INTRODUCTION Created in 1944 to help rebuild those economies, principally in Europe, which were seriously damaged or destroyed during the Second World War, the World Bank--or to use its correct name, the International Bank for Reconstruction and Development-began its operational phase by making a loan to the Government of France to accomplish two tasks: (i) to import coal for space heating purposes; and (ii) to buy new machinery and equipment to help rehabilitate its coal mines. Once the thrust of reconstruction in postwar Europe was largely accomplished, the World Bank Group (for today the World Bank has three separate lending windows) turned to mobilizing funds to improve living standards in developing countries, which remains its primary goal today. Over this period of time, the World Bank Group has continued to assist the world mining industry in various ways and, since 1955 the World Bank Group has financed mining or mineral processing projects with loans/credits totalling $1.5 billion. The World Bank Group consists of two institutions--the World Bank itself and the International Finance Corporation (IFC), which was founded as a separate institution in 1956 and three separate lending windows--the World Bank, the International Development Association (IDA), and IFC. The World Bank loans are provided at commercially-related interest rates but have grace periods usually of up to 3 to 5 years and repayment periods ranging from around 15 to 20 years. Since the World Bank raises its operating funds on the international capital markets in varying currencies and in varying interest rates, it relends a basket of currencies at floating interest rates which are fixed every six months to reflect the Bank's own borrowing cost. At the present time, the interest rate is just below 10% per year and in addition, a one-time front-end fee of 1/4 of 1% is charged. Also, a commitment fee of 3/4% per year is charged on the undisbursed amount of the loan itself. For loans to industrial and mining projects, it is normal to charge an additional guarantee fee of 1 to 1.5% in addition to the annual interest rate. This guarantee fee is payable to the government of the country in which the project is carried out since, by its charter, the World Bank is required to have the guarantee of the host government for each loan made in a specific country. By far the greatest source of lending funds within the World Bank Group is that of the World Bank itself and for the fiscal year ending June 30, 1984, the World Bank approved loans totalling $12 billion. The second lending window within the World Bank Group is IDA which performs the same functions as the Bank itself and has the same staff. Nevertheless, its loans (called credits) are made on much softer terms and are made to the poorest nations only. IDA funds are subscribed by the wealthier countries, usually as grants, and these are relent as credits to those countries with the lowest per capita income. IDA credits are made for 50 year periods, including 10 years of grace, to the government itself. The credits are interest free, but there is a service charge of 3/4% per year on the amount withdrawn and outstanding to defray the administrative costs of IDA. Credits approved during fiscal 1984 totalled $3.5 billion. The third lending window is IFC. While IFC is a separate corporation and operates quite separately from the World Bank and has its own staff and regulations, it works very closely with the World Bank on its overall approach to the mining sector and to a particular country. IFC's mission is essentially to supply venture capital and to stimulate development of the local private sector in capital markets as well as to promote the international flow of private capital to developing countries. The Bureau of Mines, as a result of its contract research program, is developing a retractable core bit for the wireline drilling system (Retractable Sit System, No, H0272004). The prime contractor, Longyear Company, Minneapolis, Minnesota, and the subcontractor, Doerfer Division, Cedar Falls, Iowa, have designed, fabricated, and are currently field testing the in-hole retractable bit system. he objective of the program is to develop a minerals exploration core drilling system that allows retraction of a worn out bit and insertion of a new core bit, without pulling the drill rods out of the hole. To date, the results of the project are encouraging, and the retractable bit contract is currently in the last phase of a four-phase program, which is on schedule and under budget.

Copper was first produced in Australia in 1844, at the Kapunda Mine in South Australia, and, by 18i>0, production exceeded 2,000 tons of copper a year. Output increased ,steadily, reaching a peak of 14,00Qo tons a year in 1867 and 1868, when the Burra Burra and Kapunda Mines in South Australia and the Peak Downs Moine at Clermont, Queensland, were at the height of their production. At this period, Australian copper formed a considerable percentage of the world's supply, its output equalling, for a short time, that of the United States. Production declined to between 3,000 and 4,000 tons a year after the closing of' these three mines between 18717 and 1879, and, at this stage, the Australian output came chiefly from the Wallatoo and Moonta mines in South Australia. About 19000, it began to rise again, with the extension of the railway to the copper fields of Chillagoe and Cloncurry, and, between 1905 and 1912, was at its greatest, with a maximum of 47,774 tons of copper in 1912. During this period, Australia contributed 4,7 per cent. of the world's annual production, and ranked among the six major copper-producing countries of the world (Table 1).

Al ores arriving at the works which contain more than 3% sulphur, together with all sands and other fine residues, are delivered to the roasting department. Those that are in a coarse condition are first sent to the crushing plant, consisting of 15 in. x 9 in. jaw crushers and two No. 5 Krupp mills. The ore is here crushed through a quarter mesh screen. Any pyritic concentrates high in sulphur are given a preliminary roasting, to bring the sulphur contents down to about 12 % and the roasted material is delivered to the H. H. charge-making bins. Here the various ores, sands, residues, roasted pyrites, together with about 12 % of limestone, are made up into I-ton charges in hopper trucks with bottom discharge. The trucks are elevated by hydraulic lifts to a tramway running over the roasting furnaces, and the contents are dropped into hoppers over each furnace, from whence the mixture is fed into the centre of each furnace by means of a Challenge ore-feeder.

In most mines the major contribution to the dust exposure of miners arises from rock hand- ling. Scooptrams are frequently used and produce 8 to 1300 mg of respirable dust for each ton of ore loaded. It is shown that sprays at drawpoints are not fully effective in wetting the rock and suggestions for improved wetting techniques are given. Techniques for improved dust control by ventilation and local filtration are described. The problem of dust from ore- passes and dumps on tramming levels are outlined.

With the exception of the exhaustive paper on the Father de Smet mill, by its designer, Mr. A. J. Bowie, Jr. (Bans., x. 87), nothing, so far as the writer is aware, has as yet appeared on the stamp-mills of the Black Hills of Dakota, although they have been steady producers for the last ten years. Within the small area of about 6000 by 1600 feet, $2,271,341.14 was produced in 1887† from rock averaging $4 per ton in free gold. I. The Ores. Character of the Ores.—The gold of the district is found in quartz and pyrites finely distributed through vast bodies of mica- and amphibole-schists, argillites and phyllites, and also impregnating the schists themselves. The " Belt," embracing the section of Lead City, Terraville and Central City, is the only part worked at present. The principal associated mineral is iron pyrites, with some arsenopyrite and chalcopyrite, garnet and asbestos. The ores from open cuts and upper levels are more free-milling. than those from underground workings below water-line. Hence

"The Scully Mine deposit lies within the group of metasediments that together comprise the rocks of the Labrador Trough. The ore itself still retains the bedding characteristics of the parent rocks and on this basis has been divided into three main members, namely: Upper, Middle and Lower. The Upper and Lower both show many of the bedding characteristics of the cherty taconites of the northern U.S.A.; the Middle member is a coarse-grained friable specularite rock. The ore minerals are hematite (normally present in the specular variety) and magnetite, although the latter rarely occurs in concentrations greater than 20 per cent. Gangue minerals are quartz and the hydrated iron oxides. Manganese oxides also occur as accessory minerals. The outcrop area of the orebody is in excess of 2 square miles, displaying a complex pattern of faulting and folding, which has been formed as a result of at least two orogenic periods."

From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. During mining, the surficial aquifer and, in some cases, the top of the uppermost confining unit within the mined areas are excavated. Portions are removed from the area for resource recovery. Until the mined areas are reclaimed, the surrounding unmined area continues to dewater. The impact of mining and subsequent restoration of the surficial aquifer on the ground and surface water resources of the watershed affected by the mining will be described. This will be done in terms of ground water recharge, ground water levels, and base flow and runoff to surface streams. Data from actual mining situations will be used in analyses and discussion. Recommendations will be made for further research.

Project feasibility no longer involves just technical and economic viability-today's feasibility study must include environmental, regulatory, and political considerations as well. While the US now appears at least somewhat committed to developing synthetic fuels, including oil shale, it is the environmental issues, rules, regulations, and guidelines that will play the major role in determining the timing, magnitude, and overall scope of synfuel development in the coming years. The key environmental obstacle affecting oil shale development is uncertainty. Although oil shale may be the most environmentally studied "new" technology in the world, little is known with much degree of certainty about potential environmental consequences of one full-scale commercial facility, or the effects of a massive development effort in a relatively pristine and sparsely populated area. Other primary environmental uncertainties include: • Environmental compliance costs and their effects on investment decisions; • The reliability and acceptability of anticipated pollution control technologies; and • The confusing, time-consuming environmental regulatory framework, which requires more than 100 permits, clearances, and reviews before development occurs. This discussion will focus on the latter uncertainty, and will describe he current status of potential constraints to oil shale industry development in five areas: water availability; water quality degradation; air quality degradation; reclamation and spent shale disposal; and community impacts.

Methods of utilizing flocculants as settling and filter aids for mineral processing slurries are reviewed. Broad chemical classifications and techniques for proper dilution, multiple addition, and combination treatments are discussed. A variety of custom built and commercially available systems for make up and delivery of flocculants to the application points are in use through- out the mining industry. Those concepts which, in the author's opinion, are particularly important to the successful make up and use of flocculants are presented in relationship to the available make up and feed systems. Actual industrial applications are included in the presentation.

Polymer and surfactant dispersant are widely used to disperse filler particles within a medium. Sur- faces active dispersants form self-assemble structures at the solid-liquid interface. The mechanical properties of the surfactant structures have been determined to strongly influence the dispersion behavior. In this study the atomic force microscope (AFM) is used to determine the elastic modulus and yield strength of a steric dispersant layer adsorbed to a rigid non-deformable surface. To interpret these values a model for elastic body contact based on a modified Hertz theory is applied. The results from this method may aid in the design of application-based dispersant systems.

The detonability of a chemically gassed emulsion explosive has been studied in recent tests, after the study of three micro-balloon sensitized emulsion explosives. Blasting experiments in steel pipes and computer simulation have been carried out. This study showed that the gassed emulsion explosive and the micro-balloon sensitized emulsion explosives have different desensitization features. Namely, the gassed emulsion explosive can recover its detonability very rapidly after the pressure vanishes, in contrary to the micro-balloon sensitized explosives.

Many industrial processes require energy. Energy is required for melting or heating purposes. The heat can be generated by electrical heating or combustion/oxidation of hydrocarbons. Oxygen supports the combustion process. Oxygen is naturally contained in air with about 21 vol.-percent. The use of technical oxygen will allow an increase to the natural oxygen concentration of combustion air. Altering the combustion process by increasing the oxygen content has various effects. These effects are described and analyzed with regard to heat transfer, emissions and energy consumption. Industrial processes requiring oxyfuel are described and discussed regarding energy aspects.

Recent exploration by the Cyprus Amax-Highlands Pacific-OMRD Joint Venture at the Frieda River project, PNG has demonstrated the extent of igneous phases, alteration and mineralisation, and the relationships between the various mineralisation styles in this major Cu-Au porphyry-epithermal system. The project area is in the obducted volcano-sedimentary section of the New Guinea mobile belt 78 km NE of Ok Tedi. It is between two major NNE dipping faults interpreted to have undergone thrusting then sinistral shear in the Late Miocene to Recent. The Frieda River Igneous Complex is a 15 km +7 km ovoid area with a central pod of basaltic andesite volcanics with cogenetic diorite to quartz diorite subvolcanic intrusions, and flanking clastic sediments. A series of late-stage, hornblende quartz diorite plugs ring the main igneous mass. The igneous rocks have a normal K calc-alkaline character with a very limited compositional variation. The intrusives are exposed on the eastern flank of the complex and have five mappable units and numerous defined phases. The southeastern quarter of the complex is host to a cluster of at least seven stockwork porphyry copper and skarn-hosted deposits within an area of 4.5 +3.5 km. The Horse-Ivaal and Koki deposits have identified resources totalling 804 mt @ 0.46 per cent Cu and 0.3 ppm Au, and the other deposits are in various stages of exploration. All these deposits are related to the Horse Microdiorite phase of the Complex and are outlined by a zone of potassic-propylitic-SCC alteration. Local overprinting argillic and advanced argillic alteration is related to a separate, post-porphyry mineralisation intrusive phase. The recent emphasis has been on the identification of higher-grade zones using ideas of structural control and specific intrusive-alteration-mineralisation relationships within the known resource areas. An elongate area 13 km x 4 km in the centre of the Complex has advanced argillic alteration in the volcanic rocks. This alteration zone hosts the Nena deposit (52.8 mt @ two per cent Cu and 0.7 ppm Au) and approximately 20 prospects of high sulphidation type. These deposits are distributed along two prominent NW-trending siliceous ridges interpreted as regional scale structures. Nena is a pod of vein and replacement sulphides hosted in a tectonically controlled multiphase breccia that overprints the advanced argillic alteration. The Nena deposit is 4 km from the nearest of the major porphyry occurrences. It is underlain by basemetal veins and minor porphyry mineralisation that are related to the Flimtem Trachyandesite intrusive phase. The recent search for additional Nena-type ore has focussed on the siliceous ridges using detailed structural and geochemical ore control criteria. Widespread, but poorly mineralised, basemetal-bearing carbonate and sulphate veins form a ring around the mineralised area. These veins have sericitic selvages, cut the porphyry mineralisation, but are cut by and locally underlie the silica-alunite phase of the advanced argillic alteration. The current model is that there are discrete intrusive phases responsible for each of major hydrothermal events at Frieda. These include from oldest to youngest:the Koki phase has no related alteration or mineralisation; the dominant Frieda phase has the hornfels, early skarn and minor magnetite-chalcopyrite mineralisation; the Horse phase has the bulk of porphyry copper and skarn-hosted mineralisation and minor basemetal veins; the peripheral Knob phase is barren; and the Flimtem phase has the high sulphidation epithermal deposits and minor porphyry and vein mineralisation. The intrusive phases span the interval 17 to 11.5 Ma and are co-magmatic. They represent discrete batches off the parent magma, rather than simple fractionation products.

Field investigations and office studies were used to develop criteria and cost parameters related to the geologic aspects of the proposed project. These results were employed in optimization of layouts and comparison of alternative schemes, leading to selection of the recommended program. Study of project features included the development of subsurface shafts, tunnels, and mined storage areas, and the utilization of existing surface quarries. These project features were proposed for construction within the bedrock units underlying Chicago. Principal geologic considerations included bedrock structure, stratigraphic sequence of units, rock competence and uniformity, and requirements for aquifer protection. All geologic factors were interrelated with other project considerations such as surface hydrology, hydraulics, and urban setting. Data for analyses was acquired through an exploration program conducted intermittently between 1967 and 1971, in addition to that already available through numerous explorations and well constructions in the project area. The exploration program included seismic surveying, core drilling, geophysical borehole logging, and water pressure testing of boreholes, and water well drilling and testing. Extensive laboratory tests were conducted on core samples. The data formed the basis of studies enabling the formulation of preliminary design and siting criteria resulting in construction cost evaluation.

I. INTRODUCTION THE utilization of hydro-electric power in electro-metallurgical indus¬tries, aside from purely mechanical operations, may he of two kinds. The electric energy may be used to supply the heat necessary for the per¬formance of the chemical reactions of a metallurgical process, or the elec¬trolytic action of a direct current may be employed for extraction of metals, either in a reduction process or a refining process. In discussing this subject, it is well to distinguish between established industries, which are producing metals and alloys at a profit by use of the electric current, and the many processes which are either still in the experimental stage or have not even passed the paper stage of development of a patent. That is, we consider electro-metallurgical industries as commercial operations which are now consuming large blocks of electric energy, while processes which are not in commercial operation are only prospective consumers. Also, owing to the difficulty and risk of any attempt to foresee the effect of the European war upon electro-metallurgical industries, we have felt obliged to disregard the war entirely, and state our opinions regardless of its existence.

In the synthesis of diamond, the precursor graphite must present a degree of crystallinity to assure optimum yield and quality for the transformed crystals. X-ray diffraction, SEM and TEM analyses were carried out to investigate the structural and morphologic transformations produced in natural graphite by high pressure-high temperature treatment. The present study had as its objective to characterize the morphological and structural changes suffered by a natural graphite that was subjected to high pressure and high temperature treatments in the region of diamond thermodynamic stability. The results indicate that the material that constitutes the gasket, for the deformable capsule, could act as catalyst in the graphite recrystallization process.
