The logic and capabilities of a short-term planning tool are presented. It was developed using mixed integer linear programming (MILP) techniques to solve the open-pit and underground mine planning problems that include multiple mining areas, multiple processes, multiple destinations and blending requirements. It finds the optimum schedule that achieves the objective while satisfying comprehensive product quality and quantity requirements, equipment utilizations, as well as physical and technical constraints. A case study is given to demonstrate its applications.

The depth at which it becomes more economical to use slope access as opposed to box-cut access for near-surface coal reserves, termed "transition depth," can be established for a given coal property by considering cost estimates for those parameters that determine respective access method. Fourteen parameters that influence access cost were identified and ranges determined. A Transition Depth Formula was developed to permit determination of the better method of accessing a reserve, given such information as highwall slope, road width, total bench width, pit dimensions, road grade, belt component costs, pumping costs, and cost of overburden removal and reclamation. In most cases, in Appalachia, studies indicate that the transition depth ranges between 20 and 30 m.

"Environmental issues have evolved considerably over the last two decades. The main contributing factors, to name a few, have been the changing values of modern societies, the globalization of trade and its linkage to environment, evolution and accessibility of information/ communication technologies, better educated populations, climate change, longrange transport of toxics, and the increasing influence of non-governmental organizations (NGOs) and multistakeholders.As well, environmental management of mining operations had to be realigned in order to meet these new realities and to respond to more elaborated regulations oriented towards sustainability. Environmental management systems (EMS) have been introduced not only to meet the assurance of conformance to regulations but also to prevent pollution and to apply the continuous improvement of mining processes. EMS models have been developed and certification to international standards (e.g. ISO 14 001) is a common practice.Globalization has imposed challenges and additional requirements to environmental management. Developing a mine in emerging countries implies dealing with international agencies, local communities, and a variety of government infrastructures to obtain a “license to operate.” This paper presents the structure of Cambior’s EMS and how it was adapted and implemented in the company’s operations in South America."

RATHBUN,* Salt Lake City, Utah (written discussion?).¬While the engineer should carefully weigh the merits of the various types of equipment, he must bear in mind that the object of his plant is the recovery of suspended solids, and a thing is unimportant except as it contributes to this end, other engineering principles being duly considered. The controversy regarding the use of synchronous motor-driven rectifiers by which the power for the treater is taken directly from the mains of the local power system, rather than the motor-generator rectifier giving each treater unit its own isolated electrical system, has led many to think that on the type of rectifier depends the success of .the plant. It is in fact a relatively unimportant part of the plant and represents a very small fraction of the investment; the recoveries in dust and fume are practically the same in each case. One large smelting concern has adopted the motor-generator type for all of its plants after years of experience with the synchronous-motor type. Its reasons are practically the same as those set down by Mr. Eschholz for his preference. Given more in detail they are: 1. The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modifying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (K. McDaniel, et al., 1997) to: identify and quantify operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project will be completed in early 1998.

Hazardous waste has often very complicated chemical compositions in a variety of physical forms and is normally processed in rotary kiln incinerators. Due to large variations in waste types and difficulties in feed characterization, the complex transport processes within the incinerator are not well understood, and the incineration process meets challenges in a smooth operation, and expects various uncertainties in the process chemistry and emission control. For better understanding of the incineration process, simulation was carried out by using Computational Fluid-dynamics (CFD) to characterize temperature and species distribution in the incinerator. In order to catch certain aspects of thermal and chemical behavior, a novel approach is proposed to represent approximately the waste streams and the subsequent combustion process. Hazardous waste in various forms from an industrial-rotary-kiln waste incinerator is firstly converted to a hydrocarbon-based virtual fuel mixture with approximately the same HIC molar ratio and calorific value. The simulation of the combustion process of the simplified hazardous waste was proceeded with a combustion model. The distribution of temperature and chemical species especially the remaining CO in the system is preliminarily investigated. Distribution of CO concentration, as a good indicator of emission level for the incineration process, could be used to evaluate the emission control. The predicted temperature distribution has been compared with available measurement data from an operating rotary kiln waste incinerator at A VR-Chieme, in the Netherlands. Reasonable agreement has been reached between the measured and predicted temperature data. [n the next step, measurement of species distribution in the system is planned to further validate the combustion model.

EMRICK: There is some question that may have occurred to you at different times, that is how are you going to tell when the bits are properly made? A fairly good rule to go by is when the used bits come out of the mine, if half of them are bent and half of them are broken, the average is pretty good MR. GEO. B. PRYDE (Union Pacific Coal Company): I would like to ask Mr. Emrick if he has any figures as to the saving of Dower with the different styles of its. MR. EMRICK: I suppose you mean chisel point bits and pick point bits? MR. PRYDE: Yes. MR. EMRICK: So far as I have been able to learn, the only reason why chisel point bits are used is to prevent coring that might be done by the cutter chain. The pick point bit, of course, is the proper thing to use. It can be used when the position of the cutter links in the cutter chain is right. I do not know of any figures which give power consumption ratings on the use of pick point and chisel point bits, but there are tests and ratings, etc., which have been taken- which have been tested as against different bits, which have been given proper clearances against bits not having been given proper clearances, and they will run,-in their saving in power, they will run 20 to 25 per cent. MR. A. C. WATTS (Chief Engineer, Utah Fuel Company) : I would like to ask Mr. Emrick if he has any record showing the saving in power on using the alloy steel chisel bits. I know that several experiments have been made; I do not recall the figures now, but we had a very decided saving in power. MR. EMRICK: I haven't any of the records. Do you think that is because of the steel that has been used? MR. WATTS: Well, they were all sharpened by the same man and used in the same machine, and at the same shop. I do not know the composition. It is "Red Star" Vanadium that I had in mind. MR. EMRICK: I have not seen any records. Some companies are using the tool steel bits because they stand up a little bit better. MR. BENEDICT SHUBART (Secretary) : I was going to ask Mr. Emrick about that question. There is one company that does not recommend tempering the bits. They recommend using not exactly self-hardening steel, but one that is bard enough without quenching-they use 80-90-point car- bon but about a 70-point manganese, not exactly self-hardening steel, but they do not temper this at all. CHALK is soft, pulverulent limestone formed from calcareous remains of microscopic organisms. Whiting is the powder made by the fine- grinding of limestone. Although European chalk dominated the early American market and is still shipped to the eastern and western seaboards, the domestic producer, by new technical processing, improved equipment, and proper selection and mixing of raw materials has shown that the United States can be independent of foreign sources. DISTRIBUTION European Chalk-Outcrops of Cretaceous chalk are found in the area roughly bounded by Antrim, Ireland, on the east, East Prussia on the west, Sweden and Scotland on the north, and Nice, France, on the south. Commercial chalk is mined from the chalk cliffs between Dover and Hull, England; from deposits near Mons, in the Departments of Pas de Calais and Nord in northern France; and from similar de- posits in Denmark and Belgium. United States-Some grade of limestone is found in every state of the Union, but true chalk of Cretaceous age is limited to three large areas in the central and southern states. Niobrara (Cretaceous) chalk outcrops are found as a narrow band encircling the Black Hills in South Dakota, Wyoming, and Nebraska, and in much larger exposures in southeastern South Dakota, eastern Nebraska, and western Kansas. A third chalk belt extends from west central Arkansas into Oklahoma and connects with the Austin beds, which almost cross Texas. In the southeastern states, the Selma chalk extends from western Tennessee south through northern Mississippi and turns east across central Alabama. "Development of Barrick Gold’s Pierina gold mine in north-central Peru requires construction of a waste dump for disposal of nonore grade materials stripped from the open pit to expose the ore. The waste dump site is located near the open pit in a U-shaped valley that is underlain by thin colluvial and morainal soils with locally thick peats and glaciolacustrine deposits. Bedrock underlying the site consists of variably weathered volcanics. The site is subject to moderately high seasonal rainfall and significant seismicity. The geotechnical quality of the waste rock is highly variable, ranging from low-quality, degradable, soil-like materials containing appreciable quantities of silt and clay, to high-quality, hard, durable, blocky waste rock.A hybrid dump design concept was developed that requires in-pit segregation of highand low-quality waste, and selective placement of materials in the dump to maximize stability and enhance internal and subsurface drainage. The design includes a rock drain beneath the dump along the axis of the valley and a series of connected finger drains. Extensive peripheral diversions and stormwater control measures to inhibit infiltration of precipitation are also included.This paper discusses the unique challenges presented by the site and waste materials, the design methodology and stability analyses, and planned monitoring systems."

"Froth flotation has a long history of success for the recovery and concentration of a wide variety of minerals of commercial interest. Both the art and science of flotation have progressed greatly, and as our knowledge has increased so has our ability to improve mineral separations and recoveries.One area of interest in recent years has been the flotation of refractory gold ores to recover the gold-bearing sulfides. In many instances, the use of conventional air flotation to concentrate these values has achieved only limited success. However, as a result of intensive research, Newmont Mining has expanded the boundaries of flotation, and it can now be used to successfully treat many gold-bearing sulfide ores as well as platinum and palladium ores. This has been achieved through the use of the N2TEC technology, which utilizes nitrogen as an inert gas in the flotation process.Laboratory and pilot plant investigations and a commercial plant have proven its worth. Compared to air, the patented N2TEC process has increased the gold recoveries of many ores by 5 to 15 percentage points, and improvements of an even greater magnitude have been observed. This paper describes the process development for the flotation plant now being operated at Newmont’s Lone Tree Mine located in Nevada, as well as development work that was done on ores from their Twin Creeks Mine also located in Nevada."

An innovative biological treatment system designed to detoxify cyanide and nitrate and immobilize metals from cyanide leach operations is described. A pilot-plant demonstration was conducted to detoxify cyanide and immobilize several metals from a process stream at the McCoy/Cove Mine. Testing was performed under the EPA's Mine Waste Technology and Superfund Innovative Technology Evaluation Demonstration Programs. This technology was successful in detoxifying cyanide and effective in removing metals. The pH was consistently neutralized and nitrates were successfully removed. Results show that biological treatment can offer an innovative, cost-effective alternative for the treatment of mining wastewaters.

A DIATREME is a hole blown through a rock by gases, presumably of volcanic origin. Not all pipes of ore have formed by deposition of metals in such openings, but a considerable number have so formed. In this paper are described peculiar vein patterns that are believed to be incipient diatremes or "perforation pipes." Grading into this group is one showing thorough brecciation without rotation of fragments and into the latter a group of ore pipes showing brecciation with rotation of fragments-many of them with well rounded fragments. Also, volcanic craters or volcanic necks are explosion pipes. These may carry ore deposits along their contacts and some carry deposits within the pipes. As new data appear this group becomes increasingly impressive. It has been shown that veins are concentrated in and about cupolas of batholiths and that such veins commonly lienearly parallel to the long axes of cupolas as these are shown on plans. It would be supposed that conical cupolas would have radial patterns, but few vein systems exhibit radial patterns. It is probable that explosion pipes also may form in areas above conical cupolas. From these the gases escape more violently because the loads above them are less than above an elongated cupola where larger bodies of rock are affected. The hypothesis is sound mechanically, for the top of an elongated cupola is a line whereas the top of a conical cupola is a point.

Cable bolts anchored with traditional two component polyester resin cartridges have successfully supported difficult roof conditions in underground mines. Resin cartridges provide a costeffective cable bolt anchoring system with consistent anchorage performance characteristics when properly installed. The most commonly used cable bolts in the U.S. mining industry are 270 ksi (1,862 MPa), 0.7 and 0.6 inch (18 and 15 mm), seven-strand smooth cable with resin mixing bulbs (also known as bird cages), and 40- and 30-ton nominal capacity, respectively. However, there are other types of cable bolt anchoring systems aside from bird cages. Recently, many questions have been raised regarding the anchorage characteristics of various types of cable bolts. Keystone Mining Services, LLC (KMS), the affiliated engineering company of Jennmar Corporation, conducted a variety of controlled tests developed to closely model actual underground installations. These tests compared the performance of three commonly used cable bolt varieties, including plain, bird caged and indented seven-strand cable. Details of the laboratory testing and comparative analysis of the results are provided.

THE minerals that collectively are known as chromite form an isomorphous series of the general formula (Mg,Fe) 0. (Cr,Al,Fe) 203. So wide is the range in chemical composition in this group that chrome ore consisting entirely of the mineral chromite may range from less than 30 pct to more than 60 pct Cr203. The most comprehensive published data on the chemical com- position of chromite are by Stevens,62 who made complete analyses of 52 samples of chromite concentrate from many localities in North, Cen- [ ] tral, and South America. These samples were mechanically purified to remove associated silicates and might be regarded as the cleanest chromite that could be obtained by any mechanical milling process. Fig 1 shows the predominant zone of isomorphism, within the triangular prism of composition defined by the mineralogical end members of the series, wherein his analyzed samples fell.

Noise-Induced Hearing Loss (NIHL) continues to be a concern of the mining industry. A new noise standard (30 CFR, Part 62) is aimed at reducing NIHL in mining through engineering and administrative noise controls. However, the difficulty and expense of implementing engineering controls can make administrative controls an attractive alternative for reducing worker noise exposure. Over the last three years, the National Institute for Occupational Safety and Health (NIOSH) has conducted worker noise exposure surveys in underground and surface coal mines and coal preparation plants. The surveys revealed numerous possible administrative controls and an approach to implementation and analysis. The surveys have shown that worker dosimetry, time-motion studies, and equipment noise profiling are important aspects of effectively utilizing administrative controls. A description of the approach for selecting, implementing, and evaluating administrative controls, and a list of administrative controls, are reported.
