Alfred Stansfield, Montreal, Canada:—In Professor Howe's paper on the position of Ae3, he shows its industrial importance in determining the temperature to which steel should be heated for " grain refining." Several years ago I carried out a research on the " burning " of steel and found that while hypo-eutectoid steel should be heated to Ae3, hyper-eutectoid steel that has been very much overheated must be reheated to the curve Sa on the carbon-iron diagram, in order to redissolve the pro-eutectoid cementite and thus to obtain recrystallization and grain-refining. This treatment was necessarily only partly successful, and I should like to ask whether the conditions of heat treatment for refining overheated high-carbon steels have been ascertained. Speaking of the &'Persistence of Solidificational Segregation " Professor Howe quotes an experiment made by Mr. Stead in which a bar of 1.2 per cent. carbon steel was immersed in a large mass of molten blast-furnace slag and allowed to cool with it. The steel was heated ; above the solidus (curve An on the carbon-iron diagram), but below the liquidus (curve AB). A drop of eutectic carbon-iron alloy, rich in carbon, had liquated out and hung below the bar. This agrees exactly with my own observations on the burning of steel, but my interpretation differs somewhat from that of Professor Howe. Professor Howe considers that the fusion of a part of the metal (rich in carbon) shows that the solidificational irregularities of composition had persisted through the rolling and heat treatment of the steel, as otherwise no part of the steel would have been sufficiently fusible to melt. It does not appear to me that such an explanation is necessary. A piece of steel represented in temperature and composition by any point within the area ABa will ultimately resolve itself into a solid phase and a liquid phase in equilibrium with each other. It may appear that if the steel were absolutely uniform no fusion could take place, but, the smallest nucleus of high-carbon, fusible alloy would ultimately bring about this separation into liquid and solid phases, by diffusion of the carbon from the solid to the liquid areas. In Italy at the moment there is a program which involves for the future the exploitation of two uranium mines which are now in the research stage. About one hundred and fifty workers are at present employed in those facilities. An health physics surveillance program is under way and has been designed to fulfill the requirements due to the future exploitation of the two mines. A complete evaluation of the total dose (external + internal) received by the workers will be given together with a detailed analyses of the technical methods employed for such evaluations. The external doses are evaluated on the basis of individual TLD dosimeters, while the evaluation of the internal doses is mainly due to an enviromental survillance program of the radon and radon daughter air concentration inside the mines. The criteria established for the assessment of the sampling procedures, sampling intervals and dose evaluation related to the radon doughter exposure are reported. The external dose received by the workers are lower than 0.2 m Sv~month and the internal exposure less than 6.4 IO-3 J.h.m-3 /year or using the old units 2 WLM/year.

The explosion hazard of methane-air mixtures has become an increasingly serious mine planning problem, and an advance assessment of methane gas potential can therefore be essential for a safe and economic mine development pro- gram. As part of its coal mine health and safety program, the Bureau of Mines has developed a simple, inexpensive test to measure the methane content of coal samples obtained from exploration cores. The gas content of coal per unit weight as determined by the direct method test can be used as a basis for a preliminary estimate of mine ventilation requirements, and to determine if degasification of the coalbed in advance of mining should be considered. Since the Bureau began measuring the gas content of coal samples in 1972, experience has led to equipment and procedural changes, the most significant of which has been the development of a ball mill for crushing the coal sample to release the residual gas at the end of the desorption test period. This revised procedure replaces the crushing box and graphical methods described in earlier Bureau publications. The results of 583 direct method tests are summarized in tabular form. These results include data on the gas content of 125 coalbeds in 15 States.

Marine mining is here defined as the commercial recovery of minerals other than oil and natural gas from the surface of, or below, the seabed by operations connected only indirectly with the land. The number of operations falling within this definition and the number of countries involved are remarkably limited in view of the widespread interest shown in marine mining prospects during the last few years. Marine mining is still restricted to continental shelves, where the only superficial minerals currently being mined are sand and gravel, calcium carbonate in different forms, and tin and iron sands.

Availability of the elements originating from steelmaking slag for various marine phytoplankters including purely cultured strains and natural populations was tested in land and shipboard laboratories. The results obtained demonstrate that, although their solubility was not uniform among different slags, dissolved iron, silicate and phosphate from the slag stimulate phytoplankton growth. No negative effect of the slag addition on their growth was observed at lower dose, e.g. less than 200 mg/l. Since most coastal waters are the hypernitrogenous environment due to anthropogenic load of ammonium, the slag can be an ideal source of silicate and phosphate, which restore the hyper-nitrogenous condition into truly eutrophic condition with balanced Redfield ratio. In so-called HNLC (high-nitrate low-chlorophyll) oceanic areas such as the Southern Ocean and the subarctic North Pacific, where iron is almost only limiting factor of the phytoplankton growth, the slag could also be a source of iron and enhance CO2 fixation by phytoplankton photosynthesis. "This study was conducted to establish the possible application of bioleaching in the pilot scale to recover valuable metals from the sulfidic tailings of Golgohar Iron Mine (Kerman, Iran). Using bioleaching processes, solvent extraction and sulfide precipitation recovery of valuable metals including, copper, cobalt and nickel from the tailing was investigated. The results showed that the optimum pH and temperature conditions relative to the bioleaching step was 1.5 and 45°C. The extraction of the metals from the low grade polymetal resource with complex mineralogy is very important from economic, environmental and technical point of views. Moreover, the proposed method has some advantages from energy saving, tailing management and creating added value from waste materials aspects.INTRODUCTION The growing demand for base metals and strategic such as: copper, nickel and cobalt as well as high-grade resource depletion has caused them, the mining industry to extract metals from low-grade resources and driven by complex mineralogy (Xie et al., 2005). Economic extraction of metals with low grade sources requires low-cost and efficient processing methods. A source with enormous potential for metals in future, secondary sources, such as: tailings mineral industries which the lack of appropriate technology and the high cost of processing weren't recoverable with previous procedures in the past. But it is possible that with develop new and efficient technologies have the economic exploitation ability. Recovery of metals from tailings resources is very important not only in terms of precious metals but also in terms of reducing environmental problems (due to heavy metals). The metals of copper, nickel and cobalt are mainly like sulfide compounds in the nature, usually for their recovery, first they make ore with flotation method to obtain the sulfide concentrate that containing valuable metals. then for the metal production, it will be melt and purification. Due to the environmental aspects, technical problems in the recovery of base metals from low grade ore and mixes, the presence of small reserves, in the past three decades they pay much attention to the use of hydrometallurgical processes for the recovery of base metals from these resources. These processes are classified according to the solver agent to leaching sulfates, chlorides, nitrates and amines (Hackl, 1995). Early, chloride leaching under oxidation condition in acidic or alkaline solutions was recognized the best process to produce sulfide concentrates. But then the basic processes sulfates was considered as the superior process because of being easier, a better understanding of the chemistry of leaching and recovery of base metals, especially copper from the environment easier sulfate solution with an organic solvent extraction and electro winning. The bioleaching is shown its ability on a commercial scale of low-grade sulfide minerals and ore that because of environmental reasons, the possibility of melting is not possible to them. The existing industrial base factories are based on primarily on the bioleaching and pressure leaching and recovery of cathode copper sulfate solution by extraction with organic solvents (SX) and electrowinning (EW) (Wang, 2005). Preliminary analysis has shown that valuable elements such as copper, nickel and cobalt are in the float flotation unit. Hence the plan to extract these metals from the wet tailing stream has been done."

Oil and gas production in North Central Texas has been found in sands and limestones in the Cisco, Canyon, Strawn and Bend series of Pennsylvanian age and in lime of pre-Pennsylvanian age. Production ranges in depth below the surface from 150 to 4500 ft.; a few wells have been drilled to depths in excess of 5500 ft. and penetrated rocks of pre-Cambrian age. In Table 1, the average depth of the pools is shown. No mention, however, is made in this table of approximately 30,000 bbl. of oil produced in Callahan County from a pre-Pennsylvanian pay, presumably the Ellenberger, and an excess of 1,000,000 bbl. of oil produced from limestone, which has been identified as Silurian in the south part of Young County. This well is being produced at the present time. In Table 1 a great many pools of minor importance are listed, which are merely productive spots, and throughout the various producing counties there are numerous similar spots, which might be listed as pools. Their production, however, is listed in the county totals. In Table 2, the totals of the oil wells, gas wells, and dry holes drilled before Jan. 1,1935, include only wells on which records are available to the writer. In Brown, Callahan and Shackelford counties 2924 very shallow wells (150 to 600 ft. deep) have been drilled, on which the record is not available. Possibly there are other wells that were drilled before the district was adequately scouted. No classification as to the depths of this total of 30,644 wells is available at present. Initially, nearly all the oil wells of North Central Texas produced gas, and several areas producing dry gas have been partly developed. A number of casinghead gasoline plants strip the gasoline from the gas produced with the oil, and the manufacture of carbon black is an important industry in Stephens County. Dry and residue gas are marketed through systems serving the various towns of the district, San Angelo to the southwest and the cities of Forth Worth and Dallas to the east. Considerable gas is used in repressuring several pools, the most important of which are the Stover of Brown County and the Cook of Shackelford County. Zinc produced by pyrometallurgical processing techniques suffers the disadvantage of restricted market potential because of its impurity contents, typically lead and cadmium. Market zinc to the Special High Grade (SHG) standard can only be produced by reflux distillation refining, which is costly in terms of energy and equipment, and potentially capacity limiting. Recent published laboratory work suggested that molten salt electrorefining of zinc metal is a potentially much cheaper alternative to the reflux distillation refining. The extrapolation of the laboratory results to an industrial configuration, however, resulted in an estimated power consumption for electrorefining and associated costs offering no advantage over current reflux distillation practice. A review of this estimate now shows that a serious error in calculation was made, and that the energy consumption for the electrorefining of molten zinc would be an order of magnitude lower than that for reflux distillation refining. While this is a promising indication, further research is required before development towards an industrial scale operation is warranted. This would particularly relate to the extent to which adverse electrolyte deterioration may take place and its potential effect on the anode and cathode efficiencies of the process. This paper considers the laboratory investigations required to explore the industrial potential of the molten salt electrorefining of zinc and foreshadows some of the practical problems to be solved in further development.

Hanging Lake Joint Venture recently excavated two conventional 12.8 m (42 foot) diameter highway tunnels in the difficult ground conditions of Glenwood Canyon, Colorado. This paper outlines the type and success of the various Controlled Blasting Techniques that were used to minimize overbreak in the portal and tunnel excavations. The different Smoothwall and Cushion Charge loads used in the different ground types are described in detail. Delay Timing and Drilling Pattern variations are also discussed.

The effect of the presence of ore pulp on the adsorption rate of gold on activated carbon has been studied. A substantial reduction in the rate occurs when the pulp is present. The reduction in rate appears to be caused by two effects: permanent carbon pore blocking by ore particles and temporary shielding of the carbon particle surface, slowing gold access to the carbon due to the physical presence of the fine pulp. There is no significant effect arising from the presence of a pulp viscosity modifier even for conditions when mass transport dictates the loading rate of carbon in clear Solution.

The: iron-rich iron-nickel alloys have attracted considerable academic interest in recent years. The carbon-free alloys are of minor practical importance, but they are the base of many alloys with various outstanding properties. The iron-nickel alloys, therefore, have been investigated extensively regarding both their structures and their properties. The researches on these alloys up to 1938 have been collected and critically reviewed by J. S. Marsh,l and will be discussed in some detail in the sections of this paper dealing with specific subjects. These numerous investigations have not succeeded in establishing the equilibrium conditions in this system. Alloys containing more than a certain amount of nickel (8 to 10 per cent Ni) undergo the allotropic transformation extremely sluggishly, both on heating and cooling, showing a large hysteresis," which is not dependent upon the rate of cooling and persists even with very slow rates of cooling.3 Honda4 and Merica4 have therefore resigned themselves to proposing a diagram (Fig. I) for practical use, illustrating the structural relations under commercial conditions instead of attempting to establish the true equilibrium diagram. Marsh is less pessimistic and suggests an equilibrium diagram (Fig. 2) which conforms approximately to the facts known about this system. Recent X-ray investigations by Owen-Sully5 and Bradley-Gold-schmidt6 on powdered alloys indicate that the previous work on the iron-nickel system yielded very incomplete results. The U.S. Department of the Interior, Bureau of Mines, conducted field tests on acidic copper tailing as part of its program to devise, improve, and demonstrate technology for stabilizing mining and mineral processing wastes. Results will be presented from successful 1/8-acre and 1-1/2-acre demonstration revegetation plots established in 1973 and 1974 on an abandoned copper tailing pond located on public land adjacent to Holden Village, Wash. The tailing was neutralized with treatments of either dolomitic lime or limerock and fertilized with processed sewage sludge and/or commercial fertilizer. Plant growth covering 60 percent of the surface was achieved on both test plots. Regar brome, Tegmar intermediate wheatgrass, and tall wheatgrass provided the best plant growth and surface coverage. In neutralizing the tailing, the target pH of 6.8 was not achieved; however, good plant growth occurred in areas where the pH ranged from 2.9 to 5.8.

IN the normal operation of the iron blast furnace, reduction of the iron oxides is accomplished almost entirely above the tuyeres.' Blast furnace slags usually contain less than 0.5 pct FeO, although higher values may occur with abnormal operation. There is reason to conjecture, however, that incompletely reduced ore may sometimes reach the hearth and enter the slag as a result of heavy slips or, perhaps, even from cores of excessively large lumps of a charge material of poor reducibility. The possibility of reoxidation of iron droplets falling in front of the tuyeres has been considered by several writers. It would be of interest, to know how rapidly iron oxides reaching the slag for any of these reasons could be reduced by reaction with coke or with the high carbon liquid iron in the hearth. In comparison with the hundreds of papers that have appeared on various aspects of the reduction of solid iron oxides by gases and in the presence of several forms of carbon, little work has been published on the reductioin of liquid oxides or slags. Dancey measured rates of reaction of the pure liquid oxides, both FeO and Fe,O,, with molten iron containing about 4.3 pct C. The oxide was dropped into the cup formed in the upper surface of the iron by rotating the crucible and melt. Under these conditions, reduction of either FeO or Fe,O., was completed in less than 10 sec. The present study was concerned with the reduction of FeO from blast furnace-type slags containing less than 5 pct FeO and melted over carbon-saturated iron in stationary graphite crucibles. The results were considerably different from those found by Dancey, as will be discussed later. Although this work is of interest in relation to hearth reactions in the blast furnace, interpretations must be made with caution because the experimental conditions do not duplicate those within a furnace and may not even lead to the same reaction mechanism. The authors were motivated in undertaking this work by an additional interest—the part played by FeO reduction in the mechanism of de-sulphurization of iron by slags under similar experimental conditions. Derge, Philbrook, and Goldman eveloped detailed experimental evidence to support a three-step mechanism for desulphurization like that originally proposed by Holbrook and Joseph' (These reactions are written in molecular form for convenience, but this is not intended to imply the existence of molecules of FeS in the bulk metal phase nor to deny the likelihood of ionic reactions in the slag.) Earlier work by Chang and Goldman" had shown that the overall reaction follows first-order kinetics with respect to sulphur and that the rate of reaction is proportional to the slag-metal interface area, which observations have been confirmed by subsequent work. Later studiese,' have established the influence of al.loying elements on the first and last steps of the reaction. This paper reports a study of step 3 alone, uncomplicated by the simultaneous process of sulphur transfer. Apparatus and Procedure The experiments were made in a conventional high frequency induction furnace powered by a 35 kva Hg spark gap converter. The graphite crucibles used for most of the runs were 14 cm (5.5 in.) deep and 4.8 cm (1.9 in.) ID with 0.75 cm (0.3 in.) wall. An insulating cover with a small opening for withdrawing samples was used to minimize heat loss and infiltration of air into the furnace. The crucible was charged with 300 g of carbon-saturated iron and either 65 or 100 g of prefused slag analyzing 38.0 pct SiO,, 15.4 pct A10 and 47.1 pct CaO. To obtain the cleanest possible interface at the start of the reaction, the metal and slag were brought to temperature together to prevent the rejection of kish graphite that would have been caused by the chilling effect of a large addition of cold slag to carbon-saturated iron. After temperature control had been established, the desired amount of iron oxide was added in the form of a prefused slag of composition 73.6 pct FeO, 7.7 pct AWX and 19.0 pct SiOl. This slag addition was observed to be molten in somewhat less than 1 min, and a very vigorous reaction proceeded for 1 to 2 min after its introduction. Zero time was taken as 2 min after the ferrous silicate slag addition. Slag samples weighing about 0.5 g each were taken periodically by a copper chill sampler." The weight of the initial slag was large relative to the weight of samples removed, so that the slag weight never varied by more than 5 pct during any run. Temperature was measured by a calibrated W/Mo thermocouple immersed in the metal, with a graphite tip cemented over the fused silica protection tube to prevent attack by slag and metal. After some difficulties with uncertain temperatures during the first two runs, the practice adopted to position the thermocouple for reproducible results was to lower the protection tube to touch the bottom of the crucible and then raise it 0.5 cm. The apparent temperature gradient between the bottom of the crucible and the top of the slag was found to be 15°C (27°F). but much of this spread was probably the result of inadequate immersion of the protection tube to off-set conduction losses along the graphite tip when the thermocouple was inserted only into the slag. The temperature of the bath was controlled within 25°C (9°F) during a run.

The thermal insulation of high-temperature equipment for industrial purposes is a subject that has not received from engineers and designers the attention its importance deserves. This may be attributed to a number of causes: In the first place, heat flow is a rather difficult factor to measure under the working conditions of an industrial furnace, and until the comparatively recent introduction into certain operations of the heat balance sheet, with a systematic attempt to account for the discrepancies in the totals, the various causes of heat losses and the reasons for their existence were not brought to light. Moreover, such rapid advancement and radical changes in the design of equipment, especially in metallurgical lines, have occurred that practice has apparently outdistanced the theory of design. In the modern tendency toward greatly increased size of units, effort has seemingly been made to utilize the heat of fuel gases without proper attention having been paid to conserving heat energy and confining it strictly to the points of maximum activity. The systematic study of the thermal properties of structural materials, which is being carried out by various government bureaus and also by a number of technical societies, is forming the basis for more intelligent and consistent work in the economically important subject of prevention of fuel waste. Advantages of Insulation It is not necessary in this practical and utilitarian age to enlarge upon the need of prevention of heat losses, but attention may advantageously be called to the other benefits derived simultaneously with the saving in fuel and the increase in thermal capacity of furnaces when properly insulated. Mining as an extractive process alone is outdated and unacceptable to today's environmentally concerned public. Multiple land use must be considered as well. Only through effective preplanning can the full potential of reclamation result in a lasting asset for future generations. The coal industry is now recognizing that reclamation of mined lands is part of the mining cycle that must be planned and carried out in a timely and orderly manner. It is also finding that planning reclamation in advance of mining is cheaper and more effective than waiting until mining is completed. The decision to open a strip mine must be based on the results of studies to determine if successful reclamation can be achieved and whether the economic benefits to the company will be justified(1). Information regarding the physical, chemical, hydrologic and biologic systems operative at the site must be under- stood or reclamation will be a failure. Working together, engineers, management and reclamation specialists should design the actual mining and reclamation plan before mining is begun.

THE purpose of this paper is to present a method of designing safe and economical arch structures that are to be constructed of concrete or directly of original earth materials. The experimental data used to illustrate the design method are taken from Bucky and Fentress,1,2 and the application of the ideas presented by them is extended by obtaining an additional set of curves from which arch structures may be designed. This design method is based upon the following principles of similitude: A scalar model made of the same material as that of the full sized structure will behave similarly to its prototype if the density of the model is increased in the same proportion as its linear scale is decreased. Let R represent the scale or model ratio, namely, the ratio of a prototype linear dimension to the corresponding model linear dimension. The effect of increased density may be obtained by rotating the model in a centrifuge at a speed such that the centrifugal field exerts on the model an accelerative force R times the accelerative force of gravity. Under these conditions; (I) model unit stresses are equal to corresponding prototype unit stresses, (2) the ratio of the prototype deformation at a given point to the model deformation at a similar point is equal to the scale ratio, R, and (3) the model and the prototype will behave similarly within and beyond the elastic limits of strain. According to the above relations, such models can be used to solve the following problems: I. The dimensions of the most economical safe arch structure for a given load. 2. The maximum safe roof span underground for given geologic conditions. The procedure is described briefly as follows. Tests are made by rotating in a centrifuge a number of models that repIesent a variety of prototype loads and dimensions. From the experimental data, curves are plotted to show the relations between these loads and dimensions. The curves are used to solve directly the problems stated above. Structural design is based upon the working (safe) stress of the material of construction, which is established by applying a factor of safety to the experimentally determined ultimate strength of the material. In conformity with this principle, each model is gradually loaded until failure occurs. A safety factor is then applied to the results. If a safety factor of 4 is used, a given model at failure represents a safe prototype, the linear dimensions of which are equal to one-fourth the model ratio at failure times the corresponding model dimensions. The Pennsylvania Department of Environmental Protection (US EPA 319 program) provided funding to aid a public-private effort in the installation of an environmentally-friendly system to treat abandoned mine drainage at Jennings Environmental Education Center (Pennsylvania Department of Conservation and Natural Resources). Through this cooperative effort among state and federal agencies, mining, excavation, and environmental companies, college and home school students, Girl Scouts, and volunteers, a successful multi-component passive system, readily accessible for upgrades and public education/research activities, was built. 90 people were directly involved in construction of this award-winning system and about 1000 people annually benefit from the educational opportunities.

Rare earth ferrosilicide is a versatile alloy mainly used to control the detrimental effects of sulfur in steel and to modify graphite structures in cast iron. The aim of this study was to determine the optimum conditions to make rare earth ferrosilicon alloy using a preconcentrate produced from a bastnasite type of ore present in the Beylikahir-Eskisehir region of Turkey. This concentrate contained 23.5%REO, 41.37% CaF2, 10.69% BaSO4, 8.50% CaCO3, 4.18%Fe2O3, 2.83% Al2O3, 2.74% SiO2, 1.20% P2O5 and small amount of other oxides. The initial metallothermic reduction of this concentrate using ferrosilicon and aluminum in a graphite crucible placed in a muffle furnace gave very low recoveries due to the difficulties encountered in adjusting the slag composition, temperature and amount of additives. Therefore, two batches of rare earth oxide concentrate containing 61.1% and 81.7% cerium oxide, respectively, that were procured from a Turkish glass producer, were used to optimize with respect to temperature, duration, slag-making additives and amount of reducers. In these experiments, smelting and reduction was done in an induction furnace with graphite crucible, and, ferrosilicon and aluminum were added after melting the charge. As a result, there was no difficulty in obtaining a rare earth ferrosilicon alloy containing 35-55% RE, 5-25% Fe and 20-40% Si, with about 80% metal recovery. When the optimum conditions were applied to the preconcentrate, alloys of similar compositions were obtained with 70-80% recovery. Experiments were also done with mixtures of preconcentrate and rich concentrate, and, recoveries as high as 95% were obtained. Only in this case, to increase the recovery, mixtures had to be charged to the empty graphite crucible after heating the crucible to the required temperature.
