The regulation of environmental management in the minerals and petroleum industries has been undergoing considerable change over the past decade. In recent years, there has been a distinct trend towards smaller government and increased environmental awareness. Current regulatory systems have generally neither responded to these trends nor effectively dealt with the demands placed on them. There is a need to develop a more effective means of providing assurance to Government and the community that its environmental objectives are being met. These means must also enable industry to have an effective environmental management process.

Introduction.—The recent developments in the metallurgy of aluminum and its consequent rapidly growing use in the arts are at present attracting considerable attention to its ores. The success of the Hall electrolytic process, by which the metal is obtained directly from the oxide, has removed bauxite from the position of a rather uninteresting mineral to that of an important ore. Its production on a commercial scale is so recent, particularly in this country, that little attention has yet been paid to its mode of occurrence and origin.. Any investigation, therefore, which throws light upon these points should be of interest to mining engineers- at the present time, especially if the conclusions afford a basis for estimating the probable extent and value of deposits already known and a mane of directing search for others. Two localities in the United States have so far yielded bauxite in commercial quantities. These are in Arkansas and in the Coosa valley of Georgia and Alabama. According to descriptions of the Arkansas deposits by Branner, they bear little resemblance to those in the Southern Appalachians and their geological relations appear to be entirely different. Only the latter deposits are considered in the following paper. These have been briefly described by McCalley† and Spencer.† They were visited by the writer during the past summer and somewhat carefully examined, in connection with the study of the areal geology of the region. A U.S. Bureau of Mines case study of pillar recovery in high-grade ore near the Ross shaft at the Homestake Mine, Lead, SD, has demonstrated the usefulness of the finite-element method for evaluating shaft pillar mining plans and shaft stability. This report focuses on mine measurements and calibration of the two-dimensional computer model and is the second in a series of three Reports of Investigations describing the Ross shaft study. In this study, borehole extensometers and other instruments were installed to provide data for model verification and to monitor the shaft. Results of the recalibrated two-dimensional model (UTAH2) confirmed the premining stability evaluation. However, after mining began, concern was expressed because cracks and other signs of ground motion appeared at considerable distances from the area of active pillar mining. In part 3 of the study, an intensive three-dimensional modeling effort using UTAH3 was initiated. The results again showed that the observed effects were within expectations and that the shaft would remain safe. Three-dimensional analyses of alternative pillar mining scenarios indicated that more of the shaft pillar ore reserve could be recovered than previously thought.

Crows Nest Industries Limited adopted roof bolting in 1963 to improve roof control and to extend continuous miner utilization in one mine. Bolting was held back because anchorage tests gave inconsistent results. The time lapse between mining and bolting was suspected as a cause, and so a test entry was driven and sections of it were bolted as part of the work cycle in addition to the normal timbering. This paper presents the results of the instrumentation of test entries and discusses the utilization of the data to improve mining procedure.

One technique for controlling ongoing acidic drainage is to relocate and submerge net-acid-generating waste rock in a lake or water-retaining impoundment. This can lead to the overall improvement of water quality and the reduction In short-term environmental liabilities. A case study of this technique is the Eskay Creek Mine in northern British Columbia. Some findings of the study are: (1) the addition of lime to each truckload of rock, based on its rinse pH, neutralized the accumulated acidity and suppressed the accumulated-metal release, (2) only 10-20% of the dump's neutralization potential had been consumed when acidic drainage appeared, (3) water chemistry in the watershed recovered roughly three years after relocation, and (4) environmental liability was reduced due to the cessation of on-land acidic drainage with no degradation of lake chemistry.

Cable sheaths made from common lead have been used to protect underground cables since the beginning of the power-cable industry. Only within the last few years, however, has a systematic study of the production methods and of the causes of failures in cable sheathing been undertaken. Recent increases in the use and demands for service made upon power cables have emphasized the importance of high-quality cable sheaths. It was customary for the users to attribute the cause for their sheath failures to the lack of purity of the lead, but this contention has not been borne out by field and laboratory inspection of the sheaths. During the past two years the writers have had an opportunity to examine various types of sheaths that were removed from power cables after failure. These samples were obtained from various parts of the country and represent, it is supposed, the production of the principal cable manufacturers. Aside from corrosion, the common field difficulties can be classified either as mechanical or structural, as outlined below, and when structural irregularities are found they can all be attributed to manufacturing causes and in no way reflect the purity of the lead. "The last thirty years have seen enormous changes in all aspects of the gold industry, from the technologies of mining and extracting gold to the role it has played in the fiscal policies of nations. In this time, the market price of gold has increased ten fold and mine production has more than doubled. However, the cost of mining and extracting gold has also increased exponentially, and the industry has struggled with declining ore grades and increasingly refractory ore bodies.With the major economic powers of the world shrugging off the uncertainties of the post cold war era and moving into a period of unprecedented political stability, economic growth and low inflation, gold is also losing its lustre as a hedge against inflation and a backing for national currencies. Consequently, countries that had accumulated and hoarded gold for decades are now disposing of these non-performing assets, resulting in major swings in supply of the metal. Fortunately, this has coincided with the end of communism in many parts of the world and a tentative move to free market economies in most of the developing nations. As a result, people are becoming wealthier, and this is creating more demand for gold, principally in the form of jewelry.On balance, the shift in the role of gold, from one in which a significant portion of new gold production lay dormant in bank vaults as insurance against political or fiscal instability, to one in which most new gold is now freely traded as an industrial commodity, responding to normal market forces of supply and demand, has had a negative impact on the price of gold over the last fifteen years. In that time, the gold price has declined from a peak of $850/oz in 1980 to an average price of about $400 through the rest of the l 980's, to a price of -$320/oz today (1997). In large measure, this has been due to the enormous inventory of gold metal that was held by central government banks in vaults around the world, and which has been dumped on the market as soon as the price has started to trend upwards. Even today, after ten years of fairly steady selling by central banks, about 3 0, 000 tons of gold (or -8 years' supply at the present rate of consumption) is still retained in vaults (Murray et al., 1997).The downward pressure on the price of gold has created exciting opportunities for the development and implementation of new technology. Increasing the efficiency of gold recovery from more and more refractory ore bodies, whilst at the same time lowering production costs, have become critical to survival in this industry. These challenges have been met by the development and implementation of new technologies such as heap leaching, carbon in pulp, resin in pulp and the sulphide ore pre-treatment process of pressure leaching, bacterial leaching and fluid bed roasting. For an industry that saw very little technological change in the first seventy years of the twentieth century, the pace of change over the last thirty years must have seemed bewildering at times."

I am wearing two hats today. When the invitations went out to participate in this forum, two were received in the head office of the Department of Lands and Survey - one addressed to the Director-General of Lands and one to the Chairman of the National Parks Authority. It seemed logical that as the department is responsible to the Government for the administration of the National Parks Act 1952, we should respond by providing one speaker to cover both the department's interests and those of the National Parks Authority. I hope, however, that this will not blur the clear distinction which exists in the context of the mineral industry between Crown land on the one hand administered by the department for the statutory Land Settlement Board and national parks and allied reserves on the other hand which are the responsibility of the National Parks Authority.

The adsorption mechanism of three different O,OÆ-di-alkyl-dithiophosphate (dtp) collectors, K[S2P(OR)2] with R = Et, i-Bu and i-Amyl, on the surface of synthetic chalcocite (Cu2S) was studied by means of solid-state 31P CP/MAS NMR spectroscopy. The morphology changes on the conditioned Cu2S surfaces, in the collector concentration range 0.1 - 10 mM, were also monitored with scanning electron microscope (SEM). In order to assign Cu(I)-dtp species on the surface of Cu2S, the corresponding bulk Cu(I)-dtp compounds, which are clusters of the monovalent copper containing either Cu6(antiprismatic) or Cu8(cubic) cores, were synthesised, and characterised by means of solid-state 31P CP/MAS and static 65Cu NMR. Further investigations on the crystal habits of the bulk systems were carried out by powder x-ray diffraction and SEM. A comparative analysis of the 31P chemical shift and chemical shift anisotropy (CSA) data estimated from the experimental NMR spectra of the polycrystalline bulk Cu(I) dialkyldithiophosphate complexes was used for assigning the 31P resonance lines in the NMR spectra of the collector treated Cu2S powder samples. The species formed on the synthetic Cu2S surfaces were assigned to polycrystalline phases of: Cu6L6 with L = Et2dtpû, Cu6L6 and Cu8L6(S) with L = i-Bu2dtpû, and Cu8L6(S) with L = i-Amyl2dtpû. A heterophase autocatalytic step process of both formation and growth of solid CuxLy (L = R2dtp, x = 6 or 8 and y = 6) complexes on the collector treated Cu2S surface is proposed. A possible role of the oxidised form of dithiophosphate collectors, bis[di-alkyl-thiophosphoryl]-disulfane (disulfide), is discussed in terms of a specific self-redox reaction. The second order quadrupolar lineshapes in 65Cu NMR spectra were simulated and the interaction parameters, CQ and hQ, for the bulk dialkyldithiophosphato-copper(I) complexes were obtained.

Part I of this report3/ proposed a sonic method for determining pressure, in situ, on rock pillar, arches, and other structures. The method required (1) a laboratory determination of the variation of the velocity of sound with pressure in samples of rock taken from mine pillars to establish a velocity pressure relationship for the type of rock, and (2) a measurement of the velocity of sound in the mine pillars from which the laboratory samples were taken. The pressure on the pillars could be determined by correlating the velocity in the pillar with the velocity-pressure relationship established in the laboratory. The success of this method depends on the extent to which velocity of sound varies with pressure. Furthermore, Young's modulus of elasticity, E, can be calculated from longitudinal velocity, V, by the relationship, E = V2d ...(1) where d = density. Hence, the variation of the elastic modulus with pressure also can be determined. It pointed out that this method might be extended to assist in the prediction of rock bursts, inasmuch as the rock is subjected to extreme pressure in these instances.

The OPEC oil embargo and the subsequent higher prices for oil have drawn public attention to the critical problems associated with security of supply of oil and other key industrial materials, especially nonfuel minerals. This concern has stimulated the interest of decisionmakers in analyzing policy options to cope with the emergency situations resulting from a sudden foreign- induced supply interruption or a cartel price increase. Several policy options are available to counteract foreign-initiated embargoes or cartel price actions. The type of response will differ depending on the commodity action intiated. A mathematical model that measures the impact of foreign-induced commodity actions on the domestic economy is formulated. The paper also presents a computer method that can be used to determine the optimum policy response to counteract such actions.

"The Nechalacho rare metal deposit is located in NWT, Canada. Avalon Rare Metals Inc. is now evaluating processing techniques for recovery of REE to be used in the industry. QEMSCANTM analysis coupled with whole rock, REE, Zr and Nb, and electron microprobe analyses were utilized to identify and quantify the mineralogy of the deposit, and define the REE distribution among minerals. QEMSCANTM mineralogy was performed on fifty intact drill samples using EXPLOMINTM that provided textural information for the mineralization; crushed samples were used to determine the variability of the ore and define REE domains, and composite samples to determine the liberation and association of the REE minerals. The sample matrix predominantly consists of biotite, feldspars, quartz, muscovite/clays, minor chlorite and amphibole, magnetite and hematite and carbonates. REE include in decreasing order of abundance allanite (3.6%), monazite (1.5%), synchysite (0.9%), columbite (0.9%), fergusonite (0.6%), bastnaesite (0.4%), and zircon 11.0%. The majority of the HREE are carried by fergusonite and zircon, and the LREE by monazite, allanite, synchysite and bastnaesite. QEMSCANTM mineralogical data is extremely valuable in assessing the mineralogy of the ore. The data have been implemented in defining the mineralogy of the ore body, support metallurgical test work, predict recoveries and grades, and finally calculate reserves of the deposit.INTRODUCTIONAvalon is in the unique position of owning and developing one of the world’s largest rare earth deposits in the Northwest Territories of Canada.The term Rare Earth Elements (REE) is used to describe the 15 lanthanide elements or metals and, more recently, the metals yttrium and scandium, which display similar physical and chemical properties. REE are not particularly rare and have a similar abundance in the earth’s crust to nickel, tin or tungsten. Unlike these better known metals however, the rare earths have little tendency to become concentrated into commercial ore deposits. When they do become concentrated, deposits of REEs usually display enrichment in one of two groups. The most commonly occurring deposits of REEs contain a sub-group of elements referred to as the “light rare earth elements” (LREEs), which include lanthanum, cerium, praseodymium, neodymium, and samarium. Less commonly, deposits of REEs contain the much more valuable sub-group of elements referred to as the “heavy rare earth elements” (HREEs), which include europium, gadolinium, terbium, dysprosium, holmium, erbium, thulium, ytterbium and lutetium. Yttrium and scandium most commonly occur in association with this second HREE sub-group. Generally, LREEs are produced from the mineral bastnaesite, and the HREEs have been produced from the minerals xenotime and monazite. LREEs continue to be produced from bastnaesite, however in the 1980s, China started production of HREEs from unique laterite clay deposits. China now produces approximately 95% of the world’s rare earths."

Although environmental and sustainable development reporting has now become widespread in the Australian mining and minerals processing sector, there remains a great deal of diversity in reporting contents and practice. Moreover concerns remain about the effectiveness of reporting for delivering the companyÆs business case for sustainable development as well as for communicating sustainable development performance to a range of external stakeholders. This paper therefore reviews the status of sustainable development reporting in the Australian minerals processing industry. Pertinent international and national developments are briefly captured, leading to a discussion of the framework for integrating sustainable development reporting with sustainable development management (as proposed by the World Business Council for Sustainable Development). This leads to a discussion of the results of a comparative review of sustainable development reports of a cross-section of eight Australian resource companies. Best practice elements are highlighted in regard to reporting on company context, governance, performance and assurance.

The U.S. Geological Survey has conducted an assessment of the Nation’s coal deposits that potentially could be mined during the next 30 or more years. For the Gulf Coastal Plain region, the assessment includes reviews of the stratigraphy, coal quality and resources, and coalbed methane potential of the Cretaceous, Paleocene, and Eocene coal deposits in the region. The results of these efforts are a series of digital maps, text, and tables published in CD-ROM format. Although abundant coal resources are available in the Gulf Coast region, coal quality issues may limit large-scale development in the future. Additional data are required to better evaluate the coalbed methane resource potential for the Gulf Coast region.

Several shear failures were observed in Shaft #1 at the Mountain Coal Company, LLC, West Elk Mine, after mining longwall Panel 23, 1,100 ft to the east of Shaft #1. It was speculated that this shear damage could be related to differential ground movement caused by in situ stress relief from the ?stress shadow? of the caved zone above longwall Panel 23. A numerical study was conducted to assess the possibility of the shaft shear damage being caused by in situ stress relief and the potential for additional damage to Shaft #1 and two other nearby shafts, due to mining nearby longwall Panel 24. Three-dimensional (3D) models were built in FLAC3D to simulate past and future mining near shafts, the estimated local anisotropic and directional horizontal stresses, and the overlying variable surface topography. The numerical analyses indicated that stress relief due to mining Panel 23 caused the shear damage to Shaft #1and that additional damage to Shaft #1 and the other two shafts, would likely result from mining longwall Panel 24. Additional shear damage was documented in Shaft #1 when longwall Panel 24 was mined, confirming the results of the numerical analyses.

University of Nevada's recent Bonanza Days celebration turned out to be the real thing when Kennecott Copper Co, presented the school with $30,000 for new laboratory equipment for the MacKay School of Mines, J. C. Kinnear, Jr., general manager of Kennecott's Nevada Div., handed the check to Stout, university president, Chemical Construction Inter-American Ltd,, signed a contract with Noranda Mines, Ltd. for construction of a sulphur-iron plant in the Niagara Peninsula. Work has been started and it is expected that the plant will be finished by summer 1954.

When a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be considered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essential wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered. Hardness has been the property of greatest practical interest in tool materials. The word "hardness" is a generalized term lacking definite-ness unless the specific test used is described. However, efforts to explain physical properties as a consequence of chemical bond, and distance between atoms in chemical compounds have been illuminating. This seems the most generalized attack on the problem, and is based upon the idea that atoms in a lattice are held together as the square of the valence and inversely as the square of the distance between the atoms. THE only previous investigation of the phase equilibria in the Ta-Pd system was reported by Greenfield and Beck.1 Their work (actually a portion of a much broader survey) was limited to the composition range 50 to 75 at. pct Ta and to a single temperature, 1000°C. The results indicated that no intermediate phases were present at this temperature. They pointed out that this was an unexpected result in view of the fact that niobium, which belongs to the same group in the periodic table as tantalum and has essentially the same atomic size, forms a o phase with palladium.' Also, tantalum in combination with rhodium,' iridium,' or platinum' stabilizes the s phase. By analogy, the Ta-Pd system would also be expected to contain a s phase. The present investigation was therefore undertaken to explore more fully the phase relationships in this system. Alloys were prepared by arc melting on a water-cooled copper hearth in an argon-helium atmosphere. The purity of the starting materials was greater than 99.9 pct. The weight losses on melting were less than 1 pct and therefore the alloys were not analyzed chemically. Specimens were wrapped in molybdenum foil, encapsulated in quartz capsules under a vacuum of at least 1 x 10-5 mm of Hg, annealed as indicated in Table I, and water quenched. Optical and X-ray metallography were used for identifying the phases present in the annealed and quenched alloys. The alloys were resistant to attack by several acids; however, a sodium cyanide electroetch and an immersion etch containing 1 part HF, 1 part HNO3, 2 parts H2SO4, and 5 parts H2O by volume were found satisfactory. The X-ray diffraction patterns were taken with a Straumanis-type Debye-Scherrer camera and filtered copper or chromium radiation. A summary of the phases found in this investigation is presented in Table I. No attempt was made to determine the composition limits of the various phases. The present results indicate that this system consists of two terminal solid solutions separated by at least four intermediate phases at the approximate compositions Ta3Pd, -TaPd, TaPd,, and TaPd3. The Ta-rich solid solution, containing less than 10 at. pct Pd at 1150°C, is in equilibrium with a o phase which is stable in the vicinity of 25 at. pct Pd. The latter phase is also in equilibrium with a bct phase at the equiatomic composition. At high temperatures it appears that the Pd-rich solid solution extends to at least 66.6 at. pct Pd and is in equilibrium with the bct phase. When annealed at 900°C, a sample containing 66.6 at. pct Pd transformed to an unidentified phase designated as X. An X-ray diffraction pattern of this phase contained sharp low-angle lines while the high-angle lines were characteristically diffuse. The observed d-spacings and relative intensities for lines in the low-angle region are presented in Table 11. In the vicinity of 70 at. pct Pd an intermediate phase having the TiA13-type structure is formed. It is stable to at least 1100°C, and presumably dissolves congruently into the ter-
