Culm is a general term used in the anthracite regions for many years to denote a mixture of coal, bony coal and impurities which is sent to the refuse-banks. Thus, 35 years ago culm contained the pea and buckwheat sizes of anthracite; but to-day, and as mentioned in this paper, culm is used specifically to denote the material which passes through the smallest screen in the anthracite-breaker. The smallest size of commercial anthracite is known as No. 3 buckwheat, barley, or bird's-eye coal, and is ordinarily made through a round-punched plate having openings & in. in diameter, and over a round-punched plate with openings 3/32 in. or 1/16 in. in diameter. Thus culm will consist of coal, bony coal, slate, gravel, iron pyrite, etc., ranging in size from 3/32 in. down to dust. Other local terms for culm are " slush," " silt," and " dirt." The first experiments towards the utilization of anthracite culm by briquetting, and the first briquetting-work done in this country, were in 1872 at Port Richmond Piers, Philadelphia, Pa., by E. F. Loiseau.1 Clay was used as a binder and the finished briquette was water-proofed with shellac, etc. Excessive cost was given as the reason for discontinuing work at this plant.

The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

This is the second review of developments in coal mining engineering (see C.I.M .M. Transactions, Vol. LI, 1948, pp. 262- 264) and covers the period from October, 1948, to January, 1950. Mechanization The period under review was characterized by the intensive development of appliances providing for complete mechanization of coal-face operations. A variety of machines are being evolved or have already been placed on the market which embody the principle of 'continuous mining'. This trend can be observed in all coal producing countries. In the United States, two continuous mining machines have been developed for entry and room application and by the end of 1 949 were being used in a number of mines. These are the Joy Continuous Miner in which the coal is ripped from the face by means of multiple cutter chains, and the Jeffrey Colmol employing cutters on rotating arms for chipping the coal from the face. The Joy machine is made in tw6l models, 34-in. and 48-in. high and designed for a range of seam thicknesses from 3-ft. -t-in. to 4-ft. 6-in. and from 4-ft. 6-in. to 8ft., respectively. Some experience has been gained with this machine and accounts of its performance are already appearing in the technical literature. The Jeffrey-Colmol has a more limited range of working height. The first model, 38-in. high, was designed for seams about 4 feet in thick11ess but more recently the 28-in. low model has been placed on the market for seams 2-ft. 6-in, to 3-ft. 4-in. in thickness. Conventional mobile loading machines of the gathering-arm type are continuing to yield high production under suitable conditions, and improvements or modifications of the basic principle are embodied in new machines as, for example, the Jeffrey mobile (conveyor) loader with extensible (gathering-arm) head developed for conveyor mining.

This research, sponsored at Stanford Research Institute by the Grand Junction Operations Office of the U.S, Atomic Energy Commission, was an outgrowth of the concern that presently-known ore reserves may be inadequate to meet the projected demands of nuclear power reactors. The original program at SRI was to design a comprehensive geological information system and use it to store and analyze the very great quantity of data needed to estimate uranium ore reserves. Study of the problem showed that it could be solved only by use of modern electronic data processing techniques, so such a comprehensive system was designed and tested. The system test was satisfactory, but input lead time and total expense were shown to be too great for the system to be practicable for the AEC under present circumstances. Thus, based on results of the earlier research, a specialized and simplified procedure for predicting approximate uranium ore reserves was devised. The prediction is based on general geology of specific area cells of the earth, in order to provide complete volume coverage; the strata in these ores are evaluated for uranium ore favorability on the basis of a few selected criteria in order to allow rapid data input. Since the bulk of U.S. reserves are in clastic host rocks only such strata are considered in this work. This paper describes the structure and some details of the resource system and how it was tested in rn area of the western United States.

Up to the present time few attempts have been made to produce hard nonmagnetic materials by heat treatment of austenitic steels. The usual result has been to cause them to pass into the martensitic stage, thus destroying to a great extent the typical austenitic properties, since this involves a transition of a portion of the iron from a face-centered to a body-centered type of atomic arrangement. High-strength nonmagnetic materials such as might be provided by properly hardening austenite are required in the electrical industry for different machine parts. In Europe nonmagnetic retainer rings for restraining the end-turns of the rotor windings in turbo-alternators have been developed as a special application of high-strength austenite. In testing1 a 28,000-kva. three-phase Siemens turbogenerator running at 3000 r.p.m. at full load current, the losses in the short-circuit test were 450 kw. for the magnetic ring and 286 kw. for the nonmagnetic, and the difference should be attributable to the magnetic ring. The differences in temperatures during the same test are given in Table 1 and these show the advantage of a nonmagnetic over a magnetic retainer ring. Hardening in this case was obtained by cold working, such as hammering, rolling or some means for stretching the steel while at a temperature near 500" C. The availability of computer resources and data management technology, together with the prudent use of scientific management concepts, has made it possible to achieve important improvements in the control of maintenance and materials activities in the mining and minerals processing organization. The introduction of minicomputers and. the greatly improved efficiency of computer systems in general have put the use of computer technology within the reach of even the smaller mining companies which probably could not have afforded them just five to ten years ago. A number of progressive companies have implemented computer-based maintenance, purchasing, and supply inventory control systems. Using modern safety stock, demand forecasting, parts reliability analysis, and other control concepts, these new systems have helped minimize production losses by reducing the frequency and severity of supply shortages and unplanned repairs. At the same time, these systems are helping to conserve scarce capital resources by better utilization of supply inventory investments, reduced expenditures for maintenance, less frequent equipment replacements due to improved maintenance reliability, and greater capacity utilization of existing facilities.

Some view quantitative risk assessment (QRA) as difficult to understand and complicated to use. They are comfortable with the proven reliability of quantity distance (QD) and question the benefits of applying QRA principles to explosive safety. In response to such questions, a review of the history of the American Table of Distances (ATD) provides insight to the strengths and weaknesses of the concepts behind QD tables. Additionally, a closer look at QRA features that are available today will reveal stunning capabilities and improved user friendliness not available previously. This paper looks at the early days of explosive safety, the use and limitations of QD, the meaning of risk in the context of QRA and discusses recent developments that knock down barriers previously hindering acceptance of QRA among regulatory agencies.

As free milling oxide gold ore reserves are depleted, more mining companies are having to evaluate the available alternatives for treating refractory deposits. The selection of a treatment process can be very difficult; and, despite the claims of their respective proponents, there is no one process that will continuously prove superior. Selection of the optimum process for an individual deposit is contingent on the size of the deposit, the grade of the deposit and the refractory nature of the ore. Since extensive metallurgical test programs are usually required to determine the optimum extraction process, an inappropriate initial selection may prove costly and time consuming. This paper discusses the steps involved in evaluating a refractory ore in order to expedite the evaluation of the required process through the feasibility study stage.

Although most bauxite mined is used to make metallic alu¬minum, more than a million tons of bauxite is used annually in the United States in the manufacture of refractories, chemicals, abrasives, and cement. Raw material requirements are becoming increasingly difficult to meet because high-grade bauxite, required for some uses, is limited. The supply of raw material for high-alumina refractories is most critical because a low-iron bauxite is needed. Although there are substantial bauxite reserves in the world, bauxite suitable for use in refractories is limited to a few districts.

A field inventory was made of the mineral, geologic, geothermal, and groundwater resources of three geologically recent lava fields in the desert of Oregon. The term "resource" was applied with care: a "resource" must have particular value or worth, although it need not be economically viable. The spectacular volcanic features of the area have particular scientific and general interest and thus constitute geologic resources. The mineral endowment, mostly occurrences of low unit value such as stone and cinders, in large part are not resources, due to market conditions, regulations, and other factors. These and other conclusions will be used by the Bureau of Land Management in its multiple land use planning process for the area.

The U.S. Bureau of Mines studied the interaction of longwall shield supports and adjacent strata at the Meigs No. 31 Mine in southeastern Ohio. Twenty-three legs of twenty shields at midface were instrumented with pressure transducers and monitored for 11 weeks. During the project, leg setting pressures were reduced twice to determine the effect of setting pressure on shield-strata interaction. No correlation was observed between setting pressure and leg loading rates. The shield loading profiles were consistent with a model in which the roof consists of two zones, a thin immediate roof loading the shields well below the typical setting force and a main roof zone essentially supported by the coal and gob and loading shields through its convergence. This model was used to develop an equation for estimating average loading rates at the site. The only variable of the equation is time, and the equation consists of an exponential term to account for the immediate roof loading and a linear term to account for main roof loading. The equation gave good correlation with average loading rates, but the variation in loading from cycle to cycle was too great for the equation to give good predictions of individual cycle loading rates.

The Library of the above-named Societies is open from 9 A.M. to 9 P.M. on all week-clays, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining-maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining-reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is, given that most careful service will be rendered to them.

This paper discusses the application of Load-Haul-Dump (LHD) machine teleoperation in combination with a guidance system for single operator control of multiple IJIDs. A system accomplishing these goals has been tested at Copper Cliff North Mine of Inco Limited. This development uses a high-speed, high-capacity production network to teleoperate an LHD during loading and dumping by using 3D video and radio remote control. Following loading, the operator dispatches the LHD using an automatic guidance system to traverse the drifts to the orepass. Remote dumping is done at the ore pass and then the machine returns to repeat the procedure. This has significant productivity gains and improvements in safety. Productivity is improved because operators are involved only in the loading and dumping part of the process. This frees the operators to utilize their time more effectively, loading or dumping a particular machine, while other machines with guidance systems continue to work travelling and/or automatically dumping ore in the ore passes. Safety is improved as the operator is located on a remote control station. Automatic dumping will be incorporated as a future development.

Various factors can affect the quality of B1112 and B1113 steel as produced in a bessemer plant; among them: vessel-charging practice, blowing practice, ingot-pouring practice, ingot delivery-time practice, pit-heating practices, and ingot-rolling practice. Evaluation of the influence of ingot delivery time on quality has been chosen as the subject for this paper because this time is completely within the control of the operator, and on this particular factor there is a tremendous amount of information in the dusty archives of the average steel plant. In order to know how much improvement can be made and when attention should be directed to other factors that influence quality, in the continual struggle for improvement, the effect of ingot delivery time must be accurately evaluated. Once this is done, the importance of other variables can be accurately obtained, thus eliminating the necessity of resorting to opinions that are of doubtful value at best. In the study described herein, extensive use was made of the statistical card system as a method of determining the effect of ingot delivery time as a quality factor in bessemer screw-stock grades by simple direct correlation. The value of this statistical method as a means of accurately determining the influence of various factors has been amply demonstrated by Work1 for the bessemer process and by Hand and Gould2 and Fetters and Chipman3 for the open-hearth process. The quality records of 300,000 tons of bessemer screw-stock billets were used in this study of the effect of ingot delivery time on the rejections for breaks, pipe, check and seams. The reduction in the number of rejections for poor quality reduces the costs and increases the productivity per man-hour. The operator today, more than ever before, must know how to keep costs down, how to do it most quickly and in the best way, and how to obtain the highest quality in line with the ever increasing demands of the customer. It is necessary for him to know the individual relations and interrelations between various factors affecting the quality of the manufactured product if he is to produce material that will meet competitively the cost, performance, and quality demands of the trade. Drilling operations on the Gulf of Mexico continental shelf are following two general plans. The first plan placed all buildings. equipment, and materials on a large platform while the second copies Lake Maracaibo drilling methods by placing a minimum of equipment on the platform and using a floating drilling tender or drill barge anchored adjacent to the platform in an attempt to take maximum advantage of flotation in an effort to reduce costs. A complete power rig, mud pits, pipe racks, and small auxiliaries have been placed on the platform as shown in Figure 1, to assure proper handling of drilling operations under the most adverse weather. This has the economic advantages of eliminating the fabrication of a large structure, a material reduction of rigging up time on each structure. and elimination of delay time on equipment while quarters and equipment placed on the tender are being rigged up. These factors have certainly proved their economic value in drill barge operations in the Louisiana and Texas coastal area. Naturally the heart of such an operation is the anchorage. This anchorage, to permit taking advantage of maximum economies. must hold the ship in a relatively fixed position under the following weather conditions: (1) Winter northwesters (2) Southeasterly gales (3) Severe rain squalls In hurricane weather all operations must be suspended regardless of method of operation and the floating tender will, if possible, be moved to a protected location. However, in case of an emergency the floating tender should be prepared to swing with the wind and seas on a single anchor as there is considerable doubt that either ship or anchorage could withstand the severe strains imposed by fixed anchorage in hurricane weather. Northwesters are reported to have developed wind gust velocities as high as sixty miles per hour and steady winds of approximately forty-five miles per hour. Fortunately these winds do not travel a great distance over water before arriving at our location, and, while they can possibly develop seas approximately eight feet high, the waves are short, and if taken on the bow or stern of a ship 250 feet or more in length they should not present a difficult problem. On the other hand southeast gales having a long fetch and maximum steady wind velocities of approximately thirty miles per hour can possibly develop long swells approximately twelve feet in height. These should develop the most severe anchorage problem. To combat these waves any workable anchorage plan should permit maneuvering the ship in such a manner as to head the bow or the stern into the seas and still maintain contact with the structure. Rain squalls develop wind gust velocities as great as sixty miles per hour. However, they are local and the seas have not been a source of great trouble. To permit continuous operation the anchorage must be able to withstand these winds broadside to the ship as the wind direction often changes radically in a very sliort time. HAVIC is a collaboration of investigators from North America, Sweden, and Finland having a scientific mandate from NIOSH, to study the exposure response relationship between vibratory tool exposure and adverse health effects. Five cohorts, the Suomossalmi forest workers cohort, Volvo truck cab workers, Connecticut shipyard workers, and matriculating dental hygiene students and experienced dental hygienists have been under study. In the case of shipyard workers, there was survey and tool exposure data from 1988, although detailed subject testing was only available within the timeframe of the study. The truck cab assembly workforce was an inception cohort that had been followed from 1994 along with age-matched controls. The Finnish forest workers had cumulative health data on a cohort (n=52) that had been studied from 1976. For a subset of these subjects, there was detailed tactometry testing in 1990, 1995, and 2003. Accordingly, there was historical as well as new prospective data for the industrial cohorts. The Suomossalmi cohort was reassembled only for our study, which precluded follow-up evaluation and because of retirement is almost certainly the last time this historic group will be studied. The study features are: • Characterization of the exposure response relationship for hand-arm vibration through a study design, incorporating multiple cohorts, some having existing historical data, • Selection of cohorts to include different types of vibration: oscillatory (forest workers) impact (truck cab workers), high frequency (dental hygienists) and mixed (shipyard workers), • Inclusion of two inception cohorts: dental hygiene students and Swedish truck cab workers, • Methods for multi-site and historical integration A description follows. [ ] Methods The study included surveys, physical evaluation, and a selection of battery of “best tests” (cold challenge plethysmography, multi-frequency tactometry, segmental sensory nerve conduction velocity [SNCV]1,2,3) applied across groups to quantify responses to exposure. Exposure monitoring included exposure characterization through daylong data logging at the individual level. Workers at each site were instrumented with a microcomputer-based Vibration Exposure Monitoring (VEM) system, developed at the Biodynamics Laboratory of UCHC and about the size of a police walkie-talkie, to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of their workday. More specifically, data logging methods involved the direct monitoring of work cycles, involving tool operation time and measures of tool vibration, namely the root-mean-square (RMS), root-mean-quad (RMQ), and root-mean-oct (RMO), and grip forces, each calculated per minute. For this study, the questionnaire was homogenized with other vibration studies4,5,6. Cross-translation was directed by the multi-lingual investigators, and then reviewed by the study team.
