A basic methodology is presented (employing both standard and theoretical assessment, analysis. and data interpretation techniques) for classifying waste containing trace levels of radionuclldes. Despite increased regulatory requirements for handling. transporting. and disposing of such waste: (I) no formal characterization methodology has yet been Implemented. and (2) no limits have been set to define the point at which a waste material is considered to be low-level and below which it Is "below regulatory concern" (BRC) or can be considered to contain no more than a diminimus level of radioactivity (i.e . is nonradioactive). 'I1le concept of diminimus limits specific to waste streams and waste forms is introduced. and a mechanism fur evaluating waste In relation to BRC and diminimus limits is outlined. This methodology can be used to perform a complete and adequate characterization of waste for classification according to its level of radioactivity.

"A new condominium project, The Atelier, developed by Pickus Companies located at the corner of Bryn Mawr and Sheridan in Chicago, IL required an earth retention system to protect the surrounding roads, alley, and existing neighboring apartment bui lding during its construction. Slurry Systems, Inc. (SSI) and Ground Engineering Consultants, Inc. designed the earth retention system using cantilevered sheet piling for three of the four sides: two sides bordering major streets and one side bordering an alley. For the fourth side, which borders an existing occupied brick building, a combination of sheet pil ing and AB. CHANCE® helical screw piers were used. SSI was actively involved in the review process of its earth retention system with the City of Chicago and quickly learned that there was no specific code for hel ical piers/anchors. (It appears that this is the case with most metropolitan cities throughout the United States). Consequently, the approval of underpinning for this project became the critical path, as much testing, calculations, meetings, and other details were required prior to its approval.SSI and AB. CHANCE® recognized that this process for underpinning approval must be seen by other contractors/suppliers who wish to use helical piers/anchors in the City of Chicago. Consequently, this project served as an opportunity to work with the City of Chicago and the City's Building Code Committee in furthering the development of the Helical Piers/Anchors Code, Section 1814. INTRODUCTION - HELICAL PIERSDefinition. A helical pier or anchor consists of one or more helix-shaped steel bearing plate(s) attached to a central steel stem (solid bar or pipe), which is installed by rotating or ""torquing"" into the ground. Each helix is attached near the tip, is circular in plan , and is formed into a screw thread with a defined pitch. Helical piers/anchors are pre-fabricated and can derive their load-carrying capacity through both end bearing and skin friction. The helical piers/anchors can be augmented with grout."

The Resource Conservation and Recovery Act, commonly known as RCRA, which amends the previous Solid Waste Disposal Act, was signed into law on October 21, 1976. Members of the mining industry began their contacts with EPA in this area two to three years before the Act finally was passed, and that seemed and probably was all to the good. We reviewed and commented upon their studies and in general tried to acquaint them with the peculiarities and the uniqueness of the wastes generated by our industry, of which they were abyssmally ignorant. I suppose we thought that through the bureaucracy we might have some influence upon the provisions of the solid waste legislation that was being bandied about on the hill. Certainly the industry, in general, did very little direct lobbying, as I recall, and there were several reasons for that. For one thing we conceived that the legislation was aimed at the chemical industy and believed that if their people looked after their interests, ours would be safeguarded automatically. Also, the Federal Land Policy and Management Act (FLPMA) was heating up at the same time and, in fact, was signed into law on the same day. In addition, a great deal of lobbying activity was required by amendments of the Clean Air Act and Federal Water Pollution Control Act that were being put together in Congress. These were conceived to be of far greater importance to our industry than a bill to control mostly chemical wastes and, in fact, new bills in both areas became law the following year. Finally, the solid waste bill, RCRA, was patched together by committee staffs over one weekend and was reported out by a conference committee rather hurriedly. Some little goodies about mining were almost after-thoughts in this process.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society, but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to . the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees, of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which have equal and undivided interests in the property. The land and building cost two million dollars. During the year 1934, the Constitution and Bylaws of The United Engineering Trustees, Inc., were thoroughly revised and a better organization of its functions was affected: The Engineering Foundation and the Engineering Societies Library were made "departments" of the United Engineering Trustees. The Founders Societies share in the property which it holds, and estimated at the present time, as follows: Real estate, $1,987,793; Depreciation and Renewal Fund, $336,992. The U.E.T. has endowment funds-' amounting to $1,107,677. The A.I.M.E. trustees are W. D. B. Motter, Jr., A. L. .Queneau and Albert Roberts.

If we consider ergonomics to be an exercise in matching job demands to worker capabilities, one of the principal capabilities we must be concerned with is that of human strength. Our ability to evaluate different characteristics of muscular strength has increased dramatically over the past couple of decades with the development of new and increasingly sophisticated instrumentation. One would think that armed with such advanced techniques, we might be able to develop methods to conclusively identify workers at risk of injury in physically demanding jobs. Unfortunately, this has not yet proven to be the case. Instead, what these instruments have continued to point out is how intricate a function muscular strength really is, and how complicated and ambiguous its relationship is to musculoskeletal injury. While we cannot just use isolated tests of strength to specify precisely who may be at risk of injury, studies have indicated that strength testing can be a useful tool for job design and, under certain circumstances, selection of workers for demanding jobs. However, because strength is such a complex phenomenon, there has often been some confusion regarding the proper application and interpretation of strength tests in ergonomics, especially among persons not thoroughly familiar with the limitations and caveats associated with the available procedures. The purpose of this chapter is to discuss some of the fundamental principles of strength assessment in ergonomics, so that these procedures can be better applied to control the risk of musculoskeletal disorders in the workplace 1.1. What is Strength? (And what are we Measuring?) Many of the complications associated with strength assessment arise from the simple fact that even our most sophisticated machinery does not directly measure the force or tension developed by a muscle in a living person. Instead, we can only observe the consequences of force development by a contracting muscle, or more likely, by a combination of muscles There are many ways in which we can measure the effects of muscular contraction, and the techniques we use can have a dramatic impact on the strength readings we will obtain. Consider the situation illustrated in Figure 1. In this example, the muscle exerts a constant force of 1000 Newtons (N). However, the forces we measure can vary quite dramatically depending on where we place the force cuff - from 167 N if we place it near the wrist to 500 N if we place it near the elbow. Which value should we select as properly representing the muscular strength for this elbow flexion exertion? The preceding example illustrates some important points with regard to strength assessment. Perhaps the most important is that "muscular strength is what is measured by an instrument" (Kroemer et al. 1999). It should also be clear from this example [ ] that two researchers could perform an elbow flexion strength experiqent on the same group of subjects, but if each selected different force cuff positions, they might end up with wildly differing estimates of strength. Differences in the strengths of various muscle groups in the published literature may be the results of differences in the procedures and measurement methods used by the experimenters Thus, it is critical that any strength data presented be accompanied by a detailed account of the manner in which the data were obtained. A few additional points need to be made with regard to the testing of human strength. We must be clear that what we are obtaining in such tests are not a person's maximal strength capability, but their maximal voluntary strength. The voluntary nature of the exertion introduces an unknown, but surely substantial, amount of variability in our measurements of strength. One can imagine two subjects with identical muscular strength capabilities, but with varying levels of motivation or discomfort tolerance, for example. We are likely to observe considerable differences in the voluntary force exerted by the two, but it should be understood that such results may be largely the result of psychological factors, and not differences m muscular strength per se. The important point to be made here is that not only are we unable to directly measure muscular force, what we are able to measure is modified by an invisible filter - a filter subject to a wide variety of influences and which will differ considerably for every person we test To make matters worse, this filter would be expected to change even within a given individual on a given day. From the foregoing discussion, one can perhaps better appreciate some of the difficulties with establishing a definitive relationship between an individual's measured strength and that individual's risk of injury.

THE matter that I have on my mind this evening is engineering's need of an open forum. Our fathers of three centuries ago were pro-testanta for freedom of speech and thought in matters religious; later, our fathers were revolutionists for freedom of speech in matters political; until today freedom of speech has become so universal throughout the land that even in the sanctuary of our homes, at times, we have to turn off the loud-speaker. Talk is not always a condition of progress, but light is everywhere necessary to growth, whether the growing thing is a blade of grass, a baby chick, or a young idea, and we must regret anything that tends to shut out the light from the operations of business and industry. Of course, I realize there is little that is novel in what I am saying. Indeed, I have found that Dr. James Douglas-a name we love to honor in our Institute-as long ago as 1907, gave an address at the Toronto meeting that any of us would be proud to be author of twenty-one years after. Dr. Douglas at that time spoke on secrecy in the arts and the text then taken by this leader in metallurgical technique and in the constructive management of big business was "the dangerous temptation to adopt secretive methods by very large corporations." In both thought and language Dr. Douglas was direct and vigorous and he needs no internreter. He advocated the wide open door for ideas on two counts: advancement of technical knowledge and education of public opinion. A few sentences will serve not only to prove the vision of James Douglas, but also, I hope, tempt you to hunt up his address in the Institute's TRANSACTIONS, and thus get his whole thought first hand.

R.C. Rex, Jr. V. Rajaram's paper does not accurately reflect the status of Eastern oil shale development as it stands today. Today, there are numerous firms and research organizations pursuing development of the Eastern oil shale resource. Details of the current projects can be found in the symposium proceedings for the 1985 Eastern Oil Shale Symposium held in Lexington, KY, in November 1985. Additionally, the comparison of the Paraho and HYTORT processes is invalid because the HYTORT process design used it not an accurate representation of the HYTORT process. I will briefly address this point. It is disconcerting to see the author reference hydroretorting work conducted at the Institute of Gas Technology (IGT) (circa 1978) in the introduction, which indicates hydroretorting (the HYTORT process concept) yields of up to 250% of the Fischer Assay oil yield, and then turn around and base the remainder of the paper on the 1981 "Synthetic Fuels From Eastern Oil Shale Report," which depicts the HYTORT process as yielding only 115% of Fischer Assay. Indeed, work conducted at IGT to 1981 indicates commercial oil yields for the HYTORT process would be in the range of 200% to 210% of Fischer Assay. A more thorough literature search by the author would have yielded a 1981 publication by Schora et al., entitled "Update on the HYTORT Process" presented at the Symposium on Synthetic Fuels From Oil Shale in Nashville, TN, October 1981. This paper thoroughly discusses the shortcomings of the referenced study with respect to the HYTORT process. For the interested reader, I can also recommend a June 1984 report entitled "An Economic Comparison of Five Process Concepts for Using Eastern Oil Shale," published by Los Alomos National Laboratory (LA-10106-MS, Parkinson et al., NTIS No. DE84-015981). This study applies a realistic HYTORT design (circa 1982) and indicates that HYTORT is the most econom¬ical method of processing Eastern oil shales (about $20/bbl less than Paraho). Additionally, completion of the HYTORT feasibility study in June 1983 by Phillips Petroleum Co., Bechtel Group Inc., HYCRUDE Corp., and IGT has resulted in development of designs that will make the use of HYTORT on Eastern oil shales even more economic. HYCRUDE Corp., a second-tier subsidiary of IGT, is involved in commercialization and licensing of the HYTORT process and is active in efforts to develop the Eastern oil shale resource. As such, I am disappointed to see outdated material that has the potential for adversely affecting development of Eastern oil shale resources published in MINING ENGINEERING. I can only hope that this response will serve to mitigate any negative opinions that may have been formed. Today, activity in commercializing Eastern oil shales dominates the oil shale scene in the US and indicates a realization of the potential for these shales. Reply by V. Rex, Jr. I hope that Hycrude's work will lead to the funding of a pilot plant to demonstrate that yields of greater than 200% of Fischer Assay can be achieved in a commercial plant using eastern US oil shales.

Ground raw material as fed to the cement kiln generally is a mixture of two to four components, each of which may have widely varying physical and grinda-bility characteristics. Chemically similar materials found in the same or different deposits may also differ appreciably in physical properties, depending on their crystalline structure. The calcareous or principal cement raw material may vary from a soft chalky limestone or friable cement rock at one plant to a hard limestone or oyster shell at another plant. Argillaceous materials include clays, shales and granulated slag. Siliceous and/or iron-bearing material, including sand, 'iron ore and cinders, may also be required in addition for certain types of mixes. Frequently differences in grindability characteristics are not given the attention they deserve in comparing grinding results at one plant with those at another or in selecting suitable circuits or equipment. Many types of crushing and grinding units are used, with numerous open and closed circuit arrangements. Both wet and dry processes are used successfully. When rebuilding or installing a new grinding department, the choice of process or circuit in some cases may be dictated by the nature of the materials being ground but in other cases it may be the result of good salesmanship or a compromise. An over-all evaluation of wet process vs. dry process grinding should not be made without considering the effects on all other *producing departments in the plant. In general, the more recent grinding installations, both wet and dry, have employed closed circuits, but many older open circuits are still in successful operation. In our experience, closed-circuit raw grinding pays, because of lower power consumption and less operating labor per ton of product. However, some dry open-circuit mills with improved equipment and operating methods compare favorably in performance with dry closed-circuit units. Character of Ground Raw Mix (Kiln Feed) Grinding in the cement plant in general requires a considerably finer product than in most ore-grinding operations. A distinction between fineness of kiln feed and of cement may be made in that kiln feed preferably should be ground to a limiting size,whereas finished cement should include a range of size fractions including sufficient fine flours to give a product with satisfactory physical qualities. Grinding raw mix for kiln feed therefore is more comparable to ore grinding, although the limiting size is smaller. Most kiln feeds are ground from 85 to 95 per cent passing 200-mesh, depending on mix composition. Some cement chemists believe that raw materials cannot be too fine, since her particles theoretically combine more readily and intimately in the kiln. However, there are certain definite practical objections to extremely he kiln feed, such as loss of kiln dust, unstable material flow through the kiln and greater difficulty in control of chemical composition due to dust loss, and the disproportion of fines from the more easily ground component. INTRODUCTION In this paper the author will attempt to bridge from the paper work of design and engineering to the reality of implementation. Certain facets of construction are constant to a successful project, no matter the level of technical complexity. Basic to timely, low cost construction are the people assigned to the project. Construction is not accomplished by robots, computers, or speeches; but rather by people. People do however require the avail- ability of equipment and communications to properly complete the work. ORGANIZATION Good organization is the basic requirement of a well implemented construction project. For this paper the author will suggest an organization chart as well as an activity listing that together support the construction activities. There is little difference in the activities or functions needed to construct a small plant or a large one. It is a matter of how much time an individual has to spend on an activity that determines the structure of an organization. The difference between a large and small plant construction job is often described as the multiple hat versus the single hat philosophy. As an example, a resident construction manager on a small job might be the manager, the field engineer, the scheduler, the estimator, and the procurement manager. At some time during a construction

It is scarcely necessary to augment or amend the "Appreciation" of Dr. Douglas, from the pen of Dr. Albert A. Ledoux, which appeared in January, 1916, in Bulletin No. 109 of the Institute. The author of that admirable summary enjoyed the great privilege of expressing while Dr. Douglas was yet among us (though already marked for death) the love and esteem with which we all regarded him. But now that his earthly life has ended, the historian must still be the eulogist. No line need be added or deleted in the portrait of him already drawn; it has only to be accepted now as a true likeness, and hung in the gallery of the immortals, illuminated by the crowning glory of another world. James Douglas was born at Quebec, Canada, November 4, 1837. His father, James Douglas, was a distinguished physician and surgeon, known in many lands, especially in the Orient, and famous in his own country for his philanthropy as well as his skill, having established and directed for many years the first retreat for the insane in the Dominion. of Canada. One of the latest literary labors of the son was the editing and publishing of his father's journal and reminiscences—a fascinating volume, the review of which, though a tempting task, I must here forego. Nearly fifty years ago, I had the great pleasure of spending an hour with the elder Douglas, who guided me through his collection of Egyptian and Asiatic treasures. I might almost say souvenirs; so many of them were connected with personal experiences and exalted personages. The veteran's memory had already begun to fail with age, but his vivacity and imagination glowed all the more brightly; and his reminiscences of travel and adventure were embroidered with Oriental magnificence. I felt, after that hour, as if I had visited a stately, half-ruined edifice, overgrown with vines and flowers. The father's genius, adventurous spirit and generous philanthropy descended to his versatile, yet practical son. Like other men of such temperament, James Douglas tried many things before circumstances beyond his own control forced him into the line of his principal lifework. At the age of 18, he was sent to the University of Edinburgh, where he studied for two years. Returning to Canada, he entered Queen's University, at Kingston, Ontario, where he was graduated as Bachelor of Arts in 1858. Subsequently he studied medicine at Lava1 University, Quebec;

The annual .use of large quantities of sulphurous iron-ores (over 1,500,000 tons in the United States) has led to a search for the best methods of desulphurization, in order to make this material more available for the manufacture of a good quality of pig-iron. Although such ores can be used raw in small amounts, they must be previously roasted if they are to constitute the entire ore-charge of a furnace.

The U.S. Bureau of Mines performed experiments to determine if primary gas toxicities that evolve during the early (~300° C) and later (~.400° C) combustion stages of polyvinyl chloride and chlorinated brattices could be predicted by a smoke particle characteristic, which could be used as a simple and inexpensive test parameter. The experiments were conducted in an approximately 20-L furnace at set furnace temperatures of 2500 and 1,0000 C, for 14 min duration, with an airflow through the furnace of 10 L/min. The variables studied, as a function of time, were the hydrogen chloride (HCl) and carbon monoxide (CO) concentrations, sample and furnace temperatures, the sample mass weight loss, the average smoke particle diameter (dg and number concentration (no), and the product of the average smoke particle diameter and concentration (dgno)' Results show that the inverse of the smoke particle diameter-concentration (l/dgno) correlates directly with the primary gas toxicities evolved during both stages of combustion.

(communication to the Secretary*):—In operatioils requiring the expenditure of fuel, it is solely a question of supplying a certain number of heat-units at certain temperature-conditions. The difficulty of controlling these temperature-conditions is mainly responsible for low efficiency, unless utilizable waste heat is carefully applied either for the pre-heating of the air necessary for combustion, or for the heating of the raw materials, or in other departments of the works to generate steam, etc. A high theoretical or thermal efficiency very often does not establish a high " commercial" efficieiicy, and this fact is responsible for apparent crude practice in many arts. Coal is still very cheap in the East, and oil sells in the West for less than anywhere else in the world. Despite these favorable conditions, I believe that the list of references given in E. C. Eckel's book,' and also the contributions of C. Naske,2 will show that Mr. Eldred's statement, that a the study of the phenomena of applied combustion has been neglected," is not justified as far as the burning of cement is concerned. I have investigated the heat-balance of a lirne-kiln ailci the commercial advantage of using generator-gas for calcination. Mr. Eldred proposes to calcine the materials in the present type of rotary kiln, gas-fired with long-flame combustion, and to Pdke the fritted calcines to a special, gas-fired clinkering-kiln, which shall embody heat-regenerators. The thermodynamics of cyclone smelting of sulphidic copper ores is described using as example the production of copper matte with 75 wt % Cu. Equilibrium calcualtions and material and energy balances show that an increase in process temperature from 1600 K to 1900 K results in the extensive transfer of minor elements such as As, Sb, Bi, Pb, Zn,.... to the gas phase. A pilot plant for carrying out the cyclone smelting process is described. Calculations of material and heat transfer for the reaction of ZnS show that the smelting reactions of sulphides in the cyclone take place very rapidly at high temperatures. The dissociation of the sulphides with subsequent oxidation reactions in the gas phase plays an important part in. the process and is mainly controlled by heat transfer.

A comprehensive, site specific water management plan is of primary importance to the successful implementation, operation and decommissioning of any mining project. Formulation of a plan requires an orderly planning process consisting of identifying problems, establishing planning criteria based on the guidelines and requirements of regulatory agencies, and an iterative procedure of identifying, investigating, and evaluating plan elements and alternative plans. A typical uranium surface mine operation consists of a mine pit or pits, spoil pile areas, crusher, processing plant, and tailings disposal area. A water control plan addresses the problems of diversion of natural runoff from undisturbed areas around the mine; and diversion, collection, and treatment of runoff from within the mine area. A water control plan is required to determine the location and size of appropriate control and detention structures; their cost; and the schedule for permit activity, design, and construction. The plan must be formulated to meet the requirements of both the State and Federal regulatory agencies.

DURING the past year, the Watertown Arsenal has been interested in the occluded gas and oxide content of certain ordnance steels in order to determine, if possible, whether some of the peculiar failures in their physical properties might not be traced to these causes. For the purpose of best accomplishing a study of this nature, it was decided to heat the various samples of steel in a vacuum for definite periods of time at high temperatures and carefully examine the quantity and composition of the gases evolved. By the use of a fused quartz tube fitted with a water-cooled, ground-glass stopper, it was possible to maintain a vacuum at a temperature of 1000° C. for 10 hr. without perceptible leakage being evidenced as measured by a McLeod gage. The silica tube was connected with an evacuating system so constructed that the volatilized gases could be removed from time to time and a low vacuum of 0.002 to 0.0010 mm. of mercury continuously maintained. At no time during the period of heating or in the removal of the gases did the evacuated system come in contact with rubber stoppers or any rubber connections, making contamination from such a source impossible. In other words, the only volatile products that could be obtained must necessarily have come from the steel itself or from the glass and fused quartz system or from the mercury used as a sealing agent. In the earlier experiments, the steel treated was in the form of turnings, but this practice was discarded because the weights of the turnings before and after being heated were widely inconsistent, even when taken from the same piece of steel. This discrepancy developed largely through variation in the amount of metal volatilized with the gases; this metal could always be seen in the form of a ring where it condensed in the cooler portion of the tube either in the amorphous or crystalline condition. Because of the frequency in occurrence and the variation in the manner of deposition, this material was roughly analyzed and found to consist for the most part of iron.
