We are accustomed to think that we are efficient in the United States, particularly with respect to such things as mining and manufacturing. The conduct of the war has demanded in England and in France a complete readjustment of manufacturing methods and plans, and today England, is probably as efficient a country as there is in the world, not even excepting Germany. This is all the more remarkable because it has been notorious for years that England has been inefficient in her manufacturing and the country has been flooded with things "Made in Germany.'' Today England is almost a socialistic community and the State is doing almost everything. England is now in such a position that practically everyone in the country is engaged in industry necessary for the conduct of the war, and this has been accomplished by increasing the efficiency both of her tools and of her man power. In the United States we certainly have been efficient so far as machines and perhaps so far as methods have been concerned, but we have not been efficient in the utilization of our man power. Before the war, our labor was undoubtedly far more efficient than that of England, but it certainly was not so highly efficient as it should have been, and the problem that confronts us today, and will all the more confront us after the war, is to make our man power efficient. England has had a taste of what you may call State Socialism, and her laboring men are not going to be content to return to the old order of things. There is one feature of the labor problem in England which has permitted her to reach this condition of state socialism with comparative rapidity; this is that practically all of her laborers are English; she has little or no foreign population. While an Englishman may be a strong union man and ready to fight his employer tooth and nail, at heart he is still a British subject, and when his country was in danger he rose to the occasion. In the United States we have such an admixture of unassimilated foreigners that the problem is more difficult, and as yet we have not been brought to that point of stress which has arrived in England. February 2, 1999 marks a milestone in earth-moving technology at the San Miguel Lignite Mine. It was on that date that The North American Coal Corporation (NAC) took delivery of three Leica Dozer 2000 GPS grade control systems for use on its bulldozers. The primary reason for the purchase of these grade control systems was to prove that GPS technology could safely and economically be utilized on heavy equipment to assist operators in defining grades. If these properties were successfully demonstrated, the ultimate vision of the project was to expand the system to a point were GPS would become the primary means of providing grade control information to the mine’s heavy equipment operators. Twenty nine months and more than $500,000 later this vision was realized when the final bulldozer operating at the San Miguel Lignite Mine was equipped with Dozer 2000. Presently North American Coal has a total of nine Dozer 2000 GPS grade control systems at San Miguel providing cut and fill information to operators 24 hours a day. These grade control systems have allowed the San Miguel operation to increase safety, reduce costs, improve operator attitude, and better ensure environmental compliance. This article discusses both the nature of these benefits and some of the issues that had to be dealt with along the way.

Gaspe Copper Mines Ltd., a subsidiary of Noranda Mines Ltd., operates a completely integrated copper mining, milling and smelting plant at Murdochville, on the Gaspe Peninsula of Quebec. Operating six days a week, the mine produces 8000 tpd of ore. The mill runs continuously and capacity is rated at 6500 tpd of ore. Treating Gaspe concentrate output plus a certain amount of custom concentrate, the smelter produces between 3700 and 4000 tons of copper anodes per month.

"This paper describes a method of deciding on various design parameters for a sublevel caving layout. Layout design curves are obtained from the output of a computer optimization program. The program uses mathematical relationships derived from the theory of gravity flow of material to optimize the large number of interdependent design variables which are involved.IntroductionIn the design of an efficient sublevel caving mining system, a large number of interrelated variables need to be considered. Although many papers discuss individual variables, very little exists in the literature to show how these variables interact to achieve optimum results. This can lead to trial and error in sublevel caving design, which can prove costly, particularly because sublevel caving is a mining method which requires integration with sublevels above and below. With no pillars being left, experimental stopes cannot be isolated for study. Unfortunately, the complexity of layout design and the costs associated with trial and error have caused many planning engineers to choose more tried and tested mining methods.Sublevel caving works best to extract low-value ore surrounded by incompetent rock. All phases of the mining method can be highly mechanized, allowing low operating costs and high production rates. Good safety records are achieved, as workers are always in 'good' ground and the method is regular, making it comparable to an industrial process."

High strength AA7068 (Al - 7.88 wt.% Zn - 2.68 wt.% Mg - 2.07 wt.% Cu) aluminum alloy strip was successfully fabricated by horizontal-type twin roll casting. A simulation technique was used to obtain the range of casting conditions for fabricating strip without defects. The cast strip with thickness of about 5 mm was hot rolled, intermediate annealed, cold rolled to final thickness and subsequently annealed at various temperatures. Tensile properties of annealed and the aged specimens were evaluated at ambient temperature. Tensile strength and elongation of the annealed sheet are about 365 MPa and 28%, respectively. Also, the tensile and yield strength after the aging at paint baking condition (180 °C x 0.5 h) are 586 MPa and 551 MPa, respectively. Therefore, it is expected to show good formability prior to press or stamping and also provide high dent resistance after paint baking treatment.

Background The resources of the Gippsland Basin include not only the coal and oil for which it is well known, but also the tourism resource and the quality of life which it offers its residents and visitors. To manage this group of resources requires an understanding and ability to predict the consequences of possible developments. The water of the streams and estuaries as a key component as it is both a resource and the means for transporting wastes from one area to another. To aid in the resource planning process there is a need for models of the estuarine hydraulic processes. This paper describes an appropriate modelling technique. Resource use conflicts may arise from developments in the catchment upstream of the estuarine reach. For example the diversion of water for domestic and industrial use will change the velocity and salinity structure of the downstream estuary. In turn these changes will affect sediment distribution and deposition patterns and may impose stress on the biological communities and ultimately on the fisheries resources and water quality. The manager of an estuarine system may have expertise in ecology, hydraulics or another of the specialist disciplines involved, but commonly will not. The manager will identify needs for resource and development and the broad options required to satisfy them. The manager will use these studies as the basis for his/her selection of the option for execution. Thus a model for'use by the manager of an estuarine system must have the following properties: (i) The model must be sufficiently accurate to throw up all the likely options. (ii) The model must be capable of being run by the manager, interactively, to answer `what if' questions. This requirement implies a simple code andhardware limited to a personal computer or possibly a desk top work station. (iii) The model must be robust so that unrealistic input oes not generate apparently useful output, and no output is generated for cases where the model is not designed to give results. (iv) The model must be capable of being used as part of a modelling system comprising models of all the geographic and demographic components

In Bureau of Mines research on recycling chrome refractory wastes, used refractories from argon-oxygen decarburization and electric steelmaking furnaces were beneficiated, concentrates were reformed into briquets, and modulus of rupture tests were conducted at 1,350° C. The test results indicated that the beneficiated minus 6-mesh material could be used for producing magnesia-chrome refractories.

"Bench-scale batch milling and screening tests were carried out on secondary aluminum dross 10 produce an aluminum concentrate. To complement these tests, an analysis of a commercial plant was also performed by sampling dross at various stages in the plant's milling and screening circuit. These studies have indicated that benefits of increased capacity, grade and recovery of aluminum metal can be realized by addition of screens before the ball mill, longer grinding period and by grinding the smaller size fractions more efficiently.To test the predictions, a plant test was performed on the milling of100tons of secondary dross. The recycling of the large size fraction (+1/8 in.) of aluminum dross through the impact mill rather than through the rate limiting ball mill resulted in a comparable aluminum grade. The ball milling of the _1/ 8 in. + 10 mesh size gave a dross grade of71% AI. A lower feed rate to the ball mill resulted in a higher final grade. With minor modifications, secondary dross can be processed in 22% of the time it takes with the present circuit without a sacrifice in grade.IntroductionSecondary aluminum dross is a mixture of metallic aluminum, aluminum oxides and salts (alkali halides). Any comminution process deforms or slowly grind s the malleable metal phase and reduces the size of the friable, brittle, oxide-salt phase relatively fasterr(1).The milling of aluminum dross is performed to upgrade the metallic aluminum fraction. Figure I shows a flowsheet for the milling of secondary dross as presently practised at Metals and Alloys Co. Ltd., Toronto, Ontario. At point A, large acceptable grade material is hand picked for refurnacing, the unacceptable off-grade material is sent to the sweat furnace and the remaining, + 2 in. fraction is recycled through the 3.9 ft by 4.1 ft impact mill. For simplification, three ball mills are shown. However, in reality there is only one, a 5 ft by 10 ft ball mill used in a semi-batch mode. The 2 in. + 3/8in. and 3/8 in. + 10 mesh products are remilled in the ball mill. The -10 mesh material is discarded as waste."

"In February, 1975, the President of Georgia Iron Works Company, Mr. Tom Hagler decided to build a new hydraulic laboratory to water performance test all of the companies' centrifugal slurry pumps.Equipment procurement started in March, 1975, by ordering of a mini computer data acquisition system.Work commenced on the lab in July, 1976, by erection of a Butler Building and the laying down of a 20,000 gallon concrete sump.By late October, a facility compromising two water test loops of 8"" and 18"" pipe diameter was in operation carrying out head quantity and suction performance tests on pumps up to 16"" in size.In August of the following year, an 8"" diameter pipe slurry loop was installed to enable pipe friction and deposition velocity of a slurry to be measured in an 8"" inside diameter pipe.With the encouragement of Reserve Mining in Minnesota and IMCC in Florida, this was followed in March, 1978, by the addition of over 300 feet of 18"" diameter pipe to make up an 18"" diameter pipe slurry system complete with head loss and deposition velocity observation sections.The office and shop areas of the lab were again expanded in April, 1978, to provide further expansion to the test sections and staff facilities."

Significant developments in future mining systems, technology and best practices are emerging that are driven by issues relating to human resources, competitiveness, environmental and social responsibility, within the dynamics of globalisation. It is proposed that the definition of the role and attributes of the mining engineer in the mine life cycle needs to be viewed more holistically in the face of increasingly more diverse and complex responsibilities. These developments are motivating the need to consider a fresh approach to mining education and training at all levels for industry. A growing diversity and complexity of professional responsibilities is extending the mining engineerÆs broadly based skill set and reinforcing the need to play a central role within increasingly interdisciplinary teams. On the other hand, the imminent new technologies that will transform the mining process are prompting the assumption that more focused and specialised skill sets will be needed. A way forward is suggested that would first define a blueprint for the future mine, as an attempt to characterise the systems architecture, processes and organisation of the next generation mine. This can be the basis for assessing the nature of the workforce and distribution of responsibilities, from which can be inferred the skills and training requirements. In the context of the mining engineer, the paper explores how understanding such future requirements will enable more proactive development of a strategy for educational development. The paper then concludes by considering issues and lessons learned from some recent mining educational development initiatives underway in Australia and Canada that are shaping significant change.

Discussion of the paper of JOHN M. CALLOW, presented at the New York meeting, February, 1916, and printed in Bulletin No. 108, December, 1915, pp. 2321 to 2339. R. H. RICHARDS, Boston, Mass.-I think there is one note which would be interesting to have recorded in connection with this paper, and that is another form of flotation machine. The Minerals. Separation machine has a vortex action, with a vertical shaft and a propeller. This new frother has been developed for the Copper Queen Co. at Bisbee, Ariz. It has a horizontal shaft and a paddle wheel for a frother. It has eight cells, I think, all connected underneath in one continuous tank, and the only separation of the cells is in the upper chambers where the froth is. When this paddle wheel goes around it throws out the froth and the sand goes to the bottom and drifts over from the first to the second cell, where it is paddled again, and comes out with its froth; the sand goes to the third cell where it is again beaten. In that way the sand is continually drifting toward the last cell, while each new froth remains in its own cell. You can see in the working of this machine just the same effect that you see in Callow's machine, i.e., the earlier cell has the darker or richer froth, and the latter has the lighter or poorer froth until you get to the farthest one-which has very little froth, and is very light. Bethlehem, Pa.-Speaking from the metallurgical standpoint, it is quite desirable, in many cases, that the oil be removed from the concentrate in order to facilitate the metallurgical work, and I think attention should be directed to the desirability of removing from zinc sulphide concentrates the oil which interferes with their subsequent roasting. The value of the oil is not large; in Mr. Callow's plant, for instance, it would be $20 a day, and it may be possible that a process might be developed which, within the limits of the value of the oil, would remove it, and thus facilitate the metallurgical treatment. LEONARD WALDO, New York, ,N. Y.-The question came up about a year ago as to why-Mexican crude was not an admirable oil for flotation. I have never heard any satisfactory answer to the question. The Mexican crude has the peculiar property of comparative freedom from dangers of fire, a very great reluctance to part with its water, and a specific gravity almost identically the same as water.

In order to understand the effect of zirconium on properties of Ti-Cu-A1 alloys, Ti-Zr alloys were examined for the presence of ordering or compounds at the following compositions in weight percent: 24.1 pct Zr (lZr:GTi), 32.2 pct Zr (lZr:4Ti), 38.8 pct Zr (lZr:3Ti), 49.0 pct Zr(1Zr:ZTi). Alloys were prepared as 15-g buttons by non- consumable arc melting under argon atmosphere from Bureau of Mines titanium (Bhn 63) and Reactor Grade zirconium (Bhn 150). Weight losses during melting did not exceed 1 pct of the initial button weight. Prior to heat treatment, buttons were hot-rolled at 600" to 700°C to rods of about 6 mm diam. Contamination after hot-rolling was found to extend to a depth of less than 0.5 mm. Specimens for heat treatment were wrapped in molybdenum sheet, annealed in argon-filled quartz capsules, and quenched by breaking the capsules under iced brine. Annealing times were as follows: 700°C — 7 days; 600°C— 14 days; 575°C-1 and 2 months; 525°C-2 months; 500°C-2 months. Prior to heat treatment, all Ti-Zr alloys were vacuum annealed at 900°C to remove hydrogen. The reanneal of 575°C specimens for an additional month produced no observable microstructure changes. The results obtained by microstructure and X-ray diffraction are shown in Fig. 1, together with data of Hayes et al.' No other phases than a or P were found. Small amounts of retained P were detected by X-ray in the 49 pct Zr alloy. The data of the present investigation suggests that ß and a transus boundaries are at considerably lower temperatures than those of Hayes et al. A theoretical treatment of austenitic Fe-C-Z solutions (where Z represents a substitutional solute) was developed by extending a solution model which was previously applied to austenitic Fe-C alloys. The model assumes that each carbon atom in the solution excludes H interstitial sites from occupancy by other carbon atoms rmd thai otherwise the assembly of carbon atoms is equivalent to a modified Langmuir lattice gas. The results of the treatment provide theoretical justification for a phenomenological expression previously developed to represent the influence of substitutional solutes on the thernlodynamics of carbon in austenitic Fe-C-Z alloys. The expression is: where Kz is a parameter which characterizes the Fe-C-Z system at a given temperature and Xz and xj are the concentrations of substitutional solute and interstitial carbon expressed as atom ratios. The parameter, Kz, was associated with the differ- A number of investigators have measured the influence of various substitutional solutes on the carbon activity in austenitic Fe-C-Z alloys, where Z represents any substitutional solute. Experimental information is available for alloys containing the following substitutional solutes: Mn,' Si,' Ni,2-5 CO,'-', Cr,5, 9-11 CU,4 Al,= v,11, 12 and Ti.13 This information is essential for studying many phenomena in Fe-C-Z alloys, particularly diffusion and diffusion-controlled phase transformations For example the pffprts nf various ence between the interaction energies between carbon atorns and host-lattice atoms in the Fe-C-Z solution and the corresponding energies for the Fe-C solution. The carbon activity in a ternary Fe-C-Z alloy, ac, was obtained in terms of the composition of the alloy and the single parameter, Kz: where y° is the Henry's law constant for the binary Fe-C solution. Both y° and H crm be determined from the data for Fe-C solutions, without recourse to any experimental data for Fe-C-Z solutions. The theoretical treatment was extended to alloys containing several substitutional solutes. By neglecting interactions between the substitutional solutes, an expression for the carbon activity in multicomponent alloys was obtained in terms of the Kz values characterizing ternary Fe-C-Z systems. substitutional solutes on the rate of pearlite growth is explained14 on the basis of their effects on carbon diffusion, which result from their influences on the carbon activity in the solid phases. In addition, recent studies have emphasized the dependence of the pro-eutectoid ferrite transformation15 and other diffusional processes in austenite16 on the influence of substitutional solutes on the carbon activity in austenite. They have indicated the need for suitable analytical expressions to represent such influences. The present authors previously developed general phenomenological expressions to represent the equilibrium partitioning of carbon between Fe-C alloys and Fe-C-Z alloys.'2 The expressions are applicable to all the austenitic Fe-C-Z alloys for which experimental data are available, and are sufficiently simple to recommend their general application. The liquidus line on the phase diagram for temperature versus composition of a binary alloy system, representing the boundary between the homogeneous melt and the heterogeneous melt plus solid, besides showing the minimum casting temperature, is useful in determining eutectic compositions and the presence of phase changes such as peritectic transformations and intermetallic compound formation. The liquidus often is determined by the cooling curves of thermal analysis, but supercooling frequently occurs, so that the temperature values are low. An alternative method, the one employed here, consists of determining the composition of samples of the melts from heterogeneous alloys that are at equilibrium. With meticulous attention to fundamentals, this method is capable of yielding values limited in precision only by the temperature control and measurement and analyses. Apparatus By starting, on the one hand, with a supersaturated solution and allowing the excess solute to precipitate, and on the other hand with an undersaturated solution and allowing more of the solute to be dissolved, both processes being carried out at the same temperature, equilibrium may be said to have been approached from both directions; that is, from above and from below. If the analyses show the solutions to contain the same fraction of solute when equilibrium has been approached from above and from below, one is assured that equilibrium has been reached in both determinations. In order to carry out such determinations, it is necessary to have equipment for obtaining and maintaining the proper temperatures; for holding the melt, measuring its temperature, and stirring, sampling and analyzing it. The present work required temperatures from 420° to 900°C. The equipment consisted of: A furnace, which was a vertical alundum tube, 13/4-in. diameter inside and 18 in. long, wound with Nichrome resistance wire, surrounded by a 3-in. i.d. alundum tube wound for 5 in. of length near each end, for compensation of end losses. This muffle was contained in an iron shell with Transite end plates, the intervening space being packed with Sil-O-Cel. The outside dimensions of the furnace were 12 in. in diameter by 181/2 in. in height. Heating current was supplied by three independent variable-voltage transformers (Variac), one connected to each end compensator winding and manually controlled, and one connected to the main winding through a series resistance of 5 ohms. "In this study, potential benefits of focculant usage were explored in the processing of mill tailings by hydrocyclones. Tests conducted on copper-nickel mill tailings have demonstrated that, under suitable conditions, flocculation could significantly enhance solid-liquid separation in hydrocyclones. For example, at a feed pulp density of approximately 9%, focculant-assisted hydrocyclone produced an underflow with over 98% solids recovery, compared to a recovery of less than 53% with conventional hydrocyclone. However, feed pulp density was found to be a critical factor, and tailings with pulp densities of greater than about 15%required a two-stage hydrocyclone operation where the focculant-assisted hydrocyclone was employed at the second stage to process the overfow of a conventional hydrocyclone.The underflow and overflow products obtained from the focculant-assisted hydrocy-clone may be discharged into tailings dams in the same manner as those produced by gravity thickeners. The focculant-assisted hydrocy-clone would, however, provide a higher throughput."

The resources and reserves calculation of marine diamond deposits should be based on a systematic sampling grid. The distribution of the sample grade results tends to be very skew and has a large variance. A bias is easily introduced due to the fact that the grade distribution of the samples is very different from the grades of the area of influence. The temptation is always there to extrapolate the highest grade samples simply to their area of influence. If this is done, the higher grade areas will be systematically overestimated, while the lower grade areas will be underestimated. Such a bias should surely be avoided by weighing the sample grades in such a way with their neighbours, so that the estimated grades have a similar distribution as the grades of the blocks. The grade distribution of small mining blocks tend to be lognormal-like. If the coefficient of variation is known, i.e. the standard deviation divided by the mean, then the grade distribution of the small mining blocks is relatively well-defined. The distribution of the diamonds within the deposits can be simulated, based on the histogram of the sample results and on the semivariogram. The diamonds tend to cluster in trapsites. From the semivariogram and the histogram, the average size and spacing between trapsites, and the grade distribution within the trapsites, can be calculated using the model of the General Family of Discrete Distributions. Using such a simulated deposit, the grade distribution for different block sizes can be obtained. The grade distributions become more lognormal-like with increasing block sizes, as the trapsite effect is reduced.

In the world of minerals exploration, computer-oriented data storage and retrieval methods are being talked about, studied and researched. The goal is to facilitate the recording, collating, indexing, recovery, and analysis of mineral deposit-prospect data. A survey has been made of the various report forms, suggested outlines, and computer coding forms that are currently used in mineral exploration to index and/or describe mineral deposits and prospects. These forms have a number of common characteristics: location, commodities, type of deposit, host rock, etc. Such basic mineral deposit-prospect "data units" are part of most exploration programs. "Data units" may be comprehensive bound published descriptions of mines or mining districts or 3x5 file cards or elaborate computer coding forms being developed in Canada. Initial attempts to develop computer-oriented information systems have run into the same roadblock: the lack of a body of organized, processible data describing the basic qualities of mineral deposits and prospects. To solve this problem, international committees are considering coding forms, world-wide semantics, and rules or standards for data collection and description. It appears that mistrust and lack of understanding of the computer; fear of loss of proprietary information; and disagreements over terminology are distorting the picture of what has to be done if the mining industry is to grow into more meaningful information systems for mineral exploration.

The greatest single obstacle in the path of constructive action in making conservation a reality is the inherent discord in the hearts of men. A perfect society doubtless is many millenniums removed from the present generation, but it must be admitted that progress toward a conservative use of our natural heritage with the altruistic concept of the greatest good for the greatest number for the greatest time can be attained only by a society in which discord is reduced to a minimum compatible with the limitations of human nature. Daily industrial discord is witnessed between management and labor which passes the bounds of arbitration and results in stoppages of production, waste of productive capacity, idle capital, idle labor, and the complete loss of the most unrecoverable element of all-time. The conservation of material things cannot progress independently of the conservation of the efforts of the human worker, and the results of these efforts are proportional to life itself as measured in hours and years. Unfortunately discord passes international boundaries, and the story of war is as old as the story of mankind. Our recent attempts of international control of nations appear to be dismal failures.
