 1917 and 1918 at our West Virginia plants we produced for our own consumption, practically entirely in the Chicago district, about 4,750,000 net tons of coal. In 1919 our output was reduced to 3,500,000 tons, this being caused partly by the shortage of orders in the few months following the armistice, but more particularly by The car shortage which began last September and continued throughout the remainder of the year, with the exception of December. This car shortage has been more acute since the first of the year, and while we now have an actual capacity here of 20,000 tons daily and have the equipment to produce it, with the possible exception of a few houses, we are able to average only about 12,000 tons, and in consequence, about 30 per cent. of our by-product ovens in the Chicago district are idle, and a number of blast furnaces are down for the want of coke. These figures, of course, refer to conditions before the strike of switchmen in April was started.

FROM the old-fashioned " grab-sample " to the modern timing- . device, which takes a machine-sample with mathematical precision, there is a wide gap which was only crossed' by many years of toil and unremitting endeavor. Even to-day, notwithstanding the advancement in the art, "grab-sampling" is still practiced-sometimes to afford the unscrupulous mine-promoter a basis for fairy-tales with which to entrap the too-gullible investor, and often by milling and smelting companies to determine the amount of moisture in custom-ores. The latter practice is almost as reprehensible as the former, and it causes more trouble and ill-feeling between seller and buyer than all other factors put together. No reputable concern to-day would think of attempting to determine by grab-sampling the amount of gold, silver, lead, or copper contained in an ore, and yet many buyers expect the miner to accept the results of grab-sampling in the determination of the amount of water contained in the ore, forgetting that accurate results are just as necessary here as in the determination of the metals, because the result determines the percentage of weight of the ore which shall be excluded and considered to have no value whatever. Samples for the determination of moisture should be taken with as great care as samples for the determination of. metallic content, and in order to avoid the extra expense of a separate operation moisture-samples should be taken from the sample-safe. As the sample reaches the sample-bin in a smaller stream and by a more circuitous route than the "reject" travels in its path to the outgoing car, it loses more moisture en route, and a constant should be added to compensate for this difference. Carefully-conducted experiments have shown that the difference in loss of moisture between the two routes does not exceed 10 per cent. in summer and 7 per cent.. in winter. For instance,

(Cleveland Meeting, October, 1912.) ALMOST half a century has passed since the Siemens brothers, after tedious and costly experiments, finally began the manufacture of open-hearth steel. The furnace of that time was very small, having a hearth-capacity of from 3 to 4 tons, and we can appreciate the wonderful development that has taken place in those 50 years by the knowledge that to-day furnaces of 50 times the original capacity are in operation. As the new steel process assumed importance, and furnaces began to grow in number and in size, a question arose, to which no satisfactory answer has ever been given, and that was: ?What is the safe and economical limit of the open-hearth furnace?" Various stopping-places have been suggested, and 20, 30, 40, and 50 tons have each been advocated, but all such arbitrary restrictions have been passed, and 60 tons would probably represent the average furnace, although in a few instances from 70 to 80 tons are regularly tapped into one ladle. The furnaces which are the subject of the present paper have gone far beyond even these limits, and since, in my opinion, they mark another step in the progress of open-hearth steel, they will be considered fairly and frankly, in order that those to whom the matter may be of interest may be able to judge and form their own Conclusions. Short accounts of the work of these furnaces have appeared from time to time in various technical journals, of which the following is a brief résumé. These furnaces are the property of the Phoenix Iron Co., of Phoenixville, Pa., and their distinctive and important feature is, that they charge to twice the capacity of one ladle, and tap simultaneously into two ladles, with a device for controlling the flow into either. In this way the capacity of the furnace is not limited, as formerly, but heats of any size within the capacity of two ladles may be charged.

The Bulletin. As already announced in the January Bulletin, this publication will be issued during the coming year monthly instead of bi-monthly as heretofore. Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates for membership, and other items of timely information. The New Haven Meeting. As already announced in special circular, the XCVIth meeting of the Institute for the reading and discussion of papers will be held at New Haven, Conn., beginning Feb. 23, 1909. The Secretary of the Local Committee is Prof. J. D. Irving, Box D, Yale Station, New Haven. The program embraces visits to many interesting works in New Haven, Ansonia, Bridgeport, etc. The leading topics for discussion at the sessions will be: The Conservation of Natural Resources; A Sea-Level Canal at Panama; and The Technical Education of Mining Engineers. But papers on other subjects also are announced. A supplementary session of this meeting will be held in New York City, at some time during March, 1909, as a joint session with other national engineering societies, for the further discussion of the subject of The Conservation of Natural Resources. A Pacific Coast Meeting. The XCVIIth meeting will be held on the Pacific Coast, including a visit to the Exposition at Seattle, and various other points en route going or coming, depending upon the route and program finally adopted. More definite information will be announced at the New Haven Meeting, or at the earliest possible date thereafter.

ALL history testifies that the mineral resources of a region have furnished both the impulse for its first development by man, and the foundation for its subsequent occupation by civilized and prosperous communities. In the pre-historic ages, the hunters, fishers, shepherds and gardeners of the world may have wandered or tarried without regard to the attractions of the mineral deposits which they could not utilize, and therefore did not value. But with the rise of civilization, as expressed in manufactures and commerce, the national value of such deposits began to be realized. Barbarous and remote tribes, possessing the sources of such supplies, won recognition in trade long before they could attain it through any other means. Thus, the North American Indians of Lake Superior exchanged their native copper for the mica of North Carolina; the ships of Tyre sailed all the way to Spain for lead and to Britain for tin; and the fleets of Solomon brought gold from Tarshish. In more modern times it has been chiefly the precious metals that have stimulated exploration and conquest. The inherent qualities and the traditional value of gold and silver sufficiently explain this historic fact, the continued existence and potency of which is evidenced, even in our own times, by the occasional rush of eager adventurers to new districts where gold and silver have been discovered. The history of North and South America has been peculiarly influenced by this factor. It was the prospect of obtaining gold and silver that led the Spanish adventurers to the shores of America, and the conquests of Mexico by Cortez and of Peru by Pizarro were inspired by the stories of the wealth of the Aztecs and the

PHOSPHATE ROCK is a low- priced commodity. This fact has influenced the choice of mining and beneficiating methods to a greater degree, perhaps, than in most other low-grade mining operations. The fact that many yards of everburden and matrix must be stripped and mined per ton of salable "rock" produced and sold has necessitated he development of relatively simple btneficiating plants having high capacity and low capital and operating costs. The law of diminishing returns must always be reckoned with in phosphate mining and washing, and often recovery must be sacrificed in favor of costs in order to achieve the highest over-all economic efficiency. The phosphate-bearing formation, known as "matrix," is composed of (1) phosphate pebbles, which are somewhat rounded in shape and which vary in size from 1-in, to micron sizes, (2) rounded quartz grains usually smaller than 10 mesh, and (3) clay, of varying "stiffness," which is the binder of the matrix. The phosphate pebbles vary in hardness. Their color, which varies from white to black, is not a reliable indicator of the Bone Phosphate of Lime (B.P.L.) content of the
