Research in the field of mining safety and health in the United States plays an important part in protecting the lives of miners. The National Institute for Occupational Safety and Health (NIOSH) Mining Program conducts surveillance, studies and developmental work aimed at improving the safety and health of miners. With recent reviews of the Mining Program by the National Academy of Sciences and the Mining Program response (NIOSH, 2008), the importance of setting goals, conducting high quality engineering and scientific research and evaluating the outputs, outcomes, relevance and impacts of these projects has been reemphasized. Surveillance of reported injuries is a first step in deciding on research directions and in designing specific projects. Groups of injuries often share features and attributes that suggest common causes and may respond to similar preventive efforts. Identifying groups of injuries also serves to prioritize intervention efforts. The Mine Safety and Health Administration (MSHA) Accident and Injury database (MSHA, 2008) provides individual case reports of mining injuries, illnesses and certain no-injury accidents (events such as roof falls that stop mine production or miners? activities for more than one hour). This database is an indispensable resource for researchers and stakeholders needing information on the statistics of these events. From an epidemiological perspective, research projects target groups of miners at risk due to specific patterns of work, equipment, mine settings and the management of safety and health in their mines. Incidence rates are provided by the MSHA data for selected variables, such as surface/underground location, standard industrial classification and state. While incidence rates are the preferred measure for all variables, denominators are not typically available; for example, to more clearly under-stand the data about injury by occupational type, it would be necessary to conduct demographic surveys. A current survey of the demographics of the mining industry should be complete by 2010, which will allow incidence rates to be developed for a number of variables such as age, occupation and experience. This survey will provide the first update of its kind since the first survey was conducted in 1985.

"Although many investigators have successfully achieved separations using variations of a concept wherein particles are buoyed upwards against gravity in a magnetically attracted fluid, none have succeeded in separating fine particles in a manner that is practical tor mineral beneficiation. This paper describes laboratory tests and preliminary economic analyses for a new mineral separation process which provides enhanced magnetic buoyancy and separation capabilities. The process provides a means of gravity separation in a regime where conventional gravity separation is inadequate; that is for small differences in mineral densities and for very fine particles. Although early interest centers on gravity separation, the process has also been successfully used for precise magnetic separation.Tests were conducted on a variety of mineral mixtures, ore samples and concentrates including; a sphalerite ore, pyrochlore ores and concentrates, cassiterite pre-concentrates, a chromite pre-concentrate, and heavy mineral placer samples. Separations requiring high discrimination between fine particles narrowly different in density or weak magnetic properties were obtained. Of particular interest is the ability of the process to concentrate or remove oxide minerals or gangues, especially silicates. Potential applications are discussed."

"In platinum group metals (PGMs) smelting, the slag-to-matte ratios are very high (approximately 4:1 to 9:1). The slag temperature therefore has a strong influence on matte temperature, which is a continual concern due to the low matte melting temperature and its resultant high superheat. Maintaining a stable slag temperature is therefore a critical safety and operational issue. This project aims to improve the understanding of the slag bath temperature drivers so that a more effective slag bath temperature control strategy can be implemented.With the aim of developing a multiphysics model of the furnace, extensive data analysis was performed to develop an in-depth understanding of the process before the start of modelling work. In this work, the effect of fluctuating furnace feed composition on slag temperature was examined. The results are based on equilibrium calculations using FactSage, implemented with ChemApp.A method was developed, using an equilibrium calculation at 25°C, to convert the available chemical assays to approximate mineralogical assays in order to determine the feed enthalpies. Actual 2013 furnace feed data was used and the average specific energy requirement to produce slag and matte at 1600°C was calculated to be 671 kWh/t concentrate. The furnace energy input was then kept constant, and it was found that the slag temperature varies significantly as a function of the feed composition. These results were compared to actual slag temperatures measured on site. It was found that close management of the furnace energy balance is important for maintaining a stable slag temperature."

The U.S. Bureau of Mines is conducting core leaching experiments with sulfuric acid on oxide copper ores from the Cyprus Casa Grande and ASARCO Santa Cruz deposits in Arizona to further our understanding of the leaching process in supergene copper ores as it relates to in situ mining. Leach solutions from atacamite mineralization contained 5 to 30 g/l copper and few extraneous ions. Leachant from chrysocolla ores, with grades similar to the atacamite, contained 2 to 9 g/l copper and abundant extraneous ions. Quartz and K-feldspar had no impact on leach solution composition at any acid concentration (up to 40 g/l) while illite and sericite had minimal impact. Biotite, calcium-rich clay and limonite have a significant impact on solution chemistry when there is abundant free acid in solution. High acid concentrations increase acid consumption in ores with abundant biotite and limonite gangue. High acid concentrations can be used in ores with quartz, K-feldspar, and sericite gangues without increasing acid consumption per unit of copper removed.

This paper describes three programs, currently in use within MSHA, for graphic analysis of accident frequency data. The first program, TREND, plots confidence bands for curved trends in data compiled over a period of time. In addition to detecting statistically significant upward or downward trends, the program can be used to determine whether an observation at a particular time deviates significantly from the historical pattern. The second program, POIPORP, plots interval estimates for the risk of accident in each of several environments, given an observed number of incidents and exposure time at each environment. POIPORP is designed to quantify the uncertainty implicit in incidence rates based on limited information and to facilitate statistically valid comparisons among the rates. The third program, CINDY, plots dynamically adaptive control charts for accident or injury experience at a given location. These charts are used to detect statistically significant departures from a changing standard or a previously established trend. All three programs are written in FORTRAN IV, utilizing DISSPLA and IMSL. They exemplify forms of statistical analysis that would not be practical without a computer. Use of the programs is illustrated with applications to coal mine fatality and injury experience.

The Mogollon mining district, New Mexico, has received little public attention, although for 15 years it has been the leading silver producer of the state; it is situated in a region remote from the principal lines of travel, and its activities have usually been limited to the operations of two or three companies. The value of the total production of the district in the 44 years of its history has been estimated at $15,000,000. For the years 1904 to 1917, inclusive, the output was: gold, $4,370,000; silver, 10,042,000 oz.; copper, 874,862 lb.; total value, approximately $10,500,000. In 1913 the district contributed 80 per cent. of the total silver production of New Mexico, but in 1917 only 41 per cent., due to serious interruption in the operations of the leading producer. Since 1914 the silver output has diminished one-half, and the present high value of silver is nearly offset by the increase in cost of production. The output of gold has rarely exceeded 35 per cent. of the total for New Mexico. The ratio of silver to gold, by weight, has averaged 46:1 based on the whole output of the district. Location and Topography The town of Mogollon is 75 mi. (121 km.) by a poorly located highway ,. from the nearest railroad terminals, at Silver City and Tyrone. All supplies are transported by motor trucks and teams. The area, sometimes called the Cooney Mining District, lies on the western flank of the Mogollon Mountains, which occupy the western part of Socorro County. The elevations drop steeply on the west to the valley of the San Francisco River, adjacent to the Arizona boundary. The topography is very rugged, the whole area being sharply dissected; deep canyons with steep gradients and rugged walls are characteristic of the whole western slope of the Mogollon Range. The main canyons i run east and west, and usually maintain a flow of water during the entire year. As would be expected in a region of such deep dissection, the mines are generally dry. The mountain ridges between the canyons have altitudes varying from 7000 to 10,000 ft. (2130 to 3050 m.) and drop sharply, on their western face, to the floor of the San Francisco Valley at an elevation of 5000 ft. (1525 m.). Erosion has been rapid, and the

Vaal Reefs Mine annually produces some 75 tonnes of gold. Stoping operations, using a scattered mining method, are conducted on several reef horizons within Witwatersrand Supergroup metasediments of the Klerksdorp Goldfield. Current grades average 7.19 g/t Au over a 133cm stoping width. The reef horizons, of which the Vaal Reef is the most important, consists of 2.9Ga palaeoplacer deposits at the base of low angle unconformities. Typically, a reef comprises a mature quartz and chert conglomerate with a siliceous matrix and intergranular pyrite and carbon. Geologists are primarily responsible for underground mapping and supervising of drilling programs. To a lesser extent they are involved with sampling, grade control, ore reserve estimation, mine planning and rock mechanics. Due to a general decline in grades of gold mines, an escalation of production costs, and with the current weak gold price, it has become essential to improve production efficiencies. Consequently the role of the mine geologist has moved away from that of simply keeping the mining people "on reef'. Greater emphasis is being placed on refining geological models to assist in selective mining of the reef and investigations of secondary reef horizons are encouraged. Exploration within fault losses and re-evaluation of pillars is important, and geologists are becoming more involved with sampling and grade control exercises.

OUR 78th Annual Meeting was, technically and attendance-wise, one of the greatest to date. No one who came to New York's Hotel Statler had time to hear all 266 papers, or to attend all 70 sessions and 27 committee meetings, or to shake the hands of the more than 3000 engineers, educators, students and executives who attended-but no one was lost in the crowd. For crowds always dwindle down to groups of two and three and four, and those are the little sessions which make our meetings well worth attending. Herewith four pages of photographic highlights and sidelights on the February gathering.

THE following example of the practical application of engineering geology is of interest in that it demonstrates the advantage of keeping accurate records of all wells, whether drilled by one's self or by others, together with the advantage gained by gathering such data during the process of development. The fault described was found in the autumn of 1915, during the hurried development caused by the discovery of the famous Gusher Bend pool in Red River Parish, Louisiana. The writer was at the time employed by one of the operating companies as geologist, and the example is a portion of the routine work. LOCATION The oil fields of northern Louisiana and east Texas are located in Caddo, Bossier, De Soto and Red River Parishes, Louisiana, and Marion County, Texas. A very narrow strip of the eastern portion of the latter is productive. The producing oil pools are known as the Caddo Field, in the northern part, and the De Soto-Red River Field, in the southern. The two fields are 60 miles apart. There are several gas fields between then, but no important supply of oil has been found, though there are several producing wells in the Anona chalk, locally called the chalk rock, in the Elm Grove gas field in Township 16 North, Range 11 West (see Plate 1).

I have the pleasure to present 6 excellent papers in this section all of major relevance to the mining environment of today where competing social, legal and monetary interests and their often complex interaction require serious consideration. This is particularly true today where huge fluctuations in commodity prices makes mining a perilous undertaking while the world increasingly are becoming aware of the serious threat that mans activities has on his environment. The 6 papers deal with such complex issues as safety in an underground environment; How to protect sensitive wetlands well into the next century; The enormeous waterproblems in China and conflicting dewatering/water supply needs; Disposal of contaminated water in sensitive areas and the dynamic interaction between mining companies and legislation.

"T.L. Leaching ProcessCommercial PerformanceSociedad Minera Pudahuel Ltda. (SMP) has been innovating in the copper producing field with the commercial application of the Thin Layer (T .L.) leaching process in its two operating division s: Lo Aguirre and La Cascada. Since November 1980, SMP' s Lo Aguirre Division has been producing high-purity copper cathodes at a nominal rate of about 16,500 metric tonnes / year, by mean s of the new route of T.L. leaching, followed by solvent extraction and electrowinning (TLlSX/EW). This has been the first commercial application on T .L. technology in the world, and the only commercial application in Chile for solvent extraction and electrowinning.By mid -1980, SMP acquired Sagasca Mining Co., renaming it as La Cascad a Division. The existing vat leaching facilities were modified to apply T.L. in the same old vats. The existing scrap iron cementation recovery circuit was kept running for the continuing production of copper precipitates. The modifications in the leaching circuit allowed shorter treatment cycles with a lower acid consumption and consequently, copper product ion increased from a previous historical high of 12,000-13,000 metric tonnes /year to a new level of about 22,000 metric tonnes/ year . These changes have been in operation since March 1981.T.L. Leaching commercial performance, both at Lo Aguirre (TL / SX /EW) and at La Cascada (TL/cementation), has been presented in several recent publications. Real operating parameters and process requirement s were reviewed in detail. A breakdown for TL / SX/ EW economics was also published based on Lo Aguirre' s performance during 1982(41."

Production scheduling, along with production planning, provides projections of future mining progress and time requirements for the development and extraction of a resource. These schedules and plans are used by management as a means of attaining the following objectives (1) maintaining or maximizing expected profit, (2) determining future investment in mining, (3) optimizing return on investment, (4) evaluating alternative Investments, and (5) conserving and developing owned resources. The first four goals are generally concerned with mining costs, both capital and operating requirements, and as such, play an important role in production planning. However, this chapter is concerned with the fifth management objective of resource development in order to conserve and perpetuate the corporate entity. The following discussion is based on the premise that detailed economic evaluations and market surveys have been performed and analyzed and that the results indi¬cate a viable project.

An 1820°C isothermal cross section of the Ti-Ta-C ternary diagram was prepared from X-ray diffraction and metallographic data. No phases other than those appearing in the three binary diagrams were observed. At temperatures above the titanium transition temperature titanium and tantalum form a complete series of solid solutions containing up to 2 atomic pct C. The phases Tic and TaC also form a continuous series of solid solutions extending across the diagram. PREVIOUS work on this alloy system was very limited. Of the three binary constitution diagrams involved, only one, the Ta-C system was available in the literature. Preliminary data on the other two systems was received from the investigators during the course of the investigation and both have been published in recent months. It had been shown that Tic and TaC formed a continuous series of solid solutions, but the range of carbon content in this phase was not known. While Ta2C had been described, its solubility for or reactions with other carbides had not been reported. It was not known whether or not any ternary compounds occurred in the system. The present program was undertaken to determine experimentally the general form of the ternary diagram. It is hoped that the results will be of value in furthering the development of sintered carbide cutting materials and high temperature ceramets, many of which contain combinations of Tic and TaC. The Binary Systems Of the three binary diagrams involved only that of Ta-C was available at the time this project was started. The diagram of Ellinger¹ redrawn in Fig. 1, shows a hexagonal phase Ta2C having a very small composition range and a cubic TaC phase having a composition range of from 40 to 50 atomic pct C. The authors made a separate determination of the composition range of TaC using lattice constant values and found the range to extend from 40 to 49.7 atomic pct C in good agreement with Ellinger's diagram. Two determinations of the Ti-Ta system have appeared recently.2,3 These two diagrams are in good agreement and show that ß titanium and tantalum form a complete series of solid solutions. The Ti-C diagram by Cadoff and Nielsen4 shows a very limited solubility of carbon in both a and ß titanium. The single carbide formed persists over a wide range of carbon contents. Several values for the upper limit of carbon content of this phase have been reported."' The highest value obtained in the M.I.T. Laboratory was 47.5 atomic pct C with a lattice constant of 4.328?.5 Fattinger7 describes a gas carburization method which he claims produces stoichiometric Tic although he does not present any data showing that he actually had 50 atomic pct combined carbon. Greensand, greensand marl, and green earth are names given to sediments rich in the bluish green to greenish black mineral known as glauconite by the mineralogist. The word glauconite is from the Greek word glaukos, meaning bluish green. The term "greensand" as a rock name for a glauconite-bearing sediment is more appropriate than "greensand marl," a term that has been doggedly perpetuated in the literature. Because of its potash and phosphate content, greensand was dug and marketed as a fertilizer and soil conditioner for more than 100 years. The advent of prepared fertilizers with adjustable nutrient ratios led to the decline of greensand for agricultural application. The material has since been recognized for use in water treatment. Unfortunately, in spite of large reserves and worldwide distribution, the mineral has not been utilized to any significant commercial extent because no major application has been found for a substance with its chemical composition and properties. This lack is probably due to a paucity of research on its potential commercial application. Extraction of potash received considerable attention during and just after World War I. Because of relatively high extraction costs and generally low potash content (up to 8% ), glauconite lost its appeal as a source of this commodity. Historical Background Greensand was used as a fertilizer in New Jersey in the latter part of the 1700s. During the early 1800s its use became more common; applications of up to 100 tons per acre were sometimes made, although recommendations for agricultural use suggested 20 to 50 tons per acre (Tedrow, 1957). Many crops, especially the forage type, were said to improve with greensand application; however, because of, slow release of potash, large quantities were required. Certain greensands that contain sulfur and sulfide minerals are harmful to plant growth, and these were classified as "poison," "burning," or "black marls." The availability of higher-grade potash salts from other mineral sources, and the manufacture of prepared fertilizers, displaced the agricultural use of greensand during the later 1800s. During the mid-1800s the domestic greensand industry, centered in a small section of the eastern United States, grossed more than $500,000 per year. Toward the end of the century, annual production had dwindled to less than $100,000. By 1910 there were only six or eight greensand producers, grossing less than $5000 (Tyler, 1934). There was a small revival in the industry during World War I because of the curtailment of foreign potash, especially from Germany. During the later 1940s and early 1950s greensand was again recommended as a food nutrient for plants and farm crops. Agronomic studies discussed its potential as a soil additive that gradually releases potash and many trace-element nutrients essential for plant growth (Tedrow, 1957). Greensand was sold with the idea that it would condition soil and absorb and hold water while its base-exchange properties would release trace elements. For a short time glauconite was utilized in certain parts of New Jersey as a binding additive in the brick industry, and in the 1800s for making green glass (Cook, 1868). In the early 1900s the base-exchange property of glauconite was recognized for water treatment, and the mineral gained acceptance as a water softener. On the map of Europe the shield-shaped area included in the boundaries of Rumania appears too small to constitute a very important factor in the wold's oil production. The country has a total area of 122,000 square miles of territory, about one-fifth of 1 per cent. of the world's surface, from which about 21/2 per cent. of the world's oil was produced in 1929. This relatively small area also constitutes one of the known billion-barrel reserves of the world. Oil has been found in various localities in the foothills of the Carpathian Mountains, extending more than 100 miles in length at their base. It is rather unusual that, while the extent of prospective territory seems to be large, the area of the commercially productive pools is comparatively small. Oil accumulation in Rumania is closely associated with salt stocks. Shows of oil are encountered from the Pliocene down to the Cretaceous. Most of the production, however, comes from the Pliocene, the chief producing sands of which are the Dacic and the Meotic, although some oil is produced from the Levantic and the Pontic. The Meotic as a source of oil was known for many years, but the intensive output from this sand series is a comparatively recent development and accounts in a big measure for the steady increase in Rumanian production. In the early part of the summer of 1929 the Astra-Romano (Royal Dutch) completed a well at Moreni in what is thought by some to be a fourth Meotic sand (a new sand series) at a depth of 5200 ft. with an initial production of 2000 bbl. a day of 41" gravity oil. The development of this new horizon has been somewhat retarded by the disastrous fire which occurred at Romano-Americana's well No. 160 in Moreni, but its discovery adds materially to the future life of the Moreni area, one of the country's oldest fields. Rumania's production for 1929 is estimated at 35,556,000 bbl., a daily average of 97,400 bbl. This compares with the total of 31,542,000 bbl. for the previous year, a daily average of 86,180 bbl., or an increase of 12.73 per cent. Rumania now occupies seventh position in the world's oil picture, it having been replaced as the sixth in importance by the Dutch East Indies in 1929. Table 1 shows a comparison of production by districts and fields.

AN elaborate series of experiments has been conducted during the past three years at Irvington, N. J., which has resulted in the perfection of a process for the manufacture of smokeless fuel from high-volatile coals, and for the recovery and refinement of the coal-tar products derived therefrom. These experiments have been financed by Messrs. Blair Co., of New York, and were conducted under the direction of Charles H. Smith, a member of this Institute, and the inventor of the process. The low-temperature distillation of coal has interested investigators for many years. Sporadic attempts have been made to solve the mechanical problems, but until the Smith process. was developed, they were not carried to conclusions of economic value. The present coal shortage and the increasing demand for smokeless fuels make this subject one of timely interest.

That the death of Martin Coryell, which occurred at Lambertville, New Jersey, on Monday morning, November 29th, touched the sympathies of a wide circle of professional associates and personal friends, was amply testified by the gathering at the funeral services on Friday. Like his distinguished friend and neighbor, the late Ashbel Welch, Mr. Coryell was one of those pioneers in American engineering to whom we owe the great railway and canal systems which lie at the base of our national prosperity, and who have consequently enjoyed the respect and esteem of their successors of the present generation. Martin Coryell was born July 20th, 1815, at New ope, Rucks County, Pa., and was educated principally in the schools of his native town arid of Lambertville, New Jersey, to which place he returned for permanent residence fifty years later. With the exception of a brief period in youth, during which, to restore his failing health, he learned and practiced for a few months the carpenter's trade, and another brief period, later in life, when he read law for a time in the office of B. H. Brewster, of Philadelphia, afterwards Attorney-General of the United States, Mr. Coryell may be said to have spent his life as an active civil and mining engineer. Even these two episodes can scarcely be said to have been deviations from that profession, since they served to give him more thorough preparation for constructive and administrative work. The Delaware Division Canal, the Raritan Canal, and the Brunswick Canal, are among those upon which Mr. Coryell was employed. For the Raritan Canal Company, under the superintendence of Ashbel Welch, he located the greater part of the Belvidere Railroad (now the Belvidere division of the Pennsylvania Railroad), and directed its construction from Trenton to Lambertville. He was also active as a mining engineer, being one of the early pioneers of mining in the Lake Superior copper region, and had much to do with the development of the Hazleton coalfield and the railroad which has since expanded into the Lehigh Valley system. In 1862, he removed to Wilkes-Barre, where, in 1864, he became manager of the Warrior Run Mining Company. One of the editors

The Office for Mine Safety and Health Research, National Institute for Occupational Safety and Health is responsible for providing research leadership in the prevention of mining work-related illness, injury and death. Planning of the NIOSH FY99 research program focused on the comprehensive collection and risk analysis of fatality, injury and illness data according to commodity and mine type. This data, coupled with the mapping of information obtained from stakeholder meetings over several years, provided the basis for prioritizing research needs. Results of the combined analysis were compared to the FY98 program to identify surveillance and research gap areas. The FY98 research program was then assessed according to commodity and mine type and compared with exposure assessments, traumatic fatality rates, injury rates and employment trends in each commodity-mine type combination to gain insight into the potential balance of the future research program. This paper presents the methods, data and results of this planning process.
