INTRODUCTION Since the occurrence of the first oil crisis, coun-tries of the world, especially oil-importing countries have made sustained and vigorous efforts to lessen the dependency on oil as a source of energy supply. The adoption of "Principles of Coal Policy" by the IEA Ministerial Governing Board Meeting in May, 1979 was the first formal action taken by major energy consuming countries. At the Venice Summit in June, 1980, it was agreed that production and use of coal should be doubled over the next ten years. In fact, the world coal use in 1980 showed around a 10 percent increase over the previous year. Recently, we have seen an indication that the balance of oil supply and demand in the short term have eased. But I believe that it remains vital that we continue to encourage the development and introduction of alternative energy sources. Because, from the medium and long range viewpoint the recovery of the worldwide economy will lead us to increased oil requirements and thus we will be faced with the cyclical, structural tightening situation between the supply and demand of oil. Moreover, we are still convinced that the constraint of the supply capabilities of the Middle-East nations may be increasing in the long-term, since there still remains political uncertainties among these nations. Consequently, above all, coal is viewed as an alternative energy resource available for immediate expansion of use and is given as high a priority as nuclear power. In Japan, we regard coal as the most reliable alternative energy resource to replace oil. According to the "Alternative Energy Supply Targets" approved by the Cabinet in November, 1980, the level of coal imports is estimated to approximately double by 1990, while our domestic coal production will remain nearly at the same level. The transition from oil to coal is found in the recent import levels of coal---73 mil¬lion tons in 1980, a 23 percent increase over the 59 million tons imported in 1979. There was an upsurge in steaming coal imports, reflecting the transition in feedstocks---7.2 million tons in 1980, four times over the previous year's amount. Henceforth, from the medium to long range view, the demand for coal, especially that of steaming coal is forecast to continue to grow. The timely expansion of supply capabilities is our utmost concern and should be one of the most significant goals of our comprehensive policy. The Overseas Coal Investigative Committee, a privately organized advisory panel to the Director-General of the Natural Resources and Energy Agency of the Ministry of International Trade and Industry (MITI), investigated means to secure a stable supply of overseas coal. The panel presented its interim proposals in August, 1981, recommending the diversification of coal import sources, extensive use of low rank coal, as well as enhanced international cooperation between coal producing and importing countries. THE CONTENTS OF THE COMMITTEE'S REPORT Four Points for Major Consideration In order to ensure a stable supply of overseas coal, Japan needs adequate policy measures consistent with the characteristics of coal resources and environmental requirements, giving consideration to Japan's status and the role she is expected to play in the areas. From the above, great importance should be attached to the following four points: All the components of the "Coal Chain" (Namely, the development of mine sites, construction of railroads, port loading facilities, coal shipping vessels, port receiving facilities, including coal centers and international transport facilities etc.) should be reviewed and reformed with steps taken to assure efficiency consistent with the entire coal chain system. The complete formation of a coal chain system requires such lengthy lead times and huge amounts of investment that necessary measures should be undertaken well in advance utilizing long-range projections of future demands and various economic surveys. Policy planning should be conducted taking into account of harmonizing stability and economics of the supply structure. For ensuring the long-term stability and expansion of the coal trade, international cooperation on a bilateral and multi-national basis should be encouraged. Mutual understanding and close relationships are essential to facilitate the formation of the supply system and to promote the extensive use of coal. Direction and Problems Related to Supply Stability Expansion of Supply Capabilities. World coal imports in 1979 amounted to 229 million tons, of which Japan's share amounted to 59 million tons, or one fourth of the entire amount. The imports of European and Asian countries accounted for 83 million tons and 7 million tons respectively. According to the examination of the Investigative Committee, Japan's coal requirement is estimated to be between 140-150 million tons by 1990, nearly the same level as announced in the Provisional Long-Term Energy Supply and Demand Outlook in 1979. This fore¬cast is-to be revised in April, 1982. Japan's demand is expected to be met through fiscal 1985; however, by 1990, the supply is estimated to fall short of demand, particulary, in the field of steaming coal. "Since the mid fifty's, worlwide pellet production capacity has constantly risen (Fig. 1, Ref. 1 l. There was however at that time no real incentive to decrease production costs but only to produce as many pellets as possible. State of things changed with the iron and steel market recession, starting in 1975, and is currently leading producers to improve pellet quality and to reduce fuel and power consumption.At the Port-Cartier pellet plant, the energy needed for the induration of pellets ranks first in overall operating costs. An important step was made when starting admixing coke breeze in 1980. Oil prices justified the use of coke breeze as a direct replacement in terms of dollar/ton, however, while gaining expertise in using solid fuel a significant decrease in energy consumption was observed (Fig. 2, Ref. 2).In 1985, the ""Centre de Recherches minérales"" was commissioned to undertake research work to investigate the effects of further increasing coke addition to the pellet mix. The positive results of that work led to a 1,5% coke addition plant trial during the fall of 1985. Both laboratory and industrial results are discussed in this paper."

In designing climate exposed soil structures such as caps and covers over mine waste it is necessary to include the wetting and drying influences of the local climate in order to accurately predict the net water, vapour and oxygen fluxes across the ground surface and through the base of the covers. The most advanced evaporative flux modelling tools currently available to practitioners have been limited to rigorous one-dimensional models (ie SoilCover) or semi-empirical two-dimensional models (ie Hydrus-2D). It is common practice to use the rigorous one-dimensional evaporative flux model results to develop a surface boundary function that can then be applied within a saturated/unsaturated two-dimensional model. However, this is not an ideal situation and results in a further approximation of the real system being modelled. This paper will highlight the use of a new modelling tool, VADOSE/W, which brings existing, rigorously formulated evaporative flux theory into the familiar setting of a two-dimensional model. The model is enhanced for simultaneous two-dimensional oxygen gas transport analysis, which has direct application in the mine waste industry. A key focus of the paper will be addressing the limitations of one-dimensional analysis for cover systems on sloping and hummocky terrain.

The Wonthaggi coalfield is in South Gippsland, about 90 miles southeast of Melbourne. It is situated on the down-faulted block of the South Gippsland highlands that lies south of the Kongwak fault, between the Powlett River and the sea (Fig. 1). The coal, which is of Jurassic age, occurs in two small, and intensely faulted, limnic basins, that lie on either side of a concealed ridge of Silurian sediments. The coal was first found as thin seams outc1'opping in the cliffs at Cape Paterson, but the seams that are worked at Wonthaggi are concealed beneath a veneer of Cainozoic sands that covers the Jurassic strata, and were found by boring.The c9al seams are worked by the State Coal Mine, which was opened in 1909 to ensure a supply of coal for the Victorian railways, following a prolonged strike in the Newcastle field of New South Wales. La voladura es una de las operaciones unitarias en la extracción del mineral, donde se busca un adecuado grado de fragmentación de la roca y se reduzca el costo combinado de las operaciones de perforación, voladura, transporte y chancado primario roca, produciendo a la vez el menor daño posible en las cercanías de ésta. En este sentido, el empleo adecuado del Monitoreo de Vibraciones producto de voladuras, es una técnica que provee múltiples ventajas en términos de examinar en detalle el proceso de la voladura y conocer su eficiencia relativa, su interacción con las cargas adyacentes y en definitiva el rendimiento general del diseño. Por ello, el presente trabajo describe algunos casos de aplicación de la técnica de monitoreo de vibraciones -particularmente en Mina Subterránea y su importancia en el diagnóstico, control, modelamiento y optimización del proceso de la voladura. Asimismo, analiza su potencial en términos de alcanzar substantivas mejoras técnico-económicas, aumentar los rendimientos y minimizar los costos operacionales en esta etapa de la explotación minera.

"This article is based on a paper presented by Jim Scott at the 1988 annual convention of the Prospectors and Developers Association of Canada. The paper suggests a number of factors that might be taken into account in negotiating royalty terms.IntroductionRoyal ties are a part of mining life in Canada. They are used by many kinds of individuals in many kind s of situations. Prospectors commonly take royalty interests back when they transfer claims to development companies. Mining companies disposing of undeveloped (or sometimes even developed) properties are often paid at least in part by royalties. Royalties are even used by institutional investors with no other connection with the resource industry.Such different royalty holders have different investment goals, different cash flow requirements, and different risk / return preferences. These differences have given rise to a number of different royalty types. These types range from the simplest cents-per-ton royalty (where the operator pays a royalty at a fixed rate per ton milled) to net smelter return or ""NSR"" royalties (where the royalty is based on a percentage of the operator's NSR) all the way to net profit interest or ""NPI"" royalties (where the royalty is based on the operator's bottom-line net profit),The fundamental difference between the many royalty types is in the risk / return relationship. The cents-per-ton royalty, for example, is relatively risk-free. Of the many economic factors which affect a mine, the only one which will affect the royalty holder is the amount of ore physically milled. On the other hand, the potential for significant gains under a cents-per-ton royalty is also very limited. The royalty holder will not share in any increases in the market price of the end product or any cost reductions achieved by the producer."

Introduction The disposal of mine tailings, development rock, and other unwanted refuse material underground in mines by using pneumatic conveying techniques has been undertaken in the coal industry for many years. Similar equipment has been utilized for backfilling hard rock mines and is currently being applied in a gold mine in South Africa where development rock is being stowed in the mined-out stopes to help reduce the incidence of rock outbursts. On a limited scale, pneumatic conveying has been applied for backfilling uranium mines and one particular mine in New Mexico, U.S.A., has used this technique for 8 years. Other uranium mines in this area are now considerinq the dry backfill technique to eliminate the problems associated with hydraulic fill. The need to backfill in uranium mines is primarily of importance to improve ventilation, stabilize the pillars and roof, and possibly to extract a larger percentage of the uranium ore. If this can be achieved by utilizing the tailings from the beneficiation plant and using rock from the development headings which in itself may be slightly radioactive, then a greater benefit can be derived. Backfill can be achieved with hydraulic fill methods by running slurry into the stopes and allowing the water to decant and return through the footwall development entries to sumps for pumping to the surface. However there are several disadvantages associated with this method in that water is percolating throough the mine workings; it is necessary to build bulk heads in flat lying deposits; it is difficult to fill right to the back; and the decanted water takes with it quantities of the finer sand particles which results in maintenance problems with the mine pumps. Pneumatic conveying can overcome these problems in that the voids can be completely filled with high degree of compaction, heavy bulk heads are not necessary, the development rock can be added to the pneumatic system for disposal underground so eliminating hoisting cost to the surface, and cement can be added to the wetted material. "The Port Mann Main Water Supply Tunnel project provides a critical water main crossing of the Fraser River for the owner, Greater Vancouver Water District (Metro Vancouver). The project consists of two 60-metre-deep slurry panel shafts and a 1-kilometre-long, 3.5-metre excavated diameter tunnel located near Vancouver, British Columbia, Canada. The initial tunnel lining is a precast concrete steel fiber reinforced gasketed segmental lining. The final lining is a 2.1-metre-diameter welded steel pipe. This paper describes the challenges encountered during tunnel construction and the solutions implemented. Key challenges include earth pressure balance tunnelling at up to 6 bar pressure—the highest to date in Canada—a water-crossing without surface access for the majority of the tunnel drive, ground freezing from a river platform for a critical TBM intervention, and boring through cobbles and boulders in dense glacial till. INTRODUCTION Metro Vancouver supplies drinking water to 18 municipalities, one electoral district and one treaty first nation, serving a population of more than 2.4 million residents. Water is collected in three mountainous watersheds to the north of the Greater Vancouver area, in southwestern British Columbia, Canada. To supply the growing demands of Metro Vancouver’s customers, treated water must be conveyed across two significant water bodies: the Burrard Inlet and the Fraser River. The existing Port Mann water main is one of several key links between the watersheds north of Vancouver and the municipalities south of the Fraser River. The Port Mann Main Water Supply Tunnel (PMMWST) is the first of a series of upgrades, to increase capacity, enhance scour protection, and improve seismic resilience. The new tunnel is 3.5 metres (11.5 ft) in diameter and 1 kilometre (0.6 mi) long. When completed, it will contain a new 2.1 metre (7 ft) diameter steel water main that will help ensure the continued, reliable delivery of drinking water to these municipalities, and will more than double the capacity of the existing 1.2 metre diameter main."

INFORMATION is available on the effect of stress on permeability, coercive force, and hysteresis for a variety of materials' but for the technically important grain-oriented 3 pct Si-Fe' the stress effects are not adequately covered in the literature; in addition, most of the stress data do not permit estimation of what would happen to the 60 cycle watt losses of the material under stress. Direct measurement of these effects therefore has been made and appears to be of considerable theoretical as well as practical interest. Losses were measured on the central 25 cm portion of 40~3~0.035 cm samples which could be stressed in a small tensile machine built for this purpose. Under tension the following effects, illustrated in the figures by a particular example, were observed: 1—"Unstrained" material of commercially acceptable loss level shows no change or a small increase in loss at low elastic stresses. For the sample shown in the figures, this is illustrated during the initial run, where a 7 pct increase is observed (Fig. 1). 2—There is no additional change in loss when the sample is further strained up to the elastic limit (Fig. 1). Within that limit the loss-stress curve is reversible. This is not illustrated in Fig. 1. 3—Even in the plastic range only small increases in loss are observed as long as the sample is kept under stress (Fig. 2, point N); often no increase can be observed (Fig. 1). 4—A large increase in watt losses is observed after removal of the stress subsequent to plastic deformation (Figs. 1 and 2). 5—All, or nearly all, of the foregoing increase in loss due to plastic deformation can be eliminated by a reapplication of tensile stress but returns upon removal of this stress. This is illustrated in the third run (Fig. 3). This run remains within the elastic limit and shows the reversibility of the stress-loss curve under this condition. These findings have been confirmed on large Samples (approximately 200~10~0.035 cm and larger) except that under 1 no initial increase in loss was ever observed on these. The accuracy of the watt loss measurements is of the order of 1 pct. Neither bending of the sample in the tensioning device nor a redistribution of flux along the width of the sample accounts for these results. They therefore must be explained on the basis of either a change in the domain configuration due to stress or a change in the domain wall mobility. Acknowledgment The assistance of Mr. Robert L. Minor elements determined by atomic absorption spectroscopy include: zinc, cadmium, copper, cobalt, nickel, chromium, manganese, and iron. Of these elements, only three; zinc, cadmium, and copper are found to have been introduced with the ore-forming fluids. Iron, manganese, chromium, and nickel were increased in dolo-stone lithologies when compared to limestone lithologies. The uniform distribution of cobalt suggests this element was neither increased nor decreased during ore emplacement nor during dolomitization of the rocks. Zinc increases adjacent to ore result from leakages into open spaces rather than as pervasive aureoles surrounding ore bodies.

Marine black-shale samples of Paleozoic age in the western United States that exceed 10 wt % organic carbon contain as much as 5000 ppm vanadium, 5000 ppm molybdenum, 1300 ppm nickel, 600 pprn cobalt, 16 ppm silver, 11,700 ppm chromium, 18,800 pprn zinc, 280 pprn cadmium, and 350 ppm selenium. Depositional set- tings include: (I) continental-rise and marginal- ocean basins, (2) continental-shelf and foreland basins, and (3) cratonic-platform embayments. Most of these metalliferous organic-rich shales have not been examined for resources because rapid weathering and poor exposures preclude easy sampling of unoxidized rock necessary to determine actual concentration and residence of indigenous metals. Generally, when interval thickness is considered, the marine black shales of Paleozoic age in the western United States are richer in metals than marine upper Paleozoic black shales in the eastern United States.

In conventional electrolytic copper production, looped copper starter sheets, on which the copper is deposited, are supported by hard-drawn copper bars. These bars have cross-sectional areas of between 1 and 1.4 in2. The suspension bars serve two purposes: firstly to support the cathode, which can weigh up to 150 kg, and secondly to introduce the electric current. IYI examined these two requirements in detail to see whether a better design could be achieved. Considering firstly the current carrying requirement, it wee noted that under normal refinery conditions, each cathode carries between 400 and soak. If one applies the generally accepted rule that 1 in of copper can carry 1000A4 a suspension bar need theoretically contain only 1/2 in2 of copper. This contention is supported by the fact that the 500A current passed through the cathode also appears to pass quite satisfactorily through the two support loops, which have a cross-sectional area of approximately 0.35 in 2. Turning now to the strength requirements, the cross-section of hard-drawn copper bar required to support a 150 kg cathode is relatively small, and easily met by the present designs. It is not, however, the static load applied by the 150 kg cathode immersed in the electrolyte which causes the damage to the hard-drawn copper, or even the increased static load of a 100 kg man standing on one foot in the centre of the bar; the damage is actually caused by the dynamic loads applied to the bare when they are dropped, thrown into containers, lowered too rapidly into the cell, or otherwise mistreated. The important requirement is therefore that the bar does not permanently bend. Its proof stress of limit of proportionality, rather than the amount that it deflects under static loading, should be the strength criterion. With the hard-drawn copper normally used for the manufacture of suspension bars, it has been observed that the copper becomes annealed during use, particularly at the end of the bar where the current is introduced. Thus, after a relatively short time, the cathodes are in effect being supported by annealed copper bars.

The principle of "bed blending" in the agglomeration of materials is about 56 years old, but de- spite all education via technical papers, operating reports and results from functioning installations, the concepts of blending are still somewhat vague. Confusion exists between "mixing", "blending," and the basic role of each. The terms "blending" and mixing" are often used interchangeably, yet they describe two different processes. As properly understood and applied, a blend is a combination of different varieties of material which produces a desired quality, or the mingling of different elements to form a harmonious whole. In other words, blending is a process of combining granular materials by mechanical means, wherein the final product, or a portion thereof, must contain an exact proportional amount of every one of the several different materials which contributed to the mass and wherein all particles are so thoroughly intermingled with each other as to have lost their individual identities and become a part of the whole so that when a portion of the blend is taken at any time it will be substantially identical, chemically and physically, to any other portion taken throughout.

Four quartz latite rheoignimbrite units (units I to IV) mapped in the Goboboseb Mountains have been traced to their eruptive source, the Messum intrusive complex; this is a complex multistage ring structure (18 km diameter) with well defined gabbroic, monzonitic, and syenitic intrusive phases, and a central ring zone containing mixed rhyolitic to latitic agglomerates. Three of the four quartz latite units are correlated with the upper and lower (2 units) Springbok quartz latites outcropping some 90-130 km north of McIsum. This implies minimum volumes of 300-500 km for wits I and III (Lower Springbok) and 2200-2600 km for unit IV (Upper Springbok). This latter unit is still ti 300 m thick at its outcrop limit, some 130 km from Messum. Each of the four units represents single cooling units. Lithologically, each can be divided into three zones: A basal, dark grey to black flinty or glassy zone, often with highly attenuated fiamme (ressembling flow banding); a central massive and strongly recrystallised zone; and an upper variable zone which exhibit breccias, contorted flow banding, and amygdaloidal to pumiceous clasts. Their overall characteristics tend to be intermediate between ash flows and lava flows. The rheoignimbrites are interpreted as the oproducts of dense, high temperature (950¦-1100 C) ash flows which underwent rheomorphism and lava-like flow prior to their final cooling.These large scale eruptions are related to the initial rifting of Africa and S. America, possiby in response to a major hot spot.

Those who deem the subject of this paper an old and superseded one may recall with advantage the words of the great proverb-maker, bidding us to seek the new in the ashes of the old. The manufacture of wrought-iron began with the small hearth built upon an eminence, and relying on the wind for blast. Next came, either the hearth about 12 in. in diameter by 2 ft. in height, blown by a man operating two goat-skins for bellows, or, a hearth of greatly varying diameter and about 10 R. high, depending for its blast upon natural draft. The former appeared in India, the latter in Burmah; and both were in operation until quite recently, though their origin is lost in prehistoric times. The Catalan forge was the evolutionary descendant of the foregoing, and the parent of the Blase-ofen, which in turn led to the high bloomary or " StÜckofen," the father of the blastfurnace, as a producer of cast-iron. The production of cast-iron checked the growth of the direct processes; and led to the introduction of various hearths, such as the Walloon, for low-silicon irons; and the South Wales process, combining the run-out fire with the finery, for higher-silicon irons. Some of these are still in operation in localities possessing the necessary raw materials; and their product is used for purposes requiring wrought-iron of exceptional quality, the supply of which is still smaller than the demand.

By streaming potential techniques, the zeta potential of quartz has been measured as a function of the concentration of dodecylammonium salts at different pH values. These experiments indicate that adsorption of dodecylammonium ions takes place as individual aminium ions until a certain critical concentration is reached in the double layer, at which point the adsorbed collector ions begin to associate into patches of ions, called hemimicelles. Because of its effect on the surface potential of quartz, pH controls the adsorption of dodecylummonium ions. The value of cooperating agents and nonionized constituents of flotation systems is discussed. Previous investigation of the role of pH in the flotation of quartz with anionic collectors is here extended to an inquiry of how the cationic collector, dodecylammonium acetate, is adsorbed at the quartz-solution interface. The equilibrium amount of this collector adsorbed by quartz has already been measured as a function of concentration and pH. The weight of prior evidence has suggested that two mechanisms are involved in the adsorption of this collector by quartz, but with existing adsorption measurements alone it is not
