Introduction Only a person fresh from an information vacuum could not know the status of this nation's economy. The inability of the US to compete in the world marketplace is manifested in many industries, from shoes to computer chips, from cars to copper. What industry will next fall prey to world competition? Perhaps the question should be, what insustry will next fall prey to declining productivity? American industry is being forced into an era where the focus must be on productivity, quality, cost control, and competition in the world marketplace. It is approaching a change that could rival the American Industrial Revolution. The future of the US is bright only if it can increase productivity by trying different and new ways to manage its businesses and people. Unlike the easy successes during the 60s and 70s, success in the decades ahead will depend on an ability to compete in the world market. Any operation can achieve unlimited productivity by developing the resources within its employees. As an industry, mining has harvested the earth's resources. As an industry in trouble, it now has to learn to tap human resources to release the energy and creativity in each person. Recently, I worked with a mining operation to reopen a mine and implement a different management approach. The extensive changes resulted in a 50% reduction in cash cost of producing silver (from $0.40 to $0.19/g or from $12.50 to $6 per oz). Thus, an unprofitable mine became an attractive business venture without technological changes or significant capital infusion. The operation is union-free, in spite of being in a highly unionized area. The mine implemented a real productivity improvement process called "gain-sharing." Employees now recognize their individual success is tied to the success of the business. They recognize the day of the free lunch is over for mining employees. This paper will explore three areas related to productivity: • some of the unspoken "whys" of the mining industry's paralysis and how management has caused unproductiveness in mining operations; • major components of a productivity improvement process; and • characteristics common to companies with successful productivity plans. Unspoken whys When things go wrong, everyone tends to point a finger at someone, anyone. This industry has blamed every conceivable person, corporate group, government agency, foreign government, and private group for its failures. The fault finger will not work anymore. Nobody is listening. It is a characteristic of winners in management to assume responsibility for less than acceptable performance. Excellent people tend to blame others less for problems. Everyone involved in mining should shoulder part of the blame for the industry's illness. Is the problem low prices or our high operating costs? To regain our status in the world marketplace and increase our productivity, we need to painfully and honestly talk about our mistakes.

The kinetics of precipitation deoxidation is considered from a theoretical point of view. The size distribution and the total content of deoxidation products are estimated statistically as a function of time, taking into account Stokes and gradient collisions between the particles and separation at the top surface of the bath. The assumption is made that two particles coalesce into one larger particle as a result of a collision. General expressions are derived and calculations are carried out numerically for the case of silica particles in liquid iron. The analysis predicts a three-stage behavior for the removal of oxygen, an incubation stage, a stage of rapid separation, and a slow final stage where the content approaches the equilibrium value. The agreement with experimentally determined size distributions and deoxidation times is considered to be good. A quantitative estimation of such growth mechanisms as diffusion from the melt and redistribution of oxygen from small particles to large ones shows that these latter mechanisms cannot explain the experimentally observed gvowth of inclusions. This also indicates that collisions provide the important growth mechanism. OXIDE inclusions precipitate when a deoxidizer like silicon or aluminum is added to a steel bath. The inclusions grow and the large particles tend to separate from the bath. For each type of oxide the growth determines the sizes of the final inclusions as well as the total inclusion content of the steel. The mechanism of growth is controversial, however. It has been suggested that an inclusion grows principally by diffusion of atoms through the melt to the inclusion particle or principally by collisions and coalescence with other inclusions. Diffusion growth is always present to some extent but recent experiments and calculations by Torssell,' Kniippel et 'a1.,2 Sano et al. and Miya-shita4 indicate that collisions may be more important than previously realized. A detailed analysis has so far been lacking. The present paper is a quantitative, statistical analysis of the growth and separation of inclusions and is based on a collision theory. Nuclea-tion is not considered. The numerical estimates are based on the experimental conditions of Torssell's' investigation and comparisons are made with his observations. Torssell' studied the growth and separation of silica particles in liquid iron. Samples were taken from a 0.6 kg iron bath at various times after the addition of silicon. By a particle-counting technique developed by Bergh and Lindber~the size distribution of the inclu- sions was determined. The number of particles at the first sampling, 10 sec after silicon addition, was of the order of 3 x lo7 to 10' per cu cm, the largest particles having a radius of 2 to 4 pm. The volume fraction was 0.001 to 0.004; i.e., the dispersion was very dilute. During subsequent holding the largest particles increased their radius by a factor of 10 after about a minute, and the whole size distribution was displaced toward larger values. These results were obtained with allowance for precipitation of the equilibrium concentration of oxygen during solidification. The bath contained less than 0.01 pct of C. Figs. 1 and 2 show the typical appearance of the inclusions. Most particles are very closely spherical and appear to have been liquid or semiliquid in the melt. The observed number of inclusions, about 5x 10' per cu cm, is of the same order of magnitude as found by ~er~h.' This is a large value. In order for solvent extraction technology to be acceptable as an alternative to existing jarosite precipitation circuits, iron must be cleanly separated and concentrated into a feed stream suitable for downstream iron by-product recovery which meets market specifications and economics. Ten years ago, significant progress was made in a joint McCill University/CANMET project that involved iron extraction with mono(2-ethylhexyl) phosphoric acid and stripping with HCI. Our iron solvent extraction research was reactivated recently by looking into this and other members of the organophosphorus extractant family. Our research focuses on the mechanisms and control of anion (SO42/CI) transport across the various phases (Rafinate/Organic/Strip), iron build-up in the strip liquor, and extractant stability/selectivity. In this paper, these issues along with some other performance parameters are discussed using data derived from an extensive search of the two commercially available and best known members of the organophosphorus family, di-2-ethylhexyl (D2EHPA) and mono-2-ethylhexyl (M2EHPA) phosphoric acid. Further in this discussion, the challenges lying ahead in the development of sx systems that overcome the deficiencies of D2EHPA and M2EHPA are outlined. In particular, the necessity of considering secondary separation technologies that can further concentrate iron values in the chloride strip liquor to levels economically attractive for the production of saleable iron oxide by pyrohydrolysis is addressed.

The mining industry of Cameroon continued to be dominated by crude petroleum. Crude petroleum production has become the most important facet of Cameroon's economic development. Oil production was estimated to be 6.3 million tons in 1983 compared with 5.2 million tons in 1982 and 4.3 million tons in 1981. Over two-thirds of its export income was attributed to crude oil. The country's only refinery, dedicated in 1981, has a production capacity of 2 million tons. Cameroon has become self- sufficient in petroleum products since commissioning the refinery. The oil sector contributed approximately 13.5% to Cameroon's gross domestic product in 1982-83. Oil production was expected to rise from 125,000 barrels per day in 1983 to 156,000 barrels per day in 1985 when output peaks. Cameroon's ultimate recoverable reserves have been calculated at 100 million tons, or 750 million barrels of oil.

The method used to process washery refuse for use as a building material aggregate is described. Results of studies made in investigating this process are summarized. The Bureau of Mines, in cooperation with two commercial coal producers, studied the feasibility of using coal washery refuse in manufacturing lightweight aggregate for building materials. Lightweight aggregate is used in making masonry products of lower bulk density than can be produced from conventional aggregate such as sand, gravel, and crushed rock. Among the advantages of lightweight masonry are reduced deadweight loads which reduce materials cost, lower cost of construction labor, and improved thermal and sound insulation. A process for making lightweight concrete aggregate from coal-washery refuse appeared attractive because of the availability of raw material which contained sufficient fuel to carry out the processing. Vast quantities of such refuse have accumulated throughout the coal-producing areas of the U.S. Generally it is stored in unsightly piles, creating a problem of air pollution and using space that could be devoted to other purposes. Conversion of the refuse to lightweight aggregate could remedy these conditions and effectively utilize a material normally considered waste. The first part of the program was conducted in cooperation with the Truax-Traer Coal Co. to determine the feasibility of utilizing refuse from the company's coal preparation plant at Ceredo, W. Va., in manufacturing lightweight aggregate. The aggregate was to be used in making cement blocks comparable to those known in the building trades as cinder blocks. This project was completed in 1954. Based on the results of this work, the cooperator began commercial development and formed the Trulite Corp. for this purpose. A plant capable of handling 120 tpd of refuse was constructed for approximately $120,000. It began operating on June 1, 1955.' In 1959 a similar study was made, under a cooperative agreement with the Carbon Fuel Co. of Charleston, W. Va., to rrscertain the suitability of refuse from its plant for conversion to lightweight aggregate. Under this program various modifications of equipment were made, and the investigation of process variables begun in the previous project was extended. PROCESSING METHOD The formation of lightweight aggregate from coal-washery refuse js governed, in part, by the fusion characteristics of the mineral constituents of the refuse when heated above their softening temperatures. The heat required for this purpose is supplied by the combustihle matter in the refuse. Some of this combustible matter is coal with high ash content, but most of it is carbonaceous shale. Whereas the density of aggregate prepared from clay or shale depends largely on expansion, the density of aggregate made from refuse is reduced by burning out the combustible matter and, to a lesser extent, by expansion of the residue in the fuel bed. A chain-grate stoker with an updraft air system was chosen for the conversion process in preference to a downdraft sintering machine or a rotary kiln. In down-draft sintering, which operates on the overfeed burning principle, the volatile matter from the refuse would distill off without burning, resulting in inefficient combustion and interfering with proper operation of the equipment. The rotary kiln is designed primarily for processing material that lacks, or is low in, combustihle matter with the heat of reaction supplied from external sources. Washery refuse, which is relatively high in carbonaceous material, could burn at the wall of the kiln causing clinker formation with resultant decrease in throughput and increase in production cost. With an up-draft air stream on a chain or traveling-grate stoker, the volatile matter would be carried into the ignition and burning zones where the heat could be utilized more efficiently. The combustion procedure in this type of unit may be considered as consisting of four periods: 1) initial ignition of the top of the bed by furnace radiation, 2) ignition travel through the bed until the whole bed is ignited, 3) burnout of the combustible material with high air rates to fuse and expand the residue, 4) a cooling period. Hydraulic backfill consisting of siliceous mill tailings was successfully dewatered and consolidated by electrokinetics in a field test conducted by the Bureau of Mines at the Star mine, Burke, Idaho. A stope at the 2,000-foot level was filled in such a way that slimes and coarse sand were retained in the scope. Following settlement of solids and decant of surface water, direct current applied between buried electrodes created a firm, dense material in approximately 3 hours. This rapid densification of fine-grained material demonstrated the utility of this method and suggests other applications, particularly in the control of slime deposits that cause serious problems in many deep mines.

INTRODUCTION This paper deals with the development of the sublevel open stoping (SLOS) method in lead orebodies at the Isa Mine of Mount Isa Mines Limited, during the last ten years. Open stoping in different forms has been used at the Isa Mine for many years. Prior to the period under review, stopes were small, pillars were not always recovered, and scrapers extracted the ore. By the end of the sixties, the use of load-haul-dump units was becoming more widespread. Wagner ST5's were the mucking units for the lead cut and fill stopes. Some of the open stopes in 5 orebody above 13 level had 100 kW slushers, but the more southerly stopes were the sites for the introduction of diesel front-end loaders for extraction. In the early seventies, new methods were used in the block of six stopes in 2 and 5 orebodies between 8 level and 13 level and a trial stoping project was undertaken in 7 orebody between 11 level and 13 level to determine possible stope dimensions for the extraction of the Racecourse orebodies below 13 level. By the mid-19701s, stoping was well underway in 5, 7 and 8 orebodies between 13 level and 15 level, using the 'triplet' system, incorporating cemented hydraulic fill to allow greater pillar recovery. As the eighties were entered, development of the Racecourse orebodies below 15 level commenced, as did preparations for 1 orebody in the upper levels of the north end of the mine. In both cases, the pillar recovery method has been changed to reduce the amount of cemented fill required for pillar recovery. GEOLOGY Most of the lead orebodies at Isa Mine lie chiefly to the north of the central shaft complex. They are bedded sulphide deposits in a host rock called Urquhart Shale, which dips at roughly 650 to the west. The main minerals are galena and sphalerite, with the silver mineral, freibergite, being contained in the galena. To the hangingwall of the sequence are the Black Star orebodies (1, 2 and 5) which are relatively wide, pyritic and with low to above average grade lead. The Racecourse orebodies (6 to 16) lie to the footwall, and have a large variation in width, low to high grade lead, and gradation in the lead to zinc ratio from north to south. Stope outlines are often determined by economic or engineering considerations rather than geological. The published extraction reserves are 56 million tonnes of primary ore, containing 150 grams of silver per tonne, 6.4% lead and 6.5% zinc. Traditionally, it has been regarded as lead ore, although the dominant revenue earner varies from time to time. In the Black Star orebodies, the ore and hangingwalls are more competent and open stoping has long been used. The major Racecourse orebodies which have been open stoped are 7 and 8 orebodies. This has been where the orebodies are wider (to the south) and where hangingwall conditions allow. This latter aspect has been greatly influenced by the presence of 'silica dolomite1. This tough, relatively homogeneous, non-bedded rock is, in fact, the host rock for the copper mineralisation at Mount Isa, and provides a competent hangingwall for some of the lead stopes. While the shale's bedding and jointing has a major influence on the ground conditions, there is a major fault system which causes local problems. The principal virgin stress direction is perpendicular to the bedding, but the local stress situation is complicated because of shielding by filled stopes in the hangingwall copper orebodies and because of the interaction between orebodies being extracted to the footwall. Most development on strike is mined with a 'shanty-back’, with the back being as close to normal to the bedding as possible. This is near parallel to most jointing and the principal stress direction. Figure 1 is a plan view of 14 level north, which provides a representative horizontal section through the orebodies. A typical cross section is shown in Figure 2. The narrow, parallel footwall orebodies can be seen to differ from the wider hangingwall orebodies.

The Oglebay Norton Company has traditionally been a supplier of metallurgical grade fluorspar gravel to the American steel industry and, in the early sixties, fluorspar pellets were entered into the market. The gravel has been imported from Mexico, the pellets were produced by the Minerva Company in southern Illinois. While the acceptance of the pellets by the industry was satisfactory, overall marketing considerations caused the Minerva Company to discontinue the pelletizing operations. Thus it was that Oglebay Norton came to the decision to revive earlier plans to produce fluorspar agglomerates. A survey of the market and related factors led into two basic conclusions: 1) Because of steel plant safety considerations, flat, pillow- shaped briquets were preferable to easily rolling, marble-like pellets. 2) Briquets competitive with gravel could be produced by cutting imported, low-duty, acid grade spar to metallurgical grade by limestone and binders. A plant was built in Brownsville, Texas, and started operations in early 1970.

This paper reviews the mechanism and kinetics of bioleaching of chalcopyrite by the thermophilic archae Acidianus brierleyi in batch and continuous-flow reactors. Rate data for the batch bioleaching of chalcopyrite concentrate were collected to clarify mechanism of the chalcopyrite bioleaching with A. brierleyi. The chalcopyrite leaching was markedly accelerated in the presence of A. brierleyi, and greater than 90% copper leaching was achieved within 10 days. Chalcopyrite leaching took place predominantly as a result of direct attack by adsorbed bacteria on the sulfide surface, the chemical leaching with ferric iron being insignificant. Batch rate data collected under a variety of operating variables were analyzed with our batch bioleaching model, in order to estimate microbial kinetic and stoichiometric parameters for the microbial growth on chalcopyrite. The batch model and the estimated parameter values were used to find optimum operating conditions. Moreover, the batch model was extended to describe the bioleaching in continuous-flow stirred tank reactors. Simulations based on the continuous reactor model and the estimated parameter values were used to predict the leaching fraction as a function of the number of reactors connected in series.

INTRODUCTION In June of 2004, at the North American Tunneling Conference in Atlanta, an all-day workshop was conducted to review the application of Geotechnical Baseline Reports (GBRs) for underground construction. The moderator for the program was Bart Bartholomew, former President of Fruin Colnon Construction Company. The program involved commentary by a panel of engineers, owners, contractors, and legal representatives within the North American tunneling industry, as well as an extended audience discussion. The panelists were: Peter Douglass, President, Peter Douglass, Inc. Randall Essex, Executive Vice President, Hatch Mott MacDonald Joseph Gildner, Deputy Director for Technical Services, Sound Transit Randall Hafer, Esq., Kilpatrick Stockton Robert Fitzgerald Esq., Watt, Tieder, Hoffer, & Fitzgerald Kirk Samuelson, Senior Vice President, Kiewit Construction Group DEVELOPMENT OF PROGRAM FORMAT The focus of the program was to assess the state of the practice in the preparation of GBRs, and to discuss improvements that could and should be made with regard to their preparation, interpretation, and application. The approach used to achieve this focus in the broadest possible way was unique, in that it involved the panelists’ preparation of the workshop format and materials months before the presentation of the workshop. First, each of the six panelists was selected by the moderator based on their reputation and involvement in their respective fields of expertise, taking care to maintain balance and contrast within the collective pool of talent assembled. Following selection and agreement to serve on the panel, each panelist was asked to independently submit to the moderator a list of the six most pressing issues involving GBRs that they each frequently encountered in their individual professional experience. Each was asked to rank their issues in descending order of perceived importance. This process resulting in a pool of thirty-six potential or “candidate” issues for use in the workshop program. Contrary to the moderator’s expectations, there was surprisingly little duplication among the thirty-six issues submitted.

In developing nations, novel mineral processing methods like bacterial leaching are gaining prominence. The principles and practices for isolation and preservation of cultures used in bacterial leaching are discussed with special reference to cultures used in leaching copper from Indian ores. In all, 145 potentially useful microorganisms such as iron- and sulfur-oxidizing bacteria were isolated from various ecosystems of the copper mining areas in the country. The major organisms isolated by enrichment culture technique belonged to T. ferrooxidans and T. thiooxidans species. In addition, thermophilic cultures like Sulfolobus sp. and thermophilic thiobacilli were also isolated. The process of copper leaching was scaled up to the 300-kg level in PVC columns. Since the preservation of efficient cultures in active state was vitally important, a new method was devised that preserved the activity of thiobacilli for a period of more than two years. The novel method of storage in sterile chalcopyrite ore at 8°C can be considered an important advance.

Activation analysis for copper and manganese in 10 mg samples machined from aluminum-base diffusion couples has been used in the study of ternary diffusion in the Al-Cu-Mn system. The accuracy, economy and convenience of the method are considered to be very competitive with other methods for analysis of such small samples. Neutron-activated aluminum-zinc alloys in the range from 10 per cent to 100 per cent zinc have been equilibrated with a known volume and the vapors subsequently condensed and collected. The vapor pressures relative to pure zinc (the thermodynamic activities) have been determined at 550°C' by recording the relative count of /'-rays from zn65 in the collected samples. The method is a sensitive one, although subject to serious obstacles to experimental accuracy.

Gulf Minerals Canada Limited has chosen a unique alternative means to accommodate employees at a new uranium mine/mill complex at Rabbit Lake in Northern Saskatchewan. Gulf has adopted a fly-in program which moves their staff from a 450-mile radius, in and out of the on-site facilities, on a 7-day rotation."

The complexities of mining in current economic conditions, where ore extraction schedules are varied on a weekly basis so as to ensure constant supply to the process plant, can result in a number of scenarios that pose geotechnical challenges. This paper presents a case study where alterations in the mining schedule of a particular mine resulted in the necessity to mine under a large uncompacted embankment, ie integrated tailings and mine waste land form. To effectively ensure that ore recovery was maximised, a well-designed slope monitoring system to evaluate design performance and to provide timely warning of impending failures was imperative. In order for an appropriate slope monitoring strategy to be developed, a thorough understanding of the potential slope failure mechanisms, capabilities and limitations of available monitoring techniques is required. Communication of the monitoring results and response strategy to alarms generated by monitoring systems must also be carefully considered to maximise effectiveness. The results of preliminary stability modelling can be used to guide the design of a monitoring system, which in turn can then generate data which can be used to iteratively refine the geotechnical model. This paper illustrates the development and implementation of a slope monitoring system and associated communication system, using the Daydream embankment at Fortescue Metals Group's (FMG's) Cloudbreak Operations as a case study.

THE first to appreciate and foresee the value of applying electrical measurements to structural studies was Prof. Conrad Schlumberger, Professor of Physics at the School of Mines in Paris. One of his earliest practical undertakings in this line was carried out, in the field, at Fierville-la-Campagne, Normandy, in 1912. His book, published in 1920,1 still stands as an authoritative, fundamental treatise on the use of the electric current in geological studies, in spite of the rapid evolution of geophysics during the last seven years. A remarkable feature of this book is that, even then, it stressed the role of electricity in structural investigations and made public the first successful results obtained therewith. Stratigraphic studies have been pursued continuously by Conrad Schlumberger and his associates since 1912, the only interruption being the World War. The results attained demonstrate the wide possibilities of electrical exploration in structural work. This field of activity is, at the least, as varied and valuable as the search for ore. It is curious that until very recently it has so slightly attracted the attention of geophysicists and geologists on this continent. The purpose of this paper is to present briefly some examples of the practical application of the potential methods to geological studies. These examples are chosen from a number of problems solved in the field by our firm, in the course of its consulting practice. Certain fundamental points are briefly stated before the field operations and interpretations are described.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad.
