Paper presented at the conference: Risk assessment in the extractive industries, held in Exeter, UK, 23-24 March 1994, and first published London: IMM, 1994, preprint volume. 22pp., 15 refs. The concept of risk is well established in the mining industry but it is difficult to provide a quantitative assessment of risk. A discussion is presented of the significant sources of risk in a mineral project and how they are addressed. The discount rate is examined as a fundamental means of reflecting risk in discounted cash flow evaluations. Current industry practice is discussed and a methodology for the analysis of risk levels is proposed which assesses the constituent components of the discount rate (real interest, mineral project risks and country risk)

Carbochlorination tests were conducted with matched particle-size fractions of rutile, ilmenite and high-titania slag in a small bubbling fluidized-bed reactor. The effects of temperature, the type and proportion of solid reductant in the charge, and the fraction of Cl2 in the fluidizing gas were investigated. Tests confirm the need for solid carbon in the bed if chlorination is to run at high rates. With solid carbon in the bed, CO supplied with the fluidizing gas does not increase significantly the degree of chlorination after 75 minutes. Ilmenite is chlorinated more quickly than titania slag, which in turn is chlorinated more quickly than rutile. Rates of chlorination at 1100°C and 1000°C are much the same and significantly higher than at 900°C. Chlorination is associated with significant increases in particle porosity (even for rutile), which is brought about by the rapid initial chlorination of FeO and MnO (in ilmenite and slag) and (it is argued) by the chlorination of Ti2O3 which forms at high-energy surface sites. A reaction mechanism is presented; where possible, its validity is demonstrated by the support of empirical observations.

OREGON SCHOOL OF MINES SOCIETY The Oregon School of Mines Society held a special meeting, January 2S, 1918. Mr. Thos. Varley, Superintendent of the Northwest Experiment Station of the United States Bureau of Mines, at Seattle, Wash., addressed the Society. He discussed, in some detail, the development and work of the United States Bureau of Mines, and gave a brief resume of the conditions affecting the "war minerals" on the Pacific Coast. About forty members were present and thoroughly appreciated Mr. Varley's address.

The Stillwater Mining Company, a partnership of Pittsburg & Midway Coal Mining Co. and Manville Corporation, operates a precious metals smelter at Columbus, Montana to further up-grade concentrates from its platinum/palladium mine. The smelter began operation in the summer of 1990. The gas cleaning system in the facility utilizes "oxidation/dilute mode" dual-alkali scrubbing technology to capture sulfur oxide gases from the process gas streams. This paper describes the rationale for selecting the dilute mode dual-alkali system and summarizes design parameters. Start-up problems and their solutions are also discussed.

J. V. N. DORR, New York, N. Y.-I have read Mr. Eames' excellent paper on this' subject with great interest, for besides being connected with the design and installation of the first modern countercurrent decantation plant, he was associated with me in the development of the thickener in the Black Hills some years earlier, and has now been operating the largest plant that has used this method of treatment. His, discussion, of the influence of different factors on the results obtained is quite thorough, but several features I think may not be apparent to the reader who has not studied the subject carefully. 1. Grade of Ore That Can Be Treated.-Mr. Eames has shown graphically that' the assay of all solutions increases directly as the grade of the ore treated. He has not emphasized, however, the fact that, as most operators prefer to keep the assay of pregnant solutions down below a certain figure in order to insure complete precipitation, an increase in ore value beyond a certain point means a proportional increase in solution precipitated and therefore not only an increase in the percentage of dissolved gold recovered, but an actual descrease in tailing loss. The importance of the influence of the percentage of moisture in the underflow on loss is made clear, and I. may add that unless it is quite evident that pulp can be safely settled to 50 per cent. solids, or more, it is usually advisable to use a continuous filter at the end of. a decantation plant to reduce losses in cyanide and gold. Dissolution in Thickeners.-The influence of a change of solution on silver dissolution has long been emphasized and most gold operators have. recognized the annoying way in which a gold ore after being agitated until nothing more can be dissolved will loosen up again when almost ready for the dump after the dissolved metal has been removed by decantation or filtration. Continuous decantation gives favorable conditions for this additional dissolution and a chance to recover most of what is thus dissolved. This is especially true if an extra tank is used in the series and barren solution added at the second tank from the end instead, of the first, as shown in Mr. Eames' Fig. 1. It can be calculated that the use of this tank will reduce the mechanical loss of cyanide by one-third and cut the gold loss as well; but the saving in gold or silver that may dissolve when the pulp is first diluted with weak solution may be as important.

For the past 3 years, the authors have been conducting research sponsored by the National Science Foundation (RANN) to improve the process of excavation by drilling and blasting. The approach followed has been experimental where the development of stress waves and fractures initiated at the bore hole have been investigated in order to obtain a complete understanding of the dynamic fracture process. The second step in the approach has been to introduce modifications in the drill and blast procedure which will permit closer control of the fracture process. The laboratory investigations involve high speed photography where the dynamic fracture process is recorded with a Cranz-Schardin 1, 2 multiple-spark camera. The camera is equipped with 16 spark gaps which are pulsed at 25 K volts to produce an intense but very short (0.5 sec) flash of light. The camera is capable of recording 16 photographs of a dynamic event at framing rates which can be varied from 30,000 to 1,500,000 frames per second. The exposure time is sufficiently short to stop motion associated with detonating explosive charges and to make visible the details of the fracture process at a bore hose. The bore hole in a massive intact rock formation is modelled with a two dimensional plate containing a circular hole to represent the bore hole. The model material employed is a transparent polyester known commercially as Homalite 100.* This polymeric material is extremely brittle as evidenced by its extremely low fracture toughness of [ ]. The fracture toughness is a measure of the ability of a material to resist the propagation of flaws or small cracks. In comparison, Schmidt3 has recently measured the fracture toughness of Salem limestone and determined [ ]. Thus, the Homalite 100 should closely model the brittle nature of rock where fractures occur at small flaws and propagate without any apparent plastic deformation. Homalite 100 is also birefringent, which indicates that it becomes optically anisotropic when subjected to either static or dynamic loads. Circularly polarized light is transmitted through the loaded Homalite 100 model in a polariscope4 and the birefringence produces an optical interference pattern which is called a fringe pattern. For dynamic photoelasticity, the multiple-spark camera is equipped with polaroid filters to produce the circularly polarized light required to generate the photoelastic fringe patterns. An example of a singlespark frame showing a fringe pattern from a typical experiment is presented in [Fig. 1]. The photograph was taken 0.000072 sec (72 sec) after the detonation of the explosive charge. The circular fringes are due to the outgoing dilatational or P type stress wave and travel with a velocity of 85,000 in. per sec (2260 m/sec) in the Homalite 100. The P wave is followed by a second lower velocity stress wave known as the shear or S type wave which propagates at a velocity of 49,000 in. per sec (1245 m/sec). In the local neighborhood of the bore hole, several radial cracks are visible. These cracks propagate at essentially a constant velocity of 15,000 in. per sec (380 m/sec) prior to arrest. The fringes about the crack tips and in the local region of the bore hole are primarily due to the residual gases contained in the bore hole after the explosive charge was detonated. Sixteen frames similar to this one are recorded during the experiment to give full field visualization of the dynamic event at 16 discrete times over its duration. The fringe order number N is related to the difference in the principal stresses of and 02 according to a stress optic law4: [ ] where f0 = material fringe value, and h = model thickness. The wholefield dynamic-fringe patterns provide a basis for simultaneously observing the interaction between propagating cracks and the stresses which drive these cracks. Fracture Control Experiments Improvements in the efficiency of the drill and blast procedures must involve close control of the fracture process following the detonation of an explosive charge in a bore hole. By control it is implied that the number of cracks initiated and the location of each crack on the wall of the bore hole can be specified. Control also, involves orienting each crack and maintaining the crack path and velocity until the specified crack length is achieved. If the entire fracture process can be controlled, then rounds can be designed to optimize volume removed. fragment size and minimize costs. One area of blasting where fracture control is vitally important is in underground excavation where the strength and stability of the rock walls must be maintained and smoothness and precision of the walls must be achieved. The smooth blasting method is one of the most commonly employed procedures for achieving some degree of fracture control. In smooth blasting, the central region of material is first removed, and then the final row of closely spaced undercharged or cushioned holes are fired to remove the final volume and produce a smooth wall. In some instances, unloaded or dummy holes between the loaded holes are recommended to guide the fracture plane. This investigation pertained to an evaluation of 3 features of the smooth blasting process. These included (a) the effect of stress reinforcement on fracture by simultaneously firing 2 charges; (b) the influence of a dummy hole on control of the fracture planes between 2 simultaneously fired charge holes; and (c) the influence of dummy hole spacing on fracture plane control.

"Gold solubilised during cyanidation can be recovered by precipitation (Merrill-Crow process) or by adsorption onto activated carbon, these being the techniques applied in industrial plants.Precious metals (Au, Ag) adsorbed onto activated carbon are extracted during a subsequent stage in aqueous phase, by various technologies, such as hot elution (70-80°C) or under pression desorption (100-130°), with hydro-alcoholic solutions.This stage is of great interest from an economic point of view, due to the high energy costs. Temperature represents the critical kinetic factor.The aim of this paper was to study the influence of different water/organic solvent mixtures (isopropyl alcohol, ethanol and ethylene glycol) on the desorption process.The experimental work was carried out on laboratory scale, using activated coconut carbon with different temperatures and extraction times, without adding cyanide.Best results have been obtained in this order: isopropyl alcohol > ethylene glycol > ethanol. Starting from gold concentration of about 5 g Au per kg of carbon, best kinetics resulted in 97-100% of gold extraction, after 8 hours of desorption, at a temperature of 80ºC."

(communication to the Secretary*).-I have read Mr. Howland's paper on Calculations with Reference to the Use of Carbon in Modern American Blast Furnaces with much interest, and believe that his method of analysis of the subject will be of material assistance in our study of the action of coke in the blast furnace. Mr. Howland quotes Professor Richards' statement that from the standpoint of the generation of the maximum quantity of heat in the furnace, Grüner was right in saying that all the carbon burned in the furnace should be first oxidized at the tuyères to CO and all reduction of oxides above the tuyères should be caused by CO, which thus becomes CO2. It is clear that the maximum quantity of heat is generated in the furnace when the greatest amount of carbon is burned to CO2 irrespective of whether it is burned at the tuyères or further up the furnace. So it would appear that Grüner's theory is sound regarding the maximum production of heat only because if all the carbon is burned to CO at the tuyères the reduction of the ores will have to be effected by the further oxidation to CO2. Whereas, if the reduction of the ores is effected in part by solid carbon, part of this carbon might be oxidized only to CO, resulting in a higher percentage of CO in the escaping gases than from Grüner's "ideal conditions.? But in studying the combustion of coke in the furnace, it is clear that the production of the maximum quantity of heat is not of the first importance in blast-furnace operation, or in the utilization of the fuel charged into the furnace. To my mind the production of a high thermal head at the tuyères is of the first importance, and the best coke is that which reaches the tuyères in proper condition to produce the highest temperature at the tuyères, and in just sufficient quantity to do the amount of work required there under the conditions produced by this maximum temperature. The combustion of a much larger amount of fuel at the tuyères, under conditions that will fall short of producing the highest possible temperature, cannot produce as good results, either in fuel economy or output. If this statement is correct, does it not correspond with Mr. Howland's statement that too much wind is inimical to low coke consumption? Nothing is more fatal to obtaining the highest temperatures than an excess of air for combustion. In the blast furnace an excess of air dilutes and cools the products of combus-

A ceramic product or processed material is a solid composed of materials which have been subjected to heat above 468.3°C (875°F). The raw materials, which are blended together (or in some cases used singly), are selected and utilized for various reasons such as ease of fabrication, aid to processing, to yield desired properties after processing, lack or controllable degree of toxicity or hazard, availability, cost, and perhaps other considerations. Almost all solid inorganic, some organic, and some liquid and gaseous materials have the potential to be used individually in some ceramic product. There are several fundamental functions to be fulfilled in every ceramic product and a number of secondary functions are desirable in specified products. These functions are generally met by the most widely occurring minerals and rocks of the earth and their debris. This fact characterizes ceramics as a field utilizing the raw materials most available to man. Of course, specified products utilize synthetics, organics, and rare inorganics to produce desired results. Any solid nonmetallic product processed by subjection to temperature above a red heat may be called a ceramic product. Widely used construction materials and units, domestic utensils and units, industrial parts to facilitate manufacture, technical components, and aesthetic creations are very often of a ceramic nature because of their durability, inertness, hardness, ease of fabrication, cost, and availability of the ingredients. Often, organics or metals cannot meet desired specifications for some of these products. The rocks and minerals and mineral debris of the earth are largely siliceous. Oxygen and silicon comprise roughly 75% of the earth's crust with aluminum, iron, calcium, and the alkalies following in abundance. Silica (SiO2) and silicates can be melted to form glasses. Alumina (A1203), present in a mineral compound, gives greater durability, hardness, and strength, but lessens the glass-forming property. Iron, calcium, and the other alkalies flux silica and reduce melting points. Thus sand, which is generally almost pure SiO2, and clay, which is generally hydrated alumina silicate, are the most widely used of all ceramic raw materials-principally because of the glass-forming propensities of silicates. In ceramic formulations, clay is generally a refractory filler or skeletal material, having in the raw state a plasticity derived from its colloidal grain size and its water-loving nature. On the other hand, silica sand is a glass former or nonplastic filler. Clay and silica sand in pure forms are quite refractory, i.e., not easily melted. Clay, although siliceous, is less of a glass former than pure silica and is more refractory. Natural contaminants, such as iron oxide or limestone, adulterate many clays and some sands. These contaminants act as fluxes and reduce the fusion points of the mineral or blends. Glass is made from silica sand by fluxing the sand with strong bases, usually soda ash and limestone. Red building bricks are hard and durable because the sand and clay have been partially fused with help of natural iron oxide serving as a flux. The iron oxide performs a dual function, serving as a pigment as well as a flux. In a blend of clay and sand and iron oxide, the sand is more susceptible to fusion than is the clay. Although silica sand and clay are the most widely used raw materials in most ceramic products, many other minerals, and some nonminerals are utilized in products where these materials can produce or aid in achieving desired results. "As prices and demand for aluminum metal have increased over the past few years, secondary production has begun to outpace primary aluminum production. However, while recycling of packaging and automotive scrap has continued to increase, aerospace secondary materials remain a largely untapped resource. Shredded or co-mingled aerospace scrap has a high degree of compositional uncertainty due to the prevalence of high copper and high zinc alloy series. Although it is clear that upgrading strategies enable increased usage of aerospace scrap, it is not clear that they would be economic or efficient. Previous studies by the authors have shown that modeling techniques, specifically chance-constrained optimization, provide the ability to evaluate upgrading options in terms of potential aerospace scrap utilization and production cost. Three specific cases are analyzed: a dismantled case, a sorted case, and a shredded or co-mingled case; sensitivity analysis of resulting compositional uncertainty is also presented.IntroductionAluminum recycling has a number of key environmental and economic benefits. Secondary recovery forestalls depletion of non-renewable resources and avoids the deleterious effects of extraction and winning (albeit by substituting some effects of its own). For most metals, the latter provides strong motivation for recycling; for light metals, like aluminum, the motivation is compelling[1]. Fortunately, as prices and demand for aluminum have increased greatly over recent years, secondary production has begun to outpace primary production (Figure 1). However, while the recycling rates of many aluminum products such as used beverage cans and cars have increased over this period, aerospace secondary materials remain a comparatively untapped resource.This untapped resource for scrap aluminum is a very large one; aluminum is the primary aircraft material comprising about 80% of a planes unladen weight[2]. It is used extensively for airframes, landing gear, engine components, propellers, and interior trim. A standard Boeing 747 jumbo jet, for example, contains approximately 75,000 kilograms of aluminum[2]. At an approximate rate of 300 per year, more than 6,000 civil aircraft are forecast to arrive at end-of-life in the next 20 years, potentially creating a large aerospace scrap market[3]. Many military aircraft are already available for possible scrap use, however, most are currently in storage at air force bases around the world[4]. The underutilization of these aerospace scrap materials indicates a lack of economic end-of-life options."

THE DOMEST[C bituminous coal and lignite industry remained fairly steady in 1959 compared with 1958. Although mechanization continued to expand and production increased slightly, consumption, average value, exports, and employment decreased. The percentage of underground production mechanically loaded, the percentage of total production mined by stripping, and tonnage per man per day were at their highest levels. Production.-The output of bituminous coal and lignite in 1959-412 million tons-was 0.4 percent greater than the 410.4 million tons produced in 1958. Production was retarded in 1959, largely owing to the steel strike and reduced exports.

A high seam geologic condition exists at Jim Walter Resources No. 4 mine that requires immediate rib support after a continuous miner cuts a place. High seam mining heights are typically 2.4 to 2.6 m (8 to 9 ft) and a thick rock layer is present in the upper portion of the coal rib side. The 610-m (2000 ft) mining depth at No. 4 mine induces horizontal rib line movement after excavating an entry. Horizontal rib movement greater than 305 mm (12 in.) have been noted. When lateral movement occurs in the high seam areas, the thick rock layer, and the coal above the rock layer, become fractured and tend to roll into the entry. If not adequately supported, large rib rolls develop in the place being bolted as well as in previously mined areas that endanger men and equipment. To control this, rib support must be installed in the roof bolting operation as the bolting crew works toward the face. A rib control system has been developed for this high seam mining condition using a mechanical anchor bolt placed at an angle in the rib and installed with a modified Fletcher DDM-15 bolting machine. More than 120 km (75 miles) of entry have been supported with angle rib bolts. These angle bolts constitute 43% to 60% of the total roof and rib bolt footage in the high seam portions of No. 4 mine. The angle rib bolting system has proven safer, more effective, and more efficient than the earlier support method using bolts installed horizontally into the rib. No rib roll accidents have occurred since the angle drill bolting machines were placed in service in 1981. By securing the broken rib material with an angle bolt anchored above the coal pillar, a more effective means of rib control is achieved. Angle rib bolting does not interfere with continuous miner productivity. In addition, bolting crews are now reduced from three to two people. Total drilling supply costs are about 60% the previous cost, when compared to the previous support method using horizontal rib bolts:

An extensive testwork was performed around the HPGR plant at GoldFields Ghana Limited Tarkwa Gold Mine. The HPGR was used to prepare the feed for heap leaching. The circuit was configured in such a way that the edge material from the HPGR discharge was recycled for further crushing while the product from the centre reported to the heap leach section. The set-up of the Polysius HPGR provided an opportunity to study the effect of different design and operating variables. This paper will discuss the results from the tests performed to assess the effect of rolls’ speed and applied pressure on the capacity and the grinding efficiency of the HPGR. Applying different pressure values appeared to have an influence on the amount of edge material recycled.

The objective of this is paper is to review the current state of knowledge and practice in highwall mining (HWM). HWM has become a standard method in surface mining, commonly used alone or in conjunction with contour or slot mining. It provides 800-feet to 1,200-feet of additional recovery when the economic stripping ratio is reached in contour mining or in slot mining when surface access to a reserve is limited. A significant attribute of the highwall miner is its versatility. HWM has been used successfully to mine abandoned pre-reclamation law highwalls, points or ridges uneconomic to mine by underground or other surface methods, outcrop barriers left adjacent to underground mines, separate benches of the same seam where the parting thickness or quality differences between benches render complete extraction uneconomic, previously augered areas containing otherwise inaccessible additional reserves and close or widely spaced multiple seams. The theory and design methods to assess roof; pillar, and floor stability are presented followed by three case histories. Simple design charts for sizing HWM web and barrier pillars are also presented. A recommended web pillar width may be obtained from the design charts given the overburden depth, the HWM cut width, and the mining height. Given the depth and panel width for a set of HWM cuts, another set of charts gives a suggested barrier pillar width. The case histories, hm Northern and Southern Appalachia are used to illustrate the application of rock mechanics to quantify the stability of the highwall, roof, web pillars, and floor. The case histories involve 1) mining through a previously augered highwall, 2) mining under back-stacked spoil and 3) selective mining of closely spaced benches of the same seam. Because each site is unique, the appropriate pre-mining geotechnical analyses range from the calculation of roof, web pillar, and floor bearing capacity stability factors to detailed numerical modeling of the auger and underground mine workings. When operating in the vicinity of existing underground mine or auger workings, the determination of ground deformation and strains resulting from highwall mining is a necessary facet of a ground control investigation.

The New York State Department of Transportation recently commenced highway widening and drainage improvement projects in Clarence and Amherst, NY. Drainage improvements including the installation of storm sewer lines required excavation to a depth of 2.5 m (8.2 ft). In September 2002, NYSDOT stopped further blasting when 800 ppm CO was detected in the basement of a house near the blasting site. At the insistence of NYSDOT, the general contractor developed a new blast plan with the assistance of an environmental consultant. The plan provided for the installation of multi-gas monitors in buildings of special concern and/or with basements and residential type CO monitors in all other buildings within 100m (330 ft) of the blast. The multi-gas monitors would be remotely monitored. The plan provided action levels which would ensure public safety. The blast design was also modified to allow for better venting of CO. Blasts were limited to 20 ft lengths. The overburden was to be removed from the rock and blasting mats put in place to prevent flyrock. Approximately twenty feet of trench adjacent to the blast was left open to allow ground movement and gas release. The use of CO monitors was effective to alert occupants of a building to the presence of CO. The most effective appeared to be the residential type CO alarms with digital readouts. They were simple and easy to use and allowed the public to participate in the process. False alarms were repeatedly received with the more sophisticated instrumentation. Residential type CO monitors are preferable to warn people near blast sites. More sophisticated instrumentation should be avoided unless personnel are experienced in its use. A general overview of the blasting and monitoring is presented and discussed. The use and effectiveness of residential type CO monitors and multi-gas monitors are discussed.

With the advent of the resources boom in the late-1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large-scale Australasian open pit mining generally.
