Your committee's secretary submits the following report, or summary, to the- members of the committee, in an endeavor to lay before them a general review of the information so far received and also his own knowledge .of the work as carried on at a number of plants, this being done in part to secure further information and suggestions from members and lead to a more effective means of furthering the work of the committee. It is suggested that more detailed data be compiled regarding engineering features involved, and that papers be contributed which will deal with the safeguarding of underground electrical installations. There are few operating companies which have not started a more or less systematic campaign to safeguard their employees from accidental injuries and unhealthful surroundings, but a great deal is to be gained by experience. All may welcome the advice and cooperation of those who have been actively engaged in the work and have demonstrated the results obtainable by organized effort, and it is, therefore, exceedingly gratifying to note the ready assistance and hearty cooperation rendered by the companies that may be truly termed pioneers in the movement. No solution of the safety problem is to be found in a strict standardization of methods, rules or devices, as' the various mining, milling and metallurgical practices present too' many conditions differing broadly in general principles, but some standard system embodying principles, already proven to be efficient should be created, which may be modified or elaborated to meet specific requirements of each individual. company, or to fit working conditions as they exist in the various mining camps throughout the country. An industrial plant is -primarily a business undertaking, therefore the economic side-of a safety or welfare campaign is of importance. Many small operators have been deterred from undertaking the work by their belief that it involved an expense beyond their means, and one that could not be counterbalanced by greater efficiency or saving along other lines. This idea is generally clue to a lack of knowledge of the actual costs of such work, and of the results secured by judicious selection of a method commensurate with the. size and nature of the opera-

A new recovery process for producing oil under both secondary and tertiary conditions utilizes the unique properties of micellar solutions (also known as microemulsions, swollen micelles, and soluble oils). These solutions, which displace 100 percent of the oil in the reservoir contacted, can be driven through the reservoir with water and are stable in the presence of reservoir water and rock. Basic components of micellar solutions are surfactant, hydrocarbon and water. They may also contain small amounts of electrolytes and co surfactants such as a1cohol.r. The specific reservoir application dictates the type and concentration of each component. A salient feature of [he process is the capability for mobility control. Micellar solution slug mobility, by way of viscosity control, is made equal to or less than the combined oil and water mobility. Mobility control continues with a mobility buffer that prevents drive water from contacting the micellar solution. Laboratory and field flooding have proven that the process is technically feasible and that surfactant losses by adsorption on porous media are small. Introduction projects are under way to recover the maximum amount of oil under the most favorable economic conditions.' : New techniques are being developed to increase oil recovery,3" Polymer solutions are becoming an important means of controlling mobility in a waterflood. Thermal methods such as in-situ combustion and steam injection are being used in reservoirs containing highly viscous crudes. Surfactant flooding is receiving attention as a method of reducing interfacial tension to increase recovery.*'" Exotic recovery processes have been considered primarily for ' perations. Economics are unfavorable in most cases for tertiary recovery. studies at the Denver Research Center of the Marathon oil CO. have led to a new oil recovery method.* Micellar solutions (sometimes called microemulsions, swollen micelles, and soluble oils) are used to recover oil by miscible-type waterflooding. Basically, these solutions contain surfactant, hydrocarbon, and water. The method can be used in either secondary or tertiary operations. First, thc concept of thc process is considered in terms of the requirements for an effective miscible waterflood ing operation. Next, micellar solution properties are described including structure, composition, and phase behavior with reservoir fluids. Fluid characteristics are then considered as related to mobility control, and, finally, laboratory and field results are presented to illustrate the efficiency of the process. Concept of the Process Unit displacement efficiency and conformance determine the effectiveness of any oil recovery mechanism. In theory, a miscible waterflood should be capable of a 100-percent unit displacement efficiency with a correspondingly high conformance. Requirements for the slug of a miscible waterflood include (1) 100-percent displacement of oil in the reservoir contacted, (2) controllable mobility, (3) the capability of being driven through the reservoir with water, (4) a low unit cost to enhance economics, and (5) the ability to remain stable in the presence of reservoir water and rock. Micellar solutions satisfy requirements for the slug of a miscible waterflood process. Our discovery that these solutions acted as though they were miscible by displacing all fluids in the reservoir and by being displaced by water solved the miscibility problem. Adequate mobility control is possible by variations in solution viscosity through compositional changes. Economic requirements are met since micellar solution costs below $6/bbl appear possible, Mi cellar solutions stabilize surfactant in the presence of reservoir rock and water, thus reducing the importance of the problem of surfactant loss by adsorption. Fig. 1 illustrates schematically how these solutions are used. Operations start with injection of a micellar solution slug that serves as the oil displacing agent. Next, a mobility buffer of either a water-external emulsion or water solution containing polymer (thickened water) is injected to protect the slug from water invasion. Finally, drive water (water used in a regular waterflood) is injected to propel the slug and mobility buffer through the reservoir. Reservoir oil and water are displaced ahead of the slug, and a stabilized oil and water bank develops as shown in Fig. 1. Stabilized bank saturations are independent of original oil and water saturations. This means that, for a particular type of reservoir, the displacement mechanism is the same under secondary and tertiary recovery conditions. Oil is produced first in a secondary operation. For tertiary conditions, water is produced first. Movement of the slug through the reservoir is stabilized by the mobility buffer. Calculations are presented for the design of a silicon photodiode in which the incident light beam makes multiple passes between the detector surfaces. Total internal reflection is used for this "light-trapping" effect. By this means, the optical path length can be extended to several millimeters, while the electrode separation remains less than 102 cm, as required for nanosecond response time. Data are presented for a Schottky barrier photodiode constructed on a multiply reflecting silicon base wafer. It is shown that the long-wavelength response is considerably extended in such structures without a corresponding sacrifice in high-speed response. The development of efficient and powerful lasers at 1.06 p has stimulated interest in detectors which operate at this wavelength. In typical silicon photodiodes, for detecting 1.06 p radiation, the requirements for high speed and high sensitivity are mutually exclusive. Since the absorption coefficient is only 25 cm-', a lo-'-cm path length is required to absorb 92 pct of the incident 1.06 p radiation. If the electrode separation is greater than 10 cm, however, the carrier transit time will be greater than 1 nsec. This problem can be solved by allowing the incident light beam to make multiple passes between the electrodes. The optical path length can then be extended to several millimeters, as required for complete absorption, while the electrode separation remains less than 10' cm, as required for nanosecond response time. In a typical photodiode geometry, one ohmic contact and one rectifying contact are formed on the two opposite surfaces of a base wafer, and the wafer thickness determines the electrode separation. The objective of the multiple reflection design is to allow all 1.06 p radiation to enter the detector front surface and to form the back detector surface so that no 1.06 radiation can exit. Total internal reflection at the back detector surface is well-suited for light trapping of 1.06 p radiation because the relatively large dielectric constant of silicon leads to a critical angle of 16.5 deg for total internal reflection. LIGHT TRAPPING It is well-known that, as light passes from one medium such as air into another medium such as glass or silicon, the angle of refraction is always less than the angle of incidence. In the limiting case, where the incident rays approach an angle of 90 deg with the normal, the refracted rays approach a fixed angle +, beyond which no refraction is possible: this is called the critical angle. It follows from Snell's law that where = critical angle, n - index of refraction of air, n' - index of refraction of the medium. Applying the principle of reversibility of light rays, all internal angles of incidence greater than +, will produce total internal reflection and "light trapping". The index of refraction of silicon at 1.06 p is 3.5,' and the critical angle is thus 16.5 deg. Fig. 1 shows these relationships for silicon. This very small critical angle in silicon is significant because all incident angles between 16.5 and 90 deg will produce total internal reflection and "light trapping". This effect can be implemented with a "prismlike" geometry, so that incident light can be introduced into the sample without loss and "trapped". PHOTOSIGNALS A precise knowledge of the absorption coefficient at 1.06 in silicon is of critical importance to the design of fast and efficient silicon photodiodes for 1.06 radiation. Dash and newman2 show a value of 25 cm-l, and our measurements have corroborated this value. Assuming that the collection of photoinduced minority carriers is perfect, the quantum efficiency of a photodiode is dependent only on the absorption coefficient. It then follows from Lambert's law that where QE is the quantum efficiency in pct, a is the absorption coefficient, d is the optical path length, and the reflectivity at the surface is assumed to be completely suppressed by an optical interference layer. Fig. 2 gives the maximum quantum efficiency for 1.06p radiation of a silicon photodiode with optical path length d, using Eq. [2]. The ultimate response time of a fully depleted photodiode to an incident light pulse can be considered to be the arrival times of all photoinduced carriers at the contacts, i.e., the minority carriers at the junction interface and the majority carriers at the oppo-

DEVELOPMENT of complex ores in the south- western part of the Rocky Mountain region has been retarded by the prohibitive distance to the nearest suitable zinc treatment plants. In the north- western and central Rocky Mountains the building, cluring tlie past decade, of electrolytic zinc plants at Anaconda, Great Falls, Trail, and Burke has tremendously stimulated the mining and exploiting of such .ores, greatly increasing the production of lead, zinc, copper, gold, and silver. Selective flotation permits the making of high-grade led, copper, and zinc concentrates. If the zinc concentrates could be made free from lead, copper, gold, and silver, they could be shipped economically to Mid- Western retort plants designed for such concentrates. Unfortunately a considerable proportion of the precious metal content accompanies the zinc blende in the ores of this region. Although some of it is saved in 'retort residues, the treatment cost is thereby increased so materially and the proportion saved so small, that .concentrates of ordinary grade cannot stand treatment charges and freight.

The U.S. Bureau of Mines is conducting investigations to improve design methods for mining volcano-genic massive-sulfide (VMS) type deposits in environmentally sensitive regions. This study was conducted at the Greens Creek Mine, which is typical of many VMS-type deposits throughout southeast Alaska, and served as a case history for computer modeling and structural analysis. Results indicated that the finite-element design method provided reasonable comparisons with both the anticipated regional stress regime and the measured deformational response of the underground accessways. Investigators concluded that reasonable accuracy can be expected for stability analyses of proposed mine design scenarios at this mine using the results of this preliminary study.

One year ago, that is in January, 1923, there had not been constructed a single oil-storage tank of 55,000-bbl. or more capacity with a completely electric welded roof and bottom. Today, there are at least fifty 80,000-bbl. storage tanks completed, or nearing completion, on which both the roofs and the bottoms are electric welded. It is the purpose of this paper to describe, in a general way, the construction of these welded roofs and bottoms, and to give their advantages over riveted construction. All of the following data and conclusions were obtained from observations made during the welding of tanks by the Welding Engineering Co. at Texas City, Tex., and Tonkawa and Burbank, Okla. As far as can be determined, the first electric welding on large tankage was completed in May, 1922. At that time the Empire Companies of Bartlesville, Okla., discovered a badly leaking bottom in a 55,000-bbl. tank at El Dorado, Kans. They had considered concreting this bottom, but because of the much smaller cost, decided to try electric welding; so a contract was given the Welding Engineering Co. of Bartlesville, Okla. In this instance, no new sheets were added, the bottom being repaired by electric welding of all seams and rivets, Fig. 1. In some places where the original rivets were missing, the holes were filled by welding; patch plates were also added at certain badly worn spots. MANY requests for information as to the possibility of washing coals to some predetermined percentage of ash or sulfur have suggested that the producers aim to satisfy some degree of purity set by the user of the fuel, rather than to attain the greatest economic benefit to all concerned. This paper is written to show that the highest economic purity of washed coal can be determined from washability studies of the raw coal, costs of mining and washing coal, and data on the effect of ash and sulphur on the value of the coal for the particular use for which it is intended. COKE FOR BLAST-FURNACE USE For purposes of illustration, we take the case of coal washed for coke to be used in the iron blast furnace. The method outlined can be made general in its application by substituting for the figures used here the actual operating figures for the particular case under consideration. In general, it costs the blast-furnace operation from 8 to 25 c. per ton of pig iron to slag out each 1 per cent. of ash introduced into the blast furnace by the coke. This figure depends on which one per cent. of ash is removed, and decreases with decrease in ash: When blast furnaces and coal mines are considered as a whole, the figure decreases to zero and then becomes negative, on account of low recovery of washed coal. Various figures1 have been given by different investigators: These figures necessarily differ, not only on account of the differences in operating costs but on account of the difference in the respective fuels as well. For the purpose of this paper, which, as explained, is to point out a method of attacking a certain problem, the figures used in the exposition of the method are of secondary importance. It is apparent that no universally applicable figures can be used, because there are none. Each plant has its own coal,2 its own operating cost, and its own conditions.

IN CYANIDE milling, little attention has been paid to the effect of the viscosity of the mill solution on the extraction speed. The viscosity of the solution varies with the amount of dissolved salts present as impurities. These salts build up to a maximum depending on the character of the ore, the grade of cyanide used, the lime and salts added, and the impurities originally in the water. The viscosity will change from month to month and week to week as these factors vary; and that this variation affects the extraction is unquestioned, although methods for calculating it are lacking. The character of the ore is probably the most important of the four factors, as the amount of minerals present that are soluble in cyanide solution will vary constantly, and each variation affects the viscosity of the mill solution. When the cyanide consumption increases as the character of the ore changes, the viscosity of the solution will increase and the extraction will decrease, for the cyanide consumption is usually a measure of the impurities dissolved from the ore. In other words, as the difference between the total and free cyanide increases the extraction will decrease, other factors remaining constant.

It is not the purpose of this paper to enter into the minutiae of a subject so vast, upon which volumes have already been written and volumes more might still be written, but simply to pass in review the characteristic features of that practice, which, dating from the blowing-in of the Edgar Thomson "A" furnace in 1879 and continuing down to the present day, has given to American blast-furnace operations a new significance. The blowing-in of " A" furnace marked the beginning of a new era in the science of iron-smelting if, indeed, it was not the very birth of science as applied to this industry in the United States. American blast-furnace practice in its generic sense and world-wide significance dates from that day, and really all that is valuable, all that is remarkable or worthy of discussion, is embraced in the experiences and achievements of the past fifteen years. Back of that we find only the dead level of mediocrity, or worse, a dispoition to " let well enough alone;" a general, almost universal, employment of " rule of thumb " methods. The application of scientific principles and methods was rare and, indeed, previous to the introduction of the Bessemer process in the early seventies, science had no place in controlling the operations of the American blast-furnace. The old practice consisted mainly in dumping raw materials in at the top of the furnace and tapping out iron and slag at the bottom, for the successful consummation of which the furnace-manager directed his best energies toward keeping the furnace as free as possible from "gobbing" with, alas ! but indifferent success. The burdening of the furnace was based largely on Mark Twain's receipt for " Johnny-cake," altered to suit the circumstances, viz.: a lot of ore, a lot of fuel and about a quarter of a lot of flux. The possible capacities of furnace-plants were not nearly realized. Enormous wastes were permitted, unheeded because not understood. In the use of fuel quantum suff. was always the rule. In the blasting industry, many different techniques are used to estimate and examine the effects of varying explosives and blast designs on the breakage of a rock mass. The overall objective is to find a cost-minimized blasting solution that also conforms to the legal and environmental concerns related to blasting. A major drawback to current blasting methods is the inability to account for "caprock," or a thick overlying layer found in sedimentary rocks that creates large amounts of oversize blasted material, especially on the top of a muck pile. This can lead to underestimating oversize in shots with massive top layers. A better fundamental understanding of blasting processes with caprock is required.

The Climax Mine is a panel caving mine which has had a long history of incidents of severe ground control problems. The nature of the ore deposit, which lends itself to the caving meth- of of production, a1 so makes the mine susceptible to large scale stress concentrations which are referred to as ?weight? problems. These problems have increased with increased production and also with expansion to deeper mine levels. During the past twenty years the mine has had to learn to cope with these problems in order to remain in operation. A number of practical guidelines and useful techniques have emerged from these efforts. The purpose of this paper is to share a few of these ideas. The Mine is located near Leadville, Colorado on the continental divide at an elevation of 3450 meters. The ore body is a large low grade deposit of disseminated molybdenum sulfide. It measures about 1200 to 1600 meters in diameter and it had an original depth of about 660 mters. The Mine has been in operation since 1918 and the massive nature of the ore body together with its blocky, highly fractured condition made it natural for the caving system to have been adopted for production at an early date. Open pit mining was started in 1973. The total plant has a capacity of more than 50 thousand tons per day, and more than 400 million tons of reserves at an average grade of 0.310 percent molybdenum disulfide remain to be produced.

"We present some of our recent efforts in the development of predictive, directed oxidation chemistry of cerium(III) complexes under non-aqueous conditions. The electrochemistry of cerium(III)- alkali metal heterobimetallic aryloxide complexes is reported and compared with cerium aryloxide complexes that are kinetically stabilized by hydrogen bonding cations that span between the complexed aryloxide ligands. Comparative electrochemical measurements reveal differences between the heterobimetallic complexes and the hydrogen-bonded complexes.INTRODUCTIONThe rare earth elements comprise the lanthanides, La–Lu, and the element yttrium (Aspinall, 2001). Rare earth ores such as monazite, LnPO4, and bastnäsite, LnFCO3, typically bear mixtures of light rare earths: La–Sm while monazite, LnPO4, contains mixtures of heavy rare earths (Eu–Lu) (Cotton, 2006). Pure rare earth elements typically are isolated using a liquid-liquid separations process.(Bautista, 1995) The hydrometallurgy of these elements is a difficult problem because the separation factors between neighboring rare earths, which are predicated on the small differences in the sizes of the trivalent ions, are quite small (Cox, 1992). The element cerium, with its 4f1 electronic configuration in the trivalent state, is unique among the rare earth elements due to a relatively accessible 4f0 electronic configuration. The accessibility of the 4f0 configuration underlies the chemistry of cerium(IV), the only rare earth ion with molecular chemistry in the tetravalent oxidation state (Cotton, 2006). Cerium is trivially separated from mixtures of light rare earths by making use of its unique oxidation chemistry. In an effort to extend separations chemistry by oxidation reactions to other rare earth elements such as terbium and praseodymium, the solution electrochemistry of well-defined cerium complexes is of interest."

The 9th Line / 16th Ave tunnels are part of a $700 million expansion of the York Durham Sewage System, north of Toronto. The 15 km of tunnels presented many challenges, including glacial and postglacial deposits, at depths up to 55 m. Due to high hydrostatic heads, the Owner specified EPB tunnelling, however, an alternate was proposed utilising rib and lagging tunnels, combined with a de-watering scheme. State of the art technology was utilised with a new Lovat TBM, incorporating PLC control, soft start water-cooled motors and a head designed to tackle the mixed ground expected. The 9th Line tunnels were completed in 2002. Subsequently the second section of tunnel along 16th Avenue has been awarded to the Joint Venture. This paper presents a case history of the soft ground tunnelling, including design elements, tunnel systems and TBM operations.

Although usually coal is screened with punched plate screens having round-hole perforations, there has been an increasing use of wire-cloth screens with square apertures, especially at pneumatic coal-cleaning plants and at other plants that use vibrating screens. It is therefore desirable to establish a relationship between round-hole and square-hole screens for use not only in experimental investigations of coal-preparation problems, but also for use in commercial operations. This need is apparent whenever it is necessary to substitute wire cloth for punched plate and still retain the familiar trade-size product. Although similar work probably has been done by industrial organizations concerned with the screen sizing of coal, the only recorded study of the subject other than the one described herein of which the authors are aware is that of Roesler,1 who screen-sized two samples of limestone and two of zinc concentrates crushed to pass 1/2 in. with a set of square and round-hole screens and found the ratio to be 1:1.23. Procedure In the course of a study of various methods for determining the friability of coal,2 it was necessary to screen-size the products of a series of friability tests of three different coals with both round-hole and square-hole screens. The coals used were from the Roslyn No. 3 and the Bayne mines in Washington and the Rolapp mine in Utah. Flooding with surface water is the preferred technique for the abatement of acidification from pyrite oxidation in the lakes of abandoned Lusatian lignite mines. However, water resources of the region are limited and in addition, interruption of water inflow during the summer and the termination of the flooding process after reaching the final water level can lead to a re-acidification of the lakes. The development of three mining lakes with a surface-water flooding history of six to 28 years was analysed û in two lakes on the basis of fortnightly to monthly hydrochemical monitoring data. During summer flooding interruption, the younger lakes showed a decrease in pH from neutral down to pH 4. The degree of the pH decrease depended on the intensity of the groundwater inflow from the overburden dumps and this affected the hypolimnion more than the epilimnion. The third lake was flooded 28 years ago and up to now, interruption of the surface water inflow resulted in re-acidification. These three examples were able to show the benefits and limits of the surface water flooding technique for the abatement of Lusatian mining lake acidification.

On June 4, Kennecott Utah Copper (KUC)marked the centennial of the founding of the original company. Bill Champion is president and chief executive officer of KUC. He said, “What has happened during the past 100 years far surpassed even the most optimistic visions of men like Daniel C. Jackling and Robert Gemmell when they promoted the concept of mass production techniques for a low-grade deposit of copper ore. At that time, it was a totally new way of doing things and the mining leaders of that day scoffed at the idea. They said it would never work,” Champion said. The company will celebrate this once-in-a-lifetime occasion with a few special projects, mainly for the benefit of our employees, said Louie Cononelos, director of government and public affairs for KUC. The company has designed and minted a commemorative copper coin that reflects early steam shovel and locomotive operations on one side, and today’s modern electric shovels and huge haulage trucks on the other side. “The history of the company stems from the ores of the Bingham Canyon Mine. That coin has been encased as part of a10-panel brochure that captures the company’s 100 year history,” he said. KUC also developed special centennial banners and comparable framed posters that were displayed throughout its operations and at selected community locations that have enjoyed a long-time partnership and special relationship with the company. Some of the plants also designed their own centennial hardhat decals.

Physical mine modeling and computer simulation techniques were used to conduct technical feasibility and economic analyses of selected pit configurations for surface mining a single coal seam dipping at about 15% to a maximum depth of 46 m (150 ft). Pit orientations along the true dip (dipline), along the strike (strikeline), and along an apparent dip were studied. Physical models of each pit configuration were prepared first to delineate potential operational problem areas and also to furnish data for the computer simulation models. A dragline microsimulation, a shovel/truck simulation, and a surface mine cost analysis models were used to conduct the study. Sensitivity analyses were conducted on variables such as the pit width, block length, and seam pitch. The productivity (m3/h) of the mining equipment (dragline or stripping shovel) under each set of conditions was used to optimize the pit configuration. Both block length and panel width were found to significantly affect the dragline productivity. Larger size trucks were preferable to smaller size trucks in the pit con¬figuration along an apparent dip. The cost analysis results showed that the pit configuration along the seam dip was more economical than the pit along the strike or along an apparent dip for the mining condition studied.
