THE scope of this article covers only the mathematical principles involved in discounting to present worth future expected profits and it is believed answers definitely two questions, which were raised at a recent meeting of the Committee on Methods of Valuing Coal Properties, as follows: 1. The accumulative effect of carrying charges on the value of coal mines showing definitely the number of years beyond which the coal may not be mined at a profit and subsequent to which the possession of any unmined coal will be a liability rather than an asset. 2. The effect on the valuation of coal mines, in the presence of the carrying charges described in question 1, of an increase in plant capacity and production. In general, in considering these questions, it may be stated that the consideration of an increase in plant capacity and production follows as a matter of course after a determination has been made of the year beyond which no profits are to be realized (giving the carrying. charges accumulative effect, or in other words capitalizing the carrying charges, as shown hereinafter). For example, if it is determined that any coal that is unmined after 45 years will have no value or less than no value, the question immediately arises as to whether or not a plant should be constructed that would result in a yearly production great enough to extract the entire tonnage in a time less than 45 years, and if so the number 'of years less than 45 years that would, from a financial stand-point, be the most desirable, all under the assumption that the market for the product or the transportation facilities are such that the yearly production can be increased to the desired amount.

Genesis 1:28 "And God blessed them and God said he fruitful and multiply and replenish the earth and subdue it and have dominion over it." Genesis 2:15 "And the Lord God made man and put him in the garden to dress it and keep it." Depending on one's perspective, these two verses from the Book of Genesis either complement one another or are in conflict. I believe that they are complementary. What they imply is that where there is privilege, there is responsibility. Privilege comes from the fact that the Lord created the heavens and the earth and he placed man on the earth to have dominion over it. The responsibility that accrues to us comes when the Lord also said that we are accountable for how we handle that which he has given us. The very nature of our responsibilities in resource utilization or, more appropriately, resource management, has changed over time as the nation's needs and priorities have changed. Thus, I have attempted to examine, from a historical perspective, how natural resource policy has evolved, where we are now and what may lie ahead.

"Often mineralogy dictates the physical properties of a material rather than chemistry. This in turn affects how that material behaves in a process plant, and whether optimum conditions for refining one mineral are different to those for refining another. For example how does refining copper from chalcopyrite differ to refining copper from bornite?Minerals are naturally occurring inorganic solids that have a definite chemical composition and an ordered atomic (crystalline) structure. X-ray diffraction is a common and highly developed method to identify and quantify minerals. X-rays are fired onto a material and the mineral is identified by the angles where the diffracted X-rays are in phase.Most X-ray analyzers are laboratory based. A sample is prepared and analyzed by a detector that travels in an arc to collect the diffraction pattern. COSMA has a curved detector which picks up the complete x-ray pattern instantaneously. Therefore, material is collected and transported through the machine where is it is analyzed continuously.COSMA measures about 0.5 tons of material per day, while laboratory analyzers measure a few grams at a time. Real time data trends are produced allowing for improved process evaluation and automatic control. The COSMA on-line system has taken X-ray diffraction out of the laboratory into the field.There are a number of systems in operation in cement production. It is recognized that on-line mineral analysis has a role in many other processes. This paper presents the technology and invites further discussion should the technology be beneficial to members of the audience.INTRODUCTIONThis article describes COSMA, a system that provides direct and continuous on-line mineral analysis using X-ray diffraction in the field. While X-ray diffraction is a common technique used in mineral analysis, the time from sampling to analysis can be hours and plant operators typically do not get the data in time to control a process or respond to an upset. COSMA provides rapid measurement, analysis and feedback of data, in real time. This provides powerful information that can be used to optimize operation, thereby reducing costs and increasing quality."

"Transfer points on belt conveyors have long been a source of problems for both designers and users. Conveyors are generally given a low priority in new equipment layout, thus designers are often forced to compromise due to space limitations. Consequently, for this reason as well as for reasons of initial economics, many conveyors are supplied with less than adequate transfer points.Although not intended as a cure-all, a number of existing installations have been modified with the result that spillage has been reduced to a minimum and belt life has been extended. The most striking modification consisted of replacing conventional rigid frame idlers with five-roll catenary idlers.Although catenary idlers can be traced back to the early 1900s in North America, with a patent having been issued in Washington, D.C. as early as May 29, 1907, the practical application of this concept has only recently reached North America. Major installations include applications at St. Lawrence Cement in Oakville and Iron Ore Company of Canada in Sept-Iles, as well as belt conveyors at Stelco's Nanticoke plant and yard conveyors at Syncrude in Alberta. These installations were part of major capital expenditures for new facilities and included complete conveyor systems.However, this article will discuss the use of catenary idlers on existing rigid frame conveyors for the purpose of absorbing the energy of falling lumps, protecting conveyor belts and reducing spillage. We will deal specifically with an installation at Inco Metals Company in Sudbury, Ontario, where approximately 40 five-roll catenary idlers were installed on a 42-in.-wide belt conveyor handling ore located under the railroad car dumper at the Clarabelle Mill. Before-and-after photographs clearly show the tremendous improvement in the cleanliness of the location, and the savings in maintenance costs and extended belt life have prompted Inco to consider modifying other conveyors."

IN endeavoring to put the art of the steelmaker on a more scientific basis, as a means of securing closer control of the product, we must be severely critical of the basis of any theory we use. In particular, we must be careful to distinguish between factors that are primary and those of only secondary importance. The concentration relations that determine the slag-metal equilibria, which are usually more or less closely attained, are of course of primary significance, but a clear picture of the whole process requires that the actual rates of the several reactions be taken properly into account. At the high temperature of the steelmaking furnace, all reactions might be thought to be very rapid, but some of them in fact are not; the essential causes of this condition are important to a proper understanding of the process. This paper aims to present, and to justify, the viewpoint that the most significant reaction is the oxidation of carbon in the metal, the progress of which determines the oxygen pressure levels in slag and metal and produces stirring effects, all of which influence the course of the process as a whole. REACTION RATES AT STEELMAKING TEMPERATURES General experience in reaction rates makes it almost certain that at steelmaking temperatures equilibrium is attained practically instantaneously when the reactants are well distributed in a single liquid phase -that is, in the so-called homogeneous reactions. The actual slowness of some of the reactions in the open-hearth furnace must therefore be attributed to a relatively slow rate of diffusion within the slag or metal phase, which limits the rate at which the reactants can meet each other in the liquid steel or at its surface. That the reactions can be made to go with great rapidity, by proper mixing and stirring of the reacting phases, is indicated by the following illustrations: I. In the Bessemer process there is intimate contact between air and the whole mass of metal, and the reactions are complete in a few minutes. 2. Perrin1 has demonstrated that by pouring liquid steel into slag contained in a deep ladle, and thereby producing almost a slag-metal emulsion, the phosphorus or oxygen content of the steel is adjusted immediately. 3. Barret, Holbrook and Woods observed a quite rapid rate of desulphurization when powdered calcium carbide was stirred vigorously into liquid iron. 4. When a spoonful of liquid steel is poured into a mold containing aluminum wire, the formation and precipitation of alumina occurs in the fraction of a second required to freeze the surface layer of the tiny ingot. The first three examples all show that any means of increasing the effective surface between slag and metal and promoting intimate mixture of the reacting phases, thereby obviating the limitation imposed by diffusion, will enhance the speed of the steelmaking process.

The grade (or value) to volume relationship which constitutes a target orebody is used to show that the concentration of diamonds in an economic deposit may be as low as O.Olg/t. Diamond valuations from an Indonesian deposit demonstrate that the largest 5% of the diamonds in the deposit contributed 25% of the mass of diamonds recovered and 70% of the value from the ore. The need to consider the large stone content and the probability of recovery is used to estimate that the sampling density is required to be as high as 4-10,000ppm for a VLC deposit. This is compared with an acceptable sampling density for a bauxite deposit of 700ppb. A case history of the discovery of a diamond bearing paleo-channel in the Ellendale field in Western Australia illustrates that the sampling task becomes impractical. It requires an excavation in excess of 300,000 bcm of material to prove a 5M hem ore reserve. The conclusion is reached that setting up a small scale mining operation is an appropriate method of proving such an ore reserve and that the Code of Reporting should allow a category of "Mineable Resource" to cover such a situation.

Manganese Resources in Relation to Domestic Consumption Discussion of paper by JOHN V. W. (written discussion).-When a business concern hires an office boy, it takes on the first bright-appearing young chap to apply and pays him the prevailing rate of wages. One of the chief tasks the .office boy is supposed to be competent to perform, is to clean out the office. The manager of the business is highly competent in many lines, but for some reason lacks the ability to keep the office clean. To the steel man, it would seem that manganese is the office boy, and it is purchased just as found and offered to the purchasing agent. The steel mill is competent to perform many functions on a grand scale and with wonderful efficiency, but it is unable to make real steel. It is the function of the office boy, manganese, to do this. It is open to serious doubt if steel mill operators have ever taken seriously the metallurgy of the preparation of crude manganese. It has merely been found that some usable crude manganese may be obtained by running certain manganese ores through an iron furnace when not busy on anything else, or remote from iron ore, or with a lining that is about gone. It is, however, an entirely unwarranted assumption that the metallurgy of manganese has been worked out, or that the supplies of usable raw ore must be limited to materials of some specified analysis. There was a time when ores of copper, lead and zinc, for example, had to be rich and of specified analysis, to be usable, but the commercial raw materials of today bear little resemblance to such ores of the past. The discussions of manganese that I have seen are based on the assumption that the metallurgy of manganese is fully established and that the only usable manganese raw materials are of the kind used today. These discussions contain another error, not so much of statement, but of implication-that the tonnages of manganese materials in the United States are so much in this state and so much in that. When it requires a period of years and the expenditure of millions of dollars for a competent mining company to explore thoroughly a few acres of mining ground, is it not absurd to say that there are so many hundred tons of manganese ore in a certain state? This fact is not apt to be known fully in 10,000, years. I do not charge the mining engineers. who are on record, of making misstatements, because they merely say that so much

The last decade has witnessed a rapid development and application of slurry and EPB type tunnel boring machines. Both soft ground types are able to excavate tunnels in unstable ground conditions below the water table with positive face support. The most significant component of the excavation process is the cutterhead and tool con-figuration were the excavation and face support meets the geological challenge. The TBM downstream processes cannot take place unless the cutterhead and tools effectively do their job. This paper will review the current state of the art design for both slurry and EPB cutterheads and highlight both common as well as geological specific design features.

McLean's technique was employed to determine the effect of temperature on the contribution of grain boundary shearing to the total creep strain in pure aluminum over the range of 610° to 747°K. The contribution of grain boundary shearing at the same stress was found to depend upon a temperature-compensated time, where the activation energy AH was practically identical with that for total high temperature creep. SEVERAL outstanding investigations by McLeanl-' have demonstrated that the total creep strain in polycrystalline aluminum at 473°K arises from microscopically detectable slip, subgrain tilting, and grain boundary shearing. Whereas microscopically detectable slip arises from dislocations that move out of the grains, subgrain tilting is due to entrapment of dislocations of like sign in subgrain bound-arles. Consequently, creep in polycrystalline aggregates appears to be the resultant of two mechanisms, namely, migration of dislocations and grain boundary shearing. This suggests that an appropriate law for creep should contain two additive terms ?1 = ?d + ?yb where the total creep strain, ?1, depends on the sums of the creep strains arising from motion of dislocations, ?d, and from grain boundary shearing, ?yb. But extensive investigations5 over wide ranges of alloys, grain sizes, temperatures, and stresses have shown that the total creep strain is quite accurately dependent on the single term functional relationship ?1 = f (?), s = constant where s is the stress (constant),* ? = te-?H/RT, t is the time under stress, AH is the activation energy, R is gas constant, and T is absolute temperature. Since Eq. 2 was found to be valid over those ranges where appreciable grain boundary shearing is observed, it appears probable that the activation energy for grain boundary shearing might be identical with the activation energy for migration of dislocations. Thus, under a given stress, it could be thought that where fd and fgb represent the appropriate functions for each mechanism of creep. The primary objective of this investigation was to obtain a direct check on the accuracy of this hypothesis. Experimental Procedure and Results Rolled aluminum sheet (99.987 pct Al), 0.100 in. thick, was used in this investigation. Creep specimens having a 0.25 in. wide, 3 in. long gage section were so machined that their axes were in the rolling direction. All specimens were annealed for 9 hr at 894°K before testing to produce a mean grain diameter of about 0.1 in. One face of each specimen was polished electrolytically in 10 pct HBF4. In order to permit accurate measurements of grain boundary shearing, the polished surface was lightly scribed with a ruling machine accurate to ±0.0001 in. to give a uniform grid of lines which were 0.01 in. apart. Although it was thought that surface working might modify the creep behavior in the vicinity of the scribed grid lines, this technique nonetheless was employed because such local differences in creep properties should not modify seriously the fractions of the total creep strain due to grain boundary shearing or to migration of dislocations. Materials related problems at mines can be big ones - like a newly completed 1 -m (3.5ft) water pipeline burst during initial filling, grinding ball consumption at double the typical norms on startup of a new semiautogenous grinding (SAG) mill circuit or 30 open-pit haul trucks in the shop for new bed liners after less than a year’s service. Materials engineering provides solutions to these kinds of equipment problems by selecting good materials and designs, by trouble-shooting service failures and by maintaining high quality in vendor-furnished materials and components. Materials with good properties, correctly made and fabricated, correctly installed in mining and processing equipment, produce ore and final products reliably and efficiently. Materials engineering, applied during design phases, specification writing, and receipt and installation of materials, ensures that equipment will have the best possible shot at performing up to expectations. Good calls on materials properties - specifying state-of-art materials produced by competent manufacturers - help mine managers to reduce downtime and mining and processing costs. Materials that are improperly made or specified can make a mining operation less efficient or, possibly, uneconomical.

Recent investigations by Mannesmann Research have shown that disintegration of sinter with widely varying quality levels is subject to a much more complex set of influences than was previously assumed. It was confirmed that disintegration at temperatures between 300 and 600 °C is triggered by the degradation of hematite. The specific tendency of hematite to disintegrate is, however, not constant: sinters containing the same amount of hematite can show widely differing disintegration tendencies depending upon structural homogeneity, porosity and gangue quantity. Especially sinters with heterogeneous structures transmit stress to the hematite phase and this favours disintegration. Another factor is the brittleness of the glassy silicate phase, which can be influenced even by small modifications of minor gangue constituents.

Air has been cooled, heated, washed, humidified and dehumidified for many purposes and in many industries. At a number of metal mines air is conditioned to reduce the high humidity and unbearable heat found in deep workings, and at some mines air is washed to allay siliceous dust. Steam is introduced into the intake air at many coal mines, particularly in winter, for the purpose of keeping loose coal dust so moistened that the hazard of an explosion is lessened. This paper will describe a further successful application of air conditioning in a coal mine, where, for over three years, all intake air has been cooled to a constant temperature for the sole purpose of preventing roof falls. Effect of Warm Weather on Mine Roof It is generally known by mining men that some, if not all, coal mines have more trouble from bad roof during the warm summer months than in winter. Also, it has been observed that roof on intake airways is usually worse than on the return entries, after the air has circulated through the mine. Some mines and some coal seams are much more affected than others. In the Clinton district of Indiana, the No. IV coal seam has a good, firm, gray shale roof except during the summer months, when it deteriorates badly and falls in small slabs 1 to 6 in. thick. Timbering is not very efficacious during this period because in time the roof will shear around the supporting prop or crossbar and either dislodge the timber or leave it supporting only a few inches of crumbly shale (Fig. 1). This action is renewed each summer, choking airways with fallen slate, tearing down trolley wires, hampering haulage, endangering men and adding considerably to the deadwork cost. Only when mines have been worked for a period of years and have been advanced a long distance from the shaft do the active workings become comparatively free of this trouble, and even then the intake entries are still a source of much deadwork. Such was the annoying situation at the mine of the Saxton Coal Mining Co. operated in the No. IV coal just north of Terre Haute, Ind. During the months of warm weather it was possible to stand at any quiet spot in the mine and within 10 min. hear at least two or three falls,

The need for on-line sensors is outlined and it is demonstrated that the control of many processes is prevented by the availability of these devices. The use of solid electrolytes is described for the sensing of elements in molten pyrometallurgical phases. In the cases where there is no suitable electrolyte, the addition of a second phase of a compound containing both the element to be measured and the element whose ion is mobile in the electrolyte can be used. For the measurement of high concentrations of an element a method based on current measurement is proposed.

The mines of The Tennessee Copper Co. are in the Ducktown Basin, in southeastern Tennessee. The ore is a heavy sulphide consisting principally of chalcopyrite, pyrite and pyrrhotite and in places running as high as 95 per cent sulphur and iron. Operating mines are the Burra Burra and Eureka. Development ' of the Boyd ore body was started in 1940. Late in 1939 the decision was made to change from fuse and cap to all electric blasting and at the same time electric cap lamps were installed to replace carbide. These changes were made to improve the safety and working conditions in the mines. Both the Bureau of Mines and explosives manufacturers recommended electric blasting as a safety measure. Until that rime, electric blasting had been used only for shaft sinking and in places where it was absolutely essential for safety. Very few men had had experience in this type of blasting, as the places where it was required were those that also required direct supervision. It was necessary for the mining staff to work out methods, procedure, and equipment to be used. In this they were ably assisted by representatives of the explosives manufacturers. Many mistakes were made and it is the purpose of this paper to describe the original plan and installation, show the major difficulties encountered. the remedies applied, and present the practices now being followed. Comparison of costs of the two methods will also be discussed. About six months were required to make the change and eliminate fuse and cap blasting entirely. The first electric blasting stations were installed in November 1939 and the last fuse was taken underground in May 1940. A very unusual condition forced the use of fuse for a short time in one heading after May, but that will be discussed later. Original Equipment and Installation A power line is generally recommended as a source of current where permanent blasting stations are used. The plan worked out for electric blasting was to tap 220-volt alternating-current lines when they were available and use 250-volt direct current from the trolley wire at all other places. A blasting machine would be available at each shaft for places where there were no regular blasting stations and could be used if a regular station should fail. The equipment decided on was No. 16 duplex reinforced lamp cord for lines to within about 50 ft. of the working place and No. 20 lead wire from that point to the shots. An open double-pole, double-throw switch with slate base was put in the circuit, so connected that the down position would close the line to the shots 2nd the up position would connect it to the Iine from the power contactor. New methods of reducing stopping leakage have been investigated by Mine Safety Appliance Research Corporation, working under contract to the U. S. Bureau of Mines. It was found that proper construction techniques are far more important in reducing leakage than the type of sealant used, provided the sealant has sufficient adhesion and strength. Leakage could also be substantially reduced by brushing on modified mortar sealants rather than using the accepted method of trowelling them on.

The tunnel alignments investigated for the Gosford Regional Sewerage Scheme are located in the Terrigal Formation and are covered for most of their length by a thick blanket of soil and weathered rock. The following techniques were found to be most effective in geotechnical investigations for tunnelling in this area: air-photo interpretation, seismic surveys to pinpoint drilling targets, in-situ measurements of strength,deformation modulus and permeability in cored holes, and the construction of rock- mass models. Cross-hole seismic modulus measurements, surface resistivity soundings and electric well-logging techniques were found to have limited applicability due to adverse local conditions.
