Ore at the Magmont Mine in southeast Missouri is extracted by the room and pillar method on two and sometimes three horizons. In 1991, an innovative plan was formulated for recovery of high grade ore in pillars using cable bolts to accommodate spans of more than 27 m (90 ft). A test area was subsequently selected and a recovery plan developed. A cooperative rock mechanics study effort by COMINCO METALS, the U.S. Bureau of Mines and the University of Utah was later established. When initially opened in 1968, the planned production rate was about 1,000,000 tons per year. Due to declining reserves, the production rate was decreased to 630,000 tons per year in November 1992. Pillar recovery now accounts for approximately 40%-50% of the mined tonnage and plays a vital role in allowing Magmont to continue to operate.

WHEN the atomic age broke suddenly upon the world in 1945 with all its terrible implications, predictions concerning the future of atomic energy were as numerous as columnists and often inflated. Today, some seven years since the explosion and probably ten since the Government took over development of nuclear energy, the impact on our way of living has been largely political (except of course for the thousands of people who have become employed in the AEC). Considering the world situation, weapons have come first naturally. But credible progress in the plow-share uses of nuclear energy-medicine, agriculture, power-can also be noted.

EVER since the first installation of wet-washing methods of coal preparation, the removal of the water added by the washing process has created serious technical and operating problems. The rapid development and widespread adoption of wet washing has necessitated a corresponding development of dewatering methods and equipment. The amount of water retained by coal varies with the size of the coal. The moisture that is largely on the surface of the particles is easily shaken off coarse coal; thus coarse coal can be dried comparatively easily and quickly. Fine coal presents a larger surface area than does coarse coal, so its capacity for retaining moisture is greater. In fine coal, moisture below about 5 per cent is held between the coal particles and its removal is difficult. Draining and drying of the finer sizes is a major problem at many washeries. Two common problems of coal-washing practice that are intimately connected with dewatering and drying are the clarification of washery water and the prevention of stream pollution. The first field has been studied from many angles, including the use of coagulating and settling agents followed by vacuum filters to remove the solids, and the use of sludge tanks with dewatering screens incorporated therein. In many districts, the disposal of sludges into streams has been stopped by law. The lack of space for impounding sludges has created problems of disposal in other districts. Reduction in moisture means a saving in freight costs as well as the elimination of difficulties in unloading and storing. Excess moisture in coal causes it to freeze in localities where severe climatic conditions pre¬vail. Excess water in coals to be used in the production of coke and manufactured gas has a chilling effect on the walls of the oven or retort. Dryness of coal is important in producing good briquettes.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

"Natural resource agencies, under various regulatory authorities, are challenged with permitting underwater explosive use while at the same time protecting aquatic resources. Deciding on whether or not to allow use of explosives requires striking a balance between development and aquatic resource protection. A company’s goal in underwater explosive use is to select methods that are both expedient and cost effective. The use of explosives is often the best alternative for engineering reasons or economic considerations. Over and above legal requirements, indiscriminate destructionof fish and other aquatic resources is not in a company’s best interests because of concerns relatingto public image, as well as the need to secure future contracts."

MR. M. W. Boom: I would like to congratulate Mr. Russell on his fine paper. One very good point which has always appealed to me is the smooth working of a steam hoist as compared with electrical. He does not mention the steam hoist at Springhill which has been working there for a good many years. MR. S. R. NEWTON: I have read with a great deal of interest the paper presented by Mr. Russell on the development of haulage engines in the mines of the Dominion Steel & Coal Corporation. He is to be congratulated on having produced a comprehensive article showing, step by step, the various improvements that have been made over the years in the design of such engines. I am quite in accord with Mr. Russell's statement that the positive tooth clutch can have too many teeth, and also that the method of driving a sliding clutch hub of any design should be by means of a hexagon or octagon on the shaft. Where the clutch hub does not of necessity slide on the shaft it can be pressed on and keyed to the shaft in the normal manner. With regard to the 'Cramp' internal-expanding jaw-type clutch, while it is true there are more moving parts than with the clutch consisting of a ring with internal cut teeth and a driver having a fewer number of teeth as .described by Mr. Russell; there are compensating advantages to the internal expanding jaw-type of clutch. The V shaped profile of the teeth permits of engagement of the clutch with very much less 'jockeying' of the drum. This is particularly the case in vertical-lift mine hoists, where it may be necessary to engage and disengage the clutching mechanism at frequent intervals.

In recent years, one large mine collapse and numerous smaller bump events have resulted in a renewed interest in coal bump research. With numerical modeling, the Energy Release Rate (ERR) calculation quantifies the ?release? of the gravitational potential energy of the rock mass into the environment as mining progresses. This release of energy can occur passively in the form of heat and sound or dynamically in the form of pillar bumps or rock bursts. From the initial application of a calculated energy release rate in the deep hard-rock mines of South Africa, the ERR was found to have a significant correlation with the risk or potential of damaging coal bumps or rock bursts. In this research, an ERR calculation is incorporated into the modern LaModel program to facilitate the analysis for potential coal bumps. Initially the ERR calculations in LaModel are verified using a case study of cut sequences originally modeled using the MULSIM/NL program. Then, the ERR calculations are applied to a bump-prone mine in Southern Appalachia were a number of different pillar recovery cut sequences were used in order to minimize the risk of bumps.

Pyrite is one of sulfide minerals most widely distributed in the earth. During the flotating separation of metal sulfide and the floating desulfation of coal, it is often requaired to restrain pyrite. However, the result is not very satisfactory because of the little difference of floatability of minerals to be separated. The problem is extremely outstanding for the floating desulfation of coal. Researchers carried out a number of experiments with T. ferrooxidans (Yang et al, 2001; Zhou et al, 2000; Zhou et al, 2001; Wei et al, 2001) for an enhanced restraint to pyrite. The results showed that the T. ferrooxidans after being cultured works the best in restraining pyrite. After 10 min pretreatment, the removal rate of pyrite from coal is up to 80%~90%. The research results by Yuan Xin et al (Yuan et al, 2000) show that T. ferrooxidans can restrain effectively the floatability of pyrite and can reduce the recovery of pyrite from 95% to 8%. Though the restraining properties of T. ferrooxidans to pyrite have been proved by many tests and experiments, there are very limited reports on its restraining mechanism. Thus, a systematic experimental research is carried out in this paper.

This Institute is incorporated under the Membership Corporation Law of the State of New York ; its corporate name is AMERICAN INSTITUTE OF MINING ENGINEERS; and its objects are such as are stated in its Certificate of Incorporation. ARTICLE II. MEMBERS. SEC. 1. The membership of the Institute shall comprise four classes, namely (1) Members ; (2) Honorary Members , (3) Associates , and (4) Honorary Associates Only Members and Associates residing within the United States of America, Republic of Mexico and Dominion of Canada shall be entitled to vote at the meetings of the Institute. SEC. 2 All Members, Honorary Members, Associates and Honorary Associates of the American Institute of Mining Engineers as the same existed on the day of the incorporation of this Institute, are Members, Honorary Members, Associates and Honorary Associates, respectively, of this Corporation SEC. 3. The following classes of persons shall be eligible for membership in the Institute, namely, as Members and Honorary Members, all professional mining engineers, geologists, metallurgists or chemists, and all persons practically engaged in mining, metallurgy or metallurgical engineering ; as Associates and Honorary Associates, all persons desirous of being connected with the Institute who, in the opinion of the Council, are suitable. SEC 4. Every candidate for election as a Member or Associate of the Institute must be proposed for election by at least three Members or Associates; must be approved by the Committee on Membership, as prescribed in the By-Laws ; and .must be elected by the Council. Not less than three-fourths of the votes cast shall be necessary to an election Every person so elected shall become a Member or Associate, as the case may be, upon payment of his first dues as herein-after prescribed Each candidate for Honorary Member or Honorary Associate, must be recommended by at least ten Members or Associates ; must be approved by the Council ; and must be elected by ballot at a meeting of the Board of Directors by the unanimous vote of all the Directors present ; provided, however, that the number of Honorary Members and Honorary Associates shall not at any time exceed twenty SEC. 5. MR. LITTLEJOHN: Have you any maximum length that you make your dust barriers? What I mean by that is, your entries are 10 feet wide, and I believe if I remember right, in your single track entries you had only one dust barrier to cover the full width of the. entry in your double track entries, I believe you had two-I would like to know, have you any maximum length you make these barriers? MR. CHAS. LEGER, ROYAL FUEL CO., UTAH: It is stated that they shouldn't be over 8 feet long to obtain sensitiveness. If they make them over 8 feet they are not as sensitive as they should be. They should be made short for two reasons in order to keep the sagging out and to make them as sensitive as possible. MR. DAN HARRINGTON, U. S. BUREAU OF MINES: I didn't come here to enter into any extended discussion on rock dusting or to discuss in particular the situation at Dawson. At the February meeting at Denver, we made a complete study of this matter. Since that time a report was completed and reported to the Phelps-Dodge Corporation and Mr. Moorhead probably has a copy of it, which can give you more complete information as to what we found. We found that with the adobe dusting that they have done, they had six miles of entry pretty thoroughly dusted and of all the samples we took, at least 95 percent of them showed that not only the floor but the ribs and roof were in such a condition that an explosion could not originate in any part of this entry. In other words, this entry as it was dusted was absolutely protected from ignition and propagation. The adobe they used was of material that was non-combustible. In most instances there was not more than 3 per cent of moisture in it.

The Institute maintains a dual relationship with students: (1) an individual relationship with a Student Associate; and (2) a relationship with local organizations of students, known as Affiliated Student Societies or Student Chapters. 1. The conditions of Student Associateship are set forth in Section 8, .Article 1 of the By-laws of the Institute (see p. 45 and following pages) During 1934, sundry amendments were made for the purpose of improving the student relationship. Post-graduate students are now eligible; and the associateship can be maintained, with the payment of the regular dues of $2 per gear, for 18 months following graduation in June. A Student Associate is given a subscription to MINING A ND METALLURGY: he is accorded the privilege of getting special publications such as "The Porphyry Coppers" and "Ore Deposits of the Western States" at the reduced prices applicable to Members; he has the privileges of the Engineering Societies Employment Service and the Engineering Societies Library; and he is not only invited but urged to attend all meetings of the Institute, its Divisions and its Local Sections. The Institute wants to extend the hand of professional fellowship to students following mineral industries curricula.

Discussion of the paper of J. NORMAN BULKLEY, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 355 to 373. GRAHAM BRIGHT, E.. Pittsburgh, Pa.-On p. 265 mention is made of a change from steam hoist to electric hoist. The arrangement mentioned, of using a geared motor, and having the gearing and counter-shaft in a separate, self-contained unit, and then connecting that to the hoist by means of a flexible coupling, is very good. Sometimes, however, it is necessary to change a geared hoist over to an electric hoist. 'In that case the motor could be either direct-connected to the countershaft or geared to the countershaft, making a double-reduction gearing. Trouble has been experienced with this method on account of the hoist not being designed for electric drive. It may be of a rather light construction which will not stand the forces obtained by steam operation, the maximum being determined by the steam pressure which can be obtained in the cylinder. With motors of hoisting types, torques, can be obtained, which are so far in excess of anything that the steam engine could give, that this sometimes results in disaster when a motor is applied to a hoist of that type. If the operator gets a little careless, he may overstrain the hoist, And cause damage, so that this question should be looked into when changing from a steam hoist to an electric hoist. The hoist should be rugged enough to stand the torques which may be attained by careless operation, in which case, instead of using a three-bearing motor, with a pinion between two of the bearings, it is much better to arrange for a two-bearing motor, arranging for a coupling through a flexible coupler. In another place trouble is mentioned as due to the vibration of a geared hoisting motor. That can be overcome by supplying a flexible coupling between the motor and the hoist proper. You will find, if a flexible coupling is furnished, that the motor troubles will largely disappear. K. A. PAULY (communication to the Secretary*), Schenectady, N. Comminution within rod mills has been investigated by use of a matrix analysis of breakage processes. A parameter, the number of breakage stages, has been introduced and comminution within all rod mills has been expressed in terms of the number of grinding stages and a function which describes the feed rate, mill diameter, and mill speed. The effect of variation in feed rate, feed sizing analysis and mill speed on the number of breakage stages is discussed, but no general relation is proposed because more study is needed.INTRODUCTIONRod mills are normally used as the first unit of multi-unit systems for the grinding of metalliferous ores and the cost of operating rod mills may be considerable. For both economic and metallurgical reasons, it is therefore necessary that the mills should be operated efficiently and that a knowledge of the mechanism of the size reduction process within rod mills should be as complete as possible. While a qualitative assessment of the process may be of some value, a quantitative assessment gained by describing the process in mathematical terms can be of much greater use because it may also be used for design and control purposes.In this paper, an empirical mathematical model is postulated to describe the size reduction process within rod mills and it is used to analyse the effects of variations in both rates and size distributions of the feed to the mills.GRINDING CHARACTERISTICS OF ROD MILLSMyers (1953) discussed the grinding characteristics of rod mills and suggested that a pronounced screening effect, resulting in the preferential grinding of the coarser particles, occurs within the mills.
